Message of the LTO Chief o my beloved LTO family who came before me, are working with me now, and shall continue our legacy, this book is for all of you. This book provides but a sliver of our history. But I hope that through the images in its pages, we who have been part of it would take pride in our contribution to the LTO and to our country. And for those who would come after us, may you find insight from our work.

I came to the LTO over three decades ago. Fresh out of college and eager to bring home my first pay check, I was ready to take on any duty assigned to me. It was however, not the glamorous office job my naive mind had then envisioned. As one of the frontline personnel, I was among those who interacted first with clients. Looking back, kept-up in an office with no air-conditioning, few electric fans and almost daily, chock-full of people, keeping our cool and providing efficient service could be considered unbearable. In comparison to the convenience of cooling systems, computers and spacious waiting areas most of our offices are equipped with now, perhaps it was. But for us then, that was the daily grind. At the frontlines, we encounter all sorts of people. Some are patient, some storm in demanding instant attention, some immaculately dressed, and some, come in dusty frayed clothes. But all of them come into our offices expecting quality service. And to render quality service is to see beyond people’s persona and pay attention to their needs that we could address in our official capacity. Those at the frontlines are the faces of the LTO to the transacting public. Ask any LTO employee serving at the frontlines and they could tell you that the key to rendering high quality service is by imagining themselves as the clients they serve. It is only when we provide the service that we ourselves wish to receive could we truly say that we have given our best. Though always pressed for time in every transaction, we should always take a few seconds to look people in the eyes to acknowledge the person holding that piece of paper to process.

When I headed Registration in Tarlac, I focused more on the employees. By this time I have experienced every job description in the office and know what burden and motivate us. Our work space needed much refurbishment. I requested from the office of then Congressman Benigno Aquino III for funding for office renovations. After seeing firsthand the condition of LTO Tarlac, he approved my request and allocated one million pesos from his PDAF. The renovations turned the office into a well-lit, well-ventilated space that did wonders to cheer the working spirit of our employees. But what truly motivates a worker is acknowledgement of his work. Every transaction completed is a group work. And so from a supervisory level, I truly understood the trust needed for a team to work seamlessly. I cannot sign a document without the complete staff work of officers, so it is with much gratitude that at the end of the day, I thank them for accomplishing their tedious tasks.
When I was informed that I was chosen by the President to head the entire LTO, I was honestly afraid. We at LTO were not used to being led by someone from our ranks. But the responsibility of effecting changes in our services and our organization was compelling. I prayed to God for guidance and took on the responsibility To serve as head of the LTO during this momentous year of its centennial anniversary is a great honour for me. My first year in office also was the most difficult year of my entire career as a public servant. Most importantly, supported by the encouragement and work of each and every one in the organization, the choices that I made as Chief defined how LTO shall continue to operate in the coming years. We cannot talk about last year without honestly discussing the biggest operational crisis of the office. In a nutshell, LTO’s services were severely threatened by its IT service provider’s ownership issues. Faced with this quandary, I decided to place in escrow the computer fees due to the corporation until it would be legally decided with finality who its rightful controlling party is. As of this writing, their legal battle still goes on, but I am proud, and honestly relieved to say, that Supreme Court has upheld my decision as the prudent action to take. For the mean time, we are thankful that IT services are rendered, and LTO services continue. In due time, when the courts finally orders so, payments would be released and government’s contractual obligations would be completely rendered. It is so much easier to summarize in a paragraph the events of last year, but going through them during those times was difficult and painful for me. Looking back, what saw me through were the officials and employees of the LTO who I call family. It was their support, their encouragement, and most of all, it was the knowledge that my decisions would affect the entire organization, and would define its future, that made me persevere. I praise and thank God that during these trying times, He gave me strength to never give up. There are still so much to be done. And work continues to institutionalize changes in the organization, policies, procedures and regulations to improve the delivery of services to the transacting public. While a lot have been accomplished already, like streamlining operations and expanding our network to
serve even remote areas in the country, we have also experienced many letdowns that require continued effort to take off. For one, the LTO is an aging organization. Years of experience could not be replaced, but a fresh infusion of young minds would greatly complement the internal expertise of our old-timers. A deeper and broader understanding of technologies we use is necessary to remain responsive to the needs of our clients. We are also working towards ISO certification for all our offices nationwide. The goal is ISO certification for all core services for the entire LTO. Policies governing our partnerships with our service providers should also be reviewed. Now that our options for technological systems are countless, it is a matter of ensuring that the contracts we enter into would benefit all parties concerned, render the best and most cost-efficient service, and protect the interests of our government. We need to strengthen our enforcement. The existing network of LTO enforcers, the MMDA, PNP, and LGUs, still needs the additional personnel, vehicles, and coordination to make enforcement of traffic rules and regulations in the country more cohesive and effective. And of course we have to tirelessly work towards road safety. We have come a long way in our history to promote road safety in the country. We have made into law the mandatory use of eatbelts, and recently of

