t’s March Madness time again—the tournament in which most sports enthusiasts really get interested in college basketball games. It’s NCAA basketball at its best, so this tournament should attract more couch potatoes than regular college basketball games, and it’s all about predicting what will happen as the tournament progresses to the elite eight, the final four, and finally, the winner.

resident Trump wants fewer unauthorized immigrants. What is more ambiguous, yet more consequential, is his stance on legal immigration.
Neither tried to reduce how many people could permanently immigrate per year. Instead, the 2007 bill, which President George W. Bush supported, restricted who could be sponsored for visas as a family member and set out a complex points system for admissions. It included points for education, English proficiency and workplace skills. The 2013 Senate bill echoed this approach, ending preferences for siblings and adult married children.
Does he want fewer authorized foreigners coming in — as some of his supporters are calling for — or does he simply want to change the current mix so fewer unskilled workers get admitted?
Current U.S. immigration policy, by contrast, is rooted in the idea of family unification: U.S. citizens and permanent residents can petition to bring in relatives, from spouses and children to siblings and parents. Few countries are as generous in admitting extended families, says Marta Tienda, a professor of demographer and sociology at Princeton University in New Jersey.
Either way, he faces a huge challenge. Immigration reform is complex and contentious. Even with both houses of Congress in his party’s control, Mr. Trump’s reforms will be complicated because they expose major divisions within the GOP. His moves will be closely watched because he made immigration — and standing up for working-class voters — a central theme of his campaign. After Sens. Tom Cotton (R) of Arkansas and David Purdue (R) of Georgia introduced a bill last month to cut by half the number of new permanent resident visas, or green cards, Trump had a nuanced response. He welcomed the bill, saying he wanted to see Congress pass a merit-based system overhaul that would favor “high skills” workers, according to Senator Cotton who met with Trump a week ago. “And that’s exactly what we will do.” That’s not exactly an endorsement of Cotton’s drive to reduce overall immigration. Instead, Trump appears to want fewer low-paid immigrants – seen as competing for jobs with his most fervent base. “Switching away from this current system of lowerskilled immigration, and instead adopting a merit-based system, we will have so many more benefits,” he told Congress on Feb. 28. “It will save countless dollars, raise workers’ wages, and help struggling families, including immigrant families, enter the middle class. Such a move could prove unpopular, Ms. Tienda says. “Who wants to cut family visas? It’s like motherhood and apple pie.” Another obstacle is the divide between establishment Republicans and cultural conservatives. Businesses and some GOP lawmakers don’t want to choke off the global pipeline of people moving here because they see the economic upside. Since 1965, more than half of U.S. population growth resulted from immigrants and their children and grandchildren, according to Pew Research Center.
‘Unskilled Workers’ Soon Gain Skills Immigration also has a positive impact on economic growth, according to a 2016 National Academy of Sciences report. While first-generation migrants cost taxpayers more in terms of public services, as their children are educated and their incomes are lower, subsequent generations contribute far more in taxes than they get back. The same study identified a modest, short-term decline in the wages and employment of low-paid workers.
There are many reasons why upsets occur. Sometimes teams go through a season and come up vastly overrated. Lower-echelon teams may come up vastly underrated, and sometimes the teams with the best talent still come up short of their goals. For those who don’t know, the NCAA Division 1 Men’s Basketball Tournament is a single-elimination tournament played each spring in the United States. All those who fill out brackets will be pulling their hair, and maybe giving themselves more bald spots. Still, let’s all enjoy the tournament.

Moreover, immigrants who arrive without formal qualifications don’t stand still. “It’s an incredibly dynamic economy. People move up and gain skills,” says Tim Kane, a research fellow in immigration studies at Stanford University’s Hoover Institute, a conservative think tank. Immigrants are also more likely to start companies and hire other people than native-born workers. But some of Trump’s closest political allies oppose continued high immigration in order to preserve what they say is America’s European heritage and Christianity. Steve Bannon, his chief strategist, has questioned why so many U.S. tech CEOs are Asian and, as chairman of Breitbart, published numerous anti-immigrant and antiMuslim stories. In 2015, Jeff Sessions, Trump’s attorney general, told Bannon in a Breitbart radio interview that a controversial 1924 law that imposed quotas on immigration and slowed new arrivals had been good for assimilation. Such arguments can easily tip into justification for racial quotas. “You cannot rebuild your civilization with somebody else’s babies,” Rep. Steve King (R) of Iowa told CNN Monday, following up on a tweet from Sunday. It’s a message he says he’s told Europeans: “You’ve got to keep your birth rate up, and … you need to teach your children your values.” Some Republican legislators were quick to hit back: “Do I qualify as ‘somebody else’s baby?’” tweeted Rep. Carlos Curbelo (R) of Florida. “Get a clue, @SteveKingIA,” tweeted US Rep. Ileana Ros-Lehtinen, also a Florida Republican. “Diversity is our strength.”

