uring my lifetime, the U.S. has been involved in 18 foreign wars, excursions and interventions. Beginning with World War II, and continuing in a nearly unbroken streak that leads up to today’s Afghanistan Operation Enduring Freedom, blood has been shed. Except for the triumphant World War II, the conflicts have produced few positive consequences.
Afghanistan, America’s longest war, is a prime example. In a battle that can’t be won, more than 2,300 American men and women have died since the Afghanistan invasion began shortly after 9/11. Most of the casualties were age 30 or younger. While inconsequential compared to lives cut short, Afghanistan has been a bottomless money pit. The cost to date exceeds $1 trillion, and in fiscal year 2017, $500 billion will be squandered. In Afghanistan, the best thing to do would be to follow the advice then-Vermont Sen. George Aiken gave President Lyndon Johnson about Vietnam: “Declare victory and get out.” Foreign wars fought on insurgents’ soil are hard to win. Afghanistan, which retired CIA analyst Milton Bearden called “the graveyard of empires,” proves the point. Afghanistan routed the British four times — 1839, 1879, 1919 and 2001 — and embarrassed the Russians when they withdrew in 1988. But, in Vietnam, Johnson and Defense Secretary Robert McNamara foolishly carried on despite the overwhelming odds against them. North Vietnamese Gen. Vo Nguyen Giap told McNamara that his soldiers would be willing to fight 100 years to beat the Americans. Nguyen Giap, knowing the answer would be no, then asked McNamara if he was willing to send Americans into Vietnam for another century. Before he died, McNamara wrote in his memoir that America was “wrong, terribly wrong” about Vietnam, no solace to the 58,000 Americans killed or their families.
Estimates vary about how many Vietnamese lives were lost during the war’s nearly two decades, but the consensus is that more than one million were killed. Many of the lucky ones that survived made their way to refugee camps in Hong Kong, Malaysia, Thailand and Singapore, and then in the mid-1980s to the U.S. Some of those who resettled in California’s San Joaquin Valley became my English as a Second Language students. They struggled to adapt to a dramatically different environment, culture and language. But their American-born children assimilated and, overall, prospered. In general, my experience teaching the Vietnamese war refugees was rewarding and served as my introduction to U.S. immigration policies in which I have been immersed for 30 years. Despite my favorable experiences with my Vietnamese students, my ongoing observations tell me that an immigration pause is needed. The U.S. played the lead role in Southeast Asians’ displacement, and therefore had a moral obligation to provide for them. But that same responsibility doesn’t exist for unlawful border crossers or to those wanting to come for economic opportunity. Millions of Americans are unemployed or underemployed. And I’m skeptical of Middle Eastern migrants that national security officials unanimously agree can’t be thoroughly vetted. Resettle them close to their home nations so they can promptly return when conditions stabilize. This Memorial Day, Congress is embroiled in its neverending dispute about immigration — what should it do about a wall, sanctuary cities, criminal aliens and Middle Eastern refugees. Whatever legislation may result from those debates must put Americans first. Since World War II, more than 500,000 American military personnel have died in combat. Their sacrifices for their families, friends and neighbors to keep America great must be honored.

