CHAIRPERSON’S FOREWORD 2019 saw a very busy and successful period for the National Concert Hall (‘NCH’), both in the incredible array of performances and programmes that we hosted and in the strides we have taken on our path to becoming the National Centre for Music in Ireland. It is the NCH’s vision to be regarded worldwide as one of the great centres for music and a symbol of national pride for Irish people everywhere. The Board and I as its Chair are committed to delivering this vision for the NCH, under its public remit as Ireland’s national cultural institution for music. Through our ongoing work with our partners in Government, the Department of Culture, Heritage and the Gaeltacht and State bodies, we will bring our shared vision to life. A number of key initiatives and commitments throughout this year and into 2020 will be key to realising this: The Government’s commitment to investment of €78m, under Project Ireland 2040 for the redevelopment of the NCH is critical in achieving our vision of transforming the NCH into the National Centre for the performance of music. The redevelopment programme, due to start construction in 2022, provides an opportunity for the NCH to fulfil its vision, with a state-of-theart building and performance spaces at Earlsfort Terrace. This will inspire new generations of musicians and music lovers and become Ireland's must-visit venue and a cultural landmark for the nation. We are proud to be the home of the National Symphony Orchestra (NSO) since opening in 1981. The Government's decision to transition the NSO from RTÉ to the NCH will enable the orchestra to be sustained and strengthened, to provide world class symphonic music in Ireland and to continue to build a creative and imaginative programme, including education and outreach work. As we work together with the Department of Culture, Heritage and the Gaeltacht and RTÉ to secure resources for a new future for the NSO, we look forward to building a new vision to ensure that symphonic music remains central to musical life in Ireland. Much work is still to be done to see this transition process move forward and the rate of progress has not so far matched the NCH’s expectations. Lifelong learning and universal access to music is integral to the remit and vision of the NCH. Our ground-breaking learning and participation programmes encourage personal and social development through music. We will continue to promote the power of music for health and wellbeing, fund bursaries and support awards for emerging musical talent in Ireland.

The NCH recognises the value of gender balance, diversity and inclusion and we endeavour to ensure that commitment is embedded in all aspects of our activities - in programming, employment and performances. This is reflected in a number of successful projects rolled out recently at the NCH including the award winning NCH Female Conductor Programme, kindly supported by Grant Thornton and partners; the NCH Sounding the Feminists Commissioning Scheme, supported by the Department of Culture, Heritage and the Gaeltacht; and, our annual celebration of the arts on International Women’s Day. We are also committed to meeting not only our obligations under legislation but to proactively promoting equality, diversity and inclusion in all that we do internally and externally. We shall strive to identify any obstacles that may impair progress at the NCH, and introduce new initiatives, as appropriate, to enhance our accessibility and be regarded as a leader in this space in the music sector in Ireland. We will continue to deliver a sustainable and balanced financial performance. We aim to maximise value for public money through sound business management, balanced with our public service mandate. We invest significantly in the achievement of our mission and statutory obligations through the concerts we promote, the musicians we commission, and our comprehensive learning and participation programme of activity. We will continue to implement our organisational change management and leadership strategy. The NCH is strengthening its organisational capability by aligning strategy, culture and capability to enhance organisational effectiveness. This will be particularly important to help realise major strategic programmes including the successful transition of the NSO and the redevelopment of the NCH. We will continue to foster positive relationships with all stakeholders - our audiences, public, artists, creators, promoters, Friends, sponsors along with our resident music organisations, amongst others. Strong audience attendances underpin our success at the NCH. I am happy to report that almost 325,000 patrons attended concerts, educational programmes and other events during 2019, making the NCH one of the busiest and most successful concert halls in Europe. The range and quality of concert performances during 2019 was very impressive. The contributions made by the RTÉ Orchestras as well as our valued base of concert promoters continue as vital elements of our overall programme success. Of the many memorable concerts and events hosted by NCH during 2019 some have had very special meaning for me: The launch of the NCH’s 2020/21 Concert Programme was a particular stand-out event both in terms of quality of the programme curated by our CEO and the actual event itself which was attended by a broad range of stakeholders including Ministers, civil servants, local government executives and industry leaders. Celebrating the arts on International Women’s Day is a special date in the NCH calendar. For 2019, we were delighted to welcome and acknowledge two of our foremost leading architects Yvonne Farrell and Shelly McNamara, founders of Grafton Architects who enthralled the audience in demonstrating the relationship between art and design.

We announced two winners of our Female Commissioning Scheme for 2019 to support the work of aspiring female musicians and composers (namely established composer Jennifer Walshe and emerging composer, Claudia Schwab). The Scheme aims to provide opportunities to established and emerging composers to have their work commissioned and performed at the NCH. We are committed to developing and diversifying our programming with these kinds of initiatives to ensure our offering is fit for purpose today. I was very pleased to present composer and symphonist John Kinsella with the NCH’s Lifetime Achievement Award for 2019, the first composer to receive the accolade. The award was presented at a wonderful concert which premiered John’s 11th Symphony, performed by the RTÉ National Symphony Orchestra under the baton of Jean Deroyer. Minister for Health, Simon Harris TD launched our national Health and Wellbeing programme which aims to enrich the lives of those living with long-term health conditions through participation in music. The launch event included a dementia friendly performance by the Tea Dance Tunes band. 2019 has been a successful foundation for the NCH to build our goal of becoming the National Centre for Music in Ireland. The progress on this would not have been possible without the dedication and hard work of those closest to the NCH. I wish to acknowledge the continuous support from my colleague directors and their commitment throughout 2019. I wish to acknowledge all NCH staff for their efforts and their dedication throughout the past year. In particular, I wish to express my grateful appreciation to CEO, Simon Taylor and his Senior Management Team for their exceptional commitment in overseeing everything we have achieved as an organisation in 2019. My special thanks to our patron President Michael D. Higgins and his wife Sabina who continue to be passionate champions for our Institution. And finally, I conclude by thanking the Government, the Department of Culture, Heritage and the Gaeltacht and our Minister, Josepha Madigan TD for their ongoing commitment to the NCH.

CHIEF EXECUTIVE OFFICER’S FOREWORD I am pleased to report on what was one the busiest years in the history of the NCH in terms of the number of events (1136) and the overall audience attendance of 325,000. The diversity of these events perfectly demonstrates the breadth of the musical programme now offered by the NCH to its public, from celebrated international artists to new young Irish talent, across musical genres, and embracing audiences from children enjoying the excitement of their first musical experience to the most seasoned and habitual concert-goers. Through our own promoted events, those of the RTÉ orchestras and those presented at the NCH by numerous promoters, ensembles and music organisations, I believe we more than lived up to our statutory remit as the national venue for music. In addition, both at the NCH and around the country, our Learning and Participation programme brings the joy of music into the lives of thousands who might otherwise never experience it or have access to it, a vital part of our mission as the home of music in Ireland. From a business perspective, continuing to build and develop the programme output was not without its challenges. As a cultural institution our primary measure of success is the quality of our output and the service we provide to the public, but at the same time we always strive to achieve a balanced budget and financial sustainability. In a highly competitive market the small deficit recorded in 2019 of €41,000 represents less than 0.5% of the overall budget. Nevertheless, it signals the need to closely monitor our programme choices and our market position as well as the need to continue to demonstrate to our funders, both public and private, the vital importance of our work to society at large. The centrality of the NCH to Ireland’s musical and cultural life is at the heart of our vision for the future. As the Chairperson has already commented, the NCH is entering a period of substantial and exciting change and the board and executive have been developing an ambitious and far-reaching strategy for 2020-2025. This includes substantial investment in our site and facilities; in the National Symphony Orchestra; in our concert programme; in our Learning & Participation activities and in building our family of resident organisations and artists. This will see the NCH fulfill its full potential as a living space for music and a national centre for musical performance and creativity. As we head towards the anticipated transfer of the RTÉ National Symphony Orchestra to the remit of the NCH in 2021 and the commencement of our long-awaited capital redevelopment in early 2022, we will continue to provide a rich, diverse, fulfilling and entertaining music programme, as we did throughout 2019. Our flagship classical music International Concert Series featured wonderful orchestral performances, notably by the Orchestra of the Age of Enlightenment with Sir Andras Schiff; the Royal Philharmonic Orchestra with Pinchas Zukerman, the London Symphony Orchestra under Gianandrea Noseda and Dresden Staatskapelle with Chinese pianist Yuja Wang. Exceptional choral singing came from the RIAS Kammerchor Berlin and the American ‘orchestra of voices’ Chanticleer; star Irish mezzo-soprano Tara Erraught gave a recital with pianist John O’Conor and Maltese tenor Joseph Calleja returned for a 6

sold-out Christmas concert with soprano Claudia Boyle and the RTÉNSO. German violinist Christian Tetzlaff made his Irish debut with pianist Lars Vogt and there were return visits by violinst Nikolaj Znaider and pianist Marc-Andre Hamelin. The NCH Chamber Music Series offers the opportunity to hear music ranging from the baroque to the contemporary in the unique and intimate setting of the Kevin Barry Recital Room. Developed collaboratively with a range of individual artists and organisational partners, the series has given Irish musicians an important new platform for their talents. Particularly noteworthy was the autumn Sunday afternoon string quartet series presented in association with the National String Quartet Foundation, a new Young Artist Series and a series on Beethoven and his predecessors curated by pianist Hugh Tinney. A second season of concerts presented in association with Sounding the Feminists again drew attention to the work of female composers over the centuries – music that has been unjustly neglected – and it is to be hoped that this small step will contribute to a greater gender equality in concert programming over time. Similarly, we were particularly delighted that our ground-breaking Female Conductor Programme sponsored by Grant Thornton won the ‘Best large sponsorship’ category at the Business to Arts Awards in September. This is an important initiative in addressing one of the most resilient glass ceilings in the classical music world and we are delighted that Grant Thornton are supporting a further programme in 2019/20. Female voices were to the fore in our ‘Words+Ideas’ series also, including Dolly Alderton, Viv Albertine and Margaret Atwood. A rich vein of spoken word events also featured Sir Simon Schama, Sir Rannulph Fiennes, Sir Michael Parkinson and Adam Kay. Complementing the International Concert Series, Perspectives showcased the finest international contemporary artists across musical genres last year, including such diverse musicians as Indian sitar virtuoso Anoushka Shankar, jazz guitarist Bill Frissell, North African musical innovator Anouar Brahem and techno artist Pantha du Prince. A highlight of the year was a sell-out weekend residency by the American composer and cultural icon Philp Glass and his ensemble. I would like to gratefully acknowledge the support of this vital programme strand by Davy, our innovation partner. A two year artists-in-residence series commenced with Barry Douglas and Camerata Ireland, to run across the 2019/20 and 2020/21 seasons. The first concert in November featured four outstanding young Irish soloists, emphasising the support for new talent from the entire island of Ireland that is at the core of the orchestra’s mission. Our full-time residents, the Irish Baroque Orchestra, Chamber Choir Ireland and Crash Ensemble continue to add musical variety and life to the NCH. Notable contributions to our programme during the year were a revelatory concert of female composers of the 17th and 18th century for International Women’s Day by the IBO, a series of illustrated talks on Choral Music in Ireland presented by Chamber Choir Ireland and the contribution to the annual New Music Dublin Festival by Crash Ensemble. Our principal resident ensemble, the National Symphony Orchestra, continues to be at the heart of the NCH programme and we look forward to finalising the arrangements for its transfer from RTÉ to the remit of the NCH, as committed to by Government. It is essential that this transfer marks a fresh start for the NSO, with increased investment leading to restoration of its numerical full strength, heightened artistic ambition, an expanded national presence and the development of a meaningful Learning & Participation programme. 7

A good omen for the orchestra’s artistic future was the appointment of Jaime Martin as Chief Conductor from September 2019. His first concert in the role in October – a magnificent performance of Mahler’s epic Symphony No. 3 – was a memorable occasion. Other highlights for the NSO included the concerts of Principal Guest Conductor Nathalie Stutzmann; a fine concert performance of Korngold’s opera Die Tote Stadt; a gala concert with celebrated baritone Bryn Terfel and Leonard Slatkin conducting Brahms Symphony No. 4 on Culture Night. The RTÉ Concert Orchestra remains a vital component of the NCH programme too, its breadth of repertoire ensuring its ongoing audience appeal, with concerts that ranged from popular classical nights such as Totally Tchaikovsky to Mama Mia. The orchestra also celebrated the 80th birthday of the inimitable Sir James Galway. We were delighted to host the 20th birthday celebrations for RTÉ Lyric fm in May and we share the concern of the wider musical community in Ireland as to the future of the national broadcaster’s music and arts station. Along with the Arts Council, RTÉ is also a partner with NCH in presenting the annual New Music Dublin festival, which took place in March and showcased an extraordinarily rich panoply of contemporary music by Irish and international composers. An innovation in 2019 was an international delegate programme, supported by the Contemporary Music Centre, which brought music journalists, broadcasters and festival directors from overseas to sample the best in new music from Ireland. Again in partnership with the Arts Council, the annual Tradition Now festival in October focuses on the remarkable creativity and innovation of our traditional musicians. We were particularly pleased to partner with the Arts Council in announcing an annual Liam O’Flynn Award in memory of the late and much-missed piper. The inaugural award was made to the harpist Una Monaghan. The NCH greatly values its long-term relationships with numerous artists, promoters, music organisations, ensembles, music societies, choirs and educational institutions that bring an amazing musical variety to our audience. Ranging from Oklahoma! (Rathmines & Rathgar Musical Society) to La Boheme (Lyric Opera) and from Vladimir Viennese Gala to GoGo Penguin (Choice Cuts) from Johnny McEvoy (Pat Egan Sound) to Josh Ritter (Aiken Promotions) most musical tastes are covered! In a venue that hosts many hundreds of concerts across the year, it is not possible to mention everything, but an undoubted highlight in 2019 was a sell-out run of seven concerts from The Gloaming (Aiken Promotions). I must also acknowledge the vital contribution made to our mission and programme by the educational sector (such as the Royal Irish Academy of Music and TU Dublin Conservatory of Music) and the many choirs, choral societies and the youth orchestra sector (such as National Youth Orchestra and National Association of Youth Orchestras) that do so much to encourage musical participation and involvement. Bringing that sense of involvement and the joy of music to as wide an audience as possible is at the heart of our Learning & Participation programme. Output during the year ranged from Bring along a Baby concerts to Tea Dance Tunes for dementia sufferers and from our Primary School Ensemble project (presented in association with Dublin City Council and the RIAM) to the Blow the Dust Orchestra for older musicians.