Prosecutors: No Charges to be Filed Against de Blasio Continues from page 1 Manhattan District Attorney Cyrus Vance said the facts were insufficient to successfully argue a provable violation of election laws in part because the parties relied on the advice of attorneys. But he said the actions appear to be “contrary to the intent and spirit of the law.” Acting U.S. Attorney Joon H. Kim announced no charges would be brought against de Blasio or others acting on his behalf after a “thorough investigation” into complaints about
circumstances in which de Blasio and others solicited donations from individuals who sought official favors from the city. Kim said in a statement that his office after “careful deliberation” decided against bringing criminal charges resulting from the probe into allegations of misconduct by and on behalf of the Democratic mayor for his 2013 election campaign and the 2014 state Senate effort. “In considering whether to charge individuals with serious public corruption crimes, we take into account, among other things, the high burden of proof, the clarity of existing law, any
recent changes in the law, and the particular difficulty in proving criminal intent in corruption schemes where there is no evidence of personal profit,” he wrote. Kim said it was rare for his office to issue a public statement about the status of an investigation but believed it appropriate “in order not to unduly influence the upcoming campaign and mayor election.” Vance also said he would not prosecute allegations of election violations in State Senate races in 2014 but said it didn’t mean he condoned the behavior.
“This conclusion is not an endorsement of the conduct at issue; indeed, the transactions appear contrary to the intent and spirit of the laws that impose candidate contribution limits, laws which are meant to prevent ‘corruption and the appearance of corruption’ in the campaign financing process,” he wrote in a letter to the state board of elections. De Blasio was recently interviewed by federal prosecutors as part of their probe. The city law office referred requests for comment to the mayor’s office, which did not immediately comment.

in Read Across America with a group of 75 first-graders and kindergarteners. This was the 20th year for Read Across America and the fourth year that the BWBA participated in the event.
Every year the group goes to P.S. 274, Quinones’ former elementary school, and reads to first-graders. This year the program was expanded as the BWBA group was larger than ever and 75 students participated.
“It has become a big event at the school,” Quinones said. “It’s something that even the kindergarteners know about and a lot of them look forward to getting to first grade because they know that they will be a part of this event.”

The Story of Dr. Seuss’ Navy, or How a PR Man Became a Giant of Children’s Literature By Lisa Suhay The Christian Science Monitor
Two decades before The Cat ever donned a hat, Theodor Seuss Geisel was an oil industry ad man who was also the architect of a wacky navy, named for himself — a sort of PokemonGo of the late 1930s. On March 2nd, fans will celebrate the 113th birthday of Dr. Seuss, as Geisel is now known, but precious few will recall the Seuss Navy, Geisel’s biggest success as an ad man and the tipping point of his life as he moved from illustrator to children’s author. It was all about drumming up publicity for a client. “Back in 1935, while working in the ad department of the Standard Oil Company, Geisel was tasked with creating a campaign to launch Esso Marine Lube for the New York International Boat Show that was coming up in 1936,” Bruce Wells, curator for the Oil and Gas Historical Society in Washington, D.C., said in an interview, “ Esso (which still exists in Europe today) was part of Standard Oil which today is part of Exxon Mobil. Geisel and his colleagues created an interactive campaign that engaged adults in boat races, games, contests, and an annual “Seuss Navy Luncheon and Frolic.” All manner of merchandise and prizes were created by Esso, some of which still haunt eBay today.
The project made strong use of celebrity connections. “Starting small at one of the motor boat shows [the 31st Annual National Motor Boat Show at Grand Central Palace in NYC, January 17, 1936], we printed up a few diplomas, and we took about fifteen prominent people into membership — Vincent Astor and sailors like that, who had tremendous yachts — so we could photograph them at the boat show receiving their certificates,” Geisel said in “An informal reminiscence” at his alma mater, Dartmouth College. “We waited to see what happened,” Geisel added. “Well, Astor and Guy Lombardo and a few other celebrities hung these things in their yachts. And very soon everyone who had a puttputt wanted to join the Seuss Navy.” The pivotal point of Geisel’s PR career came with his decision to generate three, 30-page, Seuss Navy story booklets with rhyming text and his crew of characters, says collector and Seuss expert Gregg Philipson of Austin, Texas, in a phone interview. Geisel later said his experience working at Standard Oil “taught me conciseness and how to marry pictures with words.” “While Geisel had done rhymes in cartoons for magazines, Seuss Navy was really his first foray into creating rhyming stories as books,” says Philipson, who specializes in Seuss’s works in advertising as well as his World War II-era political cartoons. “I think he enjoyed the new challenge and it was not long after that, he published ‘And to Think That I Saw it on Mulberry Street.’”