Crown Heights has been offered a once-in-a-generation chance to revitalize the Bedford-Union Armory with a new recreational center, affordable office space for nonprofits and affordable housing — all resources our community has been demanding for years. Let’s not squander this incredible opportunity by capitulating to a shortsighted approach that would “kill the deal.” Let’s work together to make it an even better deal for all Crown Heights families. For more than a half century, the First Baptist Church of Crown Heights has been at the forefront of religious, political and social activity in our neighborhood. As First Baptist’s pastor, it would be a disservice for me to sit idly by without adding my voice to the chorus of those speaking out on the Bedford-Union Armory. Remember that First Baptist is not just a stakeholder in this process — the proposed development also encompasses the full block directly behind our church. We strongly support the redevelopment of the armory because of the powerfully positive impact it will have on local residents of all backgrounds. Young people and seniors — and everyone in between — will benefit from free and low-cost programming in the armory’s new quality athletic facilities, which will include basketball courts, indoor fields and a swimming pool. 2 • Brooklyn PHOENIX • Friday, May 26, 2017
These facilities will also play a vital role in providing much-needed opportunities for local public schools, which often lack space for their sports teams to practice and play games. Nonprofit organizations — such as the West Indian American Day Carnival Association and Ifetayo Cultural Arts Academy — will gain the permanent homes they need in new affordable office space at the The Rev. When it comes to affordable housing, I believe the mixed-income plan at the armory represents a positive step for our community. The proposed rental housing will be 50 percent affordable — a total of more than 160 affordable apartments — with homes for both low-income and middle-income individuals and families. While I agree that lowincome housing is a huge priority in Crown Heights, we also need more homes for middle-income earners. The reality is that, yes, people of color in our community do make $75,000 per year, or $100,000 per year, or more. They will surely benefit from this deal — and that is a good thing. This does not mean we think the armory proposal is perfect. While a mixed-income approach is good, we believe there should be more low-income housing at the armory. We are currently working with our elected officials and the developers — BFC Partners and the Local Development Corporation of Crown Heights — to discuss paths for achieving deeper affordability. It is likely that more city and state resources will be needed to accomplish that goal — and we are ready to push for those additional resources.
Here’s one thing I know for sure: If we kill the deal, we won’t get any more affordable housing. We will get nothing. No rec center for our youth, no office space for our nonprofits and no housing for low- and middle-income families. The armory will simply sit vacant for many more years to come. We can’t afford to lose this opportunity. Let’s work together to make the new Bedford-Union Armory a reality for our Crown Heights community. Rev. Dr. Daryl G. Advice to Grads By Peter Funt
This year I have again not been asked to deliver any commencement addresses. Nevertheless, as in the past, I will use this space to share my wisdom with the latest crop of graduates. I once heard a commencement speaker urge students to brush their teeth. Whether she was grasping at a clever metaphor for handling life after college or she actually felt that a diploma along with good dental hygiene were keys to happiness, I couldn't tell. Commencement speeches come in many flavors. Most speakers focus on rising to one's full potential, reaching for the stars, and not being discouraged by failure. Solid advice, indeed. But to the Class of 2017 I also offer this: • Read a newspaper. Also, watch C-SPAN periodically, become a fan of "60 Minutes" and try listening to NPR. The more college students I speak with, the more alarmed I become about the general disregard for current events. I don't mean what's trending on the Internet or what's hot in Hollywood, I mean actual news. If you truly hope to get ahead, keep up with the information you ought to know — not just the material you want to know. • Limit mobile devices. I’ve seen students using cellphones while crossing the stage to receive their diplomas. Listen, instant communication has revolutionized our lives and your generation, but don't let it become an obsession. • Go slowly. Sure, you want a good career, a lot of money and a family of your own. But if those things don't present themselves immediately, then get a paid internship, work for a nonprofit or be a volunteer if you can afford to. Do the things that many of us wish we had done after college, and then found too difficult to arrange once our lives became more complicated. • Call home. After college I went for almost a decade in a self-absorbed world of my own. I felt I didn't need help with life, and I took that to mean I could drift away from my family. Big