The new citywide ferry service known as NYC Ferry and provided by Hornblower Cruises took off from Rockaway and then picked up more passengers at Sunset Park before arriving in Lower Manhattan on its inaugural run on Monday. More than 100 people were on board for the pre-dawn launch. Mayor Bill de Blasio also took a ceremonial first ride on Sunday, traveling from the Rockaways to lower Manhattan.
Now, riders from the Rockaways will be able to get to Manhattan in just about an hour. A one-way ride costs $2.75. The Rockaway route offers service between Beach 108th Street, the Brooklyn Army Terminal and Wall Street’s Pier 11. The ferry now services Manhattan, Brooklyn and Queens. More routes will be launched in the near future. The NYC Ferry will definitely help the waterfront neighborhoods in Brooklyn, Queens and the Bronx, which are now a distant walk from overcrowded subways and buses.
In New York City, where public transportation is very important, the addition of a free Rockaway subway shuttle is also a step in the right direction because it will help commuters connect to the new citywide ferry service and can promote quicker and more convenient travel. We must continue to find ways in which Rockaway residents can access different ways to go about their daily lives. If you want to travel to Rockaway to see what the ferry is like, take the A train to Beach 116th Street in Rockaway or a connecting shuttle train from Howard Beach to Beach 116th Street. Transfer to the Q35 or Q22 bus to the Fort Tilden bus stop in Breezy Point, Rockaway. Once you are off the bus, walk back to the corner of the main road (where the bus turned) and with the bridge on your right side, walk left to the traffic light. Cross the street at the traffic light and continue walking directly into the parking lot of Riis Landing — and at, at last, board the ferry.

GUEST EDITORIAL ‘America First’ May No Longer Be Possible in Today’s World By Howard Lafranchi Christian Science Monitor
Donald Trump, presidential candidate, was going to buck seven decades of American leadership and imperial engagement with the world by turning inward and implementing an “America First” foreign policy. Donald Trump, president of the United States, appears to be finding that the world is not ready for a withdrawn and isolationist America. Indeed the rapid evolution of a maverick and topsyturvy presidency to its current awkward embrace of a more traditional internationalist role suggests the world still craves the kind of stabilizing and order-producing — if certainly imperfect — leadership the U.S has provided since World War II. “Trump came in promising that America would stick to its own knitting, but he’s realizing the U.S. has a unique role to play in the world that in many ways neither the U.S. nor the world can do without,” says Robert Lieber, a professor of government and international affairs at Georgetown University in Washington. “It’s happening by fits and starts, and it’s still early to call it decisive,” he adds, “but the signs are pointing to a shift away” from retreat and isolationism. For many world leaders, U.S. leadership is important not just for stability and order, but for the defense of shared, cherished values. So many of the world’s higher aspirations since the end of World War II have their roots in an international system devised by the West and led by the U.S., says David Milliband, the former British foreign secretary. But it’s a system of values that would be gravely weakened by the retreat of its primary backer, he says. “These universal values need to be defended because they are under constant threat,” says Milliband, now president and CEO of the International Rescue Committee in New York. “And clearly America needs to be at the forefront of that defense.” Barack Obama dabbled in the notion of pulling America back — he used the West’s Libya intervention in 2011 to test-fly the idea of America “leading from behind,” for instance. 2 • Brooklyn PHOENIX • Friday, May 5, 2017
Trump’s America, on the other hand, wasn’t even going to lead, but would worry about itself first and retreat from a global role it could no longer afford.
“America is the pillar of the global international order, and that is not a pillar the world can easily do without at a moment of unprecedented challenges,” says Milliband.
Yet like the adolescent boy who protests but then adjusts to his first suit – maybe even secretly liking the way he feels in it – Trump is backing off his signature claims that the world is taking advantage of the U.S. through costly security alliances and skewed trade deals.
Milliband has been critical of the signs from Trump of a turning away from the world. He took to Twitter, for example, to note that the president’s proposed cuts in foreign assistance are incompatible with his post-airstrikes call to the world to join the U.S. in addressing Syria’s humanitarian tragedy.
Evidence of Trump’s adaptation and conforming to the role the world expects of America has piled up in recent weeks. Hosting NATO Secretary General Jens Stoltenberg at the White House, the American president who as a candidate dismissed the alliance as “obsolete” declared that NATO is “no longer obsolete” because it has adapted to take on the challenge of terrorism. No longer is Trump alarming Japan and South Korea by suggesting they may have to get their own nuclear weapons instead of relying on the American nuclear umbrella. Now he’s telling them America’s defense of the two countries in the face of a belligerent North Korea is rock-solid. And whereas Trump once promised steps to up-end the international trading system for which the U.S. served as general contractor, his actions are much less unilateral. He did not declare China a currency manipulator as one of his first acts, just as talk of a 45 percent tariff on Chinese goods has vanished. He did not rip up NAFTA, as promised, but instead is quietly negotiating to update the 1994 trade deal. But it is on Syria that Trump has most abruptly boomeranged from isolationist to interventionist and practitioner of America’s traditional role defending international security and norms. The man who once bellowed his opposition to U.S. involvement in Syria sounded transformed as he announced his decision to launch air strikes on the Syrian air base that the Pentagon says was used by the Syrian regime to carry out a chemical weapons attack in the rebel-held Idlib region of the country. “I call on all civilized nations to join us in seeking to end the slaughter and bloodshed in Syria,” Trump said, concluding with, “As long as America stands for justice, then peace and harmony will prevail.” It was the kind of discourse the world is accustomed to hearing from postwar American presidents – although less so from Barack Obama. Indeed, most Western leaders were quick to offer staunch support for Trump’s airstrikes – and, by extension, his donning of America’s mantle of responsibility. For many world leaders, America’s leadership is indispensable, if not always appreciated — thus the alarm that echoed globally when an isolationist candidate won the White House.
But he says the criticisms of aspects of how America has carried out its global role do not mean the world is ready to carry on without it. What Trump is learning, Georgetown’s Dr. Lieber says, is that while the worldview he espoused in the campaign would be welcomed by some and viewed with dismay by others, it would in either case undermine the U.S. interests Trump wanted to focus on first. “This is not the post-cold war world where U.S. leadership was unopposed, we have rising powers like China and Russia and Iran that have very different ideas of how the world should be,” Lieber says. “If the U.S. pulls back, it disheartens our allies and emboldens our adversaries.” From his seat at the helm of an international humanitarian organization, Milliband says he sees unprecedented crises – more refugees than at any time since World War II, extended conflicts sending millions of displaced people into Europe – that demand attention from the world power with the strongest hand in building the international order. “We are in a situation where there is not just room for leadership but a real need for it,” he says, “and much of the world looks to America for that.”

