CHAIRPERSON’S FOREWORD
As Chairperson of the NCH, I wish to present my foreword for the Annual Report 2021.
2021 was a year of great challenge for the NCH due to the COVID-19 Pandemic. As Chairperson of the NCH, I believe that the NCH and all our National Cultural Institutions have a fundamental role to nurture and contribute to societal wellbeing and to our national recovery. The contribution of Artists and Music has been truly remarkable during this most difficult time.
The NCH was closed from the start of the year until the landmark outdoor test event with James Vincent McMorrow in the Iveagh Gardens on 8th June. The Hall itself re-opened for in-person events in September with 79 in-person events staged for the remainder of the end of the year, with an average of 62% occupancy. Highlights included very well attended concerts with the music of Zimmer vs Williams, the Good Glow with Georgie Crawford, John Grant, Ye Vagabonds, Mick Flannery and Susan O’Neill. The Treaty by Colin Murphy was also a tremendous success. The Board and I thank the CEO, Senior Management Team and Staff for their commitment and resilience which has contributed to the NCH maintaining our national presence while staying connected through music with our audiences.

Throughout the period of Covid-19, the importance of digital as a medium to not only communicate what we are doing, but most importantly to facilitate concerts and educational events for audiences – remote and in-venue – ensured a regular schedule of concerts and activity from NCH. We saw significant positive engagement with existing audiences, across all age groups, and attracted many new customers to the NCH for the first time. Positively, overseas visitors accounted for almost 23% of audiences overall with the highest of those from the UK, the USA, Germany and Ukraine. NCH livestreamed 90 concerts and events including masterclasses, workshops and talks across free and paid platforms during 2021. James Vincent McMorrow’s performance in the Iveagh Gardens in June, the first concert of its kind in Ireland in 18 months, , attracted almost 17,000 total unique viewers.
D uring 2021, our Learning & Participation programme continued online, with a return to some in-person activity towards the end of the year. Successfully reaching new and existing audiences, we focussed our activity on those most affected by the pandemic. This included online dementia-friendly concerts, music for mental wellbeing, Music in Children’s Hospitals, and visits to the National Rehabilitation Hospital. We supported young people at home and in schools with the online version of our Quavers to Quadratics programme, exploring science through music and sound. We presented a live stream of the beautiful Wunderground production with Ceol Connected, and we presented a range of workshops for the very young as part of Cruinniú na nÓg.

Continuing to support our young and emerging musicians, we delivered a wide range of online masterclasses, workshops and other events, including the second online version of the annual NCH International Master Course in August; the Bernadette Greevy Bursary for Singers; the Female Conductor Programme; and Creative Lab, a new programme supporting young composers from underrepresented communities.
Our community ensembles continued both online and in person, including the NCH orchestra for older and returning musicians; the NCH community choir, the Gamelan Orchestra, and Percussion Lab.
I wish to acknowledge the support of Minister Catherine Martin TD and her dedicated team in the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media (‘D/TAGSAM’) to whom we owe our deepest gratitude. Whilst the variable cost base of the NCH was lower due to less live events, we are grateful for the Supplementary Grant. This support enabled the NCH to continue bringing the joy of live music to people through online performances and then a return to in-person events while also maintaining an equilibrium in its finances for 2021 and report a break-even position at the year end.
The Board is particularly satisfied to have completed the NCH Statement of Strategy (2022 – 2026). This will chart the course of the NCH for the next 5 years and plans are now in place under the leadership of our CEO and his SMT to ensure a successful outcome for our Audiences, Patrons & Friends. Its sets out:

Our Purpose: To be a living space for music, for lifelong enjoyment, connection and participation in music, for everyone
Two cornerstones underpin this Strategy:
1. The redevelopment of the Hall. This is the NCH’s highest priority, and we are working closely with the OPW, Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and the Government to progress this project.
2. The transfer of the National Symphony Orchestra (NSO) from RTE to the NCH. I am delighted to confirm that this transfer was formalised on 24 January 2022. We welcome this transfer and see it has integral to our NCH strategy and to the contribution and development of symphonic music in Ireland.
3. Ou r NCH values will guide us all in ensuring that we live up to what is expected in governance of and as custodians of such an iconic Cultural Institution. In particular we will steadfastly uphold and will be exemplars of greater diversity and inclusion across all our activities. We will hold ourselves and each other accountable to embed and embrace all that this requires.

I as Chairperson and with my colleague directors wish to acknowledge the continuous support from OPW as we design and plan the future of the NCH. We also acknowledge the engagement with RTÉ and their efforts to effect a smooth transition of the NSO. CHIEF EXECUTIVE OFFICER’S FOREWORD
It couldn’t have been a more unusual time, in February 2021, to commence my role as CEO of the National Concert Hall. A bleak period when we were all confined to our homes, our hall was dark and there seemed no end in sight or plan to emerge on the other side of the pandemic. Although initially working remotely , the support of our Board, Department and the NCH team enabled me to, very quickly, feel connected to the organisation and be able to contribute and lead at a time of great uncertainty and upheaval. I was very fortunate to be able to build on the advancements my predecessor, Simon Taylor, and the Senior Management Team had made, during the previous year, in adapting to the new paradigm, equipping the team and hall with the vital digital technology and skills to enable the NCH to continue to fulfil its statutory remit, support artists and continue to retain a connection with our audiences through streamed broadcasts.
From the spring of last year, the NCH was able to produce an impressive and appropriate programme of weekly live-streamed performances. These were all produced in close collaboration with our community of partner ensembles, the RTE National Symphony Orchestra and other leading Irish musicians.
The suite of live-streamed concerts was made possible through the Innovation Partnership with Davy who were committed to supporting talented musicians and the magic of world-class performances on stage and online. This partnership was recognised, later in the year, by the Business to Arts Awards for Best Large Sponsorship award.
The highlights of theses live-streamed concerts included:
Spring / Summer Variations was a series of six, intended to provide musical solace and inspiration, offering audiences the best in classical music with a variety of works from Irish Chamber Orchestra, Celine Byrne, Vanbrugh Quartet, Camerata Ireland and Irish Chamber Orchestra
Notes from a Quiet Land. A remarkable performance, co-curated by Gary Sheehan and Sinead Gleeson, which featured music and words from some of Ireland’s leading female artists, responding to the past year’s enforced cultural silence.
Breaking the Silence was a powerful and timely creative response to the legacy of Ireland’s mother and baby home institutions featuring survivors, writers & artists. This was extremely well received and was watched by over 3,300 viewers.
Extraterrestrial was a collaboration with District and spearheaded by acclaimed poet Felispeaks. The concert set out to illustrate Ireland’s rich cultural tapestry, by threading together themes of identity, race and community through the lens of the island’s leading artists.
The RTE National Symphony Orchestra resumed their season of Friday night concerts from the hall in March with live streamed broadcasts via the RTE website and on Lyric FM.

The 2021 editions of New Music Dublin and Tradition Now were both moved online with great success, demonstrating exceptional levels of adaptability and agility.
Concerts by distinguished individual Irish artists included Sharon Shannon and Christie Moore.
In late May, The Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media asked the NCH to produce an in-person pilot event, to test the viability of outdoor performance in the age of Covid. This would be Ireland’s first concert with an audience since the pandemic closed venues across the country in March 2020. With just two weeks’ notice, the NCH team pulled together to produce a remarkable concert in Iveagh Gardens for 500 people, headlined by James Vincent McMorrow with special guest Sorcha Richardson. The event was a tremendous success, achieving incredibly positive audience feedback and media coverage. It was an exciting and welcome glimpse of the post-pandemic world. But also proved what the NCH team is capable of when challenged to deliver something exceptional.
On September 9th the NCH was able to re-open on the day of our 40th anniversary, after an interval of 18 months, with a performance by Irish Chamber Orchestra and the Libra Ensemble, featuring pianist, Finghin Collins.
This commenced a steady return of audiences and concerts under strict Covid safety protocols which included limited audience capacities, scanning of vaccination certificates, closed bars and social distancing.
The occasion of the 40th anniversary of the NCH was also a significant moment to launch ‘Refractions’, a series comprising of over 30 concerts, staged from September to December offering audiences a variety of events online and in-venue, appealing to all musical tastes. These concerts spanned the latest edition of Tradition Now, Sunday afternoon Chamber series, performances from the Irish Chamber Orchestra, Camerata Ireland and Irish Chamber Orchestra and Raise Our Voices with mezzo-soprano Tara Erraught.
The incremental and diligent pathway through the Covid environment continued through the autumn and winter. A two-part celebration of the life and legacy of Seán Ó Riada was a significant artistic highlight and featured wonderful contributions from the RTE NSO, Crash Ensemble, Peadar Ó Riada and actor Stephen Rea.
The NCH hosted a number of events to mark the centenary of the Anglo-Irish Treaty. This included Treaty Songs a new project commemorating the signing of the treaty featuring Lisa O’Neill, Gemma Dunleavy, John Spillane, Karan Casey, Maija Sofia, Duke Special, special guest Christy Moore. The Kevin Barry Room was used to stage The Treaty a play by Colin Murphy. This was highly significant as the rooms had been used as the meeting place of the second Dáil and where the treaty ratification debates were held.
On November 5th, the RTE NSO made an emotional and very welcome, permanent, return to the NCH stage with John Wilson conducting an evening of Britten, Dove and Elgar.
A celebration concert, in the presence of our Patron, Michael D. Higgins and his wife Sabina, officially marked 40 years of the NCH as Ireland’s National Cultural Institution for Music and the imminent transfer of the NSO and choirs. Under the baton of chief conductor, Jaime Martín, the programme consisted of Brian Byrne’s Fanfare, Anne-Marie O'Farrell’s Eitilt and Dvorˇák’s Symphony No. 9 From The New World. The concert was a powerful reminder of all that has been endured by the country, the emergence from a traumatic period for arts and culture in Ireland and the prospect of ushering in an exciting new era for music at the National Concert Hall.

Throughout this period the NCH’s Learning and Participation adapted incredibly well to providing a continuing range of online activity across a variety of areas and continued to focus their work primarily on those most affected by the pandemic. These include Tea Dance Tunes, the series of online dementia-friendly concerts, choir rehearsals for the Sing Out Choir, sessions for the Blow the Dust Orchestra, masterclasses for young musicians, and virtual visits for the Music in Children’s Hospitals programme with Kids’ Classics.
An in-person programme continued at the National Rehabilitation Hospital throughout the winter, such is the value that the hospital placed on these services.
Another three masterclasses were also held as part of the Spring Masterclass Series featuring renowned Irish musician-teachers, and up-and-coming Irish musical talent. This series featured Paul Roe (clarinet), Aura Stone (double bass), and Richard O’Donnell (percussion).
Our Learning and Participation team were instrumental in developing a vital new initiative called Creative Lab, in partnership with Accenture and Toy Show. This is a programme supporting young composers from underrepresented communities. Started in September 2021 to project culminated in performances of the participant’s work at New Music Dublin festival in April 2022.
In parallel to our artistic activity and maintaining our support for artists and connection with our audience, the NCH engaged in a number of strategically vital projects and initiatives. Significant amongst these was the completion and submission of the Preliminary Business Case for the redevelopment of the NCH site.
This established a detailed outline of potential options for the future of the NCH. In doing so, it set out various analyses including a detailed demand analysis, financial and economic appraisal and an assessment of affordability. Based on the resulting outputs, the NCH was able to make a recommendation in support for an option which would see the redevelopment and modernisation of all the areas within the scope of the project at Earlsfort Terrace. This goes beyond just the essential building works which are urgently required to bring the site up to the prevailing internationally expected standards for the performance of music, universal access and environmental sustainability. The recommended option is the only one which would succeed in reactivating the vast amounts of empty, unused and decaying spaces within the site and enabling the NCH to realise its vision: to be an inspiring and world-renowned music destination, accessible to all, enriching the cultural landscape of Ireland. The organisation awaits a decision from government on the investment required.
Soon after commencing my tenure, I led a comprehensive project to devise a new statement of strategy for the NCH. This involved a lengthy consultation process of listening to the wide community of supporters, partners and friends who all contribute to making the NCH what it is. This involved a number of surveys with our audience database, stakeholder focus groups, one-to-one interviews with the Irish public, existing audience members, expert stakeholders, young, emerging artists and the NCH Board and team. The resulting strategy, using ten key themes, sets out to form the bedrock of our annual business planning process and outlines our key priorities for the next five years, which will result in sustainably growing our audiences, reducing our impact on the environment and increasing access, diversity and inclusion in everything we do.

Fundamental to the development of the new strategy was the transfer of the National Symphony Orchestra, Philharmonic Choir, Cor Linn and Cor na nOg choirs into the remit of the NCH. The strategy articulates how, as one, combined, organisation, we will support and invest in the development of the NSO and choirs and realise the potential as Ireland’s nationally and internationally respected Symphony Orchestra. We will deliver an ambitious programme of music to develop and increase opportunities for young people and those from diverse communities, giving all audiences greater access to the transformative and life-enhancing power of music.
A great deal of work went into progressing the transfer throughout the year and this culminated on January 24th 2022 with the completion of the formal transfer from the national broadcaster RTE to the NCH.
This past year, has yet again, demonstrated the incredible resilience, adaptability and determination of everyone across the NCH team, in the face of enormous challenges and constantly changing circumstances. I thank and pay tribute to all in my wonderful team.
I would like to thank our Chairperson, Maura McGrath and our Board for all their support and encouragement to me in the early days of my tenure. But I also thank and acknowledge their exceptional commitment and support during another very challenging year. Our collective thanks also to Minister Martin and her officials at the Department of Tourism, Culture, Gaeltacht, Sport and Media for their unstinting support of the NCH throughout the year.

