STAR Education celebrates International Women’s Day

STAR Education, the transformative education programme led by Chief Minister N Biren Singh, celebrated International Women’s Day on the theme “DigitALL: Innovation and technology for gender equality” on Sunday at Imphal Hotel.

ETA’s “Women of Substance” award 2023 was also held as a part of the celebration, Northeast Women’s Network as a gold sponsor of the award ceremony

As a part of the 3rd edition of the Annual ETA Manipur, STAR Education presented an “Exemplary Service in Education” Award to Leiyami Tontanga, STAR teacher from Netaji Subhash Chandra Bose Awasiya Vidyalaya, Heinoukhong among other admirable women

Leiyami has been an educator for almost 10 years working strongly towards moulding children for their bright future.

Speaking at the event, Amrita Thingujam, Managing Director of STAR Education said, “at STAR Education Manipur, we firmly believe that education is a powerful tool for empowering women and girls We are committed to providing quality education to young women, equipping them with the knowledge and skills they need to pursue their dreams and build successful careers”

The award was presented during the "Women of Substance" Award 2023 programme by ETA; Northeast Women's Network held on March 12, 2023 at Imphal Hotel as a part of International Women's Day celebration, said a press release by STAR Education

Hon'ble Members, my government is taking various steps to develop the education sector.

Under Mission NAAC 2.5+, accreditation of 20 Government colleges by National Assessment and Accreditation Council has been achieved

To assist civil service aspirants, free physical class room coaching has been started for 200 aspirants under the Chief Minister's Scholarship Scheme for Civil Services Coaching

Under Chief Minister's College Maheiroi E-Support Scheme, 2,000 smart phones were distributed to meritorious students belonging to poor families for providing access to various e-learning platforms 'Bamboo Innovation and Incubation Centre' has been set up in Manipur Technical University. MTU has also become a member of the United Nations Academic Impact and of the India Universities and Institutions Network for Disaster Risk Reduction.

To empower students with latest knowhow in automobile sector and strengthen employment opportunities, Government Polytechnic, Takyelpat signed an MOU with TOYOTA KIRLOSKAR to set up Toyota Technical Education Programme

Hon'ble Members, infrastructure development projects of Dhanamanjuri University for a total cost of Rs 55 crore under RUSA were inaugurated

Manipur Government Needs a Scientific Study to Determine Ways to Increase Student Enrolment In Government Schools

While addressing the opening of twoday third session of the 12th Manipur Legislative Assembly Session on February 2, 2023 the Governor of Manipur La Ganesan said, among others, that my govemment is taking various steps to develop the education sector

Highlighting the performance of the Government of Manipur regarding higher education, the Governor said that under Mission NAAC 2 5+, accreditation of 20 Govemment colleges by National Assessment and Accreditation Council has been achieved

Highlighting the efforts for digital learning, the Governor said that 5,000 Tablets preloaded with digital learning content were distributed to students of 310 Govemment schools under Statewide integrated Education Management System and Digital Leaming platform.

STAR Education programme is also being implemented in 253 schools covering all districts. Under this, 10,876 tablets were distributed to primary Teachers to enable them to use resources available on various digital portals.

Regarding inclusiveness of local contents in the school curriculum, “My Government enriched local contents in textbooks of Science, Mathematics and Social Science for classes I to VIII A write up on Mount Manipur was included in Social Science text book of Class Vlll,” the Govenor La Ganesan said

Now, from the Governor’s address regarding school education in Manipur, the increase in the student enrolment in government schools and implementation of STAR Education programme need to be discussed

The Manipur Government said that student enrorlment increased by over 30% from 2019 to 2022 academic sessions in phase-I and an increase of 5.98% was recorded in Phase-ll while the Annual Status of Education Report (ASER) Report 2022 said the enrolment of children in the age group of 6-14 years in government schools in Manipur has increasded from 28 0% in 2018 to 32 8% in 2022

The All India increase in enrolment in Government schools has increased from 65 6% in 2018 to 72 9% in 2022

It may be recalled that Manipur Chief Minister Nongthombam Biren on February 12, 2020 in his frist term said that there has been a sharp increase in the number of students enrolled in government schools under the ‘School Fagathansi Mission’.

The ‘School Fagathansi Mission’ is an ambitious scheme launched by the Manipur government on January 18, 2019 with the objective to improve government schools by developing modern infrastructure and deputing adequate manpower to enhance enrolment

Earlier, ASER Report 2021 said that student enrolment in government schools in Manipur had declined to 13 4% in 2021 from 26 8% in 2018 while the Bharatiya Janata Party (BJP)-led Manipur government claimed that the number of students enrolled in government schools had increased due to various programmes taken up to improve the government schools like School Fagathansi Mission. Imphal Reviews published about this on November 27, 2021.