mistake. The time is precious and if you squander it now, chances are you'll regret it later. Being independent doesn't mean cutting family ties. • Vote. Now there's an unusual piece of advice for college grads, but it's troubling to learn how many people in their twenties aren't registered and don't vote. Sometimes it's because they are transplanted to new communities; or, it's just a conviction that a single vote won't mean anything. Voting is not only your civic responsibility; it actually makes you feel good when you do it. • Don’t obsess about Trump. Every generation has a Donald Trump. Yours, to borrow from “The Three Amigos” movie, just happens to be the real Donald Trump. We’ll survive; we always do. • Smile once each day. We live in an age when the letters LOL are typed routinely by people sitting at keyboards without even cracking a smile. Laughing out loud — or at least smiling — isn't just a mental exercise, it's a facial exercise; in fact, it's a full-body workout. And try doing it once in a while when you're alone. Andy Rooney was right when he said, "If you smile when no one's around, it proves you really mean it." • Go somewhere. As soon as you can manage it, get out of the country and see what the rest of the world is about. Broadening the horizons of your mind is enhanced by expanding the horizons of your travels. • Get over yourself. At graduation they pump you up because you've earned it. Now, get real. The diploma counts for a lot, but it doesn't mean you know it all — or even a small part of it. View the next phase of life as an even greater learning experience than the one you just went through. In fact, if you really want to help your own cause, sign up now for that literature class you were afraid to take last year because it might have hurt your GPA. Plus, I suppose, you should brush after meals and floss regularly. If nothing else it will cut the dental bills, once your parents are no longer paying them. Amid Controversy, Bedford-Union Armory ULURP Process Kicks Off in B’klyn Continues from page 1 The war of words between opponents and supporters continued over the weekend. Just days after City Councilmember Laurie Cumbo and a host of elected officials blasted the redevelopment plan, supporters rallied for the project in Crown Heights. On Sunday, proponents led by Rev. Dr. Daryl G. Bloodsaw, pastor of the First Baptist Church of Crown Heights, emphasized the advantages the development would bring to the neighborhood. “Revitalizing the Bedford-Union Armory is a once-in-a-generation opportunity that we can’t afford to lose,” Bloodsaw said in a statement. “A new recreational center, affordable nonprofit space and affordable housing would benefit thousands of Crown Heights families.” Geoffrey Davis, Democratic district leader for the 43rd Assembly District., said in a statement, “If we miss this chance, the Armory will remain empty and provide no value for our community. We believe Councilmember Cumbo can and should find a positive resolution to make this vision a reality.” While the proposal is backed by Mayor Bill de Blasio, supporters appear to be outmanned
by opponents, who include community residents, a number of local nonprofits and now, elected officials. Dozens of these chanting opponents showed up at Sunday’s rally, according to Patch.com. Last Thursday, Cumbo and other officials, including Comptroller Scott Stringer, Public Advocate Letitia James, Brooklyn Borough President Eric Adams, Assemblymember Walter Mosley and Councilmember Jumaane Williams, held a press conference to announce their firm opposition to the plan. “Since the very beginning our message has been clear: We will not allow public land to be used for the purpose of luxury condominiums,” Cumbo said. Opponents Want More Affordable Apartments The project, by developer BFC Partners, would include office space and a sports complex, along with a mix of affordable rentals, market-rate rentals and condos. Half of the rental apartments (160) would be affordable, with both low- and middle-income units. Opponents want all of the Armory’s apartments to be affordable, however.
The market-rate apartments will encourage wealthy, white residents to move to Crown Heights and accelerate the displacement of lowincome residents of color, according to an analysis by New York Communities for Change (NYCC), one of the groups opposing the redevelopment. As proposed, 83 percent of the total units will cost tenants or homeowners more than $2,200 a month, according to NYCC’s study. (Their analysis is based on the details provided by the Economic Development Corporation in the Draft Scope of Work.) At this cost, the Bedford Union Armory is mainly affordable for families of three who earn just under $90,000 a year, according to HUD’s standard of affordability (30 percent of income), the organization says. Statistically, white families are more than twice as likely as African-Americans to be able to afford the majority of Bedford Armory apartments, and more than 4.5 times more likely than Latino families. “Simply put, the project is not for AfricanAmerican and Latino residents of the area. It’s for white newcomers who earn higher incomes and can afford to pay more to live there,” NYCC concludes.
