March 6, 2013 Dear NBLSA Convention Attendees, On behalf of the National Executive Board, I extend to you a warm welcome to the 45th Annual NBLSA Convention! For more than forty years, NBLSA has prepared law students for the challenges they face in the legal profession while reinforcing the importance of remaining committed to our communities. As NBLSA leaders, we stand upon the shoulders of those who have gone before us to pave the way for our opportunities. It is that history which has led us to choose the theme for the 2012-2013 year, “Enhancing the Dream.” While we have not yet realized the “dream” inspired by Dr. Martin Luther King, Jr.’s vision, we are continually striving to balance and pave the way for African-American students and community empowerment. At the Convention, we convene to elect next year's national officers, conduct plenary sessions to update membership on the state of the organization, discuss recent legal developments and issues in our panel discussions and workshops, and the national officers submit their annual officer reports. Above all, our National Convention is also an opportunity for self-enrichment. Members have an opportunity to meet and interact with NBLSA members from around the world while participating in competitions and workshops. Members also network with attorneys, legal employers, and other dignitaries. In addition to the fellowship and networking, our Convention is a time for reflection and celebration. It is a time to honor the organization's accomplishments as we continue building towards a better future. We will recognize outstanding members, chapters, regions, and national initiatives that best exemplify NBLSA's purpose - to strive for racial equity and fairness throughout the legal system. We also reflect on the achievements and sacrifices of those that came before us, and pay tribute to their legacy of service and excellence. NBLSA is committed to ensuring we are in line with key issues facing minority law students and we will continue to strengthen our existing partnerships and forge new partnerships with organizations aligned with our mission. We also are committed to advancing issues that have a direct impact on minority law students and work to raise our academic standards to ensure our members are well-prepared in the classroom. This year’s national convention will be the culminating event of a year dedicated to strengthening our membership, equipping law students with the skills needed for success in the field of law, and our work as we continue “Enhancing The Dream.” In NBLSA Service,

Greetings NBLSA members and guests: It is an honor and a privilege to welcome you to Atlanta for the NBLSA 45th Annual National Convention. As the home of Martin Luther King Jr., Atlanta serves as the perfect backdrop for the conference theme, “Enhancing the Dream.” Atlanta is a city of resilience with a rich history that truly demonstrates how the vision, courage and leadership of men and women like Dr. King can make a difference. Throughout the centuries, it has transformed from a simple settlement to an international hub. It has gone from being destroyed by fire during war times to being home to 10 fortune 500 companies, including Cola-Cola, and the world’s busiest passenger airport, Hartsfield-Jackson. However, none of this would have been possible if not for great leaders who were willing to take a stand. The NBLSA helps develop such leaders. In fact, the current Atlanta City Council President, Ceaser Mitchell, is a former University of Georgia School of Law BLSA chapter president. Through its national convention and its support of local chapters, NBLSA encourages it members to get involved in issues of both legal and social significance, equipping them with the tools they will need to be successful. At Georgia Law, located an hour northeast of Atlanta, we are fortunate to have a BLSA chapter that reflects the caliber of its parent organization. Its members are actively engaged in the classroom, on our journals, as part of our advocacy teams and across campus. For example, in 2011 members of our chapter coordinated a re-enactment of the legal trial that desegregated UGA as part of the university’s 50th anniversary of that milestone. The event garnered regional attention and was named the UGA student event of the year. This is but one example of the positive impact this chapter has had. I am confident that you will hear many more success stories like this one throughout the week as you participate in panel discussions, advocacy competitions and networking opportunities. It is my hope that stories like these will encourage you to think about what you can do to “Enhance the Dream” for those in your community, state and region. March 2013 Dear National Black Law Students Association: On behalf of Emory University School of Law, I am pleased to welcome you to Atlanta for your 45th annual NBLSA Convention. At Emory Law, we have a long history of promoting diversity in higher education. In fact, in 1961, Ben F. Johnson Jr., dean of the law school, and Henry L. Bowden, chair of the Board of Trustees, led Emory University’s successful suit against the State of Georgia to overturn a state constitutional provision that prohibited private schools from integrating without losing their tax exemption. The case, Emory v. Nash, quietly opened the doors of private education in Georgia while the nation wrestled with desegregation and the passage of the Civil Rights Act of 1964. Dean Johnson and Bowden then worked with the faculty to recruit an outstanding cadre of diverse students. Their efforts led to Pre-­‐Start, which became the precursor for the Council for Legal Education Opportunity (CLEO). CLEO has been the leader in recruiting minority students to the legal field since it formed in 1968. Today, Emory Law consistently ranks as one of the most diverse law schools in the country. We are proud to have a strong BLSA chapter. Thanks to the generosity of our alumni community, we are also able to offer a number of scholarships to candidates from diverse backgrounds. Most recently, retired MetLife CEO and Emory Law alumnus Rob Henrikson donated $2.5 million to provide merit-­‐based scholarships that support a diverse student body. Enjoy your time in Atlanta. Atlanta is a city with a rich and important history, and in the Westin Peachtree Plaza you have selected a fabulous conference venue -- one that stands near historic downtown, the site of our capitol, the courts, and Georgia State University College of Law, and adjacent to the “Old 4th Ward” – the home of the civil rights movement and the MLK Center. ATLANTA, GEORGIA Atlanta was founded in 1837 as the end of the Western & Atlantic railroad line (it was first named Marthasville in honor of the thengovernor’s daughter, nicknamed Terminus for its rail location, and then changed soon after to Atlanta, the feminine of Atlantic – as in the railroad). Today, the fast-growing city remains a transportation hub, not just for the country but also for the world. For more than four decades, Atlanta has been linked to the civil rights movement. Civil rights leaders moved forward and they were the visionaries who saw a new south - a new Atlanta. They believed in peace. They made monumental sacrifices for that peace.

