CHAIRPERSONâS FOREWORD
As Chairperson of the NCH, I wish to present my foreword for the Annual Report 2021.
2021 was a year of great challenge for the NCH due to the COVID-19 Pandemic. As Chairperson of the NCH, I believe that the NCH and all our National Cultural Institutions have a fundamental role to nurture and contribute to societal wellbeing and to our national recovery. The contribution of Artists and Music has been truly remarkable during this most difficult time.
The NCH was closed from the start of the year until the landmark outdoor test event with James Vincent McMorrow in the Iveagh Gardens on 8th June. The Hall itself re-opened for in-person events in September with 79 in-person events staged for the remainder of the end of the year, with an average of 62% occupancy. Highlights included very well attended concerts with the music of Zimmer vs Williams, the Good Glow with Georgie Crawford, John Grant, Ye Vagabonds, Mick Flannery and Susan OâNeill. The Treaty by Colin Murphy was also a tremendous success. The Board and I thank the CEO, Senior Management Team and Staff for their commitment and resilience which has contributed to the NCH maintaining our national presence while staying connected through music with our audiences.

Throughout the period of Covid-19, the importance of digital as a medium to not only communicate what we are doing, but most importantly to facilitate concerts and educational events for audiences â remote and in-venue â ensured a regular schedule of concerts and activity from NCH. We saw significant positive engagement with existing audiences, across all age groups, and attracted many new customers to the NCH for the first time. Positively, overseas visitors accounted for almost 23% of audiences overall with the highest of those from the UK, the USA, Germany and Ukraine. NCH livestreamed 90 concerts and events including masterclasses, workshops and talks across free and paid platforms during 2021. James Vincent McMorrowâs performance in the Iveagh Gardens in June, the first concert of its kind in Ireland in 18 months, , attracted almost 17,000 total unique viewers.
D uring 2021, our Learning & Participation programme continued online, with a return to some in-person activity towards the end of the year. Successfully reaching new and existing audiences, we focussed our activity on those most affected by the pandemic. This included online dementia-friendly concerts, music for mental wellbeing, Music in Childrenâs Hospitals, and visits to the National Rehabilitation Hospital. We supported young people at home and in schools with the online version of our Quavers to Quadratics programme, exploring science through music and sound. We presented a live stream of the beautiful Wunderground production with Ceol Connected, and we presented a range of workshops for the very young as part of CruinniĂș na nĂg.

Continuing to support our young and emerging musicians, we delivered a wide range of online masterclasses, workshops and other events, including the second online version of the annual NCH International Master Course in August; the Bernadette Greevy Bursary for Singers; the Female Conductor Programme; and Creative Lab, a new programme supporting young composers from underrepresented communities.
Our community ensembles continued both online and in person, including the NCH orchestra for older and returning musicians; the NCH community choir, the Gamelan Orchestra, and Percussion Lab.
I wish to acknowledge the support of Minister Catherine Martin TD and her dedicated team in the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media (âD/TAGSAMâ) to whom we owe our deepest gratitude. Whilst the variable cost base of the NCH was lower due to less live events, we are grateful for the Supplementary Grant. This support enabled the NCH to continue bringing the joy of live music to people through online performances and then a return to in-person events while also maintaining an equilibrium in its finances for 2021 and report a break-even position at the year end.
The Board is particularly satisfied to have completed the NCH Statement of Strategy (2022 â 2026). This will chart the course of the NCH for the next 5 years and plans are now in place under the leadership of our CEO and his SMT to ensure a successful outcome for our Audiences, Patrons & Friends. Its sets out:

Our Purpose: To be a living space for music, for lifelong enjoyment, connection and participation in music, for everyone
Two cornerstones underpin this Strategy:
1. The redevelopment of the Hall. This is the NCHâs highest priority, and we are working closely with the OPW, Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and the Government to progress this project.
2. The transfer of the National Symphony Orchestra (NSO) from RTE to the NCH. I am delighted to confirm that this transfer was formalised on 24 January 2022. We welcome this transfer and see it has integral to our NCH strategy and to the contribution and development of symphonic music in Ireland.
3. Ou r NCH values will guide us all in ensuring that we live up to what is expected in governance of and as custodians of such an iconic Cultural Institution. In particular we will steadfastly uphold and will be exemplars of greater diversity and inclusion across all our activities. We will hold ourselves and each other accountable to embed and embrace all that this requires.

