The revelation that there are close contacts of the Delta outbreak in Nelson is enough justification that we need to stay in Alert Level
4 lockdown, says Mayor Rachel Reese. Prime Minister Jacinda Ardern announced on Monday that the country will be staying in Alert Level 4 until Friday 27 August at 11.59pm. Auckland will stay in Alert Level 4 until at least
11.59pm on Tuesday 31 August. When making the announcement, Jacinda showed a map of locations of known contacts. She said over 100 were in the South Island. “When I saw the map the Prime Minister showed, it indicated
there are close contacts in Nelson and that just reinforces why we need to be in Level 4,” says Rachel. She wanted to thank Nelsonians for doing their part during the lockdown. “It’s really great to see people
heading to the Trafalgar Centre for their vaccinations and huge thanks to the DHB and Nelson Bays Primary Health for their work, both in testing and vaccinations.”

It’s largely business as usual for Port Nelson and Nelson Airport with adopted measures to keep staff and the community safe under Alert Level 4. Port Nelson is classed as an essential service and is required to continue key regional services. Port Nelson’s communication and engagement manager, Jessica Ammundsen, says the port is working well with safety and distancing protocols in place and non-operational staff staying home. “We’re still operating, and shipments are still being exported and imported into the region.” She says what’s not coming into the port is logs and medium density fiber-

Currently, only wastewater in Auckland and Wellington have shown Covid-19. “Delta has changed the rules of the game, but we have changed our approach too, we’ve hardened our alert levels, widened our contact tracing, required more mask wearing and we are testing more people. It is absolutely possible to get on top of this, we just need to keep it up and ensure that we’re not in restrictions any longer than we need to be.”

Thousands of Nelsonians have recieved their Covid-19 vaccinations over the past few days, ensuring the region stays at the top of the national roll out rates. Walk-in Covid-19 vaccinations were available for members of the public at the Trafalgar Centre on Tuesday, after the move to the larger hub opened up dozens of spots. A Nelson Marlborough Health (NMH) spokesperson said there were more than 2000 vaccinations administered at the location on Monday. However, there were still plenty of appointments, so for the first time it was opened up to people walking in off the street on Tuesday. New Zealand will remain at Level 4 until Friday, 11.59pm. doses of the Pfizer vaccine against illness due to Delta infection is about 88 per cent, and the protection against hospitalisation due to Delta infection about 96 per cent. “However, no vaccine is 100 per cent effective so there is some chance that a vaccinated person may become infected with the Delta variant and may transmit the virus to other people.” He says this is why all the other precautions are critical to our chances of stopping this outbreak. Nick says fully vaccinated people still need to follow the rules, seek advice if they feel unwell, and wear a mask when they leave their bubble.

There’s a sense of déjà vu in the Rodley household this week. The computers are out, and the online school meetings are starting as the five Nelson siblings get acquainted with lockdown learning once again. Hannah, Emily, and Vincent attend Nayland College while Liam and Nicola go to Tahunanui School. Their older sister Kaitlyn is in Tauranga. “So far, all is good,” says stay-athome mum, Ruth. “They are all absolutely fine with home learning. My three college kids have work to do and online meetings, while the two at primary school had an online meeting last week and probably will this week too. “The college kids each have their own laptop, and for the younger ones we are lucky enough to have several computers set up in the dining room at home for them to use.” She says all their teachers have kept them updated via email with what’s going on, what the kids can do for schoolwork, and stressing the importance of protecting children’s mental health at this time. “They’re doing an amazing job.” She says when not doing schoolwork, they are usually playing Minecraft or getting outside if it’s

Police, councils and school principals are warning residents to keep away from playgrounds and keep distanced at Tāhunanui Beach as it proves a popular destination this lockdown. Police commissioner Andrew Coster says the behaviour in Nelson has been positive overall but wants to remind those visiting Tāhunanui Beach to keep distanced as the beach has been keeping busy. “Be mindful that with the number of people using the beach to exercise, to ensure they are physically distancing and remaining in their bubbles, and to consider wearing a face-covering to keep themselves and others safe,” he says. He warns police have a low tolerance for deliberate breaches of the rules and will act quickly, if required. Since Alert Level 4 came into place, 23 people in Aotearoa have been charged with a total of 27 offences as of 5pm Saturday. At Alert Level 4, you can ex-

