We’re in lockdown ‘I trust the systems we have in place’ Charles Anderson From 11.59pm this evening, Nelson will be closed for business. “It’s going to be really tough for the community,” Mayor Rachel Reese told the Nelson Weekly. “But I really want to reinforce that it is essential that people follow the guidance they have been given.” New Zealand will be in alert level 4 – meaning schools and non-essential services across New Zealand will be closed for at least the next four weeks after the Government put the country in nationwide lockdown to try to stop the spread of Covid-19. “We have been tested before with emergencies and this is bigger than we have ever faced,” says Rachel. “But I really trust the systems we have in place.” She says that, behind the scenes, staff across sectors have been working for more than a month in preparation for this new reality. “It’s a shocking situation if you are not expecting it. But there is a real sense of a community and that is a strength for us.” There are now five known cases of Covid-19 in the Nelson region. In Nelson, a man and woman, both in their 70s and related to each other were confirmed to have the virus. A woman in her 50s in Nelson was also confirmed and her case was linked to another. The 51st case was a 20-yearold woman who was in self-isolation at home after returning to Nelson on flight 5065 from Auckland on March 16. She went into isolation immediately upon her return.

When an anonymous woman called Victory Primary School earlier this month to see if they’d accept a donation of Lego, they didn’t realise just how much there would be. “In my 26 years of teaching here I’ve never seen such a generous gift,” says deputy principal Wendy Taylor. Approximately five 88 litre tubs of quality second-hand Lego was given to the school earlier this month, plus two smaller crates - estimated to be worth thousands of dollars. “We got such a surprise when we saw how much there was. We were also given four boxes of beautiful hardback reading books that are all in as-new

condition.” Wendy says all they know about the donor is that she was shifting house and wanted to find a home for her now grownup son’s Lego collection. “She didn’t say what prompted her to donate it to us, but we were so thrilled.” While it might be some time before it can be used to its full potential Wendy is hopeful that will be sooner rather than later. “It’s a really rich opportunity for children to play with things they might not get at home. Most kids would be lucky to have one set.” Wendy says they are in the process of finding out the donor’s address, so the students can send her thank-you cards. “It’ll be a real treat for years to come.”

The case in Tasman involves a man in his 20s, his international travel details are yet to be released. “We know the case have gone up in the region,” Rachel says. “We are watching those numbers.” Rachel says she understands that those cases are well contained, however, she had a warning. “We need to contemplate that there is going to be community outbreaks.” That is where it becomes so important to follow the rules of self-isolation, she says. “This is not a time that you will do half of the instructions. This is where you need to do what you have been told.” Fuller information on what this entails can be found on page 5. She says essential services will remain to help look after the elderly, the homeless and visitors to the region. Rachel hopes that Nelsonians will be able to show hospitality to those visitors, where they can. “I want people to think how they would want us to treat their own son or daughter. And we need to be really kind to them.” Rachel also hopes that employers will take a moment to pause before making rash decisions about their employees. “I know that this is an incredibly stressful time for them.” She wants them to give central and local government a few days

The centre is staffed by 15 workers from Nelson Bays Primary Health, with support from Nelson Marlborough Health. Here, people can drive in and be screen from their car by a team wearing protective equipment. From there they would be classified to see if they met the standard to be tested. Meanwhile, Civil Defence Emergency Management (CDEM) director Sarah StuartBlack said under alert level four, powers under the Civil Defence Act would be enacted, and the

country would be in a state of emergency. Stuart-Black said powers under a national state of emergency would allow them to to close or restrict access to roads or public places, provide rescue, first aid, food, shelter, conserve essential supplies and, regulate traffic, among other powers. Police commissioner Mike Bush says more officers would be on the streets “almost immediately”, but he hoped it wouldn’t get to the point where restrictions had to be enforced and officers’ first role was to educate people about what to do. What Level 4 means

At 11.59pm today New Zealand will be in Level 4 meaning everyone other than those providing “essential services” will be asked to stay at home. You can leave your home for fresh air, a walk, exercise, take your children outside. “But remember the simple principle. It must be solitary,” says Prime Minister Jacinda Ardern. “We are asking that you only spend time with those you are in self isolation with. And if you are outside, keep your distance from others. That means 2 meters at all times. This is the single most important thing we can do right now to stop further community transmission.” Public transport will only be open to those working in essential services, for medical reasons, or to move essential goods – including ferry services between the North and South Island. “Get your neighbour’s phone number, set up a community group chat, get your gear to work from home, cancel social gatherings of any size or shape, prepare to walk around the block while keeping a two-metre distance between you. “These measures will be in place for four weeks at this point.” Ardern said regions could then have alert level 4 eased, depending on how Covid-19 was present in those areas. “If you hang out with that friend at a park or see that family member for lunch, you risk spreading Covid-19 and extending everyone’s time in level 4.”

