The end of the summer was marked by enforcement of a new set of restrictive measures by the USA directed against Russia. According to notions by authors of the sanctions and opinions of experts, these measures will affect access of the Russian state-owned companies to key technologies for national security, affecting Russia's oil and gas sector. It can’t be said that our country is facing this continual series of restrictions for the first time. A similar case took place half a century ago, when the United States blocked the USSR’s access to its technologies, which our country greatly needed. That time inventive Soviet intelligence officers borrowed secret industrial developments, and smart Soviet scientists quickly adapted them to industrial realities of the Soviet Union. Eventually, developers of the sanctions were most affected. The Americans grasped the historical lesson and this time they will not be limited to technologies alone. Already by the end of this year, there may be enforcement of the second set of restrictive measures. It includes prohibition on investments in large energy projects with Russian shares both in the country and abroad. This means that any business with Russia falls into the risk category. The study conducted by Skolkovo noted that the 2014 – 2017 sectoral sanctions were aimed at “slow suffocation” of the Russian oil and gas sector. However, oil and gas in Russia is not business for the average, but giants who have immense technological and resource capacities.

Therefore, NOVATEK tactically got around the sanctions, regardlessly launching the YamalLNG project. That is why in the foreseeable future large companies will maintain and even increase hydrocarbon production. But after 10 years, the developed fields will begin to exhaust their resources, and the technologies will become extremely outdated. The authors of the same official report note that after 2025 production will become extremely problematic. Despite the optimism demonstrated by the authorities, the impact of sanctions on the overall state of the Russian economy is difficult to deny: the falling ruble, rising taxes, unreasonable reforms designed to “save” the situation at the expense of the most vulnerable groups of the population… While the Head of the Ministry of Energy is ironic about falling of the national currency, thousands of people are out on squares in protest against the most unreasonable reforms. However, this is not customary to mention, since we are a polite society, we won’t. Meanwhile, in September, the laying of the Nord Stream-2 pipelines was started in Finland, a little earlier Gazprom began to design construction of the Power of Siberia-3 main gas pipelines, the lines of which will be drawn from the Far East to China, and the company is working on a project to build a gas pipeline to supply Russian gas to South Korea through North Korea. Construction of the Turkish stream started much earlier. Therefore, this gas transmission blasting development was of course reasonable. As recent events show, which include international forums and meetings of the Heads of States and companies, Russian gas is actively interested in all parts of the world. Therefore, about the issue of the magazine which you hold in your hands, we decided to devote to issues relating to gas resources, information on reserves, extraction, development, transportation and even processing which is extremely optimistic. NORD STREAM-2 HAS PASSED THE POINT OF NO RETURN Denis Savosin
On September 5, 2018, the Solitaire Pipe-Laying Vessel started installation of the Nord Stream-2 main gas pipeline in the Gulf of Finland. Prior to pipelaying operations the pipe-lay ship was re‑equiped and tested for compliance with strict project requirements. On September 4, the pipe-laying vessel was already drifting in the Gulf of Finland near the Helsinki port. Use of the vessel operating without anchoring provides enhanced security in the Gulf of Finland, which is characterized by heavy vessel traffic. The Solitaire is actively used in pipe-laying worldwide It will perform pipe-laying operations seven days a week on a round-the-clock basis. For maintenance of the required volume of pipes transport ships will deliver 12 meters long pipes weighing 24 tons to the pipe-laying vessel from the nearest logistic center – Kotka town or Khanko town. Pipes are welded together onboard, welded joints are tested, then the gas pipeline is moved down to the sea bottom. Before and after pipe-laying operations a research vessel surveys the sea bottom for the pipeline exact location. The Solitaire is the first of three Аllseas vessels, which will take part in construction of offshore sections of the Nord Stream-2 main gas pipeline. The Nord Stream-2 Project Operator signed an agreement with Allseas in April 2017. Two another pipe-laying vessels are the giant Pioneering Spiritand the smaller Audacia. Although Denmark had not given authorization for gas pipeline installation in its territorial waters, Nord Stream-2 started pipe-laying operations. In Germany the Castoro Pipe-Laying Vessel set about preconstruction activities for the Nord Stream-2 main gas pipeline installation in the shallows of the Greifswald Gulf. Pre-construction activities for Nord Stream-2 installation were also started in the Kurgalsky Reserve in Russia. The Nord Stream-2 main gas pipeline will be laid along the Baltic Sea bottom almost copying the Nord Stream track. The Nord Stream-2 main pipeline length is more than 1.2 ths. km, discharge capacity of 2 lines is 55 mlrd m3 of gas per year. The project cost accounts for 9.5 mlrd EUR and will not be changed regardless Denmark decision. The Nord Stream-2 main pipeline is scheduled for commissioning in the end of 2019.