GOVERNANCE STATEMENT AND BOARD MEMBERS’ REPORT
The Board has pleasure in submitting its Report together with the financial statements for the year ended 31 December 2021.
Principal Functions and Operating Review
The principal functions of the organisation under the National Cultural Institutions (National Concert Hall) Act 2015 are:-
(a) to p rovide and operate, having regard to international standards and good practice, the national venue for the performance, appreciation and enjoyment of musical, creative, artistic and cultural activities including the promotion of concerts and recitals of artistic, educational and cultural value, (b) in the public interest, to promote and support the performance, knowledge, appreciation, creation and enjoyment of music as an integral part of Irish life, (c) to entertain, educate and engage the public through musical experiences, and (d) to encourage and promote inclusivity, participation, creativity, experimentation and involvement in music through engagement with diverse individuals and communities as performers, participants, composers or audience members.
Results for the Year
The accounts for the year ended 31 December 2021 are set out on pages 18 to 33. The results for this period on ordinary activities and after transfer to capital redevelopment reserve show a surplus of EUR3,585 (2020 – surplus of EUR1,097).
Principal Risks and Uncertainties
The principal risks and uncertainties affecting the organisation for the year ahead relate to the timing, operational and financial implications of the redevelopment of the National Concert Hall and the transition of the National Symphony Orchestra to it including other scenarios which are outside the influence and control of the NCH e.g. the effect of COVID-19 on the appetite of music lovers to return to live concerts at the NCH. The organisation also faces risks and uncertainties which would include but are not limited to international and local economic conditions, the effects on customer spending in the area of the organisation's principal activity and their effect on discretionary consumer spending in general. The Board manages these risks by endeavouring to ensure that the organisation has adequate current financial support and by actively planning livestreaming concerts and a return to live concerts programming post-COVID-19.
Reserves
The accumulated surplus on the Statement of Financial Position amounted to EUR1,478,740 at 31 December 2021 (31 Dec 2020 - EUR1,475,155). In addition, other reserves at 31 December 2021 amounted to EUR298,109 (31 Dec 2020 - EUR298,109).
Accounting Records
The measures taken by the Board to ensure compliance regarding proper accounting records are the implementation of necessary policies and procedures for recording transactions, the employment of competent accounting personnel with appropriate expertise and the provision of adequate resources to the financial function. The accounting records of the organisation are maintained at the National Concert Hall, Earlsfort Terrace, Dublin 2.

Governance
The Board of An Ceoláras Náisiúnta the National Concert Hall (‘NCH’) was established under the National Cultural Institutions (National Concert Hall) Act 2015 (‘Act’). The functions of the Board are set out in Part 3 of this Act.
The Board is accountable to the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media and is responsible for ensuring good governance and performs this task by setting strategic objectives and targets and taking strategic decisions on all key business issues.
The regular day-to-day management, control and direction of the NCH are the responsibility of the Chief Executive Officer (‘CEO’) and the senior management team (‘SMT’). The CEO and the SMT must follow the broad strategic direction set by the Board, and must ensure that all Board members have a clear understanding of the key activities and decisions related to the entity, and of any significant risks likely to arise. The CEO acts as a direct liaison between the Board and management of the NCH.
Board Responsibilities
The work and responsibilities of the Board are set out in the National Cultural Institutions (National Concert Hall) Act 2015 (‘Act’), which also contain the matters specifically reserved for Board decision. Furthermore the role of the Board is set out in the 2016 Code of Practice for the Governance of State Bodies. Standing items considered by the Board include:
• declaration of interests,
• reports from committees,
• financial reports/management accounts,
• per formance reports, and
• res erved matters.
Section 26 of the Act requires the Board of the NCH to keep, in such form as may be approved by the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media with consent of the Minister for Public Expenditure and Reform, all proper and usual accounts of money received and expended by it.
In preparing these financial statements, the Board of NCH is required to:
• select suitable accounting policies and apply them consistently,
• ma ke judgements and estimates that are reasonable and prudent,
• prepare the financial statements on the going concern basis unless it is inappropriate to presume that it will continue in operation, and
• state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements.
The Board is responsible for keeping adequate accounting records which disclose, with reasonable accuracy at any time, its financial position and enables it to ensure that the financial statements comply with Section 26 of the Act. The maintenance and integrity of the corporate and financial information on the NCH’s website is the responsibility of the Board.
The Board is responsible for approving the annual plan and budget. An evaluation of the 2021 performance of NCH by reference to the annual plan and budget was carried out on 3 December 2021.

The Board is also responsible for safeguarding its assets and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The Board considers that the financial statements of NCH give a true and fair view of the financial performance and the financial position of NCH at 31 December 2021.
Board Structure
The NCH Board consists of a Chairperson, and eight ordinary members, all of whom are appointed by the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media. The members of the Board were appointed for a period of three to five years and meet on a two monthly basis. The table below details the appointment period for current members:

The Board completed an independent evaluations of Board Effectiveness in April 2021.
The Board has established four committees, as follows:
1. Audit and Risk Committee: Reduced from four to three Board members, on the retirement of Maire O’Connor. The role of the Audit and Risk Committee (ARC) is to support the Board in relation to its responsibilities for issues of risk, control and governance and associated assurance. In particular the Committee ensures that the internal control systems including audit activities are monitored actively and independently. The ARC reports to the Board after each meeting, and formally in writing annually. The members of the ARC were: John Reynolds (Chairperson), Hilary Hough and Don Thornhill along with the CEO and the Head of Finance. There were 5 meetings of the ARC in 2021. Hilary Hough took over the Chair of the ARC in 2022.
2. Strategic HR, Organisational Development, Performance and Capability Committee (“SHRC”): Comprised three Board members, CEO and one external member. The role of the SHRC is to support the Board in their responsibilities to provide direction, and support for the organisational development of the NCH. The members of this committee were: Acting SHRC Chairperson Maura McGrath (from 24 June 2020 - 5 August 2021), SHRC Chairperson John Reynolds (6 August 2021), Robert Read and Conor Hannaway (external member). There were 10 meetings of the SHRC in 2021.

3. Development of NCH Site & Capital Planning Committee (“SCDC”): comprised five Board members and CEO. The role of the SCDC is to provide direction and support for the redevelopment of the NCH. The members of this committee were: Rebecca Gageby (Chairperson), James Cavanagh, Eleanor McEvoy (to 1 June 2021), Hilary Hough, Maura McGrath, John Reynolds and Robert Read. The NCH have engaged the services of separate project monitor to assist the committee with planning for the NCH redevelopment project who reports to the SCDC and attends regular meetings. There were 6 meetings of the SCDC in 2021.
4. Programme, Learning & Parti cipation Committee (‘PLPC’): comprises three board members. The role of the PLPC is to take a strategic overview of concert and learning and participation programming in support of the NCH’s mission. The members of this committee were: Gerard Gillen (Chairperson to retirement date 4 June 2021), James Cavanagh (Chairperson from 25 June 2021), Eleanor McEvoy (resigned 1 June 2021), Maura McGrath and John Reynolds. STATEMENT ON INTERNAL CONTROL
On behalf of An Ceoláras Náisiúnta the National Concert Hall (‘NCH’), and in relation to the year ended 31 December 2021, the Board acknowledges its responsibility for ensuring that an effective system of internal control is maintained and operated. This responsibility takes account of the requirements of the Code of Practice for the Governance of State Bodies 2016 (‘Code’) and we wish to confirm the NCH’s adoption of, and compliance with the Code.
Purpose of the System of Internal Control
The system of internal control is designed to manage risk to a tolerable level rather than to eliminate it. The system can therefore only provide reasonable and not absolute assurance that assets are safeguarded, transactions authorised and properly recorded and that material errors or irregularities are either prevented or detected in a timely way.
The system of internal control, which accords with guidance issued by the Department of Public Expenditure and Reform has been in place by the NCH for the year ended 31 December 2021 and up to the date of approval of the financial statements.
Capacity to Handle Risk
The NCH had an Audit and Risk Committee (‘ARC’) comprising three Board members. The ARC met five times in 2021.
The NCH conducts the internal audit function through an outsourced agency. The internal audit function is adequately resourced and conducts a programme of work agreed with the ARC.
The ARC developed a risk management policy for the Board which sets out its risk appetite, the risk management processes in place and details the roles and responsibilities of staff in relation to risk.
The policy has been issued to all staff who are expected to work within the NCH risk management policies, to alert management on emerging risks and control weaknesses and assume responsibility for risks and controls within their own area of work.
Risk and Control Framework
The NCH has implemented a risk management system which identifies and reports key risks and the management actions being taken to address and, to the extent possible, to mitigate those risks.
A risk register is in place which identifies the key risks facing the NCH and these have been identified, evaluated and graded according to their significance. The chair of the risk management forum is responsible for updating the ARC on any incidents and/or material changes to the risk register on a quarterly basis. All risks on the register are reviewed at least twice a year. The outcome of these assessments is used to plan and allocate resources to ensure risks are managed to an acceptable level.
The risk register details the controls and actions needed to mitigate risks and responsibility for operation of controls is assigned to specific staff. The Board confirms that a control environment containing the following elements is in place:
• the financial policies and procedures manual documents key processes,
• financial responsibilities have been assigned at management level with corresponding accountability,

• there is an appropriate budgeting system with an annual budget which is kept under review by senior management,
• there are systems aimed at ensuring the security of the information and communication technology systems,
• there are systems in place to safeguard the assets of the organisation.
Ongoing Monitoring and Review
Formal procedures have been established for monitoring control processes, and control deficiencies are communicated to those responsible for taking corrective action and to management and the Board, where relevant, in a timely way.
We confirm that the following ongoing monitoring systems are in place:
• key risks and related controls have been identified and processes have been put in place to monitor the operation of those key controls and report any identified deficiencies,
• reporting arrangements have been established at all levels where responsibility for management has been assigned, and,
• there are regular reviews by senior management of periodic and annual performance and reports which indicate performance against budgets/forecasts.
Procurement
The Board confirms that the NCH has procedures in place to ensure compliance with current procurement rules and guidelines, and that during 2021 the NCH has complied with those procedures. However, Internal Audit selected and tested a sample of seven purchases made during 2021 and found that for three purchases between €5,000 to €25,000:
a. A signed contract or other documented evidence of agreement with the supplier was not on file. b. While three quotations had been obtained for each purchase, no documented evidence had been retained on file to support the contract award decision.
Public Procurement Guidelines re tendering were not complied with as follows:
1. The NCH was asked by the Department to manage a pilot event in the Iveagh gardens on June 10th 2021, aimed at encouraging the return of live performances post COVID-19 lockdown, with a lead time of two weeks. Events, such as these, would generally require a lead time of more than three months. Without experience in running these type of events, the NCH enlisted the services of an external production company (Actavo Events (Irl) Ltd and White Van Productions), who had specific experience of running events in the Iveagh Gardens and the relevant network to be able to make this happen. Given the timeline, there was no possibility of being able to tender in the manner we always do and both Actavo Events (Irl) Ltd and White Van Productions were appointed without tender.
2. Covid Testing: JV Communications were appointed on obtaining three (3) quotations. However, as it was not anticipated at the time that Covid testing would continue for as long as it did, this was not tendered and a contract was not put in place.
Management will continue to re-enforce Public Procurement Guidelines and ensure that a signed contract or other documented evidence of agreement with the supplier (e.g. order acknowledgement or similar) are obtained and retained on file for all purchases exceeding €5,000. Adequate documentation shall be retained on file to support the contract award decision.
Remote Working
The NCH updated its Financial Policies and Procedures in 2021 to take account of remote working and identified interim changes in Control Procedures whilst remote working is in place.

Review of Effectiveness
The Board confirms that the NCH has procedures to monitor the effectiveness of its risk management and control procedures. The NCH monitoring and review of the effectiveness of the system of internal control is informed by the work of the internal and external auditors, the ARC which oversees their work, and the senior management within the NCH responsible for the development and maintenance of the internal financial control framework.
The Board conducted an annual review of the effectiveness of risk management and internal controls for 2021 on 30 March 2022, as recorded in the Board minutes of 30 March 2022, and confirmed their adequacy.
Internal Control Issues
No weaknesses in internal control were identified in relation to 2021 that require disclosure in the statements, beyond what is disclosed under procurement above.
Covid-19
The actions taken by the NCH to facilitate remote working in 2020 continued in 2021, including:
• Continuous assessment of significant risks pertaining to the COVID-19 pandemic and the ability of the NCH to respond effectively.
• En suring robust segregation of duties.
• En suring all existing data protection and records management policies and procedures continue to apply in the remote working environment and are monitored and reported on as normal.
• En suring that staff members access NCH’s network using the NCH’s approved ICT equipment and that all staff members working remotely have been equipped with the necessary ICT equipment.
No weaknesses in internal controls were identified as a result of changes implemented during the pandemic, but continuous assessment of internal control has continued and if any weaknesses are found, corrective measures will be implemented where necessary.

