Traffic Court • Point System - The traffic point system provides the military services an impartial and uniform administrative device for evaluating driving performance of personnel under their jurisdiction. - Citations must be adjudicated within 5 working days. - Points (depending on the violation) are against the military driving record. - Suspension for up to one year for 12 points within 12 months or failure to appear in traffic court. - Suspension is all military bases within the Southwest Region. - California Vehicle Codes (CVC) is used when issuing a traffic citation on base.
Traffic Court • Extensions and Appeals - Call 556-1652 for Traffic Court extension requests. - Traffic Court hours of operation are as follows: Monday, Wednesday and Friday: 0800-1400 Tuesday and Thursday: 0800-1200 - Failing to appear for court it is an automatic six month suspension. - If personnel are unable to speak to a Traffic Court representative, a message should be left and a representative contact the member promptly. - To appeal a suspension within 15 days of the date of the action, do so in writing, to Commanding Officer, Naval Base San Diego, via the member’s chain of command.

Background: Bed Bugs & NBSD • Do not transmit human disease (not like mosquitoes) • Expensive to manage • Most difficult urban pest to manage – Very common nationwide – Locally became a problem 2010 • Social stigma • Allergic reactions • Max size: ~¼ inch • Lowers morale • Feed at night • Hide everywhere • 1 female 500 eggs (1 month to adult) • Eggs are hard to see • Can survive up to a year Adults and Larvae without a meal

Control Joint effort by NMCSD and NEPMU FIVE Fleet: Managed by NEPMU FIVE • Ship’s medical trained by NEPMU5 to do monthly inspections • AMAL needs necessary pesticides to control bed bugs while afloat [Obtain via Open Purchase] Ashore: Managed by NAVFAC and NMCSD • Complaint-based, facility-requested inspections • Routine inspections not as effective as self-reporting – NAVFAC treats the room, NMCSD then re-inspects – NMCSD inspects 10% of each BQ’s rooms monthly, 20% quarterly – NAVFAC inspects 10% quarterly with dogs Awareness and education are key to 13 Bed Bug management and prevention

This means gates will be manned with the minimum personnel required to man a particular post (Dryside – one armed Sentry, Wetside – two armed Sentries). •Directed Inport Security Plan (DISP) – The DISP directs ships to coordinate AT/FP efforts with Naval Base San Diego to achieve a unified force protection posture. The DISP does not alleviate Commanding Officer responsibility for unit self defense, nor does it impede the direction of action in defense of units. The DISP is designed to supplement shipboard and installation AT Plans. - In accordance with the DISP a SOPA Guardmount is conducted daily at 0900 in Bldg. 150 (EOC). 30 SOPAs have not been attending on a regular basis. While the information is disseminated electronically, FPOs are still required to attend in person.