In March Minister for Health Simon Harris launched the NCH’s extensive Music and Health programme, which addresses a wide range health through music: Music in Mind (music for mental health) expanded to sixteen centres nationally in 2019; Health & Harmony (music for dementia) expanded to thirteen centres nationally and Music In Children’s Hospital’s now operates in five hospitals in Dublin as well as in Drogheda, Cork and Limerick. The innovative Quavers to Quadratics programme, presented in association with Trinity and UCD and supported by Science Foundation Ireland, traveled to Galway and the Gaeltacht, where it was presented through Irish for the first time. A very successful collaboration with the RTÉNSO for a musical Family Day in Novemeber saw a programme of workshops, musician demonstrations, treasure hunts and other activities culminating in a specially-curated family concert in the main auditorium. For aspiring professional musicians, the NCH hosted its first Summer Master Course in August (with artistic directors violinist Gwendolyn Masin and pianist Finghin Collins) and presented regular masterclasses by our visiting artists. Support for young professional is also provided though a range of awards and bursaries to instrumentalists, singers and composers and SinfoNua, the NCH’s orchestra for young musicians making a start in the profession. So, as I said at the outset, an extraordinarily busy year. Of course, all of this is made possible by the knowledge, enthusiasm and hard work of the wonderful staff of the NCH and I would like to thank my Senior Management Team and their respective departments for their exceptional commitment throughout the year. I would also like to gratefully acknowledge the commitment given by the Chairperson and Board. The strategic, oversight and governance requirements of state boards are ever more onerous and the time, knowledge and experience given by the Board on a voluntary basis is exceptional. I wish to express our gratitude, along with the Chairperson, for the support of the Minister and the Department of Arts, Heritage and the Gaeltacht; the OPW and all our sponsors, donors, Patrons and Friends and our many and diverse audiences. GOVERNANCE STATEMENT AND BOARD MEMBERS REPORT The Board has pleasure in submitting its Report together with the financial statements for the year ended 31 December 2019. PRINCIPAL FUNCTIONS AND OPERATING REVIEW The principal functions of the organisation under the National Cultural Institutions (National Concert Hall) Act 2015 are:(a) to provide and operate, having regard to international standards and good practice, the national venue for the performance, appreciation and enjoyment of musical, creative, artistic and cultural activities including the promotion of concerts and recitals of artistic, educational and cultural value, (b) in the public interest, to promote and support the performance, knowledge, appreciation, creation and enjoyment of music as an integral part of Irish life, (c) to entertain, educate and engage the public through musical experiences, and (d) to encourage and promote inclusivity, participation, creativity, experimentation and involvement in music through engagement with diverse individuals and communities as performers, participants, composers or audience members. RESULTS FOR THE YEAR The accounts for the year ended 31 December 2019 are set out on pages 24 to 39. The results for this period on ordinary activities and after transfer to capital redevelopment reserve show a deficit of €41,272 (2018 – deficit of €1,237). PRINCIPAL RISKS AND UNCERTAINTIES The principal risks and uncertainties affecting the organisation for the year ahead relates to the redevelopment of the National Concert Hall and the transition of the National Symphony Orchestra to it including other scenarios which are outside the influence and control of the NCH e.g. a reduction in real terms of Government grant and the effects this will have on the ongoing operations of the organisation. The organisation also faces risks and uncertainties which would include but are not limited to international and local economic conditions, the effects on customer spending in the area of the organisation's principal activity and their effect on discretionary consumer spending in general. The Board manages these risks by endeavouring to ensure that the organisation has adequate current financial support and by actively seeking to further increase turnover. RESERVES The accumulated surplus on the Statement of Income and Expenditure Account amounted to €1,474,057 at 31 December 2019 (31 Dec 2018 - €1,515,330). In addition, other reserves at 31 December 2019 amounted to €298,109 (31 Dec 2018 - €298,109). ACCOUNTING RECORDS The measures taken by the Board to ensure compliance regarding proper accounting records are the implementation of necessary policies and procedures for recording transactions, the employment of competent accounting personnel with appropriate expertise and the provision of adequate resources 11

to the financial function. The accounting records of the organisation are maintained at the National Concert Hall, Earlsfort Terrace, Dublin 2. COMPARATIVE FIGURES Comparative figures encompass the year 1 January – 31 December 2018. GOVERNANCE The Board of An Ceoláras Náisiúnta the National Concert Hall (‘NCH’) was established under the National Cultural Institutions (National Concert Hall) Act 2015 (‘Act’). The functions of the Board are set out in Part 3 of this Act. The Board is accountable to the Minister for Culture, Heritage and the Gaeltacht and is responsible for ensuring good governance and performs this task by setting strategic objectives and targets and taking strategic decisions on all key business issues. The regular day-to-day management, control and direction of the NCH are the responsibility of the Chief Executive Officer (‘CEO’) and the senior management team (‘SMT’). The CEO and the SMT must follow the broad strategic direction set by the Board, and must ensure that all Board members have a clear understanding of the key activities and decisions related to the entity, and of any significant risks likely to arise. The CEO acts as a direct liaison between the Board and management of the NCH. BOARD RESPONSIBILITIES The work and responsibilities of the Board are set out in the National Cultural Institutions (National Concert Hall) Act 2015 (‘Act’), which also contain the matters specifically reserved for Board decision. Standing items considered by the Board include:
declaration of interests, reports from committees, financial reports/management accounts, performance reports, and reserved matters.
Section 26 of the Act requires the Board of the NCH to keep, in such form as may be approved by the Minister for Culture, Heritage and the Gaeltacht with consent of the Minister for Public Expenditure and Reform, all proper and usual accounts of money received and expended by it. In preparing these financial statements, the Board of NCH is required to: select suitable accounting policies and apply them consistently, make judgements and estimates that are reasonable and prudent, prepare the financial statements on the going concern basis unless it is inappropriate to presume that it will continue in operation, and state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements.

The Board is responsible for keeping adequate accounting records which disclose, with reasonable accuracy at any time, its financial position and enables it to ensure that the financial statements comply with Section 26 of the Act. The maintenance and integrity of the corporate and financial information on the NCH’s website is the responsibility of the Board. The Board is responsible for approving the annual plan and budget. An evaluation of the 2019 performance of NCH by reference to the annual plan and budget was carried out on 28 January 2020. The Board is also responsible for safeguarding its assets and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The Board considers that the financial statements of NCH give a true and fair view of the financial performance and the financial position of NCH at 31 December 2019. BOARD STRUCTURE The NCH Board consists of a Chairperson, and eight ordinary members, all of whom are appointed by the Minister for Culture, Heritage and the Gaeltacht. The members of the Board were appointed for a period of three to five years and meet on a two monthly basis. The Board completed a Board Effectiveness and Evaluation Review in May 2018. The Board has established four committees, as follows: 1. Audit and Risk Committee: comprised four Board members and an external member. During the year two members retired, one internal and one external member. The role of the Audit and Risk Committee (ARC) is to support the Board in relation to its responsibilities for issues of risk, control and governance and associated assurance. In particular the Committee ensures that the internal control systems including audit activities are monitored actively and independently. The ARC reports to the Board after each meeting, and formally in writing annually. The members of the ARC were: Máire O’Connor (Chairperson), Michael O’Donovan (retired 24 June 2019), John Reynolds, Don Thornhill and Des Quigley (external member, retired 27 Sept 2019). There were 6 meetings of the ARC in 2019.

2. Strategic HR, Organisational Development, Performance and Capability Committee (“SHRC”): comprised three Board members, CEO and one external member. The role of the SHRC is to support the board in their responsibilities to provide direction, and support for the organisational development of the NCH. The members of this committee were: Michael O’Donovan (Chairperson) retired 23 June 2019, Acting SHRC Chairperson Maura McGrath (from 24 June 2019), Rebecca Gageby, John Reynolds (joined 26 Sept 2019), Simon Taylor (CEO) and Conor Hannaway (external member). There were 7 meetings of the SHRC in 2019. 3. Development of NCH Site & Capital Planning Committee (“SCDC”): comprises four Board members and the NCH CEO. The role of the SCDC is to provide direction and support for the redevelopment of the NCH. The members of this committee were: Rebecca Gageby (Chairperson), James Cavanagh, Eleanor McEvoy, John Reynolds and Simon Taylor (CEO). The NCH have engaged the services of separate project monitor to assist the committee with planning for the NCH redevelopment project who reports to the SCDC and attends regular meetings. There were 7 meetings of the SCDC in 2019. 4. Programme, Learning & Participation Committee (‘PLPC’): comprises four board members. The role of the PLPC is to take a strategic overview of concert and learning and participation programming in support of the NCH’s mission. The members of this committee were: Gerard Gillen (Chairperson), James Cavanagh, Eleanor McEvoy and John Reynolds. There were 6 meetings of the PLPC in 2019. STATEMENT OF INTERNAL CONTROL On behalf of An Ceoláras Náisiúnta the National Concert Hall (‘NCH’), and in relation to the year ended 31 December 2019, the Board acknowledges its responsibility for ensuring that an effective system of internal control is maintained and operated. This responsibility takes account of the requirements of the Code of Practice for the Governance of State Bodies 2016 (‘Code’) and we wish to confirm the NCH’s adoption of, and compliance with the Code. PURPOSE OF THE SYSTEM OF INTERNAL CONTROL The system of internal control is designed to manage risk to a tolerable level rather than to eliminate it. The system can therefore only provide reasonable and not absolute assurance that assets are safeguarded, transactions authorised and properly recorded and that material errors or irregularities are either prevented or detected in a timely way. The system of internal control, which accords with guidance issued by the Department of Public Expenditure and Reform has been in place by the NCH for the year ended 31 December 2019 and up to the date of approval of the financial statements. CAPACITY TO HANDLE RISK The NCH had an Audit and Risk Committee (‘ARC’) comprising four Board members and one external member, with financial and audit expertise. The ARC met six times in 2019. The NCH has also established an internal audit function which is adequately resourced and conducts a programme of work agreed with the ARC. The ARC developed a risk management policy for the Board which sets out its risk appetite, the risk management processes in place and details the roles and responsibilities of staff in relation to risk. The policy has been issued to all staff who are expected to work within the NCH risk management policies, to alert management on emerging risks and control weaknesses and assume responsibility for risks and controls within their own area of work. RISK AND CONTROL FRAMEWORK The NCH has implemented a risk management system which identifies and reports key risks and the management actions being taken to address and, to the extent possible, to mitigate those risks. A risk register is in place which identifies the key risks facing the NCH and these have been identified, evaluated and graded according to their significance. The chair of the risk management forum is responsible for updating the ARC on any incidents and/or material changes to the risk register on a quarterly basis. All risks on the register are reviewed at least twice a year. The outcome of these assessments is used to plan and allocate resources to ensure risks are managed to an acceptable level.

