Nelson ratepayers who pay electronically may be forking out more than they need to be, while some people are getting away with paying less. Local resident and former ac-
countant John Lacey contacted the Nelson Weekly after discovering that the Nelson City Council have been automatically rounding up his rates payments, which he pays electronically. This is not recommended practice in New Zealand, with Consumer
Affairs stating that “if you pay for something electronically or by cheque, you should be charged the actual (unrounded) price.” Rates payments are either rounded up or down, using the Swedish Rounding System, which was adopted by the council after the
discontinuation of 1c, 2c and 5c pieces. The council rounds the ‘balance to pay’ on all rates and water accounts to 10 cents, whether paying by cash or by other methods. That means that prices ending in 1 to 5 cents and rounded down,
and prices ending in 6 to 9 cents are rounded up. However, rate payers are given the choice, with the council’s website stating that “ratepayers making payments by electronic

But he says it’s “not about the money.” “It’s about the transparency, it’s about the principle,” he says. “I know that they are saying it’s your choice, but I don’t believe it’s your choice. no one has picked it up or done anything.” Nikki Harrison, group manager corporate services at the council, says that they are currently investigating the options for the payment system. “It could be changed, but there would be a software cost. Only one complaint has been received on this matter and there are other councils who use this system,” she says. “People do have the option to pay the exact amount or rounded amount.” The rounding information is available on the council’s website at nelson.govt. nz/services/online-services/onlinepayments, and at the customer service centre. There will also be some information about the rounding in the next Live Nelson prior to the next rates bill.

More woodburners ‘still not enough’ Andrew Board Woodburners may be allowed back in some Nelson homes before next winter but the woodburner lobby group says it doesn’t go far enough. Nelson City councillors voted on Thursday to allow ultra low emission burners in 1000 homes in Airshed B2 – which sits above Stoke – and 600 in Airshed C – which is above Atawhai, The Brook, Nelson East and The Wood. But the Woodburner Lobby Group says the woodburners proposed are too expensive for most families and the number of homes allowed is too few. Lobby group member Harry Pearson told councillors that the report was “biased, misleading and does not give the true facts”. Fellow member Graeme O’Brien says the rules around woodburner pollution are far too strict in Nelson. “What is being proposed is more of the same. Designing rules to meet our national standards. Real estate agent owed $400k: A woman found to owe almost $400,000 to her former boss in Australia has launched a real estate career in Nelson under a new name. The New South Wales Supreme Court found bookkeeper Nina Carrington owed her ex-employer about A$372,000 after she transferred money from the business to her own accounts between 2008 and 2011. Her former boss, Queensland dermatologist Ken Gudmundsen, said he hired private investigators to track her to Nelson, where she has been working as a licensed real estate salesperson under the name Carolina Wiseman. Wiseman, 58, was Summit Real Estate’s top salesperson in September. But her past across the ditch has caught up with her and a New Zealand judge this month declared her bankrupt at Gudmundsen’s request. Insolvency documents list Carolina Isabelle Wiseman as one of Nina Carrington’s aliases and recorded her occupation as a real estate agent. Carrington attempted to fight the bankruptcy and told Associate Judge John Matthews that the Australian judgment was a miscarriage of justice. Housing sites rushed through: Nelson City Council is rushing to recommend ten sites as potential “special housing areas” before the year ends. Special Housing Areas would provide a streamlined resource consent process

The council and central Government entered into a Housing Accord in June this year to address housing supply issues, but the Housing Accord and Special Housing Areas Act is to be repealed in 2016. Mayor Rachel Reese says there is a small window of opportunity for any areas or sites to be identified as special housing areas, but encouraging greater housing supply is a priority for council.

Councillors sack Davy: Eric Davy has been ousted as chair of the regional transport committee after his fellow councillors voted 7-6 against him. The Notice of Motion to remove Cr Davy was moved by councillor Luke Acland, arguing that Cr Davy told councillors that he wasn’t involved in the New Zealand Transport Agency investigations into the proposed Southern Link, when he was. House raises $90k for Hospice Jessie Johnston Nelson Tasman Hospice received their Christmas present a little early this year when they were handed a cheque for $90,676.87. Andrew and Ange Douglas of Douglas Building Contractors embarked on the construction of a ‘House for Hospice’ earlier this year in June, the aim being to sell the house and property and give the proceeds to the Nelson Tasman Hospice. Andrew says the reason for undertaking the project in the first place was to give back to the community, while their choice of supporting the Nelson Tasman Hospice was an obvious one, thanks to the great work the organisation does for families and individuals in the area. Andrew says the amount they were able to hand over to hospice staff was “amazing.” “I don’t know if it’s something you could do all the time, but if in another three years time someone said ‘do it again,’ you’d probably get

on board and have another crack at it. We’ve just been so lucky with all the suppliers, they’ve really got behind it and without them it would have been nothing.” The project took around 22 weeks to complete and involved around 30 local contractors and suppliers. “What a Christmas present for the hospice. “This is an incredibly generous donation from Andrew and Angela, they came to us with the fundraising idea of building a house where the profits would be donated to the hospice. They then organised the 30 contractors and suppliers who also gave generously to complete the project,” says Nelson Tasman Region Hospice marketing and fundraising manager, Paul McIntyre. “It’s through community fundraising ideas like this that the hospice can continue to offer such an excellent service to the people of Nelson and Tasman.” Staff will now assess how the money will be used within the Nelson Tasman Hospice.