Responsibilities of the Comptroller and Auditor General
I am required under section 26 of the National Cultural Institutions (National Concert Hall) Act 2015 to audit the financial statements of the National Concert Hall and to report thereon to the Houses of the Oireachtas.
My objective in carrying out the audit is to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement due to fraud or error. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the ISAs will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.
As part of an audit in accordance with the ISAs, I exercise professional judgment and maintain professional scepticism throughout the audit. In doing so,
• I id entify and assess the risks of material misstatement of the financial statements whether due to fraud or error; design and perform audit procedures responsive to those risks; and obtain audit evidence that is sufficient and appropriate to provide a basis for my opinion. NOTES TO THE FINANCIAL STATEMENTS
1. Accounting Policies
The significant accounting policies adopted by the NCH which have been applied consistently throughout the year are as follows:-
1.1. Statement of Compliance
The financial statements of the NCH for the year ended 31 December 2021 have been prepared in accordance with FRS 102, the financial reporting standard applicable in the UK and Ireland issued by the Financial Reporting Council (FRC).
1.2. Basis of Preparation
The financial statements have been prepared on the going concern basis under the historical cost convention. The financial statements are in the form approved by the Board, with the concurrence of the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media and the concurrence of the Minister for Public Expenditure and Reform. The NCH is a public benefit entity and has charitable tax status.
1.3. Currency
i Fu nctional and Presentation Currency
Items included in the financial statements are measured using the currency of the primary economic environment in which the NCH operates ("the functional currency”). The financial statements are presented in Euro, which is the body's functional and presentation currency and is denoted by the symbol “€”.
ii Transactions and Balances
Foreign currency transactions are translated into the functional currency using the exchange rates at the dates of the transactions. At each period end foreign currency monetary items are translated using the closing rate.
1.4. Revenue
Revenue is recognised to the extent that the NCH obtains the right to consideration in exchange for its performance and is exclusive of value added tax.
Revenue from the provision of services is recognised in the accounting period in which the services are rendered and the outcome of the contract can be estimated reliably.
1.5. Exchequer Grants
Revenue exchequer grants are recognised in the Statement of Income & Expenditure where there is reasonable assurance that the grant will be received and the NCH has complied with all attached conditions.
The grant is comprised of both i) current and ii) capital elements. The current grant is detailed in the Statement of Income & Expenditure and the capital grant is stated at note 16. Capital grants are applied for the acquisition of fixed assets. Capital grants are amortised to the Statement of Income & Expenditure over the same period in which the underlying assets are depreciated.

1.6. Property, Plant and Equipment and Depreciation
Tangible assets are stated at cost less accumulated depreciation.
The depreciation charge is calculated to write off the book value of each Fixed Asset during its expected normal life on a straight-line basis at the following rates :-

Assets are reviewed for impairment whenever events or changes in circumstances indicate that the carrying amount may not be recoverable. An impairment loss is recognised for the amount by which the assets ca rrying amount exceeds its recoverable amount.
The recoverable amount is the higher of an asset’s fair value less costs to sell and value in use. Value in use is defined as the present value of the future cash flows obtainable as a result of the assets continued use.
If the recoverable amount of the asset is estimated to be lower than the carrying amount, the carrying amount is reduced to its recoverable amount.
If an impairment loss subsequently reverses the carrying amount of the asset is increased to the revised estimate of its recoverable amount but only to the extent that the revised carrying amount does not exceed the carrying amount that would have been determined (net of depreciation) had no impairment loss been recognised in prior periods. A reversal of an impairment loss is recognised in the statement of income and expenditure.
1.7. Receivables
Receivables consist of trade and other debtors. A provision for non-recovery of receivables is recognised when there is objective evidence that the NCH will not be able to collect all amounts due. The amount of the provision is the difference between the assets carrying amount and the estimated recoverable value.
1.8. Cash and Cash Equivalents
Cash and cash equivalents include cash on hand, demand deposits and other short term highly liquid investments with original maturities of three months or less. Bank overdrafts are shown within borrowings in current liabilities on the statement of financial position.

1.9. Payables
Payables comprise trade and other creditors and are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities.
1.10. Provisions
Provisions are recognised when the NCH has a present legal or constructive obligation as a result of past events: it is probable that an outflow of resources will be required to settle the obligation; and the amount of the obligation can be estimated reliably.
Provisions are measured at the present value of the expenditure expected to be required to settle the obligation.
1.11. Contingencies
Contingent liabilities, arising as a result of past events, are recognised when a) it is probable that there will be an outflow of resources or that an amount could be reliably measured at the reporting date or b) when the existence will be confirmed by the occurrence or non-occurrence of uncertain future events not wholly within the organisation's control. Contingent liabilities are disclosed in the financial statements unless the probability of an outflow of resources is remote.
Contingent assets are only recognised in the financial statements when an inflow of economic benefits is probable.
1.12. Employee Benefits
The NCH provides a range of benefits to employees. Short term benefits, including holiday pay and other similar non-monetary benefits, are recognised as an expense in the period in which the service is received. Expenditure on pensions and lump sums will fall to be met from the Concert Hall's resources as they become payable. This expenditure will be taken into account in calculating the annual Grant. Please refer to Note 23 for further information.
The National Concert Hall previously established its own defined benefit pension scheme, funded annually on a pay-as-you-go basis from monies provided through its annual grant from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media. The National Concert Hall also operates the Single Public Services Pension Scheme (“Single Scheme”), which is a defined benefit scheme for pensionable public servants appointed on or after 1 January 2013.
1.13. Capital Redevelopment Reserve
The National Concert Hall decided to set up a capital redevelopment reserve the purpose of which is to fund future redevelopment costs of the Hall. All decisions in the use of this reserve are subject to the approval of the Board. Please refer to Note 17.

2. Critical Accounting Judgements and Estimates
The preparation of these financial statements requires the directors to make judgements, estimates and assumptions that affect the application of policies and reported amounts of assets and liabilities, income and expenses. Judgements and estimates are continually evaluated and are based on historical experiences and other factors, including expectations of future events that are believed to be reasonable under the circumstances.
The NCH makes estimates and assumptions concerning the future. The resulting accounting estimates may not equal the related actual result. The estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are discussed below.
a) Establishing useful economic life for depreciation purposes of fixed assets
Fixed assets comprise a material portion of total assets. The annual depreciation charge depends primarily on the estimated useful economic life of each type of asset and estimates of residual values. Changes in asset useful lives can have a significant impact on depreciation and amortisation charges for the period. Details of estimated useful economic lives is included in the accounting policies.
3. Transfer of Engagement
On 1 February 2016 the National Concert Hall was established as a statutory body. On that date the activities of the predecessor body (An Ceoláras Náisiúnta, The National Concert Hall Company Limited) were transferred to An Ceoláras Náisiúnta the National Concert Hall and amounted to €1,570,230.

Exchequer grants received from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media for the accounting period ended 31 December 2021 amounted to €3,934,000 (2020 - €3,633,697). In addition, the value of capital grants received was €271,900 (2020 - €469,434). No overtime has been paid to management. Allowances are not paid to management or other staff. Board members provide their services on a pro-bono basis. As the principal management decision maker and conduit for carrying out the Board’s instructions, the CEO’s remuneration package is detailed at Note 20. 23. Retirement Benefit Costs
a. The cost of servicing retirement benefits for the period amounts to €945,194 (2020: €737,000). This is comprised of the current service costs of €713,000 outlined in section (c) below together with the interest on retirement benefit scheme liabilities of €118,000 and the lump sum value paid to one retiree of €114,194. The net deferred funding for pensions of €745,059 includes the funding recoverable in respect of current year pensions of €831,000 less state grant to pay pensions of €85,941. Certain comparative figures for the period have been re-classified and re-presented on the same basis as those for the current year.
b. Deferred Retirement Benefit Funding Asset
The National Concert Hall recognises these amounts as an asset corresponding to the unfunded deferred liability for retirement benefits on the basis of a number of events. These events include the statutory basis for the establishment of the National Concert Hall on 1st February 2016; the transferral of pensions’ liabilities from the former NCH Company to the NCH as a statutory body; correspondence from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media that reasonable assurances are understood to exist from the State that it will fund the future costs of the NCH’s pension liabilities and the policy and practices currently in place in the public service in relation to recording and funding the future pensions’ costs of public bodies.

d. General Description of Schemes
The National Concert Hall Staff Superannuation Scheme 1987 is a defined benefit final salary pension arrangement with benefits defined by reference to the National Concert Hall Staff Superannuation Scheme 1987 and to the current “model” public sector scheme regulations.
The scheme provides a pension (1/80th per year of service), a lump sum on retirement (3/80th per year of service) and spouses’ and childrens’ pensions.
Normal retirement age is a member’s 65th birthday, with an entitlement to retire without actuarial reduction from age 60.
Pensions increase, subject to Ministerial approval, in line with relevant pay increases applicable to serving staff. Such pension increases are effective from the same dates as pay increases.
Although the scheme continues to operate under the terms of the National Concert Hall Staff Superannuation Scheme 1987, its establishment has not yet been formalised under statute. The scheme is an unfunded defined benefit superannuation arrangement with benefits payable on a pay-as-you-go basis from the NCH’s core funding.

In accordance with Section 20 of the National Cultural Institutions (National Concert Hall) Act 2015 (“Act”) pensions’ liabilities of the NCH Company became from establishment day on 1st February 2016, the liabilities of the NCH. This section also provides that superannuation benefits awarded to, or in respect of a transferred person, shall be subject to such terms and conditions as are not less favourable to him or her than the terms and conditions in relation to the grant of such benefits under the superannuation scheme or arrangement that immediately before the establishment day apply to, or in respect of, that person.
Expenditure on pensions’ and lump sums fall to be met from the NCH’s resources as they become payable. This expenditure is taken into account when calculating the body’s grant.
The National Concert Hall previously established its own defined benefit pension scheme, funded annually on a pay-as-you-go basis from monies provided through its annual grant from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media. The National Concert Hall also operates the Single Public Services Pension Scheme (“Single Scheme”), which is a defined benefit scheme for pensionable public servants appointed on or after 1 January 2013. Single Scheme members’ contributions are paid over to the Department of Public Expenditure and Reform (D/PER) and which amounted to €29,895 and €24,833 for the years ended 31 Dec 2021 and 2020 respectively.
Pension costs reflect pension benefits earned by employees and are shown net of staff pension contributions. Superannuation deductions in respect of the Spouses and Children’s Superannuation Scheme are retained by the National Concert Hall and recognised as a liability (please refer to Note 14).
The defined benefit obligation figure relating to the Single Scheme is included in the total defined benefit obligations figures of €16,940,559 (2020: €14,757,191) in Note 23 (c).
The evaluation methodology used has been based on a full actuarial valuation made by a qualified independent actuary taking into account the requirements of Financial Reporting Standard 102 in order to assess the schemes’ liabilities as at 31 December 2021.

24. Going Concern in Light of Coronavirus
The National Concert Hall was established as a statutory body under the National Cultural Institutions (National Concert Hall) Act 2015. As a statutory body it is expected that the NCH would have access to sources of capital from the State should they be required. The NCH as a satisfactorily capitalised body finds that there is no material uncertainty that it is aware of, on its ability to continue as a going concern.
Management is not aware of such uncertainty as it relates to the Coronavirus or to any other conditions that may cast significant doubt upon the NCH’s ability and as supported by the State, to continue as a going concern.
The NCH continued remote working, for relevant staff, as a result of the Covid-19 pandemic during 2021. While the pandemic has posed significant challenges to the business operations of the NCH, the State did provide a supplementary grant of €370,000 that resulted in a small surplus. During 2022 the NCH has experienced a slow but steady return of audiences. The Board is satisfied that these Financial Statements should be prepared on a going concern basis.

Rinne an CÁN sruthú beo ar 90 ceolchoirm agus imeacht lena n-áirítear máistir-ranganna, ceardlanna agus cainteanna thar ardáin saor in aisce agus íoctha le linn na bliana 2021. Mheall an léiriú de chuid James Vincent McMorrow i nGairdíní Uíbh Eachach i mí Meithimh, an chéad cheolchoirm dá leithéid in Éirinn le 18 mí anuas, beagnach 17,000 lucht féachana ar leith san iomlán.
Le linn na bliana 2021, leanadh lenár gclár Foghlama agus Rannpháirtíochta ar líne agus d'fhilleamar ar ghníomhaíocht phearsanta éigin faoi dheireadh na bliana. D’éirigh linn teacht ar lucht féachana nua agus reatha, agus dhíríomar ár ngníomhaíocht orthu siúd is mó a ndeachaigh an paindéim i bhfeidhm orthu. Áiríodh leis seo na ceolchoirmeacha ar líne a thacaíonn leis an néaltrú, an ceol le haghaidh na folláine mheabhrach, an Ceol in Ospidéil na Leanaí, agus cuairteanna ar Ospidéal Náisiúnta na hAthshlánaithe.