At a press conference on Sunday, Covid-19 response minister Chris Hipkins said people were allowed to travel in a vehicle to get to a suitable place to exercise, but should not be travelling “miles”. The Ministry of Health advises people to stick to simple outdoor exercise and avoid activities where you can get injured or lost. For example - swimming, surfing, boating, mountain biking, hunting or tramping

Nelson and Tasman councils say playgrounds, mountainbike parks and tracks, and community recreation centres are closed. They say staff are in the process of taping off playgrounds and mountainbike tracks in the district. Many school principals have sent out reminders over the weekend to urge the community to stay away from school grounds and playgrounds. Principals Rob Wemyss and John Armstrong of Clifton Terrace School and Henley School sent out reminders to families over the weekend that the school’s playgrounds and school grounds remain closed at Alert Level 4. Hampden Street School has opted for signage to remind the community to stay away from the school and its playground during lockdown. The Ministry of Health advises that all playgrounds are closed from Alert Level 3 and higher.

Another lockdown proves an anxious waiting game for local restaurants and café owners, especially for those who just began to recover after a slow summer. Hospitality workers were thrown into uncertainty last Tuesday evening, refrigerating what they could and distributing fresh produce among staffers as the country entered lockdown. Burger Culture co-owner Zoe Williams says while Alert Level 4 restrictions must be made for the safety and wellbeing of the community, the news still came as “a blow”. “It was looking as though we were only just starting to see some recovery from last year’s lockdown and Covid impact, so it’s a blow to be closed again,” says Zoe. “Hopefully this will be a short and sweet interruption for us all, and we will come out the other side with support and kindness for one another.” President of the Nelson branch of the Hospitality Association, Ian Williams, says while local support has been apparent, it’s not enough to make up for the international market loss. Ian also co-owns The Vic Public House and Burger Culture and is one of many waiting to apply and see the full details of the subsidy schemes. “I can say that a lot of us would be 30 to 40 per cent down on the previous year,” he says. Simon Duffy from Uniquely Nelson says the domestic market and local support has been good, but things are just uncertain for people at the moment.

A young seal pup was driven to safety by good Samaritans after it was found on Rocks Rd last week. Robyn Byers was out for a morning Level 4 walk along Rocks Rd when she stopped to take a photo of a black swan swimming in the harbour on Wednesday. “I was walking to the beach and took a photo of the swan, which I thought was my joy for the day, and then I walked along and saw her.” ‘Her’ was a young fur seal pup sitting on the fishing platform on a section of Rocks Rd. Noticing that the closest stairs or access to water was at least a few hundred metres away, Robyn and
another passerby contacted the Department of Conservation and SPCA. A DOC duty officer came to help and called upon DOC staff member Graeme Elliott, who lives on Rocks Rd to assist with a rescue mission. “I’ve wrestled with seals a bit, so they called me down,” Graeme says. “Normally my advice would be to leave them alone and if it hadn’t been for the traffic hazard that’s what we would’ve done.” The group shepherded her onto a large canvas Graeme had laid out. “Then Graeme, quick as a wink, bundled her up like she was in a Christmas sack and carried her to his car,” says Robyn. “I was trying to hold the sack shut but she was climbing out in the car so Graeme climbed in the boot with her and he was holding
The seal pup was released near the water’s edge. Photo: Sara Hollyman. her while I jumped in to drive his car.” The pair drove to the launching ramp at the Nelson Yacht Club on Wakefield Quay where they carried the seal, still wrapped in the
canvas, down to the water’s edge before unwrapping her. The seal pup, who Graeme says would’ve only recently left her mother, was quite comfortable basking on the canvas for some
time before she slowly made her way over to nearby rocks. He says this is the time of year that young seals typically turn up on beaches and coastlines as they learn to fend for themselves. His advice is to leave them alone if you do see them on shore. “It’s perfectly natural and if it wasn’t for the traffic hazard, we should’ve left it where it was.” Robyn says it was “a wonderful way to start the day”. “When I saw her, I thought ‘oh how cute’ and ‘where’s your mummy’, it’s great to see her back on the rocks.” She says she often sees seals basking down on the rocks but not usually such young ones. The seal ended her morning adventure relaxing on the rocks under the Seafarers’ Memorial on Wakefield Quay.

