New Zealand Nurses Fight Calls to Turn Patients Away New Zealand nurses are continuing their fight to close the health gap on the eve of International Nurses Day. This year’s theme Closing the Gap – increasing access and equality – has taken on new meaning after a New Zealand doctor called for emergency departments to turn away people with non-urgent conditions. Hospitals’ advisory committee member Dr Branko Sijnja said the Southern District Health Board may “need to have the guts to turn them away” in a bid to decrease emergency department waiting times at Dunedin Hospital. The New Zealand Nurses Organisation has attacked Dr Sijnja’s comments. NZNO professional nursing advisor Suzanne Rolls said it was unsafe and unethical to send patients away from emergency departments untreated. “There are many reasons why people present at the emergency department,” she said.

Nurses Survey to Tackle Workforce Issues Nurses are being encouraged to complete a workplace survey in a bid to address Australia’s nursing workforce shortage. The Australian Nursing Federation is conducting an online survey to canvass opinion on employment issues facing nurses at work. An ANF spokesperson said nurses are being asked to take part in the survey about attitudes to work and experiences in the workplace.
The results will be used to help counter-attack issues surrounding attracting and retaining nurses, which is impacting on the nation’s workforce shortfall. The results will be used to help counterattack issues surrounding attracting and retaining nurses, which is impacting on the nation’s workforce shortfall. “Nurses are encouraged to complete the survey as the results will assist in developing solutions to the increasing difficulties in attracting and retaining people in the nursing profession,” the spokesperson said. The survey asks a range of workforce questions including whether nurses are likely to leave the profession, working hours, whether nurses are employed in multiple jobs and whether workers are satisfied in their jobs. Figures from the Australian Health Practitioner Regulation Agency show there are 331,376 registered nurses and midwives in Australia. www.ncah.com.au
The survey comes as the Australian College of Midwives recently stated Australia was around 2000 midwives short, in line with a global shortfall estimated at 350,000 midwives. The ANF survey is being conducted through Monash University’s Department of Management. The results are expected later this year. A recent online union survey of New Zealand nurses found more than 40 percent of young nurses were struggling with the emotional challenges of their job. Healing the hidden wounds by Belinda Smart With many Queenslanders still getting to grips with the devastation of the floods of earlier this year, psychologist Nadine Hamilton talks to NCAH about her profession’s contribution to the recovery process. As people weighed the cost of the catastrophic deluge that engulfed much of Queensland in early 2011, the first emotion to kick in was undoubtedly that of survival; protecting home, loved ones and self from danger and, where that protection fell short, administering much needed medical first aid. But for psychologists such as Nadine Hamilton, owner and principle of psychology practice Life Resolutions Oxenford, Queensland, beyond the work of emergency workers, doctors, nurses and other health professionals, the principles of “psychological first aid” were just as vital to optimising outcomes in the wake of the floods. “The aims of psychological first aid are to reduce initial levels of stress, promote the ability to cope, and facilitate recovery,” Hamilton says. In addition, psychological support includes responses that are compassionate, caring, and human; providing basic support through common sense principles; focusing on basic comfort, connection to necessary levels of support and practical needs. Delivery of support comes in various forms. “Dependent on the situation and nature of the incident, support can be delivered immediately at the time of crisis in a group session such as debriefing, or individually. Some people may prefer to seek treatment following the event with a qualified professional on an individual basis, as generally this is more specific and www.ncah.com.au
identifies issues pertaining to that individual, as opposed to ‘generic’ issues that may be raised and discussed in group sessions. Therefore treatment can be tailored to suit the individual.” Psychological support was also necessary for ‘non-victims’ of the flooding such as emergency services workers, nurses, doctors and others in dealing with the stress and anxiety of the floods, Hamilton confirms. “Psychological support is necessary for everyone who may have been impacted by the devastation caused by these disasters. People handle things differently, and even for those people who have not been directly affected, it can still have an impact. Not only did we see the physical devastation caused to homes, buildings, roads, and the environment, but there are also the things we couldn’t directly see, such as the potential psychological distress arising from loss, grief, financial concerns, disease, and so on.” Immediately after the flooding the Life Resolutions network offered free telephone counselling sessions, alongside a host of other agents offering different forms of support. But while psychological first aid is typically most important in the immediate aftermath of a disaster, many cases require a longer term response, Hamilton says. “I believe for some people the level of urgency may subside over time as things start to return to some level of normalcy, and thus they may not require such immediate interventions. However, for others, the reality of the impact of what has happened can be more severe, and they may require continued interventions.”
