Cuomo’s Legislation: Real Progress for Students

The job, of course, is not finished yet. Cuomo now should work to help students in New York obtain help with expensive textbooks. We still live in a country where too many are priced out of the education they need. It's not fair to them, and it’s not smart for our future generation. The following is what Governor Cuomo's legislation will provide: Tuition will be free for residents who earn up to a specific income cap, which will be phased in during the first three years. Starting this fall, undergraduate students who attend a State University of New York (SUNY) or City University of New York (CUNY) school will be eligible for the

Those eligible will pay nothing for tuition, which costs $6,470 annually at four-year schools and about $4,350 a year at community colleges. But they will still be on the hook for the cost of fees and room and board if they live on campus. Those expenses can add up to $14,000 a year. Students must take 30 credits a year to receive the scholarship. Some lawmakers had spoken out against this requirement because it excludes students who enroll part-time. or take fewer credits one semester than another. After they graduate, students who received the scholarship must live and work in New York for the same number of years that they were funded. If they leave the state, their scholarship will be converted into a loan. This requirement was not included in the governor’s initial proposal. “Today, college is what high school was — it should always be an option even if you can’t afford it,” Cuomo said in a statement. His office has estimated that the scholarship will cost $163 million in the first year, but some lawmakers say that’s underestimating it. An estimated 200,000 students would be eligible once the program is fully implemented. The scholarship is structured to fill in the gap after figuring in other federal and state grants. Nearly half of full-time SUNY students, and more than 60 percent of those at CUNY, already pay no tuition because of need-based federal Pell Grants or New York Tuition Assistance grants. These students would not be eligible for the Excelsior Scholarship.

GUEST EDITORIAL Cuomo’s Free-College Legislation: A Good First Step, But Still Flawed By Jordan Weissman Christian Science Monitor
Recently, New York lawmakers agreed to a first-in-the-nation deal that would make public colleges tuitionfree for students whose families earn less than $125,000 a year. It was a quick and tidy win for Gov. Andrew Cuomo, who only proposed the program in January, and who now has another resume item to tout during his expected 2020 presidential run. In the eyes of some free-college advocates, however, the program leaves a lot to be desired. Which is why you may have noticed some progressives trashing the thing on Twitter. Critics have singled out a few major issues with Cuomo's measure, which he's dubbed the Excelsior Scholarship. First, it may be more helpful to middleclass than poorer families, who already tend to pay very little in tuition. That's because it's a so-called “last dollar” program—New York will cover the cost of tuition,
but only after subtracting the value of other grants and scholarships students receive. So if an undergraduate gets a federal Pell grant, for instance, they'll still have to spend that money covering the cost of classes. New York will then pick up the rest of the tab. This somewhat undermines one of the big rationales behind making college tuition-free in the first place. Many progressives hope that by zeroing out tuition, lowincome students would be able to use their other scholarship and grant money to cover living expenses. That might let them spend less time working, hopefully allowing them to attend class full-time, which gives them a stronger chance of graduating. And about those living expenses: Students will still be expected to pay for them. And at New York's public colleges, room and board is often the biggest cost. For students attending the state's flagship school, SUNY-Binghamton, it's more than $14,000, versus $6,470 for tuition. Thanks to this last-dollar issue, the progressive think tank Demos, a big free-college booster, only managed to offer muted praise for the Excelsior Scholarship, calling it a good “step forward” that left much to be desired. “The reality of the college affordability crisis is that half of the cost of going to college are related to expenses other than tuition,” Demos President Tamara Draut said in a statement. “New York State’s program could be more beneficial for struggling students by waiving tuition upfront and allowing grant aid to cover other college costs such as books, fees and living expenses.”
The biggest complaints have focused on the requirement that students stay in New York state after graduation for as many years as they received the Excelsior funding. Otherwise, their grants will turn into loans. (There will be deferments for graduate school and “extreme hardship.”) The reasoning here isn't too hard to fathom. New York taxpayers are funding these kids' education. When they graduate, they should stay and contribute to the state's wellbeing. But this catch is also conceptually silly. Tethering graduates to New York for four or five years is pointless—keeping young people around is not even close to the Empire State's most pressing issue. Philosophically, it's also off-key. New York's public colleges overwhelmingly cater to in-state students, whose parents pay plenty of taxes to Albany. It is unclear why those students should owe anything more for the privilege of an affordable education, especially if, as Cuomo said in his statement, “Today, college is what high school was.” And finally, it just makes things complicated. So, on the one hand, Cuomo deserves credit for muscling a bill to make college at least nominally tuitionfree through Albany, an effort that required overcoming opposition from private colleges. On the other hand, he designed a bill that many policy thinkers who've been beating the drum for free college are probably hoping other states won't try to copy. You win some. You lose some.