helmets for motorcycle riders. However, we still lag behind other countries in terms of road safety. We have to work doubly hard to meet international Road Safety Standards. To my fellow public servants in the LTO, our shared experiences have nurtured in us a love for each other. I consider you my family, and I thank each and every one of you for the trust. Your faith in me keeps me strong. We still have time to continue our work, and I am sure that before all of us step away from government service, we can say that we have given our contribution to nation building. Like what I said before when I addressed all of you for the first time, together, we can make a difference. To the next generation, the work we do now would serve as the foundation of the work you shall do in the future. Just like what we have done with the LTO handed to us by those who served before our time, build on and expand from our experiences. If the policies and standards we set now continue to be relevant for your time, uphold them. If they no longer respond to the needs of your time, change them. If there are mistakes and shortcomings we commit now that shall impede the growth or setback the LTO in the future, please, correct them. If we have successes worth replicating, continue them. If we have plans left undone that would benefit the LTO, pursue them. I am sure that those before us have given their best. I am quite positive that those who share with me this time with the LTO, the best years of our lives have been dedicated to our careers in government. We could only work on what we could now to make the LTO the best it could be at these times, and be a strong institution of the government for the future. Because for the men and women of the LTO now, we could only hope that our contribution to the legacy of public service in the LTO would resound in the lives of the next generation of Filipinos.

The Centennial LTO Chief: homegrown ssistant Secretary Virginia P. Torres is the very first LTO Chief to have risen from the ranks of the Land Transportation Office. Unlike her predecessors who came into the LTO from other government agencies, Assistant Secretary Torres has been serving the LTO for over 32 years.

She started her career with the LTO way back in 1980 in Tarlac, fresh out of Doctor Nicanor Reyes Memorial Colleges where she earned first her Bachelor’s degree in Education, graduating Cum Laude, and successively, her Bachelor’s degree in Commerce. Despite the daily 8 to 10 hour work load at LTO, Torres still still managed to go to school at night and weekends, and earned her Bachelor of Laws Degree from the University of Pangasinan in 1985. In 1994, Assistant Secretary Torres was promoted to Transport Regulation Officer 1, and transferred to several sections of the agency which expanded her work experience to Assistant Statistician, Driver Examiner, Licence Evaluator, Records Custodian and Supply Officer. Her efficiency and dedication in all of the positions and responsibilities handed to her in over two decades of serving in all the crucial offices of the district prompted her rise to Senior Transportation Regulation Officer in 2003, to head the Registration Office of the Tarlac District. Despite limited resources, she diligently worked to improve the service delivery of registration in the district, and uplift the overall quality of the office by lobbying for funding for facilities improvement and building renovation. Understanding the need to develop herself to better serve and lead her office, Torres sought higher formal education and enrolled herself at the Tarlac State University. In 2006, she graduated

In 2007, she pursued a Doctors Degree in Public Administration from TSU. In July 2010, His Excellency Benigno Simeon C. Aquino III called on this petite lady from his former congressional district of Tarlac to lead the LTO. This unprecedented choice by a President for LTO Chief surprised many people, but to those in the LTO, Assistant Secretary Torres’s appointment was a boost to the morale of the agency: finally, one of theirs would lead them. As only one who has experienced firsthand the responsibilities and hard work of being in the frontlines and middle management, Assistant Secretary Torres deeply understood the problems plaguing the agency. The solutions she proposes to address the perennial problems in the agency are those that could be easily cascaded down through all levels of the organization and doable at the frontline level. Three decades in the LTO has fostered in Assistant Secretary Torres a deep love for the agency and the entire organization she calls family. With every decision she makes, two things are paramount: quality of public service and welfare of the men and women of LTO. 1922 ! Act No. 3045 was passed into law. This Act compiled and incorporated all laws governing motor vehicles. Still under the Bureau of Public Works, the Automobile Section was upgraded to Automobile Division.

