It’s been five years and counting for the problem of the Dreamers to be resolved. What is Congress doing? President Trump, showing a lack of courage, had his attorney general on Tuesday morning, Sept. 5, broadcast to the nation the end of DACA (Deferred Action for Children Arrivals), whose beneficiaries are called “Dreamers.”

The president is not thinking about young people who found stability and comfort in knowing they can continue their education with DACA in place. They now feel insecure, and this feeling can be damaging to their mental health and even be harmful to their standard of living. It is important that our Dreamers become literate and enthusiastic scholars. At one time, the president said at one time we have a big heart and we will take care of everybody. Why did President Trump, if he has a big heart, decide that he is ending DACA? DACA is an American immigration policy established by the Obama Administration in June 2012. The policy allows some individuals who entered the country illegally as minors to receive a renewable two-year period deferring them from deportation and making them eligible for a work permit. As of 2017, approximately 800,000 Dreamers were enrolled in the program created by DACA.
DACA was formally initiated by a policy memorandum sent by Secretary of Homeland Security Janet Napolitano to the heads of U.S. Customs and Border Protection (CBP), U.S. Citizenship and Immigration Services (USCIS) and U.S. Immigration and Customs Enforcement (ICE). The memo formally directed them to exercise their enforcement discretion on behalf of individuals who met the requirements. The president of the United States has no heart even to come out and address the American people about Dreamers and to protect their travels inside and outside the United States. To apply for DACA, illegal immigrants pay a $495 application fee and produce documents showing they meet the requirements. They do not need legal representation. Is the government going to refund the fees to these young people? Congress must act immediately to address this situation. America needs skilled workers, and the armed forces sometimes have to citizens from other countries. These Dreamers have parents who entered this country illegally, but most of them are in school. Their parents are working hard to do their best to educate themselves while at the same time contributing to the American economy. America First is no America without some of the people who work in factories and farms.

A 2016 study found that DACA increased labor force participation and decreased the unemployment rate for eligible immigrants. DACA also increased the income of illegal immigrants. DACA moved 50,000 to 75,000 unauthorized immigrants into employment. Some of these young people should be considered Americans because they grew up in America. Some of them are doing their best to get a good education and work for a country they love. President Obama put a temporary fix on Dreamers, but emphasized that it was only temporary until Congress can act on addressing the issue. Ending the DACA program, Trump tossed 800,000 young people’s futures into uncertainty, and one of those young people is making his voice heard. GUEST EDITORIAL Reform of Criminal Justice Requires New Look At Prisons & Recidivism By The Christian Science Monitor’s Editorial Board
This year marks the 50th anniversary of a landmark report on criminal justice titled “The Challenge of Crime in a Free Society.” Written by a special commission appointed by President Lyndon Johnson, it called for “a revolution in the way America thinks about crime.” While some of the proposed reforms took hold, the “revolution” never really happened. The United States still has one of the world’s highest incarceration rates. Now a bipartisan group in Congress is calling for a new commission on crime. Yet the question must be asked before yet another federal study: Why are there so many failures at criminal justice reform? One reason may be that those who set the policy rarely set foot in a prison, met with inmates or their victims, or heard the complaints of correctional and probation officers. Elected leaders rarely gather firsthand evidence about the impact of their choices in criminal justice system or go beyond the statistics. That may be about to change. Two years ago, President Barack Obama became the first sitting president to visit a prison. And then last month, a bipartisan group of governors and other officials
agreed to engage closely with people involved with criminal justice, from victims to wardens to ex-cons. Colorado Democratic Gov. John Hickenlooper, for example, visited a women’s correctional facility. Missouri Republican Gov. Eric Greitens worked with corrections officers at a prison. North Carolina Democratic Gov. Roy Cooper spent time at a transitional house for ex-offenders. “We’ve got to turn [prisons] from these very dark places that we try to push out of our thought process and have them foremost in our thought process,” said Connecticut Democratic Gov. Dannel Malloy. “Everybody should know how we treat our neighbor’s children when they make mistakes and what the compounding mistakes of incarceration are.” The governors are taking part in “Face to Face,” a new initiative by the National Reentry Resource Center and the Council of State Governments Justice Center. The aim is to bring elected officials in close proximity with people in the criminal justice system, or, as Malloy says about visiting a prison, to “understand the dynamic that plays itself out within those four walls.” Many prisons still do offer inmates enough assistance to reform themselves while many ex-convicts are not given enough support to reenter their communities and live by the rules of society. Of the nearly 10 million individuals who leave a prison or jail each year, about two-thirds end up re-incarcerated within three years. Such statistics may not hit home to lawmakers — unless they hear directly from those involved in the system. Simply learning from studies, hearings or even TV shows may not have the impact needed to ensure government can both protect people from crime and offer successful rehabilitation and treatment to criminals. The best way to study crime may be to show more up-close empathy with all those involved.