Thacaíomar le daoine óga sa bhaile agus sna scoileanna leis an leagan ar líne dár gclár Quavers to Quadratics , ag fiosrú na heolaíochta tríd an gceol agus an bhfuaim. Chuireamar sruth beo den léiriú álainn Wunderground i láthair le Ceol Connected , agus chuireamar raon ceardlanna i láthair do dhaoine óga mar chuid de Chruinniú na nÓg.
Agus ag leanúint linn lenár dtacaíocht a thabhairt dár gceoltóirí óga agus dóibh siúd ag teacht chun cinn, chuireamar raon leathan na máistir-ranganna, ceardlanna agus imeachtaí eile r líne ar fáil, lena n-áirítear an dara leagan ar líne de Mháistirchúrsa Idirnáisiúnta bliantúil an CÁN i mí Lúnasa; Sparántacht Bernadette Greevy d'Amhránaithe; Clár na mBan-Stiúrthóra; agus Creative Lab (Saotharlann na Cruthaíochta), clár nua a thacaíonn le cumadóirí óga ó phobail ar lagionadaíochta.
Lean ár gcuid ensemble an pobail ar aghaidh ar líne agus go pearsanta, lena n-áirítear ceolfhoireann an CÁN do cheoltóirí níos sine agus ag teacht ar ais; cór pobail an CÁN, An Cheolfhoireann Gamelan, agus an Percussion Lab.
Is mian a thabhairt faoi deara an tacaíocht a bhfuaireama ón Aire Catherine Martin TD agus ón fhoireann díograsach aici sa Roinn Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus Meán (RTCÉGSM) agus gabhaimid ár mbuíochas ó chroí leo. Cé go raibh bonn na costas athraitheach de chuid an CÁN níos ísle mar gheall ar leibhéal níos ísle na n-imeachtaí beo, táimid buíoch as an Deontas Forlíontach a bhfuaramar. Chuir a leithéid ar chumas an CÁN leanúint ar aghaidh ag tabhairt taitneamh an cheoil bheo don phobal trí léirithe ar líne sula bhfilleamar ar imeachtaí pearsanta agus, ag an am céanna, an chothromaíocht a choinneáil san airgeadas don bhliain 2021 agus staid mheá ar mheá a thuairisciú ag deireadh na bliana.
Tá an Bord thar a bheith sásta go bhfuil Ráiteas Straitéise an CÁN (2022 – 2026) curtha i gcrích aige. Déanfaidh a leithéid cur síos ar chonair an CÁN don chéad 5 bliana eile agus tá na pleananna i bhfeidhm i láthair na huaire faoi cheannaireacht ár bPríomhfheidhmeannach agus a Fhoireann Ardbhainistíochta chun toradh rathúil a chinntiú dár Lucht Féachana, dár bPátrúin dár gCairde. Leagann sé amach:
Ár bhFís: A bheith mar cheann scríbe inspioráideach an cheoil a bhfuil cáil dhomhanda air, le rochtain ar fáil do chách, agus a chuireann le timpeallacht chultúrtha na hÉireann
Ár gCuspóir: A bheith mar spás beo don cheol, le haghaidh taitneamh, ceangail agus rannpháirtíocht fadsaoil sa cheol do chách. Baineann dhá bhunchloch mar bhonn agus thaca leis an Straitéis seo:
1. Athfhorbairt an cheolárais. Sé seo an tosaíocht is géire don CÁN faoi láthair, agus táimid ag obair go dlúth leis an OOP, leis an Roinn Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus Meán agus leis an Rialtas chun an tionscadal seo a chur chun cinn.
2. An Cheolfhoireann Shiansach Náisiúnta (CSN) a aistriú ó RTÉ go dtí an CÁN. Cuireann sé áthas orm a dhearbhú gur cuireadh an t-aistriú seo ar bhonn foirmiúil ar an 24 Eanáir 2022. Cuirimid fáilte roimh an aistriú seo agus creidiid gur gné lárnach é do straitéis an cheolárais againne agus d’fhorbairt an cheoil shiansach in Éirinn.
3. Treoróidh na luachanna againne i leith an CÁN sinn go léir chun a chinntiú go gcomhlíonfaimid an méid a bhfuiltear ag súil uainn maidir le rialachas agus mar chaomhnóirí a leithéid Institiúid íocónach an Chultúir den sórt sin. Seasfaimid go daingean leis an éagsúlacht agus leis an lánpháirtíocht agus freastalóimid mar eiseam-láirí dá leithéid ar fud gach gníomhaíocht atá á dhéanamh againn. Beimid ar son féin agus lena chéile cuntasach as gach a theastaíonn d,fhonn a leithéid a leabú agus a ghlacadh.

Is mian liomsa mar Chathaoirleach agus le mo chomh-stiúrthóirí aitheantas a thabhairt don tacaíocht leanúnach a fhaighimid ón OOP agus sinne ag dearadh agus ag pleanáil ról an CÁN sna blianta amach anseo. Aithnímid freisin an teagmháil againn le RTÉ agus na hiarrachtaí acu maidir le haistriú rianúil a dhéanamh ar an bhfreagraíocht as an CSN. Is mór againn tacaíocht leanúnach ár n-urraitheoirí a d’fhan dílis dúinn, go mór mór le linn bliana nuair a tháinig deireadh lenár léirithe beo agus nuair a bhí orainn bogadh ar líne.
Ba mhaith liom mo bhuíochas pearsanta a admháil don tacaíocht leanúnach a fuair mé ó mo chomh-stiúrthóirí agus a gcuid díograis gan staonadh le linn na bliana 2021 – go raibh maith agaibh. Gabhaim buíochas ar leith dár bpátrún, an tUachtarán Michael D. Higgins, agus a bhean chéile Sabina, sár-thacaithe díograiseacha na hEalaíona. RÉAMHRÁ AN PHRÍOMH-OIFIGEACH FEIDHMIÚCHÁIN
Níorbh fhéidir gur tráth níos neamhghnách a bheith ann i mí Feabhra na bliana 2021 chun tús a chur le mo ról mar Phríomhfheidhmeannach an Cheolárais Náisiúnta. Ba thréimhse gruama í agus sinne faoi dhíonghlasáil inár gcuid tithe, bhí an ceóláras tréigthe dorcha agus ní raibh radharc nó plean ar bith le feicéail ar an mbealach amach dúinn as an bpaindéim. Cé go raibh mé ag obair ón mbaile ar dtús, chuir an tacaíocht ónár mBord, ón Roinn agus ó fhoireann an CÁN ar mo chumas go han-tapa an baint a bhí agam leis an eagraíocht a bhraith, a bheith in ann cur léi agus a bheith i gceannas uirthi le linn na héiginnteachta agus na corraitheachta. Bhí an t-ádh dearg orm a bheith in ann cur leis an dul chun cinn a rinne mo réamhtheachtaí, Simon Taylor, agus an Fhoireann Bhainistíochta Shinsearach, i rith na bliana roimhe sin, maidir le hoiriúnú don pharaidím nua, ag tabhairt isteach na teicneolaíochta agus na scileanna digiteacha ríthábhachtacha don fhoireann agus don cheoláras chun cur ar chumas an CÁN leanúint ar aghaidh lena dhualgas reachtúil a chomhlíonadh, le tacaíocht a thabhairt do na healaíontóirí agus leis an nasc a choinneáil lenár lucht féachana trí chraoltaí sruthaithe.
Ó earrach na bliana seo caite, bhí an CÁN in ann clár suntasach agus oiriúnach na léirithe beo-sruthaithe seachtainiúla a chur ar fáil. Léiríodh iad seo go léir i ndlúth-chomhoibriú le pobal na n-ensembles comhpháirtíochta againn, le Ceolfhoireann Shiansach Náisiúnta RTÉ agus le ceoltóirí mór le rá eile na hÉireann .
Cuireadh an tsraith ceolchoirmeacha beo-sruthaithe ar fáil trí Chomhpháirtíocht na Nuálaíochta le Davy a gheall an tacaíocht a thabhairt do cheoltóirí cumasacha agus do léirithe den scoth ar an stáitse agus ar líne. Aithníodh an chomhpháirtíocht seo níos déanaí sa bhliain, ag Gradaim an Ghnó don Ealaíon i leith na hUrraíochta Móra is Fearr sa bhliain.
I measc bhuaicphointí na gceolchoirmeacha beo-sruthaithe seo, bhí:
Spring/Summer Variations , sraith de shé cheoilchoiem a bhí mar aidhm acu sólás agus speagadh an cheoil a chur ar fáil, ag tairiscint scoth an cheoil chlasaicigh don lucht féachana le saothair éagsúla ó Cheolfhoireann Aireagail na hÉireann, Celine Byrne, Vanbrugh Quartet, Camerata Éireann agus Ceolfhoireann Aireagail na hÉireann.
Notes from a Quiet Land (Nótaí as Tír Chiúin). Léiriú den scoth, arna chomhchoimeád ag Gary Sheehan agus Sinead Gleeson, ina raibh ceol agus focail ó chuid de na ban-ealaíontóirí is mó le rá in Éirinn agus iad ag freagairt ar chiúnas cultúrtha na bliana seo caite.
Freagairt chruthaitheach chumhachtach tráthúil a bhí i Breaking the Silence (Briseadh an Chiúnais) ar oidhreacht institiúidí máithreacha agus leanaí na hÉireann inar ghlac marthanóirí, scríbhneoirí agus ealaíontóirí páirt. Glacadh go han-mhaith leis seo agus mheall sé lucht féachanna 3,300 duine chuige.
Comhoibriú le District a bhí in Extraterrestrial ina raibh an file clúiteach Felispeaks i gceannas air. Bhí sé mar aidhm ag an gceolchoirm taipéis chultúrtha shaibhir na hÉireann a léiriú, trí théamaí na féiniúlachta, an chine agus an phobail a shnaidhmeadh le chéile trí lionsa príomhealaíontóirí an oileáin.
Thosaigh an Ceolfhoireann Shiansach Náisiúnta RTÉ arís ar a séasúr ceolchoirmeacha gach oíche de hAoine ón gceoláras i mí Márta le craoladh beo ar shuíomh Gréasáin RTÉ agus ar Lyric FM.

Bogadh eagráin na bliana 2021 de New Music Dublin agus de Tradition Now ar líne agus d’éirigh thar barr leo, rud a léirigh leibhéil eisceachtúla na hinoiriúnaitheachta agus na haclaíochta.
I measc na gceolchoirmeacha a rinne ealaíontóirí Éireannacha clúiteacha, bhí iad siúd á gcur i láthair ag Sharon Shannon agus Christy Moore.
Ag deireadh mí Bealtaine, d’iarr an Roinn Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus Meán ar an CÁN imeacht píolótach beo a chur ar fáil, chun inmharthanacht na feidhmíochta amuigh faoin aer a thástáil le linn aois an Covid. Ba é seo an chéad cheolchoirm in Éirinn le lucht féachana beo ó dhúnadh na hionaid ar fud na tíre mar thoradh ar an bpaindéim i mí Márta na bliana 2020. Gan ach fógra coicíse acu, tháinig foireann an CÁN le chéile chun ceolchoirm iontach a léiriú i nGairdíní Uíbh Eachach do 500 duine, faoi cheannas James Vincent McMorrow agus le Sorcha Richardson mar aoi-ealantóír ar leith. D’éirigh thar barr leis an imeacht, ag baint amach aiseolas thar a bheith dearfach ón lucht féachana agus ó na meáin. Chuir sé léargas spreagúil ar fail ar an saol iar-phaindéimeach agus chruthaigh sé freisin an méid a bhfuil ar chumas fhoireann an CÁN a dhéanamh nuair a thugtar an dúshlán dóibh rud éigin eisceachtúil a sheachadadh.
Ar an 9 Meán Fómhair, bhí an CÁN in ann athoscailt i ndiaidh eatramh 18 mí ar lá ár gcomórtha 40 bliain le léiriú ó Cheolfhoireann Aireagail na hÉireann agus ón Libra Ensemble, leis an pianódóir Finghín Collins.
Chuir sé seo tús le filleadh seasta an lucht féachana agus na gceolchoirmeacha faoi réir dian-phrótacail sábháilteacht na Covi, ina measc líon teoranta an lucht féachana, scanadh deimhnithe an vacsaínithe, beáir dúnta agus an scaradh sóisialta.
Ba mhór an tráth é comóradh 40 bliain an CÁN freisin chun tús a chur le Refractions , sraith ina raibh breis agus 30 ceolchoirm ar an stáitse ó mhí Mheán Fómhair go dtí mí na Nollag ag tairiscint imeachtaí éagsúla ar líne agus beo don lucht féachana a dtaitneodh le gach blas an cheoil. I measc na a leithéid cheolchoirmeacha, bhí an t-eagrán is déanaí de Tradition Now, sraith Aireagail tráthnóna Dé Domhnaigh, léirithe ó Cheolfhoireann Aireagail na hÉireann, ó Chamerata Éireann agus ó Cheolfhoireann Aireagail na hÉireann agus an léiriú Raise Our Voices leis an mezzo-soprano Tara Erraught.
Lean an dianchonair chéim ar chéim seo ar aghaidh trí thimpeallacht Covid tríd an bhfómhair agus tríd an ngeimhridh. Ba buaicphointe suntasach na healaíne é ceiliúradh an dhá pháirt ar shaol agus ar oidhreacht Sheáin Uí Riada le sár-shaothair á thabhairt iontu ag CSN RTÉ, Crash Ensemble, Peadar Ó Riada agus an aisteoir Stephen Rea.
D’óstaigh an CÁN roinnt imeachtaí chun céad bliain an Chonartha Angla-Éireannaigh a chomóradh. Ina measc bhí Amhráin an Chonartha, tionscadal nua ag comóradh síniú an chonartha inar ghlac Lisa O’Neill, Gemma Dunleavy, John Spillane, Karan Casey, Maija Sofia, Duke Special agus aoi ar leith Christy Moore. Baineadh úsáid as Seomra Caoimhín de Barra chun an dráma An Conradh le Colin Murphy a chur ar stáitse. Bhain suntas ar leith leis an ócáid mar gur baineadh úsáid as na seomraí mar áit chruinnithe don dara Dáil ina reáchtáladh díospóireachtaí an chonartha.
Ar an 5 Samhain, thárla filleadh corraitheach buan an CSN RTÉ ar stáitse an CÁN le John Wilson ag stiúradh oíche ceoil de chuid Britten, Dove agus Elgar.
Rinne ceolchoirm cheiliúrtha, i láthair ár bPátrún, Michael D. Higgins agus a bhean chéile Sabina, comóradh oifigiúil ar 40 bliain an CÁN mar Fhoras Náisiúnta um Chultúr Ceol na hÉireann agus aistriú an CSN agus na gcór a bhí le teacht. Faoi cheannais an phríomhstiúrthóra, Jaime Martín, bhí Fanfare le Brian Byrne, Eitilt le Anne-Marie O’Farrell agus Siansa Uimh. 9 ón Domhain Nua le Dvorák ar chlár na hoíche. Ba mheabhrúchán cumhachtach é an cheolchoirm ar gach ar fhulaing an tír, ar an teacht chun cinn as tréimhse trámach do na healaíona agus don chultúr in Éirinn agus ar an ionchas go bhfuil ré spraíúil nua an cheoil i ndán don Cheoláras Náisiúnta.