I as Chairperson and with my colleague directors wish to acknowledge the continuous support from OPW as we design and plan the future of the NCH. We also acknowledge the engagement with RTĂ and their efforts to effect a smooth transition of the NSO. CHIEF EXECUTIVE OFFICERâS FOREWORD
It couldnât have been a more unusual time, in February 2021, to commence my role as CEO of the National Concert Hall. A bleak period when we were all confined to our homes, our hall was dark and there seemed no end in sight or plan to emerge on the other side of the pandemic. Although initially working remotely , the support of our Board, Department and the NCH team enabled me to, very quickly, feel connected to the organisation and be able to contribute and lead at a time of great uncertainty and upheaval. I was very fortunate to be able to build on the advancements my predecessor, Simon Taylor, and the Senior Management Team had made, during the previous year, in adapting to the new paradigm, equipping the team and hall with the vital digital technology and skills to enable the NCH to continue to fulfil its statutory remit, support artists and continue to retain a connection with our audiences through streamed broadcasts.
From the spring of last year, the NCH was able to produce an impressive and appropriate programme of weekly live-streamed performances. These were all produced in close collaboration with our community of partner ensembles, the RTE National Symphony Orchestra and other leading Irish musicians.
The suite of live-streamed concerts was made possible through the Innovation Partnership with Davy who were committed to supporting talented musicians and the magic of world-class performances on stage and online. This partnership was recognised, later in the year, by the Business to Arts Awards for Best Large Sponsorship award.
The highlights of theses live-streamed concerts included:
Spring / Summer Variations was a series of six, intended to provide musical solace and inspiration, offering audiences the best in classical music with a variety of works from Irish Chamber Orchestra, Celine Byrne, Vanbrugh Quartet, Camerata Ireland and Irish Chamber Orchestra
Notes from a Quiet Land. A remarkable performance, co-curated by Gary Sheehan and Sinead Gleeson, which featured music and words from some of Irelandâs leading female artists, responding to the past yearâs enforced cultural silence.
Breaking the Silence was a powerful and timely creative response to the legacy of Irelandâs mother and baby home institutions featuring survivors, writers & artists. This was extremely well received and was watched by over 3,300 viewers.
Extraterrestrial was a collaboration with District and spearheaded by acclaimed poet Felispeaks. The concert set out to illustrate Irelandâs rich cultural tapestry, by threading together themes of identity, race and community through the lens of the islandâs leading artists.
The RTE National Symphony Orchestra resumed their season of Friday night concerts from the hall in March with live streamed broadcasts via the RTE website and on Lyric FM.

The 2021 editions of New Music Dublin and Tradition Now were both moved online with great success, demonstrating exceptional levels of adaptability and agility.
Concerts by distinguished individual Irish artists included Sharon Shannon and Christie Moore.
In late May, The Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media asked the NCH to produce an in-person pilot event, to test the viability of outdoor performance in the age of Covid. This would be Irelandâs first concert with an audience since the pandemic closed venues across the country in March 2020. With just two weeksâ notice, the NCH team pulled together to produce a remarkable concert in Iveagh Gardens for 500 people, headlined by James Vincent McMorrow with special guest Sorcha Richardson. The event was a tremendous success, achieving incredibly positive audience feedback and media coverage. It was an exciting and welcome glimpse of the post-pandemic world. But also proved what the NCH team is capable of when challenged to deliver something exceptional.
On September 9th the NCH was able to re-open on the day of our 40th anniversary, after an interval of 18 months, with a performance by Irish Chamber Orchestra and the Libra Ensemble, featuring pianist, Finghin Collins.
This commenced a steady return of audiences and concerts under strict Covid safety protocols which included limited audience capacities, scanning of vaccination certificates, closed bars and social distancing.
The occasion of the 40th anniversary of the NCH was also a significant moment to launch âRefractionsâ, a series comprising of over 30 concerts, staged from September to December offering audiences a variety of events online and in-venue, appealing to all musical tastes. These concerts spanned the latest edition of Tradition Now, Sunday afternoon Chamber series, performances from the Irish Chamber Orchestra, Camerata Ireland and Irish Chamber Orchestra and Raise Our Voices with mezzo-soprano Tara Erraught.
The incremental and diligent pathway through the Covid environment continued through the autumn and winter. A two-part celebration of the life and legacy of SeĂĄn Ă Riada was a significant artistic highlight and featured wonderful contributions from the RTE NSO, Crash Ensemble, Peadar Ă Riada and actor Stephen Rea.
The NCH hosted a number of events to mark the centenary of the Anglo-Irish Treaty. This included Treaty Songs a new project commemorating the signing of the treaty featuring Lisa OâNeill, Gemma Dunleavy, John Spillane, Karan Casey, Maija Sofia, Duke Special, special guest Christy Moore. The Kevin Barry Room was used to stage The Treaty a play by Colin Murphy. This was highly significant as the rooms had been used as the meeting place of the second DĂĄil and where the treaty ratification debates were held.
On November 5th, the RTE NSO made an emotional and very welcome, permanent, return to the NCH stage with John Wilson conducting an evening of Britten, Dove and Elgar.
A celebration concert, in the presence of our Patron, Michael D. Higgins and his wife Sabina, officially marked 40 years of the NCH as Irelandâs National Cultural Institution for Music and the imminent transfer of the NSO and choirs. Under the baton of chief conductor, Jaime MartĂn, the programme consisted of Brian Byrneâs Fanfare, Anne-Marie O'Farrellâs Eitilt and DvorËĂĄkâs Symphony No. 9 From The New World. The concert was a powerful reminder of all that has been endured by the country, the emergence from a traumatic period for arts and culture in Ireland and the prospect of ushering in an exciting new era for music at the National Concert Hall.