So how did Seuss move from doing PR for an oil company to becoming an icon in the field of children’s books? “I would like to say I went into children’s-book work because of my great understanding of children,” Seuss quipped in the Dartmouth interview. But actually, he continued, “I went in because it wasn’t excluded by my Standard Oil contract.” According to Philipson, the Seuss Navy boasted over 2,000 Admirals, minted between 1936 and 1948. Yet few people today even know it existed, except, perhaps those who happen to pick up this month’s edition of Waterway Guide (WG) Magazine’s 70th Anniversary issue (available for free at most East Coast marinas). Apparently, WG reprinted what Philipson referred to as “an exceptionally rare” 1959 Seuss Navy advertisement for Esso Marine, pretty much by sheer dumb luck. The illustration features a classic Dr. Seuss char-
acter in a black suit with fringed epaulettes, derby/bowler hat, holding a striped parasol as he pilots a freakish, steam-powered, craft with oddly bent paddle wheels. “‘I can always tell a man from the cut of his jib,’ says Captain Taylor,” the ad copy reads. “Just as I can tell the quality of a gasoline by the sound of my engine.” Captain Taylor is a fictional character who routinely dispensed tongue-in-cheek boating advice throughout the series. The throwback ad is one of many chosen from various advertisers that the magazine’s staff picked at random to pull from archival copies and sprinkle throughout the issue to give it a retro feel for the 70th anniversary. It is the only Seuss-powered ad in the entire 70-year WG archive. “We really had no idea of the historical significance of the ad when we put it into the magazine, except from our own perspective,” says Ed Tillett, editor-in-chief and general manager of Waterway Guide (WG) Media of Deltaville, Virginia. “ During a staff meeting it became a topic of conversation that Dr. Seuss had illustrated it. When we dug into it, this treasure trove of history all came to light.” The WG ad, was actually drawn in 1947 for the third illustrated story booklet of the Seuss Navy campaign, “The Log Of The Good Ship,” says Charles Cohen, author of five books on Seuss including, “The Seuss, the Whole Seuss and Nothing but the Seuss: A Visual Biography of Theodor Seuss Geisel” in a phone interview. It was reprinted in 1959 when Esso Marine rebooted the 1930s campaign to capitalize on the newfound success of their former employee when “The Cat in the Hat” became popular. Seuss Navy certificates and marketing paraphernalia were produced from 1939 through 1949, even after Geisel left Esso to join the war effort in 1943. But as far as Geisel was concerned, the project became a casualty of its own commercialism. “They put advertising on them, and the Navy promptly died,” he concluded in the Dartmouth interview. “The fun had gone out of it, and the Seuss Navy sank.” Friday, March 17, 2017 • Brooklyn PHOENIX • 3

State Sen. Diane Savino, a veteran lawmaker who has served in office since 2004, has passed several laws and has seen it all in her time in Albany. But March 13 might have marked the first time she was asked to employ her egg creammaking skills in public. Savino was among the elected officials who gamely took part in the First Annual Five Borough Egg Cream Challenge sponsored by the Brooklyn Chamber of Commerce in the state capitol on Monday. State Sen. Marty Golden and Assemblymember Joseph Lentol also participated in the laugh-filled contest, pouring milk and chocolate syrup into glasses and then spraying a healthy dose of seltzer into the carefully con-
cocted mixture. The contest, which pitted participants from each of the five boroughs against each other to determine who could make the tastiest egg cream, was just one of the highlights of Brooklyn Night, an event held by the Chamber of Commerce in Albany. Chamber President and CEO Andrew Hoan announced that the contest ended in a tie between Brooklyn and Queens. Brooklyn Night, which the Chamber holds every year, features more than 50 vendors from the borough who travel up to the state capitol to offer hot dogs, potato chips, beer, soda, ice cream, cakes, lasagna and all sorts of delicious dishes to lawmakers from all over New York state. Nearly every state senator and assemblymember representing districts in Brooklyn came to Brooklyn Night this year. The event also attracted powerful lawmakers like Assembly Speaker Carl Heastie (DBronx) and state Senate majority Leader John Flanagan (R-Suffolk County). Brooklyn Night gives lawmakers a chance to take a break from their legislative duties to relax and enjoy the best of the borough’s cuisine. But the event also has serious purpose, according to Hoan, who said it fits in with the chamber’s overall purpose of promoting Brooklyn businesses and touting the borough as a great location in which to do business and