The risk register details the controls and actions needed to mitigate risks and responsibility for operation of controls is assigned to specific staff. The Board confirms that a control environment containing the following elements is in place: the financial policies and procedures manual documents key processes, financial responsibilities have been assigned at management level with corresponding accountability, there is an appropriate budgeting system with an annual budget which is kept under review by senior management, there are systems aimed at ensuring the security of the information and communication technology systems, there are systems in place to safeguard the assets of the organisation. ONGOING MONITORING AND REVIEW Formal procedures have been established for monitoring control processes, and control deficiencies are communicated to those responsible for taking corrective action and to management and the Board, where relevant, in a timely way. We confirm that the following ongoing monitoring systems are in place: key risks and related controls have been identified and processes have been put in place to monitor the operation of those key controls and report any identified deficiencies, reporting arrangements have been established at all levels where responsibility for management has been assigned, and, there are regular reviews by senior management of periodic and annual performance and reports which indicate performance against budgets/forecasts. PROCUREMENT The Board confirms that the NCH has procedures in place to ensure compliance with current procurement rules and guidelines, and that during 2019 the NCH has complied with those procedures. However, four instances during the course of the annual audit were identified relating to procurement and in particular the supply of 1) concert advertising banners 2) an audience and venue study 2) poster paper and 4) continuation of tendered security services in the absence of engaging in a new procurement process, as not having been in strict accordance with procurement guidelines and which were addressed in 2020. The total combined value for these was â‚Ź117,928. REVIEW OF EFFECTIVENESS The Board confirms that the NCH has procedures to monitor the effectiveness of its risk management and control procedures. The NCH monitoring and review of the effectiveness of the system of internal control is informed by the work of the internal and external auditors, the ARC which oversees their work, and the senior management within the NCH responsible for the development and maintenance of the internal financial control framework. The Board conducted an annual review of the effectiveness of risk management and internal controls for 2019 as recorded in the Board minutes of 28 January 2020 and confirmed their adequacy.

AUDITOR’S REPORT ARD REACHTAIRE AGUS CISTE COMPTROLLER AND AUDITOR GENERAL REPORT FOR PRESENTATION TO THE HOUSES OF THE OIREACHTAS NATIONAL CONCERT HALL Opinion on the financial statements I have audited the financial statements of the National Concert Hall for the year ended 31 December 2019 as required under the provisions of section 26 of the National Cultural Institutions (National Concert Hall) Act 2015. The financial statements comprise the statement of income and expenditure the statement of comprehensive income the statement of financial position the statement of cash flows and the related notes, including a summary of significant accounting policies. In my opinion, the financial statements give a true and fair view of the assets, liabilities and financial position of the National Concert Hall at 31 December 2019 and of its income and expenditure for 2019 in accordance with Financial Reporting Standard (FRS) 102 — The Financial Reporting Standard applicable in the UK and the Republic of Ireland. Basis of opinion I conducted my audit of the financial statements in accordance with the International Standards on Auditing (ISAs) as promulgated by the International Organisation of Supreme Audit Institutions. My responsibilities under those standards are described in the appendix to this report. I am independent of the National Concert Hall and have fulfilled my other ethical responsibilities in accordance with the standards. I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my opinion. Emphasis of matter – deferred retirement benefit funding I draw attention to note 23(b) of the financial statements. The National Concert Hall recognises an asset in respect of deferred retirement benefit funding – the current value of the funding it anticipates the State will provide in the future to meet retirement benefit liabilities as they fall due. Inherent in this accounting treatment is an assumption that any income generated by the National Concert Hall will in the first instance be applied towards current expenses and that State funding will meet any current or future shortfall in resources, including future retirement benefit liabilities. My audit opinion is not modified in respect of this matter. Report on information other than the financial statements, and on other matters The National Concert Hall has presented certain other information together with the financial statements. This comprises the annual report, the governance statement and Board members’ report and the statement on internal control. My responsibilities to report in relation to such information, and on certain other matters upon which I report by exception, are described in the appendix to this report. APPENDIX TO THE REPORT Responsibilities of Board members As detailed in the governance statement and Board members’ report, the Board members are responsible for the preparation of financial statements in the form prescribed under section 26 of the National Cultural Institutions (National Concert Hall) Act 2015 ensuring that the financial statements give a true and fair view in accordance with FRS 102 ensuring the regularity of transactions assessing whether the use of the going concern basis of accounting is appropriate, and such internal control as they determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. Responsibilities of the Comptroller and Auditor General I am required under section 26 of the National Cultural Institutions (National Concert Hall) Act 2015 to audit the financial statements of the National Concert Hall and to report thereon to the Houses of the Oireachtas. My objective in carrying out the audit is to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement due to fraud or error. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the ISAs will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements. As part of an audit in accordance with the ISAs, I exercise professional judgment and maintain professional scepticism throughout the audit. In doing so, I identify and assess the risks of material misstatement of the financial statements whether due to fraud or error; design and perform audit procedures responsive to those risks; and obtain audit evidence that is sufficient and appropriate to provide a basis for my opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control. I obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the internal controls. I evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures. I conclude on the appropriateness of the use of the going concern basis of accounting and, based on the audit evidence obtained, on whether a material uncertainty exists related to events or conditions that may cast significant doubt on the National Concert Hall’s ability to continue as a going concern. If I conclude that a material uncertainty exists, I am required to draw attention in my report to the related disclosures in the financial statements or, if such disclosures are inadequate, to modify my opinion. My conclusions are based on the audit evidence obtained up to the date of my report. However, future events or conditions may cause the National Concert Hall to cease to continue as a going concern. I evaluate the overall presentation, structure and content of the financial statements, including the disclosures, and whether the financial statements represent the underlying transactions and events in a manner that achieves fair presentation.

NOTES TO THE FINANCIAL STATEMENTS 1. ACCOUNTING POLICIES The significant accounting policies adopted by the NCH which have been applied consistently throughout the year are as follows:1.1 Statement Of Compliance The financial statements of the NCH for the year ended 31 December 2019 have been prepared in accordance with FRS 102, the financial reporting standard applicable in the UK and Ireland issued by the Financial Reporting Council (FRC), as promulgated by Chartered Accountants Ireland. 1.2 Basis of Preparation The financial statements have been prepared on the going concern basis under the historical cost convention. The financial statements are in the form approved by the Board, with the concurrence of the Minister for Culture, Heritage and the Gaeltacht and the concurrence of the Minister for Public Expenditure and Reform. The NCH is a public benefit entity and has charitable tax status. 1.3 Currency i Functional and Presentation Currency Items included in the financial statements are measured using the currency of the primary economic environment in which the NCH operates (“the functional currency”). The financial statements are presented in Euro, which is the body’s functional and presentation currency and is denoted by the symbol “€”. ii Transactions and Balances Foreign currency transactions are translated into the functional currency using the exchange rates at the dates of the transactions. At each period end foreign currency monetary items are translated using the closing rate. 1.4 Revenue Revenue is recognised to the extent that the NCH obtains the right to consideration in exchange for its performance and is exclusive of value added tax. Revenue from the provision of services is recognised in the accounting period in which the services are rendered and the outcome of the contract can be estimated reliably. 1.5 Exchequer Grants Revenue exchequer grants are recognised in the Statement of Income & Expenditure where there is reasonable assurance that the grant will be received and the NCH has complied with all attached conditions.

The grant is comprised of both i) current and ii) capital, elements. The current grant is detailed in the Statement of Income & Expenditure and the capital grant is stated at note 16. Capital grants are applied for the acquisition of fixed assets. Capital grants are amortised to the Statement of Income & Expenditure over the same period in which the underlying assets are depreciated. 1.6 Property, Plant and Equipment and Depreciation Tangible assets are stated at cost less accumulated depreciation. The depreciation charge is calculated to write off the book value of each Fixed Asset during its expected normal life on a straight line basis at the following rates :Alteration to Leasehold Premises - 10 to 50 years Pipe Organ - 25 Years Steinway Pianoforte & Other Musical Instruments - 5 Years Computer Data System - 5 Years Office, Catering & Other Equipment - 5 Years Amplifiers and Speaker System - 5 Years Telephone System - 5 Years Mixing Console - 5 Years Paintings - 5 Years Impairment Assets are reviewed for impairment whenever events or changes in circumstances indicate that the carrying amount may not be recoverable. An impairment loss is recognised for the amount by which the assets carrying amount exceeds its recoverable amount. The recoverable amount is the higher of an asset’s fair value less costs to sell and value in use. Value in use is defined as the present value of the future cash flows obtainable as a result of the assets continued use. If the recoverable amount of the asset is estimated to be lower than the carrying amount, the carrying amount is reduced to its recoverable amount. If an impairment loss subsequently reverses the carrying amount of the asset is increased to the revised estimate of its recoverable amount but only to the extent that the revised carrying amount does not exceed the carrying amount that would have been determined (net of depreciation) had no impairment loss been recognised in prior periods. A reversal of an impairment loss is recognised in the statement of income and expenditure. 1.7 Receivables Receivables consist of trade and other debtors. A provision for non-recovery of receivables is recognised when there is objective evidence that the NCH will not be able to collect all amounts due. The amount of the provision is the difference between the assets carrying amount and the estimated recoverable value.

1.8 Cash and Cash Equivalents Cash and cash equivalents include cash on hand, demand deposits and other short term highly liquid investments with original maturities of three months or less. Bank overdrafts are shown within borrowings in current liabilities on the statement of financial position. 1.9 Payables Payables comprise trade and other creditors and are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities. 1.10 Provisions Provisions are recognised when the NCH has a present legal or constructive obligation as a result of past events: it is probable that an outflow of resources will be required to settle the obligation; and the amount of the obligation can be estimated reliably. Provisions are measured at the present value of the expenditure expected to be required to settle the obligation. 1.11 Contingencies Contingent liabilities, arising as a result of past events, are recognised when a) it is probable that there will be an outflow of resources or that an amount could be reliably measured at the reporting date or b) when the existence will be confirmed by the occurrence or non-occurrence of uncertain future events not wholly within the organisation’s control. Contingent liabilities are disclosed in the financial statements unless the probability of an outflow of resources is remote. Contingent assets are only recognised in the financial statements when an inflow of economic benefits is probable. 1.12 Employee Benefits The NCH provides a range of benefits to employees. Short term benefits, including holiday pay and other similar non-monetary benefits, are recognised as an expense in the period in which the service is received. Expenditure on pensions and lump sums will fall to be met from the Concert Hall’s resources as they become payable. This expenditure will be taken into account in calculating the annual Grant. Please refer to Note 23 for further information. The National Concert Hall previously established its own defined benefit pension scheme, funded annually on a pay-as-you-go basis from monies provided through its annual grant from the Department of Culture, Heritage and the Gaeltacht. The National Concert Hall also operates the Single Public Services Pension Scheme (“Single Scheme”), which is a defined benefit scheme for pensionable public servants appointed on or after 1 January 2013. 1.13 Capital Redevelopment Reserve The National Concert Hall decided to set up a capital redevelopment reserve the purpose of which is to fund future redevelopment costs of the Hall. All decisions in the use of this reserve are subject to the approval of the Board. Please refer to Note 17.

