Invitation to Quote for ‘Making the Future’ Community Engagement Programme Delivery About the Project Making the Future is a major cultural heritage project being delivered by a consortium of partners including the Nerve Centre, National Museums Northern Ireland (NMNI), Public Record Office of Northern Ireland (PRONI) and the Linen Hall Library (LHL). The leading cultural and heritage organisations are delivering a comprehensive change programme of cultural engagement, creativity and skills development across Northern Ireland and the border counties. Making the Future brings participants together in cross-community engagement programmes. Together, participants interrogate and re-imagine the consortium’s collections through the creative arts and digital technologies across nine project strands: ●

Culture Lab: Making the Future A project exploring identity within the context of Irish history, through a major interactive and participatory exhibition, community engagement programmes, events and new learning resources Troubles Art Exhibition of troubles related art, touring to border counties, with community engagement programmes, events and learning opportunities Partition Photographic exhibition exploring partition of Ireland, travelling to border counties with community engagement programmes, new learning resource and events and learning opportunities Creative Centenaries Digital creativity programmes in areas of disadvantage, using resources reflecting on key centenaries, with new learning resource development Women in the Archives Exhibition drawing women’s voices from the archives, touring to border venues with community engagement programmes, events and new learning resources Conflict to Peace Intergenerational community engagement and skills programme exploring aspects of Northern Ireland’s recent past 100 Shared Stories Digital creativity programme with victims and survivors creating shareable digital stories reflecting on last 100 years of Irish history Cultural Fusion Film-making programme, empowering minority ethnic participants to tell their stories through film, with accompanying festival screening programme Making the Future Oral Archive Creation of a new oral archive from participants across the Making the Future project
Making the Future is a project supported by the European Union’s PEACE IV Programme, managed by the Special EU Programmes Body (SEUPB).
Required Services Making the Future is seeking the services of a creative agency / organisation to undertake the delivery of community engagement programmes with a mix of adult and youth groups as part of its Conflict to Peace strand. There are two contracts available each with a maximum value of £15,000. Each contract is for the delivery of programmes to at least 100 people. Conflict to Peace uses the Linen Hall Library’s diverse collections of imagery, posters, publications and its literary, theatre and postcards archives to explore themes of how Northern Ireland is emerging as a post-conflict society. Examples of the Linen Hall Library’s digitised archives can be found here: https://linenhall.com/about-us/collections-2-2/ Engagement programmes will involve sustained and meaningful contact between people from different communities in Northern Ireland, and should last a minimum of eight hours. Proposals that suggest the use of creativity, art, drama and digital media will be particularly welcome. A Community Engagement Officer contact will be available at the Linen Hall Library to provide assistance with digitised archives and collections as applicable. Please note that programmes do not always have to involve the Library’s collections. It is anticipated with ongoing COVID-19 restrictions that engagement activities may largely need to place online. This will be reviewed on an ongoing basis in partnership with the successful tenderer.
Scope of Work ● ● ● ● ● ● ● ● ●
Attend a virtual online start up meeting with the project team to discuss deliverables, funder requirements, milestones, evaluation and reporting processes. Attend regular catch-up meetings with the project team, usually once a month, or as required. Carry out research into the Linen Hall Library’s available digitised collections which may be used to inform programmes. Devise and propose ideas for online engagement programmes lasting a minimum of eight hours, which may involve a mix of research, lectures and creative workshops for participants. Deliver a mix of programmes that will allow 100 participants to take part on an intergenerational and cross-community basis. Host digital showcase and celebration events from engagement programmes and Identify outputs to be profiled through the project’s communications network. Devise and deliver a showcase of work/outputs from all programmes. Preserves accurate records of participants’ work and submit for inclusion in the Linen Hall Library archives. Keep accurate records of participant involvement and ensure each person completes

a baseline and end of project evaluation form. Supply this information to the Making the Future Project Manager following the end of each engagement programme. Provide a final evaluation report to the Project Manager by October 2021.
Timescale The successful tenderer will be available to meet with the project team week commencing 12 April 2021. The project should be completed by 31st October 2021.
Making the Future input The Community Engagement Officer and Making the Future Project Manager and will be a point of contact throughout the contract and will assist with guidance on programme plans.
Requirements for Submission Tenderers should note that a collaborative tender from multiple organisations / individuals will be considered. Tenderers should include contact information for a referee. Those interested in submitting quotations for this project should submit one electronic copy of a document of no more than six A4 pages under the following headings to Niall Kerr, n.kerr@nervecentre.org 1. COMPANY EXPERIENCE Composition of proposed project team/individual, relevant qualifications, relevant experience and any other relevant information. Provide an example of the delivery of at least one engagement programme, or similar, and the contact information for a referee. 2. METHODOLOGY Provide a description of the approach and methodology to delivering the community engagement programme targets as outlined above. 3. COST A fixed cost with a breakdown of all costs to deliver the required service. Costs should be exclusive of VAT but inclusive of all anticipated expenses. Please note the maximum available budget is £15,000.

Cost will be scored as follows: The fixed cost element of tenders will be assigned a score on the basis of a sliding scale. All tenders will be scored against the lowest proposed fixed cost with full marks (i.e. 20) being awarded to the party having submitted the lowest fixed cost tender. A proportionate percentage reduction in available marks will be made for every percentage that a tender is above the lowest proposed fixed cost, e.g. if a tender is 10% higher, 10% of the available marks will be deducted.