Kindness in the time of Covid from page 1 Mackenzie Binnie knows the struggle of stocking up on food while in emergency housing, so when she heard her friend needed help, didn’t hesitate to step up. The Tāhunanui woman posted to Facebook as she was unable to get her usual grocery delivery. Mackenzie then sent a taxi to the woman’s home full of food and toiletries to help her through the initial three-day lockdown. Included were three homecooked frozen meals, milk, bread, butter, noodles, baked beans and female hygiene products. “She was a bit reluctant to take it as I have a little person, but she
was incredibly grateful. “I know that she lives day by day, and if I was in that situation I would hope someone would help me out too,” Mackenzie says. She says she feels it is important to help out when you can. “Lockdown isn’t nice for anyone.” Owner of Jaks Island Café on Bridge St, Kate Manley, also offered struggling locals with a helping hand. Kate donated a boot full of vegetables, eggs, milk, yoghurt, and fresh baking to people in need all over Nelson. “I’d rather it go to people in need who can use it rather than have it
sit in my fridge and go to waste.” She asked the community who was in need and says she was inundated with messages. “Everyone was so grateful for the food.” Kate says making the donation was a no-brainer. “I didn’t really think about it, I certainly wasn’t after any clout or anything.”
When Rachel Moyle, owner of Woodlea Floral Studio in Brightwater, took her weekly flower order, she didn’t realise lockdown was just hours away. “It was the worst timing as I knew I couldn’t sell them as I’m not an
essential business.” With more than $1000 worth of stock in her garage, she couldn’t see it all going to waste. “I thought I may as well make up some bouquets and leave them out for people. I did 50 bouquets by lunchtime, and they all went.” She says everyone has been so grateful and some people have even tried to offer her money, which she refused. Rachel says things could have been worse. “I had two big events last week, so I’m glad Covid didn’t mess those up as that would have been catastrophic.” When Loretta Nicholson realised
that masks were causing anxiety, she decided to do something about it. Realising that some people were worried they didn’t have a mask, and others that didn’t have spare money to buy them, Loretta started making masks to give away. “It’s been pretty much first in first served,” says Loretta. “I’m just making them until my supplies run out.” Ironically, Loretta failed sewing at school. In fact, she ended up with detention when she accidentally sewed her sewing book together. Since then, she has taught herself to sew and recently started her own sewing business. “If I can make masks anyone can.”

Julie Wotten’s second cancer story would have been a lot worse without the support of the Cancer Society. Following a diagnosis of breast cancer in 2010 Julie had a mastectomy and, because it hadn’t spread outside the ducts, went ahead with reconstruction. In 2017, she found a lump in the reconstructed breast. “I’m a single parent and the second time was harder,” she says. “My son was 10-years-old, so he understood a bit more about what cancer meant than he had at four, and I had shifted to Nelson and had no family here.” That’s when she found out just how valuable the Cancer Society was. After surgery and chemotherapy, she went to Christchurch for radiation therapy. While there, she stayed at the Cancer Society’s ‘Daffodil House.’ While Nelson Marlborough Health paid for her to fly back to Nelson a few times, knowing there would be weekends where she didn’t see her son was hard on Julie. That’s when the Cancer Society stepped up again and paid for her to fly home the remaining weekends. “I had different friends and family caring for my son each week. Mum and my brother and sister each came for a week,” says Julie. “It would have been a long time to be away from him and I would have worried about him if I couldn’t see him each weekend.” The last week of Julie’s treatment in Christchurch coincided with

Julie says cancer left her so tired it was an effort to organise events. So, she appreciated the Cancer Society putting on fun outings. From the start Julie knew the journey would be difficult and long, but she also knew her chances of survival were high and that was the first thing she told her son. “I just feel incredibly grateful for the support I got, both from friends and family and from the Cancer Society. They made a difference.” Each year 25,000 people are diagnosed with cancer in New Zealand and 10,000 people die of cancer-related illnesses. For the second year running, the Cancer Society has cancelled its street appeal. Last year in Level 2 it raised $127,000 which was more than usual. More kākā and kākāriki may soon fly free in the wild thanks to the Natureland’s “breed for release” programme. The wildlife conservation trust was this month awarded just over $60,000 to assist with the programme as part of the Department of Conservation’s wildlife institutions relief fund. After successfully applying to the fund last year, the trust went on to breed and release five yellow-crowned kākāriki and is hoping for even greater chick numbers this year with an extra breeding pair joining the park. Natureland manager Ruth Seabright says this year the breed for release programme will oversee three breeding pairs of yellow-crowned kākāriki and two South Island kākā. While the kākā were under Natureland’s care last year, they were not yet mature enough to breed. Ruth says keepers are beginning to see promising signs from both species that the pairs are preparing to repro-

Last year, five chicks were raised by Natureland and released to Puangiangi Island in Marlborough, in partnership with Project Janszoon. This year, the trust has partnered with Pūkaha National Wildlife Centre in the Wairarapa, which will decide where any successfully raised chicks will be released. Ruth says the funding from DOC helps pay for veterinary
care, staff time, food, and overheads. “There is a lot of care involved and it’s very labour-intensive work, but the animals are looked after with gold standard care, and we have a real focus on making sure they are in a state of positive welfare.” She says daily enrichment is provided for all their animals, particularly the kākā, which are known to be highly intelligent birds. Ruth says the programme centres around animals with population issues.

