epartment of Defense Dependents Schools Sigonella and Naval Air Station (NAS) Sigonella Community Players performed Broadway Tonight!, a musical revue, March 1 and 2 at Knights Hall at NAS I. The production was a collaboration of more than 140 students and community members, ages 6 to 60-something. The show involved scenes from six popular Broadway musicals: Les Misérables, The Adventures of Tom Sawyer, Mary Poppins, Wicked, The Wizard of Oz and Phantom of the Opera. "Planning for the musical starts six months to a year in advance," said Lynn Soeby, creative director for Broadway Tonight!. "The rehearsal time was only eight weeks this year, which was a huge challenge." Auditions were held in 2012, before the holidays, and rehearsals started January 7, 2013. More than 70 elementary school students auditioned. Forty two were cast along with more than fifty middle school/high school students. Many of the actors cast played multiple roles, including Thea Burke, who took on the roles of a poor factory girl in Les Misérables,"Mary" in Mary Poppins and "Christine" in Phantom of the Opera. "There is really no substitute for live theatre," said Burke. "Broadway-style live theatre is very hard to come by overseas. When you sit in the audience and realize that everything you are seeing is 'real' and happening right before your eyes, it makes you appreciate what is involved. We get very 'small-screen' oriented with our
personal electronics. Theatre that comes alive on stage is like a whole different dimension." Bringing theatre to Sigonella was due largely in part to Soeby, who envisioned every aspect of the production, bringing the show to life. She was responsible for selecting and teaching the music, inventing and teaching the staging and choreography, designing the scenery and costumes and coordinating all aspects of the production. "Music, drama and the arts are a big part of what makes us human," said Soeby. "Study and involvement in artistic pursuits not only enriches our lives, but teaches us about the reward that comes from hard work and perseverance. Pushing ourselves to excel in our performance, we become more confident. We learn how to work as an integral part of a team. To have 140 Sigonellans working as a team in the musical was fantastic. Young and old -we all learned from each other." The Sigonella community worked together behind the scenes as well to make the production the best it could be, from volunteering to help sew costumes, to collecting props to assisting with stage makeup application. All the donations for tickets and the silent auction of masquerade masks were applied to the Student Activities Fund, which helped fund the production. "Programming scenes from six different musicals was a huge and expensive undertaking," said Soeby. "It would not have been possible without the generous support of the Sigonella community." The Overseas Housing Allowance Utility and Recurring Maintenance Survey is conducted annually on behalf of the Department of Defense, by the Allowances Branch of the Defense Travel Management Office (DTMO). This survey will be conducted now until March 13, 2013 for Italy. This survey is designed to collect utility and recurring maintenance expense data incurred by Uniformed Service members stationed overseas, who reside in private housing. Your data assists in determining the Utility/ Recurring Maintenance Allowance paid to Service members in the country surveyed. If you receive OHA and meet the following qualifications, you should participate in the survey: Will be stationed in the country where this survey is being conducted for six or more months; Reside in privately leased quarters (not a homeowner or home sharer); Receive an Overseas Housing Allowance. If you have participated in previous OHA surveys, the questions will be similar in scope. You will be asked to report the average monthly cost of each of your utilities and the average monthly cost of any routine maintenance expenses you incurred over the last 12 months. You may take the survey at https://www.defensetravel.dod. mil/site/marutil.cfm. The Overseas Housing Allowance is a valuable entitlement for members who are stationed overseas. You play a critical part as the data you provide will directly impact the Utility/Recurring Maintenance Allowance paid to members. What’s Happening Around NAS Sigonella
NAS Sigonella Executive Officer, Cmdr. Eric Vosler I first want to take a moment to congratulate Lynn Soeby, Tony Waldbillig and every cast and crewmember of Broadway Tonight! for their spectacular performances last weekend. With more than 140 Sigonellans involved in some aspect of the production, events like this truly represent the pinnacle of what our community can achieve together. The performances were enjoyed by hundreds of Americans and Italians, each of whom had a chance to see how the weeks of hard work and preparation paid off. It truly was a great event and, following on the heels of last year’s successful performances of Oliver! is a great reason to look forward to next year’s show, whatever it may be! Congratulations again to everyone involved!! Last week we kicked off the 2013 Active Duty Fund Drive in support of the NavyMarine Corps Relief Society (NMCRS). NMCRS has always enjoyed a special relationship with Sailors and Marines, not only because they are the recipients of our financial assistance, but also because Sailors and Marines help ensure the society can provide assistance to their shipmates and fellow Marines through their donations. When Navy-Marine Corps personnel
and their families fall on hard times, NMCRS is there to help get them back on their feet with short-term, interest-free loans or grants. Without your annual contributions, this would simply not be possible. As fundraising events are held around the base, I encourage each and everyone in the community to get involved; either by volunteering or donating. The Navy-Marine Corps Relief Society is all about SHIPMATES HELPING SHIPMATES. Let’s make this the best year ever! I notice a lot of folks running and walking around base, the weather appears to be improving and the Spring Physical Fitness Assessment or PFA is just around the corner. I encourage everyone to make the effort to get out and exercise. I realize we are only tested twice a year, but we should and need to be ready for it every day of the year. Come to think of it – next weekend will be a great opportunity to put some of that training to the test as MWR and the entire Sigonella Community gear up for the annual Base 2 Base run on Saturday, March 16. Registration ends March 12 so don’t delay and make the decision to stay fit; it improves command readiness and is also a great way to reduce stress.