Land owners come to the party over cycle trail When the Nelson Tasman Cycle Trust approached Lloyd and Paul Ewing about putting the Tasman Great Taste Trail through their land at Quail Valley they agreed immediately, because the trail "is such a bloody fabulous idea". But the father-and-son owners of Ewing Poultry didn't stop there. They also started clearing a path and laying the base material for the two kilometre section of trail that runs through their freerange hen farm on the banks of the Wai-iti River. A keen recreational cyclist who has ridden the Otago Rail Trail, Ocean 2 Alps Trail and the coastal section of the Tasman Great Taste Trail, Lloyd says it made sense for them to start the construction "because we already have the machinery and manpower on the site." He estimates they have already spent about five weeks clearing and fencing their land and have about another 1000 man hours of work to go before the trust's contractor can add the finishing touches. "The trust reckons we're are doing

about $50,000 worth of work but that's nothing in the big picture," Lloyd says. "The trail is going to be such a good community asset - we can't wait to see families biking along here and stopping for a picnic beside the river." The trust's project manager for the trail, Stuart Hughes, says work on the section through Lloyd and Paul's land signalled the start of the next stage of construction of the 175km trail. The coastal section from Nelson to Kaiteriteri was completed late last year and now the trust has sufficient funding to complete the 14.2km section from Wai-iti Domain to the Norriss Valley Picnic Area in this financial year. "There are five landowners in this section and they all allowed us to move fences and go through their land and we are really grateful for that. We have had such good support from the landowners like Nelson Forests and the Ewings, as

Some work has already started on the approach to the tunnel and he expects it will be completed by June

next year. "We have just let a contract for the construction of the section from Quail Valley Rd to Tunnel Rd, so work will start soon," Stuart says. "But Nelson Forests has already had Taylors Contracting doing some work forming a track approaching the tunnel."
Stuart says the tunnel will remain unlit and will be lined with reflectors. There will be a 50m long boardwalk through the middle of a creek leading up to the tunnel's northern entranceway. However, Stuart says there are still some speed bumps to be negotiated, including gaining access to land in the six kilometre section between Wakefield and Wai-iti Domain and securing funding for the final stages of the trail from Norriss Valley to Kohatu, Tapawera and then out to Riwaka. "There are a lot of landowners in that section (from Wakefield to Wai-iti Domain) so it will take a long time. The council and trust have also applied for government funding over the next four years, so we'll have to wait and see if that's approved. "But we are making good progress and I think that the section from Wai-iti Domain to Norriss Valley will be a popular ride in its own right. I can see families driving out to Wai-iti and then riding to Kohatu and back, before the rest of the trail is completed."

Hampden St pool turns 75 Turning up to swimming and seeing that the pool was green was the prospect that Nelson school children and club members faced every day from 1940 until 1967. As it reaches its 75th summer the Hampden Street School pool is now thankfully chlorinated, solar heated and painted every two years. The original pool was officially opened in the summer of 1940 by the Independent Member of Parliament Harry Atmore. The school ran the pool for five years until 1945 when Nelson South Swim Club was formed. The pool was cold and indeed green for over twenty years but it still functioned as an important facility within the Nelson city. The first filtration system was installed in 1967 and heating in 1972 and the now legendary Pattisons, Jos and Margaret, took over the pool in 1976. They established a swim school which taught over 30,000 young Nelsonians to swim and be confident in the water. Jos says they had 32 “wonderful summers” at Hampden Street and that it was a well-designed learners pool with four different depths. “We could teach toddlers, pre-schoolers and then primary school children all in the same pool.” In 1991, Jos and Margaret were also involved in a working party that achieved