2. CRITICAL ACCOUNTING JUDGEMENTS AND ESTIMATES The preparation of these financial statements requires the directors to make judgements, estimates and assumptions that affect the application of policies and reported amounts of assets and liabilities, income and expenses. Judgements and estimates are continually evaluated and are based on historical experiences and other factors, including expectations of future events that are believed to be reasonable under the circumstances. The NCH makes estimates and assumptions concerning the future. The resulting accounting estimates may not equal the related actual result. The estimates and assumptions that have a significant risk of causing a material adjustment to the carrying amounts of assets and liabilities within the next financial year are discussed below. a) Establishing useful economic life for depreciation purposes of fixed assets Fixed assets comprise a material portion of total assets. The annual depreciation charge depends primarily on the estimated useful economic life of each type of asset and estimates of residual values. Changes in asset useful lives can have a significant impact on depreciation and amortisation charges for the period. Details of estimated useful economic lives is included in the accounting policies. 3. TRANSFER OF ENGAGEMENT On 1 February 2016 the National Concert Hall was established as a statutory body. On that date the activities of the predecessor body (An Ceoláras Náisiúnta, The National Concert Hall Company Limited) were transferred to An Ceoláras Náisiúnta the National Concert Hall and amounted to €1,570,230. 4. No overtime has been paid to management. Allowances are not paid to management or other staff. Board members provide their services on a pro-bono basis. As the principal management decision maker and conduit for carrying out the Board’s instructions, the CEO’s remuneration package is detailed at Note 20. No settlements in respect of termination payments were made other than the normal lump sums payable as part of the superannuation scheme. The Key Management personnel consist of the Board and the Chief Executive Officer (‘CEO’). No salaries are paid to Board members and the CEO’s remuneration is documented at Note 20. The whole time equivalent number of staff were 64 and 61 for the years ended 31 Dec 2019 and 2018 respectively.

a) The cost of servicing retirement benefits for the period amounts to €733,000 (2018: €718,000). This is comprised of the current service costs of €525,000 outlined in section (c) below together with the interest on retirement benefit scheme liabilities of €208,000. The net deferred funding for pensions includes the funding recoverable in respect of current year pensions of €733,000 less state grant to pay pensions of €73,465. Certain comparative figures for the period have been re-classified and represented on the basis as those for the current year. b) Deferred Retirement Benefit Funding Asset The National Concert Hall recognises these amounts as an asset corresponding to the unfunded deferred liability for retirement benefits on the basis of a number of events. These events include the statutory basis for the establishment of the National Concert Hall on 1st February 2016; the transferral of pensions’ liabilities from the former NCH Company to the NCH as a statutory body; correspondence from the Department of Culture, Heritage, and the Gaeltacht that reasonable assurances are understood to exist from the State that it will fund the future costs of the NCH’s pension liabilities and the policy and practices currently in place in the public service in relation to recording and funding the future pensions’ costs of public bodies. 37

The National Concert Hall Staff Superannuation Scheme 1987 is a defined benefit final salary pension arrangement with benefits defined by reference to the National Concert Hall Staff Superannuation Scheme 1987 and to the current “model” public sector scheme regulations. The scheme provides a pension (1/80th per year of service), a lump sum on retirement (3/80th per year of service) and spouses’ and childrens’ pensions. Normal retirement age is a member’s 65th birthday, with an entitlement to retire without actuarial reduction from age 60. Pensions increase, subject to Ministerial approval, in line with relevant pay increases applicable to serving staff. Such pension increases are effective from the same dates as pay increases. Although the scheme continues to operate under the terms of the National Concert Hall Staff Superannuation Scheme 1987, its establishment has not yet been formalised under statute. The scheme is an unfunded defined benefit superannuation arrangement with benefits payable on a payas-you-go basis from the NCH’s core funding. In accordance with Section 20 of the National Cultural Institutions (National Concert Hall) Act 2015 (“Act”) pensions’ liabilities of the NCH Company became from establishment day on 1st February 2016, the liabilities of the NCH. This section also provides that superannuation benefits awarded to, or in respect of a transferred person, shall be subject to such terms and conditions as are not less favourable to him or her than the terms and conditions in relation to the grant of such benefits under the superannuation scheme or arrangement that immediately before the establishment day apply to, or in respect of, that person. Expenditure on pensions’ and lump sums fall to be met from the NCH’s resources as they become payable. This expenditure is taken into account when calculating the body’s grant. The National Concert Hall previously established its own defined benefit pension scheme, funded annually on a pay-as-you-go basis from monies provided through its annual grant from the Department of Culture, Heritage and the Gaeltacht. The National Concert Hall also operates the Single Public Services Pension Scheme (“Single Scheme”), which is a defined benefit scheme for pensionable public servants appointed on or after 1 January 2013. Single Scheme members’ contributions are paid over to the Department of Public Expenditure and Reform (D/PER) and which amounted to €18,366 and €16,871 for the years ended 31 Dec 2019 and 2018 respectively.

Pension costs reflect pension benefits earned by employees, and are shown net of staff pension contributions. Superannuation deductions in respect of the Spouses and Children’s Superannuation Scheme are retained by the National Concert Hall and recognised as a liability (please refer to Note 14). The defined benefit obligation figure relating to the Single Scheme is included in the total defined benefit obligations figures of €13,052,613 (2018: €10,988,032) in Note 23 (c). The evaluation methodology used has been based on a full actuarial valuation made by a qualified independent actuary taking into account the requirements of Financial Reporting Standard 102 in order to assess the schemes’ liabilities as at 31 December 2019. 24. GOING CONCERN IN LIGHT OF CORONAVIRUS The National Concert Hall was established as a statutory body under the National Cultural Institutions (National Concert Hall) Act 2015. As a statutory body it is expected that the NCH would have access to sources of capital from the State should they be required. The NCH as a satisfactorily capitalised body finds that there is no material uncertainty that it is aware of, on its ability to continue as a going concern. Management is not aware of such uncertainty as it relates to the Coronavirus or to any other conditions that may cast significant doubt upon the NCH’s ability and as supported by the State, to continue as a going concern. 25. APPROVAL OF FINANCIAL STATEMENTS The financial statements were approved by the Board on 28 May 2020.

Aithníonn an CN an luach a bhaineann le cothromaíocht inscne, éagsúlacht agus ionchuimsiú agus déanaimid iarracht a chinntiú go leabaítear tiomantas i ngach gné dár ngníomhaíochtaí - i gcláir, i bhfostaíocht agus i seinm. Léirítear é seo i roinnt tionscadail rathúla a tugadh isteach le déanaí ag an CN, Clár Stiúrthóir Mná an CN ina measc a bhuaigh gradam, ar thacaigh Grant Thornton agus a chomhpháirtithe leis go lách; Scéim Coimisiúnaithe Sounding the Feminists an CN, ar thacaigh an Roinn Cultúir, Oidhreachta agus Gaeltachta leis; agus ár gceiliúradh bliantúil ar na healaíona ar Lá Idirnáisiúnta na mBan san áireamh. Táimid tiomanta freisin dár n-oibleagáidí faoin reachtaíocht a chomhlíonadh agus don chomhionannas, éagsúlacht agus ionchuimsiú a chur chun cinn go réamhghníomhach i ngach rud a dhéanaimid go hinmheánach agus go seachtrach. Beimid meáite ar aon bhacainní a shainaithint a d’fhéadfadh baint den dul chun cinn ag an CN, agus tionscnamh nua a thabhairt isteach, faoi mar is cuí, chun feabhas a chur ar ár n-inrochtaineacht agus go gcaithfear linn mar cheannaire sa spás seo san earnáil cheoil in Éirinn. Is deas liom a B thabhairt le fios gur fhreastail nach mór 325,000 pátrún ar cheolchoirmeacha, cláir oideachais agus imeachtaí eile i rith 2019, agus bhí an CN ar cheann de na ceolárais ba ghnóthaí agus ba rathúla san Eoraip dá bharr. Bhí réimse agus cáilíocht thaibhiú ceolchoirme i rith 2019 iontach ar fad. Gnéithe ríthábhachtacha den rath a bhíonn ar an gclár trína chéile é an méid a chuireann Ceolfhoirne RTÉ agus ár mbonn tionscnóirí ceolchoirme, a bhfuil ardmheas orthu, leis. As an iomaí ceolchoirm agus imeacht speisialta a chuir an CN ar siúl i rith 2019, bhain tábhacht ar leith, dar liom féin, leis an méid seo a leanas: B’imeacht ar leith é seoladh Chlár Ceolchoirmeacha 2020/21 an CN i dtaobh chaighdeán an chláir a bhí á choimeád ag ár POF agus i dtaobh an imeachta ar leith féin, ar fhreastail réimse fairsing páirtithe leasmhara, Airí, státseirbhísigh, feidhmeannaigh rialtais áitiúil agus ceannairí tionscail ina measc air.

