As we reflect on the past year, we are proud to see the many accomplishments made in 2013 that have further strengthened the foundation for the National Association of State Contractors Licensing Agencies’ (NASCLA) future. “Our primary mission is to strive for the better regulation of the construction industry to protect the health, welfare and safety of the general public.” Here are some of the accomplishments that we have completed that have assisted with our continued mission and growth over the years.

Association Meetings The NASCLA Executive Committee and Board of Directors met bi-annually at the NASCLA Annual Conference and Mid Year Meeting. In the interim, conference calls and committee meetings were held to ensure the association’s communication remained strong and we allocated the time to accomplish the committee goals that were set forth. The association held an annual Strategic Planning Meeting in the winter to guarantee the long-term success of the association. The NASCLA 2013, 2014 and 2015 Strategic Plan and Flow Chart were available at all NASCLA Board of Directors Meetings to assist in staying on track by focusing on the goals, objectives and tasks that have been paved. The association also held an annual Budgeting Meeting in the summer to ensure the financials were strong and the association remained stable during the changing economy.

NASCLA 2013 Accomplishments NASCLA Strategic Plan and Flow Chart for 2013, 2014 and 2015, was updated and progress reports were provided to the NASCLA Board of Directors. During the NASCLA FY 2012/2013 Strategic Planning Meeting the committee developed 10 new goals to incorporate into the existing strategic plan. Regarding the 10 new goals, the association is already working on 9 out of the 10 goals: NASCLA Membership Increase, NASCLA Training Programs, NASCLA Social Media, NASCLA Programs, NASCLA Publications Expansion, NASCLA Office Purchase, NASCLA Conferences, NASCLA Meetings and Sponsorships, NASCLA Succession Planning and NASCLA Public Relations. NASCLA Membership Plan Continued, the NASCLA Membership grew by Thirteen (13) New Members for FY 2012/2013. NASCLA Membership Plan Promotion for State Members/Local Jurisdiction, new first time state members were offered a complimentary free membership for the first year only; implemented for FY 2012/2013. George Whalen, Committee Chair, and Angie Whitaker, NASCLA Executive Director, sent a membership promotional letter to targeted non-member states. NASCLA Staff created and sent a Membership Promotional Flyer & E-Blast. NASCLA Membership Committee continued their recruitment efforts of non-state members and state outreach. NASCLA Investigator Training Program Modules developed by the NASCLA Model Legislation & Special Projects Committee. NASCLA Fiscal Policy and Procedures Committee New Policies & Procedures for 2013: NASCLA Reserve Policy. NASCLA FDIC Insurance and Account Separation.