Lastly, this time of year is often filled with exercises that our NASSIG community is involved with, either directly or indirectly. As the NATO exercise Proud Manta finishes, we start turning our attention to Reliant Defense 2013. I understand that these exercises may cause some inconveniences, but the measures we take are possible and even likely during an actual crisis and it is important that the community and the base prepare and train in a simulated environment that closely resembles what we expect in real crises. As we move through the spring and summer months, be aware that these training opportunities will continue and we use these exercises to ensure your safety. Stay safe and stay fit Sigonella!
DON'T DRINK and DRIVE. In case you haven't heard, it's still NOT OK to drink and drive. Drinking and driving endangers the safety of everyone on the roads and throughout our community. Sigonella's Security Forces will continue to perform increased Alcoblows and sobriety checkpoints on all of our installations. Although this is a great deterrent for our bases and people coming through the gates, many DUIs and DWIs are the result of traffic accidents in town. In every case, Carabinieri and Polizia have required BAC samples. If above host nation limits, charges have been/will be pressed. Don't become a statistic and don't think that because you're out in town you won't get caught. It's simple: DON'T DRINK AND DRIVE.

The 2013 Navy-Marine Corps Relief Society (NMCRS) Active Duty Fund Drive campaign is underway. The event kicked off March 1 with a lunch and cakecutting ceremony in the Chart Room at Naval Air Station (NAS) Sigonella on NAS I. The NMCRS Active Duty Fund Drive runs from March 1 to April 5. NAS Sigonella Commanding Officer Capt. Scott Butler was in attendance to help cut the ceremonial cake to get the campaign underway. “This year, NMCRS Active Duty Fund Drive is especially important, with sequestration and the financial pressures that the military and our dependents are feeling," said Butler. "The NavyMarine Corps Relief is going to step up large and this is what funds it. Every dollar that we raise for Navy-Marine Corps Relief goes back to Sailors, Airmen, and Marines and it’s the right thing to do to support this. This year more than ever we need Navy-Marine Corps Relief here to help us out.” Many fundraising events will be taking place throughout the month of March. There will be a Fiat 500 (affectionately known as the "cinquecento") auto show at the NAS I Annex Saturday, March 9. Also, there will be a golf tournament at Il Picciolo golf club on
Friday, March 22. For more information about this event, contact AS1 Edgar Floresalba at edgar. floresalba@eu.navy.mil. Ongoing events will include car washes, breakfast sales, cookouts, and weekly raffles for prizes. With more than 200 locations on Navy and Marine Corps bases worldwide, NMCRS assists eligible military-affiliated personnel including active duty service members, retirees and reservists in need of financial assistance or financial counseling. The NMCRS relies solely on donations to provide financial assistance to its clients. Last year, NMCRS distributed $49 million worldwide.
