Cable Bay residents are protesting the proposed placement of an 11-metre cellphone tower in an area of “cultural and historic significance”. In August 2017, the Rural Connectivity Group was appointed by the Government to provide 4G mobile and wireless broadband coverage to rural New Zealand. The proposed site for the cell tower, originally set to start building in April, sits roadside on Cable Bay Rd, opposite the Cable Bay Holiday Park and Cable Bay café. RCG’s community engagement manager Gill Evans says RCG has spent nearly two years scoping, assessing, and “working tirelessly” to reach a final site location. “This has included interaction with landowners in the area and the local community,” she says. However, Cable Bay Residents Association member, Jo Say, is concerned that the governmentappointed RCG hasn’t aptly
engaged with the community. The resident’s association surveyed 55 residents, where 48 opposed the proposed location. “It’s important to say we're not against 4G or the broadband coverage, it’s the location. It’s a beautiful place of cultural and historic significance. We do not want that beautiful site to be ruined by a cellphone tower,” she says. The group even went as far as moving a crane onto the land to show how high and disruptive the tower would be. Resident David Haig has lived at his Cable Bay Rd property which directly neighbours the site for 40 years, and describes the location as "so patently wrong". “It just feels like the wrong spot, 87 percent of residents don’t want this here, that’s got to count for something,” he says. Gill says, throughout their two-year search the RCG, consultants, and sub-contractors have spoken with local landowners and community members to find a suitable site.

It will be at least a week before the final tally is known but it was safe to say that it raised more than $150,000 at least. “It’s pretty awesome. We definitely had a figure in mind we wanted to get to and it looks like we might get there.” Emma says that every single dancer did their best performance on the night that helped make a magical event. RCG claims the activity of building on this site is considered as "permitted activity" and as such the RCG has no legal responsibility to communicate externally about their plans. RCG says they updated the whole community as soon as possible, but Jo says that's not enough. “We received the letter on Tuesday, March 16 and there was a contractor lined up for the following Monday." Jo says they took consultation into their own hands, inviting RCG to attend a community meeting on March 26. Four RCG representatives attended and four alternative sites were suggested to the RCG. RCG later responded telling

RCG says the further investigations undertaken at the community’s request have delayed the build and Gill says at this stage there is no start date.

Region’s vaccination plan ahead of schedule Charles Anderson Editor

The Top of the South is smashing its Covid-19 vaccination rollout with close to 20,000 jabs being administered. Vaccination sites have opened up in Motueka, Richmond on Queen St and on Paru Paru Rd in Nelson, that will increasingly be open seven days a week. As of the end of April, Nelson Marlborough Health is tracking 143 per cent to plan. Nelson Marlborough Health’s general manager strategy, primary and community, Cathy O’Malley, says that the organisation is rolling out vaccination with the Pfizer vaccine in line with the national plan. “Because of our relatively small border worker numbers, and the fact that we reached our first targets quickly, we were able to start offering vaccination to aged care facility residents and kaumatua early.” She says Nelson Marlborough Health has exceeded vaccination volumes every week since March 1, when they started. “Nelson Marlborough people are quickly taking up the opportunity to be vaccinated.” All sites will increasingly be

Photo: Supplied. open seven days a week, and as from July, the organisation is planning to be doing 11,000 doses per week. “There is a lot of planning, logistics and administration required as well as the actual vaccination work,” Cathy says. “We will keep collaborating and problem-solving with our health partners, and our iwi partners, to try and stay on track with this programme.” The Nelson centre is open to support ongoing Group 2 and Group 3 vaccination – by direct invitation and appointment but is not open to the public for walk-ins. Meanwhile, retirement villages are also getting their vaccines delivered straight to them. Ernest Rutherford Retirement Village Manager Brent Maru says nearly 200 residents and staff from the village rest home, hospital and special care units,
plus serviced apartments, were eager to get the vaccinations. “There was certainly great anticipation and eagerness from our care residents this morning when I joined them in the lounge… they were keen,” he says. Likewise, as the village manager, he was of the view that taking the vaccines was an absolute must. “From a personal perspective, the worst thing I could ever think of is that because I haven’t done something it’s caused somebody that’s a bit more vulnerable to get sick and potentially pass away. “So, it’s a no-brainer from me. Just in the general discussion in the care rooms, the residents are used to getting their annual influenza vaccination and they see this (Covid-19 jab) as another preventative measure that keeps them safe.”

