HERITAGE ADVISORY SERVICES Conservation planning is an essential part of managing significant heritage sites, particularly where development or change of use is proposed. NBRSARCHITECTURE HERITAGE provide planning advice to a variety of owners of heritage listed properties throughout Australia. These consultancies are undertaken for government and private clients and involve heritage assessment under the 1977 Heritage Act, and include preparation of Conservation Management Plans, Heritage Curtilage Studies and Statements of Heritage Impact. In addition we can prepare Heritage Strategies for government departments, public consultation for large heritage sites and Due Diligence Assessments for corporations.

This expertise is often sought by other consultants to complement their activities, in this way NBRS engage in a range of Creative Partnerships to promote appropriate heritage conservation outcomes. NBRS are also recognised as providing expert evidence in the NSW Land & Environment Court in the field of heritage conservation to resolve disputes between parties and bring a clear assessment of projects for the consideration of the Court.

HERITAGE ADVISORY SERVICES

INTERPRETATION Interpretive planning provides strategies for the presentation of material to interpret former history, uses and events associated with heritage sites. It is a specialized task that involves identifying target audiences, content and can involve a number of different media. NBRS have experience in the preparation of Interpretive strategies for a variety of projects and the integration of other specialist input in achieving successful and creative installations.

Dalton Brothers became so successful that the store had to be replaced in 1860 by a double storey building with an elaborate facade.

This was altered and extended in 1871, and in 1875 an additional building was constructed next to it. A la ran between the two buildings to the large yard at th back. The store was said to be ‘an ornament to the to selling a wide range of products, including groceries, spirits, drapery, furniture, agricultural products and ironmongery.

site began in 1853, when

joined his father, James Dalton senior, at Summerhill near Orange in 1849. After the discovery of gold in Ophir in 1851, he started supplying the miners who flocked to the district with everything they needed. With his brother, Thomas, he set up what would become the largest department store in the area. The brothers also built a flour mill in the 1860s. James and his wife Margaret had 12 children and built their home ‘Duntryleague’ in 1876, named after his birthplace in County Limerick, Ireland. Both James and Thomas Dalton served as mayors of Orange, and the Dalton family became one of the richest and most influential Catholic families in New South Wales.

James Dalton junior opened a small slab and bark store on Summer Street. From the early 1850s, he had run a store in Byng Street with his father, former convict James Dalton senior, and now set out on his own. When his brother Thomas joined him in the early 1850s, they formed a partnership in 1858 trading as ‘Dalton Brothers’. The business was so successful that the first store on this site had to be replaced in 1860 by a double storey building with an elaborate facade.

“Dalton Brothers have lately increased their

already large premises, and everything from a needle to an anchor can be secured at prices never before heard of in this district.” (DALTON BROTHERS, MOLONG ARGUS, 1 MAY 1896, 2)

In 1895, the two buildings were combined into one large store by building over the laneway. This gave the store its unified frontage with a grand central entrance that still exists today. As the largest wholesaler and retailer west of the Blue Mountains, Dalton Brothers became known as ‘the store of the west’. Its success was to a great extent responsible for the development of Orange.

The store later became simply known as the Western Stores. The Western Stores chain operated in several central western NSW towns, including Bathurst, Cowra and Dubbo. In the 1960s, the building was ‘modernised’ with a new façade of metal sheeting.

2019

During the second half of the 20th century the Western Stores became part of the Myer/Grace Bros. retail group. When the Grace Bros. building was incorporated into the Orange City Centre Development in the 1980s, the metal cladding was removed and the original façade partially restored. From 2004, the store was known as Myer. In 2017, Myer ceased operations in Orange. The site was redeveloped by Alceon Group in 2019 to continue the site’s long retail history.

HERITAGE ADVISORY SERVICES

PHOTOGRAPHIC ARCHIVAL RECORDING Photographic archival records are used to document heritage sites before and after development. These are as a resource for future research and a point of reference for future heritage planning. NBRS have carried out many archival records for projects of varying scale to the satisfaction of the relevant consent authorities, in accordance with the NSW Guidelines.

MEASURED DRAWINGS Measured drawings are sometimes required by approval authorities in recordings of the more significant heritage items. NBRS are experienced in providing this service to satisfy statutory authorities. 1

HERITAGE DOCUMENTATION & SITE ADVICE Heritage conservation requires a detailed understanding of the use of traditional materials, building technologies and conservation principles to allow appropriate works to be documented for significant heritage projects. NBRS are able to provide site advice during the construction phase of a project and fulfill the nominated heritage architect role. NBRSARCHITECTURE HERITAGE has demonstrated experience in all of the identified processes of heritage conservation based on recognised principles adopted by government and set out in the Burra Charter. The conservation of a significant site involves detailed research of background historical material, a close understanding of historical processes and an ability to determine appropriate policies and documentation of works. CONSERVATION WORKS SCHEDULE Conservation works schedules involve the detailed examination of the integrity and condition of the building fabric of a heritage place. The schedule includes a methodology for conservation, restoration, repair or replacement of individual building elements and a timeline in which the works should be completed.

Samantha specialises in heritage assessment and documentation of conservation works, providing a range of reports related to the physical and documentary analysis of potential heritage sites at local and state level.

Alice joined NBRS in 2018 with over 23 years experience in heritage management, conservation, adaptive reuse and heritage governance in Western Australia. Alice specialises in adaptive reuse, conservation and heritage management providing direction on projects as lead consultant or sub-consultant in large specialist teams.

Nicole is a professional historian with expertise in public and social history, and cultural heritage interpretation. She has worked as both a museum professional for five years, and consultant historian since 2014.
