Reckless driving leads to drug charge By Marione Martin On Oct. 1, Alfalfa County Undersheriff Dennis Frisk, who was off duty, was traveling north on Highway 8 north of Cherokee next to the airport in his personal car. According to a report filed by Deputy David Gebers, Frisk saw a 2006 Chrysler 300 approaching from behind at a high rate of speed. The driver attempted to pass, cutting him off and causing a near miss with Frisk’s vehicle. The driver of the Chrysler lost control, causing the vehicle to fishtail and leave the roadway, coming to rest in the east ditch. When the driver tried to drive out of the ditch, the

Chrysler became stuck. During these maneuvers, the driver used his middle finger to flip off Frisk. The driver was identified as Michael Earl Jeffrey, 41, of Cherokee. Another driver, Steve Stone, stopped to talk to Frisk, saying that Jeffrey cut him off and was driving in a reckless manner by the United store on Grand Street in Cherokee. Another driver, Gary Whitley, said he saw the Chrysler drive by 320 N. Grand at a very high rate of speed, estimated at 70 to 80 mph. Whitley said a few minutes later he saw a police car heading north with lights and feared there was a wreck. He followed the police car to the scene and identified the Chrysler. Jeffrey was placed under arrest and

placed in the back seat of Deputy Gebers patrol car. On the way to the Alfalfa County Jail, Jeffrey was moving around a lot saying the cuffs were too tight. After escorting Jeffrey into the jail, Gebers decided to check his back seat, because he thought Jeffrey’s movement was suspicious. He found an object wrapped in black electrical tape that had not been there when he did a walk-around before his shift. He took pictures and took the object inside. Wrapped inside the black tape was a clear plastic baggie with a white crystal substance inside, which field tested positive for methamphetamine. Jeffrey has been charged with unlawful possession of a controlled dangerous drug, a felony.

South Barber Board wants public input on drug testing policy By Yvonne Miller Public meeting November 8 to get public comments Doubles Tennis Team, Denton and Koblitz, to State Undefeated Tornadoes Play for League Championship Thursday South Barber’s School Board met for their October meeting Monday night, with all members present: President Kent Swartz, Jeff Black, Bob Schrock, Dana Roark, Janet Robison and Mike Anderson. Superintendent Brad Morris and board clerk Julie Johnson also sat at the board table. The longest discussion of the oneand-a-half hour meeting regarded the school district’s drug testing policy. The issue came up last year, when numerous parents expressed concern about drug use by some students. The South Barber Site Council agreed to research the issue. Council and board members looked at other school’s policies, checked with other sources and presented a policy for the board’s review. Since then, the board had a legal review of the document. The board feels there are still too many unanswered questions. For example: legalities, who pays for the drug testing, etc. Roark reminded, “The community asked us as a school board to do something about it.”— regarding drug use among teens and their participation in extra-curricular activities. The board agreed they want public input before they make a final decision

of whether or not to approve a drug testing policy. So they called a public meeting, Thursday, November 8, 7 p.m., in the high school auditorium. Individuals are invited to make a comment, — within a five minute limitation. Superintendent Morris Reports on Enrollment, Increased Tax Dollars September 20 was the official enrollment day on which state aid is based. Superintendent Morris said the Full Time Equivalent (FTE) number of students he submitted was 218.5. That is up .5 from what was budgeted in July. Morris said some of the school’s weightings, which figure into the formula for state aid, will be lower than last year. Those weightings may change depending upon the Kansas Department of Education. Some of those weightings are transportation; number of students taking career tech classes; free and reduced lunches; etc. Those variables are always changing the superintendent said. “We won’t know definite weightings until our audits in the spring,” the superintendent said. Morris said in September, USD 255 received $144,406 in tax revenue from Barber County and $1,291.57 from Harper County. The superintendent said at the same time last year the school district received about $70,000 tax dollars from Barber County. • The district received a hail damage check from their insurance company totaling $44,418.11. This is for roof damage. The vehicle damage check was