Following the election of President Donald Trump it had become a normal occurrence for U.S. Immigration and Customs Enforcement (ICE) officers to be seen arresting undocumented immigrants in local courts. However, reports had become relatively quiet since Acting District Attorney Eric Gonzalez and Attorney General Eric Schneiderman held a press conference and called upon ICE to stay out of New York courts last month. That ended on Thursday when an attorney from Brooklyn Defender Services and a DNAInfo.com journalist reported seeing ICE agents inside the Brooklyn Criminal Court located at 120 Schermerhorn St. According to the DNAInfo report, three plain-clothed ICE agents were confirmed to have made at least one arrest. “ICE IS NOW INSIDE **COURTROOMS** ON 8TH FLOOR OF 120 SCHERMERHORN. THREE OFFICERS. PLAIN CLOTHES. LATINO,” BDS attorney Scott Hechinger tweeted on Thursday. Gonzalez has explained in the past that his desire to keep ICE agents is for the safety of everyone in Brooklyn. He said that when undocumented immigrants fear ICE agents they are less willing to testify in trials, which in turn, hurts public safety. “The federal authorities claim they are making America safe again, but the truth is that their immigration enforcement policies are making all of us less safe,” Gonzalez said in a statement last month. “We must not allow a large number of our residents to live in the shadows and stop cooperating with law enforcement,” Gonzalez said at the press conference in August. Gonzalez wouldn’t comment on what happened Thursday, but he was driven to speak out publicly in August after William Siguencia Hurtado was nearly deported after he testified in two Brooklyn homicide cases. Hurtado’s testimony resulted in five convictions and he was only allowed to stay in the country after Gonzalez’s public outcry.
Thursday’s reports quickly drew sharp criticism from at least one Brooklyn politician. City Councilmember Carlos Menchaca largely echoed statements that Gonzalez has made in the past. “Public trust in our justice system is broken when immigration enforcement operates in or near court locations,” Menchaca said. “People who fear for their personal safety avoid reporting crimes, participating in investigations, and entering courts. “The New York State Office of Court Administration [OCA] must take immediate steps to prohibit access by ICE enforcement agents. This is especially important for survivors of human trafficking, domestic violence, and sexual assault who should never face the threat of immigration detention as they seek justice.”
At least one arrest (photographed here) was confirmed by an attorney from Brooklyn Defender Services. OCA sent out a memorandum on April 26 that laid out its policy regarding ICE activity in local courthouses. According to the memorandum, ICE agents are allowed in the courthouse “provided that the conduct in no way disrupts or delays court operations, or compromises public safety or court decorum.” As part of OCA protocol, ICE agents who do not have a specific warrant are required to inform local court officers of their presence and state their specific law enforcement purposes. Officers are not supposed to make an arrest inside a courtroom itself, but, like NYPD officers, they can make arrests in the hallways of the courthouse itself.

Racial Politics Color NYC’s Looming Mayoral Race By Steve Peoples Associated Press
Mayor Bill de Blasio isn’t much of a dancer. But there he was on a recent Sunday morning, bobbing his head and bending his knees ever so slightly, as the Lenox Road Baptist Church choir belted out another hymn. He was the only white person celebrating with the congregation, gathered in a central Brooklyn house of worship he was visiting for the first time since becoming New York City’s mayor nearly four years ago. “I need you,” de Blasio told congregants after the music stopped. Indeed, the Democratic mayor knows the city’s massive minority population is one reason he held a nearly unassailable position on the eve of last Tuesday’s primary election despite a first term with plenty of political missteps. De Blasio, whose wife is black, has won acclaim in many majority-minority neighborhoods after enacting changes in policing and education policies that benefited immigrants and minorities. He’s expanded free preschool education dramatically and kept crime at historic lows. He also alienated some police officers who question whether he’s more committed to the Black Lives Matter movement than to the party’s traditional white working-class base. The story of de Blasio’s 2017 reelection in some ways mirrors that of the Democratic Party’s broader struggle with racial politics in the age of President Donald Trump. The president is not on the ballot in the November general election. Yet Trump has fueled racial divisions across America that have helped shape de Blasio’s push to become the city’s first Democrat re-elected mayor since Ed Koch in 1985. De Blasio, like Democrats across America, has been forced into an awkward dance at times with an electorate torn by the Republican president’s view on race and immigration.

