“We must show Washington bureaucrats that there is an army of cattle producers across this country that will hold them accountable for their actions.” - Colin Woodall, NCBA Chief Executive Officer
How to become a Top Hand
r
REPEAT STEPS 1-4
Top Hand status is earned by recruiting 3 members between Oct 1 2019-Sept 30 2020
d
Dear Valued Member, Thank you for your interest in the Top Hand program. As cattlemen, we know the value of building a strong community, whether helping a neighbor build a fence, working with others on the fair board, branding calves in the spring, or growing our unified voice as NCBA members. By recruiting those around you to NCBA, we increase the volume of voice that NCBA is able to have on Capitol Hill. NCBA fights for your values daily in Washington D.C., so you don’t have to worry and you can focus on tending to your herd and feeding the world high quality beef. We appreciate your commitment to the organization. Please do not hesitate to reach out for recruitment assistance or materials.

Recruitment Tips and Tricks Don’t be afraid to ask!
“Are you a current NCBA member?” If not, ask their reasoning. If you never ask, you’ll never know. When talking with a potential member, have an application on hand so that they can fill one out right then. This guide has two membership applications enclosed. Offer to mail their completed membership application for them.
3. Get their contact information. And follow up!
Having a phone number and address makes it easier to follow up with a potential member to see if they have any additional questions. Encourage them to join if they have not done so already.
4. Use your community.
Is your neighbor a member? Have you asked your vet? Asking those around you ensures a common thread to get the conversation started.
5. Don’t be afraid of the tough questions.
Tough questions mean they are interested and listening. On the next page are just a few of the many things our team is focusing on in Washington D.C.
6. There’s no such thing as a free lunch.
Remind them that even during sunny days in the beef industry political climate, that having an expert lobbying team in Washington D.C. is essential. Serving as the trusted leader and definitive voice of the beef industry isn’t a free NCBA service and we need every producer’s support to continue this crucial effort.
Then go get those boots on the ground!

Fake Meat
e ng O ur H
Build on successful regulatory framework to ensure appropriate oversight and labeling of lab-grown fake meat, advance legislative and regulatory efforts to end deceptive labeling of plant-based fake meat, and continue to push back on false health and environmental claims that disparage beef’s good name.
Trade and Market Access Ensure implementation of Japan and EU trade deals, USMCA, and Phase 1 China deal, while continuing to grow and expand access for U.S. beef in key markets (China, European Union, United Kingdom).
Climate Policy •
Continue to push back against misguided climate policies while advancing the U.S. cattle industry’s tremendous environmental record; upholding the U.S. cattle industry as the global model for sustainable beef production.
Cattle Markets •
Promote policy that creates markets free from unfair practices and manipulation both in the fundamental markets and the cattle futures markets.
•
Maintain free and safe market principles and continue to fight against policy that would create a market environment riddled with unneeded government mandates which aren’t backed by data.
Regulatory Reform: Implementation and Defense •
Aggressively pursue final rules in key regulatory issues and defend our wins: ◊ ◊ ◊ ◊ ◊

Top Hand Rules & Guidelines The Top Hand year runs from October 1, 2019 – September 30, 2020 Recruit just three members and then two each subsequent year to be a member of this elite club. 1.
Top Hand members must have a personal NCBA membership—cannot be an Affiliate Organization membership.
2.
Recruiters whose NCBA memberships have dropped on or before September 30 of the qualifying year will not be eligible for Top Hand Club awards.
3.
All applications received from a new member that list a recruiter will stand as final.
4.
If a recruiter was not listed on the application, a recruiter can be added up to 30 days after the recruited member’s join date. No recruiters will be added after September 30 of the qualifying year.
5.
Recruiters may receive credit for a member that they have recruited in previous years only if that member rejoined 12 or more months after their official membership drop date. Please encourage recruits to renew their memberships.
6.
In order for a recruiter to receive credit for a member who joins via a direct mail campaign application, the recruiter’s name must be listed on that application upon arrival at the NCBA office. Recruiters may not be assigned to direct mail applications that have been returned to state affiliate offices.
*Top Hand Club Member must maintain NCBA Membership from Oct 1 - Sept 30 to be eligible for awards.
7.
The Top Hand update reports will be compiled once monthly and will be posted on NCBA.org on the Top Hand page.
