Fleet-Wide Sexual Assault Awareness Stand-down

WASHINGTON (NNS) -- All Navy commands will conduct a sexual assault prevention and response (SAPR) stand-down between June 10 and July 1st, according to Navy Messages released this week. Reserve component units and deployed personnel will also commence their stand-down starting June 10, but will have until July 22 to complete. "Our end state for this stand-down will be that all of our service members and civilian personnel clearly understand SAPR principles and resources," said Vice Adm. Scott Van Buskirk, Chief of Naval Personnel. "All personnel will understand their accountability and role in reducing with a goal of eliminating sexual assault from the Navy, fostering a command climate of dignity and respect, and upholding our core values of honor, courage and commitment." The command triad (commanding officer, executive
officer, and command master chief) of each command will lead Sailors and Navy civilian personnel in a minimum two hours of focused facilitated instruction on SAPR principles and the importance of fostering a climate of dignity and respect in the workplace. Additionally, targeted professional ethics/standards of conduct refresher training will be conducted for recruiters, sexual assault response coordinators (SARCs) and victim advocates (VAs), which emphasizes how violations impact mission readiness. All training center and institutional instructors, as well as personnel who are the first to interact with sexual assault victims, to include health care providers, Fleet and Family Support Center counselors, chaplains, judge advocate general personnel, and NCIS investigators, will receive specialized refresher training, using the Navy's successful SAPR-Leadership/SAPR-Fleet training
programs and other Navy SAPR resources. As part of the stand-down, the Navy will conduct an active review of credentials and qualifications of recruiters, SARCs, VAs, training center and institutional instructors, recruit training center division commanders, NCIS investigators, sexual assault nurse examiners and those qualified to conduct sexual assault forensic examinations. NAS Sigonella Commanding Officer, Capt. Chris Dennis Happy Father's Day and congratulations to all our younger citizens (and Moms, Dads, teachers and administrators) on finishing another school year! Let the beautiful Sicilian summer begin! Everywhere I walk and to everyone I talk, I am so very grateful for the privilege to be a citizen of this fantastic Sigonella community. To me, citizenship is a privilege. Like freedom, citizenship carries responsibility, the responsibility of active and thoughtful stewardship of ourselves and our home. Stewardship - the act of caring and managing on behalf of another - is a responsibility I particularly like because it helps me each day to appreciate needs beyond my own. Stewardship pulls my thoughts, actions and heart to a higher place. As a Sig' Citizen, it occurs to me there are three primary areas of responsibility: our health and welfare, security, and resource conservation. Health and welfare is looking out for one another. For our younger citizens it might be stopping classmates from taunting one another or stepping in to stop a fight. For all of us, it is recognizing and assisting families in need; intervening in an unhealthy situation in bar or at a party; stopping a friend or coworker from making a "big mistake;" helping someone with car troubles; coaching little league; and driving safely on and OFF base...the examples are endless. Simply put, as Sig' Citizens we are our brothers' and sisters' keepers. Security stewardship is thoughtfully engaging in the defense of the community at large. Sicily has innumerable virtues; it is truly a beautiful place with beautiful and charming people.
At the same time, like every place in the world, Sicily has its own inherent risks. I recognize as a Sig' Citizen that there is much more strength in all of us actively observing on behalf of our community. Our dedicated security force and host Italian authorities are top notch. However, if we all keep a sharp eye for oddities and report what we see, then our chances of averting any type of security threat are substantially better. Another form of security is being prepared for natural disasters. We live in a flood plain, on a fault line, under a volcano... Resource conservation is the act of caring for what you have, using only what you need and reusing what you can - stretching what we have to its fullest potential. Just like I cannot expect to be perfectly secure by relying only on security, I cannot expect Public Works to build, fix, and clean my entire community. Our first line of 'attack' is to care for our buildings, appliances, and machinery. Treating each as our own will help ensure our stuff lasts providing long years of useful service. Our next line of 'attack' is not wasting anything - water, electricity, gas, air conditioning etc... Nothing is free, nothing. Leaving windows and doors open wastes energy and money. That energy which often originates from natural gas and diesel took literally millions of years to form. Thoughtlessly idling our cars, leaving windows and doors with a/c or heat running, leaving lights/small electronics/computers running when not being used and throwing away articles that can be recycled are all wasteful. Let's work together to ensure our resource dollars are used smartly toward building

and maintaining our community rather than wastefully - in the end we only have so much money and when it's gone, it's gone. Finally, our third line of attack is general cleanliness and orderliness in our community. When I walk the bases, I don't wait for contract labor to clean up our community. When I see trash, I pick it up. I have walked shopping carts back to the commissary from the barracks (and no, I did not get a euro!). Taking action now rather than waiting is what will keep our community functional and beautiful. I am proud to be a Sig' Citizen, it is clear to me, you are too. Our community is great! I am glad to be joining you in living in, working in, and caring for this wonderful place we call Sigonella.