Throughout this period the NCHâs Learning and Participation adapted incredibly well to providing a continuing range of online activity across a variety of areas and continued to focus their work primarily on those most affected by the pandemic. These include Tea Dance Tunes, the series of online dementia-friendly concerts, choir rehearsals for the Sing Out Choir, sessions for the Blow the Dust Orchestra, masterclasses for young musicians, and virtual visits for the Music in Childrenâs Hospitals programme with Kidsâ Classics.
An in-person programme continued at the National Rehabilitation Hospital throughout the winter, such is the value that the hospital placed on these services.
Another three masterclasses were also held as part of the Spring Masterclass Series featuring renowned Irish musician-teachers, and up-and-coming Irish musical talent. This series featured Paul Roe (clarinet), Aura Stone (double bass), and Richard OâDonnell (percussion).
Our Learning and Participation team were instrumental in developing a vital new initiative called Creative Lab, in partnership with Accenture and Toy Show. This is a programme supporting young composers from underrepresented communities. Started in September 2021 to project culminated in performances of the participantâs work at New Music Dublin festival in April 2022.
In parallel to our artistic activity and maintaining our support for artists and connection with our audience, the NCH engaged in a number of strategically vital projects and initiatives. Significant amongst these was the completion and submission of the Preliminary Business Case for the redevelopment of the NCH site.
This established a detailed outline of potential options for the future of the NCH. In doing so, it set out various analyses including a detailed demand analysis, financial and economic appraisal and an assessment of affordability. Based on the resulting outputs, the NCH was able to make a recommendation in support for an option which would see the redevelopment and modernisation of all the areas within the scope of the project at Earlsfort Terrace. This goes beyond just the essential building works which are urgently required to bring the site up to the prevailing internationally expected standards for the performance of music, universal access and environmental sustainability. The recommended option is the only one which would succeed in reactivating the vast amounts of empty, unused and decaying spaces within the site and enabling the NCH to realise its vision: to be an inspiring and world-renowned music destination, accessible to all, enriching the cultural landscape of Ireland. The organisation awaits a decision from government on the investment required.
Soon after commencing my tenure, I led a comprehensive project to devise a new statement of strategy for the NCH. This involved a lengthy consultation process of listening to the wide community of supporters, partners and friends who all contribute to making the NCH what it is. This involved a number of surveys with our audience database, stakeholder focus groups, one-to-one interviews with the Irish public, existing audience members, expert stakeholders, young, emerging artists and the NCH Board and team. The resulting strategy, using ten key themes, sets out to form the bedrock of our annual business planning process and outlines our key priorities for the next five years, which will result in sustainably growing our audiences, reducing our impact on the environment and increasing access, diversity and inclusion in everything we do.

Fundamental to the development of the new strategy was the transfer of the National Symphony Orchestra, Philharmonic Choir, Cor Linn and Cor na nOg choirs into the remit of the NCH. The strategy articulates how, as one, combined, organisation, we will support and invest in the development of the NSO and choirs and realise the potential as Irelandâs nationally and internationally respected Symphony Orchestra. We will deliver an ambitious programme of music to develop and increase opportunities for young people and those from diverse communities, giving all audiences greater access to the transformative and life-enhancing power of music.
A great deal of work went into progressing the transfer throughout the year and this culminated on January 24th 2022 with the completion of the formal transfer from the national broadcaster RTE to the NCH.
This past year, has yet again, demonstrated the incredible resilience, adaptability and determination of everyone across the NCH team, in the face of enormous challenges and constantly changing circumstances. I thank and pay tribute to all in my wonderful team.
I would like to thank our Chairperson, Maura McGrath and our Board for all their support and encouragement to me in the early days of my tenure. But I also thank and acknowledge their exceptional commitment and support during another very challenging year. Our collective thanks also to Minister Martin and her officials at the Department of Tourism, Culture, Gaeltacht, Sport and Media for their unstinting support of the NCH throughout the year.

