WHEREAS, civic prayers and national days of prayer have a long history in our constitutional republic, dating back to the First Continental Congress in 1775; and WHEREAS, the Declaration of Independence, our first statement as Americans of national purpose and identity, asserted that people have God-given inalienable rights; and WHEREAS, President George Washington proclaimed a day of public thanksgiving and prayer in 1795; and WHEREAS, Abraham Lincoln signed a Congressional resolution calling for a day of fasting and prayer in 1863 during the United States Civil War; and WHEREAS, Congress passed unanimously a bill proclaiming an annual National Day of Prayer in 1952. President Truman signed it into law, and each year the President of the United States was required to designate a day for national prayer.