Hamilton believes continued support, acknowledgement, and understanding will be important to Queenslanders for some time, particularly those still trying to cope with the magnitude of what has happened. “Many people lost their homes, family members, and friends, and people may still be experiencing varying levels of grief, which could last for some time. Perhaps one of the most important things is to be respectful of others and mindful that just because some may have ‘moved on’ from this experience, many will be suffering for some time.” Many people lost their homes, family members, and friends, and people may still be experiencing varying levels of grief which could last for some time. In many cases, techniques from positive psychology can be beneficial, she says, including identifying and drawing on personal strengths, making a “gratitude list”
of the things to be thankful for, and being encouraged to acknowledge good things when they do happen. But above all, human beings’ ability to go “above and beyond” to help others in times of crisis can be a valuable healing agent in its own right, Hamilton says. “There have been many reports of ‘good Samaritans’ who have stepped in to help complete strangers throughout these tragedies. These kinds of stories go so way to help restore faith in human beings, and the heart-warming way in which people have come together to help others in their time of need. This type of support reinforces that good things can come out of bad situations.” Life Resolutions is a leading private network of professional psychology practices. Established in 2001, the network includes a number of local practices across Victoria, New South Wales and Queensland.

Allied health could bear brunt of private health reform Plans to means-test the private health insurance rebate have come under fire from allied health professions. There are concerns the Federal Government’s budget measure to phase out the 30 percent rebate for singles earning $75,000 or more a year, or couples earning more than $150,000, could have a negative impact on allied health providers, from dietitians to occupational therapists. Research shows 1.6 million Australians could drop their private health cover within five years under the plan, creating increased pressure on the public health system. 1.6 Million Australians could drop their private health cover within five years under the plan. Dietitians Association of Australia CEO Claire Hewat said if widespread numbers stop taking private cover or drop their levels to save money, it could impact on both the private and the public health systems along with the entire community. “This could potentially impact dietitians in the private sector in terms of their business and could impact on public sector dietitians in the form of longer waiting times,” she said. “If private practice dietitians cannot afford to continue to provide services this will not be good for Australians struggling with obesity and chronic disease issues.” Ms Hewat labelled the current system “inequitable” and said the proposed system was no better. “Australians should not have to rely on paying private health insurance to access the range www.ncah.com.au
Ms Claire Hewat of health professionals they need – as always those who need it least are likely to be the ones most able to afford the care,” she said. “If the Medicare system and the private rebate systems were more equitable and designed to provide access to the right practitioner, at the right time, in the right place, based on the evidence of most clinically and cost effective treatment rather than on who provides it, then those who need the care most might have a chance of getting it. “This is the kind of major reform we need.” For more news and resource articles plus thousands of jobs and courses for nurses and allied health professionals, visit www.ncah.com.au Copyright NCAH

ACMHN CEO Kim Ryan said the government needed an integrated strategy to ensure the workforce was equipped to deliver on the budget’s mental health investment. ... the government (needs) to ensure the workforce is equipped to deliver on the budget’s mental health investment. “It is crucial to identify where additional health professionals and other mental health workers will come from and to upskill the current workforce to deliver the new services,” she said. “Attracting and retaining nurses and other health professionals in the disadvantaged areas being targeted by this investment will be a challenge and we look forward to working with the government on these workforce issues.” The government announced a range of measures targeting