DON'T FEED THE STRAYS! cnic.navy.mil/sigonella

Stray animals, such as this cat outside the commissary, are attracted to the base when people leave out food and blankets. Putting out cans of food is also adding to base litters. (U.S. Navy photo by MC2 Tony D. Curtis/Released) by MC2 tONY D. CURTIS NAS Sigonella Public Affairs

NAS SIGONELLA, Sicily - On a beautiful March Morning, Personnel Specialist 2nd Class Faren Cubbage was running the Naval Air Station (NAS) Sigonella flight line. When a dog in the distance caught her eye. At first she couldn’t tell if it was running toward or away from her. To her horror she quickly assessed that it was three dogs and they were running her way . Cubbage did what she could to scare the dogs away but they just kept coming. "I've never been so scared in my life," she said. "They kept getting closer and closer no matter what I did." Swinging her headphones to keep them back, she noticed a crate to jump onto. As she desperately climbed to put separation between herself and the viscious hounds, the dogs persisted. "I could see in their eyes that they weren't going to give up. They were hungry, wet and foaming at the mouth," she said. After 20 minutes the stray pack finally backed down and started to walk away. Thinking it safe to climb down, she descended the crate and headed back toward her vehicle. But the dogs were between her and the direction of her car and resumed their pursuit of the Sailor. Once again she was atop the crate, terrified and desperate as one stray grabbed a hold of her shoe.

"I was crying and swinging my headphones at them. I hit them a couple of times, but they wouldn't stop!" Throughout the ordeal, Cubbage prayed to get out of her predicament safely, hoping a car would come along and rescue her. Another 40 minutes passed without seeing another human, but finally the strays left. Just then Cubbage saw two people running from the opposite direction. She climbed down and ran their way to warn them about the pack. The three then ran toward the Italian side of the base. Finally safe, in her office, Cubbage let out a huge sigh of relief. She admits she was lucky -- the most damage sustained was to her headphones and shoe. But the scenario could have been much worse, and points to growing concerns about what seems by many to be a growing stray population at both NAS Sigonella installation sites. Veterinary Technician Staff Sgt. Alexis McCurdy has at least one answer as to why the stray population is seemingly getting out of control. She points to those goodintentioned souls who are providing food and blankets to comfort stray animals. According to McCurdy, leaving out food encourages and attracts potentially diseased animals to the base. "All animals,

whether they're wild on the Savanna, stray in Sicily, or domesticated in Maine, will stick with a food supply," she said. "Feeding the stray population also contributes to more bountiful litters. So, instead of just feeding the small pack of dogs, you've helped them to breed faster and in larger numbers. This does not improve the stray dilemma, it severely adds to it. These dogs and cats have not been vaccinated, neutered, tamed or trained in any way and pose a threat to everyone on base," said McCurdy. "Before you leave out food, consider the hazards that may spawn or worsen from feeding stray animals. Unless you are adopting, properly caring for, and taking the animal with you upon your departure of the island, please do not feed the strays," she added. Base officials are aware of the stray issue and are working on a solution. In the meantime, McCurdy said feeding the strays leads to health problems as well. When animals are fed on base, they are likely to stay around and defecate on base. Pet owners are responsible to clean up their pet's feces, but who is responsible to clean up the stray's? See 'STRAY,' Page 2

Protect yourself

Tips to protect you and your family: -Stay away from strays. Adults and children are at risk of diseases passed between animals and humans. Rabies, Rickettsia, Leishmania, and Leptospirosis can be spread by the parasites that live on these strays -Keep your pets away from strays. Get pets vaccinated often. Strays usually aren’t vaccinated, spayed or neutered -Don’t leave food near your home or unnecessary shelter for the strays -Tie your garbage bags shut so animals can’t get in. -If you’re bitten, report immediately to U.S. Naval Hospital Sigonella or the Flight Line Clinic. -If you come across a dangerous stray, back away slowly and notify Security Dispatch at DSN 624-5225 - If your animal is attacked, get them to the veternarian soon as possible.

