OUR COMMUNITY Home to over 38,000 American Indians and Alaska Natives who are affiliated with over 380 different tribes, Portland, Oregon represents the 9th largest Native American community in the United States. There are many factors that have caused Portland to become one of the largest and most diverse Native American populations. Federal policies of Termination and Relocation forced thousands of Native families to come to Portland from the 1950s to the 1980s seeking work, housing, education and new community. Currently, Native people nationwide count disproportionately among the urban poor. Locally, Natives experience the highest rates of homelessness, poverty and unemployment of all ethnic groups. These realities hit home for Native children in Multnomah County where they are over-represented in the foster care system and have the highest drop-out rates of any ethnic group.
OUR HISTORY Informally founded by parent volunteers in 1974 the Native American Youth and Family Center (NAYA Family Center) became a 501(c) (3) organization in 1994 serving self-identified American Indian/Alaskan Native youth and their families throughout the Portland Metropolitan area. NAYA Family Center works in four service areas: Youth Education Services, Family Services, Community Development and Community Engagement. Recognizing the challenges at hand, we build upon our community’s strength, culture and traditions to provide wraparound services that help families reclaim their heritage and their futures.

Dear Friends, Greetings on behalf of the board, staff, elders, and community of the NAYA Family Center! It is an honor to present to you our Fiscal Year 2011 Annual Report and celebrate our community’s success! In 1974, the NAYA Family Center was founded in an effort to create positive opportunities for Native children and their families to thrive in a safe, healthy, life-long learning environment while partnering with others in the Portland community to celebrate our culture and heritage. Thirty-eight years later, we are stronger than ever! The NAYA Family Center is proud to contribute to improving the lives of Native Americans in Portland, and we’re excited to be a partner in bettering the lives of all Portlanders. Over the last year, we served over 10,000 people, provided services in over 70 schools, and helped over 3,000 individuals with housing, energy assistance, and accessing direct social services. We maintained our Early College Academy graduation rate of 88%, and celebrated as we sent 100% of our graduates off to higher education. Of course, none of this would be possible without our supporters and I am continually inspired by the commitment and generosity of our donors, staff, board and elders. NAYA Family Center continues to be a careful steward of our resources by maintaining sound financial oversight in order to continue offering high quality services to our community. We have maintained a modest administrative rate of 13.3%, and I am pleased yet again to report a successful indepedent annual audit. Throughout this report you will read about the many accomplishments of our community, our elders and our young people. It reminds me again that we are much more then a social service organization, we are a community with clear values that guide us on our path. I hope that you will join us on our journey. YOUTH SERVICES NAYA’s Youth Services department enriches the lives of over 2,500 children and 800 families each year, bringing together students, parents, family members and educators to address the four quadrants of a youth’s life – context, spirit, mind and body. Each child entering into our Youth Services programming is fully assessed to determine areas of need in order to provide the holistic, wraparound, strength-focused programming that will ensure their success.

Our goal is the creation of healthy options for youth. Our programs and services incorporate culturally relevant, research based curricula and cutting edge assessments to target precise student needs and create individualized learning plans and demonstrated progress.
Youth Services Last year, 436 youth received over 7,900 hours of service. 286 of those youth received youth advocacy services and as a result were 3 times more involved in youth programming.
Working in schools Youth advocates worked with youth across the Portland metro area in 45 high schools, 28 middle schools and 51 elementary schools. Over 5,000 hours of school-based tutoring and academic support were provided through our learning center.
Camp Participation Last year, 157 youth attended our Spring and Summer educational programming.
Cultural Resiliency Our Cultural Arts Services impacted an estimated 1,000 people with almost 6,500 hours of cultural arts and services received by participants across NAYA Family Center programming.

The NAYA Early College Academy is a fully accredited private high school that realizes decades of work by parents and community members to ensure Native youth success. Opening its doors in September 2007 with only 33 high school students the Academy has grown to currently serve over 120 students enrolled from school districts within Multnomah County. The NAYA Early College Academy provides a culturally appropriate and student-centered learning environment that infuses our curriculum with Native prospective while supporting and promoting the cultural identity of all students. Our success is building! The Early College Academy boasts an impressive retention rate with just over 90% of our students returning each year as well as having the highest graduation rate for Native youth in the city with 88% of our students obtaining their high school diploma! This past June, 21 students graduated from the Early College Academy and an additional 42 NAYA youth participants graduated from surrounding school districts.