“We are trying to raise the population of these native species in the wild. We also have a range of exotics and species that we keep for advocacy purposes due to habitat destruction in their homeland. These animals simply couldn’t be returned to the wild because their habitats have been destroyed.” She encourages people to consider their buying habits to be more sustainabile to help protect the animals’ environments.

Girl band gets Theatre Royal ‘Distorted’ Erin Bradnock Reporter

BandQuest winners ‘Distorted’ quickly shook off their stage fright and rocked the Theatre Royal last Monday with two original songs, including one written and performed in te reo Maori. Distorted are a Year 8 band from Nelson Girls Preparatory School with Edie Lloyd on keyboard, Harmony Stocker on bass, Jo Hufflet on drums, Giorgia Doblanovic on guitar and Alyahna Sanson-Rejouis on lead vocals.
The band took home first place at this year’s Rockshop BandQuest competition with their songs 'Lose my Mind' and 'Te Pai Ki Roto i A Koe'. On top of getting first place, Alyahna also won best vocals. “We were all very nervous beforehand, but once I started singing, I felt okay again,” says Alyahna. Edie recalls herself and childhood friend Giorgia having lots of nerves before stepping on stage for the first time. “I was very nervous, I don’t really do too well with crowds. It was a little nerve-wracking. Jo, in the whole lead up to it was quite in-
teresting,” says Edie. The band agreed that Jo was one of the most nervous, while Gior-

gia was the most competitive out of the group.
“I wasn’t thinking that we were going to win, but I was just like 'imagine if we did win',” Giorgia says. Harmony says their nerves cooled off once they were able to relax and connect on stage with one another. “We weren’t expecting to win, we wanted more experience playing as a band,” she says. “Another cool side of it was there were lots of other bands performing too,” says Alyahna. The band celebrated in style after the win with a worthy group trip to McDonalds. The girls have been making mu-
sic together since the start of the school year, pieced together by music teacher Jared Altman. “When they performed, they were the best I’d ever seen them. They were so tight, so amazing,” says Jared. He says the girls deserved their win with all the effort they’ve put in. “They’re all super talented. They’re always practicing and always rehearsing.” The band hopes to write some more songs and keep performing with their sights set on the national finals, set for September, and RockQuest next year.