Also known as the Revised Motor Vehicle Law, this Act renamed the Automobile Division to Division of Motor Vehicles and its chief was officially addressed as Superintendent of Division of Motor Vehicles. After the Philippines became a Commonwealth of the United States in 1933, four Acts were passed to amend Act No. 3045, namely: Commonwealth Act Nos. 123, 548, 556, and 652. And after the country gained independence from the Japanese in 1946, the Act No. 3045 as amended by the Commonwealth Acts was further amended by Republic Act No. 314, 587 and 2383.

! President Corazon Aquino issued Executive
was enacted and Act No. 3992 was repealed. Also known as the Land Transportation and Traffic Code, RA 4136 abolished the Motor Vehicle Office and created the Land Transportation Commission. This new Code provided that the Land Transportation Commission shall “control, as far as they apply, the registration and operation of motor vehicles and the licensing of owners, dealers, conductors, drivers and similar matters.” Regional Offices of the LTC were established to effectively carry out this mandate.
1979 ! On July 23, 1979, President Ferdinand Marcos issued Executive Order No. 546, creating the Ministry of Transportation and Communications (MOTC). The Land Transportation Commission was renamed Bureau of Land Transportation (BLT) and its supervision was transferred from the Department of Public Works and Highways to the MOTC.
Order No. 125 on January 30, 1987 which abolished the Land Transportation Commission and created two offices: the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB). The LTO took over the functions of the former BLT and the LTFRB took over the functions of the former BOT. The MOTC was also renamed the Department of Transportation and Communications (DOTC). EO 125 was amended by two orders: EO 125-A issued on April 13, 1987 and EO 226 issued on July 25, 1987.
1998 ! On March 26, 1998, the DOTC, on behalf of the Republic of the Philippines, entered into a Build-Own-Operate (BOO) Agreement with Stradcom Corporation for the LTO Information Technology Project. The LTO IT Project aimed to design, develop, operate and maintain a “modern management information system” to “improve the efficiency of processing, analyzing and storing of the data collected and retained” by the LTO.
1985 ! On March 20, 1985, Executive Order No. 101 was promulgated, establishing the Land Transportation Commission. The LTC was mandated to carry out the powers, functions and responsibilities of the two offices EO 101 abolished: the Board of Transportation (BOT) and the Bureau of Land Transportation (BLT). Headed by a Chairman, who was assisted by four Commissioners, the LTC was mandated to register motor vehicles, license drivers and conductors, issue franchises of public utility vehicles, enforce traffic rules and regulations and adjudicate apprehensions.

2012 ! On February 16, 2012, the National Economic Development Authority Investment Coordinating Committee (NEDA ICC) Cabinet Committee approved the Road Transport IT Project of the DOTC. This Project will integrate the nationwide IT systems of the LTO and LTFRB.
Anatomy of an insignia: the LTO logo The steering wheel represents the drivers of motor vehicles that ply the roads. LTO is tasked to ensure that only quality drivers with the proper knowledge and skills to safely navigate roads and understand and follow traffic rules and regulations.
After many changes of organization and name throughout the years, “Land Transportation Office” is now the official name of the government agency mandated to regulate motor vehicle registration, driver’s license issuance, and enforce traffic rules and regulations.
The wheel represents the motor vehicles that the LTO is mandated to register and regulate. Through the motor vehicle inspection process, LTO ensures that only road-worthy and emissioncompliant vehicles are registered.
The Early Warning Device (EWD) is a mandatory motor vehicle accessory that should be carried at all times of travel. The EWD represents the thrust of the LTO to enforce traffic rules and regulations to ensure road safety in the country.
The plate number of a motor vehicle, a unique combination of up to six alpha- numeric characters, serves as its identification. All motor vehicles that are used in the Philippines must be registered with the LTO.
The Department of Transportation and Communications (DOTC) has direct supervision over the LTO which is one of its sectoral agencies.

The Organization he Land Transportation Office functions as a sectoral agency under the Department of Transportation and Communications (DOTC). It is headed by an Assistant Secretary who is assisted by an Executive Director. The LTO has two services and eight divisions, namely: Law Enforcement Service and Traffic Adjudication Service, Operations Division, Internal Audit Division, Management Information Division, Admnistrative Divsion, Intelligence and Investigation Division, Field Enforcement Division, Traffic Safety Division and Finance and Management Divsion.