Continues from page 1 The Orlando Sentinel reports (http://bit.ly/2pJfsWv) Henry Dorvil needed to briefly return to Haiti to straighten out his immigration status after unwittingly failing to renew his temporary protected status, which allowed him to stay in the U.S. But Dorvil has been stranded in Haiti since December. This month, Dorvil’s friends started a “Help Henry” campaign to urge U.S. Citizenship and Immigration Services to speed up his immigration process. They launched a Facebook page and posted “Help Henry” posters downtown. Also, more than 75 Sanford business owners and residents have sent letters to the federal government pleading for Dorvil’s case to be expedited. Dorvil had recently moved into his first apartment in the Orlando suburb. His new video production business was taking on new clients and growing quickly. But all of that’s on hold.
In Haiti, he’s is living without running water, electricity and little access to the internet as he awaits documents — which could take 18 months to obtain — that would allow him to return to the U.S. as a legal resident. “I was shocked because I wanted to follow the correct procedure,” Dorvil said from Limbe, Haiti, a city of 33,000 about 130 miles north of the capital, Port-auPrince. He said he returned to Haiti to get his paperwork in order because as an immigrant in the U.S. “there’s a lot of things you can’t do,” and he wanted to build his business and attend college. “Our whole community really wants him back,” said Christina Hollerbach, whose family owns the popular downtown Willow Tree Café restaurant. “We’re all working together to get him home ... He always has such a good attitude about life.” Many in the community call the energetic Dorvil “the hardest-working man in Sanford” for his ambitious drive in launching his own company while holding down
several part-time jobs and doing volunteer work. Dorvil arrived in the U.S. from Haiti in 1993 when he was 5 months old with his family, who sought political asylum after a military coup. His father became a naturalized U.S. citizen and now lives in Fort Lauderdale. His mother obtained legal citizenship and lives in Orlando. His older sister is also a naturalized U.S. citizen, and his Americanborn brother, serves in the U.S. Marine Corps in Hawaii. Dorvil, however, had been living in the U.S. under temporary protected status that has been offered to Haitian nationals by the federal government since 2010. Acting Brooklyn District Attorney Eric Gonzalez stood in front of $185,000 in cash, six guns and more than two kilos of heroin to announce the major bust of a $20 million heroin drug operation that operated across the Bronx, Brooklyn and upstate New York, allegedly led by professional basketball player James “Fly” Williams. “Avid basketball fans have heard of him. In the 1970s, he was a high school superstar and college basketball prodigy who grew up in Brownsville, Brooklyn,” Gonzalez said. “His popularity and status in the community may have ironically helped in operating and hiding this elaborate criminal enterprise.” Williams allegedly purchased the drugs from suppliers in the Bronx and then distributed them in bulk and retail amounts throughout Brownsville, Bushwick, Flatbush, Fort Greene, Canarsie and other neighborhoods. Williams, Jeffrey Britt, Hanziel Martinez Cintron and Richard Rivera were all charged with violating New York’s drug kingpin statute, a charge that yields 25 years to life in prison, along with first- and third-degree sale of dangerous substances. Between September 2016 and May 2017, a tip from a Brooklyn community member set the Brooklyn North Narcotics unit of the NYPD off on an investigation carried by court-ordered wiretaps, surveillance and undercover buying, leading to the arrests of 13 members of the ring on Wednesday. According to Gonzalez, Williams supported youth in Brownsville, speaking of his own addiction and connecting them to NBA scholarships