Notably, the Manipur Government denounced the ASER Report 2021 when it said that the student enrolment in government schools has declined from 26 8% in 2018 to 13 4% in 2021

However, this time the Manipur Government is not against the ASER Report 2022 as it has found according to the latest survey, the student enrolment in government schools in Manipur has increased to 32 8% in 2022

Here, it is pertinent to ask – Is student enrolment in government schools increased due to the various programmes taken up by the govenrment like “School Fagathansi Mission” and STAR Education programme, the Manipur Governor, La Ganesan higlighted in his address in the Assembly or aren’t there other factors for students migrating to government schools from private schools?

One area which we need to study further for students migrating from private school to government schools thereby increasing in student enrolment in government schools to 32 8% in 2022 is the economic and financial conditions of the parents and guardians of the students due to COVID-19 lockdowns

Moreover, another area which needs serious debate and discussion is about the STAR Education programme The Governor of Manipur La Ganesan said in his address that STAR Education programme is also being implemented in 253 schools covering all districts.

STAR Education is short form of System Transformation and Rejuvenation of Education, which is the flagship programme of the Government of Manipur to transform the education system of Manipur through excellence in teaching and learning in classrooms, ensuring strong learning outcomes for children and better growth for the state

According to STAR Education, it is said that the Chief Minister of Manipur launched the School Fagathansi Mission under the ambitious “Go to Village” mission of the Government of Manipur

The Government has a visionary plan for education It will transform Government schools into schools of excellence, paving the way for economic development and prosperity of Manipur through the transformation of physical infrastructure and manpower.

With physical upgradation underway, the Government of Manipur now aims to transform the teaching and learning across all schools in the state through STAR Education

Here, some pertinent questions arise –Will STAR Education exclusively run the 253 government schools with the physical infrastructures and manpower resources provided by the Manipur Government? If these schools have to be run jointly by the STAR Education and Education Department (Schools) of Manipur Government, how can it be practically possible with transparency? Or Will the State Government give all the responsibilities to improve school education in Manipur to STAR Education?

In a nutshell, the Government of Manipur needs a scientific study to find out the factors which increase in student enrolment in government schools.

CIFP Editorial: In 2022, the BJP-led government introduced the ‘School Fagathansi Mission’ in a seemingly new perspective in a wider canvas However, the focus seems to be directed more on development of physical infrastructure rather than overall development.

There is something interesting about the Annual Status of Education Report (ASER) 2022 released this month, as opposed to the 2021 report. ASER is an annual survey conducted by the education nonprofit Pratham in rural areas of India The survey was last conducted at this large scale in 2018 According to the Annual Status of Education Report (ASER) 2022, Manipur witnessed an improvement in enrolment in government schools in Manipur with the proportion of children (age 6 to 14) enrolled in government school increasing from 28 per cent in 2018 to 32 8 per cent in 2022 This is the highest enrolment recorded in government schools after 2008, where 33 2 per cent of the children across the state were enrolled in government schools.

However, in comparison with neighbouring NE states, Manipur has the lowest government school enrolment as per the ASER report. The ASER report was released on Wednesday, the survey of which was conducted in nine districts of Manipur comprising 262 villages and 4,859 households The reports are prepared by the Pratham foundation based on a household telephonic survey conducted in rural areas across the country

In the 2021 report, government school enrolment has fallen during this period in the northeast region, and the proportion of children not enrolled in school has increased For Manipur, enrolment in government

schools has fallen from 26 8 per cent in 2018 to 13 4 per cent in 2021 This has been accompanied by a sharp increase in the proportion of children currently not enrolled, from 1 1 per cent in 2018 to 15 5 per cent in 2021, as per the report

The 2021 report was prepared after conducting a survey in 581 districts in 25 states and three Union Territories, between September and October. The state chief minister himself was not amused with the 2021 report, given the government’s push for overall improvement in the government school sector However, the 2022 report is indeed encouraging for the government as its efforts seem to be paying dividends though marginally But, one cannot achieve results overnight and it always takes gradual improvement

What is now more important is identifying the thrust areas which have contributed to the increase in overall enrolment We would like to reiterate that a holistic approach is always needed in the pursuit of a realistic overhaul of the school education system and the primary objective of the government should rather be on how to impart basic knowledge systems to the school going kids so as to enthral the growing mind and develop capabilities to surprise us with new ideas and imagination while all other approaches should be secondary to the prime objective

We do not have much to say about the STAR education policy as we are yet to witness the results in real time But, we intend to discuss the School Fagathansi Mission In recent times, school education in Manipur has become a fertile ground for experimenting with projects for ‘development’ of government schools

The so-called projects, though well intended, lack a holistic approach for all-round development or for overhauling the school education system in the state which had all along been plagued with so many ailments and inconsistencies.