GOVERNANCE STATEMENT AND BOARD MEMBERSâ REPORT
The Board has pleasure in submitting its Report together with the financial statements for the year ended 31 December 2021.
Principal Functions and Operating Review
The principal functions of the organisation under the National Cultural Institutions (National Concert Hall) Act 2015 are:-
(a) to p rovide and operate, having regard to international standards and good practice, the national venue for the performance, appreciation and enjoyment of musical, creative, artistic and cultural activities including the promotion of concerts and recitals of artistic, educational and cultural value, (b) in the public interest, to promote and support the performance, knowledge, appreciation, creation and enjoyment of music as an integral part of Irish life, (c) to entertain, educate and engage the public through musical experiences, and (d) to encourage and promote inclusivity, participation, creativity, experimentation and involvement in music through engagement with diverse individuals and communities as performers, participants, composers or audience members.
Results for the Year
The accounts for the year ended 31 December 2021 are set out on pages 18 to 33. The results for this period on ordinary activities and after transfer to capital redevelopment reserve show a surplus of EUR3,585 (2020 â surplus of EUR1,097).
Principal Risks and Uncertainties
The principal risks and uncertainties affecting the organisation for the year ahead relate to the timing, operational and financial implications of the redevelopment of the National Concert Hall and the transition of the National Symphony Orchestra to it including other scenarios which are outside the influence and control of the NCH e.g. the effect of COVID-19 on the appetite of music lovers to return to live concerts at the NCH. The organisation also faces risks and uncertainties which would include but are not limited to international and local economic conditions, the effects on customer spending in the area of the organisation's principal activity and their effect on discretionary consumer spending in general. The Board manages these risks by endeavouring to ensure that the organisation has adequate current financial support and by actively planning livestreaming concerts and a return to live concerts programming post-COVID-19.
Reserves
The accumulated surplus on the Statement of Financial Position amounted to EUR1,478,740 at 31 December 2021 (31 Dec 2020 - EUR1,475,155). In addition, other reserves at 31 December 2021 amounted to EUR298,109 (31 Dec 2020 - EUR298,109).
Accounting Records
The measures taken by the Board to ensure compliance regarding proper accounting records are the implementation of necessary policies and procedures for recording transactions, the employment of competent accounting personnel with appropriate expertise and the provision of adequate resources to the financial function. The accounting records of the organisation are maintained at the National Concert Hall, Earlsfort Terrace, Dublin 2.

Governance
The Board of An CeolĂĄras NĂĄisiĂșnta the National Concert Hall (âNCHâ) was established under the National Cultural Institutions (National Concert Hall) Act 2015 (âActâ). The functions of the Board are set out in Part 3 of this Act.
The Board is accountable to the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media and is responsible for ensuring good governance and performs this task by setting strategic objectives and targets and taking strategic decisions on all key business issues.
The regular day-to-day management, control and direction of the NCH are the responsibility of the Chief Executive Officer (âCEOâ) and the senior management team (âSMTâ). The CEO and the SMT must follow the broad strategic direction set by the Board, and must ensure that all Board members have a clear understanding of the key activities and decisions related to the entity, and of any significant risks likely to arise. The CEO acts as a direct liaison between the Board and management of the NCH.
Board Responsibilities
The work and responsibilities of the Board are set out in the National Cultural Institutions (National Concert Hall) Act 2015 (âActâ), which also contain the matters specifically reserved for Board decision. Furthermore the role of the Board is set out in the 2016 Code of Practice for the Governance of State Bodies. Standing items considered by the Board include:
âą declaration of interests,
âą reports from committees,
âą financial reports/management accounts,
âą per formance reports, and
âą res erved matters.
Section 26 of the Act requires the Board of the NCH to keep, in such form as may be approved by the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media with consent of the Minister for Public Expenditure and Reform, all proper and usual accounts of money received and expended by it.
In preparing these financial statements, the Board of NCH is required to:
âą select suitable accounting policies and apply them consistently,
âą ma ke judgements and estimates that are reasonable and prudent,
âą prepare the financial statements on the going concern basis unless it is inappropriate to presume that it will continue in operation, and
âą state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements.
The Board is responsible for keeping adequate accounting records which disclose, with reasonable accuracy at any time, its financial position and enables it to ensure that the financial statements comply with Section 26 of the Act. The maintenance and integrity of the corporate and financial information on the NCHâs website is the responsibility of the Board.
The Board is responsible for approving the annual plan and budget. An evaluation of the 2021 performance of NCH by reference to the annual plan and budget was carried out on 3 December 2021.

The Board is also responsible for safeguarding its assets and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The Board considers that the financial statements of NCH give a true and fair view of the financial performance and the financial position of NCH at 31 December 2021.
Board Structure
The NCH Board consists of a Chairperson, and eight ordinary members, all of whom are appointed by the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media. The members of the Board were appointed for a period of three to five years and meet on a two monthly basis. The table below details the appointment period for current members:

The Board completed an independent evaluations of Board Effectiveness in April 2021.
The Board has established four committees, as follows:
1. Audit and Risk Committee: Reduced from four to three Board members, on the retirement of Maire OâConnor. The role of the Audit and Risk Committee (ARC) is to support the Board in relation to its responsibilities for issues of risk, control and governance and associated assurance. In particular the Committee ensures that the internal control systems including audit activities are monitored actively and independently. The ARC reports to the Board after each meeting, and formally in writing annually. The members of the ARC were: John Reynolds (Chairperson), Hilary Hough and Don Thornhill along with the CEO and the Head of Finance. There were 5 meetings of the ARC in 2021. Hilary Hough took over the Chair of the ARC in 2022.
2. Strategic HR, Organisational Development, Performance and Capability Committee (âSHRCâ): Comprised three Board members, CEO and one external member. The role of the SHRC is to support the Board in their responsibilities to provide direction, and support for the organisational development of the NCH. The members of this committee were: Acting SHRC Chairperson Maura McGrath (from 24 June 2020 - 5 August 2021), SHRC Chairperson John Reynolds (6 August 2021), Robert Read and Conor Hannaway (external member). There were 10 meetings of the SHRC in 2021.