Delta deals blow to Daffodil Day Cancer Society Nelson is urging supporters to donate and fundraise online, as covid forces the cancellation of its iconic street collection. Last year, the organisation was in a similar situation, however it was at alert level 2. “2020 was one of the better years of fundraising that we’ve had from the street appeal – it was wonderful to have so much support from the community, especially because it was the only fundraiser for the whole year,” says Centre Manager, Michelle Hunt. “This year, we were caught by the surprise of the level 4 lockdown.” She says late on Friday afternoon, a nationwide decision was made, that in order to keep the public and volunteers safe, Daffodil Day could not go ahead this year. “It will be the first time in 60 years that we haven’t done an ap-
peal,” says Michelle. Fortunately, Cancer Society Nelson was able to hold its Heritage Homes Tour and Charity Ball earlier this year, but Daffodil Day is their largest annual fundraiser. “So, it’s a big financial blow, not just for us, but for all the cancer societies of New Zealand.” Michelle says, ‘cancer doesn’t stop and neither do we.’ “We’re still working from home, people are still having their cancer treatment, so we’re still providing support.” Annually, Cancer Society Nelson have about 500 clients per year, half of which are newly diagnosed, so keeping funds coming in provides hope and support for locals affected by cancer. Despite Daffodil Day not being able to proceed this year, Nelson and Tasman locals are able to donate online. Cancer Society Nelson centre manager, Michelle Hunt. Michelle. There are a range of different options available. People can choose to donate $5 (or you can select an amount) for Daffodil Day to provide hope to locals affected by cancer. Or you can choose to donate a: $5 cup of coffee, $25 petrol voucher, $35 counselling voucher, Countdown food voucher, etc. “We provide a lot of petrol and food vouchers – last year, we helped 110 families,” says Michelle. “For example, if you’re
getting chemo at Nelson Hospital and live in Motueka, we can potentially help with some of the petrol costs.” The dedicated team at Cancer Society Nelson has seen a ‘really high demand’ for counselling since the start of this year. “We have spent the majority of our funds for counselling already,” says Michelle. During lockdown, counselling is provided via zoom or phone. There are many other ways the organisation supports locals affected by cancer. “We run a yoga programme in Nelson and Motueka. Last year we had 600 people join this programme and each year, around 300 people join our support groups.” Cancer Society Nelson also does fun things in the school holidays for children whose parents have cancer. “In the last school holidays, we went to Bunnings and made bird houses.” Michelle says the Vintage Car Club were hop-
ing to hold their car rally a couple of weekends ago, to take families for a ride in a vintage car, but due to covid it had to be postponed. “This usually raises about $10,000 for cancer.” During lockdown and any of the alert levels, you can still contact the dedicated team at Cancer Society Nelson via email or phone. “We are still working, and are able to answer anyone’s questions,” says Michelle. “Cancer doesn’t stop – people still need to go to treatment and are maybe wondering about their treatment plans or their financial situation which during these times, could be even more stretched, especially if a household has to reduce down to one income.” To find out more, phone 03 539 1137, visit ‘Cancer Society Nelson’ on Facebook. I started as a part time administrator and new to the funeral industry as it was not an area that I had ever considered working in, but instantly knew it was what I should be doing and would probably be doing for the rest of my days.
What three people would you like to have a coffee with and why? My three grown up Children, because they live in different parts of New Zealand so I cherish precious time spent with them.
What do you enjoy most about what you do? Guiding and walking alongside families or individuals at a most sensitive time in their lives.
What is something about you that people might not know? I was a Royal Guardsman that Guarded the Queen and Her Royal households.
What three people would you like to have a coffee with and why? Firstly, my sister who lives in the UK and who I haven’t seen for three years due to Covid restrictions. Secondly my Nan who died the year before we emigrated to New Zealand as she made the best coffee and we were very close. Finally my best friend who lives here in Nelson but with our busy lives, we never seem to get a coffee catch up.
What has been your biggest achievement? Being a Father. What is next on your wish list? To live a long and happy life watching our children and grandchildren flourish. If you were given one million dollars what would you do with it? I would give a large portion to my children and the rest to Cancer Research.

Nelson Mayor Rachel Reese asked Nelsonians to take care of each other and respect the lockdown conditions. “This was a sudden change for everyone, so I understand some people in our community may feel isolated and anxious. As the Prime Minister said last week, we have succeeded before by going ‘hard and early’, and I am confident we can do that again. Stay at home, wear a mask if you need to leave your house, and get tested if you feel unwell.

• From 11:59pm on Tuesday 17 August you can only leave home to shop for groceries, access necessary healthcare, get a COVID-19 test, exercise in your local area, or go to work if you are working in an Alert Level 4 service and cannot work from home. • Only make physical contact with those in your household bubble. • From 11.59pm on Wednesday 18 August, anyone over the age of 12 must wear a mask inside any Alert Level 4 businesses and services that are still open and involve customer contact, including supermarkets, pharmacies and petrol stations. Staff must also wear a mask. Do not worry, during this time you will be able to access all the essentials you need, including medicine and food.
Council Services At all Alert Levels, Nelson City Council will maintain essential services, including refuse/recycling, public transport for essential workers, roading, water, wastewater, stormwater and its cemetery/crematorium. Group Manager Infrastructure Alec Louverdis says Council has contingency plans in place for all of our core services, and Council officers are working with contractors to ensure these are now operational.
At Alert Level 4, you must stay home other than for essential personal movement. We encourage you to wear a face covering and keep two metres distance from others when leaving your home. Especially if it is difficult to maintain physical distance from others. You legally must wear a face covering if you are a customer or an employee involving customer contact at a business or service operating at Alert Level 4.