Judge Abdus-Salaam Remembered as a ‘Trailblazer’ in Legal Community Continues from page 1 “This is a tragic loss,” said Michael Cibella, president of the Kings County Criminal Bar Association. “Judge Abdus-Salaam was a sharp, fair-minded jurist and consummate professional who was always mindful of the impact of the law upon the everyday person. She was an inspiration to so many and will be sadly missed.” Abdus-Salaam was found dead on Wednesday on the bank of the Hudson River near Harlem, where she lived, a day after she was reported missing by her husband, according to police. NYPD officers said that her body showed no obvious signs of trauma, but they would not speculate on how she died until the medical examiner determined the cause of death. “My deepest condolences to the family, friends and colleagues of Justice Sheila Abdus-Salaam, a pioneering jurist who started her distinguished career in Brooklyn,” said Acting District Attorney Eric Gonzalez. “Her death is a devastating loss to the entire legal community and to all New Yorkers.” Abdus-Salaam, who was 65 years old, in 2013, became the first African-American woman to be appointed to the NYS Court of Appeals by Democratic Gov. Andrew Cuomo. He called her, "a force for good whose legacy will be felt for years to come." “On behalf of the Brooklyn Women's Bar Association, I would like to express our deepest sympathy at the loss of Judge AbdusSalaam,” said Sara Gozo, president of the Brooklyn Women’s Bar Association.
Prior to joining the Court of Appeals, she served as an associate justice of the Appellate Division, Second Department for four years and served in the Manhattan state Supreme Court for more than 14 years before that. Abdus-Salaam got her start as a staff attorney for East Brooklyn Legal Services after she got her law degree from Columbia Law School and her undergraduate degree from Barnard College. “Her personal warmth, uncompromising sense of fairness and bright legal mind were an inspiration to all of us who had the good fortune to know her,” said Chief Judge Janet DiFiore in a statement. Abdus-Salaam was a member of several local bar associations and appeared most recently at the Rapallo Awards hosted by the Columbian Lawyers Association, First Department, last Friday. A member of the Metropolitan Black Bar Association (MBBA), Abdus-Salaam was honored by with its Jurist of the Year Award in 2014. “The MBBA knew Judge Abdus-Salaam not only as a jurist, but also as a stellar public interest lawyer committed to achieving justice through her work with East Brooklyn Legal Services Corp., the City Law Department and the NYC Office of Labor Services,” said Paula Edgar, on behalf of the MBBA. “As a member, she was a strong advocate and supporter of the MBBA and role model to all who knew her. “She will be fondly remembered and deeply missed,” Edgar continued. “Our thoughts and prayers are with Judge Abdus-Salaam’s family and as soon as it is available, we will forward information on funeral and memorial arrangements as well as any preferred charity designated for donations in her memory.”

The New York Police Department is set to deploy the first body cameras to officers around the city after resolving some of the thorniest issues on when to switch on the camera, how long to keep the tape and when to tell the public they're being recorded. About 1,200 officers who work the evening shift in 20 precincts will get the cameras starting at the end of the month as part of a pilot program ordered by a federal judge. The order followed a 2013 ruling that officers were wrongly targeting black and Hispanic men with its stopand-frisk program. At the time, few police departments used body cameras.
Their use has exploded around the country following a string of killings of unarmed black people by police over the past three years and the ambush and killing of officers in New York City, Dallas and Baton Rouge, Louisiana. Both officers and citizens have said cameras could help de-escalate tense situations that lead to violence. But the NYPD's deployment has been on hold following a lengthy process to choose the camera company and storage, and questions on how they would work. As part of the federal mandate, the department sought public comment through a questionnaire. Some 25,000 people, plus 5,000 police officers, responded anonymously, and NYPD officials made changes based on the results. Public response was disproportionately white relative to the city's population, police officials acknowledged. But the report found that on many key questions, there was little difference in response by race.