weight and keep it weight off. A few tours ago, I was nearly 30 lbs. heftier and though I had a good relationship with exercise, I didn't eat properly. And though it's not always natural or easy to eat “right,” it is possible and sustainable. I enjoy a much healthier relationship today with food than ever before. I still enjoy life’s delicious treats, just in a sustainable way. For those ready to have a healthier relationship with food and exercise, or those tired of making unhealthy preps for each PFA cycle, or those tired of the stress of living one bad PRT away from discharge, there are plenty of smart ways to take control of your body and your life. 1) Exercise wisely – Maybe it is obvious, but does everyone know the vast opportunities there are on and around base to get healthy? Compared to our stateside counterparts, all NASSIG community members have a glut (not gut) of options: wellequipped fitness centers on both NAS I & II (with a beautiful NAS II gym slated to open mid-April!), aquatics, youth and adult sports, personal trainers, rock climbing, racquetball courts, running trails,

bike and kayak rentals, just to name a few. We have a designated family fitness center on NAS I for exercising parents with kiddos. All it takes is a desire to help ourselves. Our base fitness and recreation staff is more than happy to partner with each of us in helping us find an exercise program that works for us. 2) Eat “right” -- As mentioned, for me this was the hardest. Many of us, even those who appear healthy, eat and drink too much, junk and otherwise. I won't write a laundry list of strategies of how to fight the good fight; instead I will refer you to our Naval Hospital Sigonella "The Healthy Weigh" program. This fantastic, first-ofits-kind 12-week program uses a multi-disciplinary approach to foster lifestyle change. In a nutshell, it works and is literally a positive life-changer! Please contact the Medical Home Port front desk at 624-4622 for more info. 3) Doing it -- C'mon... I turn

47 this summer and I am still smoking too many (most?) of you during our Base 2 Base runs. Yes, I am a runner and I talk a little trash ;) but there is no reason an old dude like me should be blowing by you 20-somethings. Wherever you can find the inspiration, find it and apply it to getting healthy. I haven't met each of you…yet, but I tell you without reservation I care about you. I want you to not only enjoy a career without having to get "roped and choked" twice a year, I want you to enjoy a long full life! Sigonella – Work Hard; Be Honest, Make Smart Decisions

Some Sigonella members have complained of the trash it creates, not to mention the unwelcomed visitors some are encountering while trying to get to their vehicles. According to McCurdy, if the food source disappears, the animals will likely disappear and find food elsewhere. If you come across a dangerous stray should notify Dispatch at DSN 624-5225. Cubbage asks the community to stop feeding strays of every variety. "I should be able to come on base and feel safe," she said.

Commanding Officer Capt. Chris Dennis Every day in every way our decisions and actions serve as examples, both positive and negative. Our examples matter. It is not merely lip service from the base commanding officer, but a clear reality, every Sigonella citizen is a leader -- regardless of position, rank, or affiliation. I mention this because I am calling on all my active duty Sailors (and all citizens) to set the right “health and welfare” example as we military approach our spring personal fitness assessment (PFA). For most, the actual personal readiness test (PRT) portion of the PFA is in May, but as many of you are aware the body composition portion “weigh-ins” will occur well prior this cycle. Why? Navy policy makers have now codified into the PFA instruction what we test takers have known for years: a weigh-in done 24 hours before the PRT encourages crash dieting, dehydration, and unhealthy amounts of exercise – behaviors that can result in heat stroke, cardiac stress, and long term eating disorders. For those struggling with weigh-ins, please believe me when I say, I understand how hard it is to lose

CO's Responses to your Suggestions

Response:

Cakes & pastries are always on display in the bakery. Our commissary sells the majority of these items frozen since they have a very short shelf life. As always, if you have any questions, need any help, or would like to request a special order please contact the commissary directly. They are here for us. You may contact Gary Bufalo, Store Director, at 624-4385/3777 or gary. bufalo@deca.mil, as found on all commissary receipts. If Gary is unavailable, see Assistant Store Director, Al Brooks. Both will be happy to address your concerns. We are very fortunate to have a commissary workforce largely made up of host-nation employees. Many may be unaware but during the 2013 furloughs, NAS Sigonella's commissary maintained full operating hours six days a week! Commissaries with a higher percentage U.S. workforce were forced to reduce services (some actually closed their doors for days) as a result of the furlough.

