Businesses in the region are having to face some tough questions as most of the country moves into Alert Level 3 today. Nelson Tasman Chamber of Commerce chief executive Ali
Boswijk says there is still a lot of uncertainty about how businesses will operate. “The main thing is for businesses that are hardest hit by Level 4 will continue to be hit by Level 3.” Those are businesses that require people to be in their premises. “If we don’t see any cases in the South Island in the next few days
it will be quite difficult for the Government to retain everyone at Level 3.” Ali says that businesses are accepting of the situation, but there is a serious question of how they continue to operate. “People are knackered, they are tired … for some it may just be the last straw. Not every business
wants to take on more debt.” Ali says locals need to step up to help their regional businesses and should think about paying early for things that they know they will need, like Christmas presents. “That will really help get cash into these businesses. That is the immediate need.” She also says that people need to
be understanding that everyone is struggling. “Give people a bit of slack.” Uniquely Nelson is also launching a ‘Let’s Get Clicking’ campaign to connect businesses operating under Level 3 restrictions with our local community and to encourage them to support businesses.

Level 3 means we can open the shop and have click and collect.” Fortunately for Harry’s staff, the business qualified for the wage subsidy. He says they are likely to have a limited menu on reopening. “I think we will run a bit lean on product and close earlier for the first few days, but we will play it by ear.” Although Raeward Fresh has had a steady stream of customers through its Champion Rd store during Level 4, owner Laura Caldwell has been looking forward to Level 3. From today, they not only open their butchery on McGlashen Ave, but the wholesale side of business will also pick up. During Level 4, they continued
to supply essential services such as hospitals, rest homes, and boats that were still going out to sea. Today’s move to Level 3 means they will be supplying many restaurants that are reopening. Laura says that people coming into the shop know what to do this time and have been playing by the rules. “It’s definitely a whole lot easier this time.” Liquorland Stoke owner Damien Dolejs was eagerly awaiting the decision, with his business taking a hit over the lockdown. After a surge of customers poured into the store on the eve of lockdown to stock up on spirits and RTD’s, things have since slowed for the business. “We stayed open until 9pm on the Tuesday - it went bananas, but since the lockdown it’s been a drop in the bucket compared to what we usually do.”
Damien and his wife have been able to remain open for contactless deliveries, however this has been difficult with a young family. “Ultimately, we need to get our doors open, we are a small business and these lockdowns are tough.” Owner of Kebab Kitchen, Yusuf Corten, is looking forward to not only serving customers again, but helping those in need with free meals. “This sudden lockdown affected us all, but we will get through this together with the whole country.” Yusuf is notorious in Nelson for never charging anyone who cannot afford to eat. “I’m getting ready to help more people as soon as the lockdown is over,” he says. “I know more and more people have lost their jobs and need help.”
lockdown infringements At the end of last week police in the Nelson Tasman region had received 400 online breach notifications. A police spokesperson says more than half of these related to gatherings. More than 100 pertained to businesses with just over 50 being reports about individuals. At 5pm, 26 August 2021, five people had been charged and 52 warnings had been issued in the Tasman District. Police were stopping vehicles at checkpoints last week, including one between Richmond and Stoke. More than 30 infringements were issued for failing to remain at home/residence. On Friday last week just one infringement had been issued for failing to comply with the applicable physical distancing rules.