Free mental health help coming for region Jenny Nicholson A new health initiative announced will see people in the Nelson Tasman region access some free mental health support without the need for a diagnosis. Health Minister Andrew Little joined Nelson MP Rachel Boyack and local health professionals to announce funding for Te Tumu Waiora in the region. This will see the region receive a share of $145 million toward GPs referring clients to health coaches and health improvement
practitioners, who will be located in their medical centres. These professionals are there to support people and guide them toward the help they require, offering a free service which will be available to all once it has been rolled out throughout the region. “People don’t have to have a diagnosis to access help. It’s about having a conversation when something is bothering them,” says general manager mental health, addictions and disability support services at Nelson Marlborough Health, Jane Kinsey.
Health coaches and the heath improvement practioners (HIP) will meet with clients who have presented to their GPs with a range of issues including anxiety, depression, substance abuse and trauma. People can also be referred for worries about their children, stress management from longterm health conditions, money worries, long term pain or any other matter that is causing anxiety for the client. Jane says no criteria needs to be met, instead it is responding to distress early
and reducing waiting times and barriers. She acknowledged that it had been expensive to access counselling and says this scheme allows people to access support before distress builds. It’s also about easing the stigma of mental health. “This announcement is music in our ears,” says Jane “It is free and convenient for people.” Te Tumu Waiora started in a few pilot practices in 2019, including Wakefield Health Centre that has already been funded for this
service. HIP Dave Emerson says he sees eight to twelve clients a day there and has more recently been joined by health coach Kim Smith. Nelson Bays PHO chief executive, Sara Shaughnessy, says local data is showing decreased emergency department presentations due to mental health concerns following the introduction of Te Tumu Waiora in several medical centres across the region. “It’s the right person in the right place at the right time, making the right connection,” she says.

An empty stomach can be a major barrier to receiving an education. So, in order to feed children across the country, the Government introduced the Ka Ora, Ka Ako initiative in 2019. The programme targeted schools with high levels of disadvantage and now sees 25 per cent of Kiwi students receiving meals daily. Victory, Stoke, Auckland Point, and Tahuna Primary Schools
are all set to benefit from the programme with students being provided meals five days a week. Stoke School principal Sarah Davies says the meals will go a long way to equaling the playing field around poverty and hunger. “It is a huge thing for the school and community.” Sarah says to help encourage some of the fussier students, meals will be eaten together like a ‘big picnic’. “It is so important that students are well fed for learning and make good choices around
food.” Due to frequent school outings, Stoke opted for the cold and more easily transportable options. This includes a large sandwich and healthy side, such as fruit. “We have had some really good family comments. For some of the children it is a bit different from what they have had before but we encourage families to help supplement the lunches with something.” The meals also cater for all dietary requirements. “This is a really good outcome for our tamaraki.”

