MISSISSIPPI LEGISLATIVE

2012 ROSTER

Serving as the voice of more than 1.8 million Mississippians The voice of the people was the foundation on which electric power associations were built more than 70 years ago. Our membership’s voice has served as the guiding force for our success and is the key to our future. We will never lose sight of the importance of listening and responding to those we serve. We are the Electric Power Associations of Mississippi, a statewide trade organization serving as the unified voice of all electric cooperatives in Mississippi. Our most important role, however, is representing the more than 1.8 million Mississippians we serve. They are hard working, strong in values and courageous in their efforts to ensure Mississippi continues to be a great place to live and work. It is in this same spirit that we serve as their voice with elected officials. We salute the more than 2,850 electric power association employees — all Mississippians — who work tirelessly to ensure each member is provided high-quality and reliable electric service at the least cost possible. They serve with a commitment not only to their organization but to the communities and areas they call home. We will continue to demonstrate our unwavering commitment to common goals to ensure all Mississippians enjoy the benefits offered by electric power. Because together we have the power to move Mississippi forward. Michael Callahan Executive Vice President/CEO

2012 LEGISLATIVE ROSTER The work of an elected official is not unlike that of a fine artisan. Both employ specialized skills and knowledge in problem-solving.

Essential to the success of their efforts, whether legislative or artistic endeavors,

are innovation, functionality and appeal.

The Electric Power Associations of Mississippi presents the 2012 Legislative Roster

as a tribute to Mississippi’s elected officials,

who serve for the benefit of all Mississippians.

* Appropriation, revenue, and local and private bills, and bills to restore suffrage are excluded from these deadlines. For purposes of the deadlines herein set forth, the term "revenue bills" shall include only those bills whose primary purpose is to increase or decrease taxes or to authorize the issuance of bonds or the borrowing of money. Bills which are primarily for regulatory purposes which have revenue provisions included shall not be considered as revenue bills for deadline purposes. The deletion from a bill of the features which made it a revenue bill shall render the bill a general bill for deadline purposes. ** Conference reports on all bills must be filed with the Secretary/Clerk no later than the time of adjournment on the day prior to being called up and considered. Appropriation bills which actually appropriate money and are recommitted for further conference are excluded from the requirement that the subsequent conference report be filed and lay on table one (1) day before being considered; however, original action must be taken on all appropriation conference reports by 2:00 p.m. on the 84th/119th day and subsequent reports must be filed no later than 6:00 p.m. *** Requests for general bills and constitutional amendments to be drafted must be made no later than 8:00 p.m. on the 9th/45th day. ECONOMIC DEVELOPMENT Electric power associations’ economic development department seeks to improve the economy of the areas we serve. The department strives to build long-term community, business, and professional relationships and to assist in efforts www.epaofmsed.com to attract, expand, and retain businesses and industries. This, in turn, creates jobs and stimulates our state’s economy. In 2011, the department acquired some $2.2 million in USDA Rural Economic Development Loan and Grant funds for projects in Mississippi, with another $1.5 million filed or pending. Our user-friendly website promotes available industrial property and buildings for future commercial and economic development projects, and we are proud of our partnerships with the Mississippi Development Authority and TEAM Mississippi.

For more than 70 years, electric power associations have served Mississippi with reliable electric service at some of the lowest rates in the nation. We have been the sole source of power for thousands of Mississippians in small communities, large towns and remote rural areas. Our electric cooperatives have long been in the forefront of local efforts to attract jobs and enhance economic opportunity throughout the state. We bring people together in a unified effort to improve the quality of life for our members and the communities where they live and work.

FACTS

and

I An electric power association is a cooperative independently controlled and owned by the members it serves. A member is any customer who has an account with the electric power association. As a not-for-profit, an electric power association pays capital credits to members or lowers rates when it realizes a margin at the end of the year. I A board of directors, composed of members elected by the membership, governs an electric power association. The board establishes bylaws, policies and rates that reflect the individuality and needs of the membership. As local leaders, directors are responsive to local needs. I Employees are local residents who share a personal and professional interest in the well-being of their community. They embody the cooperative spirit of community involvement by participating in worthwhile causes. I Electric power associations promote energy-efficiency programs to help their members reduce energy costs. I Mississippi’s electric power associations have mutual-aid agreements to help each other restore service to members during major power outages. They may also obtain assistance from (or offer it to) out-of-state electric cooperatives.

Mississippians helping Mississippians

One day each month... some 225 men and women across Mississippi gather in the board room of their local electric power association. They leave behind their farms, small businesses, offices and homes to tend to the business of ensuring reliable, affordable electric service for more than 1.8 million Mississippians. These men and women serve on the boards of the 26 electric power associations serving Mississippi. They are electric power association members elected to the board by the membership. By taking part in the annual election, electric power association members exercise their right to participate in the governance of their cooperative. Each electric power association board reflects the unique nature of its service area. Yet all electric power association boards share a common mission: • to deliver reliable service to members at a competitive rate • to work for the sustainable development of the communities they serve • to ensure the financial stability of the cooperative by employing prudent business practices and new technology. So, whether discussing cost-control measures or energyefficiency strategies, electric power association directors keep members’ concerns foremost when making decisions.

After all, they are Mississippians helping Mississippians.