Le linn na tréimhse seo, d’éirigh thar bharr le hoiriúnú an chláir um Fhoghlaim agus Rannpháirtíocht de chuid an CÁN do raon leanúnach na ngníomhaíochta ar líne a chur ar fáil thar réimsí éagsúla agus lean siad ar aghaidh lena gcuid oibre a dhíriú ar an gcéad dul síos orthu siúd is mó a ndeachaigh an phaindéim i bhfeidhm orthu. Ina measc tá Tea Dance Tunes (Poirt an Rince Tae), sraith na gceolchoirmeacha ar líne a thacaíonn leis an néaltrú; cleachtaí cór don Sing Out Choir (An Cór os Ard), seisiúin de chuid an Blow the Dust Orchestra (Ceolfhoireann Séideadh na Smúite), máistir-ranganna do cheoltóirí óga, agus cuairteanna fíorúla an chláir Music in Children’s Hospitals (An Ceol in Ospidéil na na Leanaí) le Kids’ Classics (Clasaicí na bPáistí).
Leanadh ar aghaidh leis an gclár beo in Ospidéal Náisiúnta an Athshlánúcháin ar feadh an gheimhridh, mar fhreagra ar an meas a chuireann an t-ospidéal ar na seirbhísí seo.
Reáchtáladh trí mháistir-rang eile freisin mar chuid de Shraith Máistir-ranganna an Earraigh ina raibh ce oltóirí-múinteoirí Éireannacha clúiteacha agus tallanna Éireannacha an cheoil atá ag teacht chun cinn. Ghlac Paul Roe (clarinéid), Aura Stone (dos dúbailte), agus Richard O’Donnell (cnaguirlisí) páirt sa tsraith seo.
Ghlac ár bhfoireann na Foghlama agus na Rannpháirtíochta príomhról i bhforbairt an tionscnaimh ríthábhachtacha nua dar teideal Creative Lab (Saotharlann na Cruthaíochta), i gcomhpháirtíocht le Accenture agus Toy Show. Ag an am céanna lenár ngníomhaíocht ealaíonta, lenár dtacaíocht d'ealaíontóirí agus leis an nasc lenár lucht éisteachta a choimeád beo, chuaigh an CÁN i mbun roinnt tionscadal agus tionscnamh lena mbaineann tábhachtacht straitéiseach ar leith leo. Ina measc bhí críochnú agus cur isteach Cás Tosaigh an Ghnó maidir le hathfhorbairt suíomh an CÁN.
Chuir sé seo mionchur síos ar fáil ar na roghanna féideartha don CÁN amach anseo. Agus a leithéid á dhéanamh, leag sé amach anailísí éagsúla lena n-áirítear mionanailís ar an éileamh agus measúnú an airgeadais, na eacnamaíochta agus na hinacmhainneachta. Bunaithe ar na torthaí a tháinig as, bhí an CÁN in ann moladh a dhéanamh mar thaca leis an rogha a d’fhágfadh go ndéanfaí athfhorbairt agus nuachóiriú ar an limistéar ar fad laistigh de scóip an tionscadail ag Ardán Phort an Iarla. Téann sé seo níos faide ná oibreacha riachtanacha na tógála atá ag teastáil go práinneach chun an suíomh a ardú go dtí na caighdeáin idirnáisiúnta a mbaineann le léiriú an cheoil, leis na rochtain do chách agus le inbhuanaitheacht an chomhshaoil. Sé an rogha a moladh an t-aon ceann amháin a n-éireodh le líon mór na n-achar folamh, neamhúsáidte agus lofa laistigh den suíomh a athghníomhachtú agus a chur ar chumas an CÁN a fhís a bhaint amach: sé sin, ionad inspioráideach an cheoil le cáil dhomhanda air, le rochtain do chách agus ag cur go mór le timpeallacht cultúrtha na hÉireann. Tá an eagraíocht ag fanacht le cinneadh ón rialtas maidir leis an infheistíocht atá de dhíth.
Go luath i ndiaidh dom mo thréimhse oibre a thosú, chuaigh mé i gceannas ar thionscadal cuimsitheach chun ráiteas nua na straitéise a chur le chéile don CÁN. Chuimsigh sé seo próiseas fada comhairliúcháin chun éisteacht le pobal leathan ár lucht tacaíochta, ár gcomhpháirtithe agus ár gcairde a gcuireann go léir leis an CÁN a dhéanamh mar atá sé inniu. I measc a leithéid oibre, rinneamar roinnt suirbhéanna ar bhunachar sonraí ár lucht féachana, ar fhócasghrúpaí ár gcuid geallsealbhóirí, ar agallaimh duine le duine le pobal na hÉireann, ar bhaill reatha den lucht féachana, ar shaingheallsealbhóirí, ar ealaíontóirí óga atá ag teacht chun cinn agus ar Bhord agus ar fhoireann an CÁN. Tá sé mar aidhm ag an straitéis a tháinig as seo, agus úsáid á baint aici as deich bpríomhthéama, bunchloch próiseas pleanála an ghnó bhliantúil againn a chur le chéile agus leagann sí amach na príomhthosaíochtaí againn don chúig bliana amach romhainn as a dtiocfaidh méadú inbhuanaithe ar líon ár lucht éisteachta, as a laghdóidh ár dtionchar ar an timpeallacht agus as a mhéadóidh an rochtain, an éagsúlacht agus an cuimsiú i ngach rud atá á dhéanamh againn.

Bunaíodh forbairt na straitéise nua ar aistriú na Ceolfhoirne Siansaí Náisiúnta, an Chóir Fhiolarmónaigh, Cór Linn agus Cor na nÓg go cúram an CÁN. Léiríonn an straitéis an chaoi a thabharfaimid, mar eagraíocht chomhcheangailte amháin, tacaíocht d'forbairt an CÁN agus na gcór chomh maith le conas a dhéanfaimid infeistíocht iontu ionas go ndéanfar á bhforbairt mar Cheolfhoireann Shiansach a mbeidh meas náisiúnta agus idirnáisiúnta orthu. Déanfaimid clár uaillmhianach ceoil a sheachadadh chun deiseanna a fhorbairt agus a mhéadú do dhaoine óga agus dóibh siúd ó phobail éagsúla, ag tabhairt rochtain níos fearr dár lucht éisteachta uile ar chumhacht na folláine agus an spreagtha a thagann as an gceol.
Rinneadh mórán oibre chun an tionscadal a chur chun cinn i rith na bliana agus tháinig sé chun críche ar an 24 Eanáir 2022 nuair a críochnaíodh an aistriú foirmiúil an CSN ó RTE go dtí an CÁN.

Tá áthas ar an mBord a Thuarascáil a chur isteach mar aon le ráitis an airgeadais don bhliain dar críoch 31 Nollaig 2021.
Príomhfheidhmeanna agus Athbhreithniú Oibríochtúil Siad príomhfheidhmeanna na heagraíochta faoin Acht um Institiúidí Cultúrtha Náisiúnta (Ceoláras Náisiúnta) 2015 ná: (a) an t-ionad náisiúnta a chur ar fáil agus a oibriú, agus aird a thabhairt do chaighdeáin idirnáisiúnta agus do dhea-chleachtas, chun gníomhaíochtaí ceoil, cruthaitheacha, ealaíne agus cultúrtha a léiriú, a thuiscint agus taitneamh a bhaint astu, lena n-áirítear ceolchoirmeacha agus ceadail a bhfuil luach ealaíne, oideachais agus cultúrtha iontu a chur chun cinn, (b) ar m haithe le leas an phobail, feidhmíocht, eolas, meas, cruthú agus taitneamh an cheoil a chur chun cinn agus tacú leis mar chuid lárnach de shaol na hÉireann, (c) siamsaíocht a thabhairt don phobal, eolas a thabhairt dóibh agus teagmháil a dhéanamh leo trí thaithí ar an gceol, agus (d) ui lechuimsitheacht, rannpháirtíocht, cruthaitheacht agus turgnamh sa cheol a spreagadh agus a chur chun cinn trí bhaint le daoine agus pobail éagsúla mar thaibheoirí, rannpháirtithe, cumadóirí nó baill den lucht féachana.

Tá na cuntais don bhliain dar críoch 31 Nollaig 2021 leagtha amach ar leathanaigh 18 go 33. Taispeánann torthaí na tréimhse seo ar na gnáthghníomhaíochtaí, agus tar éis á n-aistriú chuig cúlchiste athfhorbartha caipitil, barrachas de €3,585 (sa bhliain 2020 - barrachas de €1,097).
Príomh-Rioscaí agus Príomh-Éiginnteachtaí
Baineann na príomhrioscaí agus na príomhéiginnteachtaí a mbeidh tionchar acu ar an eagraíocht don bhliain amach romhainn le himpleachtaí uainiúcháin, oibríochta agus airgeadais athfhorbairt an Cheolárais Náisiúnta agus aistriú na Ceolfhoirne Siansaí Náisiúnta chuigem, m.sh. éifeacht COVID-19 ar an dúil atá ag lucht an cheoil filleadh ar cheolchoirmeacha beo ag an gCÁN. Tá rioscaí agus éiginnteachta os comhair na heagraíochta freisin a chuimseodh ach nach mbeadh teoranta do dhálaí eacnamaíocha idirnáisiúnta agus áitiúla, do na héifeachtaí ar chaiteachas na gcustaiméirí i bpríomhréimse ghníomhaíocht na heagraíochta agus dá n-éifeacht ar chaiteachas lánroghnach na dtomhaltóirí i gcoitinne. Déanann an Bord a leithéid rioscaí a bhainistiú trí iarracht a dhéanamh a chinntiú go bhfuil tacaíocht reatha an airgeadais leordhóthanach ag an eagraíocht, trí phleanáil ghníomhach na gcheolchoirmeacha beoshruthacha agus trí phleanáil an filleadh ar chláir na gceolchoirmeacha beo i ndiaidh paindéim an COVID-19.
Cúlchistí
Ba é an barrachas carntha ar an gCuntas Ráiteas Ioncaim agus Caiteachais ná €1,478,740 ar an 31 Nollaig 2021 (31 Nollaig 2020 - €1,475,155). Ina theannta sin, b’ionann cúlchistí eile ar an 31 Nollaig 2021 agus €298,109 (31 Nollaig 2020 – €1,097).

Taifid Cuntasaíochta
Siad na bearta a ghlacann an Bord chun a chuid chomhlíontachta maidir le taifid chearta na cuntasaíochta a chinntiú ná na beartais agus na ngnás riachtanacha chun na hidirbhearta a thaifeadadh a chur i bhfeidhm; pearsanra inniúil na cuntasaíochta a fhostú a bhfuil an saineolas cuí acu; agus an dóthain acmhainní a chur ar fáil d'fheidhm an airgeadais. Coinnítear taifid chuntasaíochta na heagraíochta sa Cheoláras Náisiúnta, Ardán Phort an Iarla, Baile Átha Cliath 2.