LTO has 16 Regional Offices nationwide. Under this network are 144 regular District Offices, 70 Extension Offices, 28 Licensing Centers, two Mobile Units, 28 Driver’s License Renewal Centers (DLRC), one One-stop-shop (OSS), 11 EPatrol Units and five Motor Vehicle Inspection Stations (MVIS).

The number of motor vehicles (MV) registered breached the seven million mark, with actual registration numbering 7.139 million, 3.46 percent higher than the 6.9 million MV registrations target. Total MV transactions handled reached 11.63 million, over target by 0.84 percent. This translates to an average of 223,657 MV transactions handled by LTO offices a week. Driver’s licenses (DL) and permits issued for the year exceeded the 4.351 million target by 3.27 percent, with actual issuances reaching 4.493 million. The total number of cases handled for driver’s licenses and permits also surpassed its 6.094 million target by 4.36 percent. Actual number of cases handled reached over 6.36 million—that is a weekly average of over 122,000 DL cases handled by LTO in 2011. As a result of these stellar performances in its operations, the revenue collection target for the year was also surpassed. LTO collected for the government over 14.026 billion pesos in revenues, 1.88 percent higher than the target 13.767 billion pesos. Relentless in its enforcement of traffic rules and regulations, the LTO handled 900,428 cases of apprehensions, an impressive ten percent higher than target. Plate manufacturing targets however were not met for the year, with only 286,620 MV plates, and 1.104 million motorcycle and trailer plates manufactured. These could be attributed to the need for upgrading the plate manufacturing facilities and technologies to be able to keep up to growing demand.

A comparison of MV registrations for the past three years shows a steady increase: 6.66 percent increase in 2010 over 2009, and 7.6 percent increase in 2011 MV registrations compared to 2010. The average 7.13 percent annual increase in MV registration could be attributed to LTO’s: 1. Deployment of mobile inspection and registration units in remote districts; 2. Nationwide intensified campaign against unregistered and “colorum” motor vehicles; 3. Rationalized procedures in the registration of imported MV; 4. Relentless operations to ensure the strict implementation of the “No Plate, No Travel” policy; 5. Continued regular education and information campaign on office systems, rules and policies on MV registration; and 6. Persistent awareness campaigns against the proliferation of counterfeit receipts, certificates of registration, plates and stickers.

Diplomatic; 0.05% 3,597 Of the 7.139 million MV registrations, 85 percent or over six million units are private, which refers to motor vehicles completely used for the benefit of the registered owner. For-hire vehicles refer to motor vehicles which operations are authorized by a Certificate of Public Convenience (CPC), and registrations of vehicles under this class are the second highest with 14 percent of total or 972,620 units of motor vehicles registered. The one percent, which is 67,218 units, consists of the government-owned vehicles and this refers to vehicles owned by the government and/or government owned/controlled corporations. The two other types of classifications are diplomatic motor vehicles and tax-exempt, both of which had registrations of 972,620 and 671 units respectively. The diplomatic motor vehicles are those owned and registered in the name of embassies, foreign delegations, consulates and international entities and officials enjoying diplomatic privileges.

registered as “New”, meaning they are either one of the following: 1. Brand-New motor vehicles assembled by LTO-Accredited Assemblers; 2. Rebuilt-Local MVs registered for the first time; and 3. Brand-New & Used-Imported motor vehicles registered for the first time in the Philippines. Brand-new motor vehicles refer to new and unregistered motor vehicles manufactured, assembled, imported, distributed and/or sold by corporations or companies accredited by or members of the following: 1. CAMPI – Chamber of Automotive Manufacturers of the Philippines, Inc. 2. TMA – Truck Manufacturers Association 3. MDPPA – Motorcycle Development Program Participants Association 4. Other LTO-accredited entities which import brand new motor vehicles On the other hand, 82 percent of total registrations were renewal. These show that in 2011, 5,861,047 motor vehicles registered in the previous years were again permitted by LTO to ply the roads for another year.

