CHAIRPERSON’S FOREWORD

As Chairperson of the NCH, I wish to present my foreword for the Annual Report 2021.

2021 was a year of great challenge for the NCH due to the COVID-19 Pandemic. As Chairperson of the NCH, I believe that the NCH and all our National Cultural Institutions have a fundamental role to nurture and contribute to societal wellbeing and to our national recovery. The contribution of Artists and Music has been truly remarkable during this most difficult time.

The NCH was closed from the start of the year until the landmark outdoor test event with James Vincent McMorrow in the Iveagh Gardens on 8th June. The Hall itself re-opened for in-person events in September with 79 in-person events staged for the remainder of the end of the year, with an average of 62% occupancy. Highlights included very well attended concerts with the music of Zimmer vs Williams, the Good Glow with Georgie Crawford, John Grant, Ye Vagabonds, Mick Flannery and Susan O’Neill. The Treaty by Colin Murphy was also a tremendous success. The Board and I thank the CEO, Senior Management Team and Staff for their commitment and resilience which has contributed to the NCH maintaining our national presence while staying connected through music with our audiences.

The Board and I thank our newly appointed CEO Robert Read, Senior Management Team and Staff for their commitment and resilience which has contributed to the NCH maintaining our national presence while staying connected through music with our audiences.

Throughout the period of Covid-19, the importance of digital as a medium to not only communicate what we are doing, but most importantly to facilitate concerts and educational events for audiences – remote and in-venue – ensured a regular schedule of concerts and activity from NCH. We saw significant positive engagement with existing audiences, across all age groups, and attracted many new customers to the NCH for the first time. Positively, overseas visitors accounted for almost 23% of audiences overall with the highest of those from the UK, the USA, Germany and Ukraine. NCH livestreamed 90 concerts and events including masterclasses, workshops and talks across free and paid platforms during 2021. James Vincent McMorrow’s performance in the Iveagh Gardens in June, the first concert of its kind in Ireland in 18 months, , attracted almost 17,000 total unique viewers.

D uring 2021, our Learning & Participation programme continued online, with a return to some in-person activity towards the end of the year. Successfully reaching new and existing audiences, we focussed our activity on those most affected by the pandemic. This included online dementia-friendly concerts, music for mental wellbeing, Music in Children’s Hospitals, and visits to the National Rehabilitation Hospital. We supported young people at home and in schools with the online version of our Quavers to Quadratics programme, exploring science through music and sound. We presented a live stream of the beautiful Wunderground production with Ceol Connected, and we presented a range of workshops for the very young as part of CruinniĂș na nÓg.

National Concert Hall Annual Report for the year ended 31 December 20213

Continuing to support our young and emerging musicians, we delivered a wide range of online masterclasses, workshops and other events, including the second online version of the annual NCH International Master Course in August; the Bernadette Greevy Bursary for Singers; the Female Conductor Programme; and Creative Lab, a new programme supporting young composers from underrepresented communities.

Our community ensembles continued both online and in person, including the NCH orchestra for older and returning musicians; the NCH community choir, the Gamelan Orchestra, and Percussion Lab.

I wish to acknowledge the support of Minister Catherine Martin TD and her dedicated team in the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media (‘D/TAGSAM’) to whom we owe our deepest gratitude. Whilst the variable cost base of the NCH was lower due to less live events, we are grateful for the Supplementary Grant. This support enabled the NCH to continue bringing the joy of live music to people through online performances and then a return to in-person events while also maintaining an equilibrium in its finances for 2021 and report a break-even position at the year end.

The Board is particularly satisfied to have completed the NCH Statement of Strategy (2022 – 2026). This will chart the course of the NCH for the next 5 years and plans are now in place under the leadership of our CEO and his SMT to ensure a successful outcome for our Audiences, Patrons & Friends. Its sets out:

Our Vision: To be an inspiring and world-renowned music destination, accessible to all, enriching the cultural landscape of Ireland

Our Purpose: To be a living space for music, for lifelong enjoyment, connection and participation in music, for everyone

Two cornerstones underpin this Strategy:

1. The redevelopment of the Hall. This is the NCH’s highest priority, and we are working closely with the OPW, Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and the Government to progress this project.

2. The transfer of the National Symphony Orchestra (NSO) from RTE to the NCH. I am delighted to confirm that this transfer was formalised on 24 January 2022. We welcome this transfer and see it has integral to our NCH strategy and to the contribution and development of symphonic music in Ireland.

3. Ou r NCH values will guide us all in ensuring that we live up to what is expected in governance of and as custodians of such an iconic Cultural Institution. In particular we will steadfastly uphold and will be exemplars of greater diversity and inclusion across all our activities. We will hold ourselves and each other accountable to embed and embrace all that this requires.

National Concert Hall Annual Report for the year ended 31 December 2021 4

I as Chairperson and with my colleague directors wish to acknowledge the continuous support from OPW as we design and plan the future of the NCH. We also acknowledge the engagement with RTÉ and their efforts to effect a smooth transition of the NSO. To our sponsors who stayed loyal particularly this year when our in-person performances ceased and moved on-line we greatly appreciate your continuous support.

I wish to acknowledge, with my personal appreciation, the continuous support from my colleague directors and their unwavering commitment throughout 2021 – thank you.

My special thanks to our patron President Michael D. Higgins and his wife Sabina who are ardent supporters of the Arts. And finally, I would like to conclude by saying that none of this would have been possible had it not been for the support and dedicated commitment of Minister Catherine Martin TD and her excellent team at the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media.

CHIEF EXECUTIVE OFFICER’S FOREWORD

It couldn’t have been a more unusual time, in February 2021, to commence my role as CEO of the National Concert Hall. A bleak period when we were all confined to our homes, our hall was dark and there seemed no end in sight or plan to emerge on the other side of the pandemic. Although initially working remotely , the support of our Board, Department and the NCH team enabled me to, very quickly, feel connected to the organisation and be able to contribute and lead at a time of great uncertainty and upheaval. I was very fortunate to be able to build on the advancements my predecessor, Simon Taylor, and the Senior Management Team had made, during the previous year, in adapting to the new paradigm, equipping the team and hall with the vital digital technology and skills to enable the NCH to continue to fulfil its statutory remit, support artists and continue to retain a connection with our audiences through streamed broadcasts.

From the spring of last year, the NCH was able to produce an impressive and appropriate programme of weekly live-streamed performances. These were all produced in close collaboration with our community of partner ensembles, the RTE National Symphony Orchestra and other leading Irish musicians.

The suite of live-streamed concerts was made possible through the Innovation Partnership with Davy who were committed to supporting talented musicians and the magic of world-class performances on stage and online. This partnership was recognised, later in the year, by the Business to Arts Awards for Best Large Sponsorship award.

The highlights of theses live-streamed concerts included:

Spring / Summer Variations was a series of six, intended to provide musical solace and inspiration, offering audiences the best in classical music with a variety of works from Irish Chamber Orchestra, Celine Byrne, Vanbrugh Quartet, Camerata Ireland and Irish Chamber Orchestra

Notes from a Quiet Land. A remarkable performance, co-curated by Gary Sheehan and Sinead Gleeson, which featured music and words from some of Ireland’s leading female artists, responding to the past year’s enforced cultural silence.

Breaking the Silence was a powerful and timely creative response to the legacy of Ireland’s mother and baby home institutions featuring survivors, writers & artists. This was extremely well received and was watched by over 3,300 viewers.

Extraterrestrial was a collaboration with District and spearheaded by acclaimed poet Felispeaks. The concert set out to illustrate Ireland’s rich cultural tapestry, by threading together themes of identity, race and community through the lens of the island’s leading artists.

The RTE National Symphony Orchestra resumed their season of Friday night concerts from the hall in March with live streamed broadcasts via the RTE website and on Lyric FM.

National Concert Hall Annual Report for the year ended 31 December 2021 6

The 2021 editions of New Music Dublin and Tradition Now were both moved online with great success, demonstrating exceptional levels of adaptability and agility.

Concerts by distinguished individual Irish artists included Sharon Shannon and Christie Moore.

In late May, The Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media asked the NCH to produce an in-person pilot event, to test the viability of outdoor performance in the age of Covid. This would be Ireland’s first concert with an audience since the pandemic closed venues across the country in March 2020. With just two weeks’ notice, the NCH team pulled together to produce a remarkable concert in Iveagh Gardens for 500 people, headlined by James Vincent McMorrow with special guest Sorcha Richardson. The event was a tremendous success, achieving incredibly positive audience feedback and media coverage. It was an exciting and welcome glimpse of the post-pandemic world. But also proved what the NCH team is capable of when challenged to deliver something exceptional.

On September 9th the NCH was able to re-open on the day of our 40th anniversary, after an interval of 18 months, with a performance by Irish Chamber Orchestra and the Libra Ensemble, featuring pianist, Finghin Collins.

This commenced a steady return of audiences and concerts under strict Covid safety protocols which included limited audience capacities, scanning of vaccination certificates, closed bars and social distancing.

The occasion of the 40th anniversary of the NCH was also a significant moment to launch ‘Refractions’, a series comprising of over 30 concerts, staged from September to December offering audiences a variety of events online and in-venue, appealing to all musical tastes. These concerts spanned the latest edition of Tradition Now, Sunday afternoon Chamber series, performances from the Irish Chamber Orchestra, Camerata Ireland and Irish Chamber Orchestra and Raise Our Voices with mezzo-soprano Tara Erraught.

The incremental and diligent pathway through the Covid environment continued through the autumn and winter. A two-part celebration of the life and legacy of Seán Ó Riada was a significant artistic highlight and featured wonderful contributions from the RTE NSO, Crash Ensemble, Peadar Ó Riada and actor Stephen Rea.

The NCH hosted a number of events to mark the centenary of the Anglo-Irish Treaty. This included Treaty Songs a new project commemorating the signing of the treaty featuring Lisa O’Neill, Gemma Dunleavy, John Spillane, Karan Casey, Maija Sofia, Duke Special, special guest Christy Moore. The Kevin Barry Room was used to stage The Treaty a play by Colin Murphy. This was highly significant as the rooms had been used as the meeting place of the second Dáil and where the treaty ratification debates were held.

On November 5th, the RTE NSO made an emotional and very welcome, permanent, return to the NCH stage with John Wilson conducting an evening of Britten, Dove and Elgar.

A celebration concert, in the presence of our Patron, Michael D. Higgins and his wife Sabina, officially marked 40 years of the NCH as Ireland’s National Cultural Institution for Music and the imminent transfer of the NSO and choirs. Under the baton of chief conductor, Jaime Martín, the programme consisted of Brian Byrne’s Fanfare, Anne-Marie O'Farrell’s Eitilt and Dvorˇák’s Symphony No. 9 From The New World. The concert was a powerful reminder of all that has been endured by the country, the emergence from a traumatic period for arts and culture in Ireland and the prospect of ushering in an exciting new era for music at the National Concert Hall.

National Concert Hall Annual Report for the year ended 31 December 20217

Throughout this period the NCH’s Learning and Participation adapted incredibly well to providing a continuing range of online activity across a variety of areas and continued to focus their work primarily on those most affected by the pandemic. These include Tea Dance Tunes, the series of online dementia-friendly concerts, choir rehearsals for the Sing Out Choir, sessions for the Blow the Dust Orchestra, masterclasses for young musicians, and virtual visits for the Music in Children’s Hospitals programme with Kids’ Classics.