while supporting their studies. It seems like decades since former President Barack Obama handed the keys to the country over to the House of Trump, but that was only at the end of January, more than 3 months ago. I can’t tell if it’s one of those “time flies when you’re having fun” deals or “it all happened so fast,” like during a car crash or being mugged. Or being mugged during a car crash. President Trump has made a huge deal about not making a big thing of his first 100 days. He’s dismissed the whole event as a media creation and artificial benchmark, mainly because you could stuff the whole of his accomplishments in a shot glass and they would still rattle around like a golf ball in a railroad car. He’s also contradicting his own campaign rhetoric from when he insisted it would be a yardstick of his awesome, incredible transitional prowess. Once again, covering his bases by bouncing across both sides of every issue like a hyperactive cricket on prom night. Besides the folks forced to sign loyalty oaths, there are three camps in the whole “How has He Done So Far?” debate: The group that claim he’s a disaster, the few that maintain he’s an incredible disaster and those who contend he’s not as big a disaster as expected. But either way, the guy deserves kudos for making it to triple digits. So, let’s look at his report card for the first 100 days of term one. Because who knows if he or we will be around for the next 1,361. • Mathematics — C-. Claimed to have more electoral votes than any president since Ronald Reagan. Which is only true if you don’t count George H. W. Bush, Bill Clinton and Barack Obama. Outside of that, spot on. • International Relations — C-. Problems differentiating between good guys and bad guys. Already picked fights with Great Britain, Canada, Mexico and Australia. In terms of diplomatic complexity, those aren’t the tough ones. • African-American Studies — D-. Mocked U.S. Rep. John Lewis and thought that Frederick Douglas was still alive. Sad. • Sex Education — B+. No discernable activity at all, which considering his track record, most folks appreciate. • Health Studies — D-. “Who knew health care could be so complicated?” Um, everybody. Except you. Again. • Environmental Studies — F. Invested in bringing back the coal industry. And VHS tapes. And sock garters and buggy whips and we’ll make lamps that burn whale oil again. • Social Studies — C+. Heavy on the social. Light on the studies. • Physical Education — A+. Getting plenty of exercise on the golf course. • Dramatics — B-. Performances a bit over the top. As is the makeup. • Penmanship — A. Signature looks very attractive on extensive series of executive orders. • Physics — D. Unable to grasp simple concepts like all actions having equal and opposite reactions. • Fashion — D. Still wearing bad shiny suits and ties that look like monochromatic drool bibs. • Language Arts — D-. Vocabulary limited to adjectives. • Art Appreciation — F. Just not his thing. • World History — C-. Seems determined to prove the old adage that those who ignore history are doomed to retweet it. • Home Room Conduct — C-. Tends to be disruptive. Acts like it’s all about him. • General Comments — Continues to ignore help when offered. Problems accepting responsibility. Does not play well with others. • Overall Grade — C-. Assemblymember Pamela Harris, whose Southwest Brooklyn district is home to large numbers of senior citizens, has been tapped by the Assembly’s leadership to head a subcommittee focusing on programs for older adults.
The committee assignment is in keeping with her goals, Harris said. Throughout her time in politics, she has made fighting for senior citizens a priority, she said. Harris, a Coney Island civic activist, was first elected to the Assembly in 2015. In 2016, she helped pass legislation supporting Naturally Occurring Retirement Communities (NORCs) by making it easier for them to qualify for state funding.