The Relational Worldview Model, developed by the National Indian Child Welfare Association in the 1980s, is a reflection of the native thought process that recognizes holistic balance as the basis for health. COMMUNITY DEVELOPMENT NAYA’s Community Development Department aims to reduce urban Native poverty in Portland through an integrated set of economic empowerment strategies. We recognize that job readiness and workforce development, financial literacy and asset building are key strategies for eliminating the cycle of poverty. There are four focused program areas within the Community Development Department: Career Skills Development, Economic Development, Housing and Energy Assistance and Homeownership. This past year these programs: • Graduated 67 individuals from Homebuyer Education courses, coached 99 households financial wellness and assisted 14 households in their first time home purchases. • Provided one-on-one Career Skills Development support to over 265 individuals; totaling 1,770 hours in coaching service hours. This resulted in 56 individuals attaining employment, 40 enrolling into further education or training programs, and 20 completing a training or certification! • Filed over 501 tax returns at our free tax preparation site securing over $770,000 in refunds to the community! • Since 2008, our Individual Development Account (IDA) Matched Savings Program has helped over 160 people save over $140,000 towards homeownership, micro-enterprise development, and education.

FAMILY SERVICES NAYA Family Center’s Family Services are designed to strengthen family and community ties. We provide help to victims of domestic and sexual violence, to Native American children in foster care and their caregivers, and to Native American elders.
Provided rental assistance through the Homes Not Beds program to 14 families with 33 children who had previously been homeless. This program stabilizes families working to get back on their feet and secure employment to be able to maintain their housing.
The Healing Circle program, NAYA Family Center’s domestic violence services and prevention program provides a wide range of services including immediate crisis intervention, advocacy and ongoing support. This vital programming served 124 families with 371 children this past year by:
Supported 61 elders through regular social meetings, events, programming and gatherings as well as 1,245 meals and home maintenance assistance in avoiding foreclosure on homes that they have owned for years.
Served 399 youth, parents, foster parents, guardians, and potential foster parents through our Foster Care Program with access to ongoing supports and activities designed to support family engagement such as Positive Indian Parenting classes and Family Sibling Visit Nights.
Provided support services, education and training, and assistance in accessing housing funds for 43 youth who are on track to or have aged out of the Child Welfare system through our Independent Living Program.
Stabilized 11 families and 43 children through our new In-Home Safety and Reunification Services Program designed to work with families who may be in jeopardy of becoming involved with the Child Welfare System. The program works to assist families in addressing issues that may cause them to lose custody of their children.

COMMUNITY ENGAGEMENT For the third consecutive year, the First Nations Development Institute selected NAYA Family Center to be a host organization for the Leadership, Entrepreneurial, and Apprenticeship Development (LEAD) program. The purpose of the Oregon LEAD Program is to build a strong base of skilled Native American professionals who are actively engaged in nonprofit leadership. NAYA selected eight Native nonprofit professionals to participate in the intensive, year-long leadership development program. Through monthly gatherings, we introduced and built relationships with established Native American leaders, elected officials, philanthropy leaders, elders, and leaders in communities of color. These experiences provided insight and necessary skills for emerging executive leaders in the Native nonprofit sector.
 The Portland Youth and Elders Council continues to advocate on all issues that impact the Portland urban Indian population. Through trainings and information sessions we provide the opportunity to gain a deeper understanding of community priorities and learn how cultural significance and community identity relate to city governance and advocacy efforts. Finally, the most widespread study of our local urban Indian community was released in 2011. The Native American Community in Multnomah County: An Unsettling Profile examines the disparities that exists for the Native community and is a result of a 3-year partnership between the Portland Indian Leaders Roundtable, the Coalition of Communities of Color and Portland State University. This report will prove to be a valuable tool for advocacy in improving the lives of Native children and families in the region. 99
SAWASH HOUSING, LLC

In January 2008, through its subsidiary company, Sawash Housing LLC, NAYA Family Center purchased 44 units of multi-family affordable rental housing in North Portland. Currently, seven of the units are set aside for Permanent Support Housing for survivors of domestic violence. The units are currently fully leased and have experienced a 97% occupancy rate since NAYA Family Center has taken control of the properties. This year NAYA Family Center celebrated assuming complete responsibility for all maintenance and repairs of properties currently under Sawash Housing, LLC. This new role helps our organization continue to build valuable asset management experience, while giving community members the opportunity gain real work experience in property maintenance. In the spring of 2010, NAYA Family Center, in partnership with Proud Ground, Portland’s community land trust, was awarded a grant to purchase foreclosed homes needing renovations, particularly in neighborhoods in SE and NE Portland. Our newly formed NAYA Construction team is working to rehab two homes that will then be sold to low-income firsttime Native homebuyers. We are excited to have an opportunity to support new homeowners and work to close the minority homeownership gap. Most recently in 2010, NAYA Family Center was awarded initial funding for Holgate House, an innovative pilot project for modular construction. Holgate House is a nine unit complex which will influence the next generation of affordable housing by reducing development costs, increasing the quality and sustainability of affordable housing and introducing paths to green jobs.