The Sigonella Animal Welfare Society (SAWS) hosted an adopt-a-thon, March 3 in front of the Commissary on NAS I. The event was a success as three puppies were adopted (including the one above) and Owl the cat went on a trial run. SAWS hosts an adopt-a-thon on the first Sunday of every month. During the adopt-a-thons SAWS sells food to raise funds for the animals which helps to provide them their medical expenses to ensure every animal in their care is healthy upon adoption. There are still many more animals up for adoption. If you are looking to adopt, please contact SAWS to help you find the right fit. If you would like to volunteer, SAWS is always in need of help - particularly in helping with the animals. SAWS is a non-profit organization that relies on the dedicated, good-hearted volunteers of Sigonella and the surrounding areas to find loving homes for the animals of Sigonella. Naval Air Station (NAS) Sigonella Sexual Assault Prevention and Response (SAPR) Coordinator Angela Dooney teaches a class in the Fleet & Family Support Center Classroom during the Sexual Assault Victim Advocate Course. The course was from February 25 to March 1 and provided an overview of the SAPR program for future victim advocates. Upon completion of the training, victim advocates received a training certificate and are now able to apply for certification through the Department of Defense Sexual Assault Advocate Certification Program, which is required for all advocates by October of this year. In addition, he would propose a series of measures to fight corruption and limit conflicts of interest for politicians. Bersani said he would seek to ease the austerity programmes imposed by Monti with the approval of the European Union, saying he had consulted French Socialist President Francois Hollande. He added: "Austerity on its own leads to disaster." "Everyone has to get it into their head that bringing down the debt and the deficit is an issue which has to be shifted to the medium term," he said. "At the moment, there is another priority, which is jobs." After an initial sell-off, financial markets have so far taken the instability largely in their stride, but the deadlock has raised fears the euro zone debt crisis, which brought Monti to power in 2011, could flare up again. Italy has pledged to balance its budget in structural, or growth-adjusted terms, this year but the austerity measures imposed by Monti to reach the goal have pushed it deeper into recession. Data from statistics agency Istat showed that even in terms of budget policy, the tax hikes and spending cuts imposed by Monti's technocrat government had limited effect, with Italy only just scraping within European Union limits. Italy is on the brink of a political crisis as the winners of the early parliamentary elections fail to form a new government. The apparent stalemate following the Italian elections has shaken the financial markets and the eurozone. The outcome of the Italian elections brought many surprises. The most commented-on aspect of the election internationally, though, has been where the remaining votes went: to the comedian Beppe Grillo's Five Star Movement (Movimento 5 Stelle, or M5S) which became the single biggest party in Italy, picking up 25.6 per cent of the vote. Italian president rules out new vote as parties wrangle by REUTERS
President Giorgio Napolitano ruled out an early return to the polls last Friday as Italy's parties wrangled over how to form a government after this week's deadlocked election. Speaking during a state visit to Berlin, Napolitano said Italy needed a stable government and could not immediately hold a new election. "I'm not interested in going back to vote again," he told reporters at the margins of an event at the Humboldt University. Napolitano's mandate ends in mid-May but he said his successor would be just as reluctant to call a new vote. "I doubt that a new president will be thinking only of new elections. We'll have to see how to give Italy a government," the head of state said. He made his comments as the three main blocs in parliament grappled with the aftermath of a vote that has left none with a workable majority and has revived fears of a return to the euro zone debt crisis. Economic data on Friday underlined the extent of the problems a new government will face, with youth unemployment rising to a record of almost 39 percent and public debt at 127 percent of gross domestic product. Democratic Party (PD) leader Pier Luigi Bersani, whose centre-left coalition has a lower house majority but not enough seats to control the Senate, ruled out a "grand coalition" with Silvio Berlusconi's centre right. "I want to spell it out clearly: the idea of a grand coalition does not exist and will never exist," he told the daily La Repubblica in an interview on Friday. This shut off one of two apparent options for a new government, by closing the door on a formal alliance between the two biggest parties which both backed the technocrat government of outgoing Prime Minister Mario Monti. On Friday Berlusconi appeared in court at one of the three trials he is currently facing and denied allegations of tax fraud. He has also rejected separate accusations that he paid bribes to bring down Italy's last centre-left government in 2006.