3. Development of NCH Site & Capital Planning Committee (âSCDCâ): comprised five Board members and CEO. The role of the SCDC is to provide direction and support for the redevelopment of the NCH. The members of this committee were: Rebecca Gageby (Chairperson), James Cavanagh, Eleanor McEvoy (to 1 June 2021), Hilary Hough, Maura McGrath, John Reynolds and Robert Read. The NCH have engaged the services of separate project monitor to assist the committee with planning for the NCH redevelopment project who reports to the SCDC and attends regular meetings. There were 6 meetings of the SCDC in 2021.
4. Programme, Learning & Parti cipation Committee (âPLPCâ): comprises three board members. The role of the PLPC is to take a strategic overview of concert and learning and participation programming in support of the NCHâs mission. The members of this committee were: Gerard Gillen (Chairperson to retirement date 4 June 2021), James Cavanagh (Chairperson from 25 June 2021), Eleanor McEvoy (resigned 1 June 2021), Maura McGrath and John Reynolds. There were 7 meetings of the PLPC in 2021.

STATEMENT ON INTERNAL CONTROL
On behalf of An CeolĂĄras NĂĄisiĂșnta the National Concert Hall (âNCHâ), and in relation to the year ended 31 December 2021, the Board acknowledges its responsibility for ensuring that an effective system of internal control is maintained and operated. This responsibility takes account of the requirements of the Code of Practice for the Governance of State Bodies 2016 (âCodeâ) and we wish to confirm the NCHâs adoption of, and compliance with the Code.
Purpose of the System of Internal Control
The system of internal control is designed to manage risk to a tolerable level rather than to eliminate it. The system can therefore only provide reasonable and not absolute assurance that assets are safeguarded, transactions authorised and properly recorded and that material errors or irregularities are either prevented or detected in a timely way.
The system of internal control, which accords with guidance issued by the Department of Public Expenditure and Reform has been in place by the NCH for the year ended 31 December 2021 and up to the date of approval of the financial statements.
Capacity to Handle Risk
The NCH had an Audit and Risk Committee (âARCâ) comprising three Board members. The ARC met five times in 2021.
The NCH conducts the internal audit function through an outsourced agency. The internal audit function is adequately resourced and conducts a programme of work agreed with the ARC.
The ARC developed a risk management policy for the Board which sets out its risk appetite, the risk management processes in place and details the roles and responsibilities of staff in relation to risk.
The policy has been issued to all staff who are expected to work within the NCH risk management policies, to alert management on emerging risks and control weaknesses and assume responsibility for risks and controls within their own area of work.
Risk and Control Framework
The NCH has implemented a risk management system which identifies and reports key risks and the management actions being taken to address and, to the extent possible, to mitigate those risks.
A risk register is in place which identifies the key risks facing the NCH and these have been identified, evaluated and graded according to their significance. The chair of the risk management forum is responsible for updating the ARC on any incidents and/or material changes to the risk register on a quarterly basis. All risks on the register are reviewed at least twice a year. The outcome of these assessments is used to plan and allocate resources to ensure risks are managed to an acceptable level.
The risk register details the controls and actions needed to mitigate risks and responsibility for operation of controls is assigned to specific staff. The Board confirms that a control environment containing the following elements is in place:
âą the financial policies and procedures manual documents key processes,
âą financial responsibilities have been assigned at management level with corresponding accountability,

âą there is an appropriate budgeting system with an annual budget which is kept under review by senior management,
âą there are systems aimed at ensuring the security of the information and communication technology systems,
âą there are systems in place to safeguard the assets of the organisation.
Ongoing Monitoring and Review
Formal procedures have been established for monitoring control processes, and control deficiencies are communicated to those responsible for taking corrective action and to management and the Board, where relevant, in a timely way.
We confirm that the following ongoing monitoring systems are in place:
âą key risks and related controls have been identified and processes have been put in place to monitor the operation of those key controls and report any identified deficiencies,
âą reporting arrangements have been established at all levels where responsibility for management has been assigned, and,
âą there are regular reviews by senior management of periodic and annual performance and reports which indicate performance against budgets/forecasts.
Procurement
The Board confirms that the NCH has procedures in place to ensure compliance with current procurement rules and guidelines, and that during 2021 the NCH has complied with those procedures. However, Internal Audit selected and tested a sample of seven purchases made during 2021 and found that for three purchases between âŹ5,000 to âŹ25,000:
a. A signed contract or other documented evidence of agreement with the supplier was not on file. b. While three quotations had been obtained for each purchase, no documented evidence had been retained on file to support the contract award decision.
Public Procurement Guidelines re tendering were not complied with as follows:
1. The NCH was asked by the Department to manage a pilot event in the Iveagh gardens on June 10th 2021, aimed at encouraging the return of live performances post COVID-19 lockdown, with a lead time of two weeks. Events, such as these, would generally require a lead time of more than three months. Without experience in running these type of events, the NCH enlisted the services of an external production company (Actavo Events (Irl) Ltd and White Van Productions), who had specific experience of running events in the Iveagh Gardens and the relevant network to be able to make this happen. Given the timeline, there was no possibility of being able to tender in the manner we always do and both Actavo Events (Irl) Ltd and White Van Productions were appointed without tender.
2. Covid Testing: JV Communications were appointed on obtaining three (3) quotations. However, as it was not anticipated at the time that Covid testing would continue for as long as it did, this was not tendered and a contract was not put in place.
Management will continue to re-enforce Public Procurement Guidelines and ensure that a signed contract or other documented evidence of agreement with the supplier (e.g. order acknowledgement or similar) are obtained and retained on file for all purchases exceeding âŹ5,000. Adequate documentation shall be retained on file to support the contract award decision.
Remote Working
The NCH updated its Financial Policies and Procedures in 2021 to take account of remote working and identified interim changes in Control Procedures whilst remote working is in place.