“He is racist. Period,” de Blasio said of Trump in an Associated Press interview. “Unfortunately, this is a guy that does not see all people as equal.” Yet de Blasio doesn’t agree with the growing movement by professional athletes who refuse to stand during the national anthem. And he quickly tempered a recent promise to remove racially insensitive monuments from public spaces — a promise sparked by national outrage that followed a deadly white supremacist rally to preserve a Confederate monument last month in Charlottesville, Virginia. De Blasio charged into the monument debate after Trump said there were “very fine people” on both sides of the Charlottesville clash. The mayor said he would appoint a commission to examine potentially problematic statues and plaques. “The commemoration for Nazi collaborator Philippe Pétain in the Canyon of Heroes will be one of the first we remove,” de Blasio tweeted at the time.
Within days, some Italian-American groups were angrily speculating that the mayor’s commission might wind up removing monuments to Christopher Columbus — despite de Blasio’s protestations that any such talk was premature. “Bill de Blasio put Christopher Columbus in play. That’s crazy,” said New York GOP Chairman Ed Cox. “It’s Bill de Blasio who’s playing the race card here. Donald Trump is not a racist.” Few believe the issue is enough to stop de Blasio from rolling to re-election. His chief opponent in Tuesday’s Democratic primary was Sal Albanese, a City Councilman who left office nearly 20 years ago and has struggled for political relevancy since. Now, de Blasio faces Republican Nicole Malliotakis, an underfunded challenger and a state assemblymember, in the Nov. 7 general election. Albanese charged that de Blasio “has played politics with policing.”

But in an interview with the AP, he offered a different take. “I did not say, ‘One of the first removed.’ I said it would be one of the first looked at by the commission,” he said. “If you have a quote from me, that’s not from me. I want to see that because I said to my team that sent that out it would be one of the first we look at.” Trump, who called de Blasio “the worst mayor in the U.S.” back in 2015, has warned that Democratic efforts to remove offensive historical monuments could lead to the elimination of popular American heroes.
The mayor irked the Police Department in particular after the 2014 death of Eric Garner, a black man who became a national symbol after a video showed him saying, “I can’t breathe,” as a white officer held him in a chokehold. Afterward, de Blasio revealed that he told his biracial teenage son “to take special care with any encounter he may have with police.” Amid street protests over the killing and a grand jury’s decision not to indict any of the officers involved, a gunman assassinated two New York City police officers. Police officers have shown open contempt for the mayor ever since. Some began turning their backs on him at police funerals and other events. “We can’t condemn every police officer in America as being racist. That’s what came across,” Albanese said of the mayor. He noted that several police unions donated to his campaign. Now that the primary is over, de Blasio is focused largely on energizing his base in minority neighborhoods. Inside a second church Sunday, de Blasio vowed that all police officers would wear body cameras in the next two years. He reminded congregants that he helped enact universal pre-K for all 4-year-olds, along with ending the stop-and-frisk policy that allowed police to confront suspected criminals without probable cause. “In Washington, we see voices of division ... Old and new together. The visual contrasts are fascinating. In a single neighborhood, you can see one of Brooklyn’s oldest buildings, a street grid from the 1640s — and new mansions in a Syrian Jewish enclave. The neighborhood is Gravesend, which was one of the original six towns of Brooklyn. The old building is popularly known as Lady Moody’s House. It’s located at 27 Gravesend Neck Road. We’ve written about it before because it was stuck on the city Landmarks Preservation Commission’s designation calendar for a half-century. Then, thanks especially to the efforts of Gravesend preservation advocate Joseph Ditta, the house was granted individual landmark status in April 2016. We’ve visited Gravesend several times, always focusing on the block where Lady Moody’s House is located and nearby Lady Moody Triangle. But recently, we realized the neighborhood is worthy of a good, long stroll because of both its new and old architectural eye candy.