communities in need and the early detection of mental health issues. adults, $220 million for primary care and $32 million for the establishment of the National Mental Health Commission. The government has also announced plans to introduce mental health checks for threeyear-olds. Meanwhile, the Australian Nursing Federation hopes next year’s budget will address the wages gap and related shortage of nurses and assistants in nursing. “We acknowledge the Productivity Commission will bring down its final report into aged care in June and that it will be then up to the Federal Government to fix aged care in budget 2012,” ANF assistant federal secretary Yvonne Chaperon said. Sydney man wins top nurse award
Winners: Zena Coffey, Paul Esplin and Amanda Klahr. A nurse who works with homeless people on the streets of Sydney has been awarded the Nurse of the Year in the 2011 HESTA Australian Nursing Awards. The Michael Project nurse for Medibeat, a Mission Australian program run in partnership with the St Vincent’s Hospital Homeless Health Service, received the award on the anniversary of Florence Nightingale’s birthday at a gala awards ceremony in Melbourne. Mr Esplin has spent the past four years working with clients on the street – in laneways, parks, drop-in centres and crisis accommodation. His role ranges from checking clients’ health and ensuring their basic needs are met to arranging medical appointments and referrals, and dealing with guardianship and court matters. Mr Esplin said some clients had been homeless for 30 or 40 years. “They have very complex needs and organisations don’t always know what to do with them,” he said. www.ncah.com.au
“These clients don’t have the right forms or fit into services’ criteria. Some are illiterate, often without a valid Medicare card, and they need a lot of help to get through this to reach a better, healthier place in their lives.” Mr Esplin took home $10,000 in travel and education grants for taking out the top prize. The Innovation in Nursing Award was presented to The Geriatric Flying Squad, from War Memorial Hospital in New South Wales for its work with elderly patients who are struggling to live at home. The Graduate Nurse of the Year award was presented to Zena Coffey from Austin Health in Victoria, for her dedicated work in palliative care. HESTA CEO Anne-Marie Corboy said more than 480 people had been nominated for this year’s awards. “The HESTA Australian Nursing Awards highlight three extraordinary nurses but they are also a tribute to the many thousands of nurses engaged in lifesaving work every day,” she said. Queensland nurse awarded Florence Nightingale medal
Noela Davies in Northern Liberia. A Queensland nurse has been awarded nursing’s highest international honour for her work with the Red Cross abroad. Noela Davies is one of 39 nurses from 19 countries awarded the Florence Nightingale Medal this year. The International Committee of the Red Cross biennial award recognises exceptional courage and devotion to victims of armed conflict or natural disaster. Ms Davies, a registered nurse and midwife, has worked for the Red Cross in conflict zones around the world, including Afghanistan, Ethiopia, Kenya, Kyrgyzstan, Liberia and North Darfur in Sudan. Now based in Mt Isa as the service development manager of primary health care for the Royal Flying Doctors, Ms Davies said the award was recognition of all nurses working abroad. “I am obviously appreciative and quite humbled by it…I think it’s something noble to reflect the good work that nurses do overseas.” Ms Davies said she had experienced countless memorable moments in her 11 years of aid work, including helping a woman www.ncah.com.au
deliver her baby in the back of a World War Two DC-3 aircraft while on mission in Sudan. “That was back in 2007, I was new to the job and I think that was the first day of flying on the plane,” she said. “We loaded this lady onto the plane…and just before we closed up she was pushing. The two pilots and myself delivered this baby.” Ms Davies encouraged other nurses to venture into aid work overseas or in rural and remote parts of Australia. “Every mission is different and every country is different. No two jobs and countries are ever the same,” she said. “It’s my passion. It’s a job that I love and it’s part of me.” Australian Red Cross head of international programs Donna McSkimming said medal recipients epitomise all the principles for which the Red Cross stands, including humanity, impartiality and neutrality. “Noela is a credit to Australian nursing; an ordinary Australian who has made an extraordinary contribution,” she said.