Dog park location confirmed Kate Russell

Nelson is one step closer to getting a dog park with a suitable location being approved by council last week. In a report presented to the sports and recreation committee on Thursday, an area of Poorman Valley Stream Esplanade Reserve opposite the Marsden Valley Cemetery was recommended for the facility. “It’s relatively underused and we consider it fit for purpose,” said Paul Harrington, team leader parks and facilities assets. There is $150,000 budgeted for a park that has car parking, perimeter fencing, internal fencing to create a separate area for small dogs, agility equipment, a double gate system at each end, mower access gates, water fountain, rubbish bin, doggy doo bag dispensers and a dog wash down area.

Annual plan out for consultation

A proposed average rate increase of 3.7 per cent will be the hot topic amongst Nelson ratepayers in this year’s annual plan consultation. Nelson City Council’s draft annual plan for 2020/21 was released last week as the city grapples with the challenge of Covid-19. The rate rise is 0.6 per cent higher than set out in long term plan with council saying it is to ensure they are funded to carry out necessary work and deliver the services that the Nelson community needs.

However, mayor Rachel Reese says she is committed to looking for savings before the annual plan is finalised at the end of June. “The proposed rates rise, is just that - a proposal. We know that people are already being financially impacted by Covid-19, and we are working through options as quickly as we can for people who may find themselves in financial hardship.” Other key changes in the plan include bringing forward work on stormwater and wastewater systems and there will be a focus on creating a sustainable transport culture. Ticketless parking machines,

the introduction of electronic ticketing on buses and new shared pathways are all expected to be completed this year. Housing affordability is also addressed, with council proposing that the entire proceeds of a sale of community housing to a third-party social housing provider go towards a housing reserve. Several new developments for the Maitai River precinct are also in the pipeline, including the pop-up playground by the Elma Turner Library. A trial for a kerbside food waste collection is also being planned for this year, which

will last for 12 months and be available to 220 households. Rachel says with most of the work for the plan done before Covid-19 was a factor, they are now asking the community for their views in very different circumstances. “I am working closely with the chief executive and chief financial officer to deliver the most cost-effective options possible to provide the services needed to continue to live well in our city.” The plan is out for public consultation until 17 April. Local teacher donates 50kg of books to Filipino school Harri Jordan Eleanor Aleksich is sharing the gift of learning and storytelling with children in need through one very simple idea. Eleanor is a teacher in Nelson and recently spent a holiday volunteering in the Philippines. After visiting a local school there, she was inspired to help in any way that she could. “It was just going to the school and seeing that they didn’t have many resources,” she says. On returning home, Eleanor set about finding book donations from local schools in the area. “Their reading scores were

really low for their year,” she says. “They have nothing compared to what we have here. The community is not a rich community as it’s mostly farmers growing produce.” All in all, Eleanor has collected 50kg of books from Broadgreen Intermediate, Victory, Tapawera and Waimea Schools. “They need more English resources because if you don’t get exposure to it then you can’t learn.” The books include maths textbooks, readers for young children, picture books, fiction, non-fiction and school journals.

“We’ve got an excess here that often go into a skip. At the end of the year teachers don’t have the time to organise or the money to send them.” She hopes the delivery costs will be covered by a third party. “The books will take a huge load of the principals’ back because they’re stressed about reading levels because the school strives to be very academic.” The books are due to be shipped this week and will take around six weeks to arrive at the school. “If we have the money to do it some more, I’d be happy to do it for as long as it needs to be done,” says Eleanor.

Local businesses welcome economic package Jonty Dine The announcement the Government will allocate billions of dollars to businesses affected by Covid-19 has been welcomed by the Nelson Tasman Chamber of Commerce (NTCC). CEO Ali Boswijk says the package will be a lifeline for sectors such as tourism and events. “Those businesses that rely on people getting out and about are taking a bit of a hit.” She says one of the main factors impacting business is a

heightened sense of anxiety. “I think it’s a bit of a foregone conclusion that there will be a chain reaction as people start to retract and there is a bit more anxiety over how long it will last.” The NTCC says they are helping local businesses by simply being there. “It sounds trivial but it’s really important.” Ali says they have been offering practical advice to business owners, some who are sole operators, on how to cope with the crisis. She says they have been fielding

questions such as ‘how do I realign my business and how do I refocus my thinking?’ Ali advises for business owners to regularly check verified sources for updates and to check if you qualify for a wage subsidy. She says it can be hard to be in the right headspace when there are no customers walking through the door, they are there to offer an objective perspective. The chamber hopes that people will continue to get out and support local businesses where they can.