Concern regarding Fire and Emergency Services: Why are Fire and Emergency Services driving so fast in Marinai? And why do they drive past the emergency locations before circling back to the correct house? Are they lost? Response: Thank you for bringing this to our attention. This note inspired a full review of standard operating procedures for emergency response speeds and safety. Maximum allowable speed per our NASSIG Fire and Emergency Services SOP is 10 mph over the posted speed limit, but should be reduced based on conditions. Chief Hayes assures me safety is a constant focus for our firefighters. What might appear as disorganization could be what our Fire and Emergency Services team refers to as a "scene size up," where responders do a quick 360-degree turn of the response area to adequately determine the scope of the emergency. Another explanation is sometimes the responders are dispatched to incorrectly reported addresses. Finally, all Fire and Emergency Service providers regularly train in the Marinai area to ensure familiarization of streets and locations.. Concern regarding Italian translation drivers licenses: Can we please get more people to issue Italian translation drivers licenses? Currently there is just one. Response: Thank you for reporting this issue! A second MVRO representative has been designated to issue the "AFI" driver licenses. Additionally, this comment led to the expeditious renewal of driver license printing. Concern regarding Youth Forums location: Can we schedule youth forums at locations other than the Marinai youth center so non-Marinai youth can be represented? Why are the same teens/tweens always in the photos? Response: Thank you for your suggestion. We will incorporate an alternate location for the next Youth Forum scheduled for May 2014. It is our goal to continuously improve the youth program. Any time you, or your teenager(s), have suggestions please contact: Ms. Brittany Clark (brittany. clark@eu.navy.mil, DSN 624-1750) or Mr. Warren Britton (warren.britton@eu.navy.mil, DSN 624-3713). If we have resources, and a new idea is popular, legal, ethical and moral, we will most likely do it! Please know, youth programs can only release photos of children whose parents have signed permission forms. Please help us by filling out release forms for your children.

Need an appointment at the hospital? copies of works on the Index Librorum Prohibitorum (Index of Banned Books). There are also a few mildly erotic works of art, but very little since the Renaissance. The library, which was formally established in 1475 but is in fact much older, was separated from the Vatican Secret Archives at the beginning of the 17th century. The Secret Archives contain another 150,000 items including the full record of controversial WWII pope Pius XII, the publication of which is keenly awaited, as he moves towards sainthood, by experts divided over his alleged silence on the Holocaust.

The decision is a victory for the cruise ship industry, which has dismissed concerns that cruise liners cause damage to Venice’s delicate foundations and scoffed at suggestions that another Costa Concordia-style disaster could occur if a passenger liner strayed off course.

H EADLINES Nun rocks it on Italy's 'The Voice'