The thought process of the policy planners and political bosses always seems to work on piecemeal basis and at the end, it always seems to boil down to development of physical infrastructure Previous governments and ministers have tried to address the issue in their own way A few have introduced the idea of model schools in the different districts, equipping the socalled model districts with new infrastructure and facilities and posting good teachers

Yet, it failed to garner the desired performance of students from these model schools while on the other hand it enriched favoured contractors who were entrusted with repairing and refurbishing the schools, and supplying new furniture besides other items In 2022, the BJP-led government also introduced the ‘School Fagathansi Mission’ in a seemingly new perspective in a wider canvas. However, the focus seems to be directed more on development of physical infrastructure rather than overall development. The same basic principle of infrastructure development or improvement and infusion of more teachers to the identified schools is at work here

CM lauds Govt school teachers

Chief Minister N Biren Singh has lauded and congratulated Government school teachers as Government schools recorded a high pass percentage of above 60 percent in the recently declared High School Leaving Certificate (HSLC) Examination 2022 result

The Chief Minister was speaking as the chief guest at the Graduation Day ceremony of Phase 2 training cum valedictory programme of 10-Day Induction Training Programme for teachers and Headmasters of Government schools at Tamphasana Girls Higher Secondary School, Old Lambulane, today

The Chief Minister further said the teachers should set a target to achieve cent percent pass percentage next year

He said that the Government would also honour and award teachers of Government Schools which had secured high pass percentage in the recent HSLC Examination

The Government has been striving to provide quality education to everyone, he said, explaining that the School Fagathansi Mission was launched in 2018 with the objective of improving school education.

The Chief Minister said the School Fagathansi Mission has been very useful and admission in Government schools has increased tremendously since its launch

He said that around 180 schools have been covered under the mission for better infrastructure and overall improvement

N Biren also appreciated the energy and confidence shown by the teachers during the function and said the teachers should approach their students with the same zeal as shown today

Discipline is everything, he said, explaining that a disciplined teacher will only produce good and disciplined students.

He said he can see smart, energetic teachers with a "ready to do something" zeal today and said the credit should go to the STAR Education team.

"Today we could consider STAR Education policy as a success and congratulated the Minister, Commissioner, Director and their teams involved in the programme", Biren said

Meanwhile, the Chief Minister also urged everyone to wear mask and take COVID vaccination

Education Minister Th Basanta said that the Chief Minister has been leading from the front by encouraging all in bringing a sea change in the State's education sector

He said education is the foundation of any society and every advanced society developed due to their education system.

He appealed to the teachers participating the training to inspire their students and fellow teachers and further said that the top priority should be given to students and how to make students improve their performances

"Let us fully implement the "No School Bag Day" on Saturdays and dedicate the day to educate the students on social skills and others", Basanta said

Today's programme was also attended by Saikot AC MLA Paolienlal Haokip, Commissioner, Education (S) H Gyan Prakash, Director, Education (S) and Samagra Shiksha, Manipur L Nandakumar Singh and Vice President Policy and Partnerships, New Globe Sujatha Muthayya, among others

The first phase of the training was held from June 27 to July 6 at Tamphasana Girls Higher Secondary School, Imphal

The training programme was led by 56 staff from New Globe including 24 trainers, eight international experts and support staff.

A great teacher is one a student cherishes forever, Manipur chief minister N Biren Singh said, in a speech on Saturday, adding that a disciplined teacher will only produce good and disciplined students

Singh was addressing at the graduation day ceremony of Phase-2 training-cum-valedictory programme of 10-Day Induction Training Programme for teachers and headmasters of government schools at Tamphasana Girls Higher Secondary School in Imphal today

On the occasion, the chief minister lauded and congratulated government school teachers and pointed out that government schools recorded a high pass percentage of above 60 percent in the recently declared High School Leaving Certificate (HSLC) Examination 2022 result.

STAR education campaign begins

With the objective to revive and transform the education system of Manipur through excellence in teaching and learning in classrooms, STAR education campaign was launched on Friday at EBC Gospel Centenary Hall Auditorium, New Lamka, Churachandpur district

The education campaign was taken up with the support of NewGlobe in a bid to transform Government schools into schools of excellence

Meanwhile, the Highland Group in collaboration with ADCC carried out a massive cleanliness drive and awareness campaign at Lanva bridge and other locations.

The event was also utilized as an opportunity to create awareness among the masses on the need for maintaining hygiene and proper waste management

Members of local NGOs, police personnel and NCC cadets participated in the cleanliness drive