Review of Effectiveness
The Board confirms that the NCH has procedures to monitor the effectiveness of its risk management and control procedures. The NCH monitoring and review of the effectiveness of the system of internal control is informed by the work of the internal and external auditors, the ARC which oversees their work, and the senior management within the NCH responsible for the development and maintenance of the internal financial control framework.
The Board conducted an annual review of the effectiveness of risk management and internal controls for 2021 on 30 March 2022, as recorded in the Board minutes of 30 March 2022, and confirmed their adequacy.
Internal Control Issues
No weaknesses in internal control were identified in relation to 2021 that require disclosure in the statements, beyond what is disclosed under procurement above.
Covid-19
The actions taken by the NCH to facilitate remote working in 2020 continued in 2021, including:
âą Continuous assessment of significant risks pertaining to the COVID-19 pandemic and the ability of the NCH to respond effectively.
âą En suring robust segregation of duties.
âą En suring all existing data protection and records management policies and procedures continue to apply in the remote working environment and are monitored and reported on as normal.
âą En suring that staff members access NCHâs network using the NCHâs approved ICT equipment and that all staff members working remotely have been equipped with the necessary ICT equipment.
No weaknesses in internal controls were identified as a result of changes implemented during the pandemic, but continuous assessment of internal control has continued and if any weaknesses are found, corrective measures will be implemented where necessary.

Responsibilities of the Comptroller and Auditor General
I am required under section 26 of the National Cultural Institutions (National Concert Hall) Act 2015 to audit the financial statements of the National Concert Hall and to report thereon to the Houses of the Oireachtas.
My objective in carrying out the audit is to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement due to fraud or error. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the ISAs will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.
As part of an audit in accordance with the ISAs, I exercise professional judgment and maintain professional scepticism throughout the audit. In doing so,
âą I id entify and assess the risks of material misstatement of the financial statements whether due to fraud or error; design and perform audit procedures responsive to those risks; and obtain audit evidence that is sufficient and appropriate to provide a basis for my opinion. NOTES TO THE FINANCIAL STATEMENTS
1. Accounting Policies
The significant accounting policies adopted by the NCH which have been applied consistently throughout the year are as follows:-
1.1. Statement of Compliance
The financial statements of the NCH for the year ended 31 December 2021 have been prepared in accordance with FRS 102, the financial reporting standard applicable in the UK and Ireland issued by the Financial Reporting Council (FRC).
1.2. Basis of Preparation
The financial statements have been prepared on the going concern basis under the historical cost convention. The financial statements are in the form approved by the Board, with the concurrence of the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media and the concurrence of the Minister for Public Expenditure and Reform. The NCH is a public benefit entity and has charitable tax status.
1.3. Currency
i Fu nctional and Presentation Currency
Items included in the financial statements are measured using the currency of the primary economic environment in which the NCH operates ("the functional currencyâ). The financial statements are presented in Euro, which is the body's functional and presentation currency and is denoted by the symbol ââŹâ.
ii Transactions and Balances
Foreign currency transactions are translated into the functional currency using the exchange rates at the dates of the transactions. At each period end foreign currency monetary items are translated using the closing rate.
1.4. Revenue
Revenue is recognised to the extent that the NCH obtains the right to consideration in exchange for its performance and is exclusive of value added tax.
Revenue from the provision of services is recognised in the accounting period in which the services are rendered and the outcome of the contract can be estimated reliably.
1.5. Exchequer Grants
Revenue exchequer grants are recognised in the Statement of Income & Expenditure where there is reasonable assurance that the grant will be received and the NCH has complied with all attached conditions.
The grant is comprised of both i) current and ii) capital elements. The current grant is detailed in the Statement of Income & Expenditure and the capital grant is stated at note 16. Capital grants are applied for the acquisition of fixed assets. Capital grants are amortised to the Statement of Income & Expenditure over the same period in which the underlying assets are depreciated.