GEORGIA DOME The Dome was the host to Super Bowl XXVIII and XXXIV, host of the gymnastics and basketball events for the 1996 Olympic Games, the NCAA Men’s Final Four two times (2002, 2007), and the NCAA Women’s Final Four in 2003. The Georgia Dome is also the home stadium for the NFL’s Atlanta Falcons and Georgia State University. There are eight Super Suites, 164 Executive Suites, the Penthouse Suite and 4,600 club seats. The Dome’s permanent seating capacity is 71,250.

Martin Luther King National Historic Site This traditionally black neighborhood of several blocks in Atlanta includes Martin Luther King, Jr.’s birth home, the Ebenezer Baptist Church where he was a pastor, and his gravesite. Martin Luther King, Jr., was the nation’s most prominent leader in the 20th-century struggle for civil rights. CNN Legal Analyst ttorney and multi-platform journalist, Sunny Hostin is a CNN legal analyst and anchor for ABC News. She joined CNN in September 2007 as the legal analyst for CNN’s American Morning, where she became known for her in-depth analysis of headline-grabbing trials and legal issues. Ms. Hostin created, wrote and co-produced her popular weekly segment, Sunny’s Law, which answered viewer questions on various topics including homeowner’s rights when faced with foreclosure, how to survive a police encounter, and who gets the ring after a broken engagement.

Before joining CNN, Ms. Hostin could be viewed on the Fox News Channel, where she was seen weekly on The O’Reilly Factor’s “Is It Legal?” segment, sparring with Megan Kelly and Bill O’Reilly on various provocative issues and high-profile cases. Edward Hailes, The Advancement Project

General Counsel/Managing Director dward Hailes, Jr. is an experienced civil rights attorney and ordained Baptist minister. He is a former general counsel for the U.S. Commission on Civil Rights where he directed both the agency’s historic investigation into allegations of voting irregularities in Florida during the November 2000 presidential election and the high-profile hearing on police practices and civil rights in New York City sparked by the police shooting of Amadou Diallo. Hailes also served for ten years as a legal then legislative counsel for the NAACP, gaining a remarkable record of success in civil rights litigation and legislative advocacy. A graduate of Howard University School of Law, he also earned his undergraduate degree at Howard University as an honors program graduate. Hailes is the assistant to the pastor of Mt. Moriah Baptist Church in Washington, D.C.

International President of Alpha Kappa Alpha Sorority, Inc.

A

ttorney Carolyn House Stewart of Tampa, Florida is the International President of Alpha Kappa Alpha Sorority, Incorporated. Installed in St. Louis in 2010, she is the first president to serve a full term in the Sorority’s second century and the first lawyer to head the organization. Attorney Stewart’s program theme is Global Leadership through Timeless Service. Driven by this thematic call to action, the Sorority is continuing its 105-year-old legacy of providing service to all mankind. She will serve until July, 2014. Under her leadership, members of the Sorority have fulfilled hundreds of thousands of volunteer hours, serving in 975 communities all over the globe. The sorority has chapters in the United States as well as in Bermuda, Canada, Germany, Nassau, Japan, South Korea and on the continent of Africa, and it is marveled for being the oldest Greek-lettered organization for Black Collegiate women. Her 35-year legal career began after graduating with a Juris Doctor from the University of South Carolina Law Center, being admitted to the Florida Bar in 1978. She practiced before the US District Courts for the Middle and Southern District of Florida and the US Court of Appeals for the 11th and 5th Circuits. Attorney Stewart is also licensed to practice before the United States Supreme Court.