Brooklyn Night is the centerpiece of a two-day trip to Albany the chamber made to talk to lawmakers about issues of importance to the borough’s business community. The trip takes place each year in March when negotiations over the state budget begin in earnest in Albany. The Brooklyn Chamber of Commerce, which boasts more than 2,100 members, is the largest chamber of commerce in New York state, Hoan said. Still, Brooklyn Night meant an evening of fun and good times for the guests. Assemblymembers Rodneyse Bichotte and Helene Weinstein ate lasagna. Their colleagues, Assemblymembers Peter Abbate and Felix Ortiz, got on a long line of people looking forward to getting hot dogs. Assemblymember Diana Richardson was trying to decide which food vendor to visit when she came across bottles of Brooklynmade ginger ale. Another assemblymember, Robert Carroll, complied when a photographer asked him to pose for a photo holding a bottle of Brooklyn Beer. Prior to the egg-cream-making contest, Hoan led a short welcoming ceremony during which he invited all the state Legislature’s Brooklyn delegation to join him on the stage. “Brooklyn’s in the house!” Hoan said.
Lentol, the chairman of the borough’s delegation, introduced Heastie to the crowd, calling him “the best speaker.” Heastie also quoted the late great rapper Biggie Smalls, aka Notorious B.I.G. (19721997): “Where Brooklyn at?” Heastie praised the Brooklyn delegation. “They really do represent their county well,” he said. Brooklyn Night is valuable, Heastie said, because it’s good to “show the work between the business community and elected officials.” Businesses boost the state’s economy because they employ thousands of people, the speaker said. Flanagan, who spoke after Heastie, praised the chamber. “Brooklyn is hot,” he said. Flanagan had met earlier in the day with chamber leaders and said he was impressed. “Everyone knew their stuff,” he said. Golden, who also spoke at the welcoming ceremony, said the night was going to be memorable. “It’s Brooklyn’s show!” he said. Golden also turned serious for a moment and talked about legislative efforts to create a positive environment for businesses to grow. Those efforts include helping the tech sector and continuing the work of revitalizing the waterfront. “We’re going to make sure we deliver for the Brooklyn waterfront,” Golden said.

