Proposal: Adaptive reuse of the Maricopa County Environmental Services Building located at Central Avenue and Roosevelt in the heart of downtown Phoenix. An analysis & re-design of the existing building’s envelope to facilitate performance and activate the surrounding community. Polemic: The existing building underserves the majority occupant (Maricopa County Environmental Services) and their mission to serve, protect and educate their community regarding environmental hazards. The building’s design ignores the highly active intersection of Central Avenue and Roosevelt; the existing façade faces the opposite direction. Additionally, the building currently encroaches the southern side walk reducing walkability and does not respond to any of its surrounding context including the light rail or Roosevelt arts district.

Context

Existing building and parking garage Valley Lite Rail Station/ line Roosevelt Arts District Central Avenue (connection to Downtown & Uptown.

Interior: Floor to ceiling height limited due to the original construction in 1962. Originally designed as a hotel complex using concrete construction that did not account for future heating and cooling systems.

Inspired by a tree canopy that shades and absorbs solar energy. The envelope shades the interior/exterior infrastructure and generates energy via PV panels. Air Handling units are supported on an east and west tower and cool air is pushed from the periferals freeing enterior spaces.