An in-person programme continued at the National Rehabilitation Hospital throughout the winter, such is the value that the hospital placed on these services.

Another three masterclasses were also held as part of the Spring Masterclass Series featuring renowned Irish musician-teachers, and up-and-coming Irish musical talent. This series featured Paul Roe (clarinet), Aura Stone (double bass), and Richard O’Donnell (percussion).

Our Learning and Participation team were instrumental in developing a vital new initiative called Creative Lab, in partnership with Accenture and Toy Show. This is a programme supporting young composers from underrepresented communities. Started in September 2021 to project culminated in performances of the participant’s work at New Music Dublin festival in April 2022.

In parallel to our artistic activity and maintaining our support for artists and connection with our audience, the NCH engaged in a number of strategically vital projects and initiatives. Significant amongst these was the completion and submission of the Preliminary Business Case for the redevelopment of the NCH site.

This established a detailed outline of potential options for the future of the NCH. In doing so, it set out various analyses including a detailed demand analysis, financial and economic appraisal and an assessment of affordability. Based on the resulting outputs, the NCH was able to make a recommendation in support for an option which would see the redevelopment and modernisation of all the areas within the scope of the project at Earlsfort Terrace. This goes beyond just the essential building works which are urgently required to bring the site up to the prevailing internationally expected standards for the performance of music, universal access and environmental sustainability. The recommended option is the only one which would succeed in reactivating the vast amounts of empty, unused and decaying spaces within the site and enabling the NCH to realise its vision: to be an inspiring and world-renowned music destination, accessible to all, enriching the cultural landscape of Ireland. The organisation awaits a decision from government on the investment required.

Soon after commencing my tenure, I led a comprehensive project to devise a new statement of strategy for the NCH. This involved a lengthy consultation process of listening to the wide community of supporters, partners and friends who all contribute to making the NCH what it is. This involved a number of surveys with our audience database, stakeholder focus groups, one-to-one interviews with the Irish public, existing audience members, expert stakeholders, young, emerging artists and the NCH Board and team. The resulting strategy, using ten key themes, sets out to form the bedrock of our annual business planning process and outlines our key priorities for the next five years, which will result in sustainably growing our audiences, reducing our impact on the environment and increasing access, diversity and inclusion in everything we do.

National Concert Hall Annual Report for the year ended 31 December 2021 8

Fundamental to the development of the new strategy was the transfer of the National Symphony Orchestra, Philharmonic Choir, Cor Linn and Cor na nOg choirs into the remit of the NCH. The strategy articulates how, as one, combined, organisation, we will support and invest in the development of the NSO and choirs and realise the potential as Ireland’s nationally and internationally respected Symphony Orchestra. We will deliver an ambitious programme of music to develop and increase opportunities for young people and those from diverse communities, giving all audiences greater access to the transformative and life-enhancing power of music.

A great deal of work went into progressing the transfer throughout the year and this culminated on January 24th 2022 with the completion of the formal transfer from the national broadcaster RTE to the NCH.

This past year, has yet again, demonstrated the incredible resilience, adaptability and determination of everyone across the NCH team, in the face of enormous challenges and constantly changing circumstances. I thank and pay tribute to all in my wonderful team.

I would like to thank our Chairperson, Maura McGrath and our Board for all their support and encouragement to me in the early days of my tenure. But I also thank and acknowledge their exceptional commitment and support during another very challenging year. Our collective thanks also to Minister Martin and her officials at the Department of Tourism, Culture, Gaeltacht, Sport and Media for their unstinting support of the NCH throughout the year.

Principal Risks and Uncertainties

The principal risks and uncertainties affecting the organisation for the year ahead relate to the timing, operational and financial implications of the redevelopment of the National Concert Hall and the transition of the National Symphony Orchestra to it including other scenarios which are outside the influence and control of the NCH e.g. the effect of COVID-19 on the appetite of music lovers to return to live concerts at the NCH. The organisation also faces risks and uncertainties which would include but are not limited to international and local economic conditions, the effects on customer spending in the area of the organisation's principal activity and their effect on discretionary consumer spending in general. The Board manages these risks by endeavouring to ensure that the organisation has adequate current financial support and by actively planning livestreaming concerts and a return to live concerts programming post-COVID-19.

National Concert Hall Annual Report for the year ended 31 December 202115

STATEMENT ON INTERNAL CONTROL

On behalf of An CeolĂĄras NĂĄisiĂșnta the National Concert Hall (‘NCH’), and in relation to the year ended 31 December 2021, the Board acknowledges its responsibility for ensuring that an effective system of internal control is maintained and operated. This responsibility takes account of the requirements of the Code of Practice for the Governance of State Bodies 2016 (‘Code’) and we wish to confirm the NCH’s adoption of, and compliance with the Code.

Purpose of the System of Internal Control

The system of internal control is designed to manage risk to a tolerable level rather than to eliminate it. The system can therefore only provide reasonable and not absolute assurance that assets are safeguarded, transactions authorised and properly recorded and that material errors or irregularities are either prevented or detected in a timely way.

The system of internal control, which accords with guidance issued by the Department of Public Expenditure and Reform has been in place by the NCH for the year ended 31 December 2021 and up to the date of approval of the financial statements.

Capacity to Handle Risk

The NCH had an Audit and Risk Committee (‘ARC’) comprising three Board members. The ARC met five times in 2021.

The NCH conducts the internal audit function through an outsourced agency. The internal audit function is adequately resourced and conducts a programme of work agreed with the ARC.

The ARC developed a risk management policy for the Board which sets out its risk appetite, the risk management processes in place and details the roles and responsibilities of staff in relation to risk.

The policy has been issued to all staff who are expected to work within the NCH risk management policies, to alert management on emerging risks and control weaknesses and assume responsibility for risks and controls within their own area of work.

Risk and Control Framework

The NCH has implemented a risk management system which identifies and reports key risks and the management actions being taken to address and, to the extent possible, to mitigate those risks.

A risk register is in place which identifies the key risks facing the NCH and these have been identified, evaluated and graded according to their significance. The chair of the risk management forum is responsible for updating the ARC on any incidents and/or material changes to the risk register on a quarterly basis. All risks on the register are reviewed at least twice a year. The outcome of these assessments is used to plan and allocate resources to ensure risks are managed to an acceptable level.

The risk register details the controls and actions needed to mitigate risks and responsibility for operation of controls is assigned to specific staff. The Board confirms that a control environment containing the following elements is in place:

‱ the financial policies and procedures manual documents key processes,

‱ financial responsibilities have been assigned at management level with corresponding accountability,

National Concert Hall Annual Report for the year ended 31 December 2021 16

‱ there is an appropriate budgeting system with an annual budget which is kept under review by senior management,

‱ there are systems aimed at ensuring the security of the information and communication technology systems,

‱ there are systems in place to safeguard the assets of the organisation.

Ongoing Monitoring and Review

Formal procedures have been established for monitoring control processes, and control deficiencies are communicated to those responsible for taking corrective action and to management and the Board, where relevant, in a timely way.

We confirm that the following ongoing monitoring systems are in place:

‱ key risks and related controls have been identified and processes have been put in place to monitor the operation of those key controls and report any identified deficiencies,

‱ reporting arrangements have been established at all levels where responsibility for management has been assigned, and,

‱ there are regular reviews by senior management of periodic and annual performance and reports which indicate performance against budgets/forecasts.

Procurement

The Board confirms that the NCH has procedures in place to ensure compliance with current procurement rules and guidelines, and that during 2021 the NCH has complied with those procedures. However, Internal Audit selected and tested a sample of seven purchases made during 2021 and found that for three purchases between €5,000 to €25,000:

a. A signed contract or other documented evidence of agreement with the supplier was not on file. b. While three quotations had been obtained for each purchase, no documented evidence had been retained on file to support the contract award decision.

Public Procurement Guidelines re tendering were not complied with as follows:

1. The NCH was asked by the Department to manage a pilot event in the Iveagh gardens on June 10th 2021, aimed at encouraging the return of live performances post COVID-19 lockdown, with a lead time of two weeks. Events, such as these, would generally require a lead time of more than three months. Without experience in running these type of events, the NCH enlisted the services of an external production company (Actavo Events (Irl) Ltd and White Van Productions), who had specific experience of running events in the Iveagh Gardens and the relevant network to be able to make this happen. Given the timeline, there was no possibility of being able to tender in the manner we always do and both Actavo Events (Irl) Ltd and White Van Productions were appointed without tender.

2. Covid Testing: JV Communications were appointed on obtaining three (3) quotations. However, as it was not anticipated at the time that Covid testing would continue for as long as it did, this was not tendered and a contract was not put in place.

Management will continue to re-enforce Public Procurement Guidelines and ensure that a signed contract or other documented evidence of agreement with the supplier (e.g. order acknowledgement or similar) are obtained and retained on file for all purchases exceeding €5,000. Adequate documentation shall be retained on file to support the contract award decision.

Remote Working

The NCH updated its Financial Policies and Procedures in 2021 to take account of remote working and identified interim changes in Control Procedures whilst remote working is in place.

National Concert Hall Annual Report for the year ended 31 December 202117

Review of Effectiveness

The Board confirms that the NCH has procedures to monitor the effectiveness of its risk management and control procedures. The NCH monitoring and review of the effectiveness of the system of internal control is informed by the work of the internal and external auditors, the ARC which oversees their work, and the senior management within the NCH responsible for the development and maintenance of the internal financial control framework.

The Board conducted an annual review of the effectiveness of risk management and internal controls for 2021 on 30 March 2022, as recorded in the Board minutes of 30 March 2022, and confirmed their adequacy.

Internal Control Issues

No weaknesses in internal control were identified in relation to 2021 that require disclosure in the statements, beyond what is disclosed under procurement above.

Covid-19

The actions taken by the NCH to facilitate remote working in 2020 continued in 2021, including:

‱ Continuous assessment of significant risks pertaining to the COVID-19 pandemic and the ability of the NCH to respond effectively.

‱ En suring robust segregation of duties.

‱ En suring all existing data protection and records management policies and procedures continue to apply in the remote working environment and are monitored and reported on as normal.

‱ En suring that staff members access NCH’s network using the NCH’s approved ICT equipment and that all staff members working remotely have been equipped with the necessary ICT equipment.

No weaknesses in internal controls were identified as a result of changes implemented during the pandemic, but continuous assessment of internal control has continued and if any weaknesses are found, corrective measures will be implemented where necessary.

Emphasisofmatter deferredretirementbenefitfunding

I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my opinion.

I draw attention to note 23(b) of the financial statements. The National Concert Hall recognises an asset in respect of defe rred retirement benefit funding the current value of the funding it anticipates the State will provide in the future to meet retirement benefit liabilities as they fall due. Inherent in this accounting treatment is an assumption that any income generated by the National Concert Hall will in the first instance be applied towards current expenses and that State funding will meet any current or future shortfall in resources, including future retirement benefit liabilities. My audit opinion is not modified i n respect of this matter.

