Dear NCCVT Community,
Another school year has come to an end, and we are thrilled to share some highlights with you in this annual report. While this report is far from a complete listing of all of the accomplishments of our students and staff, it does represent our mission to provide unparalleled career and technical education combined with rigorous academic subjects to enable all students to reach their potential and to support our state and regional economies. We are proud to be the largest provider of CTE in Delaware, educating more than 4,700 students in grades 9-12 and 1,200 adult learners - with enrollment steadily increasing the past several years.
This year, NCCVT saw 1,059 graduates cross the stage at Commencement exercises. Among them were college-bound students, scholarship winners, students entering the workforce and apprenticeship programs, and young men and women enlisting in the Armed Forces. Students received full scholarships to such prestigious institutions as Williamson College of the Trades, University of New Haven, and Johns Hopkins University. For the first time, some of the students entering the workforce are joining Nemours Children’s Health, thanks to the partnership established by Nemours and NCCVT two years ago.
This school year, we celebrated the news that all eight of NCCVT’s construction trade career areas are now registered pre-apprenticeship programs with the State of Delaware, providing students in these programs with opportunities for industry-aligned training, multiple certifications, and advanced placement into NCCVT’s Adult Education Apprenticeship program after graduation.
And of course, we broke ground on a new state-of-the-art Hodgson Vocational Technical High School, which we expect to open in time for the 2026-2027 school year.

Congratulations to the graduates of NCCVT’s Adult Education Division!

80 graduates ranging in age from 16-36 graduated from Groves this year. They are now going into the military, onto postsecondary education, into apprenticeships, the Delaware Skills Center, or going right to work full-time.
GEDProgram
29 students earned their GED ranging in age from 17-49 successfully completed all four sections of the GED. Three students have already enrolled in Del Tech, five students will continue in the Delaware Skills Center or Apprenticeship programs, and several have already received promotions at their workplaces or are starting new jobs.

128 students ranging in age from 18-68 were enrolled in the ELL program.
DelawareSkillsCenter
DSC offers rapid workforce training and job placement assistance in Welding, Carpentry, Electrical, HVAC, Plumbing, Commercial Driver's License, Licensed Practical Nursing, Certified Nursing Assistant, and Computer Network Support. More than 300 students successfully completed training this year with a 91% job placement rate.
Apprenticeship
A total of 1,200 students were enrolled in 26 independent merit and union apprenticeship and technical training programs, and approximately 300 students graduated in the 2023/2024 school year.
The Adult Education Division of the New Castle County Vocational Technical School District offers a wide range of academic and career programing:

· Academic Programing (James H. Groves High School, basic skills and GED® preparation, and English as a Second Language)
SuperstarinEducation... again!
Great news! For the second year in a row, Delaware Skills Center has been named a Superstar in Education by the Delaware State Chamber of Commerce. DSC's Electrical Training Program has been named the Independent Training/Certificate Provider Winner for 2024. This comes after Hodgson Vo Tech was named a Superstar in 2022 for the ACE Mentoring program.
The Superstars in Education program is sponsored by the Delaware State Chamber of Commerce to recognize innovative workforce development initiatives. This year, Delaware Skills Center was named the top Independent Training and Certificate provider.
The Delaware Skills Center's Electrical Training Program, the most popular of their many skilled trade offerings, caters to a limited enrollment of 30 individuals per year. This carefully designed 12-week program emphasizes hands-on experience and technical skills essential for entry-level positions in the electrical field. Utilizing the National Center for Construction Education Research and Development’s curriculum approved for Delaware's Apprenticeship Program, participants gain proficiency in electrical systems wiring and installations as well as important interpersonal skills. Hodgson Vo Tech recent graduate Maiss Hussein was a repeat champion at the Poetry Out Loud competition!
As the 2024 Poetry Out Loud Delaware State Champion, Maiss was awarded $200 and the opportunity to compete at the National Finals in Washington, D.C., and Hodgson will receive a $500 stipend for the acquisition of poetry materials. The Poetry Out Loud state competition, presented by the Delaware Division of the Arts in collaboration with the National Endowment for the Arts and the Poetry Foundation, serves as a pivotal platform encouraging high school students to delve into great poetry through memorization, performance, and spirited competition.

On a wet, blustery day in late September, construction on the new Hodgson Vocational Technical School officially began. Hodgson Vo Tech was originally constructed as a shared-time school. It is now a stand-alone school with an enrollment of more than 1,100 students, 16 career areas, 16 varsity sports, and 14 clubs. In order to continue to provide unparalleled opportunities for current and future students, NCCVT is constructing a new, state-of-the-art 286,896 square foot school on the current site of the playing fields.
The CTE shops are at the forefront of all design components and are highly visible throughout the building. In addition to the career areas, the building features a gymnasium, a theater, and secure interior courtyards. The building is also designed to accommodate future program spaces as the demand is recognized.
The new Hodgson is the first school project to participate in the State’s Disadvantaged Business Enterprise pilot program, giving opportunities to minority- and women-owned businesses throughout the state to bid on and win contracts for portions of the construction. In addition, students from NCCVT schools have opportunities to participate in multiple phases of construction through the District’s cooperative employment program.

Any changes or additions to our career program areas are carefully considered and take into account the needs of our community and region, both now and in the future. Other considerations include available certifications, business partners, cooperative employment opportunities, and potential for jobs and/or continued education after graduation.

Dr. Justin Comegys has been approved to serve as Principal of St. Georges Technical High School. Dr. Comegys has served as Principal at Delcastle since 2022, but his tenure with the District goes back to 2014 when he was hired as a social studies teacher at St. Georges. After serving as a teacher, instructional specialist, and acting assistant principal in NCCVT, Dr. Comegys spent two years as an assistant principal in the Appoquinimink School District before returning to NCCVT as Assistant Principal at Delcastle in January 2021. Dr. Comegys earned both his master's and doctorate from Wilmington University and a bachelor’s degree from the University of Delaware.
Mr. John Greenly will succeed Dr. Comegys as Principal of Delcastle Technical High School. An educator since 1997, Mr. Greenly taught in the Colonial District for 14 years before becoming Student Advisor at William Penn High School. In 2013, he was named Assistant Principal at Howard High School of Technology, where he worked for eight years before assuming the same role at Delcastle in 2021. He earned his bachelor’s degree from the University of Delaware and a master’s from Wilmington University.
As a result of these changes, and in the best interest of serving the entire District with highly qualified educational leaders, the following administrative teams will be in place for the 20242025 school year.

NCCVT Driver Trainer Dan Edwards and Boulden Buses' Robin Dawson, who drives students to and from St. Georges, each won first place in their divisions in the Delaware School Bus Roadeo in April, earning them the opportunity to compete in School Bus Driver International Safety Competition at the end of June.

As part of our ongoing commitment to ensuring the safety of our students and staff, NCCVT moved to a new Visitor Management system called Raptor this year. Raptor scans a visitor's ID and compares the information to a registered sex offender database In the event of a match, Raptor alerts school personnel immediately so our staff can take action to prevent the visitor from entering Once an ID is cleared, the system produces a visitor badge that includes a photo, name, date, time, and purpose of the visit.