A Note from the President & Executive Director NASCLA 2013 Accomplishments Continued NASCLA Accredited Examination Program for Commercial General Building Contractors and National Examination Database (NED). NASCLA has (5) State Members Administering the Accredited Examination and (9) States Accepting the Accredited Examination. NASCLA Accredited Provider: PSI Services, LLC. In 2013, the NASCLA Accredited Examination Program expanded to the Virgin Islands Department of Licensing & Consumer Affairs; they are administering the examination program. NASCLA State Members and Non-Members Survey on the Electrical and Journeyman Trades for other potential examination programs, completed. The NASCLA Accredited Examination Brochure on the Commercial General Building Contractors Examination was completed. The committee finalized the new test specifications based on the new job occupational analysis completed on June 28, 2012. The new job occupational analysis was implemented by the approved accredited examination providers on April 1, 2013. The NASCLA Submarketing Committee developed a new strategic plan for the accredited examination program and marketed to (4) keys states throughout the year. They finalized the research on states that have a trade examination in place and have the commercial general contractor classification. The committee developed a marketing PowerPoint presentation with voiceover for marketing purposes. The NASCLA Education Committee is in the Final Launch Stage for the NASCLA Education Program Module on Pre-Licensure, Continuing and Remedial Education. The committee finalized the NASCLA Education Standards, FAQâ&#x20AC;&#x2122;s and Applications for Providers & Courses. The NASCLA 2013 Mid Year Meeting focused on member outreach to NASCLA State Members and Non-State Members that were close to Alexandria, Virginia to participate in the meeting. Another focus was personal invites to the Trade Associations in the Washington D.C. area to participate in the meetings; which included a special trade association reception and individual meetings with the NASCLA Board of Directors. The trade associations that participated in the individual board meetings were Associated Builders and Contractors (ABC) and National Association of Home Builders (NAHB). There was also a special presentation from Eric Olsen, Executive Director of the Virginia Board for Contractors, on the Virginia licensure process. The National Association of Home Builders (NAHB) will be holding the International Home Builders & Kitchen and Bath Industry Show in Las Vegas, Nevada on February 4-6, 2014. NASCLA will be a NAHB Supporting Sponsor. NASCLA has also scheduled our NASCLA 2014 Mid Year Meeting on February 4-6 in Las Vegas, Nevada to coordinate with this event so we can continue our industry partnerships. NASCLA Resources Committee expanded the NASCLA Toolkit for Contractor Regulators Website to include additional State Resources. NASCLA had (29) States submit information to the toolkit. They include items such as consumer information, consumer brochures, recovery funds, strategic plans, licensing applications, newsletters, important forms, continuing education and complaint filing forms. The NASCLA Disaster Recovery Plan from the NASCLA Toolkit for Contractor Regulators was shared through personal outreach to NASCLA State and Non-State Members that have been affected by Natural Disasters. NASCLA Newsletter was revamped to include new design, style and layout implemented in January 2013. The NASCLA Info Share System was upgraded to allow for state members to post their state member questions directly on the NASCLA members only website with auto generated emails to the state members, reminders and final reports that are sent out electronically from the system. The NASCLA Recovery Fund Publication was updated and released to NASCLA State Members. NASCLA Adjacent Building Condo Purchase decision will be determined by the NASCLA Board of Directors at the NASCLA 2013 Annual Conference. 4

A Note from the President & Executive Director NASCLA Educational Resources and Publications (NERP) 2013 Accomplishments NASCLA Publications, Inc. Liquidation, August 31, 2012, completed. Additional legal and closeout paperwork completed in the fall of 2012. Developed (7) New NASCLA 2013 Rhode Island Code Publications. New ICC contract and agreements established with International Code Council (ICC) and Rhode Island Building Officials Association (RIBOA). Developed the first Spanish Publication for the NASCLA Contractors Guide to Business, Law and Project Management, Maryland Home Improvement Commission Edition. Developed new state procedures and processes for the release of NASCLA Contractors Guide to Business, Law and Project Management publications for new editions and revisions, these letters will be sent on to the states for approval. The NERP Bookstore redesign completed on the NASCLA website. The NERP Marketing Brochure was completed. NERP Marketing Opportunities/Research, ongoing.

NASCLA Committee Projects for 2014 NASCLA Model Legislation & Special Project Committee to Finalize Laws for the Elderly Abuse Prevention and Disaster Response Program. Develop Curriculum for Contractor Ethics. NASCLA Resources Committee Project on Developing Additional Modules for the NASCLA Toolkit for Contractor Regulators. The committee is working on the following programs: Generating Effective Government Relations Program and Business Assistance Program. NASCLA Program Committee, Program Planning for the 2014 Mid Year Meeting and Annual Conference. NASCLA Investigator Training Program to be held in conjunction with the NASCLA 2014 Annual Conference. NASCLA Strategy Refresh Plan with the NASCLA Executive Committee and Board of Directors in FY 2013/2014. NASCLA State Membership Recruitment Efforts, ongoing. Steve Pinther, President Idaho State Contractors Board

Steve has been a residential building contractor in Southeastern Idaho for over 30 years. As Steve’s market area is mostly resort, the majority of his work has been custom second homes for out-of-state clients. Through the years Steve was able to assist the building profession in Idaho coming of age. A supporter of the first building code adoptions and charter director of the Local Builders Association, of which he has served as president. As a director of the Idaho Building Contractors Association, of which he currently serving on the Executive Committee, he was an avid supporter/lobbyist for years in support of contractor regulation. He was subsequently appointed to serve on the first Idaho State Contractor Registration Board in 2005. Steve grew up in Southern Wyoming where he attended Cheyenne High School and the University of Wyoming in Laramie.