Attorney Stewart is currently of counsel and a former shareholder in the law firm of Macfarlane Ferguson & McMullen, one of Florida’s oldest law firms that she has been with since 1994. She handles cases in the firm’s civil litigation, casualty and labor law sections. She also served five years as a member of the Florida Board of Bar Examiners. Attorney Stewart’s rise to Alpha Kappa Alpha’s chief leadership position caps a 40-year record of commitment and service to Alpha Kappa Alpha Sorority that began when she was initiated at the University of South Florida in 1972. Her ascension in the Sorority included serving as International Program Chairman and being elected as International Secretary in 2002. In 2006, she was elected International Vice President, thereby positioning her to become the current International President. Her professional achievements have earned her numerous awards including the 2006 Florida Commission on the Status of Women “Achievement Award” and the Francisco Rodriguez Award from the George Edgecomb Bar Association. The National Bar Association honored Attorney Stewart with the Gertrude E. Rush Award in 2012 and the Presidential Award in 2006. She has also been honored with many awards and commendations for her dedication and outstanding service to Alpha Kappa Alpha Sorority. In addition to her law degree, Attorney Stewart holds a Bachelor of Arts in History and Social Science Education from the University of South Florida.

The Hon. Judge Robert Rigsby

R

obert R. Rigsby was nominated Associate Judge of the District of Superior Court and was unanimously by the United States Senate on July

He conducted all legal business for the District and oversaw an annual operating budget of $48 million. Prior to his appointment as the Corporation Counsel, he served as Interim Corporation Counsel, Acting Principal Deputy Corporation Counsel, Deputy Corporation Counsel in charge of the Enforcement Division and Deputy Corporation Counsel in charge of the Criminal Division. Prior to February 2000, Judge Rigsby was an Assistant United States Attorney for the Eastern District of Virginia. He has served as an adjunct professor at many universities including, the University of Maryland. Judge Rigsby is currently a Colonel in the United States Army Reserve. From 1987 to 1992, he served on active duty in the United States Army Judge Advocate General’s Corps. As a Judge Advocate, he handled sensitive legal issues in Egypt, Israel, Korea, Japan, Kuwait, and Saudi Arabia. He is a graduate of the United States Army Command and General Staff College, and was selected as an outstanding graduate of the United States Air Force Air War College. As an Army officer, he has received numerous awards, decorations, and honors for outstanding trial work and acts of heroism and valor. In 2003, Judge Rigsby was appointed as a Military Judge.

Judge Rigsby is barred in numerous jurisdictions including, the United States Supreme Court the and United States Court of Appeals for the Armed Forces. He is also a member of the Washington Bar Association and National Bar Association’s Judicial Council. Judge Rigsby is a member of a host of organizations, including the 100 Black Men of Greater Washington, D.C., Inc. and The Prince Hall Affiliate of Free and Accepted Masons of the District of Columbia. He served as Chair of the Commission on the Selection and Tenure of Administrative Law Judges and the District of Columbia Legal Affairs Committee for the 1997 Presidential Inauguration. He was a member of the District of Columbia Coalition Against Drugs and Violence. He is also a member of The Omega Psi Phi Fraternity, Inc. Judge Rigsby is from Vallejo, California. He received his Bachelor of Science degree with distinctions from San Jose State University. He received his law degree from the University of California, San Francisco, Hastings College of the Law. Judge Rigsby is married to Judge Anna Blackburne-Rigsby, an associate judge on the District of Columbia Court of Appeals. The two are the proud parents of teenage son Julian Christopher Rigsby.

Peggy A. Quince is the first Black female Chief Justice Justice for the Florida Supreme Court, serving from July 2008 to June 2010. She has the distinction of being the first Black female appointed to both the Florida Supreme Court and to Florida’s Second District Court of Appeal. Prior to serving in those positions, she was an assistant attorney general for the State of Florida, where she handled criminal appeals in the state and federal appellate courts. In her years as a lawyer and later as a judge, Quince has always shown a special interest in serving and protecting all the citizens of the State of Florida, but especially minority groups who are underserved. Quince received her Bachelor of Science degree in Zoology from Howard University and her Juris Doctor from The Catholic University of America. While a law student, she was active in Phi Alpha Delta Law Fraternity and the Black American Law Students Association (now known as BLSA); also receiving an award for her work with Catholic’s Neighborhood Legal Services Clinic. In 1999, she received an honorary Doctor of Laws degree from the Stetson University College of Law and later received an honorary Doctor of Laws degree from St. Thomas University School