Nelsonians have their say at council Nelson City Council has a hectic week ahead with three full days of Long-Term Plan submission hearings taking place in the chambers. Kate Russell looks at a small snippet of what the public has said. Beginning yesterday and going through until Thursday, there are 648 submissions to get through - 189 pages worth, with 140 scheduled to speak. Of the council’s eight identified key issues, some weigh in more heavily than others with the new library development, housing affordability, and rates rises high on the agenda for many residents. With submissions up by more than 40 per cent since last time here are some of the big topics up for discussion. Library: One of the most submitted on issues was the new multimillion dollar library development plan - and there are mixed views. “Be focused on big problems such as the environment, do the library later,” suggested Nelson Intermediate School student Barrett Alesana Te Piripoho. Aidan Woodward’s submission read, “As a ratepayer, I do not recall ever being asked the question 'do I want a new library?' The answer is no.” However, many submissions backed the idea. “I think the new
library development will be a huge bonus for our city. I love the fact that it also includes opening up the Maitai River precinct,” wrote Stephanie Murton. Debt/rates: Residents had their say regarding the proposed rates increase. “I do not appreciate being told that my rates will be increasing year on year by 5 per cent for the next 10 years to meet your goals and aspirations for this town,” said Aidan Woodward. “Ratepayers cannot afford the average 5 per cent to 5.7 per cent proposed rate increases for the next ten years and for many the increases will be more like 7 per cent to 8 per cent,” wrote Robert Renshaw. Transport: Public transport was a hot topic. “I would like a bus service to and from Monaco to be seriously considered. There are a large number of older residents who would benefit greatly from a bus service as many don't drive and have to rely on others thus losing their independence,” said Robynne Johansen. Safer
roads and encouraging other forms of transport were also suggested. “I would like to see more 30km restrictions on roads surrounding the city to enable safer cycling. I would like to see NCC run campaigns that encourage people to expand their view of their transport options, i.e car use for some trips, bike/walking for others,” wrote Bernadette Power. Housing affordability: While the majority of the submissions in this category concerned the Maitai Valley housing development, there were some other suggestions from residents, including Nelson Intermediate School student Finnbarr Hanrahan. “Apartments closer to the city centre. Support tiny homes. Create new spaces for tiny homes. Build close to the city centre so that people can walk to work and school.” Anthony Hodgson said, “I suggest you postpone the grandiose idea of a $44m library and use it towards fixing the homeless and housing problem.”
Climate change and environment: “Clear leadership on climate change” was requested by several submitters, while Julie MaslinCaradus requests the plan “should make funding and provision to reduce plastics and improve recycling. Particularly of soft plastics and a wider range of plastics than are currently recycled.” City centre: Many submitters have asked the council to focus on the city centre. “Build the rainbow crossing,” wrote Zara Samuels. “More needs to be done to encourage people to
come to the central city. Remove parking charges,” wrote Stephen Day.
Parks and active recreation: As well as many submissions from sporting clubs, members of the public would also like to see more playground options for children. “Sometimes things are broken from age or wear and tear and we would love to see new and exciting equipment put in place rather than a direct replacement of like for like,” wrote Emma Saunders, while Kim Reeve wants council to “think about kids” and suggested a splash playground.