George Whalen, 1st Vice President Rhode Island Contractors’ Registration and Licensing Board

George Whalen is the Executive Director of the Rhode Island Contractors’ Registration and Licensing Board. He began his career in state service with the Rhode Island State Building Commission, working as an Architectural Barriers Coordinator for fourteen years, until being appointed as the executive director of the Rhode Island Contractors’ Registration and Licensing Board in 1991. As executive director of the RICRLB, George serves as the executive officer of the fifteen member Governor appointed Rhode Island Contractors' Registration and Licensing Board. The board administers registration, licensing, contractor professional development, and certification programs affecting 12,000 construction businesses. George has been involved with the National Association of State Contractors Licensing Agencies (NASCLA), as a member of the Board of Directors, for fourteen years. In 2004, he became President of NASCLA, and is currently serving as First Vice President. He is a certified-eligible building inspector, and is currently a member of the Rhode Island Building Officials Association. Mr. Whalen earned a Bachelor of Science degree in Business Management from Providence College, located in Providence, Rhode Island.

Keith Warren, 2nd Vice President & 2nd Immediate Past President Alabama Electrical Contractors Board

Keith Warren is the President of Warren & Co., Inc. – Management Solutions which he founded in September 1997. Keith began his career as an intern with Mike Weeks and Associates in 1991. He later joined the firm on a full-time basis. He also began his licensing board experience in 1991 when he was named Executive Assistant to the Board of Electrical Contractors. Shortly thereafter he was named Administrator of the Board and assumed supervision of the Board’s operations. Keith serves as the Executive Director for the following: Alabama Board of Electrical Contractors; Alabama State Board of Auctioneers; Alabama Board of Licensure for Professional Geologists; Alabama Massage Therapy Board; Alabama Board of Podiatry; Alabama Drycleaning Environmental Response Trust Fund Board; Board of Dental Examiners of Alabama; Alabama Security Regulatory Board; and the Alabama Athletic Commission. He is responsible for the day-to-day operation of the Boards. Keith also served as the Executive Director of the Alabama Board of Cosmetology appointed by Governor Don Siegelman in 1999/2000. Keith started his career in politics early on when he was adopted at the age of 5 weeks by Mr. and Mrs. James E. “Jimmy” Warren, who served 32 years in the Alabama House of Representatives. Keith was five weeks old when he visited the Alabama State Capitol with his new parents and being presented to Legislative Staff, Members and other State Officials. Keith is active in numerous civic and professional organizations. He earned lifetime membership in the Nationwide Register’s Who’s Who in Executives and Business in February 1999. He is a member of the Montgomery Area Chamber of Commerce. Keith is also the Past-President of the Alabama Association of Regulatory Boards and is the current 2nd Vice President and 2nd Immediate Past President and member of the Board of Directors of the National Association of State Contractors Licensing Boards (NASCLA). He is a member of First United Methodist Church of Montgomery, Alabama and pianist at Dalraida United Methodist Church of Montgomery, Alabama. He is currently a student at Troy University Montgomery.

John C. Curl, Treasurer South Carolina Residential Builders Commission

Over the past 25 years, John has developed 12 sub-divisions in the Florence area, consisting of over 1000 lots. As a homebuilder John has built 350 new homes in the Florence Darlington area as well as numerous additions and renovations. He has also built over 200 multi-family units. In addition to the utility construction work for sub-divisions, he has done numerous general contracting jobs including bank buildings, a veterinarian's office, a doctorâ&#x20AC;&#x2122;s office, fast food restaurants, office up-fits and retail up-fits. John has been a long time member of the Florence Chamber of Commerce, the Board of Realtors, the Better Business Bureau and the Home Builders Association. He served four terms as local President with the Home Builders Association of the Greater Pee Dee, three terms as District Vice President for the South Carolina Home Builders Association, and six years as a Director on the National Association of Home Builders. He received Builder of the Year in 1991 and 2000. John also received the State Distinguished President Award in 1990 and 1991. In 1995, he was first appointed to the Residential Builders Commission by Governor David Beasely and was subsequently re-appointed twice for four year terms. He served three years as Vice Chairman, and was on the first Investigative Review Committee. From 2000 to 2007 John served as Chairman. During that time he worked on the re-write of the Practice Act for the Residential Builders Commission and updated the Residential Construction Standards. He testified at sub committees and full committee hearings in both the House and Senate on matters that concern the Residential Builders Commission. He was the representative for the Commission to establish the bank of questions to be used for the current licensing exam. He also represented the Commission at the Codes Council regarding the conversion to the new International Code. He held hearings to establish regulations to license plumbers, electricians and HVAC Contractors. In addition to serving as Chairman, John was also appointed by the Commission to serve as a hearing officer for the Residential Builders Commission in 2000. Upon his resignation as a board member of the Commission in October 2007, he agreed to continue serving as a hearing officer and in January 2008 was appointed by the South Carolina Contractors Licensing Board as a hearing officer. John has been involved for many years with the National Association of State Contractors Licensing Agencies (NASCLA). In 2003 he became a board member and is now serving as Treasurer on the Executive Committee. John also serves on the Advisory Board for The National Bank of South Carolina (NBSC) and the Board of Trustees for The South Carolina Home Builders Self Insurers Fund.