All Council facilities are closed, and many other services cannot run at Alert Level 4.
Bus services are for essential services staff and travel only. Payment is contactless through Bee Card and there will be safe distancing introduced on buses. Mask use remains in place, as does extra cleaning of buses.
Council has closed all of its indoor community facilities. This includes our three libraries and all our community centres, swimming pools and venues including Saxton Pavilion and Oval, Trafalgar Centre, Greenmeadows, Broadgreen House and Isel House. Greenmeadows and Trafalgar Centre are being used as vaccination centres.
Nelson’s bus service for routes 1 and 2 will operate a Saturday timetable with the addition of 7am and 7:30am services.
The Customer Service Centre at Civic House is closed. Staff are working remotely and only accepting calls and emails.
Libraries: Nelson’s three libraries – Elma Turner Library, Stoke Library and Nightingale Library Memorial are closed under COVID-19 Alert Level 4. No returns can be made to the library at this time, however, no fees will be incurred. Existing library card holders have access to thousands of e-books, audiobooks, newspapers, magazines and movies, television shows, documentaries and courses offered as part of the Library’s extensive online services. The Library’s online catalogue includes more than 13,000 eBooks and audiobooks, 2400 newspapers and 3900 magazines via PressReader and more than 30,000 movies, television shows, courses and documentaries with Kanopy. Nelson’s Maitai and Roding Water Reserves (including the Maitai Dam) are closed to the public for all recreation, to protect key staff who work in these areas from potential exposure to the COVID-19 virus.

Playgrounds, outdoor exercise equipment, drinking fountains and public toilets: Council’s community playgrounds, exercising equipment and drinking fountains are closed, please do not use them. While we know there is a need for the community to get fresh air and exercise, keeping the equipment sanitised is not possible, and the risk of passing on the virus is too high. In line with government guidelines, only public toilets on a main freight route or where requested by an essential service remain open. While these toilets will have increased cleaning, we advise the public only to use these in an emergency.
Rubbish and Recycling: Kerbside recycling collection will continue, but all collected materials except glass, will go to landfill. Nelsonians have the option of storing clean recycling, if they can do so safely, until normal service resumes. All five Tasman District Resource Recovery Centres and the Pascoe Street transfer station are closed.
You can walk, run or cycle around your neighbourhood, or your local reserve, provided it is readily accessible from your residence. Always keep a 2-metre distance from people not in your bubble at all times. Stick to simple outdoor exercise and avoid areas where you can get injured or lost, or that have narrow tracks that make social distancing difficult or dangerous.
Tahunanui Beach Reserve, Saxton Fields and Branford Park are closed to vehicle access. The Marsden Valley Dog Park in Stoke is closed. The vehicle entrance gate to the park on Marsden Valley Road will be closed, as will the gates to the exercise area. All Nelson and Tasman’s trails are closed to mountain bikers. There may not be signage up on all the trails to indicate this, but they should be treated as closed.
Nelson Marina Access to the Nelson Marina Ramps/Pontoons is restricted; only berthholders may access these areas. Walkers and Bikers who live locally are still allowed to use the public walkways and roads. The government’s Alert Level 4 restrictions apply to all berth-holders and their access to the Marina. The Marina hardstand is closed during lockdown, and Travelift is for emergency lifts only. Recreational fishing is not allowed under Alert Level 4 restrictions and the boat ramp remains closed.
Campgrounds The Maitai Valley Motor Camp and the Brook Valley Holiday Park are closed to new arrivals, but will continue to operate for permanent occupants and existing guests. Freedom camping sites are closed. Freedom Campers are encouraged to get home, if this is not possible then to go to a campground that is capable of taking new arrivals. If financial help is needed, please get in touch with the Ministry for Social Development.

