Statement of the Case On March 31, 2013, Devon Monroe met with Cameron Sherrod. While the two were meeting, Sherrod met with Stacey Mills and Mark Brown to settle an old debt. Detectives Davis and Swanson were sitting nearby watching Sherrod, Monroe, Mills. Based upon the observed interaction, the detectives suspected criminal activity. The detectives exited their vehicle and approached Monroe, Sherrod, and Mills. Upon identifying themselves as police, Monroe, Sherrod, Mills, and Brown fled the scene. Later that night, a witness observed an altercation between four individuals and called the neighborhood security officers. In responding to the fight, Security Officers Alexis and Ellis made contact with Devon Monroe and searched his belongings where they found marijuana and two handguns. Upon uncovering this evidence, the security officers promptly contacted the Westhaven Police Department. On March 31, 2013, Detective Davis secured warrants against Devon Monroe for distribution of cocaine, possession with intent to distribute marijuana, and possessing a firearm while being a convicted felon. After an interview with Stacey Mills on April 7, 2013, Detective Davis obtained additional warrants against Devon Monroe for malicious wounding and use of a firearm in the commission of a felony. Count One: The defendant knowingly sold, gave, or distributed cocaine, a Schedule I controlled substance. Count Two: The defendant knowingly possessed with the intent to sell, give, or distribute marijuana. Count Three: The Defendant maliciously shot, stabbed, cut, wounded, or by other means caused bodily injury to another, with the intent to maim, disfigure, disable, or kill such person. Count Four: The Defendant used or attempted to use a pistol, shotgun, rifle, or other firearm or displayed such weapon in a threatening manner while committing or attempting to commit malicious wounding.