Japan is interested in Yamal LNG NOVATEK and Japan Oil, Gas and Metals National Corporation (JOGMEC) signed a Memorandum of Understanding on September 10, 2018. This document sets out intentions of the companies to explore opportunities for cooperation on the Yamal and the Gydan peninsulas. In particular, this is the Arctic LNG 2 project, which provides construction of the second NOVATEK plant for LNG production. Also, we are talking about a regular transport connection along the Northern Sea Route for LNG supplies to the markets of the AsiaPacific Region. Taking into account Japan's needs for LNG, Russian projects in this direction are very interesting to this country. In the Sakhalin-2 project, Japan is represented by two companies: Mitsui (12.5%) and Mitsubishi (10%), and plans to build the third line of the plant, which will increase its capacity by another 5 million tons. The Japanese companies supplied equipment and provided construction workers for the first LNG plant. But participation in the Arctic LNG-2 can be more profound. having looked at the economic efficiency of the Yamal LNG project, promised the government's assistance for companies participating in LNG projects in Russia.
Gas sale Gazprom Export will start auctions for gas exports to Europe from September 17, 2018. Trading sessions will be held: from September 17 to October 30, 2018, for gas supplies to Germany in October; from October 17 to November 29, 2018, for supplies to Austria and Slovakia in November; and from September 17 to December 28, 2018, for supplies in the same direction. Gazprom's electronic export trading platform was launched on August 17, 2018. The company held the first auction in September 2015, when it used a new trading mechanism for gas supplied via North Stream main gas pipelines. As a result of the auction, more than 40 lots were sold to 15 counterparts for a total volume of over 1.2 billion m3. Last year Gazprom's exports to non-CIS countries reached a record of 194 billion m3. From January 1 to August 15, 2018, gas exports to non-CIS countries increased by 5.7% compared to the same period in 2017, and amounted to 125 billion m3.
The Ministry of Finance and the Ministry of Energy cannot reach agreement again. This time the matter is benefits and taxes for oil companies. In the long-term prospects, transition to excess-profits tax is inevitable, but this is not a matter of the next 3 or even 5 years. Taxation and financial result are the best practices, it is ideologically correct to distribute them to the whole industry. But doing this in isolation from the situation with the budget when passing to a new regime is impossible, A. Sazanov emphasized. A. Sazanov sees the main task for the Ministry of Finance in regulation of the oil industry in maintenance of balance between business interests and the social function of the state. Following the results of 2018, the oil companies’ revenues may grow by more than 2 times, so additional benefits and increased compensation to oil companies for fuel supplies to the domestic market within the framework of the damping surcharge in the excise duty for oil are unfair. According to the adopted law on negative excise duty for oil, the state compensates oil companies up to 50% of the shortfalls in income from supplies to the domestic market. After adoption of the law, the Ministry of Energy took the initiative to adjust the damping surcharge to fully compensate oil companies for the costs of supplying fuel to the domestic market. The RF Ministry of Energy argued its position by the fact that the margin of the oil refining industry is at a very low level.