separate and already received. Morris said they’ll still receive an additional $24,114.14 supplemental claim (hold back) damage upon completion of those projects and the bills being processed. The superintendent said the new roof at the grade school should be completed this week, weather permitting. Coontz Roofing didn’t replace a down spout last week and some water leaked in and destroyed wall tiles in the band room at the high school which Coontz is replacing. Coontz also repaired another leak in the high school roof. • A new oven was purchased for the elementary which cost $6,879. That cost is reflected in the current monthly bills approved by the board which totaled $328,229.03. In that bills total, a check for $73,203 went to the P1 group who is making improvements at the elementary school. Another check was over $11,000 for insurance. Superintendent Morris said he is taking bids on security cameras at the high school to cover the bus parking lot, school entrances and other areas. • The superintendent urged all board members to attend the KASB Convention in Topeka November 30-December 2. Head Lice Solutions Presenting a report from Site Council, PK-6 Principal Marcia Cantrell said head lice was again discussed – especially on the Hazelton bus route, on which she said the kids are cramped. In that case, if even one student has head lice, the nits easily spread. Cantrell said another school recommended their effective solution to stop the spread of lice, which is to put student’s coats in individual trash bags at school. So, anyone who wishes to donate trash bags (13 gallon) to the school is urged to do so. The principal said they’ve only had three students with head lice so far this year, but they want to prevent that number from increasing. Thought you’d like to see iPad flight navigation By Lynn L. Martin It is AMAZING how much general aviation has changed since I learned to fly. I entered the learning process when the VOR navigation system was brand new. We had these “coffee grinder tuning radios” similar to those on display at the Alva Municipal Airport. During the World War II era, radio navigation of aircraft was via the ADF (Automatic Direction Finder) method. VOR had the advantage of telling you what radial you were on from the VOR station. There is one radial for each degree of the compass. ADF was low frequency and you could fly to the station by aiming your aircraft at a pointing arrow, but you didn’t know what radial.

The main problem with ADF is it was prone to atmospheric interference. Do you remember the CONELRAD emergency broadcast system? Well, airborne ADF receivers could tune in AM broadcast stations and pilots could navigate to that commercial station. So the FAA was worried that Japanese aircraft or other enemies could navigate to large cities and bomb them by tuning in that town’s commercial radio station. So if a threat was detected, all commercial radio stations had to switch their transmitting frequency to either 640 KHZ (kilohertz) or 1240 KHZ. That would create a jumbled signal that no aircraft could follow. In Alva, KALV had to practice switching to 1240 KHZ. Then came the VOR system. Twenty years later many pilots adopted LORAN, which was built for ship navigation, but offered far greater navigational distance than VOR. In addition, it offered ground speed and arrival time information.

When satellites and GPS came along, all of the ground-based radio navigation didn’t hold a candle to their accuracy. In the last decade, the Garmin GPS people have created wonderful “glass panel” avionics that cost from $20,000 to $40,000 for light aircraft. Not very many of we small town pilots can afford avionics that costs more than our airplane. So we purchased aviation-oriented portable GPS units that are almost identical to the ones you put on the dashboard in your car. Just the maps are different. Those have been revolutionary. Now, an app for the iPad has been developed by ForeFlight that is licensed at $75 per year. It pretty well does the identical thing that the $20-$40k glass panel rigs do. Now, they’ve created a later addon app that grabs NOAA weather from a satellite, and feeds it into your Foreflight iPad display. This is better than airborne aircraft radar. If you can read the upper left corner of the accompanying display photo, it says “VFR and ceiling.” When selected, that Stratus Radio unit grabs the See Says Page 14

Increased Valuation from oil and gas prompts growth at Burlington School By Yvonne Miller With valuation up about 11 million from last year to $28.2 million from oil and gas revenue, Burlington School Superintendent Glen Elliott said the increased funds to the school district prompted the board to consider building some new additions needed at the school. At the September meeting of Burlington’s Board of Education, the board discussed the possibility of passing a bond issue to build the following; a new classroom for Pre-K students, as that classroom is currently in a portable building; a band and music room, which would also serve as a SAFE room; an ag shop to go with the new ag classroom; and a new superintendent/school house, as the current one is basically unlivable. The issue will again be discussed at the October 16 meeting. Members present at the September meeting were: Terry Graham, Beth Guffy, Allison Armbruster, Roger Allen and Aaron Smith. Others present were Superintendent Glen Elliott, Principal Shane Feely and Minutes Clerk Jan Hill. The Estimate of Needs for 2012-13 was approved to be sent to the County Excise Board for certification. Hill gave those amounts which are: General Fund — $2,038,247.93; Building Fund — $200,923.61; and Child Nutrition Fund — $71,769.35 Elliott presented a letter from Chesapeake for leasing mineral rights on school property. The superintendent said the lease is for .3125 of an acre so will amount to a few hundred dollars. Board reviewed the Accreditation Report which showed no deficiencies and no sites on the School Improvement List. The 2011-2012 ACT, OCCT EOI Test results, college remediation report and preliminary report card scores were presented and discussed. Superintendent Elliott confirmed Burlington students are well above the state average on test scores. An update on the gifted and talented program, and continuation in the Oklahoma Public Schools Unemployment Compensation Account (OPSUCA) were approved. The Board approved the following monthly finances from the General Fund, Building Fund and Child Nutrition Fund:

General Fund — Encumbrances - $10,064.47 Warrants - $148,152.38 Payroll Accrual - $12,226.05 Building Fund — Encumbrances - $19,648.49 Change Orders - none Warrants - $ 24,441.41 Child Nut. Fund — Encumbrances - none Warrants - $5,518.18 Transportation Bus Warrant - $32,997.00 Board also approved the August Activity Fund Report. The schedule of school administrators’ salary and fringe benefits was reviewed, but were previously approved, Elliott confirmed. Board approved: · the internal activities committee for 2012-2013 of Shane Feely, Travis Bradshaw, Randy Turney, Kirsten Pruett, and Ragina Knedler · the selling of season tickets for home basketball games at $35 for adult passes, $25 for student passes, $120 for family passes, and $10 for senior citizen passes · the Safe School Committee and Healthy and Fit School Advisory Committee of Shane Feely, Chairman, Stephanie Marteney, Vanessa Garvie, Jennifer Newlin, Kirsten Pruett, Ellen Knopf, Lindsey Morgan and Allison Armbruster · Glen Elliott as designee to review results of national criminal history record search. The 2012 expenditure/revenue report as of June 30, 2012 was reviewed. The Board convened in executive session at 9:25 p.m. for the purpose of discussion of employing a high school academic team coach and support personnel salary increases. Upon return to open session at 9:50 p.m., the board voted to table employment of an academic coach, and voted to increase support personnel salary 50 cents per hour beginning October 1, 2012. Superintendent Elliott reported enrollment of 152 students. He said 138 students qualify to ride the bus daily. Elliott presented the board with the Oklahoma Secondary School Board Association/Cooperative Council of School Administrators (OSSBA/CCOSA) report, distributed OSSBA point sheets, OSSBA cards and OSSAA cards, and discussed the upcoming OSSBA District 2 Meeting at Waynoka on Oct. 25. Mr. Feely’s Principal’s report included FFA and fair activities; the Jr.-Sr. Play and Mexican pile-on dinner before the play. The meeting adjourned at 10:20 p.m.

Or, if I select “VFR and visibility” it will display that horizontal line of sight visibility at each airport on my map. The latest legal sectional charts are displayed and the app displays the position of your aircraft on the chart. This is a snapshot that Marione took on our way home from my brother’s funeral in Texas. Our aircraft is in the middle of the chart depicted by an aircraft in the middle of a blue circle. The almost horizontal orange line is my route from Owasso to Alva. Near the aircraft is a symbol showing a radio tower topping out at 2110 feet. The iPad’s GPS computed altitude is 3095 feet seen near the bottom of the screen. So I am safely 1000 feet above that tower. In the upper right (and this may not be readable because it is small white type on black, and newsprint doesn’t handle that well) it says “Remaining” 52 nautical miles and 24 minutes, with ETA in Alva at 12:50 p.m. What is exceptionally cool is I can tap on that orange route line, and “drag” it to another airport along the way in case I want to make a stop, and immediately the math will be done to re-compute all speeds, distances and arrival times. The device is also fed “winds aloft” which used to be an estimate based on weather balloons

launched from various weather stations. (Probably still are.) In this screen snapshot, it reads, “Winds aloft not included in calculation.” On most of my flight from Lufkin, Texas, to Alva, the software said something like, “calculations based on 7 knot headwinds.” A huge advantage is pilots now have a much better idea of fuel requirements based on real time speeds and winds. A fully equipped iPad with 3G cell phone data capability and lots of memo-

ry is around $800.00. The value offered to pilots is incredible since the device is far cheaper than any single radio in the aircraft’s avionics stack. There are still warnings that it is not to be your exclusive navigation device. So all pilots keep a stack of paper aeronautical charts in the back seat in case the screen goes blank. All of the old radios are still in the panel. I have radios that can go back to ADF days, the LORAN era, and of course VOR. Rarely are those radios turned on anymore.