Study: Despite Problems, Music Increasingly Rocks NYC’s Economy

While the music business overall has been disrupted by technological changes, music supports nearly 60,000 jobs, accounts for $5 billion in wages, and generates $21 billion in total economic output for the city according to the study, conducted by Boston Consulting Group. Though smaller venues and businesses still close at a fairly alarming rate, the music sector is actually growing faster than the rest of the local economy, the study says. Music-related jobs are growing by an annual rate of four percent, and wages are growing at the rate of seven percent — compared to three and five percent in the city overall. A number of those music-related jobs are in Brooklyn. Inc.com recently featured the DUMBO neighborhood as being a hotbed of music startups, including the CrowdSurge concertticketing technology startup, Mick Artists Management, a musician-management company, indie label Domino Records, record cover designer Version Industries, electronic-dancemusic-management company AM Only, and more. “Because of the city’s resilience and resourcefulness, New York has weathered changes in the music industry better than other cities and has come out on top,” Menin said in a release. De Blasio credited “raw talent and homegrown energy” for building the local industry. When de Blasio appointed Menin as commissioner of the Mayor’s Office of Media and Entertainment (MOME), he expanded the agency’s reach to include music, a move that drew the praise of many in the industry.
Built-in Music Ecosystem The report points out New York’s “music ecosystem” as a major draw. The ecosystem ranges from small artist venues and rehearsal spaces to large concert spaces, publishers, promoters, recording studios, lawyers and accountants. New York also offers proximity to advertising, media and finance, which help to “anchor” the music industry. As one example of the strength of music here, more tickets are sold to live music performances in New York City — 5.4 million in 2015 – than any other city in the world.
In another example, more than 20 percent of successful music projects on Kickstarter are from New York City, Molly Neuman of Kickstarter told MOME. Peter Shapiro, owner of the Brooklyn Bowl, praised the study for quantifying the importance of music to the city. “After owning live music venues in NYC for 20-plus years, it was a great feeling to hear that the city's lauded Media & Entertainment Office now has expanded its portfolio to include music. Yay!” he said.
Everything’s (Not Quite) Coming Up Roses The report cautions, however, that music is still a hard way to make a living. The city’s musicians, small venues, collaboration spaces and music education institutions are most vulnerable to economic trends. More than 20 percent of smaller venues — which the study calls the incubators of talent—have closed in the past 15 years. MOME says this presents a potential problem for maintaining a “thriving artist community,” and keeping NYC the destination of choice for up and coming artists. Assemblymember Joseph Lentol (north Brooklyn) said in an Op-Ed in Crain’s last year that the music business in New York needed help from the government. “During the past decade, our state has witnessed an incredible flight of recording studios, technicians, artists and songwriters,” he wrote. “From 1999 to 2014, New York's share of top albums fell to about 12 percent from 24 percent, and Local 802 AFM, the state's union of professional musicians, reported a 30 percent drop in recording work.” Lentol partnered with state Sen. Anyone who grew up in the ’60s or ’70s is familiar with “The Addams Family” theme song. In fact, it’s probably stuck like chewing gum in your head — “Buh-buh-buh bump, snap, snap,” and the opening line, “They’re creepy and they’re kooky / Mysterious and spooky / They’re altogether ooky / The Addams Family.” Well, what you might not know is that that song and other popular TV theme songs were written by a guy from Brooklyn named Vic Mizzy. In a 2008 interview on CBS’ Sunday Morning Show, Mizzy said that since he owned the publishing rights to “The Addams Family” theme, he made out pretty good. He said at the time, “That’s why I’m living in Bel-Air: Two finger snaps and you live in Bel Air.” Remember “Green Acres,” the spin-off series from the hugely popular “The Beverly Hillbillies?” That series found stars Eddie Albert and Eva Gabor leaving their New York penthouse apartment to live in rural Hooterville. Well, that show’s theme song that begins “Green Acres is the place to be / Farm living is the life for me,” was also composed by Mizzy. And the song is almost as famous as Hooterville’s most popular resident, Arnold the pig. Mizzy was born in Brooklyn on Jan. 9, 1916. As a child, he taught himself how to play the accordion and piano, and ultimately, to compose music. He graduated from New York University and joined the Navy during World War II. It was during his time in the service that he began writing songs. In the late 1930s, he started gaining recognition as a songwriter. In 1942 Mizzy’s co-written song “Three Little Sisters” was featured in the film “Private Buckaroos.” It was recorded by the Andrews Sisters, and reached No. 8 on the Billboard chart. That same year band leader Horace Heidt’s rendition made the Top 20, and in 1943 pop vocalist Vaughn Monroe reached No. 13 with his cover. In 1944, Guy Lombardo and his Orchestra reached No. 11 with Mizzy’s co-write “Take it Easy,” and the vocal group the Merry Macs made it to No. 7 with “Pretty Kitty Eyes,” which Mizzy wrote with songwriter Manny Curtis. In 1945, Mizzy scored his biggest hit, “My Dreams Are
Getting Better All the Time,” another co-write with Curtis that climbed all the way to No. 1 for Doris Day with Les Brown and His Orchestra. The song also made it to No. 3 twice that year, when it was covered by Johnny Long and the Phil Moore Four. In the late 1950s, Mizzy began composing music for film and television, including the scores for “Shirley Temple’s Story-book,” and a series of Don Knotts films including “The Ghost and Mr. Chicken.” For television he wrote the theme songs for a number of series such as “The Don Rickles Show,” in 1968, in which he also appeared as a regular, and “The Pruits of Southampton,” Phyllis Diller’s 1966-’67 sitcom that tried to capitalize on the “Beverly Hillbillies” success, this time having a poor family pretending to be rich while living in a mansion on Long Island. Mizzy died on Oct. 17, 2009 at his home in Bel Air, California. Trivia buffs take note: Mizzy appeared in an uncredited role in an episode of “Green Acres” playing an organ salesman, which seems appropriate for a Brooklyn boy who parlayed his love of music into a versatile career in nearly all facets of the entertainment industry.