Dáta speisialta i bhféilire an CN is ea na healaíona a cheiliúradh ar Lá Idirnáisiúnta na mBan. Bhí lúcháir orainn in 2019 chun beirt dár n-ailtirí is ceannródaí agus is fearr a fháiltiú agus a aithint, Yvonne Farrell agus Shelly McNamara, bunaitheoirí Grafton Architects, a chuir an lucht féachana faoi gheasa nuair a léirigh siad an gaol atá idir an ealaín agus an dearadh. D’fhógraíomar beirt bhuaiteoirí ár Scéime Coimisiúnaithe Ban don bhliain 2019 chun tacú le hobair cheoltóirí agus chumadóirí uaillmhianacha mná (bhí an cumadóir bunaithe Jennifer Walshe agus an cumadóir atá ag teacht chun cinn, Claudia Schwab, i measc na mbuaiteoirí siúd). Táimid tiomanta dár gcláir a fhorbairt agus a éagsúlú leis na cineálacha seo tionscnamh lena chinntiú go bhfuil na cláir a chuirimid ar fáil oiriúnach don fheidhm inniu. Bhí mé an-sásta Gradam Saoil an CN don bhliain 2019 a bhronnadh ar an gcumadóir agus an cumadóir siansaí John Kinsella. Ba é an chéad chumadóir ar bronnadh an gradam air. Bronnadh an gradam ag ceolchoirm iontach inar seinneadh 11ú Siansa John den chéad uair, a sheinn Ceolfhoireann Shiansach Náisiúnta RTÉ, faoi stiúir Jean Deroyer. Sheol an tAire Sláinte, Simon Harris, T.D. ár gclár náisiúnta Sláinte agus Folláine, a bhfuil de chuspóir aige saol iad siúd a shaibhriú a mhaireann agus riochtaí sláinte fadtéarmacha orthu trí pháirt a ghlacadh sa cheol. Rinne an banna Tea Dance Tunes ceol a sheinm ag an imeacht seolta ar bhealach a thacaigh le daoine ar a bhfuil néaltrú. Chuir an bhliain 2019 bonn daingean faoin CN chun ár sprioc a fhorbairt - go ndéanfar an Lárionad Náisiúnta don Cheol in Éirinn den CN. Ní fhéadfaí an dul chun cinn a dhéanamh air seo murach tiomantas agus obair dhian iad siúd a bhfuil dlúthbhaint acu leis an CN. Is mian liom an tacaíocht leanúnach a aithint a thug mo stiúrthóirí comhghleacaí agus a dtiomantas a aithint i gcaitheamh 2019. Is mian liom foireann uile an CN a aithint as na hiarrachtaí a rinne siad agus as a dtiomantas le bliain anuas. Ach go háirithe, is mian liom mo bhuíochas ó chroí a chur in iúl don POF, Simon Taylor agus a Fhoireann Bhainistíochta Sinsearaí as a sárthtiomantas i dtaobh maoirseacht a dhéanamh ar gach rud a bhaineamar amach mar eagraíocht in 2019. Léiríonn éagsúlacht na n-imeachtaí seo go rímhaith fairsinge an chláir cheoil a chuireann an CN ar fáil anois dá phobal, idir ealaíontóirí móra le rá agus tallann nua óg Éireannach, i measc go leor seánraí ceoil, agus a chuireann fáilte roimh lucht éisteachta idir leanaí a bhaineann sult as sceitimíní a gcéad eispéiris cheoil agus an lucht freastail ar cheolchoirmeacha is aibí agus is rialta. Trínár n-imeachtaí féin a chuirimid chun cinn, imeachtaí cheolfhoirne RTÉ agus na himeachtaí siúd a chuireann an iomaí tionscnóir, ensemble agus eagraíocht cheoil i láthair ag an CN, creidim gur shásaíomar ár sainchúram reachtúil gan stró amhail bheith mar an lárionad náisiúnta don cheol. Anuas air sin, cothaíonn ár gclár Foghlama ag an CN Rannpháirtíochta, ag an CN agus timpeall na tíre araon, sonas an cheoil i saol na mílte duine a bhféadfadh nach mbeadh eispéireas faighte acu nó teacht acu air murach sin agus is cuid ríthábhachtach é seo dár misean amhail bheith mar bhunáit an cheoil in Éirinn. I dtaobh peirspictíocht ghnó, tháinig roinnt dúshlán aníos agus sinn ag leanúint le haschur an chláir a thógáil agus a fhorbairt. Tá lárnacht an CN i mbeatha cheoil agus chultúrtha na hÉireann i gceartlár ár bhfíse don todhchaí. Rinne réimse ealaíontóirí aonair agus comhpháirtithe eagraíochta an tsraith a fhorbairt go comhoibritheach agus sholáthair sí ardán tábhachtach nua do cheoltóirí Éireannacha dá gcuid tallainne. Nuálaíocht a bhí i gclár toscairí idirnáisiúnta in 2019, ar thacaigh an Lárionad Ceoil Chomhaimseartha leis, a thug iriseoirí ceoil, craoltóirí agus stiúrthóirí féile le chéile ó áiteanna thar lear chun éisteacht le scoth an cheoil nua in Éirinn. Díríonn an fhéile bhliantúil Tradition Now i nDeireadh Fómhair ar chruthaitheacht agus nuálaíocht dhochreidte ár gceoltóirí traidisiúnta, i gcomhar leis an gComhairle Ealaíon freisin. Ba rídheas linn comhpháirtíocht a dhéanamh leis an gComhairle Ealaíon maidir le Gradam Liam Uí Fhloinn a fhógairt i gcuimhne ar an bpíobaire nach maireann agus a mbraithimid go mór uainn é. Tá braistint sin na rannpháirtíochta agus sonas an cheoil a mhúscailt i measc lucht éisteachta atá chomh fairsing sin i gceartlár ár gcláir Foghlama agus Rannpháirtíochta. I measc ceolchoirmeacha ‘Tabhair Leanbh Leat’ agus Tea Dance Tunes a bhí i gceist leis an aschur i rith na bliana do dhaoine a bhfuil néaltrú orthu ónár dtionscadal Ensemble Bunscoileanna (a cuireadh i láthair i gcomhar le Comhairle Cathrach Bhaile Átha Cliath agus Ceol-Acadamh Ríoga na hÉireann) agus Ceolfhoireann Blow the Dust do cheoltóirí aosta. Sheol an tAire Sláinte Simon Harris clár fairsing Ceoil agus Sláinte an CN i Márta, a théann i ngleic le réimse fairsing saincheisteanna sláinte tríd an gceol; rinneadh Music in Mind (ceol don mheabhairshláinte) a thabhairt isteach i sé ionad déag go náisiúnta in 2019; tugadh Health & Harmony (ceol don néaltrú) isteach i dtrí ionad déag go náisiúnta agus tá Ceol in Ospidéil Leanaí ar bun anois i gcúig ospidéal i mBaile Átha Cliath agus i nDroichead Átha, Corcaigh agus Luimneach. Thaistil an clár nuálach Quavers to Quadratics, a cuireadh i láthair i gcomhar le Coláiste na Tríonóide agus UCD agus ar thacaigh Fondúireacht Eolaíochta Éireann leis, go Gaillimh agus go dtí an Ghaeltacht, áit ar cuireadh i láthair é trí Ghaeilge den chéad uair. Bhí clár ceardlann, taispeántais le ceoltóirí, tóraíocht taisce agus gníomhaíochtaí eile, a raibh ceolchoirm don teaghlach a rinneadh a choimeád go speisialta sa phríomh-halla éisteachta mar bhuaichphointe an chláir, mar thoradh ar chomhoibriú an-rathúil le CSN RTÉ do Lá Ceoil don Teaghlach i Samhain. Chuir an CN a chéad Mháistirchúrsa Samhraidh ar siúl do cheoltóirí uaillmhianacha gairmiúla (le stiúrthóirí ealaíonta, an veidhleadóir Gwendolyn Masin agus an pianódóir Finghin Collins) agus rinne sé máistir-ranganna rialta a chur i láthair lenár n-ealaíontóirí ar cuairt. Cuirtear tacaíocht ar fáil do ghairmithe óga freisin trí réimse dámhachtainí agus sparánachtaí d’ionstraimithe, amhránaithe agus cumadóirí agus SinfoNua, ceolfhoireann an CN do cheoltóirí óga a bhfuil tús á chur acu leis an ngairm. Mar sin, faoi mar a dúirt mé i dtosach, ba bhliain fhíorghnóthach í. Dar ndóigh, ní féidir é seo go léir a dhéanamh murach eolas, díograis agus obair dhian shárfhoireann an CN agus ba mhaith liom buíochas a ghabháil le m’Fhoireann Bhainistíochta Sinsearaí agus lena ranna faoi seach as a sárthiomantas i gcaitheamh na bliana. Ba mhaith liom aitheantas go buíoch a thabhairt do thiomantas an Chathaoirligh agus an Bhoird. Tá riachtanais straitéiseacha, mhaoirseachta agus rialachais bhoird stáit ag éirí níos dochraidí i gcónaí agus tá an t-am, an t-eolas agus an taithí a sholáthraíonn an Bord ar bhonn deonach as cuimse. Is mian liomsa, agus an Cathaoirleach, ár mbuíochas a chur in iúl as an tacaíocht a thug an tAire agus na Roinne Ealaíon, Oidhreachta agus Gaeltachta; OOP agus ár n-urraitheoirí, deontóirí, Pátrúin agus Cairde go léir agus an lucht éisteachta iomadúil agus éagsúil atá againn. AN RÁITEAS RIALACHAIS AGUS TUARASCÁIL CHOMHALTAÍ AN BHOIRD Is deas leis an mBord a Thuarascáil agus na ráitis airgeadais don bhliain dar críoch an 31 Nollaig 2019 a sheoladh ar aghaidh. PRÍOMHFHEIDHMEANNA AGUS ATHBHREITHNIÚ OIBRIÚCHÁIN Is iad príomhfheidhmeanna na heagraíochta faoin Acht um Fhorais Chultúir Náisiúnta (an Ceoláras Náisiúnta), 2015:(a) an t-ionad náisiúnta a chur ar fáil agus a oibriú, ag féachaint do chaighdeáin idirnáisiúnta agus dea-chleachtas, maidir le seinm, léirthuiscint agus taitneamh a bhaint as gníomhaíochtaí ceoil, cruthaitheacha, ealaíonta agus cultúrtha lena n-áirítear cur chun cinn ceolchoirmeacha agus aithrisí ar luach ealaíonta, oideachais agus cultúrtha, (b) seinm, eolas, léirthuiscint, cruthú agus taitneamh a bhaint as an gceol mar chuid lárnach de bheatha na hÉireann a chur chun cinn agus tacú leis ar mhaithe le leas an phobail, (c) siamsaíocht, oideachas agus spreagadh a thabhairt don phobal trí eispéiris cheoil, agus (d) uileghabhálacht, rannpháirtíocht, cruthaitheacht, triail agus rannpháirtíocht sa cheol a spreagadh agus a chur chun cinn trí rannpháirtíocht le daoine aonair agus pobail éagsúla mar thaibheoirí, rannpháirtithe, cumadóirí nó baill den lucht éisteachta. TORTHAÍ DON BHLIAIN Leagtar amach na cuntais don bhliain dar críoch an 31 Nollaig 2019 ar leathanaigh 24-39. Léirítear sna torthaí don tréimhse seo ar ghnáthghníomhaíochtaí agus i ndiaidh iad a aistriú chuig an gcúlchiste athfhorbartha caipitil, easnamh €41,272 (2018 – easnamh €1,237). PRÍOMHRIOSCAÍ AGUS ÉIGINNTEACHTAÍ Baineann na príomhrioscaí agus an éiginnteacht a dhéanann difear don eagraíocht don bhliain amach romhainn le hathfhorbairt an Cheolárais Náisiúnta agus le haistriú na Ceolfhoirne Siansaí Náisiúnta chuige, cásanna eile ina measc nach bhfuil tionchar ná smacht ag an CN air/aige, e.g., laghdú i bhfíorthéarmaí ar dheontas Rialtais agus na tionchair a imreoidh seo ar oibríochtaí leanúnacha na heagraíochta. Bíonn rioscaí agus éiginnteachtaí roimh an eagraíocht, chomh maith, a n-áireofaí leo, ach nach bhfuil teoranta dóibh, dálaí geilleagracha idirnáisiúnta agus áitiúla, na tionchair a imreoidh siad ar an airgead a chaitheann custaiméirí i limistéar phríomhghníomhaíocht na heagraíochta agus an tionchar a imríonn sé ar an airgead a chaitheann tomhaltóirí go lánroghnach, go ginearálta. Déanann an Bord na rioscaí seo a bhainistiú trí iarracht a dhéanamh a chinntiú go bhfuil dóthain tacaíocht airgeadais reatha ag an eagraíocht agus trína lorg go gníomhach chun láimhdeachas a mhéadú níos mó. CÚLCHISTÍ B’ionann an barrachas carntha i Ráiteas an Chuntais Ioncaim agus Chaiteachais agus €1,474,057 an 31 Nollaig 2019 (an 31 Nol 2018 - €1,515,330). Anuas air sin, b’ionann cúlchistí eile an 31 Nollaig 2019 agus €298,109 (an 31 Nol 2018: €298,109).

TAIFID CHUNTASAÍOCHTA Is iad na bearta faoinar thug an Bord le comhlíonadh a chinntiú maidir le taifid chuí chuntasaíochta go gcuirtear beartais agus nósanna imeachta riachtanacha i bhfeidhm chun idirbhearta a chur i dtaifead, pearsanra inniúil cuntasaíochta a fhostú a bhfuil an saineolas cuí acu agus acmhainní leordhóthanacha a sholáthar don fheidhm airgeadais. Coimeádtar taifid chuntasaíochta na heagraíochta ag an gCeoláras Náisiúnta, Ardán Phort an Iarla, Baile Átha Cliath 2. FIGIÚIRÍ COMPARÁIDEACHA Cuimsítear sna figiúirí comparáideacha an bhliain ón 1 Eanáir go dtí an 31 Nollaig 2018. RIALACHAS Bunaíodh Bord an Cheolárais Náisiúnta (‘an CN’) faoin Acht um Fhorais Chultúir Náisiúnta (an Ceoláras Náisiúnta), 2015 (‘an tAcht’). Leagtar amach feidhmeanna an Bhoird i gCuid 3 den Acht seo. Tá an Bord cuntasach leis an Aire Cultúir, Oidhreachta agus Gaeltachta agus tá se freagrach as dea-rialachas a chinntiú agus tugann sé faoin tasc seo trí chuspóirí agus spriocanna straitéiseacha a leagan amach agus cinntí straitéiseacha a dhéanamh faoi na príomh-shaincheisteanna gnó go léir. Tá an Príomhoifigeach Feidhmiúcháin (‘an POF’) agus an fhoireann bhainistíochta sinsearaí (‘an FBS’) freagrach as bainistíocht, rialú agus treorú rialta laethúil an CN. Caithfidh an POF agus an FBS an treorú straitéiseach fairsing a thugann an Bord a leanúint, agus caithfidh siad a chinntiú go mbíonn tuiscint shoiléir ag na comhaltaí Boird go léir ar na príomhghníomhaíochtaí agus na príomhchinntí a bhaineann leis an aonán, agus le haon rioscaí suntasacha is dóchúil a thiocfaidh aníos. Gníomhaíonn an POF mar idirchaidreamh díreach idir an Bord agus bainistíocht an CN. FREAGRACHTAÍ AN BHOIRD Leagtar obair agus freagrachtaí an Bhoird amach san Acht um Fhorais Chultúir Náisiúnta (an Ceoláras Náisiúnta), 2015 (‘an tAcht’), ina gcuimsítear, chomh maith, na ceisteanna nach féidir ach leis an mBord cinneadh a dhéanamh orthu. I measc na mbuanearraí a bhreithníonn an Bord, tá an méid seo a leanas:
dearbhú leasanna, tuarascálacha ó choistí, tuarascálacha airgeadais/cuntais bhainistíochta, tuarascálacha feidhmíochta, agus ceisteanna forchoimeádta.
Ceanglaítear in Alt 26 den Acht ar Bhord an CN chun gach cuntas cuí agus rialta a choimeád ar airgead a fuair sé nó a chaith sé, i cibé foirm a fhaomhfaidh an tAire Cultúir, Oidhreachta agus Gaeltachta le toiliú an Aire Caiteachais Phoiblí agus Athchóirithe. Agus na ráitis airgeadais seo á n-ullmhú, ceanglaítear ar Bhord an CN an méid seo a leanas a dhéanamh: beartais chuntasaíochta oiriúnacha a roghnú agus iad a chur i bhfeidhm go comhsheasmhach, breithiúnais agus meastacháin a dhéanamh atá réasúnta agus stuama, na ráitis airgeadais a réiteach ar bhonn gnóthas leantach, mura cuí a mheas go leanfaidh an Bord de bheith ag oibriú, agus a lua cibé acu ar cloíodh nó nár cloíodh le caighdeáin infheidhme chuntasaíochta, faoi réir aon imeachtaí ábhartha a nochtar agus a mhínítear sna ráitis airgeadais. 12