From prison camp to building new life Charlotte Squire At school, he knew he’d had an unusual start to life but he just wanted to fit in with the other kids. Now he’s written a book about it. Nelson-based Chris Potter started life in a prison camp in Hong Kong with his English mother, Norah. There, as a toddler, he learned to salute and bow, to stamp on cockroaches in bare feet to entertain fellow prisoners, and to do as he was told, because if he didn’t the consequences could have gone far beyond being sent to his room. It was Stanley Civilian Internment Camp and Chris arrived there in February 1942 aged five months, after losing his English father on Christmas day 1941 while he was helping to defend Hong Kong from the Japanese. “He was an architect and he was in the volunteer defense corps. What was he doing fighting? All fit men who weren’t doing
‘essential’ things had to be in the volunteer defense corps … nobody really thought that the Japanese were going to come in force,” says Chris. Only hours after the Japanese attacked Pearl Harbour they invaded Hong Kong. They had been at war with China since 1937. The tiny multinational army and civilians of Hong Kong didn’t stand a chance against the seasoned warriors. Life changed dramatically for those who survived. Norah had enjoyed an active social life in Hong Kong before marrying John Potter in 1939. She worked as a personal assistant to a banker who was tasked with stabilising the Chinese currency, using a large sterling loan. “People had gone from eating well and being looked after having ‘the boy’ and ‘the cook’ and ‘the amah’ (housemaid) - to living ten in a room and getting boiled fish heads and rice to eat, on a good day.” They spent three years in the
prison camp before being liberated late in 1945 and repatriated to England. Norah never blamed the Japanese or the German people, knowing they were all victims of a war mentality. Chris discovered his mother’s diaries and records just after she died. She’d recorded her memories on wrappers of cigarette packets and labels off cans, from Americans in the camp. The book, My Beautiful Island – from England to New Zealand via Hong Kong and a War, tells the story of Norah’s journey from England to Hong Kong as a young, single, professional woman; to romance and marriage; to war and survival; then building a new life in the years that followed. Grants open for non-profits Nelson’s non-profit community groups can now apply for a grant to support their work for up to three years from Nelson City Council’s Community Investment Fund. This year, the fund has $240,000 available to support non-profit community organisations to deliver programmes and activities with a
social development focus and that contribute to council’s community outcomes. Grants of up to $30,000 a year for three years are available. Organisations applying for the grants must have a focus on supporting and empowering vulnerable people and communities.
Theatre Royal levels up inclusivity Erin Bradnock
Nelson’s Theatre Royal has installed a new hearing assistance sound system and a new gender-neutral toilet in the name of inclusivity. General manager Eliane Polack says these additions are about making the theatre as accessible as possible. “We want everybody to feel welcome at the theatre.” The hearing assistance sound system was installed in time for Hearing Awareness Month in March. The system takes live audio and, through different ‘hub’ options including a phone app, transmits the audio into hearing aids, cochlear implants, or headphones. A free trial is on offer for anyone with a hearing impairment to come to a show and test out the technology. The trial has extended beyond Hearing Awareness Month and through to the end of May. “The more varying types of hearing aids we get through the better, so we can see what works and what doesn’t,” Eliane says. Technical manager JR Richardson says there is a broad range of options for the different needs and technologies of someone with a hearing impairment.

Photo: Erin Bradnock. “The whole point of the trial is to find the weak points, as every person’s situation is completely unique.” Hearing Nelson member Emma King describes the theatre’s work to accommodate those like her hearing-impaired daughter Greta as an absolute "game-changer". “For Greta, it is all about inclusiveness. Her best friend has been involved in amateur theatrics at the Theatre Royal for many years and this is the first time that we have considered Greta going along.” JR invites anyone who might want to, to pop in with their listening system to see if their smartphone is set up correctly.
Another initiative the theatre has taken up recently is the installation of a gender-neutral toilet. With sponsorship from Fitzgerald Construction Ltd, the theatre has been able to create a gender-neutral space that complies with unique standards and measurements as well as fitting an accessible toilet space with a changing table. Eliane says they have had many positive reactions, not just from the LGBTQ community, but also from those with accessibility needs. “I am happy that for genderqueer people there is now a toilet here they feel comfortable using,” she says.

Nelson’s effort at home during the Great War

The ‘Lady Liverpool Fund’ supplied balaclavas, gloves, and hats for men in the trenches and sent gifts at Christmas. At different times throughout the war, these two groups arranged to collect fruit from local growers, for soldiers in Trentham camp. As well as Italian Red Cross fundraising, there was the Belgian Relief Fund and the local Red Cross Fund. Contributions to various funds, listing names and amounts donated, were acknowledged in local newspapers. On 7 June 1915, the Empire Defense Fund established ‘The Wounded Soldiers & Dependents’ Fund. Subscriptions were called for and many different
fundraising events organised, such as Daffodil Days, concerts, and Queens’ carnivals to support the enlisted men and their families. Citizens of Nelson from all walks of life did what they could to contribute to the war effort. In 1916, when Mr Hall of Stoke offered 50 cases of tomatoes for the Mayor’s appeal if pickers were provided, the Women’s National Reserve was approached to do the job. The following year it was reported that members of the Lady Liverpool Committee were engaged in various gardens picking tomatoes for the soldiers, assisted by three women who had answered an advertisement for help. However, there was a scarcity of pickers, so schoolboys were called upon to help. Throughout the Great War,
there was much fund-raising to support the effort and its participants. However, 30odd years later, when the world was in conflict again, there were different alliances and allegiances, and these changes were reflected in our community. But that’s another story. Italian residents in Nelson had just marched through the streets while crowds of citizens watched their demonstration with approval. It was September 1915, and World War 1 was just entering its second year. The Italian flag was held aloft, while the ‘sons of Italy’ wore tricoloured sashes, and the procession through town was led by the National Reserve Band and included senior cadets. The reason for the march became clear when Mayor William Lock stepped forward to speak on behalf of the Italian marchers. He explained they’d come to raise money for the widows and orphans of Italian soldiers who had fallen in the war. As these Italians had contributed to the city’s patriotic funds before Italy joined the Allies, it was felt they should receive help for their people in Italy. After all, Italy was fighting with Great Britain and her allies in the cause of humanity and freedom in the world. Under the umbrella of the ‘Empire Defense Fund’, many committees were set up throughout the war to support different groups. The Nelson Expeditionary Force Fund petitioned local farmers for horses and saddles for the troops, while cash was collected, converted