On June 10, Rear Adm. Robert J. Bianchi (Ret), Chief Executive Officer, Navy Exchange Service Command (NEXCOM) presented a ceremonial check to Adm. Steve Abbot, USN, (Ret), President and Chief Executive Officer of the Navy-Marine Corps Relief Society (NMCRS), symbolizing the record breaking $357,690 donated to NMCRS by NEX customers during a promotional event held in the spring. “We are happy once again to represent the thousands of NEX patrons who chose to donate to this Navy and Marine Corps focused cause and we are proud to present this check on behalf of our customers,” said Bianchi. “This is the third year customers have been able to purchase benefit tickets to support the Navy Marine Corps Relief Society. Each year, NEX customers have responded with greater generosity and enthusiasm than the year before.” Beginning in March, NEX customers were able to purchase a $5 card to benefit the NMCRS. The ticket entitled customers to specific discounts for a one-time purchase on either April 22 or 23. “We are grateful for this strategic partnership with the Navy Exchange Command,” said Abbot. “This generous donation will make a significant, positive impact on the Society’s ability to provide emergency financial assistance for active duty and retired Sailors, Marines and their families. Thank you to all those who contributed!”

NOTICE TO PUBLIC IMPORTANT INFORMATION ABOUT YOUR DRINKING WATER
PRELIMINARY SAMPLE RESULTS FOR NISCEMI AND MARINAI HAS LEVELS OF BROMATE AT, OR ABOVE, DRINKING WATER STANDARDS We routinely monitor our water systems for the presence of contaminants. Recently, samples from the Niscemi and Marinai water systems indicated that bromate is above the level allowed by Italian legislation and the DoD Final Governing Standards (FGS) for Italy, which is 10 micrograms per liter (or parts per billion), known as the maximum contaminant level (MCL). We intend to keep our community members informed about what happened and what we are doing to fix problems related to the water system. Test results from received on 04 June 2013 showed Bromate at 11 micrograms per liter at Niscemi, and 15 micrograms per liter at Marinai. Bromate levels were below the MCL in all other samples collected on both NAS 1 and NAS 2.
What happened? What is being done? We continue to seek the root cause for the presence of bromate in the water. We are taking the following steps to further investigate the issue:

- conducting laboratory analysis of our water treatment chemicals - reviewing our operational procedures for water treatment - performing additional testing to ensure bromate levels are reduced and, ultimately, remain below the MCL - reviewing laboratory procedures to make sure all possible sources of laboratory error are eliminated.