The legal cases are one of the reasons there is huge opposition in Bersani's party to any alliance with the scandal-plagued media baron. Rank-andfile members believe any alliance with Berlusconi would bleed even more of their support to the antiestablishment party of Beppe Grillo. Grillo's 5-Star Movement, which rode a huge protest vote to become Italy's third force in the election, has ruled out giving a vote of confidence to another party but says it may back individual laws. In a sign of the tensions, the comic and blogger accused the PD of trying to persuade a number of 5-Star members to support a centre-left government. "The 5-Star Movement, its deputies, its activists and its voters are not for sale. Bersani is finished and he doesn't realise it," he said in a blog post. Grillo, whose Internet-based movement has shaken up Italian politics, has described the 61-year-old former industry minister as a "dead man talking" and said the next government will not last more than a year. Bersani has refused to resign despite the centre left throwing away a 10-point opinion poll lead with a weak campaign that let both Berlusconi and Grillo exploit public anger over the economy to make huge strides in the weeks before the vote. But he is under pressure and there is speculation he could be replaced, possibly by Matteo Renzi, the dynamic young mayor of Florence whom he defeated in last year's primary to select the leader of the centre-left coalition. Without majority support in both houses of parliament, a government cannot pass legislation or win a vote of confidence and the deadlock between the parties has left it completely unclear how a new administration could be formed. Bersani told La Repubblica he would present a programme based around a limited number of points, many of which are in line with Grillo's platform, and seek the support of parliament. "You can call it what you want, a minority government, a government of limited purpose, I don't care," he said.

Vatican City - Tears and farewell applause from Vatican staff sent Pope Benedict XVI on his way into retirement last Thursday. Employees of the Vatican gathered in the courtyard of San Damaso and loudly applauded Benedict as he boarded the helicopter to begin his retirement at the papal summer retreat in Castel Gandolfo. The pope, 85, was to officially begin his retirement Thursday at 20:00 local time. Tears were spotted on many faces of his staff, including that of photogenic Archbishop Georg Gaenswein, who has been the pope's personal secretary. Gaenswein recently appeared on the cover of the Italian version of Vanity Fair magazine as the first personal secretary and head of the Papal Household, to become an archbishop. Awaiting Benedict in Castel Gandolfo, just south of Rome, a large welcoming party interrupted the praying of the Rosary and began to peal the bells welcoming Benedict.

LONDON - A remote beach in Sicily, Italy, was named last Thursday as the best beach in the world by a survey of travelers, while a UK beach managed to sneak into the top 10. Rabbit Beach came top in the first annual awards for the world's best beach based on millions of reviews and ratings by international tourists on the TripAdvisor website. Rabbit Beach, on the island of Lampedusa off the south coast of Sicily, was described as an unspoiled nature reserve that can only be accessed by boat and one of the few places in the Mediterranean where loggerhead sea turtles go to lay their eggs. Second place went Grace Bay, Providenciales, in the Turks and Caicos, while Australia's Whitehaven Beach in the state of Queensland came third. "Rabbit Beach's is clearly a big hit with travelers and it's easy to see why with its stunning turquoise water and white sand," said TripAdvisor spokeswoman Emma Shaw. In recent years the southern Italian island of Lampedusa has been in the news as the landing point for tens of thousands of refugees and would-be migrants during the Arab Spring uprisings. Thousands of migrants risking the dangerous voyage across the Mediterranean Sea in small overcrowded fishing boats died as a result of shipwreck, harsh conditions at sea or a lack of food and water, setting off a crisis that threatened to overwhelm the island. Shaw said this award would be a boost for Sicily's tourism. Beaches in Brazil, Spain, Puerto Rico, Bermuda and Aruba also featured in the top 10, praised for their white sands and swaying palm trees. A spokeswoman for TripAdvisor said the best beach awards were based on the quality and quantity of traveller reviews and ratings for beaches on the website gathered over a 12-month period.
Appeals court sends WWII case to civil court, Family of victim of Ardeatine massacre seeks compensation (ANSA)
Italy's highest appeals court has recently asked a civil court to review a claim for compensation by the family of a Second World War victim, from a former SS officer now held in Italian custody. The son of a man tortured and killed in 1944 by German soldiers under former SS officer Erich Priebke, in retaliation for a partisan attack in Rome, appealed in Germany for compensation. However, that appeal was eventually thrown out on jurisdictional grounds. Now, Italy's Court of Cassation says the case must be considered in civil court. Priebke, 99, was extradited from Argentina in 1995 and sentenced to life for his part in the 1944 reprisal that occurred outside of Rome at the Fosse
Ardeatine where German soldiers killed 335 men and boys including many Jews. Priebke has been living under house arrest in Rome. He had a work permit revoked in 2007 after an outcry from the city's Jewish community.