APPENDIX TO THE REPORT

Responsibilities of Board members

As detailed in the governance statement and Board members’ report, the Board members are responsible for

‱ the preparation of annual financial statements in the form prescribed under section 26 of the National Cultural Institutions (National Concert Hall) Act 2015

‱ en suring that the financial statements give a true and fair view in accordance with FRS 102

‱ en suring the regularity of transactions

‱ as sessing whether the use of the going concern basis of accounting is appropriate, and

‱ such internal control as they determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

Responsibilities of the Comptroller and Auditor General

I am required under section 26 of the National Cultural Institutions (National Concert Hall) Act 2015 to audit the financial statements of the National Concert Hall and to report thereon to the Houses of the Oireachtas.

My objective in carrying out the audit is to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement due to fraud or error. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the ISAs will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

As part of an audit in accordance with the ISAs, I exercise professional judgment and maintain professional scepticism throughout the audit. In doing so,

‱ I id entify and assess the risks of material misstatement of the financial statements whether due to fraud or error; design and perform audit procedures responsive to those risks; and obtain audit evidence that is sufficient and appropriate to provide a basis for my opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

‱ I obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the internal controls.

‱ I evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures.

‱ I conclude on the appropriateness of the use of the going concern basis of accounting and, based on the audit evidence obtained, on whether a material uncertainty exists related to events or conditions that may cast significant doubt on the National Concert Hall’s ability to continue as a going concern. If I conclude that a material uncertainty exists, I am required to draw attention in my report to the related disclosures in the financial statements or, if such disclosures are inadequate, to modify my opinion. My conclusions are based on the audit evidence obtained up to the date of my report. However, future events or conditions may cause the National Concert Hall to cease to continue as a going concern.

‱ I evaluate the overall presentation, structure and content of the financial statements, including the disclosures, and whether the financial statements represent the underlying transactions and events in a manner that achieves fair presentation.

National Concert Hall Annual Report for the year ended 31 December 2021 20

I communicate with those charged with governance regarding, among other matters, the planned scope and timing of the audit and significant audit findings, including any significant deficiencies in internal control that I identify during my audit.

I report by exception if, in my opinion,

‱ I ha ve not received all the information and explanations I required for my audit, or

‱ the accounting records were not sufficient to permit the financial statements to be readily and properly audited, or

‱ the financial statements are not in agreement with the accounting records.

Information other than the financial statements

My opinion on the financial statements does not cover the other information presented with those statements, and I do not express any form of assurance conclusion thereon.

In connection with my audit of the financial statements, I am required under the ISAs to read the other information presented and, in doing so, consider whether the other information is materially inconsistent with the financial statements or with knowledge obtained during the audit, or if it otherwise appears to be materially misstated. If, based on the work I have performed, I conclude that there is a material misstatement of this other information, I am required to report that fact.

Reporting on other matters

My audit is conducted by reference to the special considerations which attach to State bodies in relation to their management and operation. I report if I identify material matters relating to the manner in which public business has been conducted.

I seek to obtain evidence about the regularity of financial transactions in the course of audit. I report if I identify any material instance where public money has not been applied for the purposes intended or where transactions did not conform to the authorities governing them.

NOTES TO THE FINANCIAL STATEMENTS

1. Accounting Policies

The significant accounting policies adopted by the NCH which have been applied consistently throughout the year are as follows:-

1.1. Statement of Compliance

The financial statements of the NCH for the year ended 31 December 2021 have been prepared in accordance with FRS 102, the financial reporting standard applicable in the UK and Ireland issued by the Financial Reporting Council (FRC).

1.2. Basis of Preparation

The financial statements have been prepared on the going concern basis under the historical cost convention. The financial statements are in the form approved by the Board, with the concurrence of the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media and the concurrence of the Minister for Public Expenditure and Reform. The NCH is a public benefit entity and has charitable tax status.

1.3. Currency

i Fu nctional and Presentation Currency

Items included in the financial statements are measured using the currency of the primary economic environment in which the NCH operates ("the functional currency”). The financial statements are presented in Euro, which is the body's functional and presentation currency and is denoted by the symbol “€”.

ii Transactions and Balances

Foreign currency transactions are translated into the functional currency using the exchange rates at the dates of the transactions. At each period end foreign currency monetary items are translated using the closing rate.

1.4. Revenue

Revenue is recognised to the extent that the NCH obtains the right to consideration in exchange for its performance and is exclusive of value added tax.

Revenue from the provision of services is recognised in the accounting period in which the services are rendered and the outcome of the contract can be estimated reliably.

1.5. Exchequer Grants

Revenue exchequer grants are recognised in the Statement of Income & Expenditure where there is reasonable assurance that the grant will be received and the NCH has complied with all attached conditions.

The grant is comprised of both i) current and ii) capital elements. The current grant is detailed in the Statement of Income & Expenditure and the capital grant is stated at note 16. Capital grants are applied for the acquisition of fixed assets. Capital grants are amortised to the Statement of Income & Expenditure over the same period in which the underlying assets are depreciated.

National Concert Hall Annual Report for the year ended 31 December 202127

1.6. Property, Plant and Equipment and Depreciation

Tangible assets are stated at cost less accumulated depreciation.

The depreciation charge is calculated to write off the book value of each Fixed Asset during its expected normal life on a straight-line basis at the following rates :-

Alteration to Leasehold Premises 10 to 50 years Pipe Organ 25 Years Steinway Pianoforte & Other Musical Instruments 5 Years Computer Data System 5 Years Office, Catering & Other Equipment 5 Years

Amplifiers and Speaker System 5 Years Telephone System 5 Years Mixing Console 5 Years Paintings 5 Years

Impairment

Assets are reviewed for impairment whenever events or changes in circumstances indicate that the carrying amount may not be recoverable. An impairment loss is recognised for the amount by which the assets ca rrying amount exceeds its recoverable amount.

The recoverable amount is the higher of an asset’s fair value less costs to sell and value in use. Value in use is defined as the present value of the future cash flows obtainable as a result of the assets continued use.

If the recoverable amount of the asset is estimated to be lower than the carrying amount, the carrying amount is reduced to its recoverable amount.

If an impairment loss subsequently reverses the carrying amount of the asset is increased to the revised estimate of its recoverable amount but only to the extent that the revised carrying amount does not exceed the carrying amount that would have been determined (net of depreciation) had no impairment loss been recognised in prior periods. A reversal of an impairment loss is recognised in the statement of income and expenditure.

1.7. Receivables

Receivables consist of trade and other debtors. A provision for non-recovery of receivables is recognised when there is objective evidence that the NCH will not be able to collect all amounts due. The amount of the provision is the difference between the assets carrying amount and the estimated recoverable value.

1.8. Cash and Cash Equivalents

Cash and cash equivalents include cash on hand, demand deposits and other short term highly liquid investments with original maturities of three months or less. Bank overdrafts are shown within borrowings in current liabilities on the statement of financial position.

National Concert Hall Annual Report for the year ended 31 December 2021 28

1.9. Payables

Payables comprise trade and other creditors and are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities.

1.10. Provisions

Provisions are recognised when the NCH has a present legal or constructive obligation as a result of past events: it is probable that an outflow of resources will be required to settle the obligation; and the amount of the obligation can be estimated reliably.

Provisions are measured at the present value of the expenditure expected to be required to settle the obligation.

1.11. Contingencies

Contingent liabilities, arising as a result of past events, are recognised when a) it is probable that there will be an outflow of resources or that an amount could be reliably measured at the reporting date or b) when the existence will be confirmed by the occurrence or non-occurrence of uncertain future events not wholly within the organisation's control. Contingent liabilities are disclosed in the financial statements unless the probability of an outflow of resources is remote.

Contingent assets are only recognised in the financial statements when an inflow of economic benefits is probable.

1.12. Employee Benefits

The NCH provides a range of benefits to employees. Short term benefits, including holiday pay and other similar non-monetary benefits, are recognised as an expense in the period in which the service is received. Expenditure on pensions and lump sums will fall to be met from the Concert Hall's resources as they become payable. This expenditure will be taken into account in calculating the annual Grant. Please refer to Note 23 for further information.

The National Concert Hall previously established its own defined benefit pension scheme, funded annually on a pay-as-you-go basis from monies provided through its annual grant from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media. The National Concert Hall also operates the Single Public Services Pension Scheme (“Single Scheme”), which is a defined benefit scheme for pensionable public servants appointed on or after 1 January 2013.

1.13. Capital Redevelopment Reserve

The National Concert Hall decided to set up a capital redevelopment reserve the purpose of which is to fund future redevelopment costs of the Hall. All decisions in the use of this reserve are subject to the approval of the Board. Please refer to Note 17.

National Concert Hall Annual Report for the year ended 31 December 202129

2. Critical Accounting Judgements and Estimates

The preparation of these financial statements requires the directors to make judgements, estimates and assumptions that affect the application of policies and reported amounts of assets and liabilities, income and expenses. Judgements and estimates are continually evaluated and are based on historical experiences and other factors, including expectations of future events that are believed to be reasonable under the circumstances.

The NCH makes estimates and assumptions concerning the future. The resulting accounting estimates may not equal the related actual result. The estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are discussed below.

a) Establishing useful economic life for depreciation purposes of fixed assets

Fixed assets comprise a material portion of total assets. The annual depreciation charge depends primarily on the estimated useful economic life of each type of asset and estimates of residual values. Changes in asset useful lives can have a significant impact on depreciation and amortisation charges for the period. Details of estimated useful economic lives is included in the accounting policies.

3. Transfer of Engagement

On 1 February 2016 the National Concert Hall was established as a statutory body. On that date the activities of the predecessor body (An CeolĂĄras NĂĄisiĂșnta, The National Concert Hall Company Limited) were transferred to An CeolĂĄras NĂĄisiĂșnta the National Concert Hall and amounted to €1,570,230.

23. Retirement Benefit Costs

a. The cost of servicing retirement benefits for the period amounts to €945,194 (2020: €737,000). This is comprised of the current service costs of €713,000 outlined in section (c) below together with the interest on retirement benefit scheme liabilities of €118,000 and the lump sum value paid to one retiree of €114,194. The net deferred funding for pensions of €745,059 includes the funding recoverable in respect of current year pensions of €831,000 less state grant to pay pensions of €85,941. Certain comparative figures for the period have been re-classified and re-presented on the same basis as those for the current year.

b. Deferred Retirement Benefit Funding Asset

The National Concert Hall recognises these amounts as an asset corresponding to the unfunded deferred liability for retirement benefits on the basis of a number of events. These events include the statutory basis for the establishment of the National Concert Hall on 1st February 2016; the transferral of pensions’ liabilities from the former NCH Company to the NCH as a statutory body; correspondence from the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media that reasonable assurances are understood to exist from the State that it will fund the future costs of the NCH’s pension liabilities and the policy and practices currently in place in the public service in relation to recording and funding the future pensions’ costs of public bodies.

d. General Description of Schemes

The National Concert Hall Staff Superannuation Scheme 1987 is a defined benefit final salary pension arrangement with benefits defined by reference to the National Concert Hall Staff Superannuation Scheme 1987 and to the current “model” public sector scheme regulations.

The scheme provides a pension (1/80th per year of service), a lump sum on retirement (3/80th per year of service) and spouses’ and childrens’ pensions.

Normal retirement age is a member’s 65th birthday, with an entitlement to retire without actuarial reduction from age 60.

Pensions increase, subject to Ministerial approval, in line with relevant pay increases applicable to serving staff. Such pension increases are effective from the same dates as pay increases.