Italian farmers’ organization, Coldiretti has recently launched a campaign against the controversial use of the “mafia-themed food” which glorifies mafia killers and is therefore considered offensive for the image of Sicily and the memory of all heroes who have fought the mob. (Photo by ANSA) (Photo provided by http://www.globusmagazine.it/) Sigonella artichoke-lovers will be happy to hear that the annual Sagra del Carciofo (artichoke festival) returns to the picturesque town of Ramacca from April 4 - 6 and April 11 - 13 offering events, food and entertainment. Aside from eating and listening to live music, festival goers can get a chance to visit the local archeological sites. This is the festival’s 24th edition. Tons of Ramacca artichokes will be the highlight of this annual festival which celebrates one of the largest artichoke producing towns in Italy. Carciofo (artichoke) comes from the Arabic word Al quarshuf. Artichoke is a thistle like plant that originated in the Mediterranean region over 2000 years ago. Ancient Greeks and Romans loved artichokes. Roman writer Pliny wrote that artichokes were delicacies which were enjoyed only by the upper classes. An artichoke recipe appears in the writings of Roman chef, Apicius showing that those vegetables were very popular in ancient times. During the Middle Ages, Saracens cultivated artichokes in Sicily, south of Spain and north Africa. Historic chronicles tell that in the 16th century, a noble woman named Catherine de Medici brought chefs and artichokes with her to the French court when she moved there after marrying King Henry II. In 1806, artichokes were brought to the United States by French immigrants who settled in Louisiana. Scientists maintain that this vegetable can lower blood cholesterol, promotes bile secretion, helps diuresis and prevents liver problems. The artichoke industry is an important part of the culture and the economy of Ramacca, making it the main source of employment. Ramacca’s economy is mainly rural as farmers grow oranges, olives, cereals, legumes and vineyards. Artichoke is considered as the ‘king’ of this blooming agricultural economy. Two main varieties, Violetto Ramacchese and the larger sized Teramo are widely cultivated in the area. Ramacca also boasts the nickname of “Bread Capital” for its pane (bread) which is still baked the old-fashioned way using stone ovens fueled by wood. This two-weekend celebration will feature a street fair in the historic center, live musical entertainment, arts & crafts, artichoke specialties tasting , special art, photography and food exhibits. Food booths will sell delicious artichoke-based dishes like pasta and rice. Artichokes are grilled, stuffed with pecorino cheese or mixed in omelets. Cakes and ice cream made with Violetto Ramacchese artichoke are also prepared. The teramo, the other variety present in the Ramacca area is typically prepared only as salad. Festival-visitors can buy other local products such as cheeses, citrus, and ceramics. Ramacca boasts archeological sites that date back to the Paleolithic. They were first excavated in the 1950s when archeologists found an extraordinary large number of flint tools, animal bones and human burials. The main one, which is called La Montagna (the mountain), is located at the top of Mount Ramacca (559 meters) and houses a necropolis of caves and the remains of an ancient Greek town (8th Century BC) named Erjke. Some of the fragments of pottery and ceramics found in this site are currently on display at the local Archeological Museum. Special tours to the archeological areas will be organized by the local tourist office during the festival. For more information and detailed festival schedules, visit http:// www.sagradelcarcioforamacca.it/

by ANSA Celebrating the mafia through food brands named for mafiosi, such as Al Capone pasta or Don Corleone liqueurs, is in very bad taste and must stop, Italian farmers’ organization, Coldiretti said last Wednesday. Such products also make Italy look bad on the global stage, the group added as it presented a report that included a section on mafia association with food products, brands and recipes. Roberto Moncalvo of Coldiretti called for authorities at the European Union and at the national level to intervene and "end an unbearable outrage, a real slap in the face of Italy on global markets". The report drew attention to products named for mob figures ranging from American gangsters Capone and Lucky Luciano to Don Vito Corleone of the Hollywood blockbuster film series The Godfather. Even such names as Cosa Nostra are used in cookbook titles and atop restaurants all over the world, usually related to Italian food and blackening the country's reputation, said Coldiretti. Adding to the insult are such brand names as the kind of sweets that have been named Mafia candy; flavored peanuts sold as Chili Mafia ("spicy: use with caution", reads the package); while cooking advice is doled out at a website called mamamafiosa.com. It also signaled out a coffee bar in Bulgaria named Caffe Mafiozzo which advertised offerings in "real Italian style". Such products have been found in countries from Taiwan to the United States to Britain, the Netherlands and Spain, said Coldiretti. They seem to celebrate a painful phenomenon that should not be treated so lightly, the organization said. "Our research has led to the discovery of a world market that

does business on the names of one of the most horrible and painful plagues of our country," said Moncalvo. “The goal of Coldiretti's campaign is to stop unacceptable behaviors that harm (Italy's) business image abroad, and most profoundly affect the many Italians who have been or are unfortunately a victim of organized crime". The concerns echo complaints raised last year when a Sicilian politician and anti-mafia campaigner complained that foreign restaurants should not glorify the mafia by naming dishes and pizzas after crime families. “Such moves signal another misrepresentation of Sicily," regional vice-president of the Democratic Party (PD) Fabrizio Ferrandelli wrote on his blog after a visit to Copenhagen.

