TUITION ASSISTANCE (TA) COUNSELING / BRIEFING The TA group counseling session is offered every Thursday at 1130 in Room B102 on a walk-in basis and it lasts approximately 45 minutes. TA counseling once in two years is mandatory and attendees MUST be on time. All Navy service members can do the TA counseling online at

Click on “Navy College Program”, then “Tuition Assistance”, then “Navy Online TA Training for Active Duty”. Submit the certificate to any Navy College Office for clearance in the TA computer system which is good for two years. A degree plan or education plan from the school must also be submitted to Navy College (catalog printout that lists the courses required is acceptable) and can be changed anytime. Limit to 1 to 2 pages – computer cannot upload more than 2 pages. The school must be regionally or nationally accredited to use TA. Schools that are approved by a State Department of Education but not regionally or nationally accredited by the US Department of Education are not eligible for TA.

Navy College Program for Afloat College Education (NCPACE) NCPACE is a part of the Navy College Program and provides both academic skills and college (undergraduate and graduate) courses. All courses are offered by colleges and universities accredited by an accrediting agency recognized by the Department of Education and are regionally accredited. NCPACE courses, including academic skills courses, are provided to Sailors tuition-free. Academic Skills instructional materials are provided at no cost; however, Sailors must pay the cost associated with their college textbooks and other educational materials. Courses are taught via technology (cd-rom, PDA and Palm Pilot) and by traditional classroom instruction. All undergraduate courses are from institutions with Servicemembers Opportunity College - Navy (SOCNAV) affiliation ensuring Sailors the opportunity to transfer credits and complete degrees.
VEC phone is (877) 838-1659. The Electronic Tuition Assistance (WebTA or eTA) is the primary method for processing TA. Go to NKO or https://eta.cnet.navy.mil. Either CAC card or NKO log-in can be used. Must have the authorizing official's email address ready (CO, ESO, Division Officer, Chief, PS, etc). TA briefing once in two years is needed.

SMART TRANSCRIPTS AND EDUCATIONAL COUNSELING Via NKO or https://smart.navy.mil Education Counselors are available to help and assist with your education path. The online DANTES distancelearning degree catalog of regionally accredited colleges is available at

SMART transcripts are available through NKO and https://smart.navy.mil. The schools determine if they will give college credits for military training and courses. Also helps with resume.

Schedule with Navy College about starting the Program which is available year-round. Sea-going UICS 2 and 4 and also the IAs are eligible.
USMAP (Apprenticeship Program) https://usmap.cnet.navy.mil Service members can earn the Completion Certificate by logging in their work hours online to be certified by their supervisor. USMAP is registered with the Department of Labor and helps with civilian employment.

ASVAB PREPARATION This course is offered monthly - four Thursday nights per month from 1700 - 2000. The cost is $140

CONVERSATIONAL SPANISH This course is offered monthly - four Wednesday afternoons per month from 1500-1700. The cost is $75 out-of-pocket payable on the first night. This is not for college credit.
DLPT, DLAB and OPI (Language Exams) DLPT and DLAB are administered on Tuesday and Thursday. Doors open at 0730. Email the TCO at nco.sdiegotesting@navy.mil.
GRE and GMAT Reimbursement Both GRE and GMAT are reimbursable one-time either or. Bring the official score report and payment receipt or proof to Navy College.
GED and Pre-GED The Pre-GED exams are administered on the 2nd Wednesday of each month @ 0800. E-mail the TCO to schedule an appointment nco.sdiegotesting@navy.mil. GED’s are administered at Navy College Coronado.
SAT and ACT ACT exams are administered on 1st Wednesday of the month at 0730. SAT exams are administered on 3rd Wednesday of the month at 0730. One ACT or SAT fee is paid by military for examinees. Currently the retake cost for SAT is $49 and ACT is $34.00 checks and money orders only accepted. SAT stops in July and restarts in October. ACT is administered year-round.