1.6. Property, Plant and Equipment and Depreciation
Tangible assets are stated at cost less accumulated depreciation.
The depreciation charge is calculated to write off the book value of each Fixed Asset during its expected normal life on a straight-line basis at the following rates :-

Impairment
Assets are reviewed for impairment whenever events or changes in circumstances indicate that the carrying amount may not be recoverable. An impairment loss is recognised for the amount by which the assets ca rrying amount exceeds its recoverable amount.
The recoverable amount is the higher of an assetâs fair value less costs to sell and value in use. Value in use is defined as the present value of the future cash flows obtainable as a result of the assets continued use.
If the recoverable amount of the asset is estimated to be lower than the carrying amount, the carrying amount is reduced to its recoverable amount.
If an impairment loss subsequently reverses the carrying amount of the asset is increased to the revised estimate of its recoverable amount but only to the extent that the revised carrying amount does not exceed the carrying amount that would have been determined (net of depreciation) had no impairment loss been recognised in prior periods. A reversal of an impairment loss is recognised in the statement of income and expenditure.
1.7. Receivables
Receivables consist of trade and other debtors. A provision for non-recovery of receivables is recognised when there is objective evidence that the NCH will not be able to collect all amounts due. The amount of the provision is the difference between the assets carrying amount and the estimated recoverable value.
1.8. Cash and Cash Equivalents
Cash and cash equivalents include cash on hand, demand deposits and other short term highly liquid investments with original maturities of three months or less. Bank overdrafts are shown within borrowings in current liabilities on the statement of financial position.

1.9. Payables
Payables comprise trade and other creditors and are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities.
1.10. Provisions
Provisions are recognised when the NCH has a present legal or constructive obligation as a result of past events: it is probable that an outflow of resources will be required to settle the obligation; and the amount of the obligation can be estimated reliably.
Provisions are measured at the present value of the expenditure expected to be required to settle the obligation.
1.11. Contingencies
Contingent liabilities, arising as a result of past events, are recognised when a) it is probable that there will be an outflow of resources or that an amount could be reliably measured at the reporting date or b) when the existence will be confirmed by the occurrence or non-occurrence of uncertain future events not wholly within the organisation's control. Contingent liabilities are disclosed in the financial statements unless the probability of an outflow of resources is remote.
Contingent assets are only recognised in the financial statements when an inflow of economic benefits is probable.
1.12. Employee Benefits
The NCH provides a range of benefits to employees. Short term benefits, including holiday pay and other similar non-monetary benefits, are recognised as an expense in the period in which the service is received. Expenditure on pensions and lump sums will fall to be met from the Concert Hall's resources as they become payable. This expenditure will be taken into account in calculating the annual Grant. Please refer to Note 23 for further information.
The National Concert Hall previously established its own defined benefit pension scheme, funded annually on a pay-as-you-go basis from monies provided through its annual grant from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media. The National Concert Hall also operates the Single Public Services Pension Scheme (âSingle Schemeâ), which is a defined benefit scheme for pensionable public servants appointed on or after 1 January 2013.
1.13. Capital Redevelopment Reserve
The National Concert Hall decided to set up a capital redevelopment reserve the purpose of which is to fund future redevelopment costs of the Hall. All decisions in the use of this reserve are subject to the approval of the Board. Please refer to Note 17.

2. Critical Accounting Judgements and Estimates
The preparation of these financial statements requires the directors to make judgements, estimates and assumptions that affect the application of policies and reported amounts of assets and liabilities, income and expenses. Judgements and estimates are continually evaluated and are based on historical experiences and other factors, including expectations of future events that are believed to be reasonable under the circumstances.
The NCH makes estimates and assumptions concerning the future. The resulting accounting estimates may not equal the related actual result. The estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are discussed below.
a) Establishing useful economic life for depreciation purposes of fixed assets
Fixed assets comprise a material portion of total assets. The annual depreciation charge depends primarily on the estimated useful economic life of each type of asset and estimates of residual values. Changes in asset useful lives can have a significant impact on depreciation and amortisation charges for the period. Details of estimated useful economic lives is included in the accounting policies.
3. Transfer of Engagement
On 1 February 2016 the National Concert Hall was established as a statutory body. On that date the activities of the predecessor body (An CeolĂĄras NĂĄisiĂșnta, The National Concert Hall Company Limited) were transferred to An CeolĂĄras NĂĄisiĂșnta the National Concert Hall and amounted to âŹ1,570,230.