Although the scheme continues to operate under the terms of the National Concert Hall Staff Superannuation Scheme 1987, its establishment has not yet been formalised under statute. The scheme is an unfunded defined benefit superannuation arrangement with benefits payable on a pay-as-you-go basis from the NCH’s core funding.

National Concert Hall Annual Report for the year ended 31 December 202137

In accordance with Section 20 of the National Cultural Institutions (National Concert Hall) Act 2015 (“Act”) pensions’ liabilities of the NCH Company became from establishment day on 1st February 2016, the liabilities of the NCH. This section also provides that superannuation benefits awarded to, or in respect of a transferred person, shall be subject to such terms and conditions as are not less favourable to him or her than the terms and conditions in relation to the grant of such benefits under the superannuation scheme or arrangement that immediately before the establishment day apply to, or in respect of, that person.

Expenditure on pensions’ and lump sums fall to be met from the NCH’s resources as they become payable. This expenditure is taken into account when calculating the body’s grant.

Single Scheme members’ contributions are paid over to the Department of Public Expenditure and Reform (D/PER) and which amounted to €29,895 and €24,833 for the years ended 31 Dec 2021 and 2020 respectively.

Pension costs reflect pension benefits earned by employees and are shown net of staff pension contributions. Superannuation deductions in respect of the Spouses and Children’s Superannuation Scheme are retained by the National Concert Hall and recognised as a liability (please refer to Note 14).

The defined benefit obligation figure relating to the Single Scheme is included in the total defined benefit obligations figures of €16,940,559 (2020: €14,757,191) in Note 23 (c).

The evaluation methodology used has been based on a full actuarial valuation made by a qualified independent actuary taking into account the requirements of Financial Reporting Standard 102 in order to assess the schemes’ liabilities as at 31 December 2021.

The principal actuarial assumptions were as follows:2021 2020 € €

Discount Rate 1.20% 0.80%

Rate of Salary Increase 3.10% 2.45%

Rate of State Pension Increase 2.10% 1.45%

Pension Increases for In-Payment Benefits 2.60% 1.95%

Pension Increases for Deferred Benefits 2.60% 1.95%

Life Expectancy

The mortality basis explicitly allows for improvements in life expectancy over time, so that life expectancy at retirement will depend on the year in which a member attains retirement age. The table below shows the life expectancy for members attaining age 65 in 2021 and 2041.

Year of Attaining Age 65 20 21 20 41

Life expectancy – male (in years) 21.80 24.10 Life expectancy – female (in years) 24.20 26.20

24. Going Concern in Light of Coronavirus

The National Concert Hall was established as a statutory body under the National Cultural Institutions (National Concert Hall) Act 2015. As a statutory body it is expected that the NCH would have access to sources of capital from the State should they be required. The NCH as a satisfactorily capitalised body finds that there is no material uncertainty that it is aware of, on its ability to continue as a going concern.

Management is not aware of such uncertainty as it relates to the Coronavirus or to any other conditions that may cast significant doubt upon the NCH’s ability and as supported by the State, to continue as a going concern.

The NCH continued remote working, for relevant staff, as a result of the Covid-19 pandemic during 2021. While the pandemic has posed significant challenges to the business operations of the NCH, the State did provide a supplementary grant of €370,000 that resulted in a small surplus. During 2022 the NCH has experienced a slow but steady return of audiences. The Board is satisfied that these Financial Statements should be prepared on a going concern basis.

25. Approval Of Financial Statements

The financial statements were approved by the Board on 28 June 2022.

RÉAMHRÁ AN CHATHAOIRLIGH

Mar Chathaoirleach ar an gCÁN, ba mhaith liom mo rĂ©amhrĂĄ don TuarascĂĄil BhliantĂșil 2021 a chur i lĂĄthair.

Ba bhliain dhĂșshlĂĄnach Ă 2021 don CÁN mar gheall ar PhaindĂ©im an COVID-19. Mar Chathaoirleach ar an gCÁN, creidim go bhfuil rĂłl bunĂșsach ag an gCÁN agus ag Forais uile ĂĄr gCultĂșir NĂĄisiĂșnta maidir le follĂĄine an phobail a chothĂș agus a chur lĂ©i agus lenĂĄr dtĂ©arnamh nĂĄisiĂșnta. Is iontach an mĂ©id a rinne na hEalaĂontĂłirĂ agus na CeoltĂłirĂ le linn na trĂ©imhse deacra seo. DĂșnadh an CÁN Ăł thĂșs na bliana go dtĂ an t-imeacht tĂĄstĂĄla lasmuigh le James Vincent McMorrow i nGairdĂnĂ UĂbh Eachach ar an 8 Meitheamh. D’athosclaĂodh an Halla fĂ©in arĂs le haghaidh imeachtaĂ pearsanta i mĂ MheĂĄn FĂłmhair le 79 imeacht pearsanta ar siĂșl suas go dtĂ deireadh na bliana, le ĂĄitĂocht 62% acu ar an meĂĄn. I measc na mbuaicphointĂ, bhĂ ceolchoirmeacha ar fhreastail an-mhaith orthu le ceol Zimmer vs Williams, The Good Glow le Georgie Crawford, John Grant, Ye Vagabonds , Mick Flannery agus Susan O’Neill. D’éirigh thar barr le The Treaty le Colin Murphy freisin. Gabhaim buĂochas leis an mBord agus leis an bPrĂomhoifigeach FeidhmiĂșchĂĄin, leis an bhFoireann BhainistĂochta Shinsearach agus leis an bhFoireann as a gcuid dĂșthrachta agus a gcuid athlĂ©imneachta a chuidigh leis an gCÁN ĂĄr lĂĄithreacht nĂĄisiĂșnta a choinneĂĄil agus sinne ag fanacht i dteagmhĂĄil trĂd an gceol lenĂĄr lucht Ă©isteachta.

Ba mahith liomsa fein agus leis an mBord ĂĄr mbuĂochas a ghabhĂĄil dĂĄr bPrĂomhfheidhmeannach nuacheaptha Robert Read, don Fhoireann ArdbhainistĂochta agus don Fhoireann uile as a gcuid dĂșthrachta agus as a gcuid athlĂ©imneachta a chuidigh leis an CÁN ĂĄr lĂĄithreacht nĂĄisiĂșnta a choinneĂĄil agus sinne ag leanĂșint i dteagmhĂĄil lenĂĄr lucht Ă©isteachta trĂd an gceol.

Le linn thrĂ©imhse an Covid-19, chinntigh tĂĄbhacht an bhealaigh digitigh mar mheĂĄn na cumarsĂĄide nĂ amhĂĄin chun a bhĂ ar siĂșl againn a chur in iĂșl ach, nĂos tĂĄbhachtaĂ fĂłs, chun ceolchoirmeacha agus imeachtaĂ oideachasĂșla a Ă©ascĂș don lucht fĂ©achana – go cianda agus san ionad – a chinntigh sceideal rialta na gceolchoirmeacha agus na gnĂomhaĂochta de chuid an CÁN. BhĂ rannphĂĄirtĂocht dhearfach shuntasach le feiceĂĄil leis an lucht fĂ©achana reatha, thar gach aoisghrĂșpa, agus mheallamar mĂłrĂĄn custaimĂ©irĂ nua chuig an CÁN den chĂ©ad uair. Ar an taobh dearfach de, b’ionann cuairteoirĂ iasachta agus beagnach 23% de lucht iomlĂĄn na fĂ©achana agus thĂĄinig an chuid is mĂł acu as an SAM, an GhearmĂĄin agus an ÚcrĂĄin. Rinne an CÁN sruthĂș beo ar 90 ceolchoirm agus imeacht lena n-ĂĄirĂtear mĂĄistir-ranganna, ceardlanna agus cainteanna thar ardĂĄin saor in aisce agus Ăoctha le linn na bliana 2021. Is mian liomsa mar Chathaoirleach agus le mo chomh-stiĂșrthĂłirĂ aitheantas a thabhairt don tacaĂocht leanĂșnach a fhaighimid Ăłn OOP agus sinne ag dearadh agus ag pleanĂĄil rĂłl an CÁN sna blianta amach anseo. RÉAMHRÁ AN PHRÍOMH-OIFIGEACH FEIDHMIÚCHÁIN

NĂorbh fhĂ©idir gur trĂĄth nĂos neamhghnĂĄch a bheith ann i mĂ Feabhra na bliana 2021 chun tĂșs a chur le mo rĂłl mar PhrĂomhfheidhmeannach an CheolĂĄrais NĂĄisiĂșnta. Ba thrĂ©imhse gruama Ă agus sinne faoi dhĂonghlasĂĄil inĂĄr gcuid tithe, bhĂ an ceĂłlĂĄras trĂ©igthe dorcha agus nĂ raibh radharc nĂł plean ar bith le feicĂ©ail ar an mbealach amach dĂșinn as an bpaindĂ©im. CĂ© go raibh mĂ© ag obair Ăłn mbaile ar dtĂșs, chuir an tacaĂocht ĂłnĂĄr mBord, Ăłn Roinn agus Ăł fhoireann an CÁN ar mo chumas go han-tapa an baint a bhĂ agam leis an eagraĂocht a bhraith, a bheith in ann cur lĂ©i agus a bheith i gceannas uirthi le linn na hĂ©iginnteachta agus na corraitheachta. BhĂ an t-ĂĄdh dearg orm a bheith in ann cur leis an dul chun cinn a rinne mo rĂ©amhtheachtaĂ, Simon Taylor, agus an Fhoireann BhainistĂochta Shinsearach, i rith na bliana roimhe sin, maidir le hoiriĂșnĂș don pharaidĂm nua, ag tabhairt isteach na teicneolaĂochta agus na scileanna digiteacha rĂthĂĄbhachtacha don fhoireann agus don cheolĂĄras chun cur ar chumas an CÁN leanĂșint ar aghaidh lena dhualgas reachtĂșil a chomhlĂonadh, le tacaĂocht a thabhairt do na healaĂontĂłirĂ agus leis an nasc a choinneĂĄil lenĂĄr lucht fĂ©achana trĂ chraoltaĂ sruthaithe.

Ó earrach na bliana seo caite, bhĂ an CÁN in ann clĂĄr suntasach agus oiriĂșnach na lĂ©irithe beo-sruthaithe seachtainiĂșla a chur ar fĂĄil. LĂ©irĂodh iad seo go lĂ©ir i ndlĂșth-chomhoibriĂș le pobal na n-ensembles comhphĂĄirtĂochta againn, le Ceolfhoireann Shiansach NĂĄisiĂșnta RTÉ agus le ceoltĂłirĂ mĂłr le rĂĄ eile na hÉireann .

Cuireadh an tsraith ceolchoirmeacha beo-sruthaithe ar fåil trí Chomhphåirtíocht na Nuålaíochta le Davy a gheall an tacaíocht a thabhairt do cheoltóirí cumasacha agus do léirithe den scoth ar an ståitse agus ar líne. Aithníodh an chomhphåirtíocht seo níos déanaí sa bhliain, ag Gradaim an Ghnó don Ealaíon i leith na hUrraíochta Móra is Fearr sa bhliain.