Cuimsíonn figiúirí comparáideacha an bhliain 1 Eanáir - 31 Nollaig 2020.
Rialachas
Bunaíodh Bord An Cheolárais Náisiúnta (‘CÁN’) faoin Acht um Institiúidí Cultúrtha Náisiúnta (Ceoláras Náisiúnta) 2015 (‘Acht’). Tá feidhmeanna an Bhoird leagtha amach i gCuid 3 den Acht seo.
Tá an Bord cuntasach don Aire Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus na Meán agus tá sé freagrach as dea-rialachas a chinntiú agus comhlíonann sé an tasc seo trí chuspóirí agus spriocanna straitéiseacha a leagan síos agus cinntí straitéiseacha a dhéanamh ar gach príomhcheist an ghnó.
Sé an Príomhoifigeach Feidhmiúcháin (‘POF’) agus an fhoireann bainistíochta sinsearaí (‘FBS’) atá freagrach as bainistíocht, rialú agus treo rialta laethúla an CÁN. Caithfidh an POF agus an FBS an treoir straitéiseach fairsing atá leagtha síos ag an mBord a leanúint, agus caithfidh siad a chinntiú go bhfuil tuiscint shoiléir ag gach ball den Bhord ar na príomhghníomhaíochtaí agus ar na cinntí a mbaineann leis an eagraíocht, agus ar aon rioscaí suntasacha ar dóigh dóibh teacht chun cinn. Feidhmíonn an POF mar an idirchaidreamh díreach idir an Bord agus bainistíocht an CÁN.
Dualgais an Bhoird
Tá obair agus dualgais an Bhoird leagtha amach san Acht um Institiúidí Cultúrtha Náisiúnta (Ceoláras Náisiúnta) 2015 (‘Acht’), ina bhfuil na hábhair atá curtha in áirithe ar leith le haghaidh cinneadh an Bhoird. I measc na mbuan-mhíreanna a mheastar ag an mBord, tá:
• leasanna a dhearbhú,
• tuarascálacha ó na coistí,
• tuarascálacha an airgeadais/na cuntais bhainistíochta,
• tuarascálacha feidhmíochta, agus
• áb hair fhorchoimeádta.
Teastaíonn alt 26 den Acht ar Bhord an CÁN, i gcibé foirm a cheadaíonn an tAire Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus Meáin agus le cead an Aire Caiteachais agus Athchóirithe Poiblí, go gcoinneofar gnáthchuntais cearta ar an airgead a fuarthas agus a caitheadh. Agus na ráitis airgeadais seo á n-ullmhú, éilítear ar Bhord an CÁN:
• beartais chuntasaíochta oiriúnacha a roghnú agus á gcur i bhfeidhm go seasta,
• breithiúnais agus meastacháin a dhéanamh atá réasúnta agus críonna, • rá itis an airgeadais a ullmhú ar bhonn an ghnóthais sóchmhainnigh más ceart á ghlacadh go leanfaidh sé ag feidhmiú, agus
• a rá a r cloíodh leis na caighdeáin chuntasaíochta infheidhmithe, faoi réir aon imeachta ábhartha a nochtar agus a míníodh i ráitis an airgeadais.
Tá an Bord freagrach as an dóthain taifid chuntasaíochta a choinneáil a nochtann, le cruinneas réasúnta, tráth ar bith staid a chuid airgeadais agus a chuireann ar a chumas a chinntiú go gcomhlíonann ráitis an airgeadais Alt 26 den Acht. Sé an Bord atá freagrach as cothabháil agus as caighdeán na faisnéise corparáidí agus airgeadais ar shuíomh Gréasáin an CÁN.

Tá an Bord freagrach as an bplean agus as an mbuiséad bliantúil a cheadú. Rinneadh meastóireacht ar fheidhmíocht bliana 2021 an CÁN trí thagairt a dhéanamh don phlean bliantúil agus don bhuiséad an 3 Nollaig 2021.
Tá an Bord freagrach freisin as a chuid shócmhainní a chosaint agus, mar thoradh air, as céimeanna réasúnta a ghlacadh chun calaois agus neamhrialtachtaí eile a chosc agus a aimsiú.
Measann an Bord go dtugann ráitis airgeadais CÁN léargas fíor agus cothrom ar fheidhmíocht an airgeadais agus ar staid airgeadais an CÁN ar an 31 Nollaig 2021.

Tá Cathaoirleach ar Bhord an CÁN chomh maith le hocht ngnáthchomhalta, gach duine acu ceaptha ag an Aire Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus na Meán. Chríochnaigh an Bord meastóireacht neamhspleách ar Éifeachtacht an Bhoird i mí Aibreán na bliana 2020. Tá ceithre choiste bunaithe ag an mBord, mar a leanas:
1. An Coiste Iniúchta agus Riosca: Laghdaithe ó cheathrar go dtí triúr comhalta an Bhoird i ndiaidh Maire O’Connor dul ar scor. Sé ról an Choiste Iniúchóireachta agus Riosca (CIR) ná tacú leis an mBord maidir lena fhreagrachtaí as saincheisteanna riosca, smachta agus rialachais agus as an ngealltanas a bhaineann leo. Cinntíonn an Coiste go háirithe go ndéantar monatóireacht ghníomhach agus neamhspleách ar na córais rialaithe inmheánaigh, ina measc na gníomhaíochtaí iniúchta. Tuairiscíonn an CIR don Bhord i ndiaidh gach cruinnithe, agus i scríbhinn go bliantúil. B'iad baill an CIR ná: Máire O’Connor John Reynolds (Cathaoirleach), Hilary Hough agus Don Thornhill chomh maith leis an POF agus Ceannaire an Airgeadais. Bhí 5 chruinniú ag an CIR sa bhliain 2020. Ceapadh Hilary Hough mar Chathaoileach don bhliain 2022.
2. An Coiste Straitéiseach um Acmhainní Daonna, Forbairt an Eagrúcháin, na Feidhmíochta agus na hInniúlachta (“CSAD”): triúr chomhalta an Bhoird chomh maith leis an bPOF agus ball seachtrach amháin eile. Sé ról an CSAD ná tacú leis an mBord ina chuid freagrachtaí as an treoir agus as an tacaíocht a chur ar fáil d’fhorbairt eagraíochtúil an CÁN. B’iad baill an choiste ná: Cathaoirleach Gníomhach an CSAD (24 Meitheamh 2020 - 5 Lúnasa 2021) Maura McGrath, Cathaoirleach an CSAD

3. Choiste Forbairt Suímh an CÁT agus Pleanáil Caipitil (“CFPC”): cúigear bhall an Bhoird agus an POF. Sé ról an CFPC ná treoir agus tacaíocht a chur ar fáil d’athfhorbairt an CÁN. B'iad baill an choiste ná: Rebecca Gageby (Cathaoirleach), James Cavanagh, Eleanor McEvoy (go dtí 1 Meitheamh 2021), Hilary Hough, Maura McGrath, John Reynolds and Robert Read. Tá úsáid bainte ag an gCÁN as seirbhísí monatóir tionscadail ar leith chun cabhrú leis an gcoiste pleanáil a dhéanamh do thionscadal athfhorbairt an CÁN. Tuairiscíonn an monatóir seo don CFPC agus freastalaíonn sé ar na cruinnithe rialta. Tionóladh 6 chruinniú ag an gCFPC sa bhliain 2021.
4. An Coiste um Clár, Foghlaim agus Rannpháirtíocht (‘CCFR’): triúr bhall an Bhoird. Sé ról an CCFR ná forbhreathnú straitéiseach a dhéanamh ar chlár na gceolchoirmeacha agus ar chlár na foghlama agus na rannpháirtíochta chun tacú le misean an CÁN. B'iad baill an choiste ná: Gerard Gillen (Cathaoirleach go dtí dáta scoir dó ar an 4 Meitheamh 2021), James Cavanagh (Cathaoirleach ón 25 Meitheamh 2021), Eleanor McEvoy (éirithe as ar an 1 Meitheamh 2021) agus John Reynolds. Bhí 7 gcruinniú ag an CCFR sa bhliain 2021.

RÁITEAS MAIDIR LE RIALÚ INMHEÁNACH
Thar ceann An Cheoláras Náisiúnta (‘CÁN’), agus maidir leis an mbliain dar críoch ar an 31 Nollaig 2021, admhaíonn an Bord a fhreagracht as a chinntiú go ndéantar córas éifeachtach rialaithe inmheánaigh a chothabháil agus a chur i bhfeidhm. Cuireann an fhreagracht seo riachtanais an Chóid Chleachtais um Rialachas Comhlachtaí Stáit 2016 (‘Cód’) san áireamh agus ba mhaith linn a dhearbhú go bhfuil an Cód á ghlacadh agus á comhlíonadh ag an gCÁN.
Cuspóir Córais an Rialaithe Inmheánaigh
Tá córas an rialaithe inmheánaigh deartha chun an riosca a bhainistiú go leibhéal inghlactha seachas á dhíchur. Mar sin ní féidir leis an gcóras ach dearbhú réasúnach seachas dearbhú iomlán a thabhairt go ndéantar na sócmhainní a chosaint, na hidirbhearta a údarú agus a thaifeadadh mar is cóir agus go ndéantar botúin nó mírialtachtaí a chosc nó a aimsiú go tráthúil..
Tá an córas rialaithe inmheánaigh, a thagann leis na treoir arna eisiúint ag an Roinn Caiteachais Phoiblí agus Athchóirithe, i bhfeidhm ag an gCÁT don bhliain dar críoch ar an 31 Nollaig 2021 agus suas go dtí dáta formheasa ráitis an airgeadais.
An Cumas chun an Riosca a Láimhseáil
Bhí Coiste Iniúchta agus Riosca (‘CIR’) ag an gCÁN ar a raibh ceathrar bhall den Bhord. Tháinig an CIR le chéile ceithre uair sa bhliain 2021.
Sí gníomhaireacht seachfhoinsithe a dhéanann feidhm iniúchta inmheánaigh an CÁN. Tá an dóthain acmhainní ag an bhfeidhm iniúchta inmheánaigh agus comhaontaítear a clár oibre leis an gCIR.
D’fhorbair an ARC beartas bainistíochta riosca don Bhord a leagann amach dúil an riosca, na próisis bhainistíochta riosca atá i bhfeidhm agus a thugann mionsonraí ar róil agus ar fhreagrachtaí na foirne maidir le riosca.
Eisíodh an beartas do gach ball foirne a bhfuil súil orthu go mbeidh siad ag obair laistigh de bheartais bainistíochta riosca an CÁN, ionas go gcuirfidh siad an bhainistíocht ar an eolas faoi rioscaí agus laigí smachta atá ag teacht chun cinn agus go nglacfaidh siad freagracht as rioscaí agus laigí smachta laistigh dá réimse oibre féin.
Creat Riosca agus Rialaithe
Tá córas bainistíochta riosca curtha i bhfeidhm ag an gCÁN a aithníonn agus a thuairiscíonn na príomhrioscaí agus na bearta bainistíochta atá á ndéanamh chun aghaidh a thabhairt ar na rioscaí sin agus, a oiread agus is féidir, á maolú.
Tá clár riosca i bhfeidhm a aithníonn na príomhrioscaí roimh an gCÁN agus rinneadh iad seo a aithint, a mheas agus a ghrádú de réir a dtábhacht. Tá cathaoirleach an fhóraim bainistíochta riosca freagrach as an CIR a chur ar an eolas faoi aon eachtraí agus/nó athruithe ábhartha ar an gclár riosca ar bhonn ráithiúil. Déantar gach riosca ar an gclár a athbhreithniú dhá uair sa bhliain ar a laghad. Úsáidtear toradh na measúnuithe seo chun acmhainní a phleanáil agus a leithdháileadh lena chinntiú go ndéantar rioscaí a bhainistiú ar leibhéal sásúil.

Sonraíonn an clár riosca na rialuithe agus na gníomhartha is gá chun rioscaí a mhaolú agus leagtar an dualgas as oibriú na rialuithe sin ar bhaill foirne ar leith. Deimhníonn an Bord go bhfuil timpeallacht rialaithe ann ina bhfuil na gnéithe seo a leanas i bhfeidhm:
• cláríonn na lámhleabhair um bheartais agus gnáis an airgeadais na príomhphróisis,
• leagadh na freagrachtaí airgeadais ar leibhéal na bainistíochta le cuntasacht chomhfhreagrach,
• tá córas buiséadaithe mar is cóir ann le buiséad bliantúil a choinnítear faoi athbhreithniú ag an mbainistíocht sin-searach,
• tá córais ann atá dírithe ar shlándáil na gcóras teicneolaíochta faisnéise agus cumarsáide a chinntiú,,
• tá córais i bhfeidhm chun sócmhainní na heagraíochta a chosaint.
Monatóireacht agus Athbhreithniú Leanúnach
Tá gnáis foirmiúla curtha ar bun chun monatóireacht a dhéanamh ar na próisis rialaithe, agus cuirtear easnaimh rialaithe in iúl dóibh siúd atá freagrach as gníomh ceartaitheach a dhéanamh, don bhainistíocht agus don Bhord, má gá, go tráthúil.