Joseph C. Rogers, Jr., Secretary Alabama Licensing Board for General Contractors

Joe is the Executive Secretary of the Alabama Licensing Board for General Contractors. Previous to serving in this position, he was Executive Vice President at Sterling Lumber & Supply Company and Vice President of Thomas Wood Products. While in the forestry industry, he served as State President of the Alabama Forestry Association. Before working in the lumber industry, Joe worked with Alabama Power Company as a Marketing Engineer in the residential, commercial, and industrial markets. Joe is a graduate of Auburn University receiving a Bachelor of Science degree in Agricultural Engineering. He has been with the Alabama Licensing Board for General Contractors since 2003.

Craig P. Smith, Immediate Past President Oregon Construction Contractors Board

Craig P. Smith is the Immediate Past President of the National Association of State Contractors Licensing Agencies (NASCLA) and Administrator of the State of Oregon, Construction Contractors Board (CCB). He serves as executive officer of its nine-member Governor appointed Board, a position he has held since 2001. The CCB administers licensing and certification programs affecting 40,000 construction businesses, has 80 employees and biennial budget in excess of $16 million. As president of an Oregon based residential general contracting business in 1980, Mr. Smith was appointed by Oregon Governor Victor Atiyeh, to serve as a member of the Oregon Builders Board. He chaired the Board from 1983-1984. In 1985, Mr. Smith joined the staff of the Builders Board as a non-lawyer serving as the agency’s only hearings officer. From 1985-1996, he presided over thousands of contested case administrative hearings, including disciplinary actions and construction contract disputes. Mr. Smith has served as a member of the National and Oregon Associations of Administrative Law Judges in 1996-97 and served as the CCB’s chief administrative law judge (ALJ) in 1995-1996, during which time he supervised a group of ALJs which provided adjudication of matters before the CCB. Mr. Smith was selected to serve as the Board’s Deputy Administrator and chief enforcement officer in 1996—a position he held until becoming its Administrator in 2001. Mr. Smith holds a Bachelor of Science degree in Social Sciences from Oregon College of Education, now Western Oregon University, in Monmouth, Oregon.

Angie Whitaker is currently the National Association of State Contractors Licensing Agencies Executive Director. Angie has worked for the association since February 2003. During this time with the association she has had the opportunity to work firsthand with the NASCLA Executive Officers, Board of Directors and Members. Angie also manages NASCLA Educational Resources and Publications. NASCLA publishes the NASCLA Contractors Guides to Business, Law and Project Management publications for over 20 state agencies for candidates that are studying for their contractor’s license along with other consumer awareness publications and has partnered with the International Code Council (ICC) on state specific code publications. Angie graduated from Arizona State University with her Bachelor of Arts Degree in Communication from the Hugh Downs School of Human Communications in December 1999. Angie received her Master Certificate in Business Management from Tulane University Freeman School of Business and has received her Certified Association Executive (CAE) certification through the American Society of Association Executives (ASAE). Angie is active with the Federation of Associations of Regulatory Boards (FARB) and is a FARB Board Member. Angie also serves on the Arizona Society of Association Executives (AzSAE) Board of Directors and is a member of the American Society of Association Executives (ASAE).