There, he said, he and his family dined at a restaurant "exploiting the worst stereotypes" of southern Italy and criminals; that included pizzas named after the mafia figures and Al Capone. "I'm really angry for the many heroes who fought and (continue to) fight the Mafia," Ferrandelli wrote later. Meanwhile, the Coldiretti report on crime and the mafia in food production also warned that organized criminal gangs are becoming more deeply entrenched in agriculture. Dubbing the phenomena "agromafia", Coldiretti warned that anti-mafia police are increasing discovering Italian food industry businesses that are fronts for organized crime - including cafes, restaurants, pizzerias and bars as well as agriculture operations.

(Huffington Post) Sister sister! You've never seen a nun shut it down like this one. The judges of singing competition "The Voice of Italy" couldn't believe their ears when they heard Sister Cristina Scuccia belting out Alicia Keys' "No One," but they were in for a greater shock when they saw what Scuccia looked like. Judges begin the show with their backs to the stage, and if they like what they hear they can swivel their chairs around, but none of them were prepared for the sight of 25-year-old Scuccia, a member of the Ursuline Sisters of the Holy Family, delivering a jaw-droppingly good performance in her black habit and silver cross. As the crowd cheered, her fellow sisters jumped up and down in delight. The shocked and impressed judges asked her if she was really a nun, to which she replied, "Yes, I am truly, truly, a sister." A native of Sicily, she arrived at the show accompanied by four sisters from her community as well as her parents. “I came here because I have a gift and I want to share that gift. I am here to evangelize,” she said, reports Catholic News Agency. "If I had found you at Mass I would always be in church," said J-Ax, an Italian rapper who is one of the judges. "You and me are like the devil and holy water." She trended on Twitter after her unbelievable performance, with many Italians showing their love for "#suorcristina." The judges asked her what the Vatican would think of her singing, to which she replied, "I hope that Pope Francis will call me now," according to NY Daily News.

Vatican to digitize 3,000 library manuscripts (ANSA) Vatican City An estimated 3,000 manuscripts of the Vatican Apostolic Library will be digitized over the next four years by Japanese firm Ntt Data, the first step in the planned digitization of all the 82,000 manuscripts preserved in the library, Church officials announced last Thursday. "Our project means to be part of an overall plan for the entire, immense range of our manuscripts which could lead to the digitization of 40 million pages," said Mons. Cesare Pasini, prefect of the Vatican Apostolic Library. The full digitization project is expected to take some 10 years. The Vatican Library, one of the oldest in the world, contains some of the world's most prized manuscripts, including the Codex Vaticanus Graecus 1209, the oldest known nearly complete manuscript of the Bible. Another choice item is the Secret History of Procopius, a vitriolic and scabrous account of the 6th-century Roman Emperor Justinian, discovered in the library and published in 1623. According to an urban legend, the library holds the largest collection of pornography in the world. In fact, it owns very few pornographic materials, mainly

Venice ordered to allow big cruise ships back into lagoon (telegraph.co.uk) Battle of big ships in Venice lagoon resumes after Italian court slaps down law to limit numbers and protect historic canals. Venice has been ordered to allow large cruise ships back into its lagoon, months after the Italian government decreed that they should be banned because of the environmental damage they do to the World Heritage-listed city. A regional tribunal overturned a law introduced last November which reduced the number of cruise liners of more than 40,000 tons permitted to enter from the Adriatic and plough their way towards Venice’s cruise ship terminal. More stringent rules, which would have banned outright ships of more than 96,000 tons – some of which are twice as long as St Mark’s Square and dwarf Venice’s centuries-old spires and domes – were to have been introduced in 2015. But the law has been suspended by a regional court in the Veneto region, which ruled that alternative routes for the ships to reach the terminal have not yet been agreed on and that the risks posed by the vessels had not been proven.