What does this mean? Although Bromate is termed as a probable human carcinogen by the US Environmental Protection Agency (EPA), Bromate at the levels measured in the drinking water does not cause any acute symptoms (i.e. Stomach Cramp, Nausea, Vomiting, and Diarrhea). Some people who drink more than two quarts of water containing bromate in excess of the MCL for 30 years may have an increased risk of getting cancer.
What should I do? The levels of bromate found at Niscemi and Marinai do not pose an immediate health risk. At this time, you can continue drinking the water. If the situation changes, you will be notified. Of note, filtration systems will not remove bromate from the water. If you have specific health concerns, you should consult your doctor or the US Naval Hospital Sigonella Medical Home Port at 335-578-8077. Patrons of “Don Panino” of Vienna can order a “Peppino Impastato” – named after the activist killed by Cosa Nostra in 1978, who is described on the menu as “a big-mouthed Sicilian, cooked by a bomb like a chicken in a barbecue”. Other customers with little taste or limited knowledge of recent Italian history can also a choose a “Giovanni Falcone” – named after the celebrated magistrate who was assassinated in 1992 in the Capaci bomb attack. The menu bills him as ”the greatest nemesis of the Mafia in Palermo, but unfortunately grilled like a sausage”. Falcone's sister Maria,who tipped off politicians and anti-mafia campaigners, has called Don Panino’s menu “vulgar and blasphemous”. The Ministry of Foreign Affairs, has, via the Italian Embassy
in Vienna, let it be known that it regards the shop's activity as “unacceptable” and “offensive”. Some Italian politicians are asking the foreign minister Emma Bonino to intervene directly. Three MPs from the centre-left Democratic Party, Michele Anzaldi, Laura Cantini and Ernesto Magorno, said in a joint statement: “We’re asking the minister Bonino to intervene and speak to the ambassador; that place offends the memory of Falcone and Impastato and portrays Italy in a demeaning way and it’s getting away with it.” For Austria, which usually finds itself on the receiving end of Edelweiss and Kurt Waldheim gags, the situation might be the source of some bemusement. It could be a little premature – or even a little late – for Italy to be getting hot under the collar about the tasteless names of Don Panino’s sandwiches, however.
It’s emerged that the proprietors of Don Panino are themselves Italian. Marco and Julia Marchetta opened the shop in 2009 when, living in Austria, they found that they missed their southern Italian food and cooked up the idea of selling sandwiches “full of the delights typical of our own country”. It was the cynical, mob-inspired marketing that has let the side down, though. Insults have rained down on the couple’s Facebook page. One Italian commentator declared: “People like you make me ashamed to be Italian.” And Italian ex-pat Paolo Federico, who led local protests, told La Stampa newspaper that the sandwich shop appeared to have closed. He added, however, that with a plethora of other Italian-Viennese eateries boasting mafia-inspired names such as “Mafiosi”, “Camorra” and “Al Capone”, there was still plenty to complain about.

(Italy Magazine) CNN ranks Italy’s Spiaggia dei Conigli (Rabbit Beach) as the second best in the world. The beach is on the island of Lampedusa off the southern Sicilian coast. Compiled by CNN staff, the listing of the ‘World’s 100 Best Beaches’ describes the Spiaggia dei Conigli: “With blinding white cliffs, fluorescent blue waters, warm temperatures and dry-desert land, it’s little wonder this place frequently tops favorite beach lists. Protected turtles lay eggs here and dolphins can be seen in the water.” CNN highlights “The nearby volcanic isle of Linosa, featuring a spectacular black and red Mars-like beach.” It is the second time in 2013 that the Spiaggia dei Conigli has featured as one of the world’s top beaches. Earlier in the year, the world’s largest travel site website, TripAdvisor, crowned it number one beach in the world in its 2013 Travelers’ Choice Beaches Awards. The Spiaggia dei Conigli is not the only beach in Italy CNN rates. Elba’s Capo Sant’Andrea ranks in 74th place. CNN says: “It’s hard to imagine why Napoleon ever wanted to leave. At this inlet, the water is clear enough to see the seabed even in the deepest sections. Chestnut trees sweep right down to the coastline.” The highlight for CNN is the fact that “The inlet’s golden beaches are framed by softly sloping granite blocks – natural sun beds that are taken over by sunbathers during summer.”
Italian girl who won right to stem-cell therapy dies, Stamina foundation says death fault of the legal system (ANSA) Rome - A ban on stem-cell therapy that was only recently overturned and legal snafu that delayed her treatment "have caused the death" of a two-year-old Italian girl with a severe genetic disorder, said the Italian Stamina Foundation for stem-cell research and treatment. Stamina President Davide Vannoni said on Wednesday that the girl, who died June 2, can be considered the "first death caused by the legal system". Her family, who won the right to treatment April 9 in an appeals court, said they would be pressing charges against the health ministry for voluntary manslaughter. On May 23, a law legalizing stem-cell therapy, research and permitting those who had begun treatments to continue them passed overwhelming in the Italian Senate with 259 yes votes, two nays and six abstaining. "The fact that her family won the right for her treatment in court should have made her therapy immediate, however the toddler fell fourth on the waiting list," Vannoni said. "As soon as the Senate passed the law, the child could have been cured immediately. Hopefully this will not be the first of a long series," Vannoni said. In one high-profile case last March, a father who sued in court on behalf of his son and won the right to treatment also appealed on behalf of his daughter who was barred from receiving the therapy by another judge, but lost.
Vannoni, whose research group carries out treatments at a Brescia hospital, has been battling for patients be given the choice of stem-cell treatments from Stamina laboratories, not only State-sponsored centers. With the recently passed law, the Higher Institute for Health (ISS), a state health institution for research and education, will coordinate research and therapy together with the Italian pharmaceutical agency AIFA and the National Transplant Centre.
Italy likely to ban electronic cigarettes in schools Rome - Italy's National Health Council proposed Tuesday that electronic cigarettes be banned from schools to protect youngsters. The proposal from the council's advisory board will go to the health ministry. Electronic cigarettes have triggered controversy as their use spreads. Last week, consumer association Codacons said the devices should be banned in public places, just as their low-tech cousins have been banned. In a formal petition to the health ministry and to industry ministry, the association said the content of emissions from electronic cigarettes should also be carefully analyzed. Scientists still have not ascertained how harmful, if at all, these devices are, said the consumer group. And until it is clear what harmful substances might be contained and diffused by e-cigarettes, they should be banned in public just as conventional cigarette smoking is current banned, said Codacons. E-cigarettes usually contain an atomizer that passes vapor into the user's mouth. Some deliver nicotine and proponents say because nothing is burned, as in a conventional cigarette, there are no toxins released.
Owner taken into custody for selling false organic food, police arrest 16 in fraud stretching across Italy (ANSA) Cagliari - Finance police have arrested 16 people following an investigation into fake organic products worth more than 135 million euros, produced by a Capoterra-based company, authorities said Friday. False certificates attesting to the quality of the products, as well as fake invoices, were issued on products aimed for Italian and European markets, authorities said. The fraud allowed the company to charge the higher prices that certified organic products can fetch. The investigation stretched down the entire peninsula, from Emilia Romagna and the Veneto regions to Lazio, Marche and Puglia as well as on Sardinia. Investigators say they have a total of 24 suspects facing charges ranging from tax evasion to fraud. Those arrested include company owner Benito Cremonini, 77, of Imola and company director Michele Grossi, 38, of Fossombrone. Three people who were government-accredited inspectors face charges of corruption.

