Happy 2025!
As we enter this new year, I am excited about the opportunities ahead for our members. I want to express my heartfelt gratitude for the warm welcome I’ve received as I step into my new role as President & CEO here at the Fortuna Chamber.
With over 20 years of experience in small business, I understand the common challenges business owners face and am committed to helping our members find solutions that support their growth and success. My vision is for all of us to collaborate in making Fortuna a destination people love to visit and return to time and again. One way we can make a lasting impact is by teaching our children the value of shopping local. While it may sometimes cost a little more, these are the businesses that consistently support our schools, nonprofits, and
community fundraisers. By prioritizing local businesses, we not only invest in their success but also in the future of our community.
I encourage you to step into a business you’ve never visited before—you might be surprised by the treasures you find. Even if you’re unable to shop at that moment, sharing your discoveries with friends can help spread the word and support our local economy.

Welcome New Members
Fortuna City Manager
My name is Amy Nilsen, and I have been appointed by the Fortuna City Council to serve as the Fortuna City Manager. While I have spent most of my life in local government, many of you may not be familiar with me. My family is originally from Wisconsin, but I have lived in Humboldt County for most of my life. I graduated from Eureka High School and CalPoly Humboldt, and I have furthered my education through master’s programs in Public and Business Administration.
I had a career spanning more than 20 years with the County of Humboldt, serving in various capacities from Analyst to County Administrative Officer, the top appointed official in the County. During my tenure, our office worked diligently to stabilize the county’s pension fund, successfully pass ballot measures, and broaden the County’s strategic framework to include clearly defined goals, strategies, and performance measures. These efforts earned multiple awards from the California State Association of Counties and the Government Finance Officers Association.
I left the County in 2021, and my husband of 19 years and I purchased Tomaso’s Distributing, a longtime local food and beverage distribution company. I also had the opportunity to return to the County to assist with the Rio Dell earthquake recovery efforts and contribute to climate resilience initiatives. In addition, I have volunteered for the past three years on Providence’s Community Board, and
heading into 2025, I will serve as the Vice-Chair of the Community Board.
I have two teenage sons who attend Eureka High School, as well as a French Bulldog, a cat, and a goldfish. In my spare time, I enjoy Pilates, playing golf, and playing Pickleball with my family and friends.
Throughout my career, I’ve worked to develop effective solutions to real-world problems. By listening to the needs of my community and collaborating with stakeholders at all levels, I’ve been able to drive positive change.
Fortuna has a strong foundation and a wonderful team of people already in place. There is so much opportunity here to grow and expand, and I’m excited to see where we can go, together.
Member Spotlight
A Synopsis of Horizon Business Products’ History
Horizon Business Products was started as the first of three partnerships by Diana LaVen on October 1, 1979. Diana and partner, Cathy Grooms made copies, did secretarial work, had an answering service for a couple of local businesses and closed the store for an hour at lunchtime. That partnership broke up in 1981.
Diana then formed a second partnership with Kris Peterson and moved the business to a second location where they made copies, did bookkeeping and secretarial work, and continued the answering service. A cigar box was used for cash. This second partnership broke up in 1984.
Diana continued the business at that second location for another three years with the help of an employee. Diana began selling printing, such as business cards and forms. The business also began to expand into office supplies, mainly pens at first because of limited space. A cash register was purchased. We had a few customers doing business on account. Books were kept by hand. After three more years (a total of six in this location) the business moved to a third location.
Office supplies took over the main focus of the business, but word processing was still an important profit center. A fax machine was purchased. A pointof-sale computer system was installed. Accounts receivables were now done on the computer. A Risograph machine was purchased so that we could print large quantity jobs at a lower price. The store started staying open on Saturdays. The store thrived in this location
After six years the store moved to its fourth location by Green’s Pharmacy. Diana took on a third business partner, Yvonne Apodaca. Loene Gossett came to work a month after that move. The store continued to increase the number of customers and accounts. A color copy machine was added and a delivery van.
Diana broke up her third partnership in October of 2001. Diana sold the store to Loene and retired on April 30, 2010.

Five years into her tenure as owner, on January 28th, 2015, the historic Star Hotel building burned to the ground los-
ing Horizon Business Products, along with four other businesses. We lost everything, including the store cat, Gidget, (a city icon, beloved by many), Horizon Business Products started back up within a week in a new location thanks to the hard work of its employees. Valuable assistance was received from Umpqua Bank, the Fortuna United Methodist Church, Ed Tanferany, Fortuna Fabrics, Rick & JoAnne Center and many more individuals and businesses. Others generously held a “Fortuna Strong” fundraising dinner to help rebuild the 5 businesses. While the loss was devastating, the support from our community was an amazing thing to experience. With our community and families help, like the phoenix, we rose from the ashes.
Horizon Business Products has been on the move, adapting, for 45 years. We have been proud to serve the Eel River Valley through thick and thin. Our business is affected by the slow economy along with so many other local businesses. We at Horizon Business Products will work hard to serve the community and hope for many more years here in the Eel River Valley.
Enhancing Community Safety Through Partnerships
As Chief of Police, I am reminded daily of the essential role partnerships play in keeping our community safe. Public safety is not the responsibility of the police department alone— it requires collaboration with residents, businesses, and local organizations to build a stronger, more resilient Fortuna.
One of the most significant ways we foster this collaboration is through our community outreach initiatives. Whether it is our School Resource Officer programs, Explorer program, or our participation in events like the Every 15 Minutes program, these efforts create opportunities for meaningful engagement. They allow us to listen to your concerns, build trust, and work together toward shared goals.
Another critical aspect of public safety is addressing issues that impact our local economy, such as theft and vandalism. Businesses are the backbone of Fortuna, and protecting them is a top priority for the police department. To that end, I am excited to announce the tentative launch of a new Business Liaison Program in February or March of 2025.
This program will establish regular town hall-style meetings designed to bring the police department and local business owners together monthly. These meetings will provide a platform for open dialogue, where we can share updates, gather input, and collaborate on solutions to improve safety and service initiatives. The goal is to strengthen relationships and ensure that we are addressing the unique needs of our business community.
To keep our businesses informed about this new program, we will be utilizing our strong partnership with the Fortuna Chamber of Commerce and our social media platforms to schedule these collaborative meetings. We will provide regular updates and ensure that every business owner has an opportunity to participate and contribute to the program’s success.
We believe that this initiative will not only enhance communication and trust but also lead to practical, proactive strategies to protect and care for local businesses. Together, we can work toward a safer and more thriving Fortuna.