Harris said she also plans to focus on the challenges senior citizens face day-to-day, including transportation options and nursing assistance.
In contrast to retirement community in places like Florida that have been constructed in recent years to attract older adults, NORCs are places where senior citizens moved decades ago when they were young adults. The seniors set down roots in these communities, remained in place over the years and continue to live there in their golden years. There are several NORCs in New York City, including one in Bay Ridge. Harris has also secured more than $100,000 in the past two state budgets to improve senior citizen programs at the Jewish Community Council of Greater Coney Island. “Seniors established the foundation from which our neighborhoods rose,” Harris said. “They’ve worked hard to provide a bright future for Brooklyn, and I’ll be a strong voice for their needs.”

PROVIDENCE, R.I. (AP) — Innkeepers, restaurateurs and landscapers around the U.S. say they are struggling to find seasonal help and turning down business in some cases because the government tightened up on visas for temporary foreign workers. “There’s going to be a lot of businesses that just can’t function on a full-time basis, and some might not even open at all,” said Mac Hay, who co-owns Mac’s Seafood on Cape Cod and has organized seasonal businesses to lobby Congress. At issue are H-2B temporary visas, which are issued for workers holding down seasonal, nonagricultural jobs. The U.S. caps the number at 66,000 per fiscal year. Some workers return year after year, and Congress has let them do so in the past without being counted toward the limit. No such exception was passed for 2017 at the end of last year, after the presidential election. Lawmakers on Monday unveiled a government spending bill that would allow the homeland security secretary to increase the number of H-2B visas this fiscal year to almost 130,000. But there is concern that even if the measure passes, it will take weeks for visas to be processed, meaning many workers probably won’t arrive in time for Memorial Day and maybe not until after the Fourth of July. Many resorts rely heavily on foreigners on H-2B visas to work as housekeepers, cooks, dishwashers and the like, saying they cannot find enough Americans willing to take such jobs. President Donald Trump himself has hired seasonal workers at his Mar-a-Lago resort in this way.

At the Beachmere Inn in Ogunquit, Maine, owner Sarah Mace Diment said she cut back on the number of rooms available during New England’s spring vacation week in April because she is short eight housekeepers, who are paid $10 to $12.50 an hour. None of her visa requests were granted, she said. Critics say that bringing in cheap foreign labor undercuts U.S. workers and drives down wages and that employers aren’t trying hard enough to hire Americans. Under the H-2B rules, employers must advertise for U.S. workers first.