I measc bhuaicphointĂ na gceolchoirmeacha beo-sruthaithe seo, bhĂ:

Spring/Summer Variations , sraith de shĂ© cheoilchoiem a bhĂ mar aidhm acu sĂłlĂĄs agus speagadh an cheoil a chur ar fĂĄil, ag tairiscint scoth an cheoil chlasaicigh don lucht fĂ©achana le saothair Ă©agsĂșla Ăł Cheolfhoireann Aireagail na hÉireann, Celine Byrne, Vanbrugh Quartet, Camerata Éireann agus Ceolfhoireann Aireagail na hÉireann.

Notes from a Quiet Land (NĂłtaĂ as TĂr ChiĂșin). LĂ©iriĂș den scoth, arna chomhchoimeĂĄd ag Gary Sheehan agus Sinead Gleeson, ina raibh ceol agus focail Ăł chuid de na ban-ealaĂontĂłirĂ is mĂł le rĂĄ in Éirinn agus iad ag freagairt ar chiĂșnas cultĂșrtha na bliana seo caite.

Freagairt chruthaitheach chumhachtach trĂĄthĂșil a bhĂ i Breaking the Silence (Briseadh an ChiĂșnais) ar oidhreacht institiĂșidĂ mĂĄithreacha agus leanaĂ na hÉireann inar ghlac marthanĂłirĂ, scrĂbhneoirĂ agus ealaĂontĂłirĂ pĂĄirt. Glacadh go han-mhaith leis seo agus mheall sĂ© lucht fĂ©achanna 3,300 duine chuige.

ComhoibriĂș le District a bhĂ in Extraterrestrial ina raibh an file clĂșiteach Felispeaks i gceannas air. BhĂ sĂ© mar aidhm ag an gceolchoirm taipĂ©is chultĂșrtha shaibhir na hÉireann a lĂ©iriĂș, trĂ thĂ©amaĂ na fĂ©iniĂșlachta, an chine agus an phobail a shnaidhmeadh le chĂ©ile trĂ lionsa prĂomhealaĂontĂłirĂ an oileĂĄin.

Thosaigh an Ceolfhoireann Shiansach NĂĄisiĂșnta RTÉ arĂs ar a sĂ©asĂșr ceolchoirmeacha gach oĂche de hAoine Ăłn gceolĂĄras i mĂ MĂĄrta le craoladh beo ar shuĂomh GrĂ©asĂĄin RTÉ agus ar Lyric FM.

Bogadh eagrĂĄin na bliana 2021 de New Music Dublin agus de Tradition Now ar lĂne agus d’éirigh thar barr leo, rud a lĂ©irigh leibhĂ©il eisceachtĂșla na hinoiriĂșnaitheachta agus na haclaĂochta.

I measc na gceolchoirmeacha a rinne ealaĂontĂłirĂ Éireannacha clĂșiteacha, bhĂ iad siĂșd ĂĄ gcur i lĂĄthair ag Sharon Shannon agus Christy Moore.

Ag deireadh mĂ Bealtaine, d’iarr an Roinn TurasĂłireachta, CultĂșir, EalaĂon, Gaeltachta, SpĂłirt agus MeĂĄn ar an CÁN imeacht pĂolĂłtach beo a chur ar fĂĄil, chun inmharthanacht na feidhmĂochta amuigh faoin aer a thĂĄstĂĄil le linn aois an Covid. Ba Ă© seo an chĂ©ad cheolchoirm in Éirinn le lucht fĂ©achana beo Ăł dhĂșnadh na hionaid ar fud na tĂre mar thoradh ar an bpaindĂ©im i mĂ MĂĄrta na bliana 2020. Gan ach fĂłgra coicĂse acu, thĂĄinig foireann an CÁN le chĂ©ile chun ceolchoirm iontach a lĂ©iriĂș i nGairdĂnĂ UĂbh Eachach do 500 duine, faoi cheannas James Vincent McMorrow agus le Sorcha Richardson mar aoi-ealantóír ar leith. D’éirigh thar barr leis an imeacht, ag baint amach aiseolas thar a bheith dearfach Ăłn lucht fĂ©achana agus Ăł na meĂĄin. Chuir sĂ© lĂ©argas spreagĂșil ar fail ar an saol iar-phaindĂ©imeach agus chruthaigh sĂ© freisin an mĂ©id a bhfuil ar chumas fhoireann an CÁN a dhĂ©anamh nuair a thugtar an dĂșshlĂĄn dĂłibh rud Ă©igin eisceachtĂșil a sheachadadh.

Ar an 9 MeĂĄn FĂłmhair, bhĂ an CÁN in ann athoscailt i ndiaidh eatramh 18 mĂ ar lĂĄ ĂĄr gcomĂłrtha 40 bliain le lĂ©iriĂș Ăł Cheolfhoireann Aireagail na hÉireann agus Ăłn Libra Ensemble, leis an pianĂłdĂłir FinghĂn Collins.

Chuir sĂ© seo tĂșs le filleadh seasta an lucht fĂ©achana agus na gceolchoirmeacha faoi rĂ©ir dian-phrĂłtacail sĂĄbhĂĄilteacht na Covi, ina measc lĂon teoranta an lucht fĂ©achana, scanadh deimhnithe an vacsaĂnithe, beĂĄir dĂșnta agus an scaradh sĂłisialta.

Ba mhĂłr an trĂĄth Ă© comĂłradh 40 bliain an CÁN freisin chun tĂșs a chur le Refractions , sraith ina raibh breis agus 30 ceolchoirm ar an stĂĄitse Ăł mhĂ MheĂĄn FĂłmhair go dtĂ mĂ na Nollag ag tairiscint imeachtaĂ Ă©agsĂșla ar lĂne agus beo don lucht fĂ©achana a dtaitneodh le gach blas an cheoil. I measc na a leithĂ©id cheolchoirmeacha, bhĂ an t-eagrĂĄn is dĂ©anaĂ de Tradition Now, sraith Aireagail trĂĄthnĂłna DĂ© Domhnaigh, lĂ©irithe Ăł Cheolfhoireann Aireagail na hÉireann, Ăł Chamerata Éireann agus Ăł Cheolfhoireann Aireagail na hÉireann agus an lĂ©iriĂș Raise Our Voices leis an mezzo-soprano Tara Erraught.

Lean an dianchonair chĂ©im ar chĂ©im seo ar aghaidh trĂ thimpeallacht Covid trĂd an bhfĂłmhair agus trĂd an ngeimhridh. Ba buaicphointe suntasach na healaĂne Ă© ceiliĂșradh an dhĂĄ phĂĄirt ar shaol agus ar oidhreacht SheĂĄin UĂ Riada le sĂĄr-shaothair ĂĄ thabhairt iontu ag CSN RTÉ, Crash Ensemble, Peadar Ó Riada agus an aisteoir Stephen Rea.

D’óstaigh an CÁN roinnt imeachtaĂ chun cĂ©ad bliain an Chonartha Angla-Éireannaigh a chomĂłradh. Ina measc bhĂ AmhrĂĄin an Chonartha, tionscadal nua ag comĂłradh sĂniĂș an chonartha inar ghlac Lisa O’Neill, Gemma Dunleavy, John Spillane, Karan Casey, Maija Sofia, Duke Special agus aoi ar leith Christy Moore. Baineadh ĂșsĂĄid as Seomra CaoimhĂn de Barra chun an drĂĄma An Conradh le Colin Murphy a chur ar stĂĄitse. Bhain suntas ar leith leis an ĂłcĂĄid mar gur baineadh ĂșsĂĄid as na seomraĂ mar ĂĄit chruinnithe don dara DĂĄil ina reĂĄchtĂĄladh dĂospĂłireachtaĂ an chonartha.

Ar an 5 Samhain, thĂĄrla filleadh corraitheach buan an CSN RTÉ ar stĂĄitse an CÁN le John Wilson ag stiĂșradh oĂche ceoil de chuid Britten, Dove agus Elgar.

Rinne ceolchoirm cheiliĂșrtha, i lĂĄthair ĂĄr bPĂĄtrĂșn, Michael D. Higgins agus a bhean chĂ©ile Sabina, comĂłradh oifigiĂșil ar 40 bliain an CÁN mar Fhoras NĂĄisiĂșnta um ChultĂșr Ceol na hÉireann agus aistriĂș an CSN agus na gcĂłr a bhĂ le teacht. Faoi cheannais an phrĂomhstiĂșrthĂłra, Jaime MartĂn, bhĂ Fanfare le Brian Byrne, Eitilt le Anne-Marie O’Farrell agus Siansa Uimh. 9 Ăłn Domhain Nua le DvorĂĄk ar chlĂĄr na hoĂche. Ba mheabhrĂșchĂĄn cumhachtach Ă© an cheolchoirm ar gach ar fhulaing an tĂr, ar an teacht chun cinn as trĂ©imhse trĂĄmach do na healaĂona agus don chultĂșr in Éirinn agus ar an ionchas go bhfuil rĂ© spraĂĂșil nua an cheoil i ndĂĄn don CheolĂĄras NĂĄisiĂșnta.

Le linn na trĂ©imhse seo, d’éirigh thar bharr le hoiriĂșnĂș an chlĂĄir um Fhoghlaim agus RannphĂĄirtĂocht de chuid an CÁN do raon leanĂșnach na ngnĂomhaĂochta ar lĂne a chur ar fĂĄil thar rĂ©imsĂ Ă©agsĂșla agus lean siad ar aghaidh lena gcuid oibre a dhĂriĂș ar an gcĂ©ad dul sĂos orthu siĂșd is mĂł a ndeachaigh an phaindĂ©im i bhfeidhm orthu. Ina measc tĂĄ Tea Dance Tunes (Poirt an Rince Tae), sraith na gceolchoirmeacha ar lĂne a thacaĂonn leis an nĂ©altrĂș; cleachtaĂ cĂłr don Sing Out Choir (An CĂłr os Ard), seisiĂșin de chuid an Blow the Dust Orchestra (Ceolfhoireann SĂ©ideadh na SmĂșite), mĂĄistir-ranganna do cheoltĂłirĂ Ăłga, agus cuairteanna fĂorĂșla an chlĂĄir Music in Children’s Hospitals (An Ceol in OspidĂ©il na na LeanaĂ) le Kids’ Classics (ClasaicĂ na bPĂĄistĂ).

Leanadh ar aghaidh leis an gclĂĄr beo in OspidĂ©al NĂĄisiĂșnta an AthshlĂĄnĂșchĂĄin ar feadh an gheimhridh, mar fhreagra ar an meas a chuireann an t-ospidĂ©al ar na seirbhĂsĂ seo.

ReĂĄchtĂĄladh trĂ mhĂĄistir-rang eile freisin mar chuid de Shraith MĂĄistir-ranganna an Earraigh ina raibh ce oltĂłirĂ-mĂșinteoirĂ Éireannacha clĂșiteacha agus tallanna Éireannacha an cheoil atĂĄ ag teacht chun cinn. Ghlac Paul Roe (clarinĂ©id), Aura Stone (dos dĂșbailte), agus Richard O’Donnell (cnaguirlisĂ) pĂĄirt sa tsraith seo.