Children Get Houses as Wedding Gifts The blocks where the heaviest concentration of new mansions can be found are between East 1st Street and Ocean Parkway and Kings Highway and Avenue U. If you get there by taking the F train to the Kings Highway station, you will wind up on McDonald Avenue, where aboveground train tracks cast gridded shadows that are kinda poetic in a gritty urban way. Just a couple blocks away, there are mansions with barrel-tiled roofs on 100-foot-long lots. Ideally, you should take your stroll on a sunny day while there are still leaves on the enclave’s tall trees. They cast dappled shadows on the huge houses’ green lawns and carefully manicured shrubs. Head first to Avenue S. There are stunning houses, especially on the corner lots. Then go to Avenue T, where there are many lovely homes, then check out the houses on regal Ocean Parkway. After that, walk up and down the numbered streets, where there are charming houses at every turn. When Syrian Jews first came to New York City in the early 1900s, initially they settled on Manhattan’s Lower East Side. Later, many moved to Bensonhurst. After World War II, they moved in significant numbers to Gravesend. In recent years, many Gravesend home purchasers have either

The Number 1 home on PropertyShark.com’s list of Brooklyn’s priciest 2016 home sales is 1993 East 5th St. It changed hands for $11.36 million. City Finance Department records identify the purchaser as 1993 East 5th Street LLC — and indicate its address is in care of Thor Equities. The buyer was actually Joe Sitt, Thor Equities’ president and CEO, Jennifer Gould Keil of the New York Post reported in February.

Once you’ve strolled around Gravesend’s modern mansions, a good way to make the visual transition from new to old is to go see the former First Reformed Church of Gravesend at 121 Gravesend Neck Road. It was dedicated in 1894. Its lovely parsonage at 145 Gravesend Neck Road was constructed in 1901. You can find the eye-catching religious buildings by walking down East 2nd Street towards Avenue V and turning onto Gravesend Neck Road. Currently, the properties belong to Coney Island Pentecostal Church, Finance Department records indicate. They are used by Trinity Tabernacle of Gravesend. After that, keep walking west on Gravesend Neck Road and cross McDonald Avenue. In short order you’ll be standing in front of Old Gravesend Cemetery, a designated city landmark where it’s believed Lady Moody is buried. Across the street, you’ll see Lady Moody’s House — which wasn’t actually her home, but was built in the early 18th century or maybe before that on land that had belonged to her. Continued on page 3

Brooklyn investment property sales languished in the first half of 2017, continuing 2016’s trend, with pricing metrics declining broadly following years of steady appreciation. Activity, however, has noticeably picked up in recent months, particularly in Greenpoint, where development sites offer considerable upside due to voracious demand for condominiums and a resilient retail sector. During the first half of 2017 (1H17), New York City’s biggest borough saw 570 transactions involving 756 properties, totaling approximately $3.58 billion in gross consideration, according to Ariel Property Advisors’ “Brooklyn 2017 Mid-Year Sales Report.” Compared with the second half of 2016 (2H16), dollar volume and transaction volume declined 11 percent and 8 percent, respectively, while property volume held steady. Year-overyear, the drop was more pronounced, with transaction and property volume falling 20 percent and 16 percent, respectively, while dollar volume slid 7 percent compared to the same period in 2016. From January through June, Brooklyn development site dollar volume decreased 41 percent to $1.04 billion and transaction volume dropped 12 percent to 148 compared to 2H16. One of the most significant development transactions was the $68 million sale of 633 Fulton St. sold by Jem Realty to the Rabsky Group. The Downtown Brooklyn/Fort Greene property completes an assemblage for the buyer who can now build an approximately 770,000-squarefoot building on the site. The outlook for the development market is encouraging due to the passage of the Affordable New York tax abatement legislation, formerly 421-a, in April. While Affordable New York is undoubtedly a game-changer for development sites throughout New York City, it should have a particularly profound impact on Brooklyn. Office properties, meanwhile, were a noteworthy bright spot in Brooklyn as they saw the largest increase in dollar volume out of all the asset classes in 1H17. More than $584 million worth of office properties traded in 1H17, exponentially higher than the nearly $71 million of office property that was sold in 2H16. One notable office transaction was the sale of 185 Marcy Ave., a 70,000-square-foot building,