Parker Installs Retired NYPD Officer to New York State Senate Veteran’s Hall Of Fame

State Sen. Kevin Parker installed retired New York City Police Officer and Air Force Veteran, Detective H. Leroy Hutchinson into the New York State Senate Veterans’ Hall of Fame. The online Hall of Fame is designed to pay tribute to the New Yorkers whose service in the U.S Armed Forces is complemented by their service to the community. Detective H. Leroy Hutchinson, affectionately known in the Flatbush community as “Officer Hutch” or “Brooklyn,” was born on the Caribbean island of Barbados. He began his law enforcement career in the royal Barbados Police Force, and later immigrated to the United States and enlisted in the U.S. Air Force. Detective Hutchinson rose to the rank of staff sergeant before departing the military for a career at the New York Police Department. He became a detective in the Community Affairs Division of the NYPD, where he worked closely and tirelessly with the Central Brooklyn community to keep residents and visitors safe. "I am completely honored to be inducted into the Senate Veterans' Hall of Fame by Senator Parker. I am actually more proud to see he is not just honoring Veterans because Memorial Day is upon us, but also working every day to pass laws that will improve the quality of life for troops currently serving and those returning home,” said Detective Hutchinson. The retired community affairs Officer wholeheartedly continued, “Through my experience, I know that support services around mental health and homelessness are crucial. If more efforts can be put towards veterans’ housing and support services on all levels of government, that would be ideal as it would stabilize those returning home, and afford them the opportunity to engage in their community as I have done.” In addition to honoring Detective Hutchinson, Senator Parker is working to advance legislation to provide mental, financial, and housing support for veterans in New York state. According to the National Coalition of Homeless Veterans, about 1.4 million veterans are considered at risk of homelessness due to poverty, lack of support networks, and/or dismal living conditions in overcrowded or substandard housing. Equally
important, the coalition reports that roughly 45% of all homeless veterans are African American or Hispanic, and many suffer from the effects of post-traumatic stress disorder (PTSD).

The package of potential laws being advocated by Senator Parker this Legislative Session in Albany include, but is not limited to, the following six bills: Senate Bill No. 1699 — ensures that individuals are equipped with the information they need to seek help in the event they experience sexual trauma in the military. Senate Bill No. 1705 — will create a mental illness and chemical dependence initiative to tackle any mental health and substance abuse issues of veterans. Senate Bill No. 2189 — will facilitate a study regarding homeless people who are veterans in New York State. Senate Bill No. 3252 — will institute a small business tax credit for business that hire unemployed veterans. Senate Bill No. 5412 — will create a distinctive “Women Veterans” New York State license plate of which the proceeds will help to fund women veteran support services and programs. The proposed law will also establish the Women Veterans Support Fund. Senate Bill No. 6158 — will mandate the State of New York to establish a Veterans’ Housing Program.

CARICOM Congratulates Guyana On Anniversary of Independence Caribbean Community (CARICOM) Secretary-General Ambassador Irwin LaRocque recently congratulated the people and government of Guyana on the country’s 51st anniversary of independence from Great Britain. Guyana is celebrating this year’s independence anniversary with the slogan, “Unity of Diversity in a Green Economy.” The country achieved independence on May 26, 1966. CARICOM is a group of 20 countries, 15 of which are member states and five of which are associate members. In message on behalf of CARICOM, Secretary-General LaRocque said the progress made by Guyana—one of the few CARICOM members that is not an island but is on the South American mainland—during the last five decades was indicative of the determination and resilience of its citizens. This determination, coupled with the country’s natural resources, fertile agricultural lands and thrust to a green economy, Ambassador LaRocque said, points to a good future to the nation. “Guyana has a proud tradition of being a leader in regional integration and has provided leadership to the community in the area
of agriculture in its role as the country responsible for that sector in the CARICOM QuasiCabinet,” Secretary General LaRocque said.