Diment said she hires housekeepers from Jamaica because there aren’t enough people in rural, southern Maine looking for seasonal work. Maine is at its lowest unemployment on record, 3 percent. She has hired U.S. college students, but they go back to school in August, well before the season ends in October. “I’m always going to hire an American first. I’m always going to hire someone locally first,” Diment said. “We’re not using this program because it’s easy. It’s not. It’s very difficult and expensive, but we’re using it because we have no other options.” Landscapers are the biggest users of the H2B program. Stephen Faulkner, who owns a landscaping and nursery business in Hooksett,
New Hampshire, said he expects to turn away hundreds of thousands of dollars’ worth of work this season because he could not get visas for any of the six Mexican landscapers who have been with him for a decade. He said he is considering giving up the landscape division. “My company is being devastated by not having my returning workers,” he said. “I’m running out of energy and fortitude, and American jobs might be lost because of it.” The AFL-CIO says the H-2B program enables discrimination and exploitation of workers and hurts efforts to raise wages and improve working conditions. And U.S. Sen. Bernie Sanders has questioned whether willing Americans truly are unavailable for these jobs. “We supposedly live in a supply-and-demand economy, and if employers can’t find workers to fill their jobs, they might want to raise wages,” the Vermont independent recently told The Burlington Free Press. In a time when Google, Kindle and Wikipedia threaten to render the venerable public library obsolete, it was heartening to witness Brooklyn Public Library’s drawing power as its 20th Annual Gala unfolded within the Williamsburgh Savings Bank's classically elegant interior, now the Weylin event space. Half-a-dozen City Councilmembers mingled with major league developers, attorneys, philanthropists and business leaders in a cocktail reception before heading upstairs to the main dining room to fete this year’s honorees — Peter Aschkenasy and Anna Deveare Smith. Despite an ongoing controversy over what critics characterize as the “sale and shrinkage” of library resources, speakers emphasized the increasing availability of existing branches. “We are now open six days a week,” CEO Linda Johnson told the audience. Library board trustee and Treasurer Peter Aschkenasy credited the financial leadership of Mayor Bill de Blasio and Borough President Eric Adams with permitting the library to extend its hours and provide greater resources to users. Addressing controversy over the sale of the Brooklyn Heights Library branch for development by the Hudson Companies (whose CEO, David Kramer, sat at a table a few feet away), Aschkenasy pointed out: “The branch was old and poorly designed ... The sale would provide a surplus that will fund state-of-the-art facilities in less affluent neighborhoods.” Continued on page 3INB

After the presentations were finished, trustee Michael Liburd presided over a silent paddle auction, encouraging patrons to purchase library carts or access to library resources for incarcerated people. It’s Right Down the Street from Michelle Williams’ Mansion By Lore Croghan INBrooklyn
Eminent Victorians. And we’re not talking about the ground-breaking book of biographies by Lytton Strachey. In Brooklyn, the most eminent Victorians are houses. Stand-alone houses more than a century old, made of wood shingles or clapboard or sometimes stucco and painted Easter-egg pastels, cherry red, or vibrant shades of blue. A couple of them look like antebellum mansions straight out of “Gone With the Wind.” Indeed, one of them is nicknamed the “Gone With the Wind” house. More about that in a minute. Many of the Eminent Victorians have fine porches or terrific turrets, or both. Some of these homes are big enough to house entire soccer teams. They’ve got lawns of lush grass, flowerbeds full of posies — and also driveways and garages, which are rarities in so many of the borough’s neighborhoods. Prospect Park South is prime territory for the Eminent Victorians, though the 10 other mini-neighborhoods that are also part of Victorian Flatbush all have special charms. Can you name all these neighborhoods? If your answer is no, Mary Kay Gallagher Real Estate’s website has a map that will jog your memory. But back to the Eminent Victorians. The most eminent among them, in this day and age, is 1440 Albemarle Road. Academy Award-nominated actress Michelle Williams purchased it for $2,500,001 in 2015, city Finance Department records indicate.
The Prospect Park South Historic District home was dubbed the “Gone With the Wind” house by Mary Kay Gallagher Real Estate’s Alexandra Reddish. Albemarle Road’s $2.75 Million House Right down the street from Williams’ home, there’s another mansion that also looks like a “Gone With the Wind” house. This second Tara look-alike is 1305 Albemarle Road, which is also located within the Prospect Park South Historic District. In late January, Stephen Tanenbaum and Alisa Stratton purchased the house for $2.75 million from Albemarle Holdings Corp., whose president is Iskyo Aronov, Finance Department records indicate. The entity headed by Aronov had owned the mansion for about a year, having bought it for $900,000 from Harriet Salzarulo in October 2015, Finance Department records show. The white clapboard jaw-dropper has four 30-foot fluted Ionic columns flanking its front door, mullioned windows that look like giant spider webs and porches all over the place. It sits on on the corner of Argyle Road. The eye-catching house drew media attention months before its sale closing. Continued on page 11INB