Genoa Hosts Pesto World Championships (IM) The now world renowned pesto sauce was invented in Genoa in the late 19th century, making the Italian city an apt location for the Pesto World Championships. Both amateurs and budding chefs participate in the championships, competing to make the most authentic tasting pesto alla Genovese using traditional methods and ingredients. The competition will be held in the Palazzo Ducale in the centre of Genoa, where each of the 100 participants will be given 40 minutes to produce their pesto. The sauce must be made according to the traditional methods of grinding with a wooden pestle and marble mortar using the original Genoese recipe. Competitors use fresh Protected Designation of Origin Genoese basil, garlic, olive oil, salt, pine nuts, pecorino and parmesan cheese. The prize, aside from the glory, is an olive wood pestle with a gold-plated handle. Visitors wishing to sample pesto in local dishes can visit a number of restaurants throughout Genoa and the surrounding area that will be offering special pesto inspired menus from March 21 - 30. Among the participating restaurants is I Tre Merli Porto Antico, Genoa, where a three-course ‘pesto’ dinner includes a starter of cheese focaccia with pesto, a main of pesto trofie pasta with green beans and potatoes, and a dessert of basil panna cotta with raspberry sauce. The Ristorante Benita in Cogoleto – a small fishing village a 30-minute drive from Genoa – will offer a three-course ‘pesto dinner' that includes a starter of pesto pizza bread, a main of pesto lasagne or fish fillet with a pesto crust, and dessert of fruit salad and basil ice cream.

Caltagirone Photos and Story by Lyndsay Curtis CALTAGIRONE, Sicily - Our latest day trip was to the hillside ceramic town of Caltagirone. Caltagirone is known for it's long history of beautiful hand-decorated pottery. We set out on this beautiful Saturday in search of a set of espresso cups and were overwhelmed by all the beautiful options. The drive to Caltagirone was absolutely stunning. The sun struck everything just beautifully and there were so many amazing sights to stop and photograph. We found a great parking spot on a side road near the city center and decided that our first stop needed to be a cafe! After a sip of espresso and bite of sfogliatelle (a shell-shaped, chocolate-filled pastry), we were off to check out the town. Our next stop was the famous staircase of Santa Maria del Monte. This 142 step staircase was built in 1608 and features hand painted ceramics on the front of each and every step. Of course we had to walk, jump and skip our way up the stairs counting each one. The long walk up was well worth the stunning view from the top of the city. We were able to look back down the stairs and see the cathedrals and domes popping up over the old, orange rooftop tiles Once a year, the city illuminates the staircase with candles. They also decorate them with beautiful blooms of flowers in the Spring. I can't wait to come back and see that! After a little walk around the city, we decided it was time to start shopping. We were in search of a cafĂŠ set. We checked out quite a few ceramic shops, but ended up falling in love with a set at this shop right in the center of town. The shop was packed full of beautiful hand decorated ceramics made by the shops owner, a sweet old man by the name of Francesco Manuello. You can find this shop at 20 Via Vittorio Emanuele, Caltagirone. He was so kind and took the time to explain the hard work and attention that goes into making each piece perfect! And he didn't mind one bit when Tony and I picked the set that was on the very bottom of a rather wobbly stack of cups. I felt like a bull in a china shop in there, my heart rate was running high. Francesco carefully packed up our purchase and we were on our way. The amazing hilly scenery really reminded Tony and I both of our home states. This flat farm land in our area is killing us, but knowing there are gorgeous rolling hills just a short drive away really cheered us up! We had a wonderful trip to Caltagirone and are so excited to head back to purchase more of their beautiful pottery. This is the perfect quick day trip from Marinai and I know we'll be back several times!