Wanna know who the newest Pierhouse condo owners are? Of course you do. The priciest apartment that was recently purchased at Toll Brothers and Starwood Capital Group’s condo and hotel complex in Brooklyn Bridge Park belongs to Amy Weinfeld Schulman. She paid $7,789,612 for the apartment, city Finance Department records indicate. She’s a Yale-educated lawyer who served as the general counsel of Pfizer and headed its $4 billion consumer healthcare business, whose brands include Advil, Centrum and Chapstick. She left the pharmaceutical giant in December 2013. Schulman is currently a partner at venture-capital firm

Polaris. And she is the co-founder and CEO of Lyndra Inc., a company that has developed formulations for ultra-long-acting, sustained-release oral medicines. Well, hello there. We really like your striped bedspread. Squibb Park Bridge — the picturesque wooden footbridge that connects Brooklyn Heights to Brooklyn Bridge Park — recently reopened after being out of commission for 32 months. A roughly $2.5 million repair job made the so-called “bouncy bridge” less bouncy. It sure looks different up here now. The last time the 450-foot-long pedestrian pathway was open, the construction of Brooklyn Bridge Park’s Pierhouse condo and hotel complex was in its early stages. Now it’s kind of like the situation with the High Line, the popular landscaped railroad trestle in the Meatpacking District, where apartment windows are so close at hand that visitors could hit them with tossed pebbles. When the black-locust timber and galvanized-steel-cable Squibb Park Bridge initially opened, people who walked down the zig-zagging aerial pathway had wide-open views of Lower Manhattan skyscrapers and Brooklyn Bridge Park’s shoreline. Now the work at Pierhouse is nearing completion. And the bridge threads between two condo buildings, 90 and 130 Furman St., as it descends from its point of origin at the edge of Squibb Park and passes over Furman Street. Some Pierhouse windows are thisclose to all those folks walking on the bridge. So a word to Pierhouse residents: If you think the dark glass on your shoreline-facing windows renders your condo interiors invisible, you are mistaken. During a stroll down the bridge the other day, we could see the stripes on a bedspread in one of your apartments. Also, as those of you with patios probably realize, folks strolling on Squibb Park Bridge have a bird’s eye view of these outdoor spaces.

The Latest Condo Closings at Pierhouse Continued from page 7INB The development, which has 106 residential condo units, has been a magnet for well-heeled real-estate purchasers, who are paying prices of $2,000-plus per square foot for the apartments. Pierhouse has caused legal controversy over the issue of whether the building partly blocks the protected view plane between Brooklyn Heights’ Promenade and the Brooklyn Bridge. Sales of dozens of the apartments have closed since Eye on Real Estate started writing about the transactions in February. At this point, the highest-priced Pierhouse purchase remains that of Timothy and Stephanie Ingrassia, who also own an 1840s Greek Revival-style house at 140 Columbia Heights in the Brooklyn Heights Historic District. As we previously reported, the couple paid $10,669,579 for their Pierhouse condo, Finance Department records indicate. Timothy Ingrassia is a banker at Goldman Sachs.
Other Big-Ticket Deals in the Offing Another Pierhouse condo is in contract that could turn out to be more expensive than theirs, if its closing price is close to its $11.179 million asking price, which is posted on StreetEasy.com. According to the real-estate website, this three-bedroom, 5,586-square-foot apartment has 3,407 square feet of outdoor space. As of press time, either the closing had not occurred or the
deed had not yet appeared in online Finance Department records. A second Pierhouse condo that’s in contract is going to be on a top rung of the price ladder if it closes near its $10.4 million asking price. StreetEasy.com describes it as a five-bedroom, 4,264-squarefoot apartment with 1,594 square feet of outdoor space.
Other Pierhouse Condo Purchasers But back to Pierhouse’s done deals. The new owners of two recently purchased Pierhouse condos recently sold apartments in Williamsburg or DUMBO, Finance Department records indicate. • Wai Lui Fung paid $3,093,799 for a Pierhouse apartment. In January 2017, Fung and two co-owners sold a condo at 1 Northside Piers in Williamsburg for $1.45 million. Fung had held a 90 percent interest in that apartment. • Sain Sain Lu and Michael Chua bought a Pierhouse condo for $2,854,511. In October 2016, they sold a condo at the Sweeney Building at 30 Main St. in DUMBO for $2.7 million. Lu and Chua had purchased the condo at 30 Main St. for $1,201,535 in 2003. Finance Department records also reveal these names and prices paid for recently closed Pierhouse condos: • Jordan T. Woods and Jillian S. ‘Affordable New York’ Pours Fuel on Already Fiery Flatbush Development Market By Alexander McGee, Director of Investment Sales & Brett Campbell, Senior Analyst Special to INBrooklyn