of Law and Nova in 2004. Justice Quince began her legal career in Washington, D.C. as a hearing officer with the Rental Accommodations Office administering that city’s new rent control law. In 1977 she entered private practice in Norfolk, Virginia, with special emphasis in real estate and domestic relations. She moved to Florida in 1978 and opened a law office in Bradenton, Florida, where she practiced general civil law until 1980. In February, 1980, Justice Quince began her tenure with the Attorney General’s Office’s, Criminal Division. As an assistant attorney general, she handled numerous appeals including death penalty cases in the Second District Court of Appeals, the Florida Supreme Court, the Eleventh Circuit Court of Appeals, and the United States Supreme Court. Her thirteen and a half year tenure at that office included five years as the Tampa Bureau Chief. Additionally, three years were spent handling death penalty cases exclusively, on direct appeal and in post-conviction proceedings.

Ms. Ariel Woodard-Stephens is a first year law student who attends Northeastern University School of Law in Boston, Massachusetts. She completed her B.A. in Government and International Politics with a minor in English at George Mason University in Virginia.

Anietie Akpan is currently a third year law student at St. Mary’s University School of Law in San Antonio, Texas. During her time at St. Mary’s, Ms. Akpan has served as an Officer for Black Law Students Association, Women’s Law Association, and St. Thomas More Society. She has also worked with the Immigration and Human Rights Clinic at St. Mary’s Center for Legal and Social Justice. She handled immigration cases (specifically adjustment of status and cancellation of removal cases), drafted legal documents to submit to court and opposing counsel, prepared clients for trial, and presented cases in Immigration Court. As a result of her work, one of her clients has successfully become a Legal Permanent Resident and another was granted prosecutorial discretion.

Ariel Woodard-Stephens Northeastern University School of Law

Throughout her undergraduate career at George Mason, Ms. Woodard-Stephens was very active in her community. She served as the Vice-President of the Student Advisory Committee, the student-athletes governing body. While serving as Vice-President, she spearheaded numerous community service initiatives including Sno Cones 4 School Supplies, a fundraiser to provide school supplies to Title 1 schools (schools with a high percentage of students who qualify for free or reduced lunch), which has become an annual event. Further, Ms. Woodard-Stephens also served in Academics and Student Life Coordinating with the Career Services Office while at George Mason. Programs she executed included resume workshops, business lunch etiquette workshops, and steps for preparing for graduate school. She made sure that her fellow teammates were both academically and professionally prepared. Since enrolling at Northeastern, Ms. Woodard-Stephens has been very active in her local chapter of BLSA as well as at the regional level. In her local chapter, she was elected 1L Co-Chair and is responsible for leading a group of her classmates in the planning of Black History Month events for the chapter. Although she has only been in law school for a few short months, she has participated in all of the community service events that the chapter has held including volunteering at the Dorchester Codman Square Farmer’s Market and walking in the Making Strides for Breast Cancer Walk. She has also tried meeting and networking with Black law students all over the Boston area at other school’s local chapter events. In October, she was the only 1L to travel with regional board members and other local chapter leaders to view the Fisher v. University of Texas case at the Supreme Court in Washington D.C. The only daughter of distinguished Air Force veterans, Ms. Woodard-Stephens has carved out her own piece of the pie and has shown the world what it means to be a shining star!

Her involvement in BLSA has allowed her to serve as Secretary and Historian and attend the RMBLSA Regional Convention where she served as a bailiff for the TMMTC. As an Executive Board member, Ms. Akpan played an active role at board meetings and general meetings, managing advertisements for meetings and events. Further, while serving in this capacity, Ms. Akpan started a mentorship program between BLSA chapter members and San Antonio Black Lawyers Association. She is currently a Research Assistant for St. Mary’s Law Ministry Office where she serves as liturgical coordinator for various services throughout the school year. She most recently worked as Co-Coordinator for San Antonio’s 60th Celebration of Red Mass at San Fernando Cathedral, an evening in which law students, local attorneys, judges and other members of the legal community gather for an annual blessing of the judicial year and legal studies. Anietie is also an Executive Editor for The Scholar: St. Mary’s Law Review on Race and Social Justice. Her comment, “Dark Medicine: How the National Research Act Has Failed to Address Racist Practices in Biomedical Experiments Targeted at the African-American Community” will be published in the forthcoming Volume 11, Issue 3 of the Seattle Journal for Social Justice next spring. She graduates next May and is interested in practicing environmental law, urban planning, and land use.