Rates: Council understands the recent move to Alert Level 4 may have placed financial pressure on some people. We are encouraging ratepayers struggling to pay rates invoices due 20 August to contact us to explore a range of solutions dependent on their circumstances. These include rates rebates for those eligible, direct debit amendments, manageable payment plans with lower fixed weekly amounts, or spreading their current and future rates over an extended period via direct debit. Nonpayment penalties will not be charged if a payment plan is in place. If you require assistance, wish to make a payment arrangement for this account, or need help paying your rates while our council offices are closed, please get in touch with our Customer Service Centre on 03 546 0200 or email customer.service@ncc.govt.nz.
Building inspections: All building inspections have been suspended. Duty building officer appointments may still be booked, these will have to be undertaken remotely via phone or Zoom. It is business as usual for the rest of the building team, but at a reduced capacity due to working remotely.
Water meter readings: Nelson City Council will also not carry out water meter readings during Alert Level 4. This is to ensure the continued safety of the public and our meter readers who are usually required to attend properties. Reading of both residential and commercial water meters and the subsequent invoicing will recommence once at Level 2. If people are having difficulty paying their water accounts, please call the Customer Service Centre on 03 546 0200 or email enquiry@ncc.govt.nz to discuss a manageable payment arrangement.
Mayor's Message A week ago, I was in Auckland speaking at a conference on Affordable Housing and Investment. It was the first time I had been to Auckland since early 2020 and it was great to be in the city, if only briefly. When the news came of a community case of COVID-19, I was getting ready to go to the airport. It was a slow and anxious trip as people left the city to get home. I waited for the Prime Minister’s 6pm announcement, knowing that lockdown would be coming, before I boarded my plane to Nelson and hoped I hadn’t been in contact with the virus (so far so good as I regularly check places of interest). The Government had made it very clear, that any Delta outbreak in our community would be dealt with swiftly and severely. Watching the news from Sydney, and the extensive number of contacts that are involved in this community transition, we can see Level 4 was the only viable option. So here we are, back in our bubbles, teddy bears in windows, and tuning in for the 1pm daily briefing. Events are cancelled, businesses are closed, and family and friends are separated. Lockdown is a blow for local businesses who cannot operate, with some losing bookings and orders that cannot be replaced. The wage subsidy and support package is welcome relief, but a tough year just got tougher. Nelson Marlborough Health
and Nelson Bays Primary Health have been flat out making sure COVID-19 tests are available and vaccination continues. Thank you to all of these teams who are taking care of us so well. There are a few simple things that you can do to help: • Wear a face covering to keep you and others safe. • Use the COVID Tracer app to enable faster contact tracing. • Get vaccinated to protect yourself, your whānau, and our community. From 25 August, everyone in our region over 30 can get their vaccine. The Trafalgar Centre is now set up to receive up to 10,000 people a day, so please take up the opportunity this week. We know we can do this; we did it before and our team of 54,000 along with the rest of the five million, can do it again. Kia kaha Whākatu.

Local elections are changing in Nelson – have your say! The way Nelson elects councillors will change for the 2022 local elections, after Nelson City Council chose a preferred representation option that introduces wards, at a Council meeting on Thursday, 12 August. Council was already scheduled to carry out a representation review in 2021, but a decision in May 2021 to create a Māori ward made the review essential. Councillors voted on a preferred option to segment Nelson into two general wards, to be created alongside the Māori Ward. One ward would be for north and central Nelson, including Bishopdale – provisionally called the Central Ward. The other ward would cover Stoke, Tahunanui and Marsden Valley – provisionally called the Stoke-Tahuna Ward. The boundaries of each ward are outlined in the map to the right. The Local Electoral Act 2001 provides a formula for calculating the minimum number of councillors that need to be elected from wards, based on the ratio that determines the number of Māori ward councillors. To maintain that ratio, a minimum of eight councillors need to be elected from the ward system. Both wards would have four councillors attached to them, with a further three councillors voted for by the whole community (at large). Each ward councillor would represent just over 6,000 constituents. The Māori ward, which currently covers a population of 3,280, would have one councillor. The Mayor is always voted for at large. The preferred options took into account results from a community survey held between mid-June and mid-July 2021. It sought views on the factors Council must weigh up when forming an initial proposal. The survey received 253 responses. Nelson Mayor Rachel Reese says the proposal provides a balance between wards and at-large
councillors. “The survey results showed that most respondents preferred a mixed system, where some councillors are elected by ward, and some by the city as a whole regardless of the electoral roll the voter is in. “I believe this particular mix offers the best of both worlds, with three councillors and the Mayor elected by the entire community. We now want to know whether you support this option. This is a great opportunity to help shape the future of democracy in this city.” Survey results showed just over half the respondents did not want community boards to be established. Additional comments noted that a community board or boards would add unnecessary layers of cost and bureaucracy to Council. “One of the most common responses we received was to see more diversity on Council,” said Mayor Reese. “The Māori ward goes some way to supporting that, as does our change to the Single Transferable Vote system (STV).” Council voted to move to the STV system in August 2020. Council will provide Nelsonians with guides to the new system in 2022, ahead of the local elections. Those with an interest in the proposed representation arrangements are invited to make written submissions on the Council’s representation proposal. Cancellation, postponement for Four Lanes Festival and Youth Lane events
Both free community events were due to take place on 28 August, 2021. The 4 Lanes Festival was expected to bring thousands of people into four “lanes” of the city centre for live music, performances, dancing, games, rides and food, and is unable to be held above COVID-19 Alert Level 1. The festival has taken months of planning and organisation and involved the coordination of hundreds of performers, artists and suppliers from throughout the country. Because of this, it is not possible to postpone the event. Youth Lane, run by Nelson City Council, was to be run concurrently with 4 Lanes but focused on events, games and activities for people aged 14-18. Although much smaller than 4 Lanes, it was still expected to attract crowds too large to be able to take place above COVID-19 Alert Level 1. However, the smaller number of operators involved in Youth Lane means it should successfully be able to be rescheduled and has