Russia will construct a nuclear power plant in Uzbekistan Prime Minister of the Russian Federation Dmitry Medvedev and Prime Minister of Uzbekistan A. Aripov signed an intergovernmental agreement on construction of a nuclear power plant in Uzbekistan under the Russian project. This agreement provides cooperation in design and construction, commissioning and operation of NPP in Uzbekistan consisting of two power units based on a pressurized water reactor according to the Russian project with installed capacity of up to 1.2 GW each. Launch of the NPP will save 3.7 billion cubic m3 of natural gas. Its exports could bring Uzbekistan 550 – 600 million US dollars/year. And after gas processing into products with high added value, revenues may increase. Now Uzbekistan is looking for a suitable site for the NPP construction. It is expected that the cost of the facility will be about 10 billion US dollars, and its erection will take 5 years. Experts from Rosatom and IAEA will supervise the NPP operation for the first 2 years.
Peaceful atom for Vietnam On September 6, 2018, Russian President Vladimir Putin welcomed Nguy n Ph Tr ng, the General Secretary of the VCP Central Committee, in the Sochi residence. Russia and Vietnam agreed to expand cooperation in oil, gas and other promising areas. In 2017, the trade turnover between Russia and Vietnam increased by 36.5 % and reached record almost 6 billion US dollars. In the first half of 2018, it increased by additional 18 %. Intergovernmental commission for implementation of 17 investment projects in energy, engineering, communications and telecommunications, metallurgy, aircraft construction, transport, infrastructure, light industry, chemical industry and mining was created.
But the most important direction of cooperation is the oil and gas industry. Intent of Russia and Vietnam to expand cooperation in the energy field was expressed in a number of bilateral documents: Memorandum of Understanding between the RF Ministry of Energy and the Ministry of Industry and Trade of Vietnam on development of cooperation in the field of LNG supplies and development of gas power generation; Memorandum of Cooperation between Gazprom and PetroVietnam, Agreement on Zarubezhneft’s and PetroVietnam’s joining to the project for development of Block 09-2/09 on the Vietnamese shelf; Memorandum of Understanding between Rosatom and the Ministry of Science and Technology of Vietnam on cooperation in formation of positive public opinion on the project for construction of the Nuclear Science and Technology Center in Vietnam; as well as Memorandum of Understanding between Rosatom and the Ministry of Education and Personnel Training of Vietnam on cooperation in personnel training in the field of atomic energy use for peaceful purposes.
About hard to recover reserves Deputy Minister of Energy P. Sorokin and Governor of the Khanty-Mansi Autonomous District – Yugra
N. Komarova held a meeting on stimulating the involvement of hydrocarbons in development of hard to recover reserves. P. Sorokin noted: "It is obvious that every year development of reserves is becoming more and more expensive. If earlier, 20 years ago, it was possible to say that it is not a problem to extract our oil, then in the future the situation will not be so simple." Today, production of hard to recover reserves does not exceed 10% of the total Russian production, while according to experts, their resources can reach 11 – 22 billion tons; with due support from the state, the Russian budget has the opportunity to receive significant additional revenues from extraction of hard to recover oil. The state has already implemented several measures to support hard to recover reserves such as benefits for reserves with different degrees of permeability, and excess-profits tax, which will take into account the real economy of extraction. At the same time, it is clear that these measures are not enough and it is necessary to work on further stimulation of companies to work with hard to recover reserves. In 2017, extraction of hard to recover reserves in Russia increased by 10 %, to 39 million tons.

THE MAIN VOLUME OF NATURAL AND ASSOCIATED PETROLEUM GAS EXTRACTION IN RUSSIA IS PROVIDED BY WESTERN SIBERIA, MAINLY DUE TO THE SUBSOIL RESOURCES OF THE YAMAL-NENETS AUTONOMOUS DISTRICT. AND, DESPITE THE DEPLETION OF THE OLD FIELDS, THE REGION REMAINS PROMISING FOR GAS PRODUCTION. BUT IT IS BECOMING MORE AND MORE DIFFICULT AND EXPENSIVE TO INVOLVE NEW SITES AND DEPOSITS IN DEVELOPMENT AS IT REQUIRES TO SEARCH FOR NEW TECHNOLOGIES, AS WELL AS MORE RATIONAL USE OF THE PRODUCED GAS
One for all The main gas treasure of Russia is concentrated in the north of Western Siberia, in the Yamalo-Nenets Autonomous District. According to the region’s government, the explored gas reserves in the District are 44.5 trillion cubic meters, and geological reserves are more than 35 trillion. Last year, 557 billion cubic meters were produced in the Yamalo-Nenets Autonomous District of natural and associated gas (according to the Russian Federal State Statistics Service data), that is approximately 80 % of the total Russian gas production. Compared to 2016, this indicator increased by 50 billion cubic meters, while the entire Russian gas production grew by 51 billion. The leading role in development of gas deposits in the Yamalo-Nenets Autonomous District belongs to Gazprom. According to the region’s government, in the first half of 2018 it accounted for 77% of the entire gas production of the District. NOVATEK is in the second place with 14.4%. In the Yamalo-Nenets Autonomous District, gas is also produced by subsidiaries of almost all Russian vertically integrated oil companies. The second Russian region in gas production is the Khanty-Mansi Autonomous District – Yugra adjacent to the Yamalo-Nenets Autonomous District. This is the Russian leader in oil extraction, but its gas production figures are much more modest. 34 billion cubic meters were extracted in 2017, and this is mainly associated gas. In the Tyumen region, excluding the autonomous districts, 273.8 million cubic meters of gas were extracted last year.
Northern course The role of the main gas production center within the Yamalo-Nenets Autonomous District is now preserved by the Nadym-Pur-Taz region. Development of traditional Cenomanian deposits of the cluster's fields has been carried out since the 1970s, and their reserves have been exnracted for more than half. While production volumes are significant, subsoil users are working on exploring other sources of "blue fuel". A new gas production center is being created in Yamal. According to Gazprom estimates, the total reserves and resources of the peninsula are 26.5 trillion cubic meters of gas, 1.6 billion tons of gas condensate and 300 million tons of oil. Last year gas production in Yamal amounted to 82.8 billion cubic meters, and the monopoly believes that in the future it may reach 360 billion cubic meters per year.