5. Exchequer Grants
Exchequer grants received from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media for the accounting period ended 31 December 2021 amounted to âŹ3,934,000 (2020 - âŹ3,633,697). In addition, the value of capital grants received was âŹ271,900 (2020 - âŹ469,434). No overtime has been paid to management. Allowances are not paid to management or other staff. Board members provide their services on a pro-bono basis. As the principal management decision maker and conduit for carrying out the Boardâs instructions, the CEOâs remuneration package is detailed at Note 20. The salary ranges for both the CEO and management grades are detailed at Note 21. No settlements in respect of termination payments were made other than the normal lump sums payable as part of the superannuation scheme. 23. Retirement Benefit Costs
a. The cost of servicing retirement benefits for the period amounts to âŹ945,194 (2020: âŹ737,000). This is comprised of the current service costs of âŹ713,000 outlined in section (c) below together with the interest on retirement benefit scheme liabilities of âŹ118,000 and the lump sum value paid to one retiree of âŹ114,194. The net deferred funding for pensions of âŹ745,059 includes the funding recoverable in respect of current year pensions of âŹ831,000 less state grant to pay pensions of âŹ85,941. Certain comparative figures for the period have been re-classified and re-presented on the same basis as those for the current year.
b. Deferred Retirement Benefit Funding Asset
The National Concert Hall recognises these amounts as an asset corresponding to the unfunded deferred liability for retirement benefits on the basis of a number of events. These events include the statutory basis for the establishment of the National Concert Hall on 1st February 2016; the transferral of pensionsâ liabilities from the former NCH Company to the NCH as a statutory body; correspondence from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media that reasonable assurances are understood to exist from the State that it will fund the future costs of the NCHâs pension liabilities and the policy and practices currently in place in the public service in relation to recording and funding the future pensionsâ costs of public bodies.

d. General Description of Schemes
The National Concert Hall Staff Superannuation Scheme 1987 is a defined benefit final salary pension arrangement with benefits defined by reference to the National Concert Hall Staff Superannuation Scheme 1987 and to the current âmodelâ public sector scheme regulations.
The scheme provides a pension (1/80th per year of service), a lump sum on retirement (3/80th per year of service) and spousesâ and childrensâ pensions.
Normal retirement age is a memberâs 65th birthday, with an entitlement to retire without actuarial reduction from age 60.
Pensions increase, subject to Ministerial approval, in line with relevant pay increases applicable to serving staff. Such pension increases are effective from the same dates as pay increases.
Although the scheme continues to operate under the terms of the National Concert Hall Staff Superannuation Scheme 1987, its establishment has not yet been formalised under statute. The scheme is an unfunded defined benefit superannuation arrangement with benefits payable on a pay-as-you-go basis from the NCHâs core funding.

In accordance with Section 20 of the National Cultural Institutions (National Concert Hall) Act 2015 (âActâ) pensionsâ liabilities of the NCH Company became from establishment day on 1st February 2016, the liabilities of the NCH. This section also provides that superannuation benefits awarded to, or in respect of a transferred person, shall be subject to such terms and conditions as are not less favourable to him or her than the terms and conditions in relation to the grant of such benefits under the superannuation scheme or arrangement that immediately before the establishment day apply to, or in respect of, that person.
Expenditure on pensionsâ and lump sums fall to be met from the NCHâs resources as they become payable. This expenditure is taken into account when calculating the bodyâs grant.
The National Concert Hall previously established its own defined benefit pension scheme, funded annually on a pay-as-you-go basis from monies provided through its annual grant from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media. The National Concert Hall also operates the Single Public Services Pension Scheme (âSingle Schemeâ), which is a defined benefit scheme for pensionable public servants appointed on or after 1 January 2013. Single Scheme membersâ contributions are paid over to the Department of Public Expenditure and Reform (D/PER) and which amounted to âŹ29,895 and âŹ24,833 for the years ended 31 Dec 2021 and 2020 respectively.
Pension costs reflect pension benefits earned by employees and are shown net of staff pension contributions. Superannuation deductions in respect of the Spouses and Childrenâs Superannuation Scheme are retained by the National Concert Hall and recognised as a liability (please refer to Note 14).
The defined benefit obligation figure relating to the Single Scheme is included in the total defined benefit obligations figures of âŹ16,940,559 (2020: âŹ14,757,191) in Note 23 (c).
The evaluation methodology used has been based on a full actuarial valuation made by a qualified independent actuary taking into account the requirements of Financial Reporting Standard 102 in order to assess the schemesâ liabilities as at 31 December 2021.

24. Going Concern in Light of Coronavirus
The National Concert Hall was established as a statutory body under the National Cultural Institutions (National Concert Hall) Act 2015. As a statutory body it is expected that the NCH would have access to sources of capital from the State should they be required. The NCH as a satisfactorily capitalised body finds that there is no material uncertainty that it is aware of, on its ability to continue as a going concern.
Management is not aware of such uncertainty as it relates to the Coronavirus or to any other conditions that may cast significant doubt upon the NCHâs ability and as supported by the State, to continue as a going concern.
The NCH continued remote working, for relevant staff, as a result of the Covid-19 pandemic during 2021. While the pandemic has posed significant challenges to the business operations of the NCH, the State did provide a supplementary grant of âŹ370,000 that resulted in a small surplus. During 2022 the NCH has experienced a slow but steady return of audiences. The Board is satisfied that these Financial Statements should be prepared on a going concern basis.

I draw attention to note 23(b) of the financial statements. The National Concert Hall recognises an asset in respect of defe rred retirement benefit funding the current value of the funding it anticipates the State will provide in the future to meet retirement benefit liabilities as they fall due. Inherent in this accounting treatment is an assumption that any income generated by the National Concert Hall will in the first instance be applied towards current expenses and that State funding will meet any current or future shortfall in resources, including future retirement benefit liabilities. My audit opinion is not modified i n respect of this matter.
