2017 ROSTER


Our name has changed and we have a new logo, but our mission remains the same: to provide services that help local electric power associations better serve their membership. Electric Power Associations of Mississippi is now Electric Cooperatives of Mississippi, or ECM. The new name more accurately reflects our nature as an association of the 26 electric cooperatives in Mississippi, each one owned and controlled by the people (members) who use its services. Today, ECM provides job safety training, emergency restoration coordination, an employee credit union, government relations services, communications and more for its member electric cooperatives. But how does all this benefit our members? It’s this simple: Your electric service is safer, more reliable and more affordable because electric power associations work together to achieve common goals. By sharing services through ECM, electric power associations save money, operate more efficiently, have well-trained employees and restore power faster during outages. An electric power association is a responsive, efficient provider of service. Everything about it is local: It is an important contributor to the local economy. It provides a wide range of employment opportunities for local residents. Its employees tend to be community volunteers who serve as youth coaches and support charitable drives. ECM’s new logo signifies the cooperation integral to the daily operations of these 26 electric power associations. Collectively, we distribute electricity to more than 1.8 million Mississippians and to some 85 percent of Mississippi’s land mass. Electric Cooperatives of Mississippi dedicates this 2017 Legislative Roster to our state elected officials, who represent and work for the benefit of all Mississippians. Mississippi’s 26 electric cooperatives share their commitment to our great state. We pledge to continue working in close partnership with officials to achieve common goals, so that all Mississippians may enjoy the benefits made possible by electric power.

The deletion from a bill of the features which made it a revenue bill shall render the bill a general bill for deadline purposes. ** Conference reports on all bills must be filed with the Secretary/Clerk no later than the time of adjournment on the day prior to being called up and considered. Appropriation bills which actually appropriate money and are recommitted for further conference are excluded from the requirement that the subsequent conference report be filed and lay on table one (1) day before being considered; however, original action must be taken on all appropriation conference reports by 2:00 p.m. on the 84th/119th day and subsequent reports must be filed no later than 6:00 p.m. *** Requests for general bills and constitutional amendments to be drafted must be made no later than 8:00 p.m. on the 9th/45th day. The Rules Committee of the House or Senate, as the case may be, may authorize any member of its respective house to make requests, for one or more general bills or constitutional amendments to be drafted, after the expiration of the deadline for making such drafting requests but before the deadline for introduction of bills and constitutional amendments, upon a determination by the Rules Committee that such drafting requests are in response to conditions of an emergency nature arising subsequent to the deadline for making requests for general bills and constitutional amendments to be drafted. + Committee reports and conference reports that are subject to being filed on these deadlines must be filed with the Secretary/Clerk no later than 8:00 p.m. Whenever the word “day� appears in this rule, it shall mean calendar day. I An electric power association is a cooperative independently controlled and owned by the members it serves. A member is any customer who has an account with the electric power association. As a not-for-profit, an electric power association pays capital credits to members or lowers rates when it realizes a margin at the end of the year. I A board of directors, composed of members elected by the membership, governs an electric power association. The board establishes bylaws, policies and rates that reflect the individuality and needs of the membership. As local leaders, directors are responsive to local needs. I Employees are local residents who share a personal and professional interest in the well-being of their community. They embody the cooperative spirit of community involvement by participating in worthwhile causes. I Electric power associations promote energy-efficiency programs to help their members reduce energy costs. I Mississippi’s electric power associations have mutual-aid agreements to help each other restore service to members during major power outages.