Councils like Nelson not fulfilling role: The Government has shown the way with health boards. Local councils also need to be abolished, and their functions centralised, so that local communities do not have the taxes they pay diverted toward non-essential spending and political agendas. The review of local government initiated by Minister Nanaia Mahuta does not fully account for the failure of local government to fulfill its primary role, which is to maintain and replace essential infrastructure. Enormous rate rises and increases in debt have been improperly funneled to non-essential spending by councils like Nelson. This situation will result in elderly people on fixed incomes, low-income families, and middle class families being rated out of their homes. It is not sustainable for the economic circumstances
I want to pay tribute to the hundreds of Nelsonians who helped make such a success of NBS Dancing for a Cause last Saturday night at the Trafalgar Centre raising over $150,000 for our Nelson/Tasman Hospice. This classy event was a positive statement of who we are as Nelsonians. It shows we love life and enjoy music and dance. It shows we care for each other
of these people to be saddled with the constant huge rate increases way above general inflation - and the debt servicing resulting from unsustainable borrowing. It is not sufficient simply to review funding sources. Local councils must be abolished as soon as possible. Dan McGuire

Film celebrates Pasifika Erin Bradnock Around a hundred people gathered at the Suter Theatre for the premiere of a short film documenting the leaders and love in Nelson’s Pasifika community. ‘Our Stories’ follows select Pasifika elders and leaders who share intimate stories about what’s important to them, and their values, in a celebration of what it means to be Pasifika here in the Nelson region. Filmmakers Patsy Burke and Ian Lesa say the project aims to continue strengthening the Pasifika presence and voices in the Top of the South.
Ian was delighted to see the support of the community at the premiere of the film of Friday night. “Tonight’s premiere is about our Pasifika people coming together to celebrate the film but who also get to see it first. It’s great to see everyone here, that’s what it’s all about,” he says. Chairman of the Nelson Tasman Pasifika Community trust board and ‘Our Stories’ subject Sonny Alesana says the film is an important exploration of Pasifika identity in Nelson. “Our identity is a part of our fabric, we must remember who we are and where we come from and this gives us the opportunity to do this,” he says.

The Nelson Fringe Festival will spring back to life next week after the popular event had to be hosted online last year due to Covid-19. Since 2015, the festival has presented a ten-day celebration of theatre and the arts, with creative workshops for aspiring performance artists during the day, and a programme of theatre performances and shows at night. Over the years, the festival has showcased local, national and international talents. This year, the Nelson Fringe Festival runs from May 6 to May 15 and will take place in a pop-up theatre at the back of the Refinery ArtSpace on Hardy St, with most of the workshops across the lane at Studio One. Nelson Fringe Festival director
Giles Burton says the programme ranges from astounding clowning, wondrous theatre, hilarious comedy, saucy cabaret and fab kids shows, through to an exciting line-up of essential workshops. “We’re so thrilled to be presenting the 2021 Nelson Fringe Festival. This year, we’re focusing on using the time to think about what a Fringe can do, and what we want to be.” Giles says this year it's important to re-group and plan for the future after the uncertainty of 2020, and so the festival is bringing back award-winning theatre shows from previous years and combining them with top-notch development workshops. “It’s part of the constant challenge of making the most of life on the fringe.”