Ghlac ĂĄr bhfoireann na Foghlama agus na RannphĂĄirtĂochta prĂomhrĂłl i bhforbairt an tionscnaimh rĂthĂĄbhachtacha nua dar teideal Creative Lab (Saotharlann na CruthaĂochta), i gcomhphĂĄirtĂocht le Accenture agus Toy Show. Is clĂĄr Ă© seo a thacaĂonn le cumadĂłirĂ Ăłga Ăł phobail ar lagionadaĂocht. Cuireadh tĂșs leis i mĂ MheĂĄn FĂłmhair na bliana 2021 le lĂ©iriĂș de chuid obair an rannphĂĄirtĂ ag an bhfĂ©ile New Music Dublin i mĂ AibreĂĄin na bliana 2022 mar bhuaic ar an tionscadal.

Ag an am cĂ©anna lenĂĄr ngnĂomhaĂocht ealaĂonta, lenĂĄr dtacaĂocht d'ealaĂontĂłirĂ agus leis an nasc lenĂĄr lucht Ă©isteachta a choimeĂĄd beo, chuaigh an CÁN i mbun roinnt tionscadal agus tionscnamh lena mbaineann tĂĄbhachtacht straitĂ©iseach ar leith leo. Ina measc bhĂ crĂochnĂș agus cur isteach CĂĄs Tosaigh an GhnĂł maidir le hathfhorbairt suĂomh an CÁN.

Chuir sĂ© seo mionchur sĂos ar fĂĄil ar na roghanna fĂ©ideartha don CÁN amach anseo. Agus a leithĂ©id ĂĄ dhĂ©anamh, leag sĂ© amach anailĂsĂ Ă©agsĂșla lena n-ĂĄirĂtear mionanailĂs ar an Ă©ileamh agus measĂșnĂș an airgeadais, na eacnamaĂochta agus na hinacmhainneachta. Bunaithe ar na torthaĂ a thĂĄinig as, bhĂ an CÁN in ann moladh a dhĂ©anamh mar thaca leis an rogha a d’fhĂĄgfadh go ndĂ©anfaĂ athfhorbairt agus nuachĂłiriĂș ar an limistĂ©ar ar fad laistigh de scĂłip an tionscadail ag ArdĂĄn Phort an Iarla. TĂ©ann sĂ© seo nĂos faide nĂĄ oibreacha riachtanacha na tĂłgĂĄla atĂĄ ag teastĂĄil go prĂĄinneach chun an suĂomh a ardĂș go dtĂ na caighdeĂĄin idirnĂĄisiĂșnta a mbaineann le lĂ©iriĂș an cheoil, leis na rochtain do chĂĄch agus le inbhuanaitheacht an chomhshaoil. SĂ© an rogha a moladh an t-aon ceann amhĂĄin a n-Ă©ireodh le lĂon mĂłr na n-achar folamh, neamhĂșsĂĄidte agus lofa laistigh den suĂomh a athghnĂomhachtĂș agus a chur ar chumas an CÁN a fhĂs a bhaint amach: sĂ© sin, ionad inspiorĂĄideach an cheoil le cĂĄil dhomhanda air, le rochtain do chĂĄch agus ag cur go mĂłr le timpeallacht cultĂșrtha na hÉireann. TĂĄ an eagraĂocht ag fanacht le cinneadh Ăłn rialtas maidir leis an infheistĂocht atĂĄ de dhĂth.

Go luath i ndiaidh dom mo thrĂ©imhse oibre a thosĂș, chuaigh mĂ© i gceannas ar thionscadal cuimsitheach chun rĂĄiteas nua na straitĂ©ise a chur le chĂ©ile don CÁN. Chuimsigh sĂ© seo prĂłiseas fada comhairliĂșchĂĄin chun Ă©isteacht le pobal leathan ĂĄr lucht tacaĂochta, ĂĄr gcomhphĂĄirtithe agus ĂĄr gcairde a gcuireann go lĂ©ir leis an CÁN a dhĂ©anamh mar atĂĄ sĂ© inniu. I measc a leithĂ©id oibre, rinneamar roinnt suirbhĂ©anna ar bhunachar sonraĂ ĂĄr lucht fĂ©achana, ar fhĂłcasghrĂșpaĂ ĂĄr gcuid geallsealbhĂłirĂ, ar agallaimh duine le duine le pobal na hÉireann, ar bhaill reatha den lucht fĂ©achana, ar shaingheallsealbhĂłirĂ, ar ealaĂontĂłirĂ Ăłga atĂĄ ag teacht chun cinn agus ar Bhord agus ar fhoireann an CÁN. TĂĄ sĂ© mar aidhm ag an straitĂ©is a thĂĄinig as seo, agus ĂșsĂĄid ĂĄ baint aici as deich bprĂomhthĂ©ama, bunchloch prĂłiseas pleanĂĄla an ghnĂł bhliantĂșil againn a chur le chĂ©ile agus leagann sĂ amach na prĂomhthosaĂochtaĂ againn don chĂșig bliana amach romhainn as a dtiocfaidh mĂ©adĂș inbhuanaithe ar lĂon ĂĄr lucht Ă©isteachta, as a laghdĂłidh ĂĄr dtionchar ar an timpeallacht agus as a mhĂ©adĂłidh an rochtain, an Ă©agsĂșlacht agus an cuimsiĂș i ngach rud atĂĄ ĂĄ dhĂ©anamh againn.

TuarascĂĄil BhliantĂșil an CheolĂĄrais NĂĄisiĂșnta don bhliain dĂĄr crĂoch an 31 Nollaig 2021 8

BunaĂodh forbairt na straitĂ©ise nua ar aistriĂș na Ceolfhoirne SiansaĂ NĂĄisiĂșnta, an ChĂłir FhiolarmĂłnaigh, CĂłr Linn agus Cor na nÓg go cĂșram an CÁN. LĂ©irĂonn an straitĂ©is an chaoi a thabharfaimid, mar eagraĂocht chomhcheangailte amhĂĄin, tacaĂocht d'forbairt an CÁN agus na gcĂłr chomh maith le conas a dhĂ©anfaimid infeistĂocht iontu ionas go ndĂ©anfar ĂĄ bhforbairt mar Cheolfhoireann Shiansach a mbeidh meas nĂĄisiĂșnta agus idirnĂĄisiĂșnta orthu. DĂ©anfaimid clĂĄr uaillmhianach ceoil a sheachadadh chun deiseanna a fhorbairt agus a mhĂ©adĂș do dhaoine Ăłga agus dĂłibh siĂșd Ăł phobail Ă©agsĂșla, ag tabhairt rochtain nĂos fearr dĂĄr lucht Ă©isteachta uile ar chumhacht na follĂĄine agus an spreagtha a thagann as an gceol.

Rinneadh mĂłrĂĄn oibre chun an tionscadal a chur chun cinn i rith na bliana agus thĂĄinig sĂ© chun crĂche ar an 24 EanĂĄir 2022 nuair a crĂochnaĂodh an aistriĂș foirmiĂșil an CSN Ăł RTE go dtĂ an CÁN.

LĂ©irigh an bhliain seo caite arĂs athlĂ©imneacht, inoiriĂșnaitheacht agus diongbhĂĄilteacht dochreidte gach Ă©inne ar fud fhoireann an CÁN, agus iad ag dul i ngleic leis na dĂșshlĂĄin agus na himthosca ollmhĂłra a bhĂ ag sĂorathrĂș. Gabhaim buĂochas agus ĂłmĂłs do gach Ă©inne san fhoireann iontach againne.

Ba mhaith liom buĂochas a ghabhĂĄil lenĂĄr gCathaoirleach, Maura McGrath, agus lenĂĄr mBord as gach tacaĂocht agus spreagadh a fuair mĂ© uatha augs mĂ© ag tosĂș ar mo thrĂ©imhse oibre. Gabhaimid uile ĂĄr mbuĂochas chomh maith leis an Aire Martin agus lena cuid oifigeach sa Roinn TurasĂłireachta, CultĂșir, Gaeltachta, SpĂłirt agus MeĂĄn as an tacaĂocht gan stad gan staonadh a thugadar don CÁN i rith na bliana.

RÁITEAS MAIDIR LE RIALÚ INMHEÁNACH

Thar ceann An CheolĂĄras NĂĄisiĂșnta (‘CÁN’), agus maidir leis an mbliain dar crĂoch ar an 31 Nollaig 2021, admhaĂonn an Bord a fhreagracht as a chinntiĂș go ndĂ©antar cĂłras Ă©ifeachtach rialaithe inmheĂĄnaigh a chothabhĂĄil agus a chur i bhfeidhm. Cuireann an fhreagracht seo riachtanais an ChĂłid Chleachtais um Rialachas ComhlachtaĂ StĂĄit 2016 (‘CĂłd’) san ĂĄireamh agus ba mhaith linn a dhearbhĂș go bhfuil an CĂłd ĂĄ ghlacadh agus ĂĄ comhlĂonadh ag an gCÁN.

CuspĂłir CĂłrais an Rialaithe InmheĂĄnaigh

TĂĄ cĂłras an rialaithe inmheĂĄnaigh deartha chun an riosca a bhainistiĂș go leibhĂ©al inghlactha seachas ĂĄ dhĂchur. Mar sin nĂ fĂ©idir leis an gcĂłras ach dearbhĂș rĂ©asĂșnach seachas dearbhĂș iomlĂĄn a thabhairt go ndĂ©antar na sĂłcmhainnĂ a chosaint, na hidirbhearta a ĂșdarĂș agus a thaifeadadh mar is cĂłir agus go ndĂ©antar botĂșin nĂł mĂrialtachtaĂ a chosc nĂł a aimsiĂș go trĂĄthĂșil..

TĂĄ an cĂłras rialaithe inmheĂĄnaigh, a thagann leis na treoir arna eisiĂșint ag an Roinn Caiteachais PhoiblĂ agus AthchĂłirithe, i bhfeidhm ag an gCÁT don bhliain dar crĂoch ar an 31 Nollaig 2021 agus suas go dtĂ dĂĄta formheasa rĂĄitis an airgeadais.

An Cumas chun an Riosca a LĂĄimhseĂĄil

BhĂ Coiste IniĂșchta agus Riosca (‘CIR’) ag an gCÁN ar a raibh ceathrar bhall den Bhord. ThĂĄinig an CIR le chĂ©ile ceithre uair sa bhliain 2021.