Seevers’ celebrate 50th Wedding Anniversary The family of Bill and Shirley Seevers would like to invite all family

By Marione Martin A man involved in a collision in August is now facing a misdemeanor charge stemming from that investigation. According to court documents, OHP Trooper Brock Morgan investigated an accident on Aug. 26 on US Highway 64 at the Alfalfa and Woods County line, just inside Alfalfa County. Morgan found that a semi had traveled left of center and had been struck by a Chevrolet Impala. At the scene Deputy Adam Honeyman directed Morgan’s attention to a small prescription pill bottle on the trunk of the car. The bottle had the name Kip Fife on it, and was a prescription for Tramadol filled on July 12. The bottle contained no pills but did contain a green leafy substance, with the appearance and odor of marijuana. Honeyman had found the bottle in the south ditch just south of the Impala. Fife, the owner of the car, had been taken to Share Medical Center in Alva by the Alva EMS. When Trooper Morgan talked to Fife in the emergency room at Share, he told him that he was charging him with possession of marijuana. Fife said, “I smoke a little now and then, See Charges Page 35

Besides her parents, she was preceded in death by her husbands, Lynn Kinzie and Leo Terwort, and a brother, Kenneth Martin. Donna is survived by her daughters, Nancy Lohmann and husband, Eddie, of Enid, and Nieta Lohmann and husband, Danny, of Aline; five grandchildren, Daneece Foth and husband, Cory, of Peabody, Kansas, Todd Lohmann and wife, Jennifer, of Manchester, Sherri Lohmann of Enid, Shawn Lohmann of Enid, and Amy Erikson and husband, Clint, of Tuttle; eight great-grandchildren, Cierra Foth, Lane Lohmann, Madyson Foth, Ruston Erikson, Kailey Lohmann, Tanith Erikson, Trent Lohmann, and Trever Lohmann; other relatives and friends. JUDY BROCE AMORITA, OKLAHOMA— Sweet Judy Broce passed away from this life October 2, 2012. Funeral service was held Monday, October 8, 2012 at 10:30 am at the United Methodist Church in Kiowa, Kansas. Burial followed at the Byron-Amorita Cemetery. Judy was born May 15, 1944 in New York City to Deward Blue and Jean Gronemyer Blue. She attended school in South Charleston, West Virginia and graduated in 1962. She attended college at NWOSU in Alva. On May 28, 1964 she married Robert Broce of Amorita. They lived in Alva, and Judy completed her degree in early childhood education. They moved to Amorita, and she began doing substitute teaching at Burlington. After that she became a relief postal clerk at the Amorita Post Office where she worked for 22 years. In 1993 she became Post Master at the Burlington Post Office where she worked for 15 years until her retirement. After retiring she was co-owner of Scrapbooking 101 store in Cherokee. Over the years Judy was involved in numerous civic and community events. She was a volunteer firefighter and EMT and taught EMT training for several years. She was a member of the Burlington Education foundation, served as member on the Cherokee library board and a member of the Jolly 20 homemakers club. Her most beloved joy was her time spent with her grandkids. Judy was preceded in death by her parents and her brother, Daniel Blue. She is survived by her husband, Robert; two sisters, Jane Blue Thompson of Kiowa, and Janet Blue Monday of Morgantown, West Virginia; two children, Kim Broce Walker of Cheney, Kansas,

He was a member of National Rifle Association and the Latter Day Saints Church. Daniel is survived by two sons and one daughter. MARY LILLIAN WALBORN Funeral services were held for Mary Lillian Walborn, 98, at 2 p.m. on Tuesday, October 9, 2012, at Goodwin Funeral Home with Gib Clark officiating. Burial followed in Byron-Amorita Cemetery under the direction of Goodwin Funeral Home of Cherokee. Mary was born April 3, 1914 near Byron, to Edward and Mary Wilson Harmon, and died Saturday, October 6, 2012 in Altamont, Kansas. She married Earnest Walborn on March 4, 1933 in Anthony, Kansas. He preceded her in death in February of 1978. She is survived by two sons, five daughters, numerous grandchildren, great-grandchildren and great-greatgrandchildren. Charge filed after neighbors report drug activity By Marione Martin On July 27, several officers went to a Jet residence to talk to Darrell Gene Clark about a report from a concerned citizen of possible drug activity at the location. Oklahoma Bureau of Narcotics Special Agent Brandon Powell, Agent George Smalley and Alfalfa County Deputy Blake Trekell went to the residence to perform a “knock and talk,” according to documents on file. When Powell asked Clark for consent to search the residence, Clark said he would rather he didn’t. Pow-