Total MV registration transactions handled is the summation of MV registered and MV Miscellaneous transactions such as duplicate certificate of registration, official receipt, plates, replacement stickers, storage of MV, recording, transfer of ownership, and change of either motor, chassis, body, body design, body color. For the period in review, 1,232,212 cases were listed for transfer of ownership; 138,163 changed MV classification; 10,536 for recording; 299,493 applied for storage and 2,810,795 for other miscellaneous motor vehicle registration. Geographically, most of the motor vehicles in the country are registered in the National Capital Region (NCR), with over two million MV registrations and over 2.81 million MV transactions handled in 2011. NCR is followed by Regions III and IV-A with 1.648 million and 1.376 million MV registration transactions handled, respectively. Region VII has the most number of MV transactions in the Visayas with a volume of almost 400,000. Region XI on the other hand handled the greatest volume of MV transactions in Mindanao with a volume of 409,849 transactions.

Aside from motor vehicle registration, the issuance of driver’s licenses (DL) and permits to conductors is another key function of the LTO. And just like MV registration, the volume of DL’s and permits issued has steadily increased over the years. There was a recorded volume of 3.887 million DL’s and permits issued in 2009; this number grew by 9.75 percent in 2010 to over 4.266 million. And by the end of 2011, there are already a recorded 4.493 million

1. Prompt and efficient issuance of driver’s license on-site with the decentralization of license production for driver’s renewal in all Regions; 2. The 30-minute renewal of driver’s licenses in the DLRCs and the establishment of additional Driver’s License Renewal Centers (DLRCs) in malls and other commercial establishments to extend LTO services further than the customary working hours of the government; 3. One-day processing of new driver’s license; 4. Strict implementation of the medical certificate as a prerequisite in the application of new/renewal driver’s license; 5. Provision of driving range in LTO offices to examine the driving competence of driver’s license applicants.

6. The enforcement arm of the LTO, comprised of organic LTO law enforcers and deputized agents, handled a total of 900,428 apprehensions perpetuated by motor vehicle drivers and operators for 2011. This figure is 13.75 percent higher than 2010 volume of apprehensions. This increase in apprehensions is a result of LTO’s sustained drive to increase road safety. Noteworthy efforts of the LTO include: 1. Harmonization with local government units (LGUs), non-government organizations (NGOs), PNP, other government agencies

The LTO is the third largest revenue-collecting agency of the government. Annually, it remits to the national coffers billions of pesos it collects from registration, licensing, fines and fees. Because majority of its revenues come from its transactions, LTO ensures that fast and accurate frontline services are delivered to its clients. A good portion of revenues also come from the fines on violations— effective enforcement lead not only to safer roads, but also to higher revenues for the government. LTO also maximizes revenue collection through its Optional Motor Vehicle Special Plates Project

and Vanity License Plates Program which provide specialized plates to motor vehicle owners who could afford to pay premium for personalized numbers. In 2011, revenue collections shot to over 14 billion pesos, a five percent increase over the 13.306 billion pesos collected for the previous year. As the figures would show, the hard work, dedication and diligence in 2011 of the men and women of the LTO have paid off.
2011 Activities and Events he LTO has a regular set of activities that are replicated on a yearly basis. These are done either simultaneously or successively in all offices of the LTO nationwide, ensuring maximum effectiveness of the projects. In the regions, there are special projects that are conducted to address certain needs, or to participate in specific events and programs unique to their locality.

Pantawid Pasada he Public Transport Assistance Program (PTAP), referred to as PANTAWID PASADA is a government program designed to buffer the blow of increasing oil prices triggered by the unstable socio-political situations in the Middle East and North Africa.

Signed by President Benigno Simeon Aquino III on April 1, 2011, Executive Order No. 32 identified the public transport sector as the hardest hit by the oil price hikes, and stated that the PTAP “to be the most equitable and efficient form of intervention to adopt as targeted relied to these vulnerable sectors.� The LTO, having the widest network nationwide among the concerned agencies, was tasked with the distribution of the Pantawid Pasada Reloadable Smartcards to jeepney drivers and operators. As of November 2011, a total of 79,783 cards have been distributed by the LTO offices nationwide.

Mga Oplan ng LTO oadside visibility of LTO law enforcers is necessary to properly and effectively enforce traffic rules and regulations. LTO law enforcers continuously conduct roadside operations such as apprehensions, and inspections of public utility vehicles in terminals and garages to ensure that these are roadworthy and safe for the commuting public.