As the Romans spread their empire south, they subsequently conquered Sicily. As Siracusa was a major city and port, the Romans left their legacy here as well. W
ith the rainy season behind us and summer just around the corner, the weather is now perfect to get out and about and explore Sicily. If you haven’t already done so, a perfect place to start is the city of Siracusa. Not only is it close and convenient, it is one of the most historically significant cities in Sicily.
Founded around 733 BC on the small island of Ortygia, it was described by Roman philosopher Cicero as the greatest of all the Greek cities. It is also famous for being the birthplace of the Greek mathematician Archimedes. So join ITT on a terrific trip to Siracusa on June 30 and immerse yourself in Sicilian history! A trip to any Italian city is not complete if you don’t stop and see the central cathedral. Siracusa’s main cathedral is constructed around the remains of an ancient Greek temple, whose columns can still be seen once inside. The cathedral is dedicated to Saint Lucy, or Santa Lucia, who was martyred in 304. Inside the cathedral you will find one of Lucy’s relics, her left arm bone, which was returned in 1988 (left). A beautiful fresco decorates the ceiling of the chamber containing her remains (right).

The large man-made cave in Siracusa, known as the Ear of Dionysius, served to house prisoners who worked in the nearby quarry. Legend states that the prisoners were kept here because due to the nature of how the cave is constructed, thy tyrant Dionysius could hear even the slightest whisper among the prisoners.
In Archimedes Square sits the beautiful Fontana di Diana sculpted by Giulio Moschetti Piceno which was dedicated in 1906. It depicts the legend of Arethusa, a water nymph, trying to escape from Alpheus, the river god who fell in love with her as she bathed in his stream. Arethusa fled to the island of Ortygia but Alpheus pursued her. There Arethusa appealed to Artemis, the goddess of the moon and the hunt and protector of women, for help. To protect Arethusa form Alpheus, Artemis changed her into an underground stream, emerging as a freshwater spring fountain on Ortygia. But Alpheus was not fooled. He rerouted his river’s flow underground and followed Arethusa. Both of their waters now mingle eternally in the Fountain of Arethusa in Ortygia.