Council of Europe says Italy must find jail alternatives (ANSA)
Brussels - Construction of new jails is not the answer to Italy's problems with prison overcrowding, the Council of Europe's high commissioner for human rights said Thursday. "If you put everyone in prison, for any offence, the result is overcrowding, and horrible conditions," said Nils Muiznieks. "The construction of new prisons is not the solution," he added. "For this you need to develop alternative measures" to jail sentences. Italian President Giorgio Napolitano has also strongly denounced Italian prison conditions, calling them "unconstitutional" while urging politicians and voters to make prison reform a priority political issue. "No one wants to deny the gravity of the emergency," Napolitano has said.

Rome - When Italian astronaut Luca Parmitano is sent into space this spring for a six-month sojourn, he will be taking as many culinary treats as possible. Chefs have prepared and carefully dehydrated everything from lasagna to tiramisu, eggplant parmigiana, pesto risotto, and mushroom risotto which he will share with others on board the International Space Station. So says David Avino, technical manager for food preparation for the Italian's space flight, who spoke as Parmitano began a tour of schools around the peninsula, to reach out to astronauts of the future. In a series of events organized by the Italian Space Agency to present his "Volare" or "Flying" mission, Parmitano began at Rome's Vittorio Emanuele II national boarding school. He explained his mission to students, and urged them to study hard in case they might get a similar opportunity some day. Parmitano, a captain in the Italian air force, has been training in Russia and is to copilot a Soyuz TMA spacecraft and spend six months working on the Space Station beginning in May. His mission will involve numerous scientific experiments and may even involve a space walk. It should also involve some good food. Avino said all the Italian dishes have been dehydrated through a very particular process that aims to leave the meals' consistency as close to fresh-made as possible. Sealed in aluminum bags, the Italian food will reach the Space Station before Parmitano.
Uffizi fresco fixed, 'Nicely back together' says museum chief (ANSA)
Florence, February 20 - A piece of a 16thcentury fresco that fell from the ceiling of a corridor in Florence's Uffizi Gallery on February 6 has been put back, Florentine museums chief Cristina Acidini said Wednesday. "The restoration achieved the expected results and the fresco is nicely back together," she said. The 30cm-diameter piece, depicting an allegorical female figurine, came off when a worker stepped through the floor from the storey above. It did not hit anyone. The ornamental fresco is not the work of any of the masters that have decorated the historic museum's halls, such as Michelangelo, Leonardo and Donatello.

Resembling the structure of the World Series Rugby tournaments, Sigonella is organizing the Southern European Tournament Series. Organize a team from your command and come on out for this great tournament series. This will be an opportunity for teams to play in four different divisions with divisions labeled, The Sigs Cup, The Annex Plate, The Iron Bowl and The Athena’s Shield. The first three divisions are awards-based on how well the teams compete and are ranked during the tournaments and the Athena’s Shield is the women’s division. The awards are called hardware in the game of rugby and will be awarded each season with the winning team name to be added to the award. The hardware will be displayed in Connections for all to enjoy and to exhibit bragging rights. Currently, Sigonella has more than 45 men and 25 women enthusiastic about the game of rugby, which makes up seven male and two female teams. In total there will be six tournaments where two male and one female team will be invited to compete. The invited teams will be traveling to Sigonella from Naples, Rota, Vicenza, Aviano, Malta, Catania, Siracusa, Enna, Messina, Palermo and others. This will be a great opportunity to give our Sigonella teams more international and local exposure and a varied level of play to hone their rugby skills. One of the many benefits of being stationed in Sicily is having access to the high quality wine that is produced throughout the region. Twice a year, the Navy Exchange (NEX) Sigonella holds a wine event to showcase these wines, many of which you cannot find in the United States. The expo, exclusive to the NEX and the Army and Air Force Exchange Service (AAFES) overseas, is the only time Sigonellans have the chance to taste and learn about wines from every region and meet owners of Sicily's award winning wineries. The event, which runs March 6 through March 16, is organized in part by U.S. Navy Capt. (Ret.) Michael