Gazprom itself declared Yamal as a region of its strategic interests. In 2012, the Bovanenkovskoye field was launched, which now provides a significant boost to the production of Gazprom. 22.8 billion cubic meters of gas were extracted in Bovanenkovo in 2013, 67.4 billion cubic meters – in 2016, and then 82.8 billion – in 2017. Before the end of the year, operation of the third field will be started, after which it will reach the design extraction level, 115 billion cubic meters per year. For comparison, this is almost a quarter of the total extraction of Gazprom for 2017. In the future, Gazprom expects to develop Neocomian-Jurassic deposits in Bovanenkovo. After this, the field design capacity will increase to 140 billion cubic meters of gas per year. In addition, Gazprom scheduled to start full-scale development of the Kharasaveyskoe field in early 2019 (2 trillion cubic meters of C1 + C2 reserves), and to start extraction there in 2023. Extraction will be conducted both on the land and on the shelf of the Kara Sea, while wells for the marine part of the field will be drilled from the shore. It is planned to supply gas to the UGSS, for which Gazprom will build a pipeline to the Bovanenkovskoye field. The next large Yamal project of Gazprom will be the Kruzenshtern field (reserves of over 1.5 billion cubic meters), and then the Tambey group of fields (7.7 trillion cubic meters). There are plans for development of the Yamal shelf, sites in the water area of the Gulf of Ob and on the Gydan Peninsula. Yamal is also a strategic region for NOVATEK, which has several licenses to work on the peninsula. The large South Tambey field (926 billion cubic meters of proved [10] Neftegaz.RU ~ 13

and probable gas reserves as per PRMS) is being developed, on the basis of which the Yamal LNG project is operating. Another important region for the company is the Gydan Peninsula, where NOVATEK plans to conduct extraction at the Utrenneye field and a number of other sites.
New horizons of the old center Prospects for growth of gas reserves are also preserved in Nadym-Pur-Taz, the traditional extraction region. Gas companies are mining in the horizons located above and below the traditional Cenomanian deposits. Rospan International, the subsidiary of Rosneft, is actively developing the hard to recover reserves of the Achimov deposits. In 2017, the company extracted 6.5 billion cubic meters of gas, and this year 19 billion cubic meters are expected. In 2020, Rosneft and BP (United Kingdom) plan to start extraction at the Kharampurskoye field. The project, whose perimeter also includes the Festivalnoye license site, implies development of the Cenomanian deposits, and then Turonian ones. Gazprom, which has huge reserves of Cenomanian gas, also expects to extract gas from the horizons above and below the Senoman. As noted at the company's website, resources of the Achimov and Jurassic deposits in the fields of Gazprom in the Yamalo-Nenets Autonomous District may amount to 40 trillion cubic meters of gas, and deposits above the Cenomanian amount to about 4 trillion cubic meters. To develop non-Cenomanian gas reserves it is necessary to develop and implement new and expensive technologies. However, advantage of developing the gas production "depthward" is that it can be deployed in areas with the existing supporting infrastructure. In the more distant future, development of nontraditional reserves may begin in Western Siberia. So, Gazprom is conducting research in the field of exploration of gas hydrate deposits and technologies for their extraction.
Where does the gas go For decades the Yamalo-Nenets Autonomous District has been the main source of gas for pipeline supplies to the Russian domestic market, as well as Gazprom's exports to Europe. Since the last year, a new direction has been opened: transportation of liquefied gas by sea to the Asia-Pacific region from the Yamal LNG project (50.1% owned by NOVATEK, 20% by Total (France) and CNPC (China), 9.9% by Silk Road Fund (China)). The first batch of liquefied gas from the first stage of the plant was shipped in December 2017, and in August this year – from the second one. after launch of two more stages, the enterprise capacity will reach 17.4 million tons per year. Next year, NOVATEK plans to start construction of its second LNG plant, Arctic LNG-2. The enterprise will be located at Gydan and, as reported, will start production in 2022 – 2023. NOVATEK's partner is Total, and negotiations on entering the project with other global companies are in progress. However, while sales abroad are growing, another way to monetize natural gas, its deep processing, is practically not used. Meanwhile, combination gas (with high content of ethane and other impurities) of the Valanginian and Achimov formations is a valuable raw material for oil and gas chemistry. However, the existing gas processing infrastructure in Western Siberia "specializes" in APG and condensate. An important step in the problem solution may be the Gazprom’s project for construction of a gas and chemical complex in Ust-Luga with a capacity of 45 billion cubic meters, raw materials for which are planned to be supplied from the Yamalo-Nenets Autonomous District. In addition to the construction of the enterprise, it is necessary to reconstruct the system for collecting combination gas in the Nadym-Pur-Taz region and modernize the transport infrastructure for the project. Gazprom plans to take an investment decision on the project until the end of this year.