PSD Sigonella prepares for busy summer of transfers by MC3 Cameron Bramham NAS Sigonella Public Affairs
T
he summertime always brings more service members on and off the island and it’s the job of the personnel specialists at Personnel Support Detachment (PSD) Sigonella to make sure these military men, women, and families are able to get from point “A” to point “B” without any hiccups. “It is usually very hectic and we do the best we can to help everyone,” Personnel Specialist 1st Class Albertryan Hernandez, leading petty officer of PSD Sigonella said. “PSD Sigonella’s job is to get our customer from last duty station to next duty station. Unfortunately, we are not a travel agency.” The travel agency Hernandez is referring to is SatoTravel, which is located in PSD Sigonella’s office building. When should service members start putting together their transfer packets? “Once you have orders, contact your Command Pass Coordinator (CPC) immediately to get a Transfer Information Sheet (TIS),” Hernandez said. “Get the TIS turned in as soon as possible. Have your Passenger Reservation Request appointment set as soon as the TIS is turned in, and do not change your mind!” Hernandez emphasizes the importance for service members to pick a process and stick to it. According to Hernandez, many problems for service members transferring can be avoided by being prepared and decisive. “The biggest problems we deal with are pets and indecisive members,” Hernandez said. “Every time you change the date of
your departure and submit a new Passenger Reservation Request, they cancel the previous reservation. This means that you are starting over. It doesn’t matter that the TIS was submitted six months ago, if you change your mind the week before departure for a different date, Naples Transportation will treat the request as if it is new and process other requests first.” That can lead to outgoing service members possibly not departing when and how they want. Hernandez also points out the significance of pet owners coming to PSD Sigonella sooner rather than later. “If you have a pet contact PSD immediately and have your TIS completed as soon as possible,” Hernandez said. “This gives you the best opportunity to have the pets included on the date you want. But be prepared for occasional disappointments as pets make it twice, if not three times, as difficult to get the day that you want while the cost can reach up to $3,500.00.” For Hernandez and the rest of the PSD Sigonella staff, the message is simple: the sooner the better. Hernandez wants the NAS Sigonella service and community members to know that PSD is here for them, but also understand that it is the service member’s responsibility to look over their TIS thoroughly and make conclusive decisions early. “I can’t stress that enough to get the dates you actually want. Communicate early and clearly what you want and once again, don’t change your mind,” Hernandez said.

urry, fuzzy, friendly, family fun is coming to Sigonella! Bring the entire family for a few laughs with some of your favorite Sesame Street characters. This is a FREE traveling entertainment tour that has been visiting military installations around the world since 2008 as an extension of Sesame Street’s military families initiative. The longest running tour in USO history, the Sesame Street/USO Experience for Military Families has taken its message to more than 368,000 troops and military families, and performed 631 shows on 145 military installations in 33 states and 11 countries. In 2011, Sesame Street and the USO introduced a brand new character named Katie – a military child experiencing the stresses of moving as her parents are transferred to a new duty station. Last year, Katie and her Sesame Street pals visited 67 military bases and performed 204 shows stateside.
“Sesame Street has so much admiration and respect for our military families, we feel privileged to partner with our friends at the USO and be a part of this special USO Care Package event,” said H. Mel Ming, Sesame Workshop President and CEO. “This is a great way to show our continued support to our service men and women and to celebrate five years of bringing our resources and the Sesame Street/USO Experience to Military Families to installations around the world.” This is a repeat performance here in Sigonella as we were treated to a similar show two years ago. Hospital pays homage to Battle of Midway by HM2(FMF) Matthew Clutter U.S. Naval Hospital Sigonella
H
ospital Corpsman 1st Class Roy Puerto knows all about the Battle of Midway. He’s seen the 1976 movie of the same name, he’s seen documentary films about the battle, and he’s studied the history. “I knew that it was one of the greatest Naval battles in our history and that it was the turning point in the Battle of the Pacific,” Puerto said. “The U.S. Navy's victory in Midway destroyed the Japanese Imperial Navy and took away their ability to maneuver at sea, thus giving the U.S. sole con-
trol of the Pacific.” He is correct on all accounts. He seemed the perfect choice, then, to head up U.S. Naval Hospital Sigonella’s anniversary celebration of the Battle of Midway last week. Thanks to Puerto and seven others, the hospital paid homage to the historic battle with an elaborate threedimensional display and cake cutting ceremony during which Commanding Officer Capt. Patricia McDonald spoke. In addition, Hospital Corpsman 1st Class Anthony Manzo created a documen-
tary to play throughout the hospital. During the month and a half it took to prepare for the Battle of Midway event, the importance of what was being celebrated was not lost on Puerto and his committee. “The prevailing result of the Battle of Midway has shaped the world as it is today, where the United States of America stands as the greatest military power in human history,” Puerto said. “Had it been the other way around, I really believe that we would have had a different sovereignty.”