If you’re catching up on home maintenance but working around electricity there are a few things to watch out for. Any work around electricity lines can be dangerous. Here are some important tips to help you stay safe while you do common jobs around your property. POWER LINES SAFETY FOR OUTDOOR MAINTENANCE If you’re checking or cleaning gutters and downpipes, painting the roof or eaves, or doing a job anywhere near the connection of the power lines to your house it’s important to know what to do to stay safe. Sometimes the power line can cross your property and drop quite low, or go across other structures such as a garage or a shed. Be aware of the location of the service line to your home when you’re planning how to do a job. If you’re planting trees, building fences or doing jobs on something tall in your driveway it’s always important to look up and around you to see where power lines are and keep away from them. Keeping community art alive in Nelson Kate Russell For the past 20 years, Faye Wulff has ensured that everyone in Nelson has had access to the arts - but the Community Art Works coordinator says she needs a boost in funding to keep it up. The organisation is the latest nominee for the Car Company’s Charity Drive, which sees $10,000 up for grabs for community organisations. “It would help enormously,” says Faye. “We could stop gasping for air.” Located in the former Hunting and Fishing building in Whakatu Square, Community Art Works is a hub for Nelson’s art scene. Along with creating pieces for

events such as the Christmas parade, Matariki and the Lantern parade, they also help Nelson’s most vulnerable residents. “We give people a reason to get up in the morning. “We are making a difference and that’s what makes it worth it.” Faye says more funding is needing for the day-to-day running of the organisation. The Car Company’s Charity Drive launched earlier this month and local organisations are invited to apply until 6 April. Article on pandemic and council response: Nelson City Council must impose a zero rate rise in view of the economic emergency now facing the region due to the pandemic. Council has no right to impose yet another large residential rate rise when people are faced with losing their jobs and defaulting on their mortgages. Excess staff should be shed, and the councillors and mayor should surrender their remuneration for the duration of the emergency. Dan McGuire

Nelson Matters The Covid-19 emergency is testing all of us in Nelson as it is throughout the world. This is a time for national and community unity. The Government’s response was too slow in January and February but has become more decisive. The closure of our borders last week and shut down this week is necessary to save thousands of kiwi lives. My greatest frustration is people not taking Covid-19 seriously. I received many reports last week of tourists recklessly disregarding the request for 14 days of self-isolation, resulting in me pushing for closing our borders to visitors. I equally worry that people are not heeding the mes-

sage of self-isolation with many people out at the weekend socialising as though life is normal. We need to all understand exponential growth where we can quickly go from a few cases to many thousands. Too many Italians ignored this and they are now grappling with an overwhelmed health system and thousands of deaths. New York is on a similar path. We are fortunate to be able to learn from others experiences. Singapore, South Korea and Taiwan are testing more widely and enforcing isolation. We should be doing likewise. I also share the concern of Sir David Skeggs, Otago University’s leading epidemiologist’s

call for greater openness. He notes we have more information on the UK Government’s rationale for decisions than New Zealand’s. The Government has been receiving daily situation reports on Covid-19 since January but has not released them. Openness and transparency is needed. This crisis is a reminder of all those we depend on for providing life sustaining services. This is not just doctors and nurses, but our pharmacists, caregivers, cleaners, truck drivers, courier drivers and food suppliers. All these people need to know how appreciative we are of them continuing to work to keep us safe and well.

We need to all play our part by heeding the health advice on washing hands and staying home. We also need to recognise the economic carnage this emergency is causing for families and businesses. The Government has rightly frozen rents. I’m calling on councils and other public agencies to freeze rates and other charges. The Nelson Council is currently consulting on rate increases of 3.7%. Council needs to recognise households and businesses are in no position to incur additional costs. I am also calling on DOC to freeze its scheduled doubling of concession charges in the Abel Tasman National

that the annual plan is still a draft. Councillors and staff are looking for ways to make savings and, if people are opposed to the proposed spending, they should make a submission to the plan telling us what you want us to cut. A zero rates rise will mean a cut in operational expenditure of around $3 million, which would have economic consequences for Nelson. Bear in mind, council spending money helps to keep the economy ticking over and will help to provide certainty for local businesses during what will be a testing time. The other thing that’s worth pointing out is that the workshops where the draft was worked on started before Christmas, well before we got hit by COVID-19. Over the years, Nelmac has built a trusted reputation for delivering asset management and environmental management services that make a difference including conservation and ecology, parks and sports fields, building and facilities management, water, recycling, landscape and arboriculture. “Our expertise in delivering water services