Kirsten Zacharias currently serves as NASCLA's Program Coordinator. Kirsten joined the NASCLA Staff in February of 2011. Her primary responsibilities are to work hand in hand with the NASCLA Program Committee to plan, execute and participate in NASCLA meetings and conferences. Kirsten also works closely with NASCLA's Executive Director to carry out association projects. In May of 2005, Kirsten graduated from Arizona State University with her Bachelor of Arts Degree in Communication. She is also a member of the Arizona Sunbelt Chapter of Meeting Planners International.

Jacquie Rhomberg, Publications Coordinator National Association of State Contractors Licensing Agencies

Jacquie Rhomberg currently serves as NASCLA's Publications Coordinator. Jacquie joined the NASCLA Staff in April of 2013. Her primary responsibilities are with NASCLA Educational Resources and Publications, working to ensure the NASCLA Contractors Guide to Business, Law and Project Management publications are up to date, while also providing knowledge to the NASCLA Accredited Examination Candidates. Jacquie also works closely with NASCLA's Executive Director and Program Coordinator to carry out association projects and maintain the day to day office duties. In May of 2007, Jacquie graduated from Adams State College with her Bachelor of Science in Business Administration Degree with an emphasis in Marketing. She also has a strong background in the Hospitality Industry, previously working as a Catering Coordinator at the Sheraton Phoenix Downtown Hotel.

NASCLA 2013, 2014 & 2015 Strategic Plan History, Mission and Objectives

History The National Association of State Contractors Licensing Agencies (NASCLA) was founded in 1962 as a nonprofit organization. Its membership is comprised of states that have enacted laws regulating the business of contracting.

Mission “Our organization is dedicated to the mutual assistance of its members in striving for the better regulation of the construction industry to protect the health, welfare and safety of the general public.”

Objectives The association’s constitution lists the nine objectives that form the primary purpose of NASCLA. These objectives are as follows: 1. To promote the protection of the public health and safety through the licensing of contractors. 2. To provide a forum for the discussion of problems common to the regulation of the construction industry and to develop solutions. 3. To assist licensing agencies in developing contractor licensing laws and rules. 4. To provide a clearinghouse for information concerning court decisions, attorney general opinions and disciplinary proceedings. 5. To provide technical assistance in the development of license classification systems. 6. To provide mutual assistance in the standardization of licensing examinations. 7. To provide consultation on office procedures and administration. 8. To educate the public as to the benefits of using licensed contractors. 9. To provide a continuing education program for the construction industry.

Examinations Developed accredited licensing examinations for contractors to promote standardization across multiple jurisdictions, completed. Determine whether NASCLA should pursue additional exams, completed by the NASCLA Accredited Examination Program Committee. •

NASCLA Accredited Examination Program Committee Surveyed the Electrical and Journeyman Trades.

Education and Training Create training program for certification of investigators, completed by the NASCLA Model Legislation Committee & Special Projects Committee. •

NASCLA Model Legislation Committee & Special Projects Committee completed the NASCLA Investigator Training Program Modules.

Provide quality training / education to agency personnel to promote professional excellence, ongoing at NASCLA Annual Conferences and Mid Year Meetings. Create an ‘e-book’ for the construction management guide. •

Research conducted by the NASCLA Publications Committee, the project has been tabled after the research was analyzed; this will continue to be an ongoing effort by the committee as technology grows.

Image/Branding/Identify Create a brand image for NASCLA that communicates our global leadership in construction regulation to make NASCLA more effective, Angie Whitaker, NASCLA Executive Director, provided a marketing plan and proposal from MIG, Inc. to the NASCLA Executive Committee. Identify the needs of home rule/local justifications to promote membership in NASCLA, pending completion and progress monitored by the NASCLA Membership Committee. Clarify that NASCLA’s function is to support jurisdictions that choose to regulate construction to reduce confusion; ongoing effort by the NASCLA Membership Committee.

Model Standards and Guidelines Establish pre-licensure educational and experience guidelines and requirements for regulatory agencies to promote consistency in licensing, completed by the NASCLA Model Legislation Committee. Organizational Efficiency Explore the possibility of merging NPI and NASCLA into one organization, completed by the NASCLA Executive Committee and Board of Directors. NASCLA Publications, Inc. liquidated as of August 31, 2012, completed. NASCLA Educational Resources and Publications created as of September 1, 2011.