Pattisons Swim School is still operating at the pool even after the Pattisons retired and forms a pathway for swimmers to join the successful Nelson South Swim Club. The swim club has seen swimmers start at Hampden Street
and go on to make Junior NZ teams, Commonwealth games and even the Olympics. Hampden Street School pool is open for the summer and has slides, inflatables and is operating at a warm 27 degrees. Golfers aim to play 150 holes in one day Six young golfers were on the green and putting off at the crack of dawn on Monday. The group of boys were out to beat the Nelson Golf Club record of 150 holes in one day, raising money for the Fifeshire Foundation as they did so. Keen golfer Matthew Grimes is pretty confident that the group have a shot at beating the current club record of 150 holes. “We’ve got enough time to beat the record, it’ll just depend on how sore and tired we get through the day.” The boys were looking for a challenge and they’ve definitely found it. If they can last the day, they’ll have been walking the green in strong wind and soaring heat for 16 and a half hours. “We started at 5 am, it was so dark
we couldn’t actually see the ball, and we’ll keep going until either we drop or it’s too dark, hopefully we make it to 9.30 tonight.” Armed with sunblock, a chilly bin and some jet plane lollies, the boys continue around the course, Matt grimaces and admits it’s already beginning to take a toll on his legs, but it’s worth it. “We thought it’d be really nice to give back to some people who aren’t as privileged as we are.” The group have been fundraising for three weeks and are nearing $2000. Club members, friends and family have all been very generous in supporting the boys. “There’s a club member who’s sponsoring me $5 each hole and $5 each birdie, that’s a lot of money,” says Matthew. Three drunk drivers from 1000 tested Police were out in force on Friday night making sure drivers weren’t letting Christmas festivities affect their driving. From midday Friday until 2am Saturday, a thousand vehicles were stopped. Of those, three drivers were found to be over the legal alcohol limit. A further 50 infringement notices were issued, one vehicle was impounded and one driver had their licence suspended. Acting Sergeant Darren Bryce, of the Tasman Traffic Alcohol Group, says from what he saw the vast majority of drivers were making good choices, and planning ahead to have a sober driver or catch a taxi if they were out drinking alcohol. “We had very positive feedback from the people we stopped. I think the public of Nelson understand the job we are doing is all about saving lives and getting people home safely.” Darren says, over the holiday season drivers could expect to be stopped and breath tested at any time of the day or night. He also warned drivers that they needed to allow sufficient time for alcohol to filter through their system after a big night out. “We recommend a 12 hour break since your last drink before getting behind the wheel.”

The region’s under 20 football team signed off its season – and its existence – in style on Sunday, but for many football fans the best is yet to come. Nelson Marlborough Falcons beat rivals Canterbury United 5-2 at Trafalgar Park, bringing a close on its successful four year history, the highlight, of course, winning the ASB National Youth League in 2014. And while the Falcons brand is grounded, the team will carry on under the Tasman United banner, which will also incorporate a full senior mens team in the top national football
competition for the first time since the early 1990s. The franchise bid from Nelson Bays Football was granted a two year licence to compete in the ASB Premiership and the ASB Youth League from next season. Confirmation came through last Wednesday after months of work behind the scenes in preparing the bid. Tasman United will be one of ten teams to compete in next year’s expanded ASB Premiership. The other new teams to be added are Hamilton Wanderers and Eastern Suburbs AFC. Nelson Bays Football say they’re delighted that they’ve
been handed a licence. “It’s a fantastic result for the Top of the South football community,” says Nelson Bays Football general manager Clive Beaumont. “There has been a lot of hard work to this point, and there is a lot of work to get the franchise going by next summer." New Zealand Football says seven of the clubs involved in the current eight-team competition will continue in the expanded league, with Auckland City FC, Waitakere United, Hawke’s Bay United, Team Wellington, Wellington Phoenix, Canterbury United and Southern United all at the start line for next season.

Nelson teams fall short at Brightwater classic Life was a beach at Brightwater on Sunday when 25 teams from Nelson, Christchurch and Blenheim enjoyed hot, windless conditions at the Brightwater Vineyard Beach Volleyball Classic. The top Blenheim pairing of Tristan Hegglun and Sebastian Lock prevailed in the men's draw, beating Richmond's Tane MacDonald and Matt Heyward in the final 2-1. Tane and Matt made a good start taking the first set 20-22, before just losing the second 21-19 and third 15-5. However, the final and deciding set was all tied up at 5-5 before Tristan seized control, winning 10 consecutive points and the game with a run of pressure serving. Tane and Matt had earlier beaten Christchurch pair Sam Ryburn and Paul Foster 2-0 in the semifinal. In the women's draw, Christchurch's Jess Rathgen and Kim Smith secured their second consecutive New Zealand Challenger series title, beating Nelson's Dayna Whiting and Morgan Hendrickson 2-0. Dayna and Morgan had earlier won their semifinal against the Waimea College year 10 pair of Harriet Ogilvie and Flo MacIntyre 2-1, who had a huge upset win in the quarters over Nelson's Tali Uia and Nadja Baden. Summer has arrived, and hopefully the strong winds we have been getting will die down so we can get out and do some more fishing over the holiday period. Water temperature is still rising and there are plenty of fish in the bay, however the larger snapper will be on their way out soon, but there are plenty of school snapper still being caught in shallow waters off Rabbit Island. One of the tricks to successful fishing is the use of fresh or live bait. Make sure you take a sabiki rod on board to entice some of the many small kahawai that are infesting the waters at the moment. Sabikis are an effective way to catch your fresh bait which larger species like Snapper cannot resist. It also takes the hassle out of taking frozen bait and wasting what isn’t used.