Bishop Kearney, a private, all-girls Roman Catholic high school at 2202 60th St. in Bensonhurst, can proudly boast that one of its alumni has worked on the Academy Award-winning film “La La Land.” Deborah Aquila, from the graduating class of 1976, has received the Artios Award for Outstanding Casting for her work as casting director on “La La Land.” The movie received a record-breaking 14 Oscar nominations including Best Picture and Best Actor. Emma Stone took home the Award for Best Actress for her role. After graduating from NYU’s Tisch School of the Arts and the Stella Adler Conservatory, Aquila worked on the first two seasons of “Miami Vice” and on films including Michael Mann’s “Man Hunter” and “The Pope of Greenwich Village.” Her career as a casting director began with Steven Soderbergh’s “Sex, Lies, and Videotape,” and Uli Edel’s “The Last Exit to Brooklyn.” Before moving to Los Angeles in 1993 to cast Frank Darabont’s “The Shawshank Redemption,” she had completed more than 18 independent films in New York In 1993, she was named senior vice president of Features Casting for Paramount Pictures. Among the notable films she
cast at Paramount are “Primal Fear,” “Mission Impossible II,” “Double Jeopardy,” “Varsity Blues,” “The Brady Bunch” and “What Women Want.” After leaving Paramount in 1999, Aquila returned to independent casting with Sam Raimi’s “The Gift.” Her most recent credits include “La La Land,” “Now You See Me 2,” “Age of Adaline,” and “Deepwater Horizon.” She has been nominated 15 times by the Casting Society of America for their Artios Award and previously won for her work on the films “Red” and “My Week with Marilyn,” for which Michelle Williams received an Oscar nomination. She has also worked in TV, casting roles for series including “The Shield,” “Dexter” and the 1991 reboot of “Dark Shadows.” Other notable Bishop Kearney alumni have excelled in various fields, including medicine, politics, business management, education and sports. They include: Lisa Sclafani Sorrento, director of surgery at Memorial Sloan Kettering; Donna Corrado, commissioner for the NYC Department of Aging; Donna Pantaleo Murphy, CEO of Havas Health global network; and middle-distance runner Kerri Gallagher. Bishop Kearney was established in 1961 and prides itself on helping to empower young women to shape the future through intellectual, social, spiritual, cultural and athletic pursuits.

The images Attie took that day were to illustrate Capote’s essay for Holiday magazine about his life in Brooklyn. What’s Next in Sunset Park Residents’ Landmarking Quest?