Member Benefits Expand NASCLA Disciplinary Database to include unpaid fines, suspensions, etc., pending completion. The NASCLA Disciplinary Database was updated to take electronic submissions by the NASCLA State Members, completed by the NASCLA Residential Committee. Identify a comprehensive “tool box” of resources for regulatory agencies to provide value to NASCLA Members, completed the NASCLA Toolbox for Contractor Regulators on the NASCLA Members only website. The first 2 modules on Elderly Abuse Prevention Program and Disaster Response Program have been finalized along with including additional State Resources for members, completed by the NASCLA Resources Committee. Create a clearinghouse of speakers and presenters for states to use, pending completion by NASCLA Staff. Establish NASCLA regional chapters to promote NASCLA, tabled the priority at this time by the NASCLA Executive Committee and Board of Directors. Develop a training program or orientation of NASCLA (history, purpose, etc.) for new board members or staff members from state agencies, completed by Angie Whitaker, NASCLA Executive Director, and NASCLA Nomination Committee.

NASCLA Annual Conferences

Conference Attendance The National Association of State Contractors Licensing Agencies (NASCLA) held its first Annual Conference in Salt Lake City, Utah in 1961. Since then, the NASCLA Annual Conference has become a must attend event each year. NASCLA Conference Attendance from 2004 â&#x20AC;&#x201C; 2008 has almost doubled. The Annual Conferences would not be possible without the attendance of our members, support of our sponsors and the hard work of the NASCLA Program Committee and Staff. Each year the NASCLA staff diligently promotes the conference to all of the members along with targeting non-members, trade associations, construction firms and other professionals in the industry.

Conference Partnership This year, the National Association of State Contractors Licensing Agencies (NASCLA), sent the recorded general sessions from the NASCLA 2012 Annual Conference to Executive Directors of State and Non-State Members to view and distribute to their board members and staff that were not in attendance. It was our hope that NASCLA would gain more exposure for the association and interest in membership from Non-State Members. For the third time, NASCLA will be recording each General Session and posting these recordings on the Member’s Only section of the NASCLA website.

Accomplishments

NASCLA Fiscal Policy and Procedures Committee was formed in 2003 to oversee the fiscal affairs of the association.

•

NASCLA and NASCLA Publications, Inc. (NPI) Monthly Financial Reports are submitted to the NASCLA Executive Committee and Fiscal Policy and Procedures Committee.

NASCLA Budgeting Meeting held annually in the late spring or early summer to review interim financials and develop the forecasted budgets for both NASCLA and NASCLA Publications, Inc. (NPI).

NASCLA Accredited Examination Program

The National Association of State Contractors Licensing Agencies (NASCLA) Accredited Examination Program Committee has been working diligently to finalize the details of the NASCLA Accredited Examination Program for Commercial General Building Contractors. There have been many people and organizations who have provided input over the last nine years to define the goals and procedures for the long awaiting program. NASCLA is excited to announce that the NASCLA Accredited Examination Program for Commercial General Building Contractors has been launched! The NASCLA Accredited Examination Program is an approval and accreditation process for testing providers and examinations, which was developed to: •

Improve the overall quality and validity of contractor licensing examinations.

•

Reduce the redundant licensing examination requirements for contractors who travel across different jurisdictions.

•

Store applicant examination information in the National Examination Database (NED), allowing jurisdictions to verify that applicants have passed a NASCLA Accredited Examination.

RFP Language State Regulatory Agencies Request for Proposal (RFP) Language: “Each vendor must be a NASCLA Approved Provider. Each vendor must base the exam for commercial general building contractor on the National Job Analysis and Test Specifications developed by NASCLA. Each exam for commercial general building contractors must be a NASCLA Accredited Exam.”

History The NASCLA Accredited Examination Program was kicked into high gear in 2005 by Israel Torres, NASCLA Past President (2004-2006). NASCLA marketed the NASCLA Accredited Examination Program to testing providers with an outcome of nine (9) testing providers signing the NASCLA Confidential Information and Intellectual Property Agreement. Professional Examination Service (PES) completed the Job Occupational Analysis and Construction Resources Group was hired as the PR firm. NASCLA also partnered with the Associated General Contractors (AGC), Associated Builders and Contractors, Inc. (ABC) and other national trade associations to promote the NASCLA Accredited Examination Program.