Grulli, a retired Naval Flight Officer and his wife Mary, owners of Vinotimmo., who began contracting with the NEX in 1996. The U.S. Navy Marksmanship Team (USNMT) is looking for new members to participate in Navy and inter-service rifle and pistol matches. All active-duty and reserve Sailors are welcomed and encouraged to participate. "Sailors receive limited small arms training as they process through Navy Individual Augmentee Training at various U.S. Army training centers," said Cmdr. Mick Glancey, USNMT officer in charge. "All Sailors serving IA/GSA tours are issued a service rifle (M-16) or a service pistol (M9), some receive both prior to deployment. Small arms marksmanship is a basic fundamental skill set all our Sailors are required to possess." The USNMT is the leading proponent of small arms marksmanship and safety training for U.S. Navy personnel. Each year, the team conducts the U.S. Fleet (Atlantic and Pacific) Rifle and Pistol Matches, where hundreds of Sailors are trained in service rifle and service pistol marksmanship. Sailors participating in fleet matches represent their commands in individual and team events, earn marksmanship medals and badges, and qualify to stand armed watches aboard ships and at other commands. USNMT also conducts the annual All Navy (East and West) Rifle and Pistol Championships, in which the top 100 Sailors who have fired qualifying scores in fleet matches compete. As members of the rifle and pistol teams, the top 20 Sailors from each coast represent the Navy in the annual Inter Service Rifle and Pistol Matches where the “best of the best” come to compete from the Army, Navy, Air Force, Marines and Coast Guard. I/S Pistol Championships are held at Ft Benning, GA while the I/S Rifle Championships are held at MCB Quantico, VA. The Civilian Marksmanship Program's National Rifle and Pistol Matches and the National Rifle Association's National Rifle and Pistol Championships are held at Camp Perry, Ohio. Both fleet matches begin with classroom and range training to familiarize shooters of all skill levels with safety and proper practices on the range as well as the fundamentals of marksmanship. Then the shooting starts. There are warm-up matches before the 1000-point rifle matches fired at distances of 200, 300 and 500 yards and the 1000 point pistol matches fired one-handed from 25 and 50 yards. Competitors also shoot in both pistol and rifle excellence-in-competition (EIC) matches. EIC competitions are qualification matches in which competitors earn "leg points" toward the Distinguished Marksman and the Distinguished Pistol Shot badges. "We want to get the word out to everybody," said Glancey. "We want more new shooters to come out and participate in the matches." Lt. to benefit from competitive shooting-nor do they even need to own firearms. Throughout the match season, Naval Sea Systems Command Crane Division provides an armorer's van with match grade rifles, pistols, ammunition, and a workshop where a group of veteran gunsmiths build and maintain these precision firearms for Navy shooters. They even have all the small gear for matches like spotting scopes, shooting coats, mats, and folding stools used to carry gear up and down the 600-yard rifle range. "Most shooters buy their own gear once they get involved in the sport, but if you don't already own the guns and gear, it's best to try competing before you buy so you're sure of getting what you need," said Lt. Eric Palmer, west coast match director, who got his start like most Navy shooters—he heard about a match and decided he wanted to shoot. "Once you've shot for a while and are ready to buy your own equipment and guns, there are a lot of manufacturers that offer discounts to team members on rifles, ammunition, and just about everything else you need." "We've had shooters shoot their whole careers with a van rifle," said Master Chief Utilities Constructionman Scott Hancock. "They just keep track of the rifle number and shoot the same one at every match." One common area of confusion for Sailors wanting to shoot is how to join the team. It couldn't be easier. The Navy Marksmanship Team is not a commissioned unit of the Navy. It has no unit identification code and there are no billets. Team leadership is a collateral duty and team membership is entirely voluntary. The Navy team doesn't hire professional shooters like the Army Marksmanship Unit and it doesn't have permanent change of station assignments like the Marine Corps team. It is made entirely of Sailors who love to shoot and want to compete. Joining the Navy shooting team and shooting either of the Fleet matches is the same thing. Interested shooters need to read the annual message, announcing match dates and locations that came out recently and contact their commands to request orders to attend. The annual match announcement message and team details may be found at the team Web site www.usnst.org. Depending on funding availability, Active-duty Sailors may have to pay some of their travel and messing expenses out of pocket. “No-cost TAD orders are the norm,” said Glancey. “However, our USMC friends at Quantico routinely provide free barracks out at Camp Upshur, open-Bay style living but it is free!” Reservists can use any type or combination of orders, with command approval. However, if funding is unavailable, some Reservists do have to come on unpaid annual training orders.