Don’t you forget about me. Don’t don’t don’t don’t. Don’t you forget about me. If the century-old rowhouses of Sunset Park could sing, surely they would serenade the city Landmarks Preservation Commission (LPC) with that 1980s anthem by the Scottish band Simple Minds. Neighborhood residents have been campaigning for a long time to win landmark designation for a portion of Sunset Park. It has been three years since the residents formally asked the LPC to put this section of Sunset Park onto its calendar to consider it for designation as a New York City historic district. It has been two years since the Landmarks Preservation Commission and its staffers were given a trolley tour of Sunset Park to show them the proposed historic district. The residents are still waiting for an answer to their request for evaluation. It was meticulously prepared by a group who had organized themselves as the Sunset Park Landmarks Committee.
Handsome Rowhouse Blocks ‘Instill a Sense of Place, History and Pride’ The request for evaluation provided information about approximately 660 buildings on 15 blocks where large numbers of homeowners expressed support for landmarking their home streets. Of the 409 homeowners contacted by researchers, 403 wrote letters of support for the inclusion of their blocks in a historic district. Six homeowners were opposed to landmarking. And 3,200 Sunset Park residents — both building owners and tenants — signed a petition supporting the creation of a historic district.
The request for evaluation included letters of support from neighborhood organizations including the Latino environmental and social-justice organization UPROSE, the Chinese-American Planning Council, the Sunset Park Fifth Avenue Business Improvement District and Community Board 7. Local politicians such as City Councilmember Carlos Menchaca, U.S. Rep. Nydia Velázquez, state Assemblymember Félix Ortiz and state Sen. Jesse Hamilton wrote supportive letters, too. “The time has come to celebrate the built environment of Sunset Park by protecting the blocks that best represent its contribution to Brooklyn and New York City,” the request for evaluation says. “While inappropriate changes are happening at an alarming rate throughout the neighborhood, the blocks advocated for in the study area instill a sense of place, history and pride for all who live, work or simply stroll in Sunset Park.”
‘Perplexed and a Little Frustrated’ By Landmarking Process’s Pace How do neighborhood landmarking supporters feel about the slooow pace at which the Landmarks Preservation Commission is moving? “We’re just perplexed and a little frustrated,” Lynn Tondrick, the Sunset Park Landmarks Committee’s community outreach coordinator, told “Eye on Real Estate” during a recent sit-down. “We’ve tried to make it apparent this is urgent. It’s time for them to move forward,” she said. “We’re in a holding pattern. We want to preserve our neighborhood. It really seems like a reasonable goal,” she said. “But somehow it’s all gotten complicated.” In late February, the Sunset Park Landmarks Committee met with Councilmember Menchaca’s staffers to brainstorm about what to do next. Continued from page 9INB “We know we’re not unique. Numerous neighborhoods in New York City are in an asking position [with the LPC]. But we did all the hard research,” Tondrick said. “Why the urgency about establishing a historic district?” we wondered. “Sunset Park has beautiful buildings, century-old limestone and brownstone townhouses. For the most part, they’ve survived intact,” Tondrick said. “But Sunset Park is under the eye of developers,” she said. “Industry City will change the demographics of the neighborhood. There is the possibility of the BQX, which likely will change things in Sunset Park.” Industry City is Belvedere Capital, Jamestown and Angelo, Gordon & Co.’s waterfront commercial complex, which is made up of 16 century-old buildings that were formerly part of Bush Terminal. It is home to the Brooklyn Nets’ training facility and busi-
nesses including car-sharing service Car2go and candy maker Li-Lac Chocolates. The BQX is the Brooklyn Queens Connector, a proposed streetcar system that would link waterfront neighborhoods in the two boroughs. Sunset Park residents expressed opposition to the BQX at a city Economic Development Corp.-sponsored “visioning session” last summer.
Statement from the Landmarks Preservation Commission “Eye on Real Estate” asked the Landmarks Preservation Commission’s spokeswoman when the agency will make a motion to calendar the proposed Sunset Park historic district, or take any other step forward toward considering the proposed historic district for designation. “The Commission has been interested in studying the area,” LPC spokeswoman Damaris Olivo responded via email, “and the timing of any study would be considered in the context of our priorities in all five boroughs.”

Sunset Park property purchasers sometimes tear down rowhouses and replace them with modern buildings with so-called Juliet balconies outside their upstairs windows. “Juliet balconies are not about interacting with your neighbors,” Tondrick said. “Stoop-sitting is.” By the way, the 15 blocks in the proposed Sunset Park historic district are located between 43rd and 59th Streets. Many of the blocks are between Fourth and Fifth Avenues. Some are between Fifth and Sixth Avenues or Sixth and Seventh Avenues, or on Sixth Avenue. The Sunset Park Landmarks Committee has received assistance in its landmarking campaign from staffers from the Historic Districts Council, which named Sunset Park a “Six to Celebrate” neighborhood in 2013. “They were an immense help,” Tondrick said. “They gave us direction on how to shape our goals and move forward.”

Many were designed as two-family homes. “Sunset Park contains one of the earliest and most extensive concentrations of two-family masonry rowhouses in the city,” the request for evaluation says. Though modest in scale, the rowhouses were designed in the same architectural styles as those used at that time for rich people’s homes in fancier Brooklyn neighborhoods, such as neo-Grec, Romanesque Revival and neo-Renaissance. “Unusually, these aesthetically pleasing and wellproportioned houses [in Sunset Park] were constructed for the working and middle classes as an ‘architecture for the masses’ to uplift and inspire,” the request for evaluation says.

Tondrick said Sunset Park preservation advocates aren’t opposed to progress in their neighborhood. “We realize you can’t hold onto everything. New York City is not preserved in amber,” she said. “We support development that’s done with forethought and consideration.” In a nod to the needs of businesses and their landlords, the Sunset Park Landmarks Committee excluded commercial corridors such as Fifth Avenue from its proposed historic district. In a gesture of support for affordable housing, “we didn’t include Section 8 buildings and rent-stabilized buildings, to not put financial burdens on them,” Tondrick said.