Naval Air Station (NAS) Sigonella Commanding Officer, Capt. Chris Dennis (right) awards Senior Chief Master-atArms Gabriel Harley for being selected as American Red Cross Sigonella's Volunteer of the Year during an awards presentation at the NAS I Chapel. (U.S. Navy photo by Mass Communication Specialist Cameron Bramham/ Released) by MC3 Cameron Bramham NAS Sigonella Public Affairs NAS SIGONELLA, Sicily – American Red Cross Sigonella hosted an awards ceremony at the NAS I Chapel, recognizing “Everyday Heroes” for volunteering hours of service to Naval Air Station (NAS) Sigonella community in the past year. Recipients of awards included seven service members attached to NAS Sigonella, one community member and five NAS Sigonella commands. The main highlight during the ceremony was the recognition of Volunteer Leader of the Year, Penny Riojas and Volunteer of the Year, Senior Chief Master-at-Arms Gabriel Harley. “These are two individuals have given numerous hours to the Red Cross and the local community,” said temporary Sigonella Red Cross Station Manager Kathryn Lasky. NAS Sigonella Commanding Officer, Capt. Chris Dennis attended the ceremony to officially present

the awards and speak about the importance of volunteering. “I’d like to point out that Red Cross took the time today to acknowledge people going above and beyond which I think is a perfect example of what citizenship is supposed to be,” Dennis said. Although the Red Cross is a known organization around the world, those who do not volunteer as regularly as others may not know the time and effort put in by those who receive awards. “You think about the Red Cross and a lot of times you associate that with disaster services or donating blood,” Lasky said. “A lot of people go unrecognized for what they do for the Red Cross and a lot of people don’t realize how much time goes into volunteering for the community.” For more information on how to volunteer for American Red Cross Sigonella, call DSN 624-4900.

Marines conduct crisis response exercise by SGT. ed galo Special-Purpose Marine Air-Ground Task Force Africa MONROVIA, Liberia – A contingent of Marines from Marine Forces Europe and Africa participated in a crisis response exercise in the American Embassy in Liberia, March 7. The exercise prepared response forces for potential situations of regional instability in the area and strengthened interagency cooperation between the U.S. and the Liberian government and military. The Marines launched from the joint high-speed vessel USNS Spearhead (JHSV 1). “We used this new platform, the JHSV 1, to make a small craft insertion into Liberia and then moved to the embassy and worked with some of the Department of State personnel there [Marine Security Guards] and rehearsed some scenarios,” said 2nd Lt. John Porter, a theater security cooperation team leader. The team of Marines launched from the Spearhead aboard a seven-meter rigid-hull inflatable boat (RHIB). After a short ride to the coast of Liberia, the Liberian Coast Guard escorted the Marines to a dock aboard one of their bases. The Marines were then transported to the American Embassy in Liberia where the next phase of the exercise would begin. In the embassy, the Marines were briefed by members of the State Department on what some of the scenarios would be and what to expect from the exercise. “We had the armed forces of Liberia observing us,” Porter said. “One of them tried my gear on; he wanted to know how heavy it was. They were all higher ranking, company and even battalion commanders.” The exercise consisted of Liberia being in a state of civil unrest, with local citizens at the gates of the embassy. The Marines were to protect the embassy

and make sure no one got in the gates. During another part of the scenario, the Marines along with members of the State Department practiced what they would do in the event a group of local nationals managed to cross into the embassy. The Marines had set up various positions throughout the embassy where they could watch over the entire area. The second scenario had one of the Marine posts report to a quick reaction team that they had spotted a group of locals in the embassy. The quick reaction team then swiftly patrolled from their staging area and found the role players acting as the locals. They were detained and then turned over to the proper local authorities. During the last portion of the exercise, the Marines and State Department personnel practiced inspecting vehicles at one of the gates entering the embassy. They checked the vehicles for anything dangerous that could be brought into the embassy compound. “My favorite part was the opportunity to go meet the Ambassador in her office, Ambassador Malac,” Porter said. “I prepared a small brief for her about the ‘single MAGTF concept’ and what future deployments will look like in terms of Africa and crisis response. She was pleased with the exercise and was more than happy to have us there that day. She said she would be more than willing to do similar events because she sees the value in it.” At the end of the training exercise, the Marines from Spearhead, Marine Security Guards at the embassy and the Department of State personnel came together to discuss what they had learned from each other, what was good about the training and things that they can improve.