Gorgeous spring weather served as the backdrop for Luna Park’s official grand opening on April 9. By the time FDNY Lt. Bob Poncel was ready to lead the department’s honor guard in presenting the colors before a small podium set by the entrance to Luna Park, the Coney Island boardwalk was already filled with beachgoers; blankets and towels dotted the beach and a few intrepid swimmers made their way past the low-breaking waves. After Firefighter Regina Wilson sang the “Star Spangled Banner,” Assistant Pastor Mary of the Salt & Sea Mission performed the traditional opening-day Blessing of the Rides. “This tradition started 32 years ago between Pastor Debbie Santiago and my father in order to get kids to go to church on Sunday,” Dennis Vourderis, co-owner of Deno’s Wonder Wheel, explained. “We would reward them with free rides if they went to church.” With help from NYC Councilmember Mark Treyger, NYC Parks Commissioner Mitchell Silver wielded oversized scissors to cut the ribbon in front of Luna Park. Crowds surged into the narrow walkways between the rides, some of which hadn’t yet opened. A long line had already gathered before the entry gate to Deno’s Wonder Wheel, the first 100 of whom would ride for free. Some, like the Sherman family of Coney Island, had already been waiting several hours for the inaugural ride.

President James Patchett. “Right now, Coney Island is the biggest it’s been since the 1960s … That’s why
we’re investing $100 million to fix up the streets, repair the sewers and make the roads better.” “Some people need a groundhog to tell when spring arrives,” Treyger said. “But here in southern Brooklyn, when you hear the roar of the Cyclone, spring has arrived!” With the Cyclone properly christened for 2017, it was time to follow Major League Eating founder and Nathan’s Famous front man George Shea back to the corner of Stillwell and Surf for the official first hot dog of the 2017 season. But not before a man wielding a big round tray of hot dogs in buns covered with gossamer threads of American cheese intervened. “Nathan Handwerker stole the secret hot dog recipe from Charles Feltman, including the secret spice blend,” Michael Quinn, Feltman’s owner, claimed while offering samples from his platter. Often credited with inventing the hotdog in Coney Island a few years after the Civil War, Feltman’s of Coney Island continued to exist as a premium hot dog brand even after Nathan’s Famous took over the street-level trade and became synonymous with Coney Island. After successfully selling Feltman’s hot dogs in Manhattan, Quinn now plans to open a Feltman’s of Coney Island on 10th Street and Surf Avenue, just two blocks away from Nathan’s Famous. Opening day is Memorial Day 2017. If the return of the hot dog’s inventor to what is essentially wiener ground zero troubled George Shea, he didn’t show it. He quickly recruited 7-year-old Coney Island twins Arva and Arvan White to take on the season’s first Nathan’s Famous. Buoyed by Shea’s trademark joie d’vivre, the twins made short work of their hot dogs. And another season of surf, sand, happy screams, greasy food and hustling carnies was underway.