Workers in limbo as local marine company liquidated

Jonty Dine Challenge Marine 2018 Ltd. has gone into liquidation, owing creditors almost $4 million and leaving staff in limbo during the national lockdown. Employees were advised on Wednesday, 25 August that insolvency practitioner Murray Allott had been appointed liquidator of the company. His first liquidator’s report shows the company owes $3.82 million. James Olive is the owner of the company and did not want to comment to Nelson Weekly. Employees are alleging that management premeditated the liquidation. “The thing that really annoys me is that he chose to do what he did in a lockdown, there are guys with rent to pay,” one man says. The staff are unsure if they will receive what they are owed. “We could be waiting a very long time to be informed of anything.” Listed among the local creditors owed money is the Basalaj Family Trust. Nevil Basalaj and his wife Amber own a different company called Challenge Marine, which is also listed as a creditor. Students happy at NCEA exam delay Jenny Nicholson School students sitting NCEA will have a further two weeks to study before exams. NZQA made the announcement to principals last week that exams have been delayed and will now start on Monday, 22 November and finish on 14 December. This will allow for extra time to prepare for external assessments and complete internal assessments. Waimea College principal Scott Haines says the decision was made in the best interest of students. “NZQA have a few other tricks up their sleeves to support students if lockdown continues,” he says. These include a possible change in the threshold for Endorsement and University Entrance, and Learning Recognition credits. Scott says the changed dates will mean changes in the calendar for term four, particularly in terms of timing of senior assessment week, senior prizegiving and the principal’s prizegiving. Local schools have opened their doors to some students in Alert Level 3, but for most, learning will continue online. The Ministry of Health advises that schools and kura will be open in Level 3 for children in years 1 to 10 whose parents or carers need to go to work and have no available options for childcare. All young people in years 11, 12 and 13 have been told to continue learning from home. The Ministry of Health says that students and teachers will not have to wear face coverings on school grounds, unless they choose to. Nelsonians are taking up the call to get vaccinated as Aotearoa continues its fight against Covid-19. The now FDA-approved Pfizer vaccine is being administered in its thousands to those 12 and over. As of 22 August, more than half the region’s eligible population had received its first dose of the vaccine. This is 116,165 people or 114 per cent of the Nelson Marlborough Health Board’s rollout plan. This puts the region at the top of the country in terms of planned vaccines administered, edging Whanganui by one per cent. A 30-year vision to redesign Nelson’s city centre has been approved by the council to be put out for public consultation. The Nelson City Centre Spatial Plan – Te Ara ō Whakatū – was approved last week and is out for public feedback until 24 September. It took six months of engagement with 275 stakeholders to deliver the proposal, which aims to present “a people-focused, placebased 30-year vision for Nelson’s city centre”. The goal of that is to “attract talent, good investment, housing and jobs and promote health and wellbeing aligned with being a Smart Little City”. The plan includes various imagery that its creators say are concepts to get people thinking. They include the top of Trafalgar St with a meditative pond in the middle, Hardy St with wider footpaths and benches to sit and watch the world go by, ping pong tables on Trafalgar St, and Bridge St as a ‘linear park’ linking the green spaces between Anzac Park and Queens Gardens. The goal is to boost that number to 2000 people. The plan also includes a proposal to sell council-owned land around the Bridge/Rutherford St intersection to Kāinga Ora to develop social and affordable housing complexes. That change includes making the city centre a greener place to be by planting an extra 1000 trees over the next 30 years, providing shade for residents as well as being a way to sequester carbon. Investments in public transport and cycling facilities will aim to make up for the loss of carparks. There are no budgets or detailed designs yet, as those will come later after public engagement. Local homeless persons advocate Jackie Galland is frustrated that Nelson’s rough sleepers have not been given the same resources they were given last lockdown. Jackie is the founder of Giving Aroha in Anzac Park, a volunteer led service providing meals for those who need it every Sunday evening. With up to 70 people being fed at a time, Jackie has formed close relationships with many of those without a home in the region. Jackie says she knows of 10 to 12 people who are sleeping rough, either on the streets or in camps they have set up themselves. Since lockdown began, Nelson’s Night Shelter has had to close its doors and Jackie says she’s been working day-to-day to get food and support out to those who need it. Jackie says she is disappointed that shelters put in place during last year’s lockdown have not been re-established. “If the Government knew this was going to happen at some point, why are we not prepared? Why hasn’t something been put together?” Ministry of Social Development regional commissioner Craig Churchill says there are emergency housing options available in Nelson for people if they need and want it. “We remain very ready to assist and can look at a variety of accommodation options to best suit the person.” Jackie visited one camp with Nelson Weekly on Sunday, which had four tents with a flooded access point from last week’s rain. She says it’s difficult for those she is concerned about to reach support as many are without cellphones, or have lived this way for so long they are without any identification. “Why does their privacy need to be breached in order for something to be done?” says Jackie. A group of Nelson city councillors including Mel Courtney, Trudie Brand, Kate Fulton, Matt Lawrey, Rohan O’Neill-Stevens, Pete Rainey and Rachel Sanson have addressed a letter to Nelson City Council on Friday in support of Jackie to see the Brook Valley Holiday Park being opened to house rough sleepers. Craig at MSD says they would be happy to work with Nelson City Council to see the holiday park opened as they consider the camp could be suitable during changing alert level restrictions. Mayor Rachel Reese says council will do what they can do to support partner organisations
which are leading the response. “We continue to work closely with MSD on housing issues, and this includes the logistics of opening the Brook Valley Holiday Park for additional occupants should that be the appropriate response that is needed.” Nelson MP Rachel Boyack says she has been keeping in close contact with MSD and other agencies who are working with rough sleepers in Nelson. “I have been advised that all those who were staying at the Night Shelter have been housed,” says Rachel.
It is a claim that Jackie disputes. “Who do they think we have been talking too?” she says. Rachel says her office has assisted a number of people in the community into emergency housing. “We will continue to provide that support to anybody who needs emergency housing, including rough sleepers. “If members of the community know of someone who needs housing, please get in touch with my office with the details and we will follow up,” she says.