Tá an Bord freagrach as leabhair chuntais chearta a choimeád ina nochtar, le cruinneas réasúnta ag tráth ar bith, seasamh airgeadais an Bhoird agus a chuirfidh ar a chumas cinnte a dhéanamh go gcomhlíonann na ráitis airgeadais Alt 26 den Acht. Tá an Bord freagrach as coimeád agus iomláine na faisnéise corparáidí agus airgeadais ar láithreán gréasáin an CN. Tá an Bord freagrach as an bplean agus an buiséad bliantúil a fhaomhadh. Tugadh faoi mheastóireacht ar fheidhmíocht an CN in 2019 trí thagairt a dhéanamh don phlean agus buiséad bliantúil an 28 Eanáir 2020. Tá an Bord freagrach, chomh maith, as a shócmhainní a chosaint agus, dá bhrí sin, as dul i mbun bearta réasúnta chun cosc a chur ar chalaois agus ar neamhrialtachtaí eile nó iad a bhrath. Measann an Bord go dtugtar i ráitis airgeadais an CN léiriú fíor agus cóir ar fheidhmíocht airgeadais agus ar staid airgeadais an CN an 31 Nollaig 2019. STRUCHTÚR AN BHOIRD Tá Cathaoirleach agus ochtar gnáthchomhaltaí i mBord an CN agus ceapann an tAire Cultúir, Oidhreachta agus Gaeltachta gach duine díobh. Ceapadh comhaltaí an Bhoird ar feadh tréimhse idir trí agus cúig bliana agus casann siad ar a chéile gach dhá mhí. Chríochnaigh an Bord Athbhreithniú ar Éifeachtacht agus Meastóireachta an Bhoird i mBealtaine 2018. Bhunaigh an Bord ceithre choiste, na coistí seo a leanas ina measc: 1. An Coiste Iniúchóireachta agus Riosca: tá ceathrar comhaltaí Boird agus comhalta seachtrach sa choiste seo. D’imigh beirt chomhaltaí ar scor i rith na bliana - comhalta inmheánach agus comhalta seachtrach. Is é ról an Choiste Iniúchóireachta agus Riosca (an CIR) tacú leis an mBord maidir lena fhreagrachtaí as saincheisteanna riosca, rialaithe agus rialachais agus dearbhaithe ghaolmhair. Cinntíonn an Coiste, ach go háirithe, go ndéantar monatóireacht ghníomhach agus neamhspleách ar na córais rialaithe inmheánaigh, gníomhaíochtaí iniúchóireachta ina measc. Rinne an CN seirbhísí monatóir ar leith tionscadail a fhostú chun cabhrú leis an gcoiste chun pleanáil a dhéanamh do thionscadal athfhorbartha an CN, a thuairiscíonn leis an CFLC agus a fhreastalaíonn ar chruinnithe rialta. Thionóil an CFLC 7 gcruinniú in 2019. 4. An Coiste Clár, Foghlama agus Rannpháirtíochta (‘an CCFR’): tá ceathrar comhaltaí Boird sa choiste seo. Is é ról an CCFR chun léargas ginearálta straitéiseach a thabhairt ar chláreagrú ceolchoirme agus foghlama agus rannpháirtíochta chun tacú le misean an CN. Tugtar san fhreagracht seo aird ar riachtanais an Chóid Chleachtais chun Comhlachtaí Stáit a Rialú, 2016 (‘an Cód’) agus is mian linn a dheimhniú gur ghlac an CN leis an gCód sin agus gur chomhlíon sé an Cód sin.. Ní féidir leis an gcóras ach a dhearbhú go réasúnta, seachas go hiomlán, go gcosnaítear sócmhainní, go n-údaraítear idirbhearta agus go gcuirtear i dtaifead iad i gceart, agus go gcoisctear earráidí nó neamhrialtachtaí ábhartha nó go mbraithfí iad ar bhealach tráthúil. Tá an córas rialaithe inmheánaigh, atá ar aon dul leis an treoir a d’eisigh an Roinn Caiteachais Phoiblí agus Athchóirithe i bhfeidhm ag an CN don bhliain dar críoch an 31 Nollaig 2019 agus a fhad le dáta faofa na ráiteas airgeadais. CUMAS CHUN RIOSCA A LÁIMHSEÁIL Bhí Coiste Iniúchóireachta agus Riosca (‘CIR’) ag an CN ina bhfuil ceathrar comhaltaí Boird agus comhalta seachtrach amháin, a bhfuil saineolas airgeadais agus iniúchóireachta acu. Chas an CIR ar a chéile sé huaire in 2019. Bhunaigh an CN feidhm iniúchóireachta inmheánaí, chomh maith, a sheachfhoinsítear go leordhóthanach agus a thugann faoi chlár oibre lena gcomhaontaítear leis an CIR. D’fhorbair an CIR beartas bainistíochta riosca don Bhord ina leagtar amach a inghlacthacht riosca, na próisis bhainistíochta riosca atá i bhfeidhm agus sonraítear ann róil agus freagrachtaí na foirne maidir le riosca. Eisíodh an beartas don fhoireann go léir a bhfuil súil acu oibriú laistigh de bheartais bhainistíochta riosca an CN, chun an bhainistíocht a chur ar an eolas ar rioscaí agus laigí rialaithe atá ag teacht chun cinn agus chun freagracht a ghlacadh as rioscaí agus rialuithe laistigh dá limistéar féin oibre. CREAT RIOSCA AGUS RIALAITHE Chuir an CN córas bainistíochta riosca i bhfeidhm a shainaithníonn agus a thuairiscíonn príomhrioscaí agus na gníomhartha bainistíochta a bhfuiltear ag tabhairt fúthu chun dul i ngleic leo agus, a mhéid agus is féidir, na rioscaí siúd a mhaolú. Tá clár rioscaí i bhfeidhm ina sainaithnítear na príomhrioscaí atá roimh an CN agus rinneadh iad seo a shainaithint, a mheasúnú agus a ghrádú i dtaobh a thábhachtaí atá siad. Tá cathaoirleach an fhóraim bhainistíochta riosca freagrach as an CIR a nuashonrú maidir le haon aon teagmhais agus/ nó athruithe ábhartha a thagann ar an gclár rioscaí ar bhonn ráithiúil. Déantar athbhreithniú ar a 17

laghad dhá uair sa bhliain ar na rioscaí go léir ar an gclár. Úsáidtear toradh na measúnuithe seo chun acmhainní a phleanáil agus a leithdháileadh lena chinntiú go mbainistítear rioscaí i leith leibhéal inghlactha. Sonraítear sa chlár rioscaí na rialuithe agus gníomhartha a theastaíonn chun rioscaí agus freagracht as oibriú rialuithe a shanntar do chomhaltaí sonracha foirne a mhaolú. Deimhníonn an Bord go bhfuil timpeallacht rialaithe i bhfeidhm ina bhfuil na gnéithe a leanas: sonraítear sa lámhleabhar beartais agus nósanna imeachta airgeadais na príomhphróisis, sannadh freagrachtaí airgeadais ar leibhéal bainistíochta agus sannadh an fhreagracht chomhfhreagrach, tá córas cuí buiséadta ann ag a bhfuil buiséad bliantúil ar a ndéanann an bhainistíocht shinsearach athbhreithniú leanúnach, tá córais ann atá dírithe ar shlándáil na gcóras teicneolaíocht faisnéise agus cumarsáide a chinntiú, tá córais i bhfeidhm chun sócmhainní na heagraíochta a chosaint. MONATÓIREACHT AGUS ATHBHREITHNIÚ LEANÚNACH Bunaíodh nósanna imeachta foirmiúla chun monatóireacht a dhéanamh ar phróisis rialaithe agus cuirtear easnaimh rialaithe in iúl dóibh siúd atá freagrach as dul i mbun gníomh ceartaitheach agus don bhainistíocht agus an Bord, sa chás gurb iomchuí, ar bhealach tráthúil. Deimhnímid go bhfuil na córais monatóireachta leanúnaí seo a leanas i bhfeidhm: sainaithníodh príomhrioscaí agus rialuithe gaolmhara agus cuireadh próisis i bhfeidhm chun monatóireacht a dhéanamh ar oibriú na bpríomhrialuithe siúd agus aon easnaimh a thugtar le fios a shainaithnítear, bunaíodh socruithe tuairiscithe ar gach leibhéal sa chás gur sannadh freagracht as bainistíocht, agus déanann an bhainistíocht shinsearach athbhreithnithe rialta ar thuarascálacha tréimhsiúla agus bliantúla feidhmíochta a thugann feidhmíocht le fios i leith na mbuiséad/dtuartha. SOLÁTHAR Deimhním an Bord go bhfuil nósanna imeachta i bhfeidhm ag an CN le comhlíonadh na rialacha agus na dtreoirlínte reatha soláthair a chinntiú agus gur chomhlíon an CN na nósanna imeachta siúd i rith 2019. Sainaithníodh ceithre chás, áfach, fad a bhí an t-iniúchadh bliantúil á dhéanamh a bhain le soláthar, agus leis an méid seo a leanas a sholáthar, ach go háirithe: 1) meirgí fógraíochta do cheolchoirmeacha 2) staidéar ar an lucht éisteachta agus ar an ionad 3) páipéar póstaeir agus 4) leanúint le seirbhísí slándála a cuireadh amach ar tairiscint a sholáthar gan tabhairt faoi phróiseas soláthair nua, mar gheall nár cloíodh go dian le treoirlínte soláthair agus chuathas i ngleic leis seo in 2020. Ba é an comhluach iomlán a bhí orthu seo €117,928. ATHBHREITHNIÚ AR ÉIFEACHTACHT Deimhníonn an Bord go bhfuil nósanna imeachta ag an CN chun monatóireacht a dhéanamh ar éifeachtacht a nósanna imeachta bainistíochta riosca agus rialaithe. Tá an mhonatóireacht agus an t-athbhreithniú a dhéanann an CN ar éifeachtacht an chórais rialaithe inmheánaigh curtha ar an eolas ag an obair a dhéanann na hiniúchóirí inmheánacha agus seachtracha, an CIR a dhéanann maoirseacht ar a n-obair, agus an bhainistíocht shinsearach laistigh den CN atá freagrach as forbairt agus cothabháil an chreata rialaithe inmheánaigh airgeadais.