The $10.7 Million Condo And Other Pierhouse Tales

Ka-ching! Brooklyn Heights couple Timothy and Stephanie Ingrassia have made the priciest purchase to date of a Pierhouse condo — for $10,669,579, city Finance Department records indicate. He’s a Goldman Sachs banker and member of the Brooklyn Academy of Music’s endowment trust board. She’s a vice chair of the Brooklyn Museum board of trustees. They also own 140 Columbia Heights, Finance Department records indicate. It’s an 1840s Greek Revival-style home with a late 19th-century mansard roof. Real estate website 6sqft was the first to identify the Ingrassias as the makers of the big-ticket buy at the condoplus-hotel development Toll Brothers and Starwood Capital Group have nearly finished building in Brooklyn Bridge Park. Pierhouse’s north condo building is located at 90 Furman St., the south condo building is at 130 Furman St. and 1 Hotel Brooklyn Bridge is at 60 Furman St. Pierhouse has generated controversy because of legal disputes about whether it blocks part of the protected view plane between the Promenade and Brooklyn Bridge. The Ingrassias’ big-dollar deal prompted Eye on Real Estate to write this followup to a story we published in February about initial Pierhouse sale closings. See brooklyneagle.com to read about those first 40-plus condo closings at Pierhouse. There are 106 residential condos at the waterfront development. The following information about purchases that have been finalized since then comes from Finance Department records. So does info concerning the sales of some Pierhouse condo buyers’ previous residences.
A Bit of Back Story About These Purchases • The Joseph V. Taranto Revocable Living Trust and the Anne C. Taranto Revocable Living Trust paid $7,046,841 for a Pierhouse condo. Joseph V. Taranto and Anne C. Taranto, who are trustees of the trusts named after them, sold their Brooklyn Heights co-op at 160 Columbia Heights in August 2016 for
$842,000. He’s the chairman of Everest Re Group, whose subsidiaries are insurance and reinsurance companies. • Janet Offensend is the authorized signatory for Pierhouse N-802 LLC, which bought a Pierhouse condo for $4,432,798. For many years, Janet and David Offensend lived in Brooklyn Heights and were active supporters of local organizations such as the Brooklyn Kindergarten Society, the Brooklyn Public Library and Packer Collegiate Institute. Until 2014, he was the chief operating officer of the New York Public Library. In 2014, the couple sold their Brooklyn Heights house, 19 Monroe Place, for $6.825 million. In 2015, he became the president and CEO of Education Development Center in Waltham, Massachusetts. • Marcos Alvarado paid $3,740,388 for a Pierhouse condo. According to the Real Deal, the first publication to report this purchase, he’s a former managing director of Pierhouse co-developer Starwood Capital Group. Alvarado is now the head of acquisitions for Cadre, a real estate finance startup. • Keiko Ono Aoki bought a Pierhouse condo for $2,798,507. She’s the widow of Rocky Aoki, who founded the Benihana restaurant chain. The website Luxury Listings NYC was the first to report this transaction.

Record-Breaking Brooklyn Heights House Sales, Past and Possibly Future By Lore Croghan INBrooklyn
Will one of these homes turn the Brooklyn Heights Historic District into the neighborhood with the borough’s priciest house sale once again? Or will both of them? The rowhouses in question both have asking prices of $16 million. If they sell for that amount, they’ll break the record set by the sale of 177 Pacific St. in Cobble Hill, which photographer Jay Maisel bought for $15.5 million in 2015. One of the Brooklyn Heights contenders is 27 Monroe Place, which the Kushner Cos. recently renovated and turned into a splendid single-family home. Corcoran Group has the listing. Kushner Cos. purchased this 1840s townhouse for $7,419,004
in 2014 from Brooklyn Law School, city Finance Department records indicate. At that time, as you of course know, Donald Trump’s son-in-law, Jared Kushner, was in charge of the Kushner Cos. He has stepped away from the firm now that he’s President Trump’s senior adviser. The Monroe Place house is in contract, as Curbed.com was the first to report. The second contender as a potential record-breaker is 146 Willow St. Corcoran Group and Compass are handling the listing jointly. Real estate developer Shahrzad Khayami has transformed the multifamily building into a stunning single-family home. She purchased it through an LLC for $6.8 million in 2014, Finance Department records show. Real estate-obsessed Brooklynites will recall that prior to the 177 Pacific St. transaction, the record-breaker was the Brooklyn Heights house where Truman Capote lived while working on “Breakfast at Tiffany’s” and “In Cold Blood,” namely 70 Willow St. “Grand Theft Auto” video-game creator Dan Houser and his wife Krystyna paid $12.5 million in March 2012 for the 1830s Greek Revival-style mansion. Before that, there was the $11 million sale of 212 Columbia Heights in January 2012. The 1860s house, designed with Renaissance Revival details, has frontage on the Promenade. The last time anybody had paid that much money for a Brooklyn house was 2003, when a house in Gravesend, 450 Avenue S, changed hands. Finance Department records indicate that FAE Holdings 411286R LLC purchased 212 Columbia Heights. Three months later, ownership was transferred to Black Capital Partners Realty LLC, whose managing members are Mark B. Werner and Dawn J. Werner.

Truman Capote’s Brooklyn: The Lost Photographs of David Attie In the spring of 1958, a young photographer named David Attie was led
through the streets of Brooklyn Heights and to the Brooklyn waterfront by an unexpected guide — 33‐year‐old Truman Capote. The images Attie took that day were to illustrate Capote’s essay for Holiday magazine about his life in Brooklyn. Decades later, these largely unseen photo‐ graphs are being exhibited for the first time.