Natureland Wildlife Trust’s ‘New to You Store’ is an exciting new secondhand/charity store which recently opened, with entrances on Hardy Street and Buxton Square. His role is to ensure the design meets the standards of the Passive House

He’s been checking all my work on the project and Denise Martin (Principal Analyst, Oculus) has been my technical advisor.” Robyn says the house is slightly different to your typical New Zealand house in that it uses SIP’s (structural insulated panels). “It’s a panel system which you connect together on site for a completely draft-free house.” Robyn says the home also has mechanical ventilation with heat recovery. “This means there is a healthy amount of airflow through the building all the time.” She says, along with that comes heat recovery which lowers the power bill. “As the stale air is extracted from the bathrooms and kitchen, heat energy is transferred into the fresh incoming air.” Robyn says the energy costs to a heat a Passive House over a year would be around the same as it would be to run a fridge. She says Garry
and the Tasman Homes team, along with the owners, have been awesome to work with. “It’s been a really good process that we know will give the owners a comfortable home that they can enjoy year-round.” The brand-new Highland Drive home blends in well in the Richmond subdivision. “With passive design, it’s recommended that you keep the forms as simple as possible, so that’s how Richard’s designed it,” says Garry. The 3-bedroom house is 280 square metres with a double garage. “It’s a nice architecturally-designed house but you wouldn’t drive past and say, ‘that’s passive.’ The beautiful timber wooden windows and doors with tripleglazed glass, which are made by a joiner in Mosgiel but the technology is coming out of Germany.” Garry Nott has been in the local building industry for more
than 30 years. His brother, who is an architect, has been using a lot of SIP’s in his work. “We are always looking at ways we can improve what we do,” says Garry. “It’s about having discussions around how we create quality homes in a way that’s cost-effective.” Formance panels are being used for social housing in Auckland because it’s a healthier option. However, with the G League season in disarray, Donte opted to take his talents to the other side of the world. Harriers winter runs kick off
The Waimea Harriers and Athletics Nelson Club’s winter programme kicked off at the Botanics on Saturday afternoon as runners and walkers, young and old, gathered for the opening event of the season. The day saw 56 adults and 18 enthusiastic children take on the trails around the Centre of New Zealand. Andre Bonny was the fastest male runner and Angela Leck the fastest female, in respectively fast times of 28.52 and 32.08 mins. The fastest walker was John Llewellen. Mia Townley, a junior who chose to run the adult course, finished in a very commendable time of 32.55 mins. Running does not come naturally for Ryan Edwards. Ryan admits to not being the greatest athlete in the world and having always struggled with his fitness. “The Edwards gene has never been strong at running.” However, following the loss of his father and local cricket legend Jock at just 64, Ryan has set himself the challenge of training for and completing an ultra-marathon. “He passed way too early and still had a young family, so I am just trying to be active and do some physical activity.” The premier cricketer admits things were starting to hurt a bit more following a day in the field. “I’ve played sport to an okay level, but I was never the best trainer or the fittest bloke running around. I wanted to take on a challenge and running is completely out of my comfort zone.” As the regional recreation advisor for Sport Tasman, Ryan says it was also important to "walk the talk".

Halfway through the New World Premiership Nelson Suburbs find themselves sitting just inside the top four. After two matches on the road, Suburbs returned home to a crushing defeat at the hands of defending champions Cashmere Technical at the weekend. The competition leaders routed Suburbs 5-1 at Saxton Field on Saturday, handing the side its third loss of the competition. In a game that was not as entirely one way as the final scoreline might suggest, Suburbs had little luck as Technical extended its record undefeated run in the league to 41. Skipper Sam Ayers says it was a disappointing result but one they can't argue with. "Tech are a good side and very clinical. We felt that we didn't have a great game, but the overall gameplay seemed to be generally even." Sam says his side committed several lapses in concentration on set pieces