Greenpoint Bucks Trends From its cultural history and trendy bars/restaurants to its coveted waterfront space, Greenpoint has become a hotbed for development sites and other types of investment properties. While the impending shutdown of the Ltrain could be detrimental to areas sitting along its path in Brooklyn, it will undoubtedly benefit Greenpoint, with residents and businesses — either temporarily or permanently — expected to migrate to the region due to service provided by the G train. That growth, in turn, should push property prices higher. Greenpoint has seen tremendous growth in its condominium market, with demand outpacing new supply in recent years. For example, Ariel Property Advisors recently sold 91-95 Diamond St., a development site/residential building assemblage. The property grouping sold for $5.855 million, which translated into

Another site closer to the waterfront, located at 52-58 Commercial St., recently traded at $387 per buildable square foot. The average new construction condo price clocks in at a “Manhattan-esque” $1,350 per square foot. However, there have been several
transactions at the redesigned Horace Greeley School, located at 533 Leonard St., that exceeded those levels. For example, Penthouse B in the building sold for more than $1,950 per square foot at the end of 2016, while a 1,400square-foot two-bedroom unit in the building sold for $1,680 per square foot in April. Other condo transactions along the waterfront have surpassed $1,500 per square foot as well. Meanwhile, as brick-and-mortar stores seemingly fall by the wayside throughout New York City, retail in Greenpoint is thriving. On Franklin Street, between Meserole Avenue and Commercial Street, the average asking rent for available ground-floor retail space surged 41 percent year-over-year to $89 per square foot, the largest gain out of all the North Brooklyn corridors, according to REBNY’s “2017 Brooklyn Retail Report.” At Greenpoint’s Manhattan Avenue corridor, which spans Meserole Avenue to Commercial Street, asking rents for ground-floor retail space leaped 12 percent to $73 per square foot during the same period. The appreciation in both corridors contrasts sharply with local and national retail markets, which have endured a well-documented slump. Moreover, prices are poised to head even higher because lowerpriced properties with less frontage and lessrefined finishes have steadily been coming off the market. Looking ahead, a pickup in recent bidding activity on active listings and contract signings suggests things appear to be turning around in Brooklyn’s investment sales market, with condominium sales a bright spot in mid-market areas like Greenpoint. As the broader economy continues to strengthen and more projects near completion, Greenpoint should continue to lure residents and businesses to the neighborhood, indicating a strong commercial real estate market for years to come.

Question: Who’s building big houses in Gravesend these days? Answer: Some important figures in New York City real estate and commerce. The construction sites are in Gravesend’s Syrian Jewish enclave, where mansions are concentrated in an area bounded by East 1st Street and Ocean Parkway and Kings Highway and Avenue U. See related story on page 2. Here are a few of them: • A one-story extension is being added to the house at 409 Avenue T, city Buildings Department filings indicate. According to city Finance Department records, an LLC with Jeff Sutton as a member owns the property. Sutton is the billionaire founder and president of Wharton Properties, which owns retail real estate on important New York City commercial corridors. • Two new houses are taking shape behind a construction fence on Avenue T near the corner of East 1st Street. One house is being built at 367 Avenue T, which belongs to an LLC with Elliot Betesh as a member, Finance Department records indicate. The other house, which is being built at 377 Avenue T, belongs to Joseph R. Betesh, Eddie Fallack and Elliot Betesh as trustees of the Raymond Betesh 2006 Irrevocable Trust, Finance Department records show. Elliot Betesh is the president of clothing and footwear chain Dr. Jay’s. Joseph Betesh is a co-owner of Dr. Jay’s and a realestate investor. • The horizontal and vertical enlargement of a house at 2047 East 3rd St. is underway, Buildings Department filings indicate. Jack Cayre owns the house, Finance Department records show. He’s one of the heads of Midtown Equities, a real-estate investment and development firm founded by his father Joe Cayre. Midtown Equities and its joint-venture partners recently restored and redeveloped the historic Empire Stores complex in Brooklyn Bridge Park. • A new house is under construction at 2105 East 4th St. The property belongs to Jeffrey Gindi, Finance Department records show. He’s a former co-owner of the Oak Room and Oak Bar at the Plaza Hotel.

His email address links him to Franco Manufacturing, a family company that makes children’s and teens’ bedding, blankets, pillows, and towels.