Cuimsítear sna ráitis airgeadais
an ráiteas ar ioncam agus caiteachas an ráiteas ar ioncam cuimsitheach an ráiteas ar an staid airgeadais an ráiteas ar shreafaí airgid, agus na nótaí gaolmhara, achoimre ina measc ar bheartais shuntasacha chuntasaíochta.
I mo thuairim, tugtar sna ráitis airgeadais léiriú fíor agus cothrom ar shócmhainní, dliteanais agus staid airgeadais an Cheolárais Náisiúnta an 31 Nollaig 2019 agus ar a ioncam agus caiteachas don bhliain 2019 i gcomhréir le Caighdeán um Thuairisciú Airgeadais (FRS) 102 – an Caighdeán um Thuairisciú Airgeadais atá infheidhme sa Ríocht Aontaithe agus i bPoblacht na hÉireann. Bunús na tuairime Thug mé faoi m’iniúchadh ar na ráitis airgeadais i gcomhréir leis na Caighdeáin Idirnáisiúnta um Iniúchóireacht (CIIanna) faoi mar a d’fhógair an Eagraíocht Idirnáisiúnta Uasfhoras Iniúchóireachta. Déantar cur síos ar m’fhreagrachtaí faoi na caighdeáin siúd san aguisín leis an tuarascáil seo. Tá mé neamhspleách ón gCeoláras Náisiúnta agus chomhlíon mé mo chuid freagrachtaí eiticiúla eile i gcomhréir leis na caighdeáin. Creidim gur leor agus gur cuí an fhianaise iniúchóireachta a fuair mé chun bunús a sholáthar do mo thuairim. Béim na ceiste - cistiú iarchurtha sochair scoir Tugaim nóta 23(b) de na ráitis airgeadais ar aird. Aithníonn an Ceoláras Náisiúnta sócmhainn maidir le cistiú iarchurtha sochair scoir - luach reatha an chistithe a bhfuil súil leis go gcuirfidh an Stát ar fáil amach anseo chun íoc as aon dliteanais sochair scoir faoi mar a bhíonn siad dlite. Baineann toimhde leis an gcóireáil chuntasaíochta seo go gcaithfear aon ioncam a ghineann an Ceoláras Náisiúnta sa chéad ásc i dtreo costais reatha agus go n-íocfaidh an cistiú Stáit as aon easnamh reatha nó amach anseo in acmhainní, dliteanais sochair scoir amach anseo ina measc. Ní dhéantar mo thuairim a mhionathrú maidir leis an gceist seo. Tuairisciú ar fhaisnéis eile seachas na ráitis airgeadais, agus ar cheisteanna eile Chuir an Ceoláras Náisiúnta faisnéis áirithe eile i láthair, sa mhullach ar na ráitis airgeadais. Cuimsítear ann seo an tuarascáil bhliantúil, an ráiteas rialachais agus tuarascáil chomhaltaí an Bhoird agus an ráiteas ar rialú inmheánach. Déantar cur síos ar m’fhreagrachtaí chun tuairisciú a dhéanamh maidir leis an bhfaisnéis siúd, agus ar cheisteanna áirithe eile ar a dtuairiscím mar eisceacht, san aguisín leis an tuarascáil seo. AGUISÍN LEIS AN TUARASCÁIL Freagrachtaí Comhaltaí Boird Faoi mar a shonraítear sa ráiteas rialachais agus i dtuarascáil chomhaltaí an Bhoird, tá na comhaltaí Boird freagrach as. ullmhú na ráiteas airgeadais san fhoirm a fhorordaítear faoi alt 26 den Acht um Fhorais Chultúir Náisiúnta (an Ceoláras Náisiúnta), 2015 a chinntiú go dtugtar sna ráitis airgeadais léiriú fíor agus cóir i gcomhréir le FRS 102 rialtacht na n-idirbheart a chinntiú measúnú a dhéanamh ar cé acu an bhfuil nó nach bhfuil úsáid an ghnóthais leantaigh chuntasaíochta cuí, agus an rialú inmheánach sin a dheimhníonn siad is gá lena chumasú ráitis airgeadais a ullmhú atá saor ó mhíshonrú ábhartha, cé acu más calaois nó earráid is cúis leis. Freagrachtaí an Ard-Reachtaire Cuntas agus Ciste Ceanglaítear orm faoi alt 26 den Acht um Fhorais Chultúir Náisiúnta (an Ceoláras Náisiúnta), 2015 chun iniúchadh a dhéanamh ar ráitis airgeadais an Cheolárais Náisiúnta agus chun tuairisciú a dhéanamh orthu le Tithe an Oireachtais. Is é mo chuspóir agus mé ag tabhairt faoin iniúchadh dearbhú réasúnta a fháil faoi cé acu an bhfuil nó nach bhfuil na ráitis airgeadais, ina n-iomláine, saor ó mhíshonrú ábhartha, cé acu más calaois nó earráid is cúis leis. Is ionann dearbhú réasúnta agus ardleibhéal de dhearbhú, ach ní hionann é agus ráthaíocht go mbraithfidh iniúchadh faoina dtugtar i gcomhréir leis na CIIanna i gcónaí míshonrú ábhartha nuair is ann dó. Féadfaidh míshonruithe eascairt ó chalaois nó earráid agus meastar go bhfuil siad ábhartha más féidir súil réasúnta a bheith leis go n-imreoidh siad tionchar ar chinntí geilleagracha úsáideoirí a rinneadh ar bhunús na ráiteas airgeadais seo. Mar chuid d’iniúchadh i gcomhréir leis na CIIanna, déanaim breithiúnas gairmiúil agus leanann amhras gairmiúil a bheith orm i gcaitheamh an iniúchta. Agus amhlaidh á dhéanamh agam, Sainaithním agus measúnaím na rioscaí i leith mhíshonrú ábhartha na ráiteas airgeadais, cé acu más calaois nó earráid is cúis leis, dearaim agus tugaim faoi nósanna imeachta iniúchta a fhreagraíonn ar na rioscaí siúd, agus faighim fianaise iniúchta ar leor agus ar cuí í le bunús a sholáthar do mo thuairim. Tá an riosca a chruthaítear nuair nach mbraitear míshonrú ábhartha a eascraíonn as calaois níos airde ná riosca a eascraíonn as earráid, mar gheall go bhféadfadh claonpháirteachas, brionnú, easnaimh d’aon turas, míléiriú, nó gabháil i dtreis ar rialú inmheánach. Faighim tuiscint ar rialú inmheánach a bhaineann leis an iniúchadh d’fhonn nósanna imeachta iniúchta a dhearadh atá cuí faoi na cúinsí, ach nach bhfuil cuí ar mhaithe le tuairim a léiriú faoi éifeachtacht na rialuithe inmheánacha. Déanaim meastóireacht ar oiriúnacht na mbeartas cuntasaíochta a úsáidtear agus réasúntacht na meastachán cuntasaíochta agus an nochta ghaolmhair. Bainim tátal as oiriúnacht na húsáide a bhaintear as bonn gnóthais leantaigh na cuntasaíochta agus, bunaithe ar an bhfianaise iniúchta a fuarthas, cé acu arb ann nó nach ann d’éiginnteacht ábhartha a bhaineann le himeachtaí nó coinníollacha a d’fhéadfadh cumas an Cheolárais Náisiúnta a chur faoi amhras suntasach chun leanúint mar ghnóthas leantach. Má bhainim an tátal as gurb ann d’éiginnteacht ábhartha, ceanglaítear orm aird a thabhairt i mo thuarascáil ar an nochtadh gaolmhar sna ráitis airgeadais nó, mura cuí an nochtadh sin, ceanglaítear orm mo thuairim a bhunathrú. Tá mo chonclúidí bunaithe ar an bhfianaise iniúchta a fuarthas a fhad le dáta mo thuarascála. 22

D’fhéadfadh go mbeadh imeachtaí nó coinníollacha amach anseo mar chúis leis, áfach, go gcuirfidh an Ceoláras Náisiúnta deireadh le leanúint mar ghnóthas leantach. Déanaim meastóireacht ar chur i láthair, struchtúr agus ábhar foriomlán na ráiteas airgeadais, an nochtadh san áireamh, agus cé acu an léirítear nó nach léirítear sna ráitis airgeadais na bun-idirbhearta agus imeachtaí ar bhealach a bhaineann cur i láthair cothrom amach. Déanaim cumarsáid leo siúd atá freagrach as rialachas i ndáil le, i measc ceisteanna eile, scóip agus uainiú pleanáilte an iniúchta agus torthaí suntasacha iniúchta, aon easnaimh i rialú inmheánach ina measc a shainaithnímid i rith m’iniúchta. Faisnéis eile seachas na ráitis airgeadais Ní chumhdaíonn mo thuairim faoi na ráitis airgeadais an fhaisnéis eile a chuirtear i láthair sna ráitis siúd agus ní léirím aon fhoirm de chonclúid dearbhaithe faoi. I dtaobh m’iniúchta ar na ráitis airgeadais, ceanglaítear orm faoi na CIIanna chun an fhaisnéis eile a chuirtear i láthair a léamh agus, nuair atá amhlaidh á dhéanamh, breithniú a dhéanamh ar cé acu an bhfuil nó nach bhfuil an fhaisnéis eile neamh-chomhsheasmhach go hábhartha leis na ráitis airgeadais nó an t-eolas a fuair mé san iniúchadh, nó más dealraitheach, ar bhealach eile, go ndearnadh an fhaisnéis eile a mhíshonrú go hábhartha. Má bhainim an tátal as, bunaithe ar an obair a rinne mé, go ndearnadh an fhaisnéis eile seo a mhíshonrú go hábhartha, tá orm sin a thabhairt le fios. Tuairisciú ar cheisteanna eile Tugaim faoi m’iniúchadh trí thagairt a dhéanamh do bhreithniúcháin speisialta a bhaineann le comhlachtaí Stáit maidir lena mbainistiú agus lena n-oibriú. Tuairiscím má shainaithním ceisteanna ábhartha lena mbaineann an bealach a tugadh faoi ghnó poiblí. Lorgaím fianaise a fháil faoi rialtacht na n-idirbheart airgeadais i gcúrsa an iniúchta. Tuairiscím más shainaithním aon chás ábhartha nár caitheadh airgead poiblí chun a gcríoch beartaithe nó sa chás nach raibh na hidirbhearta i gcomhréir leis na húdaráis a bhí á rialú. Tuairiscím, trí eisceacht, chomh maith, sna cásanna seo a leanas: Ní bhfuair mé, i mo thuairim, an fhaisnéis agus na mínithe go léir a theastaigh uaim chun m’iniúchadh a dhéanamh, nó I mo thuairim, níor leor na taifid chuntasaíochta lena ligean dom na ráitis airgeadais a léamh gan stró agus a iniúchadh i gceart, nó Níl na ráitis airgeadais, i mo thuairim, i gcomhréir leis na taifid chuntasaíochta.

NÓTAÍ LEIS NA RÁITIS AIRGEADAIS 1. BEARTAIS CHUNTASAÍOCHTA Seo a leanas na beartais shuntasacha chuntasaíochta ar ghlac an CN leo agus a cuireadh i bhfeidhm go comhsheasmhach i gcaitheamh na bliana:1.1 Ráiteas Comhlíonta Ullmhaíodh ráitis airgeadais an CN don bhliain dar críoch an 31 Nollaig 2019 i gcomhréir le FRS102, an caighdeán tuairiscithe airgeadais atá infheidhme sa Ríocht Aontaithe agus in Éirinn agus a d’eisigh an Chomhairle um Thuairisciú Airgeadais (an CTA), arna bhfógairt ag Cuntasóirí Cairte na hÉireann. 1.2 Bonn an Ullmhúcháin Ullmhaíodh na ráitis airgeadais ar bhonn gnóthas leantach faoi choinbhinsiún an chostais stairiúil. Tá na ráitis airgeadais san fhoirm a d’fhaomh an Bord, le comhthoiliú an Aire Cultúir, Oidhreachta agus Gaeltachta agus le comhthoiliú an Aire Caiteachais Phoiblí agus Athchóirithe. Aonán leasa pobail is ea an CN agus tá stádas cánach carthanúla aige. 1.3 Airgeadra i Airgeadra Feidhmiúil agus Tuairiscithe Déantar na míreanna a chuimsítear sna ráitis airgeadais a thomhas agus úsáid á baint as airgeadra na príomhthimpeallachta eacnamaíochta ina n-oibríonn an CN (“an t-airgeadra feidhmiúil”). Cuirtear na ráitis airgeadais i láthair in Euro, arb é atá i gceist le hairgeadra feidhmiúil agus tuairiscithe an chomhlachta agus ainmnítear é leis an tsiombail “€”. ii Idirbhearta agus Iarmhéideanna Aistrítear idirbhearta in airgeadra eachtrach chuig an airgeadra feidhmiúil agus úsáid á baint as na ráta malairte a bhíonn i bhfeidhm ag dátaí na n-idirbheart. Ag deireadh gach tréimhse, aistrítear míreanna airgeadaíochta airgeadra eachtraigh agus an ráta reatha á úsáid. 1.4 Ioncam Aithnítear ioncam sa mhéid go bhfuil an ceart ag an CN chun machnamh a dhéanamh mar chúiteamh ar a fheidhmíocht agus ní chuirtear cáin bhreisluacha san áireamh ann. Aithnítear ioncam ó sholáthar seirbhísí sa tréimhse chuntasaíochta ina ndéantar na seirbhísí a sholáthar agus is féidir toradh an chonartha a mheas go hiontaofa. 1.5 Deontais ón Státchiste Aithnítear deontais státchiste na gCoimisinéirí Ioncaim sa Ráiteas ar Ioncam agus Caiteachas nuair atá dearbhú réasúnta ann go bhfaighfear an deontas agus go gcomhlíonfaidh an CN na coinníollacha go léir atá i gceangal leis.

Tá gnéithe i) reatha agus ii) caipitil araon i gceist leis an deontas. Sonraítear an deontas reatha sa Ráiteas ar Ioncam agus Caiteachas agus luaitear an deontas caipitil ag nóta 16. Cuirtear deontais chaipitil i bhfeidhm chun sócmhainní seasta a fháil. Déantar deontais chaipitil a amúchadh leis an Ráiteas ar Ioncam agus Caiteachais thar an tréimhse chéanna ina ndéantar na bunsócmhainní a dhímheas. 1.6 Maoin, Gléasra agus Trealamh agus Dímheas Luaitear Sócmhainní Inláimhsithe ar a gcostas lúide dímheas carntha. Ríomhtar an muirear dímheasa chun luach leabhar gach Sócmhainne Seasta a dhíscríobh i rith a ghnáth-shaolré ionchais ar bhonn líne dhíreach ar na rátaí seo a leanas:Athrú a dhéanamh ar Áitreabh Léasach Píborgán Pianó Steinway agus Eile Gléasanna Ceoil Córas Sonraí Ríomhaire Trealamh Oifige, Lónadóireachta agus Eile Aimplitheoirí agus an Córas Callairí Córas Gutháin Consól Measctha Péintéireacht

Lagú Déantar athbhreithniú ar shócmhainní atá faoi réir lagú pé uair a thugann imeachtaí nó athruithe ar chúinsí le fios go bhféadfadh nach mbeadh an tsuim ghlanluacha inghnóthaithe. Aithnítear caillteanas lagaithe don tsuim sin lena sáraíonn suim ghlanluacha na sócmhainní a suim inghnóthaithe. Is ionann an tsuim inghnóthaithe agus an luach cóir is airde a bhíonn ar shócmhainn lúide na costais a bhíonn ar an tsócmhainn sin a dhíol agus an luach a bhíonn uirthi fad a bhíonn úsáid á baint aisti. Sainmhínítear ‘á úsáid’ mar luach reatha na sreafaí airgid amach anseo a gheofar mar thoradh ar úsáid leanúnach a bhaint as na sócmhainní Má mheastar go mbeidh suim inghnóthaithe na sócmhainne níos ísle ná an tsuim ghlanluacha, laghdaítear an tsuim ghlanluacha anuas go dtí a suim inghnóthaithe. Sa chás go n-aisiompaítear caillteanas lagaithe ina dhiaidh sin, méadaítear suim ghlanluacha na sócmhainne aníos go dtí an meastachán leasaithe ar a suim inghnóthaithe a airde sin leis an tsuim ghlanluacha leasaithe, ach gan é sin a shárú, a dhearbhófaí (glan ar dhímheas) murar aithníodh aon lagú i dtréimhsí roimhe seo. Aithnítear aisiompú ar chaillteanas lagaithe sa ráiteas ar ioncam agus caiteachas 1.7 Infháltais Is éard atá i gceist le hinfháltais ná féichiúnaithe trádála agus eile. Aithnítear soláthar i dtaobh infháltais nach ndéantar a aisghabháil nuair a bhíonn fianaise oibiachtúil ann nach mbeidh an CN in ann na suimeanna go léir atá dlite a bhailiú. Is é suim an tsoláthair an difríocht idir suim ghlanluacha na sócmhainní agus an luach in-aisghabhála measta. 29