SolĂĄthar

DeimhnĂonn an Bord go bhfuil gnĂĄis i bhfeidhm ag an gCÁN chun a chinntiĂș go gcomhlĂontar na rialacha agus na tre-oirlĂnte solĂĄthair reatha, agus gur chomhlĂon an CÁN na nĂłsanna imeachta sin i rith nab liana 2020. Roghnaigh an In-iĂșchadh InmheĂĄnach roinnt ceannaigh a rinneadh sa bhliain 2021 agus rinne sĂ© ĂĄ dtastĂĄil agus, i dtrĂ chĂĄs a raibh luach idir €5,000 agus €25,000 acu, fuair sĂ© amach, ĂĄfach, nach raibh: a. aon chonradh sĂnithe nĂł fianaise dhoicimĂ©adaithe eile ar chomhaontĂș leis an solĂĄthraĂ i gcomhad. b. aon fhianaise dhoicimĂ©adaithe ar an gcomhad chun tacĂș leis an gcinneadh um dheonĂș na conartha, cĂ© go bhfuarthas trĂ luachan do gach ceannachĂĄn,

NĂor cloĂodh le TreoirlĂnte an tSolĂĄthair PhoiblĂ maidir le tairiscintĂ mar seo a leanas:

1. D' iarr an Roinn ar an CÁN imeacht pĂolĂłtach a bhainistiĂș i nGairdĂnĂ UĂbh Eachach ar an 10 Meitheamh 2021, a raibh sĂ© mar aidhm aige filleadh na lĂ©irithe beo a spreagadh tar Ă©is dianghlasĂĄil an COVID-19, le ham luaidhe de choicĂs aige. De ghnĂĄth, bheadh trĂ©imhse os cionn trĂ mhĂ ag teastĂĄil ionas a leitheĂd imeachta a eagrĂș. Gan taithĂ ar aleithĂ©id imeachta a reĂĄchtĂĄil, d'fhostaigh an CÁN comhlacht lĂ©iriĂșchĂĄin seachtrach (Actavo Events (Irl) Ltd agus White Van Productions), a raibh taithĂ ar leith acu ar imeachtaĂ a reĂĄchtĂĄil i nGairdĂnĂ UĂbh Eachach agus a raibh an lĂonra ĂĄbhartha acu chun a leithĂ©id a dhĂ©anamh. I bhfianaise na hamlĂne, nĂ raibh seans ar bith go mbeifĂ in ann tairiscint a dhĂ©anamh ar an mbealach a dhĂ©anaimid i gcĂłnaĂ agus ceapadh Actavo Events (Irl) Ltd agus White Van Pro-ductions gan tairiscint.

2. Tå ståil an Covid: Ceapadh JV Communications i ndiaidh trí (3) luachan a fhåil. Mar sin féin, ós rud é når ceapadh ag an am go leanfadh tåståil an Covid-19 ar aghaidh chomh fada agus a tharla, níor cuireadh é seo ar tairiscint agus níor cuireadh aon chonradh i bhfeidhm.

TuarascĂĄil BhliantĂșil an CheolĂĄrais NĂĄisiĂșnta don bhliain dĂĄr crĂoch an 31 Nollaig 202117

Leanfaidh an bhainistĂocht ag treisiĂș na dTreoirlĂnte um SholĂĄthar PoiblĂ agus ag cinntiĂș go bhfaightear conradh sĂnithe nĂł fianaise dhoicimĂ©adaithe eile ar chomhaontĂș leis an solĂĄthraĂ (m.sh. admhĂĄil ordaithe nĂł a leithĂ©id) agus go gcoimeĂĄdtar ar comhad Ă© do gach ceannachĂĄn os cionn €5,000. Coinneofar an dĂłthain doicimĂ©adachta ar an gcomhad chun tacĂș leis an gcinneadh um bhronnadh na conartha.

Cianobair

Rinne an CÁN a chuid Bheartas agus a chuid GhnĂĄs an Airgeadais a uasdĂĄtĂș sa bhliain 2021 chun an chianobair a chur san ĂĄireamh agus chun athruithe aitheanta eatramhacha ar GhnĂĄis an Rialaithe fad is a leanann an cianobair i bhfeidhm.

AthbhreithniĂș ar an Éifeachtacht

DeimhnĂonn an Bord go bhfuil na nĂłsanna imeachta ag an gCÁN chun monatĂłireacht a dhĂ©anamh ar Ă©ifeachtacht a nĂłsanna imeachta maidir le riosca a bhainistĂĂș agus a rialĂș. TĂĄ monatĂłireacht agus athbhreithniĂș an CÁN ar Ă©ifeachtacht a cĂłrais rialaithe inmheĂĄnaigh bunaithe ar obair na n-iniĂșchĂłirĂ inmheĂĄnacha agus seachtracha, an CIR a dhĂ©anann an mhaoirseacht ar a gcuid oibre, agus na bhainistĂochta sinsearacha laistigh den CÁN atĂĄ freagrach as forbairt agus as cothabhĂĄil creat rialaithe inmheĂĄnach an airgeadais..

Rinne an Bord athbhreithniĂș bliantĂșil ar Ă©ifeachtacht bhainistĂocht an riosca agus na rialuithe inmheĂĄnacha don bhliain 2021 ar an 30 MĂĄrta 2022 mar a luadh i miontuairiscĂ an Bhoird i leith crinniĂș an 30 MĂĄrta 2022 agus dhearbhaigh sĂ© go raibh siad sĂĄsĂșil.

Cheisteanna Rialaithe InmheĂĄnaigh

NĂor aithnĂodh aon laigĂ sa rialĂș inmheĂĄnach maidir leis an mbliain 2020 nach mĂłr a nochtadh sna rĂĄitis.

Covid-19

Lean na hathruithe a rinne an CÁN sa bhliain 2020 d'fhonn na cianoibre a Ă©ascĂș ar aghaidh go dtĂ an bhliain 2021. Ina measc, bhĂ:

‱ MeasĂșnĂș leanĂșnach ar na rioscaĂ suntasacha a mbaineann le paindĂ©im COVID-19 agus ar Ă©ifeachtacht freagairt an CÁN ina leith.

‱ Diandheighilt na ndualgas a chinntiĂș.

‱ A ch inntiĂș go leanann gach beartas agus gnĂĄs reatha maidir le cosaint na sonraĂ agus bainistĂocht na dtaifead i bhfeidhm i dtimpeallacht na cianoibre agus go ndĂ©antar monatĂłireacht agus tuairisciĂș orthu mar is gnĂĄth.

‱ A ch inntiĂș go bhfaigheann na baill foirne rochtain ar lĂonra an CÁN agus ĂșsĂĄid ĂĄ bhaint acu as an trealamh TFC atĂĄ faofa ag an CÁN; agus a chinntiĂș go gcuirfear an trealamh TFC is gĂĄ ar fĂĄil do gach ball foirne atĂĄ ag obair go cianda.

NĂor thĂĄinig aon laigĂ maidir leis an rialĂș inmheĂĄnach chun solais mar thoradh ar na hathruithe a cuireadh i bhfeidhm le linn na paindĂ©ime, ach leanadh le measĂșnĂș leanĂșnach ar an rialĂș inmheĂĄnach agus, mĂĄ aimsĂtear aon laigĂ ar bith, cuirfear bearta ceartaitheacha i bhfeidhm nuair is gĂĄ.

In my opinion, the financial statements give a true and fair view of the assets, liabilities and financial position of the National Concert Hall at 31 December 2020 and of its income and expenditure for 2020 in accordance with Financial Reporting Standard (FRS) 102 The Financial Reporting Standard applicable in the UK an d the Republic of Ireland

Basisofopinion

Is Ă© mo thuairim go dtugann na rĂĄitis airgeadais seo lĂ©argas fĂor agus cĂłir ar shĂłcmhainnĂ, dliteanais agus staid airgeadais an CheolĂĄrais NĂĄisiĂșnta ar an 31 Nollaig 2021 agus ar a ioncam agus a chaiteachas don bhliain 2021 de rĂ©ir ChaighdeĂĄn Tuairiscithe Airgeadais (FRS) 102 – CaighdeĂĄn Tuairiscithe Airgeadais is infheidhme sa RĂocht Aontaithe agus i bPoblacht na hÉireann.

I conducted my audit of the financial statements in accordance with the International Standards on Auditing (ISAs) as promulgated by the International Organisation of Supreme Audit Institutions. My responsibilities under those standards are described in the appendix to this report. I am independent of the National Concert Hall and have fulfilled my other ethical responsibilities in accordance with the standards.

Bonn na tuairime

Rinne mĂ© iniĂșchadh ar na rĂĄitis airgeadais de rĂ©ir na gCaighdeĂĄn IdirnĂĄisiĂșnta maidir le hIniĂșchĂłireacht arna bhfĂłgairt ag an EagraĂocht IdirnĂĄisiĂșnta Uasfhoras IniĂșchĂłireachta. Tugtar tuairisc ar mo fhreagrachtaĂ faoi na caighdeĂĄin sin san aguisĂn don tuarascĂĄil seo. TĂĄim neamhspleĂĄch ar an gCeolĂĄras NĂĄisiĂșnta tĂĄ mo fhreagrachtaĂ eiticiĂșla eile comhlĂonta agam i gcomhrĂ©ir leis na caighdeĂĄin.

I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my opinion.

Creidimse gur leor agus gur cuĂ an fhianaise iniĂșchta atĂĄ faighte agam chun bonn a chur le mo thuairim. BĂ©im ar ĂĄbhar – maoiniĂș sochair scoir iarchurtha

Emphasisofmatter deferredretirementbenefitfunding

I draw attention to note 23(b) of the financial statements. The National Concert Hall recognises an asset in respect of defe rred retirement benefit funding the current value of the funding it anticipates the State will provide in the future to meet retirement benefit liabilities as they fall due. Inherent in this accounting treatment is an assumption that any income generated by the National Concert Hall will in the first instance be applied towards current expenses and that State funding will meet any current or future shortfall in resources, including future retirement benefit liabilities. My audit opinion is not modified i n respect of this matter.

TarraingĂm aird ar nĂłta 23(b) de na rĂĄitis airgeadais AithnĂonn an CeolĂĄras NĂĄisiĂșnta sĂłcmhainn i leith cistiĂș iarchurtha sochair scoir – luach reatha an chistithe a measann sĂ© go gcuirfidh an StĂĄt Ă© ar fĂĄil sa todhchaĂ chun dliteanais sochair scoir a ghlanadh de rĂ©ir mar atĂĄ siad dlite. GnĂ© bhunĂșsach den chur chuige cuntasaĂochta sin is ea toimhde gurb amhlaidh ar an gcĂ©ad dul sĂos go gcuirfear aon ioncam a ghineann an CeolĂĄras NĂĄisiĂșnta i bhfeidhm maidir le speansais reatha agus gur le cistiĂș StĂĄit a ghlanfar aon easnamh acmhainnĂ atĂĄ ann cheana nĂł a bheidh ann sa todhchaĂ, lena n-ĂĄirĂtear dliteanais sochair scoir sa todhchaĂ. NĂ athraĂtear mo thuairim maidir leis an iniĂșchta de bharr an ĂĄbhair seo.

Report on information other than the financial statements, and on other matters

Tuairisc ar fhaisnéis seachas na råitis airgeadais, agus ar åbhair eile

I dteannta na rĂĄiteas airgeadais, tĂĄ faisnĂ©is ĂĄirithe eile curtha i lĂĄthair ag an gCeolĂĄras NĂĄisiĂșnta. CuimsĂtear leis sin an tuarascĂĄil bhliantĂșil, an rĂĄiteas rialachais agus tuarascĂĄil na gcomhaltaĂ Boird agus an rĂĄiteas um rialĂș inmheĂĄnach. TĂĄ cur sĂos dĂ©anta san aguisĂn a ghabhann leis an tuarascĂĄil seo ar mo chuid freagrachtaĂ tuairisciĂș a dhĂ©anamh i leith faisnĂ©ise den chineĂĄl sin, agus ar ĂĄbhair eile a ndĂ©anaim tuairisciĂș orthu mar eisceacht.

The National Concert Hall has presented certain other information together with the financial statements. This comprises the annual report, the governance statement and Board members’ report and the statement on internal control. My responsibilities to report in relation to such information, and on certain other matters upon which I report by exception, are described in the appendix to this report

I have nothing to report in that regard.

NĂl aon rud le tuairisciĂș agam chuige sin.