Despite a slowdown in transaction volume in 2016, Brooklyn investment properties continued to appreciate. With limited barriers ahead, prices are poised to head higher, particularly for multifamily properties, as the borough’s everchanging landscape captivates the attention of both institutional and private investors. New York City’s biggest borough registered another year of price growth in 2016 as demand outweighed limited supply against the backdrop of a still-attractive financing environment. For the year, Brooklyn saw 1,327 transactions, consisting of 1,646 properties totaling about $7.8 billion in gross consideration, according to Ariel Property Advisors’ newly released “Brooklyn 2016 Year-End Sales Report.” While dollar, transaction and property volume fell 16 percent, 7 percent and 18 percent, respectively, the declines largely reflected a cooling off from 2015’s historic level of activity. In terms of transaction volume and pricing, the multifamily asset class fared better than development and commercial submarkets. Mirroring the trend seen throughout New York City, multifamily dollar volume softened, falling 12 percent year-over-year to $4.02 billion. However, while other asset classes experienced a year-over-year drop in transaction volume, the multifamily market was essentially unchanged, rising to 865 in 2016 compared to 863 in 2015. Multifamily pricing metrics climbed higher for the year, rising 9 percent overall. More
specifically, price per square foot and price per unit both increased an impressive 15 percent from 2015 levels, reaching $376 per square foot and more than $326K per unit, respectively. Moreover, and along with the other pricing metrics, Brooklyn’s gross rent multiple ballooned to 15.96 in 2016 from 14.63 in 2015, indicating investor confidence in the multifamily asset class. In another sign of price stability, Brooklyn’s multifamily capitalization rates, a metric used to gauge the value of a property relative to its income stream, stood at 4.58 percent, roughly unchanged from 2015’s average cap rate of 4.56 percent. Brooklyn continued to lure larger buyers in 2016, including Greystar Real Estate Partners’ purchase of 246 North Eighth St. and 255 North Seventh St., a 170-unit Williamsburg elevator rental property that sold for $125 million, or $824 per square foot, making it Brooklyn’s largest multifamily transaction of the year. Other noteworthy transactions in 2016 include World Wide Group’s $103.5 million purchase of 110 Green St. and the $66.5 million purchase of 180 Franklin Ave. by Muss Development and Bedrock Real Estate Partners.
Multifamily Hot Spots With a seemingly endless supply of trendy restaurants, bars and entertainment venues, residing in Brooklyn is more popular than ever. With transformation abounding, investors are particularly fond of multifamily properties in the Brooklyn neighborhoods of Bushwick, Greenpoint and East Williamsburg. Indeed, the dollar volume for these three

neighborhoods rose a remarkable 20 percent in 2016 to $532 million, snaring 13 percent of the borough’s total multifamily dollar volume, according to research compiled by Ariel Property Advisors. Transaction and property volume fell 14 percent and 23 percent, respectively, but most pricing metrics climbed higher for the year. Most notable was the sizable 11 percent gain year-over-year of average gross rent multiples to 16.54. In addition, price per square foot rose 4 percent to $398. Bushwick has transformed dramatically over the past decade. The neighborhood, once lined with bodegas, tenements and empty factory buildings, has become the home for hipsters and numerous celebrities. Its multifamily market will continue to grow as new residential projects, such as the Rheingold Brewery conversion and Dannenhoffer’s Glassworks build-
ing, come to market. In Greenpoint, a 22-acre development along the East River is set to transform a section of the Greenpoint waterfront. Of the 5,500 units expected to be built at Greenpoint Landing, approximately 1,400 will be affordable and the first 300 affordable units will be delivered to the community over the next few years. Looking ahead, the outlook for 2017 is more uncertain than it has been in recent years, with higher financing costs on the horizon. However, interest rates remain historically low and an improving U.S. economy, as well as the borough’s increasing allure, bode well for Brooklyn real estate. As more and more people call Brooklyn their home, institutional and private investors will likely continue deploying capital in the borough, which is proving to be one of the best bets around.

March is Colon Cancer Awareness Month and the Cancer Services Program of Brooklyn (CSP) wants to raise awareness that colon cancer is preventable, treatable and beatable! All men and women 50 years and older (45 years for African-Americans) should be tested for colon cancer. Our program can help you get screened, even if you have no insurance. As per the American College of Gastroenterology, colorectal cancer is a major public health problem and is the second leading cause of cancer death in the U.S. Yet few Americans know that colorectal cancer, the second leading cancer killer, is highly preventable. Unlike other cancer screenings that can only detect a problem, colorectal cancer screening with colonoscopy can prevent colorectal cancer by removing precancerous polyps during the exam. Many people don’t realize that colon cancer screening saves lives and one in three adults between 50 and 75 years old — about 23 million people — are not getting tested as recommended for colorectal cancer.