In some cases, reverse injection of associated gas is performed due to lack of infrastructure for more beneficial use. For example, Gazprom Neft injects APG into formation at the Novoportovskoye field, remote from consumers and processing facilities.

A non-standard option was found by Messoyakhneftegaz (joint venture company of Gazprom Neft and Rosneft): it was decided to send the associated gas from the East Messoyakhskoye field to the gas cap of the neighboring West Messoyakhskoye. A 54-kilometer gas pipeline will be built to accomplish this. Injected APG can be used in the future. The necessary infrastructure is planned to be built at the end of 2020.
APG utilization More than half of the Russian APG is extracted in the Ural Federal District, which includes the Tyumen region and the districts (the total extraction in the Russian Federation in 2017 is 85.4 billion cubic meters). The Khanty-Mansi Autonomous District – Yugra makes the main contribution to this indicator, although in recent years the level of associated gas extraction in the district has been decreasing. Last year the average level of APG utilization in Russia was 88.5 %, as indicated in the materials of the Analytical Center of the Russian Government. The situation is much better in Western Siberia. The target of 95 % was achieved in the YamaloNenets Autonomous District three years ago. And in the Khanty-Mansi Autonomous District – Yugra the indicator exceeded 96%. The district governor Natalya Komarova promised earlier that the beneficial use of associated gas will reach 98 % by 2020. A number of companies working in the region report that they achieved even more impressive results: Surgutneftegas – 99%, LUKOIL-Western Siberia – 97%. Several methods for beneficial use of associated gas are involved. Some oil companies use APG for their own needs: direct to field power stations, boiler houses, etc. Where possible, associated gas is supplied to the UGSS after preparation and passage through booster compressor stations (BCS). Also part of APG can be supplied to local consumers. Oil companies often inject associated gas back into the formation to increase its oil recovery. For example, RITEK (subsidiary of LUKOIL) applies this method to the geologically complex Sandibinskoye field in the Yamalo-Nenets Autonomous District.

About half of APG is recycled. The main player in this market is Sibur, which has a large infrastructure for processing and transporting APG and NGL in Western Siberia. It includes, among others, eight GPPs, one of which (the South Priobsky GPP) is a joint venture company with Gazprom Neft. The plants accept APG from various subsoil users. Last year the volume of processed APG amounted to 22.8 billion cubic meters. Now Sibur is building a large complex ZapSibNeftekhim near Tobolsk, which will be able to deep process up to 22.4 billion cubic meters of APG. As expected, the company will start operation in two years. There are LUKOIL's own gas processing plants in the region (Lokosovsky GPP with a capacity of 2.14 billion cubic meters of gas per year), as well as Surgutneftegaz (processing capacity of 6.5 billion cubic meters in 2017). The Novy Urengoy gas and chemical complex of Gazprom, with capacity of 400,000 tons of products per year will also increase the volume and depth of APG processing.