Brooklyn’s Second-Quirkiest Landmark Is in Victorian Flatbush

An Old-Fashioned Cottage Is Now the Avenue H Subway Station By Lore Croghan INBrooklyn
Is this a mirage? A squat but charming country cottage stands before us. It has a chimney in the center of its pyramid-shaped roof. The columns on its wrap-around porch are logs with the bark peeled off them. There are rocking chairs on the porch. It looks like an old-fashioned weekend-getaway home in the Adirondacks. What’s it doing on Avenue H, with a subway sign attached to its wood-shingle exterior? Welcome to the second-quirkiest city-designated individual landmark in all of Brooklyn. If you need to take a ride on the Q train, step right in. Even if
you don’t, go inside anyway so you can look at the former cottage’s ceiling, which is wood-paneled. The address of the Avenue H Station is 802 E. 16th St. It is in Fiske Terrace, one of the 11 mini-neighborhoods that make up Victorian Flatbush. As the city Landmarks Preservation Commission’s 2004 designation report about the property explains, it was built in 1906 by Thomas Benton Ackerson as a realestate sales office for the planned suburbanstyle community he was constructing there. The following year, Ackerson sold the wood-frame cottage to the Brooklyn Rapid Transit Co., whose tracks were thisclose to the building. In the ensuing decades, the train line and the sweet-looking station passed through different owners’ hands and ultimately became part of
the New York City subway system. It is the only Metropolitan Transportation Authority subway-station building that was originally constructed for some other use. An informative rownstoner.com story by architectural historian Suzanne Spellen says that in 2003, the MTA announced it was going to demolish the cottage-turned-subway station. The community wanted it saved. The building was landmarked the following year — and we say ra o to everyone who worked to make that happen — then thoroughly renovated several years later. By the way, since we’ve called it Brooklyn’s second-quirkiest citydesignated individual landmark, surely you’re wondering what’s the very quirkiest one. We promise to tell you soon.

Last July, the brokers, who work at Nest Seekers International, revealed on Instagram that they sold the house about two hours after listing it. Curbed.com was the first to report their news. A story in Luxury Listings NYC says it appears that Serhant re-listed the house last September. A summary of 1305 Albemarle Road’s listings history on Zillow.com indicates that, too. BTW, Bravo just announced that Serhant will star in a spinoff TV series called “Sell It Like Serhant.”
The house is seen in scenes in which his lawyer Alan Dershowitz, played by Ron Silver, preps for a legal appeal of von Bülow’s conviction for the attempted murder of his wife, Sunny. An Architect Bought 1305 Albemarle Road But back to 1305 Albemarle Road. The Colonial Revival-style mansion was built in 1905 for George E. Gale. The architect was H.B. Moore. The late architectural historian Christopher Gray, who wrote the New York Times’ “Streetscapes” column for many years, called 1305 Albemarle Road “the gem of the street.” It has 22 rooms — including a ballroom, a music room, a billiard room, a library, a wine cellar and 10 bedrooms. There’s a garage, too. The house was used in the filming of “Reversal of Fortune,” the 1990 film with Jeremy Irons in the Oscar-winning role of Claus von Bülow.