One of my favourites is Queen’s Gardens where we have developed a lovely native forest area; we are helping to propagate donated and rare specimens we have brought in. As well as managing all the green spaces and recreational areas in Nelson, Tasman and Marlborough, Nelmac teams also pick up street litter, take care of the hanging baskets, cut roadside grass, empty bins after barbeques and organise traffic management for festivals like Bay Dreams. a very complex business but the fundamental foundations are about caring for each other and our employees. For the past two years, Nelmac biosecurity teams have been working alongside track builders at the Paparoa Track and Pike29 Memorial track. “We have been involved with this iconic great walk since the beginning and are really proud of what we have achieved. We do a lot of maintenance of tracks, repairing them as quickly as possible to help people back into the community and open these walks.”

Highly skilled, diverse workforce Nelmac has come a long way since it first started with a water contract and a green spaces contract. “It was a lot smaller then and didn’t have projects teams within that remit,” says Jane. “We’ve now grown to the point where we have landscape architects doing concepts and designs for huge park remodels, city centres or for new subdivisions or retirement villages. Jane says they have huge capability to be exceptionally creative. “That team is currently

helping the Kea Conservation Trust which we sponsor; helping them design a new recuperation aviary that’s going to be built in Queenstown that will be a hospital for convalescing keas amongst other New Zealand native birds.” Nelmac also has an environmental management leader in the business who is exceptionally well qualified and is leading our sustainability committee. “She is also heading our project work and is responsible for leading our bronze accreditation with the next milestone (July when we will be going for gold) already in her sights.” All staff at Nelmac are qualified and experienced in their respective fields, whose specialisms include biosecurity; sports and turf management; and planting and restoration. 1 in 5 employees with the company is female. “We are very proud that a lot of our ladies work outside,” says Jane. “We have a lady in the water team, Raewyn, who looks after leaks and keeps fresh water piped to our houses. Boosting wages, attracting talent

The company has recently moved to boost wages ahead of the government timetable as part of a range of staff attrac-

tion and retention measures. Effective from July 1st, 2019, Nelmac increased its minimum hourly rate to $19 an hour and now almost 80 percent of staff are being paid more than the 2019 living wage. “We have a substantial pipeline of goodquality work across our range of service provision – from maintaining the community’s recreation, conservation and water assets, to providing professional services in landscape architecture and technology.” However, Jane has expressed concern that the lack of affordability around buying or rent-

ing homes is a barrier when hiring as attracting new people to the area is not easy. Therefore, Nelmac is building relationships with organisations like Work and Income, Te Piki Oranga and Immigration New Zealand (skilled shortages) to identify avenues to assist with filling future employment opportunities. Nelmac also recently launched an employee referral programme which rewards employees with vouchers if candidates they refer are interviewed, hired or stay in their role for longer than six

shops with various customers and councils around sustainability solutions for avoiding water contamination and green space management, including soil protection options and planting more drought tolerant species.” Jane says this year Nelmac is better placed to grow profitably and it’s about ensuring they have the right equipment and tools to deliver excellent services and projects. Sports seasons Twins to sign off from school volleyball success in limbo Jonty Dine Reporter

Chloe and Brooklyn Crichton’s storied school volleyball careers will soon come to a close. The 17-year-old identical twins are in their final year at Nayland College where they have coached and played as a pair throughout. The sisters say they generally work well on court together. “We have always played together, it’s good and bad, we have mini arguments but mostly just during the games, after that we get over it,” says Chloe. Volleyball is in the Crichton sisters’ genes with both their parents having played to a high level, including their father Brendon. The girls didn’t need much persuading to get on the court. When they’re not confusing their opposition or junior players, the Crichtons are also fiercely competitive in

the classroom. “We are always trying to oneup each other,” says Brooklyn. She and Chloe began playing indoor at a young age and started beach volleyball just a year ago. At the start of 2020 they would compete in nationals, following in the footsteps of last year’s national champions from Nayland, Sophie Young and Greta Stjade. They say they didn’t feel the pressure to live up to the successes of their predecessors. “Greta and Sophie are both very good, it was out first year at nationals and we finished fourth in division two, we were quite surprised about that,” says Chloe. They say their connection can be advantageous on court. “We don’t have to say much to each other.” The girls are also talented coaches and will take their year nine team to nationals in Invercargill later this year. Following high school, the

He says they both have the potential to go far in the coaching world. “They get a bit emotionally involved and sweat the small stuff but that will come with experience.” He says the girls are very passionate about their volleyball, whether they be coaching or playing. While the girls laugh off the idea, Brendon says there’s no reason they can’t coach at a national level together. “There is a real need for female coaches, I’d be a pretty proud father if that eventuated.”