'Once in generation chance' Huge reform across our drinking, wastewater and stormwater systems – Three Waters, has been labelled a once in a generation chance for change by Nelson City Council’s chief executive. Sara Hollyman reports on the significant project.
Three Waters aims to address years of under investment in critical water infrastructure by pooling councils together to create stronger borrowing and buying power. The proposal would see Nelson’s $616 million of water, stormwater and wastewater assets transferred to one of four new, large water service entities. These assets include infrastructure such as the Maitai Dam, the Nelson Wastewater Treatment Plant and Nelson City Council’s 50 per cent share of the Nelson Regional Sewerage Business Unit. Nelson would become part of ‘Entity C’, along with councils along the East Coast of the North Island up to Gisborne, Wellington, Wairarapa, Manawatu as well as Marlborough and Tasman. Local councils will be jointly named as owners of the company with iwi sitting in a co-governance role. NCC chief executive Pat Dougherty says this is a key point to make when regarding the proposal. “People think we’re selling the assets and we’re not. The proposal is to transfer the assets along with the debt associated with it. “Council owns these assets effectively on behalf of their community. The community is still going to be using those assets, benefiting from them and paying for them.” Entity C would become responsible for delivering all of the city’s water, wastewater and stormwater infrastructure maintenance, renewals and new projects. Pat says asking 67 local authorities to consider the national case for change is proving quite challenging up and down the country but worries about deferring the process any longer. “This is a once in a generation chance for change. It’s well thought out ... the industry is in a state of hiatus and desperately needs certainty.” Rachel says it’s not a matter of simply opting in or out, with “a good 18 months” of due diligence needing to be done by each council if Government proceed. Legislation will be drafted by central government which will then be written into a bill which will go before the select committee. At this point, every New Zealander will get the opportunity to have their say. “There’s no decision to be made at the moment about whether we’re in or not,” Rachel says. “In my view, it’s a really positive move - it’s not an easy one to execute, this is a really big reform.” She says council does want to get feedback from residents and are currently setting up some engagement sessions on some key principles of the proposal. In terms of full public consultation, she says they don’t know the answer yet, it depends on decisions made by Cabinet. “We have to think about what the best way is to consult the public on that ... it’s not like it’s our proposal, it’s the Government’s ... so we’re still talking about that.”

A group of close neighbourhood school friends have thought of a creative way to stay in touch during lockdown - by being pen pals. Lola Duncan, 11, came up with the idea and it has now grown
into a small group of Victory buddies who have been writing letters to each other for the past two weeks. “I started it because I missed my friends,” says Lola. It’s just a short scoot, bike, or walk to each other’s letterboxes while
they are out exercising in their family bubbles. Parents have also supervised the children to make sure they are keeping safe - washing their hands and using sanitiser throughout the process and keeping in their bubbles. A spokesperson from the depart-
ment of the Prime Minister and Cabinet’s Covid-19 Group, told Nelson Weekly that these types of deliveries are “absolutely” allowed in Alert Level 4 if the rules are followed. These rules include only exercising in your local area with people in your bubble, not meeting other people, and avoiding touching high-use areas. As well as keeping the friends connected and up to date on important news, the group has discovered some added benefits of being pen pals. “It’s good exercise in lockdown
and it’s also good handwriting practice,” says Lola. “It’s fun to send and receive them and a good way to keep in contact with your friends without using the internet.” The friends involved in the pen pal gang go to Hampden Street School and Victory Primary School, with another from Nelson Central School taking part. Both Lola and her cousin Violet Duncan, 10, say they will keep the letters in a special treasure box which they can look back on with fondness when they are older.