therefore been postponed until later in the year. A new date for the event will be set in due course. Nelson Mayor Rachel Reese said it was very disappointing to see the 4 Lanes Festival cancelled but was the right call in the circumstances. “Four Lanes is a wonderful event that brings people from all over into our city for a lively night of fun, food and entertainment. We’ve been fortunate to enjoy some excellent community events in our city this winter, but unfortunately, this time, COVID-19 has meant a necessary change of plan. “While 4 Lanes is unable to be postponed, it is heartening to see the new Youth Lane event will go ahead at a later date. This will no doubt be one of many opportunities available for us as a community to celebrate together again in the not-too-distant future. Until that time, please stay safe and look after one another."

Drop the Taboo… Let’s talk about Money in Relationships Money Week this year focused on the importance of talking about money. It's not something Kiwis are good at. In fact, research released by the Commission for Financial Capability shows more than half of couples don't even talk about how much they earn! If you’re a spender and your partner imposes their savings regime on you, it’s likely to feel like a financial strait jacket. Spenders often benefit from being told what they need to hear from an impartial third party - just like you don’t want to hear weight loss tips from your partner even though they’re thin. A spender is not a lost cause - they just need a compelling reason not to spend and they need to see results. they were happy with that. The problems arise when you’re not happy with what you’re achieving. Making sure you’re working towards the same goals is crucial - and that requires talking about your money goals. Couples often try to reduce financial conflict by having one person manage the mortgage and the household books, but often that means one party is checked out, or not spending in line with the family’s means, which will eventually cause conflict anyway! Talking about money doesn’t have to be domestic drudgery, it should start with dreaming about what you want your lives to be like - before you plan how you will

The art studio on Hardy St is a place for people with experiences of mental ill-health to relax, meet new people, and be challenged and extended by learning new art-making techniques and skills. “It’s just so important that this field is being recognised,” says Kay. “It’s such a therapeutic way for so many people to work, and for many artists, it’s the thing that gets them out of bed in the morning. It’s a place of connectivity.”
Community Art Works in Nelson will also receive funding, to the amount of $216,000. The long-standing arts hub on Achilles Ave, managed by Faye Wulff, is well-known in the community. Along with creating pieces for community events, they cater for people with disabilities, disconnected youth, people with experience of mental ill-health, or people referred through the justice system. The funding will be delivered in partnership with Arts Ac-

Magenta Creative Space and Community Art Works are just two of 36 organisations throughout Aotearoa to receive a slice of the $11.37 million of Government funding. The funds are designated to providing opportunities for disabled people, people with mental health needs, and those looking for social connections to practice and participate in the arts. Magenta Creative Space received $405,600 and manager Kay Van Dyk says the extra funds, which will be delivered over the next three years, will allow them to reach more people in the community. “The funding is for people. The Richmond Taekwondo Club smashed it at the Hyeon Mu New Zealand Open Taekwondo Tournament in Christchurch last week. The team battled it out against 300 other competitors from across the country. Hamish Wybrow, Taekwondo Master for the Richmond Club, says they had an excellent overall result with 26 participants from the club competing, bringing the total medal count to 38. “We took home 11 golds, three silvers and a bronze from the ‘patterns’ competition, and 15 golds, three silvers and five bronzes from ‘sparring’.” He says trophy winners were Jaco Van Straden who received ‘Best Adult Colour Belt Fighter’, Nicola Haines for ‘Best Female Colour Belt Pattern’, and Graeme Kettle

Vineyard Assistant PUBLIC CONSULTATIVE PROCEDURE REVIEW OF OPTIONS FOR OWNERSHIP OF NETWORK TASMAN LIMITED The 2021 review of ownership options for shares in Network Tasman Limited required under clause 4.1 of the Network Tasman Trust Deed is now being undertaken by the Trust. The Trustees have received the report from the Directors of Network Tasman Limited required under clause 4.1 of the Deed together with an independent report prepared for them by Key Business Partners.