NASCLA Accredited Examination Program

History In 2006, the NASCLA Examination Model was developed. NASCLA hired ShareVista to install and operate the National Examination Database (NED). NASCLA also hired Kara Schmitt, KNK Consulting, as the Psychometric Auditor and Mukai, Greenlee & Company, P.C. as the Business Financial Auditor. NASCLA State Marketing Survey

In 2007, NASCLA obtained one (1) Testing Provider and one (1) State for the NASCLA Accredited Examination Program: PSI Services, LLC and Alabama General Contractors Board. The National Examination Database (NED) was completed. In January 2007, NASCLA obtained Errors and Omission Insurance and the NASCLA Application to become a NASCLA Accredited Examination Provider and Procedures were finalized. Announcements were provided quarterly in NASCLA’s Newsletter and on the website. Session Proposals were submitted at the Applied Testing Professionals (ATP) Annual Conference and the CLEAR Annual Conference. In 2008, PSI Services, LLC was named the first NASCLA Approved Provider for the NASCLA Accredited Examination Program. The National Examination Database (NED) was completed and the servers were installed at the NASCLA office by ShareVista. In 2009, PSI Services, LLC and Professional Examination Service (PES) became NASCLA Accredited Providers. Also, the NASCLA Accredited Examination Program was officially launched. The NASCLA Accredited Examination Program Submarketing Committee launched the Accredited Examination Brochures. In 2010, three (3) NASCLA State Members began administering the examination and a total of seven (7) NASCLA State Members began accepting the NASCLA Accredited Examination Program for Commercial General Building Contractors. NASCLA also launched the National Examination Database (NED). NED is a national registry that serves as a clearinghouse for people that have taken the NASCLA Accredited Examination. NED has two (2) main features: 1. Applicants register on NED in order to send their transcripts on to other state contractor licensing agencies and 2. NASCLA Accredited Examination Program

History In 2012, the NASCLA Accredited Examination Program Committee completed an update to the occupational analysis for the NASCLA Accredited Examination for Commercial General Building Contractors. The committee held a Subject Matter Expert (SME) Meeting during the NASCLA 2012 Mid Year Meeting to complete the project and finalize the new examination outline. The committee also made further revisions to the NASCLA Application and Procedures, specifically to the Financial Requirements. In 2013, the NASCLA Accredited Examination Program Committee grew to (5) NASCLA State Members administrating the accredited examination program and a total of (9) NASCLA State Members accepting the NASCLA Accredited Examination Program for Commercial General Building Contractors. The NASCLA Accredited Examination Program expanded to the Virgin Islands Department of Licensing & Consumer Affairs. NASCLA State Members and Non-Members Survey on the Electrical and Journeyman Trades for other potential examination programs. Finalized the NASCLA Accredited Examination Brochure on the Commercial General Building Contractors Examination. Developed the new test specifications based on the new job occupational analysis that was completed on June 28, 2012. The new job occupational analysis was implemented by the approved accredited examination provider on April 1, 2013.

NASCLA’s 50th Anniversary, celebrating 50 Years of Excellence in Regulation, had special Past President and Honorary Member Presentations and Events held during the NASCLA 50th Annual Conference in Bend, Oregon on September 30 – October 4, 2012.

NASCLA 2012 Mid Year Meeting and Annual Conference Reports on Accomplishments to NASCLA State Members and Non-Members. NASCLA developed a Governor Letter on NASCLA Meeting Accomplishments, which are available for NASCLA State Members upon written request.

NASCLA Accredited Examination National Press Release, Released to Trade Associations.

NASCLA Membership Committee Developed New 50th Anniversary Campaign for state/local jurisdiction members. Accomplishments •

NASCLA Membership Plan Promotion for State Members/Local Jurisdiction, new first time state members were offered a complimentary free membership for the first year only was implemented for FY 2012/2013.