Love Upper Trafalgar St. What is regrettable are the traffic volumes. We need less, not more traffic coming into the CBD, but we also need lots more people living in the CBD rather than commuting in. It’s a bit of an unusual sight for September, but Christmas has come early to Richmond. Louis Hornell, owner of the Oxford Court Motel, has put up his festive inflatables to spread some Christmas cheer in the community – albeit a bit early. “We’ve decided to cancel 2021 and go straight to Christmas instead.” Louis, along with his wife Kristina, are Christmas fanatics who usually put up more than 100 inflatables on their property and about $10,000 worth of lights in December. “We start the month before Christmas as it literally takes us that long to put up the 50,000 lights and create all the different scenes.” He’s planning to put up some lights which can be programmed electronically with messages to boost morale during lockdown. Nelson Musical Theatre has been left short of $20,000 due to the cancellation of Mary Poppins and is calling on the community to help them recoup some of the funds. Mary Poppins was due to open at the Theatre Royal this Saturday with a run of 15 shows, but due to the Covid-19 lockdown, it has come to a grinding halt. It was to be one of the largest musicals ever produced in Nelson, with a budget of $130,000. Vice president of Nelson Musical Theatre, Jane Baken, says with a cast and crew of nearly 100, there are “a lot of really disappointed and deflated people”. “This show has been three years in the making - it was planned for 2020 but didn’t get far because of Covid-19.” This time, the delta variant has thrown another spanner in the works - and a costly one at that. Jane said they were unable to postpone the production for several reasons - the main one being there are no other viable venue options with the Theatre Royal being booked out for the next year. “Because it is a very large and technical heavy show, the Theatre Royal was the only suitable place. We also held the last set of theatrical rights for the show before they went into a professional touring show,” she says.
Network Tasman resumes planned network maintenance As COVID-19 restrictions on business operations have eased, Network Tasman has resumed work on essential network maintenance and upgrades.

We got backed into a corner.” All tickets will be fully refunded but the charitable trust, which has been producing musical theatre for 120 years, is now trying to recoup some of the costs so they can continue to produce shows in the future. “We’re short around $20,000 and are investigating a number of funding avenues,” says Jane. One is a Givealittle page and you can also email info@ marypoppins.co.nz to make a charitable donation. Manager of the Theatre Royal, Eliane Polack, says it’s “a waiting game” for many of their other shows and she is in the thick of trying to reschedule
bookings. “Normally, we plan for up to a year in advance, so we’re now playing hopscotch will all the dates. All we can do is pencil things in and hope for the best.” Because of the size of the theatre, Eliane says they can’t hold any shows until Alert Level 1. “Some have rescheduled for early October, but at the moment it’s the great unknown.” Meanwhile, The Kids Sing event has been postponed due to the lockdown. It will now be held from 8 - 10 November at the NCMA. The event was meant to be held this week. “We have alerted all the participating schools and providers about this, and it looks hopeful that everyone is able to make the new dates,” says organiser Lucy Rainey.

holder Kaio, loves working at The Bike Station while teaching young bike enthusiasts (in schools) how to ride and it helps build up the local junior base. Hunter, who has recently left college has been working fulltime at the store since November last year. “I’ve done a lot of mountainbike racing, so my passion has inspired me to work here as a bike mechanic and be part of the mountainbiking community. It’s an awesome business and getting to work on bikes all day long is great.” Lindsay, who has been with The Bike Station for just under two years, says he had been looking to get back into the bike industry as a mechanic after a stint in Whistler, Canada. “This is a nice place to work; a good bunch of guys. They have the same kind of passion that I have for mountainbiking, so it’s a no-brainer really.” Finally, Sam began working for the business in December after moving from Auckland. “I started as a customer and ended up working here; I love the team; we all get on well.