The Brooklyn development market slowed considerably in the first quarter, a continuation of 2016’s trend, as the expiration of the popular 421a tax incentive program kept investors sidelined. Now that the program has been reinstated in the form of “Affordable New York,” neighborhoods that saw a lull in activity, such as Flatbush, are now primed for a significant pickup in demand. It is no secret that the expiration of the 421a tax exemption a year-and-a-half ago severely dampened new development projects throughout New York City, with the downturn in Brooklyn particularly pronounced. New York City’s biggest borough saw total development dollar volume in the first quarter at just over $331 million, an astonishing 45 percent drop from the $619 million tallied during the period in 2016, according to Ariel Property Advisors research. Only 54 transactions were recorded in the first quarter, a remarkable 40 percent and 32 percent below the same quarters in 2015 and 2016, respectively. In 2016, the Brooklyn development market saw $3.136 billion in dollar volume for the year, down from $3.56 billion the year prior. Despite the drop, prices edged higher in Brooklyn year-over-year, with the average buildable square foot rising by 6 percent to $262, according to Ariel Property Advisors’ “Brooklyn 2016 Year-End Sales Report.” The 421-a tax exemption was highly enticing before it expired, offering developers of residential properties in certain areas a 25-year tax break in exchange for the creation of low- to middle-income housing. As developers, affordable housing activists, trade unions and politicians, including New York’s Gov. Andrew Cuomo, debated the program’s destiny for well over a year, new development throughout most

However, in April, New York state lawmakers revived 421-a as part of the state’s $163 billion budget. The new program, called “Affordable New York,” offers full property-tax exemption for as long as 35 years. The new program comes with some cost to developers as it implements new standards for construction wages, but most contend the tax advantage far outweighs this added expense.
Flatbush: The Next Development Frontier From a development perspective, the up-andcoming Brooklyn neighborhoods of Flatbush and East Flatbush have fared significantly better than

Brooklyn as whole. While there was a slight downturn in dollar volume in 2016, at $50 million versus 2015’s $56 million, transactions in the area held steady. Moreover, if the dollar volume of $18 million in the first quarter keeps pace for the remainder of the year, 2017 will surpass 2016’s tally of $50 million for those areas. Flatbush’s popularity amongst investors is a relatively new phenomenon, which is starkly evident when looking at pricing, with the average price per buildable square foot at $119 in the first quarter, an astounding 43 percent higher than 2014’s average of $74. There is currently substantial value in developing rental buildings in Central Brooklyn, due largely to the “affordable” component of the Affordable New York legislation. In Manhattan, the affordable rental rate is considerably lower than the market rental rate. Therefore, the owner
will see a steep difference in rent between the required “affordable portion” of the building and the free market dwellings. Meanwhile, in the outer boroughs, namely Central Brooklyn, the affordable rents are extremely close to the market rents. In Flatbush, the “affordable” two-bedroom at 130 percent of area median income is $2,652, while the free market rent for the same unit in the same location is $2,600. The law, therefore, provides a clear path for developers to capture the whole rental market and fair market rents across the board in budgeting rental communities. Flatbush’s extreme value and substantial upside likely has developers experiencing a bout of déjà vu. That is because the neighborhood looks a lot like Bedford-Stuyvesant did just a few years ago before rampant development activity sent prices sharply higher, with the price per buildable square foot reaching $252 in the first quarter, more than double 2014’s average of $127. With pricing more than half that of BedfordStuyvesant, Flatbush offers developers the opportunity to build in a solid neighborhood with much less capital. Unlike Flatbush’s modest decline in 2016, dollar volume for development sites in Bedford-Stuyvesant decreased to $95 million in 2016, down a remarkable 55 percent from 2015. Flatbush’s relative affordability has not fallen on deaf ears and in the northern part of Flatbush, institutional investors who have long focused on core markets are now planting their flags in the neighborhood. For example, Hudson Companies is developing a 170-unit market-rate building at 310 Clackson Ave. The company is in the second phase of a large development at 350 Clarkson Ave. that will have 248 residential units and 6,000 square feet of retail space. Looking ahead, interest rates are positioned to move higher, but they remain historically low, which should bode well for the financing of development projects throughout New York City. While Affordable New York is undoubtedly positive for Brooklyn development, it will be a significant boon for Flatbush, where the tax incentive will fan the flames of an already sizzling development market.