Deimhníonn an Bord go bhfuil gnáis i bhfeidhm ag an gCÁN chun a chinntiú go gcomhlíontar na rialacha agus na tre-oirlínte soláthair reatha, agus gur chomhlíon an CÁN na nósanna imeachta sin i rith nab liana 2020. Roghnaigh an In-iúchadh Inmheánach roinnt ceannaigh a rinneadh sa bhliain 2021 agus rinne sé á dtastáil agus, i dtrí chás a raibh luach idir €5,000 agus €25,000 acu, fuair sé amach, áfach, nach raibh: a. aon chonradh sínithe nó fianaise dhoiciméadaithe eile ar chomhaontú leis an soláthraí i gcomhad. b. aon fhianaise dhoiciméadaithe ar an gcomhad chun tacú leis an gcinneadh um dheonú na conartha, cé go bhfuarthas trí luachan do gach ceannachán,
Níor cloíodh le Treoirlínte an tSoláthair Phoiblí maidir le tairiscintí mar seo a leanas:
1. D' iarr an Roinn ar an CÁN imeacht píolótach a bhainistiú i nGairdíní Uíbh Eachach ar an 10 Meitheamh 2021, a raibh sé mar aidhm aige filleadh na léirithe beo a spreagadh tar éis dianghlasáil an COVID-19, le ham luaidhe de choicís aige. De ghnáth, bheadh tréimhse os cionn trí mhí ag teastáil ionas a leitheíd imeachta a eagrú. Gan taithí ar aleithéid imeachta a reáchtáil, d'fhostaigh an CÁN comhlacht léiriúcháin seachtrach (Actavo Events (Irl) Ltd agus White Van Productions), a raibh taithí ar leith acu ar imeachtaí a reáchtáil i nGairdíní Uíbh Eachach agus a raibh an líonra ábhartha acu chun a leithéid a dhéanamh. Coinneofar an dóthain doiciméadachta ar an gcomhad chun tacú leis an gcinneadh um bhronnadh na conartha.
Cianobair
Rinne an CÁN a chuid Bheartas agus a chuid Ghnás an Airgeadais a uasdátú sa bhliain 2021 chun an chianobair a chur san áireamh agus chun athruithe aitheanta eatramhacha ar Ghnáis an Rialaithe fad is a leanann an cianobair i bhfeidhm.
Athbhreithniú ar an Éifeachtacht
Deimhníonn an Bord go bhfuil na nósanna imeachta ag an gCÁN chun monatóireacht a dhéanamh ar éifeachtacht a nósanna imeachta maidir le riosca a bhainistíú agus a rialú. Tá monatóireacht agus athbhreithniú an CÁN ar éifeachtacht a córais rialaithe inmheánaigh bunaithe ar obair na n-iniúchóirí inmheánacha agus seachtracha, an CIR a dhéanann an mhaoirseacht ar a gcuid oibre, agus na bhainistíochta sinsearacha laistigh den CÁN atá freagrach as forbairt agus as cothabháil creat rialaithe inmheánach an airgeadais..
Rinne an Bord athbhreithniú bliantúil ar éifeachtacht bhainistíocht an riosca agus na rialuithe inmheánacha don bhliain 2021 ar an 30 Márta 2022 mar a luadh i miontuairiscí an Bhoird i leith crinniú an 30 Márta 2022 agus dhearbhaigh sé go raibh siad sásúil.

Covid-19
Lean na hathruithe a rinne an CÁN sa bhliain 2020 d'fhonn na cianoibre a éascú ar aghaidh go dtí an bhliain 2021. Ina measc, bhí:
• Measúnú leanúnach ar na rioscaí suntasacha a mbaineann le paindéim COVID-19 agus ar éifeachtacht freagairt an CÁN ina leith.
• Diandheighilt na ndualgas a chinntiú.
• A ch inntiú go leanann gach beartas agus gnás reatha maidir le cosaint na sonraí agus bainistíocht na dtaifead i bhfeidhm i dtimpeallacht na cianoibre agus go ndéantar monatóireacht agus tuairisciú orthu mar is gnáth.
• A ch inntiú go bhfaigheann na baill foirne rochtain ar líonra an CÁN agus úsáid á bhaint acu as an trealamh TFC atá faofa ag an CÁN; agus a chinntiú go gcuirfear an trealamh TFC is gá ar fáil do gach ball foirne atá ag obair go cianda.

I conducted my audit of the financial statements in accordance with the International Standards on Auditing (ISAs) as promulgated by the International Organisation of Supreme Audit Institutions. My responsibilities under those standards are described in the appendix to this report. I am independent of the National Concert Hall and have fulfilled my other ethical responsibilities in accordance with the standards.

Emphasisofmatter deferredretirementbenefitfunding
I draw attention to note 23(b) of the financial statements. The National Concert Hall recognises an asset in respect of defe rred retirement benefit funding the current value of the funding it anticipates the State will provide in the future to meet retirement benefit liabilities as they fall due. Inherent in this accounting treatment is an assumption that any income generated by the National Concert Hall will in the first instance be applied towards current expenses and that State funding will meet any current or future shortfall in resources, including future retirement benefit liabilities. My audit opinion is not modified i n respect of this matter.

The National Concert Hall has presented certain other information together with the financial statements. This comprises the annual report, the governance statement and Board members’ report and the statement on internal control. My responsibilities to report in relation to such information, and on certain other matters upon which I report by exception, are described in the appendix to this report

Tá sé de cheangal orm faoi alt 26 den Acht um Fhorais Chultúir Náisiúnta (An Ceoláras Náisiúnta) 2015 iniúchadh a dhéanamh ar ráitis airgeadais an Cheolárais Náisiúnta agus tuairisc a thabhairt orthu do Thithe an Oireachtais.
Is é an cuspóir atá agam agus an t-iniúchadh á dhéanamh agam ná dearbhú réasúnach a thabhairt i leith cibé an bhfuil nó nach bhfuil an cuntas ina iomláine saor ó mhíshonrú ábhartha de dheasca calaoisí nó earráide. Is ardleibhéal dearbhaithe é dearbhú réasúnach, ach ní ráthaíocht é go mbraithfidh iniúchadh a reáchtáiltear de réir na gCaighdeán Idirnáisiúnta maidir le hIniúchóireacht, go mbraithfidh sé míshonrú ábhartha nuair is ann dó. Má thagaim ar an tátal gur ann do neamhchinnteacht ábhartha, tá sé de cheangal orm aird a thabhairt i mo thuarascáil ar na nochtuithe gaolmhara sna ráitis airgeadais nó, mura leor na nochtuithe, mo thuairim a mhodhnú. Tá mo thátail bunaithe ar an bhfianaise iniúchóireachta a fuair mé suas go dáta na tuarascála. Féadfaidh sé, áfach, go gcuirfidh imeachtaí nó coinníollacha amach anseo deireadh leis an gCeoláras Náisiúnta ina cháil mar ghnóthas leantach.

Déanaim teagmháil leo siúd a bhfuil freagracht rialachais orthu maidir le, i measc nithe eile, an scóip phleanáilte agus tráthúlacht an iniúchta agus na dtorthaí suntasacha iniúchta, lena n-áirítear aon easnaimh sa rialú inmheánach a shainaithním le linn m’iniúchta.
Tuairiscím freisin trí eisceacht más fíor, i mo thuairimse, aon cheann de na ráitis seo a leanas:
• mu ra bhfaighim an fhaisnéis agus na mínithe go léir a theastaigh uaim chun m’iniúchadh a dhéanamh, nó
• mu ra leor na taifid chuntasaíochta chun iniúchadh réidh agus ceart a dhéanamh orthu, nó

Más rud é, bunaithe ar an obair atá curtha i gcrích agam, go bhfuilim den tuairim go raibh míshonrú ábhartha tugtha i leith na faisnéise seo, iarrtar orm an fhíric sin a thuairisciú.
Tuairisciú ar ábhair eile

NÓTAÍ I LEITH RÁITIS AN AIRGEADAIS
1. BEARTAS CUNTASAÍOCHTA
Siad seo a leanas na beartais chuntasaíochta shuntasacha a ghlac an CÁT agus a cuireadh i bhfeidhm go seasmhach i rith na bliana: -
1.1. Ráiteas na Comhlíontachta
Ullmhaíodh ráitis airgeadais an NCH don bhliain dar críoch 31 Nollaig 2020 de réir FRS 102, an caighdeán tuairiscithe airgeadais is infheidhme sa Ríocht Aontaithe agus in Éirinn arna eisiúint ag an gComhairle um Thuairisciú Airgeadais (FRC).
1.2. Bunús an Ullmhúcháin
Ullmhaíodh na ráitis airgeadais ar bhonn an ghnóthais sóchmhainnigh faoin gcoinbhinsiún costais stairiúil. Tá na ráitis airgeadais san fhoirm a cheadaíonn an Bord, le comhchead an Aire Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus na Meán agus le comhchead an Aire Caiteachais Phoiblí agus Athchóirithe. Is eintiteas sochair phoiblí é an CÁT agus tá stádas cánach carthanachta aige.
1.3. Airgeadra
i. Ai rgeadra Feidhmiúil agus á Chur i Láthair
Déantar míreanna atá luaite sna ráitis airgeadais a thomhas ag úsáid airgeadra na príomh-thimpeallachta eacnamaíche ina bhfeidhmíonn an CÁT ("an t-airgeadra feidhmiúil"). Cuirtear na ráitis airgeadais i láthair in Euro, arb é an airgeadra feidhmiúil agus cur i láthair an chomhlachta é agus lena sheasann an siombail “€”.
ii. Idirbhearta agus Iarmhéideanna
Ai strítear idirbhearta airgeadra eachtraigh go dtí an t-airgeadra feidhmiúil trí úsáid a bhaint as na rátaí malairte ar dhátaí na n-idirbheart. Ag deireadh gach tréimhse, aistrítear na míreanna airgeadaíochta a bhfuil luaite in airgeadra eachtrach trí úsáid a bhaint as an ráta deiridh.
1.4. Ioncam
Aithnítear ioncam sa mhéid go bhfaigheann an CÁT an ceart chun breithniú air mar mhalairt ar a fheidhmíocht agus nach bhfuil cáin bhreisluacha san áireamh ann.
Aithnítear ioncam ó sholáthar seirbhísí sa tréimhse chuntasaíochta ina ndéantar na seirbhísí a sholáthar agus gur féidir toradh an chonartha a mheas go hiontaofa.
1.5. Deontais an Státchiste
Aithnítear ioncam ó dheontais an Státchiste ioncaim sa Ráiteas Ioncaim & Caiteachais i gcás ina bhfuil dearbhú réasúnach go bhfaighfear an deontas agus gur chomhlíon an CÁT na coinníollacha uile a ghabhann leis.
Tá an deontas comhdhéanta as i) míreanna reatha agus ii) caipitil. Tá mionsonraithe an deontais reatha luaite sa Ráiteas Ioncaim agus Caiteachais agus luaitear an deontas caipitil ag nóta 16. Cuirtear deontais chaipitil i bhfeidhm chun sócmhainní seasta a fháil. Amúchtar deontais chaipitiúla leis an Ráiteas Ioncaim agus Caiteachais thar an tréimhse chéanna ina ndéantar na sócmhainní bunúsacha a dhímheas.

Luaitear sócmhainní inláimhsithe ag costas lúide dímheas carntha.
Ríomhtar an costas dímheasa chun luach leabhair gach Sócmhainne Seasta a dhíscríobh le linn a ghnáthré measta ar bhonn líne dhíreach ag na rátaí seo a leanas: -

Déantar athbhreithniú a dhéanamh ar shócmhainní le haghaidh lagaithe aon uair a léiríonn imeachtaí nó athruithe ar chúinsí go bhféadfadh sé nach mbeadh an luach a ghabhann leo inghnóthaithe. Aithnítear caillteanas lagaithe don mhéid a sháraíonn an méid a ghabhann leis an acmhainn a méid inghnóthaithe..
Sé an méid inghnóthaithe ná an ceann is airde de luach cóir na hacmhainne lúide costais lena díol agus an luach in úsáid aici. Mhínítear an luach in úsáid mar luach reatha na sreafaí airgid amach anseo is féidir a fháil mar thoradh ar úsáid leanúnach na hacmhainne.
Má m heastar go bhfuil méid inghnóthaithe na hacmhainne níos ísle ná an méid a ghabhann léi, laghdaítear an méid a ghabhann léi go dtí a méid inghnóthaithe.
Má aisiompaíonn caillteanas lagaithe ina dhiaidh sin, méadaítear an luach a ghabhann leis an acmhainn go dtí an meastachán athbhreithnithe ar a méid inghnóthaithe ach sa mhéid nach sáraíonn an méid athbhreithnithe a ghabhann léi an méid a ghabhann léi a chinnfí (glan ó dhímheas) muna n-aithníodh caillteanas lagaithe i dtréimhsí roimhe sin. Aithnítear aisiompú caillteanas lagaithe sa Ráiteas Ioncaim agus Caiteachais.
1.7. Infháltais
Séard atá infháltais ann ná féichiúnaithe trádála agus aicmí eile féichiúnaithe. Aithnítear foráil maidir le neamh-aisghabháil nithe infhaighte nuair a bhíonn fianaise neamhchlaonta ann nach mbeidh an CÁT in ann na méideanna go léir atá dlite a bhailiú. Sé méid na forála ná an difríocht idir méid a ghabhann leis na sócmhainní agus an luach inghnóthaithe measta.
1.8. Airgead Tirim agus Coibhéisí Airgid Thirim
Cuimsithe faoin dteideal airgead tirim agus coibhéisí airgid thirim tá airgead tirim ar láimh, taiscí éilimh agus infheistíochtaí gearrthéarmacha an-leachtacha eile a bhfuil aibíochtaí bunaidh trí mhí nó níos lú acu. Taispeántar rótharraingtí bainc laistigh de na hiasachtaí i ndliteanais reatha ar an Ráiteas ar Staid an Airgeadais.