• The

NASCLA 2013 Mid Year Meeting focused on member outreach to NASCLA State Members and Non-State Members that were close to Alexandria, Virginia to participate in the meeting. Another focus was personal invites to the Trade Associations in the Washington D.C. area to participate in the meetings; which included a special trade association reception and individual meetings with the NASCLA Board of Directors. The trade associations that participated in the individual board meetings were Associated Builders and Contractors (ABC) and National Associated of Home Builders (NAHB). There was also a special presentation from Eric Olsen, Executive Director of the Virginia Board for Contractors, on the Virginia licensure process.

• The

National Association of Home Builders (NAHB) will be holding the International Home Builders & Kitchen and Bath Industry Show in Las Vegas, Nevada on February 4-6, 2014. NASCLA will be a NAHB Supporting Sponsor. NASCLA has also scheduled our NASCLA 2014 Mid Year Meeting on February 4-6 in Las Vegas, Nevada to coordinate with this event so we can continue our industry partnerships.

•

NASCLA Resources Committee expanded the NASCLA Toolkit for Contractor Regulators Website to include additional State Resources. NASCLA had 29 States submit information to the toolkit. They include items such as consumer information, consumer brochures, recovery funds, strategic plans, licensing applications, newsletters, important forms, continuing education and complaint filing forms.

•

NASCLA Newsletter was revamped to include new design, style and layout implemented in January 2013.

• The

NASCLA Info Share System was upgraded to allow for state members to post their state member questions directly on the NASCLA members only website with auto generated emails to the state members, reminders and final reports that are sent out electronically from the system.

• The

NASCLA Disaster Recovery Plan from the NASCLA Toolkit for Contractor Regulators was shared through personal outreach to NASCLA State and Non-State Members that have been affected by Natural Disasters.

NASCLA Membership

The National Association of State Contractors Licensing Agencies (NASCLA) membership is comprised of state and local contractor licensing agencies, construction firms, construction trade associations and others associated with the construction industry. Membership benefits include the opportunity to network with state contractor licensing regulators, construction industry trade associations and licensing professionals at our NASCLA Annual Conference held annually. The membership levels are as follows:

State Membership Limited to states that have enacted laws to regulate the business of contracting.

Associate and Contractor Membership Limited to contractor trade associations, contracting firms, construction material suppliers and regional (county, city or municipality) contractor licensing agencies. Also, limited to contractor firms, individual contractors and construction material suppliers.

Affiliate Membership Limited to former employees of state contractor licensing agencies and board members of such agencies who are not actively engaged in the contracting business.

Priorities and Accomplishments

Marketing •

Developed a marketing strategy for new regulatory agencies to encourage interest in NPI Products. Completed the NPI Marketing Brochure and Basic Mini Book for marketing purposes.

•

Market NPI Products to home rule jurisdictions, publication mailings have been completed on the product line to home rule jurisdictions.

•

Utilize current members and board to assist with marketing to neighboring states, this has been completed in conjunction with the NASCLA Membership Committee.

•

Determine which local governments are conducting testing in order to market to them, completed.

•

Secure agreement with agencies to use NASCLA Publications to maintain current customers. The first state agreement was secured in 2013.

•

Develop a brand strategy for NASCLA and NPI, the priority was tabled by the NPI Board of Directors.

Research •

Identify potential markets and determine if there is a market for new publications, completed.

•

Explore demand for educational opportunities to diversify product line, ongoing efforts.

•

Develop a new strategy to solicit needs of construction licensing boards; ongoing efforts.

Products •

Develop a plan for code-book publishing to diversify, completed.

•

Explore opportunities to partner with software companies to develop custom licensing software, the priority is pending. We have worked with multiple software companies on the possibility and held meetings with some of the software vendors at the NASCLA 2010 Annual Conference. The idea of a NASCLA Technology Committee may be the best solution to assist the states with the RFP selection all the way to software implementation.

•

Provide pre-license/continuing education to elevate the competency of contractors, pending completion by the NASCLA Education Committee.

•

Expand contractor disciplinary database to include unlicensed activity to assist agencies in the regulatory process, pending further review by the NASCLA Residential Committee.

Organizational Capability

•

Review structure of NPI board to optimize human resources and operational output, completed.

•

Establish a method to ensure we’ve got insight into new technologies. The NASCLA Publications Committee has reviewed research.

•

Develop retention and succession planning for executive staff, completed by the NASCLA Publications, Inc. Board of Directors.