ell asked why he didn’t want him searching, and Clark asked what kind of drugs they were looking for. When Powell said there had been reports of meth use, Clark said, “I don’t have any meth, just a little marijuana.” Powell asked him to bring the marijuana to him. Clark returned with a blue tin tray numerous loose marijuana seeds and stems, a clear zip lock bag containing a small amount of a green leafy substance, a wooden dug out box, a wooden dug out box containing a brass-colored hitter pipe with

a burned residue, a white hitter pipe with burned residue, a blue hitter pipe with burned residue, a corn cob type pipe with burned residue and a white hitter pipe with a broken end and with burned residue. On Aug. 31, Powell received OSBI lab reports stating that the green leafy substance tested positive for marijuana. Clark, 43, of Jet has been charged with possession of CDS in presence of a minor under 12 or within 1,000 feet of a park, a felony.

That action was taken following two executive sessions totaling 20 minutes. The agenda listed two executive sessions to discuss non-elected personnel manners. No other action was taken from the executive sessions upon return to open session. • Leta Phillips’ term on the South Barber Rec Commission was finished, and she chose not to seek another term. Board appointed mother Tiffany Bodeman to the commission. Principals Give Updates and Upcoming Events At the elementary school, Principal Cantrell said the PE Concession Stand did well with “wonderful parental support.” The money raised goes toward purchase of a new sound system for the elementary gym. Cantrell said they are still raising money for the purchase. Elementary held a Patriot’s Day student performance on the school lawn, and invited the nursing home residents to join them. Teachers attend training, and students are testing and preparing for fall fun with the Halloween Parade October 31. Janielle Cunningham is a newlyhired paraprofessional for Pre-K. Parent/Teacher Conferences at both the elementary and Jr/Sr High School are November 1, 4-8 p.m., and November 2, 8 a.m. – to noon. The PTO will have their annual book fair in conjunction with the conferences at the elementary. At the Jr/Sr High School, Principal Shafer gave many updates. The undefeated SBJH Tornadoes

play for the League Football Championship this Thursday at Pretty Prairie. The junior high holds a pep rally at 1:30 p.m., at the school to send off their team. High School teacher Nathan Geveoinger coaches the Tornadoes who are 6-0 on the season. At Regional competition at Dodge City last weekend, High School Doubles Tennis Team Riley Denton and Paige Koblitz qualified to play at state this coming weekend. Doubles Team Keeli Hostetler and Kirsti Summers missed qualifying for state by one match. Singles player Shania Farney and Elizabeth Miller were eliminated in earlier matches. The SBHS Chieftains Football Team is 4-2. Principal Shafer said the questionable calls made by officials at the Macksville game were addressed through the proper channels. The principal reminds all fans, players and coaches to show good sportsmanship. Parent’s Night is October 19 against Norwich. The SBHS Volleyball Team (7-19) plays in the league tournament at Norwich Oct 13. The SBJH Volleyball Team (5-2) plays in the league tournament at Norwich Oct 18. Principal Shafer mentioned student testing that’s ongoing and many activities. He reported on the success of the FFA which is reported in a separate article. The FFA Work Auction is Monday, November 5. He reminded that senior Micaela Kirkwood represents her school as Miss South Barber in the Miss Cinderella contest this week. The Talent Show is Thursday evening at 7:30 p.m., and the Pageant is Friday at 8 p.m., both at Herod Hall on the NWOSU campus in Alva.

Mary and Norman Dean Wilson were married October 24, 1979 in Fairview. She was the Fairview Tag Agent for forty-four years. Family was important to Mary, and she loved to travel. She had been to Branson several times to attend shows there. Mary was a member of the Followers of Christ Church. Mary was preceded in death by her first husband, Roy Lee Shaffer; her parents; five brothers, Arthur “Bus” Jr., Everett, Bill, Jack and Kenneth Watkins; four sisters, Mildred Morris, Margaret Johnson, Dorothy Beckner, Bonnie Henry; one grandson and sonin-law, Dennis Ewbank. She is survived by her husband, Norman “Dean” Wilson of Cleo Springs; four children, Wilinda Harmon and husband, Greg of Fairview, LeAnne Sciarrillo and husband, Al of Huntington Beach, California, Rob Wilson and wife, Karen of Fort Worth, Texas and Kim White and husband, Bryan of Vici; one sister, Betty Lou Henn of Oklahoma City; eight grandchildren, Eric Schmidt, Brendan Schmidt, Cale Harmon, Chase Reames, Chloe Ewbank, Cody Wilson, Cory Wilson, Aspen Cook and one great-grandchild, Devon Wilson.