1.9. Iníocthaigh
Cuimsíonn iníocthaigh na creidiúnaithe trádála agus na creidiúnaithe eile agus déantar iad a aicmiú mar dhliteanais reatha má tá íocaíocht dlite laistigh de bhliain nó níos lú. Muna féidir sin, aicmítear iad mar dhliteanais neamhreatha.
1.10. Forálacha
Aithnítear forálacha nuair a bhíonn oibleagáid dhlíthiúil nó inchiallaithe reatha ar an gCÁT mar thoradh ar imeachtaí san am atá thart; nuair is dócha go mbeidh eis-sreabhadh acmhainní ag teastáil chun an oibleagáid a réiteach; agus nuair is féidir méid na hoibleagáide a mheas go hiontaofa.
Ríomhtar forálacha ag luach reatha an chaiteachais a mheastar a bheidh ag teastáil chun an oibleagáid a réiteach.
1.11. Teagmhais
Aithnítear dliteanais theagmhasacha, a thagann chun cinn mar thoradh ar imeachtaí san am atá thart, nuair a) is dócha go mbeidh eis-sreabhadh acmhainní ann nó go bhféadfaí an méid a thomhas go hiontaofa ar an dáta tuairiscithe nó b) nuair a dheimhneofar go dtarlóidh nó nach dtarlóidh eachtraí neamhchinnte sa todhchaí nach bhfuil smacht ag an eagraíocht orthu. Luaitear dliteanais theagmhasacha sna ráitis airgeadais ach amháin nuair is fánach an seans go dtarlóidh acmhainní a n-eis-sreabhadh.
Ní aithnítear sócmhainní teagmhasacha sna ráitis airgeadais ach amháin nuair is dócha go dtiocfaidh leas eacnamaíoch astu.
1.12. Sochar Foirne
Cuireann an CÁT raon sochar ar fáil do chuid fostaithe. Aithnítear sochair ghearrthéarmacha, lena n-áirítear pá saoire agus sochair neamhairgeadaíochta eile dá samhail, mar chostas sa tréimhse ina bhfaightear an tseirbhís. Beidh caiteachas ar phinsin agus cnapshuimeanna le híoc as acmhainní an CÁT de réir mar a bhíonn siad iníoctha. Cuirfear an caiteachas seo san áireamh agus an deontas bliantúil á ríomh. Féach Nóta 23 le haghaidh tuilleadh faisnéise..
Roimhe seo bhunaigh an Ceoláras Náisiúnta a scéim pinsin féin ar bhonn sochair shainithe , a mhaoinítear go bliantúil ar bhonn íoc-mar-a-úsáidtear ón airgead a chuirtear ar fáil tríd an deontas bliantúil ón Roinn Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus na Meán. Oibríonn an CÁT an Scéim Aonair Pinsin um Sheirbhísí Poiblí (“Scéim Aonair”) chomh maith, scéim ar bhonn sochair shainithe do sheirbhísigh phoiblí incháilithe a gceapadh ar an 1 Eanáir 2013 nó ina dhiaidh.
1.13 Cúlchiste na hAthfhorbartha Caipitil
Chinn an CÁT ar cúlchiste athfhorbartha caipitil a bhunú a bhfuil sé mar aidhm aige costais athfhorbartha an Halla a mhaoiniú sa todhchaí. Tá gach cinneadh maidir le húsáid an chúlchiste seo faoi réir cheadú an Bhoird. Féach Nóta 17 le do thoil.

2. Breitheanna agus Meastacháin Cuntasaíochta Criticiúla
Éilíonn ullmhú na ráiteas airgeadais seo ar na stiúrthóirí breithiúnais, meastacháin agus barúlacha a dhéanamh a théann i bhfeidhm ar fheidhmiú na mbeartas agus ar mhéideanna tuairiscithe maidir leis na sócmhainní agus na dliteanais agus maidir leis an ioncam agus an gcaiteachas. Déantar na breithiúnais agus na meastacháin a mheas go leanúnach agus tá siad bunaithe ar thaithí stairiúil agus ar chúinsí eile, ina measc ionchais na n-imeachtaí sa todhchaí a gcreidtear a bheith réasúnach faoi mar a sheasfaidh cúrsaí.
Déanann an CÁT meastacháin agus barúlacha maidir leis an todhchaí. B’fhéidir nach ionann iad na meastacháin chuntasaíochta agus an toradh a thiteann amach. Pléitear thíos na meastacháin agus na barúlacha a bhfuil riosca suntasach acu coigeartú ábhartha a dhéanamh ar na méideanna a ghabhann le sócmhainní agus dliteanas laistigh den bhliain airgeadais atá le teacht.
a) Ag bunú an tsaoil eacnamaíocha úsáideacha maidir le sócmhainní seasta a dhímheas Is cuid ábhartha de na sócmhainní iomlána iad na sócmhainní seasta. Braitheann an chostas dímheasa bliantúil den chuid is mó ar shaol eacnamaíoch úsáideach measta a bhaineann le gach cineál sócmhainne agus ar na meastacháin maidir le luachanna iarmharacha. Is féidir le hathruithe ar shaolréanna úsáideacha sócmhainní tionchar suntasach a imirt ar chostais an dímheasa agus an amúchta don tréimhse. Tá sonraí faoi na saolré úsáideacha eacnamaíocha a measadh le fáil sna beartais chuntasaíochta.
3. Aistriú an Chomhlachta
Bunaíodh an Ceoláras Náisiúnta mar chomhlacht reachtúil ar an 1 Feabhra 2016. Ar an dáta sin aistríodh gníomhaíochtaí an réamhchomhlachta (An Ceoláras Náisiúnta, The National Concert Hall Company Limited) go dtí An Ceoláras Náisiúnta the National Concert Hall agus b’ionann agus €1,570,230 iad.

5. Deontais an Stáitchiste
B'ionann agus €3,934,000 (2020 - €3,633,697) iad deontais an Státchiste a fuarthas ón Roinn Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus na Meán don tréimhse chuntasaíochta dar críoch 31 Nollaig 2021 . Ina theannta sin, ba é luach na ndeontas caipitil a fuarthas ná €271,900 (2019 - €469,434). Cuimsíonn na figiúirí maidir le deontais státchiste na bliana 2020 deontais fhorlíontacha dar luach €370,000 (reatha) agus €11,900 (caipiteal) a mbaineann le COVID-19.

23. Costais Maidir Le Sochar Scoir
a. Sé a n costas a bhaineann le seirbhísiú sochar scoir don tréimhse ná €945,194 (2020: €737,000). Tá sé seo comhdhéanta de na costais seirbhíse reatha ar luach €713,000 a leagtar amach i gcuid (c) thíos mar aon leis an ús ar dhliteanais scéime sochair scoir ar luach €118,000 agus an cnapsuim ar luach €114,194 a íocadh do dhuine amháin ar scor. Cuimsíonn an glanmhaoiniú iarchurtha do phinsin an maoiniú inghnóthaithe ar luach €745,059 i leith phinsin na bliana reatha ar luach €831,000 lúide an deontas stáit chun pinsin ar luach €76,997 a íoc. Rinneadh figiúirí comparáideacha áirithe don tréimhse a athaicmiú agus a chur i láthair arís ar an mbonn céanna leis na figiúirí don bhliain reatha.
b. Sócmhainn Maoinithe Iarchurtha maidir le Sochair Scoir Aithníonn an Ceoláras Náisiúnta na méideanna seo mar shócmhainn a fhreagraíonn don dliteanas iarchurtha neamhchistithe i leith sochar scoir ar bhonn roinnt imeachtaí. T he National Concert Hall Staff Superannuation Scheme 1987 is a defined benefit final salary pension arrangement with benefits defined by reference to the National Concert Hall Staff Superannuation Scheme 1987 and to the current “model” public sector scheme regulations.
Séard atá i Scéim Aoisliúntais Foirne an Cheoláras Náisiúnta 1987 ná socrú pinsin tuarastail deiridh ar bhonn sochair shainithe le sochair arna sainiú trí thagairt do Scéim Aoisliúntais Foirne an Cheoláras Náisiúnta 1987 agus do rialacháin reatha na scéime “samhail” san earnáil phoiblí.

Cé go leanann an scéim ag feidhmiú faoi théarmaí Scéim Aoisliúntais Foirne an Cheoláras Náisiúnta 1987, níor bunaíodh a bunú go foirmiúil faoi reacht. Is socrú aoisliúntais sochair shainithe neamhchistithe í an scéim le sochair iníoctha ar bhonn íoc-mar-a-úsáidtear ó chroímhaoiniú n CÁN.
De réir Alt 20 den Acht um Institiúidí Cultúrtha Náisiúnta (Ceoláras Náisiúnta) 2015 (“Acht”) rinneadh dliteanais phinsin Chuideachta an CÁN ó lá a bunaíochta ar an 1 Feabhra 2016, mar dhliteanais an CÁN. Foráiltear leis an alt seo freisin go mbeidh sochair aoisliúntais arna mbronnadh ar dhuine aistrithe, nó i leith duine aistrithe, faoi réir cibé téarmaí agus coinníollacha nach lú fabhar dó nó di ná na téarmaí agus coinníollacha i ndáil le deonú na sochar sin faoin scéim aoisliúntais nó socrú a bhfuil feidhm aige díreach roimh an lá bunaíochta maidir leis an duine sin, nó ina leith.
Tá an caiteachas ar phinsin agus ar chnapshuimeanna faoi dhliteanas ó acmhainní an NCH de réir mar a bhíonn siad iníoctha. Cuirtear an caiteachas seo san áireamh agus deontas an chomhlachta á ríomh. Roimhe seo bhunaigh an Ceoláras Náisiúnta a scéim pinsin sochair shainithe féin, a maoiníodh go bliantúil ar bhonn íoc mar-a-úsáidtear ón airgead a cuireadh ar fáil trína dheontas bliantúil ón Roinn Turasóireachta, Cultúir, Ealaíon, Gaeltachta, Spóirt agus na Meán. Oibríonn an Ceoláras Náisiúnta an Scéim Pinsin um Sheirbhísí Poiblí Aonair (“Scéim Aonair”), ar scéim sochair shainithe í do sheirbhísigh phoiblí inphinsin a ceapadh ar an 1 Eanáir 2013 nó ina dhiaidh. Íoctar ranníocaíochtaí chomhaltaí na Scéime Aonair leis an Roinn Caiteachais Phoiblí agus Athchóirithe (R/CPA) agus b’ionann iad agus €29,895 agus €24,833 do na blianta dar críoch 31 Nollaig 2021 agus dar críoch 31 Nollaig 2020 faoi seach.
Léiríonn na costais phinsin na sochair phinsin a thuilleann fostaithe agus taispeántar iad glan ó ranníocaíochtaí pinsin foirne. Coinníonn an Ceoláras Náisiúnta asbhaintí aoisliúntais i leith na Scéime Aoisliúntais Céilí agus Leanaí agus aithnítear mar dhliteanas iad (féach Nóta 14).
Tá figiúr na n-oibleagáidí sochair shainithe a bhaineann leis an Scéim Aonair san áireamh i bhfigiúirí iomlána na n-oibleagáidí sochair shainithe de €16,940,559 (2019: €14,757,191) i Nóta 23 (c).
Tá modheolaíocht na meastóireachta a baineadh úsáid as bunaithe ar luacháil achtúireach iomlán a rinne achtúire cáilithe neamhspleách agus riachtanais Chaighdeán Tuairiscithe Airgeadais 102 á gcur san áireamh aige d’fhonn dliteanais na scéimeanna a mheas amhail an 31 Nollaig 2021.

24. Gnóthas Sóchmhainneach I Bhfianaise an Chorónavíris
Bunaíodh an Ceoláras Náisiúnta mar chomhlacht reachtúil faoin Acht um Institiúidí Cultúrtha Náisiúnta (Ceoláras Náisiúnta) 2015. Mar chomhlacht reachtúil, tá súil ag an gCÁN go mbeadh rochtain aige ar fhoinsí caipitil ón Stát dá mbeadh gá leo. Mar chomhlacht atá caipitlithe go sásúil, níl fios ag an gCÁN ar aon éiginnteacht ábhartha a chuirfeadh isteach ar a chumas leanúint ar aghaidh mar ghnóthas sócmhainneach.
Níl an bhainistíocht ar an eolas faoi cibé éiginnteacht a bhaineann leis an gCorónavíreas nó le haon choinníollacha eile a d’fhéadfadh amhras suntasach a chaitheamh ar chumas an CÁN, agus mar a thacaíonn an Stát leis, leanúint ar aghaidh mar ghnóthas sócmhainneach.
Lean an CÁN leis an gcianobair, do bhaill ábhartha na foirne, mar thoradh ar phaindéim an Covid-19 le linn na bliana 2021. Cé gurbh dúshláin shuntasacha í an Phaindéim d’oibríochtaí gnó an CÁN, chuir an Stát deontas forlíontach de €370,000 ar fáil a raibh farasbarr beag mar thoradh air. I rith na bliana 2022, d'fhill an lucht féachana ar ais go mall ach go seasta ar an CÁN. Tá an Bord sásta gur chóir Ráitis seo an Airgeadais a ullmhú ar bhonn gnóthais leantaigh.