FreagrachtaĂ an Ard-Reachtaire Cuntas agus Ciste

TĂĄ sĂ© de cheangal orm faoi alt 26 den Acht um Fhorais ChultĂșir NĂĄisiĂșnta (An CeolĂĄras NĂĄisiĂșnta) 2015 iniĂșchadh a dhĂ©anamh ar rĂĄitis airgeadais an CheolĂĄrais NĂĄisiĂșnta agus tuairisc a thabhairt orthu do Thithe an Oireachtais.

Is Ă© an cuspĂłir atĂĄ agam agus an t-iniĂșchadh ĂĄ dhĂ©anamh agam nĂĄ dearbhĂș rĂ©asĂșnach a thabhairt i leith cibĂ© an bhfuil nĂł nach bhfuil an cuntas ina iomlĂĄine saor Ăł mhĂshonrĂș ĂĄbhartha de dheasca calaoisĂ nĂł earrĂĄide. Is ardleibhĂ©al dearbhaithe Ă© dearbhĂș rĂ©asĂșnach, ach nĂ rĂĄthaĂocht Ă© go mbraithfidh iniĂșchadh a reĂĄchtĂĄiltear de rĂ©ir na gCaighdeĂĄn IdirnĂĄisiĂșnta maidir le hIniĂșchĂłireacht, go mbraithfidh sĂ© mĂshonrĂș ĂĄbhartha nuair is ann dĂł. FĂ©adfaidh sĂ© go dtagann mĂrĂĄitis anĂos de dheasca calaoise nĂł earrĂĄide agus meastar go bhfuil siad ĂĄbhartha, mĂĄs rud Ă©, ina n-aonair nĂł ina gcomh-iomlĂĄine, go bhfĂ©adfaĂ a bheith ag sĂșil leis go rĂ©asĂșnach go n-imreodh siad tionchar ar chinntĂ eacnamaĂocha arna ndĂ©anamh ag ĂșsĂĄideoirĂ ar bhonn an chuntais seo.

Mar chuid d’iniĂșchadh i gcomhrĂ©ir leis na CaighdeĂĄn IdirnĂĄisiĂșnta maidir le hIniĂșchĂłireacht, ĂșsĂĄidim breithiĂșnas gairmiĂșil agus coinnĂm sceipteachas gairmiĂșil i rith an iniĂșchta. Ar an dĂłigh sin, ‱ aithnĂm agus dĂ©anaim measĂșnĂș ar na rioscaĂ a bhaineann le mĂshonrĂș ĂĄbhartha i leith an chuntais, cibĂ© acu de dheasca calaoise nĂł earrĂĄide; a dearadh agus cur i gcrĂch nĂłsanna imeachta iniĂșchĂłireachta atĂĄ freagrach ar na rioscaĂ sin; agus fianaise iniĂșchĂłireachta a fhĂĄil atĂĄ leordhĂłthanach agus oiriĂșnach chun bonn a chur le mo thuairim. TĂĄ riosca nĂos airde i gceist gan mĂshonrĂș ĂĄbhartha a bhrath nuair is de dheasca calaoise atĂĄ sĂ© seachas de dheasca earrĂĄide, ar an ĂĄbhar go bhfĂ©adfaidh sĂ© go bhfuil claonphĂĄirteachas, brionnĂș, neamhghnĂomh intinneach, mĂfhaisnĂ©is, nĂł sĂĄrĂș rialaithe inmheĂĄnaigh i gceist leis.

‱ Fa ighim tuiscint ar an rialĂș inmheĂĄnach atĂĄ cuĂ don iniĂșchadh d’fhonn nĂłsanna imeachta iniĂșchĂłireachta a dhearadh atĂĄ oiriĂșnach sna cĂșinsĂ, ach nĂ d’fhonn tuairim a chur in iĂșl maidir le hĂ©ifeachtĂșlacht na rialuithe inmheĂĄnacha.

‱ DĂ©anaim meastĂłireacht ar oiriĂșnacht na bpolasaithe cuntasaĂochta a ĂșsĂĄidtear agus ar rĂ©asĂșntacht na meastachĂĄn cuntasaĂochta agus na nochtuithe bainteacha.

‱ CrĂochnaĂm ar oiriĂșnacht ĂșsĂĄid an bhonn cuntasaĂochta gnĂłthais leantaigh agus, bunaithe ar fhianaise an iniĂșchta a fuarthas, an bhfuil neamhchinnteacht ĂĄbhartha ann maidir le himeachtaĂ nĂł coinnĂollacha a d’fhĂ©adfadh a bheith ina gcĂșis le hamhras mĂłr ar chumas an CheolĂĄrais NĂĄisiĂșnta leanĂșint ar aghaidh mar ghnĂłthas leantach. MĂĄ thagaim ar an tĂĄtal gur ann do neamhchinnteacht ĂĄbhartha, tĂĄ sĂ© de cheangal orm aird a thabhairt i mo thuarascĂĄil ar na nochtuithe gaolmhara sna rĂĄitis airgeadais nĂł, mura leor na nochtuithe, mo thuairim a mhodhnĂș. TĂĄ mo thĂĄtail bunaithe ar an bhfianaise iniĂșchĂłireachta a fuair mĂ© suas go dĂĄta na tuarascĂĄla. FĂ©adfaidh sĂ©, ĂĄfach, go gcuirfidh imeachtaĂ nĂł coinnĂollacha amach anseo deireadh leis an gCeolĂĄras NĂĄisiĂșnta ina chĂĄil mar ghnĂłthas leantach.

TuarascĂĄil BhliantĂșil an CheolĂĄrais NĂĄisiĂșnta don bhliain dĂĄr crĂoch an 31 Nollaig 2021 20

‱ DĂ©anaim meastĂłireacht ar chur i lĂĄthair, struchtĂșr agus ĂĄbhar an chuntais, na nochtuithe san ĂĄ ireamh, agus cibĂ© acu an lĂ©irĂtear i gceart sa chuntas na hidirbhearta agus imeachtaĂ bunĂșsacha.

DĂ©anaim teagmhĂĄil leo siĂșd a bhfuil freagracht rialachais orthu maidir le, i measc nithe eile, an scĂłip phleanĂĄilte agus trĂĄthĂșlacht an iniĂșchta agus na dtorthaĂ suntasacha iniĂșchta, lena n-ĂĄirĂtear aon easnaimh sa rialĂș inmheĂĄnach a shainaithnĂm le linn m’iniĂșchta.

TuairiscĂm freisin trĂ eisceacht mĂĄs fĂor, i mo thuairimse, aon cheann de na rĂĄitis seo a leanas:

‱ mu ra bhfaighim an fhaisnĂ©is agus na mĂnithe go lĂ©ir a theastaigh uaim chun m’iniĂșchadh a dhĂ©anamh, nĂł

‱ mu ra leor na taifid chuntasaĂochta chun iniĂșchadh rĂ©idh agus ceart a dhĂ©anamh orthu, nĂł

‱ na ch dtagann na ráitis airgeadais leis na taifid chuntasaíochta.

Faisnéis eile seachas na råitis airgeadais

NĂ chlĂșdaĂonn mo thuairim ar an gcuntas an fhaisnĂ©is eile a chuirtear i lĂĄthair leis an gcuntas, agus nĂ thugaim aon chineĂĄl conclĂșide dearbhaithe ina leith.

I dtaca le m’iniĂșchadh ar an gcuntas, iarrtar orm faoi na CaighdeĂĄin IdirnĂĄisiĂșnta maidir le hIniĂșchĂłireacht an fhaisnĂ©is eile a chuirtear i lĂĄthair a lĂ©amh, agus Ă© sin ĂĄ dhĂ©anamh agam, machnamh a dhĂ©anamh an bhfuil an fhaisnĂ©is eile ar neamhrĂ©ir le na rĂĄitis airgeadais nĂł le heolas eile a fhaightear le linn an iniĂșchta, nĂł ar bhealach eile an bhfuil an chuma air go bhfuil mĂrĂĄiteas ĂĄbhartha tugtha ina leith. MĂĄs rud Ă©, bunaithe ar an obair atĂĄ curtha i gcrĂch agam, go bhfuilim den tuairim go raibh mĂshonrĂș ĂĄbhartha tugtha i leith na faisnĂ©ise seo, iarrtar orm an fhĂric sin a thuairisciĂș.

TuairisciĂș ar ĂĄbhair eile

DĂ©anaim m’iniĂșchadh trĂ thagairt a dhĂ©anamh do bhreithnithe speisialta a ghabhann le comhlachtaĂ StĂĄit maidir lena mbainistĂocht agus lena n-oibrĂocht. Tugaim tuairisc mĂĄ fhaighim go bhfuil nithe ĂĄbhartha ann a bhaineann leis an tslĂ a ndearnadh gnĂł poiblĂ.

FĂ©achaim chun fianaise a fhĂĄil le linn an iniĂșchta maidir le rialtacht na n-idirbheart airgeadais. Tugaim tuairisc mĂĄ tĂĄ aon chĂĄs ĂĄbhartha nĂĄr feidhmĂodh suimeanna airgid chun na gcrĂoch a bhĂ beartaithe ar aird, nĂł sa chĂĄs nach mbĂonn na hidirbhearta ag cloĂ leis na hĂșdarĂĄis a dhĂ©anann rialĂș orthu.

24. GnĂłthas SĂłchmhainneach I Bhfianaise an ChorĂłnavĂris

BunaĂodh an CeolĂĄras NĂĄisiĂșnta mar chomhlacht reachtĂșil faoin Acht um InstitiĂșidĂ CultĂșrtha NĂĄisiĂșnta (CeolĂĄras NĂĄisiĂșnta) 2015. Mar chomhlacht reachtĂșil, tĂĄ sĂșil ag an gCÁN go mbeadh rochtain aige ar fhoinsĂ caipitil Ăłn StĂĄt dĂĄ mbeadh gĂĄ leo. Mar chomhlacht atĂĄ caipitlithe go sĂĄsĂșil, nĂl fios ag an gCÁN ar aon Ă©iginnteacht ĂĄbhartha a chuirfeadh isteach ar a chumas leanĂșint ar aghaidh mar ghnĂłthas sĂłcmhainneach.

NĂl an bhainistĂocht ar an eolas faoi cibĂ© Ă©iginnteacht a bhaineann leis an gCorĂłnavĂreas nĂł le haon choinnĂollacha eile a d’fhĂ©adfadh amhras suntasach a chaitheamh ar chumas an CÁN, agus mar a thacaĂonn an StĂĄt leis, leanĂșint ar aghaidh mar ghnĂłthas sĂłcmhainneach.

Lean an CÁN leis an gcianobair, do bhaill ĂĄbhartha na foirne, mar thoradh ar phaindĂ©im an Covid-19 le linn na bliana 2021. CĂ© gurbh dĂșshlĂĄin shuntasacha Ă an PhaindĂ©im d’oibrĂochtaĂ gnĂł an CÁN, chuir an StĂĄt deontas forlĂontach de €370,000 ar fĂĄil a raibh farasbarr beag mar thoradh air. I rith na bliana 2022, d'fhill an lucht fĂ©achana ar ais go mall ach go seasta ar an CÁN. TĂĄ an Bord sĂĄsta gur chĂłir RĂĄitis seo an Airgeadais a ullmhĂș ar bhonn gnĂłthais leantaigh.