LTO law enforcers however intensify operations during peak travel seasons when exodus of people is expected. The specific names of these operations, are coined to reflect the season or holidays these are conducted, and in some regions, are translated into the local language. The four main operations are: •

Oplan Semana Santa during the Holy Week. Operations begin as early as a week before Palm Sunday, intensifies towards Holy Wednesday throughout Easter Sunday, and continues up to a few days after Easter.; Oplan Balik Eskwela during the opening of classes in June to ensure the safety of students and teachers returning to school. Operations run throughout the entire month of June, though initial inspection of school buses and shuttle services start as early as mid-May; Oplan Kaluluwa/Oplan Ligtas na Undas for All Saints’ and All Souls’ Days on November 1-2. Operations begin as early as the last week of October. Aside from terminals and highways, LTO law enforcers also focus on the roads leading to, and the immediate vicinity of churches and cemeteries; Oplan Pasko during the Christmas and New Year season. Because of the proximity of these two holidays to each other, operations during this time of the year also stretch out as early as a week before Christmas when the number of travellers begin to rise up to a week after the New Year when the volume of travellers returns to normal.
Together with other government agencies and non-government organizations, these “oplans” cover: inspections of PUVs in terminals to ensure roadworthiness and emission-compliance; road-side inspection of PUVs to ensure that these are not overloaded; inspections of terminals to ensure safety of travellers, and available accessibility for persons with disability; and roadside assistance for stalled vehicles; random and voluntary drug testing of operators and drivers and passenger assistance and help kiosks.

Lady Law Enforcers o coincide with the celebration of the International Women’s Day on March 8, all offices of the LTO all over the country simultaneously fielded lady enforcers. There was higher roadside visibility of these lady law enforcers for the entire duration of March in support of the celebration of Women’s Month. Lady law enforcers augment the regular force of LTO enforcers, especially during special operations during peak travelling season.

Decade of Action for Road Safety he United Nations General Assembly proclaimed the years 2011 to 2020 as the Decade of Action for Road Safety. The United Nations Road Safety Collaboration and the World Health Organization spearhead this global initiative which aims to “stabilize and then reduce traffic fatalities around the world by increasing activities conducted at national, regional and global levels.�

On April 28, 2011, the President signed Proclamation No 159 declaring 2011 as the launching year of the Decade of Action for Road Safety: 2011-2020 in the Philippines. On May 11, the Action was simultaneously launched globally. The LTO, with road safety as its primary missions, takes an active role in this global endeavour. Already, increased activity for road safety has been initiated, including promoting the practice of HELMET ON, HEADLIGHT ON or H2O for motorcycle users. In partnership with other government agencies, NGOs and the business sector, Road Safety Advocacy Seminars have been conducted in key cities, and also the signing of the Covenant for Road Safety, which road users pledge: I support the Decade of Action for Road Safety: 2011-2020 As a road user, I pledge Not to use my cell phone while driving; Not to drive under the influence of alcohol or drugs; To always use a seatbelt while driving; To maintain my car in good, roadworthy condition; Not to be goaded into rage by aggressive drivers and motorcyclists; Not to throw garbage out of my car; To always observe and follow road laws, rules and regulations.

Quality Management System Workshops, Trainings and Seminars ursuant to Executive Order No. 605, which states, “all departments and agencies of the Executive Branch... are hereby directed to adopt to ISO 9001:2000 Quality Management System as part of the implementation of a government-wide quality management program,” the LTO launched in March 2004 its ISO 9001:2000-Aligned QMS for its Driver’s Licensing System. The end goal: complete customer satisfaction.

Practicing the 5S: good housekeeping practice n line with the 5S program under the QMS, which is a series of basic good housekeeping trainings to promote positive work attitude for the continuous improvement of working environment, LTO officers and employees alike take part in regular office clean ups and minor maintenance works. 5S stands for five Japanese words: seiri, seiton, seiso, seiketsu and shitsuke. In English, these are roughly translated into: sort, systematize or set in order, sweep or clean, standardize self-discipline and sustain. Dubbed the Big Clean Up Day, this activity ensures that sensitive files are properly kept or disposed of, the offices are orderly and clean to create a healthy work environment conducive for productivity.

o make the celebration of the Centennial Anniversary of the Land Transportation Office more meaningful to all of its officials and employees, Assistant Secretary Virginia P. Torres in February 2012 invited LTO officials and employees to reflect on their past experiences with the office, the contributions they made and are making in their respective posts, and the actions they wish to accomplish in the future. And to make the sharing of these more personal, Asec. Torres asked that these thoughts be expressed by way of a letter addressed to the next generation (either to their children, grandchildren, or future public servants in general).