With trips to Hawaii and Australia already standing out as highlights, Brooklyn and Chloe hope there will be more to come at nationals this year, however Covid-19 could disrupt those plans. Their senior side is coached by Brendon who says it’s a love hate relationship coaching his daughters. “Some days I wish they could hear someone else’s voice other than mine and I’m sure they’ll feel the same.”

The impact of the coronavirus pandemic has been felt at the lower levels of sport with the announcement that all community rugby, cricket, basketball, football, hockey and netball will be postponed, effective immediately. Tasman Rugby has decided to postpone all club and community rugby until Saturday, 18 April. Non-contact training activities can continue, at least in the short term, while full-contact training is set to resume from Monday, April 13. The reminder of the club cricket season has been cancelled due to the ongoing threat of the virus. This will see the final two rounds and the final of the premier T20 competition not played. All community football has been postponed until May 2 which includes all junior, youth, senior, social and regional competitions. Workshops and coaching and refereeing courses have also been postponed until after May 2. Nelson Netball has decided to postpone all winter competitions until at least Saturday, May 2. The advisory includes the postponement of pre-season programmes, tournaments, workshops and other community competitions, including social leagues that are currently in progress. Nelson Hockey has made the decision to cancel all hockey programmes and trainings until further notice.

Welcoming women back to Waimai Jonty Dine ‘I used to,’ is a phrase all too commonly said by new mothers, says Donna Maclennan. With children becoming the centre of their world, sports can often be cast aside - but Donna and Nic Brydon want to change that. The hockey players say their Waimai United women’s team is on life support and they are calling on local women to revive it. Donna recently rejoined the game after an extended break becoming a mum. “I retired eight years ago, I’ve got three boys and life is all about them but now they are a bit older. It is really nice for them to see me go off and do something for myself.” The Waimai United division one women’s captain says there are so many things she used to do with work, friends and sport but didn’t want hockey to fall in that category. “It’s nice to grab back something, I didn’t want this to become something I used to do, it’s too easy to do that.” Donna says the fear for a lot of people coming back is how quickly the game can change. “It’s scary for anyone going back to a sport after having time off it, you feel like you’ve been left behind.” However, she says Waimai welcomes all skill levels.

It’s ok if you kick the ball now and then.” Nic says the commitments needed by players will also be kept manageable. “You can still play top level hockey and have a family, we will support that lifestyle balance and we won’t expect people coming to three trainings a week.” Nic is a former National Hockey League rep for Capital and spent a number of years playing in Australia where she developed a sports mentoring programme. She hopes to use her expertise to breathe new life into the club. “We have typically struggled for numbers on the women side, come play with us and we will offer on and off field support.”

Rebecca Glenn had not run since childhood when a friend asked her to take part in a 5km race. She had to decline, but in her mind, she decided then and there that she did want to run to get healthier and stop smoking. The mother of four started to get out in the evenings to see if she could do it. “I wanted to quit to be a healthier, happier person and more positive role model for my children.” Within a short distance, Rebecca was exhausted and feeling sick. But she persevered. She started running every second evening until she got up to completing about 4kms. At that stage made the commitment. Rebecca took the plunge to take on the fun run. She admits to being very nervous, having to push herself to complete the distance and collapsing in a “sweaty panting mess” at the end. Over the next month, she improved her time over the 5km distance and then started out on the Saturday Pub Runs of about 7kms. Initially,

she was unable to believe people got up at 6am to race for “fun”. However, the feeling after completing the runs was amazing and she felt so much more productive afterwards. By the second week of January, Rebecca had drastically reduced the number of cigarettes she was having and felt she was now ready to quit completely. Rebecca had her last cigarette on January 14. “I have never felt fitter or healthier in her life, I have met some lovely supportive people through running and will never look back.” Rebecca has just entered her first half-marathon which she will run in May this year. She intends to keep running and encourages anyone else to give running a go to help quit an unwanted addiction and to realise their capacity to push through difficult situations in their lives. “I have never felt happier mentally, loved myself more physically and generally had more energy than I do now that I’m running. It really is addictive, a fantastic addiction.”