1.8 Airgead Tirim agus Coibhéisí Airgid Thirim Is ionann airgead tirim agus coibhéisí airgid thirim agus airgead tirim ar láimh, taiscí prapéilimh agus infheistíochtaí gearrthéarmacha an-leachtacha eile ag a bhfuil bunaibíochtaí trí mhí nó níos lú acu. Léirítear rótharraingtí bainc laistigh d’iasachtaí i ndliteanais reatha ar an ráiteas ar an staid airgeadais. 1.9 Suimeanna Iníoctha Is éard atá i gceist le suimeanna iníoctha creidiúnaithe trádála agus eile agus rangaítear iad mar dhliteanais reatha má bhíonn íocaíocht dlite laistigh de bhliain amháin nó níos lú. Mura bhfuil, cuirtear i láthair iad mar dhliteanais neamhreatha. 1.10 Soláthairtí Aithnítear soláthairtí nuair a bhíonn oibleagáid reatha dhlíthiúil nó chuiditheach ar an CN mar thoradh ar imeachtaí roimhe seo: is dóchúil go mbeidh eis-sreabhadh acmhainní ag teastáil chun an oibleagáid a réiteach; agus nuair is féidir suim na hoibleagáide a mheas go hiontaofa. Déantar soláthairtí a thomhas ar luach reatha an chaiteachais a mbíonn súil leis a bheidh ag teastáil chun an oibleagáid a réiteach. 1.11 Teagmhais Aithnítear dliteanais theagmhasacha, a thagann chun solais mar thoradh ar imeachtaí a tharla roimhe seo, sna cásanna seo a leanas: (a) ní dóchúil go mbeidh eis-sreabhadh acmhainní nó ní féidir an tsuim a thomhas go hiontaofa ag an dáta tuairiscithe nó (b) nuair a dheimhneofar an láithreacht má tharlóidh nó mura dtarlóidh imeachtaí éiginnte amach anseo nach bhfuil smacht iomlán ag an eagraíocht orthu. Nochtar dliteanais theagmhasacha sna ráitis airgeadais murach go bhfuil an dóchúlacht ann go ndéanfar acmhainní a eis-sreabhadh an-bheag. Ní aithnítear sócmhainní teagmhasacha sna ráitis airgeadais ach nuair is dóchúil go dtarlóidh insreabhadh sochar geilleagrach. 1.12 Sochair Fostaí Cuireann an CN réimse sochar ar fáil d’fhostaithe. Aithnítear sochair ghearrthéarmacha, lena n-áirítear pá saoire agus sochair neamh-airgeadaíochta chosúla eile, mar chostas sa tréimhse ina gcuirtear an tseirbhís ar fáil. Caithfear íoc as caiteachas ar phinsin agus cnapshuimeanna ó acmhainní an Cheolárais mar a bhíonn siad iníoctha. Cuirfear an caiteachas seo san áireamh agus an Deontas bliantúil á ríomh. Féach, le do thoil, Nóta 23 chun teacht ar bhreis faisnéise. Bhunaigh an Ceoláras Náisiúnta a scéim pinsin féin le sochar sainithe roimhe seo, a chistítear gach bliain ar bhonn íoc mar a thuillir ó airgead a sholáthraítear trína dheontas bliantúil ón Roinn Cultúir, Oidhreachta agus Gaeltachta. Oibríonn an Ceoláras Náisiúnta an Scéim Pinsin Seirbhísí Poiblí Aonair (“Scéim Aonair”), chomh maith, ar scéim le sochar sainithe í d’fhostaithe sa tseirbhís phoiblí atá in aois an phinsin a ceapadh an 1 Eanáir 2013 nó ina dhiaidh sin. 1.13 An Cúlchiste Athfhorbartha Caipitil Chinn an Ceoláras Náisiúnta cúlchiste athfhorbartha caipitil a bhunú agus is é an cuspóir atá leis ná costais athfhorbartha an Halla amach anseo a chistiú. Tá gach cinneadh maidir le húsáid an chúlchiste seo faoi réir cheadú an Bhoird. Féach, le do thoil, Nóta 17.

2. BREITHIÚNAIS AGUS MEASTACHÁIN CHUNTASAÍOCHTA CRITICIÚLA Nuair a bhíonn na ráitis airgeadais seo á n-ullmhú, bíonn ar na stiúrthóirí breithiúnais, meastacháin agus toimhdí a dhéanamh a dhéanann difear do bheartais a chur i bhfeidhm agus na suimeanna a thugtar le fios le haghaidh sócmhainní agus dliteanas, ioncaim agus costas. Déantar measúnú leanúnach ar bhreithiúnais agus meastacháin agus bunaítear iad ar eispéiris stairiúla agus tosca eile, ionchais i leith imeachtaí amach anseo ina measc a chreidtear atá réasúnta faoi na cúinsí. Déanann an CN meastacháin agus toimhdí a bhaineann leis an tréimhse amach anseo. B’fhéidir nach ionann na meastacháin chuntasaíochta a bhíonn mar thoradh orthu agus an toradh a bhaineann leo ar deireadh. Pléitear thíos na meastacháin agus na toimhdí ar baol mór dóibh bheith ina gcúis le coigeartú ábhartha ar shuimeanna ghlanluacha sócmhainní agus dliteanas laistigh den chéad bhliain airgeadais eile. a) Saolré áisiúil gheilleagrach a bhunú ar mhaithe le cuspóirí dímheasa sócmhainní seasta Is éard atá i gceist le sócmhainní seasta sciar ábhartha de na sócmhainní iomlána. Braitheann an muirear dímheasa bliantúil go príomha ar shaolré úsáideach eacnamaíoch gach cineáil sócmhainne agus ar mheastacháin ar luachanna iarmharacha. Féadfaidh athruithe ar shaolré úsáideach sócmhainne tionchar suntasach a imirt ar mhuirir dhímheasa agus amúchta don tréimhse. Cuirtear sonraí san áireamh faoi shaolréanna measta úsáideacha geilleagracha sna beartais chuntasaíochta. 3. RANNPHÁIRTÍOCHT A AISTRIÚ Bunaíodh an Ceoláras Náisiúnta mar chomhlacht reachtúil an 1 Feabhra 2016. Aistríodh gníomhaíochtaí an chomhlachta réamhtheachtaí (An Ceoláras Náisiúnta, The National Concert Hall Company Limited) chuig an Ceoláras Náisiúnta, the National Concert Hall agus b’ionann an luach a bhí ar na gníomhaíochtaí sin agus €1,570,230. 4. a) Is é an costas a bhíonn ar shochair scoir a fhónamh don tréimhse €733,000 (2018: €718,000). Is éard atá sa chostas seo costais seirbhíse reatha €525,000 a dtugtar cuntas air i mír (c) thíos, sa mhullach ar ús €208,000 ar dhliteanais na scéime sochair scoir. Áirítear leis an nglanchistiú iarchurtha do phinsin an cistiú €733,000 atá inghnóthaithe maidir le pinsin na bliana reatha lúide an deontas stáit €73,465 chun pinsin a íoc. Rinneadh figiúirí áirithe comparáideacha don tréimhse a athrangú agus a athléiriú ar an mbonn céanna agus iad siúd don bhliain reatha. b) Sócmhainn Chistithe Iarchurtha Sochair Scoir Aithníonn an Ceoláras Náisiúnta na suimeanna seo mar shócmhainn a chomhfhreagraíonn don dliteanas sochair scoir neamhchistithe iarchurtha ar bhonn roinnt imeachtaí. Socrú pinsin tuarastail deiridh le sochar sainithe is ea Scéim Aoisliúntais Foirne an Cheolárais Náisiúnta ina sainítear sochair agus tagairt á déanamh do Scéim Aoisliúntais Foirne an Cheolárais Náisiúnta 1987 agus do rialacháin reatha na scéime “samhla” earnála poiblí. Soláthraíonn an scéim pinsean (an t-ochtódú cuid sa bhliain seirbhíse), cnapshuim ar scor (trí ochtódú cuid sa bhliain seirbhíse) agus pinsin chéile agus leanaí. Is í gnáthaois scoir comhalta a mbreithlá 65 bliain, agus tá teidlíocht ag comhaltaí dul ar scor gan laghdú achtúireach a chur i bhfeidhm ó aois 60 bliain. Tagann méadú ar phinsin, faoi réir fhaomhadh an Aire, ar aon dul le méaduithe ábhartha ar phá atá infheidhme maidir leis an bhfoireann atá ag fónamh. Bíonn na méaduithe siúd pinsin éifeachtach ó na dátaí céanna a bhíonn na méaduithe ar phá éifeachtach. Cé go leanann an scéim de bheith ag feidhmiú faoi théarmaí Scéim Aoisliúntais Foirne Náisiúnta 1987, níor bunaíodh a bunú go foirmiúil faoi reacht go fóill. Is socrú aoisliúntais le sochar sainithe neamhchistithe é an scéim agus íoctar sochair ar bhonn íoc mar a thuillir ó chroíchistiú an CN. De réir Alt 20 den Acht um Fhorais Chultúir Náisiúnta (an Ceoláras Náisiúnta), 2015 (“an tAcht”), rinneadh dliteanais den CN de dhliteanais pinsin Chuideachta an CN ó lá a bhunaithe, an 1 Feabhra 2016. Foráiltear san alt seo, chomh maith, go mbeidh sochair aoisliúntais a bhronntar ar, nó maidir le duine a aistríodh, faoi réir na dtéarmaí agus na gcoinníollacha siúd nach bhfuil chomh fabhrach céanna leis nó léi ná na téarmaí agus na coinníollacha maidir le bronnadh na sochar sin faoin scéim aoisliúntais nó an socrú a bhaineann leis an duine sin díreach roimh an lá bunaithe. Caithfear íoc as caiteachas ar phinsin agus cnapshuimeanna ó acmhainní an CN mar a bhíonn siad iníoctha. Cuirtear an caiteachas seo i gcuntas nuair a bhíonn deontas an chomhlachta á ríomh. Bhunaigh an Ceoláras Náisiúnta a scéim pinsin féin le sochar sainithe roimhe seo, a chistítear gach bliain ar bhonn íoc mar a thuillir ó airgead a sholáthraítear trína dheontas bliantúil ón Roinn Cultúir, Oidhreachta agus Gaeltachta. Oibríonn an Ceoláras Náisiúnta an Scéim Pinsin Seirbhísí Poiblí Aonair (“Scéim Aonair”), chomh maith, ar scéim le sochar sainithe í d’fhostaithe sa tseirbhís phoiblí atá in aois an phinsin a ceapadh an 1 Eanáir 2013 nó ina dhiaidh sin. Íoctar ranníocaíochtaí chomhaltaí na Scéime Aonair leis an Roinn Caiteachais Phoiblí agus Athchóirithe (an RCPA) agus b’ionann agus €18,366 agus €16,871 iad do na blianta dar críoch an 31 Nollaig 2019 agus 2018, faoi seach.

Léirítear i gcostais phinsin sochair phinsin a thuill fostaithe agus léirítear iad glan ar ranníocaíochtaí pinsin foirne. Coimeádann an Ceoláras Náisiúnta asbhaintí aoisliúntais maidir le Scéim Aoisliúntais na gCéilí agus na Leanaí agus aithnítear mar dhliteanas iad (féach, le do thoil, Nóta 14). Áirítear figiúir na hoibleagáide sochair scoir a bhaineann leis an Scéim Aonair le figiúirí na n-oibleagáidí sochair scoir iomlána €13,052,613 (2018: €10,988,032) i Nóta 23 (c). Bunaíodh an mhodheolaíocht luachála a úsáideadh ar luacháil iomlán achtúireach a rinne achtúire cáilithe neamhspleách agus riachtanais Chaighdeán um Thuairisciú Airgeadais 102 á gcur san áireamh chun measúnú a dhéanamh ar dhliteanais na scéime an 31 Nollaig 2019.