DESPITE CHALLENGING ENVIRONMENT, B’KLYN REAL ESTATE FINANCING SHOULD HOLD FIRM By Matthew Dzbanek, Director of Capital Services & Katherine Speltz, Analyst Special to INBrooklyn
As the U.S. economy continues to strengthen, the Federal Reserve is expected to tighten monetary policy further in 2017, ultimately leading to higher interest rates. While higher borrowing costs could suppress loan origination, commercial real estate financing, particularly in Brooklyn, should hold steady as a host of new lenders and a conducive economic climate keep borrowing activity buoyant. A robust labor market and firming inflation has the Fed, following years of lackluster growth, confident that the economy is strong enough to withstand the impact of higher rates. This was evident when the Fed’s policy-making arm raised shortterm interest rates by a quarter of a percentage point in March, pushing the Fed funds target rate up to a range of 0.75 percent to 1 percent. It was the central bank’s second increase in three months and only its third since last decade’s financial crisis. Interestingly, long-term 10-year Treasury yields have been on a downward trajectory after hitting a two-year high of 2.61 percent in March. While risk aversion stemming from geopolitical events and concerns about the economy have pushed yields lower, interest rates are expected to head higher. Indeed, minutes from the Fed’s latest meeting showed that policymakers discussed the possibility of reducing its massive bond portfolio later this year. This move should put upward pressure on rates and eventually lead to higher borrowing costs on consumer and business loans. At between 3.500 percent and 3.875 percent, interest rates on five-year multifamily loans are roughly 50-75 basis points higher than where they were a year ago. However, despite the uptick, interest rates remain historically low, which should keep the lending landscape favorable.
For most of the past decade, record low interest rates fostered feverish demand for New York City real estate, which, in turn, sent prices substantially higher. Therefore, a move higher in rates in many ways is a positive development in that it should “normalize” market conditions, with sellers possibly inclined to lower prices to attract buyers who are more capital-constrained. Larger transactions drove dollar volume to record levels in 2015, while in 2016, small-tomid-size transactions played a more dominant role, causing New York City total dollar volume to drop dramatically compared to the prior year, according to Ariel Property Advisors’ research. As property sales slowed last year, lenders infused less money into the New York City market. Commercial real estate financing volume fell 17 percent year-over-year to $82 billion in 2016, according to The Real Deal, citing a report from lending database CrediFi.
New Lenders in Brooklyn Fill Bank Void While 2016’s drop in real estate financing reflects a market that was cooling off from an extremely busy 2015, it also indicated caution on behalf of lenders. Indeed, the market for commercial mortgages is starkly different from a few years ago when banks binged on multifamily commercial loans. Banks have dramatically pulled back on lending, primarily a result of concerns regarding overleverage and government regulation. In 2015, federal banking regulators cautioned banks of overexposure to the multifamily asset class and its impact on their financial stability. Banks appear to have heeded their warning, with New York City’s two biggest multifamily lenders, New York Community Bank (NYCB) and Signature Bank, slashing deal volume last year. NYCB, which was the top lender in 2015, fell to fifth place in 2016, with its loan origination vol-

ume shrinking a remarkable 53 percent, according to CrediFi’s report. And while Signature Bank maintained its No. 2 status last year, lending volume fell by 13 percent versus 2015. As the top lenders of the past pulled back, new alternative lenders, both individual and institutional, swiftly emerged with a fresh appetite to lend in Brooklyn. Last year, Deutsche Bank replaced NYCB as the most active lender, with the firm’s total commercial real estate origination volume increasing 37 percent from 2015, CrediFi reported. Other new entities in the lending arena already own and develop real estate. Institutions like Blackstone and Starwood Capital have been active lenders in the last two years, and commercial real estate firms such as RXR Realty, Kushner Cos and SL Green, have also hopped onboard the financing train. Brooklyn’s economy has improved markedly in recent years, with New York state data showing employment in the borough rising to 1.176 million in February, up 13.7 percent from a year earlier.
The unemployment rate stood at 4.8 percent in February, mostly in line with the national average, but sharply below its year-ago level of 5.7 percent. The dollar volume of all mortgage activity in Brooklyn nearly mirrored the overall New York City market in 2016, falling 18 percent to $2.29 billion from 2015’s $2.80 billion. However, while the number of mortgages slid 15 percent to 798, mortgage activity was higher than 2014’s tally of 781, according to Ariel Property Advisors’ research. As more and more people call Brooklyn home, institutional and private investors will likely continue to seek mortgage financing in New York City’s biggest borough. Rising rates may have senior lenders pulling back as properties qualify for less but could drive stronger demand for loans higher up the capital stack, utilizing mezzanine financing or preferred equity more frequently. Overall, Fed tightening reflects a robust economy, and therefore we expect capital markets to remain strong this year, allowing investors ongoing access to attractive and reliable financing.

Westminster Road, Finance Department records indicate. The peaked-roof Colonial Revival-style house was designed by Seth H. Cutting, the president and chief architect of Ascutney Realty Co., and built in 1915. Three years ago, Tanenbaum allowed Eye on Real Estate to see the interior work he was doing at 114 Westminster Road. He had carefully repaired wood floors in the house, remodeled the kitchen, opened up the living room to the sun room and found a salvaged, historically appropriate chandelier for the dining room.
