Officers force entry in domestic violence case By Marione Martin Alfalfa County and Cherokee Police officers had to force entry into a house because of concern about small children. According to documents on file, Deputy Sheriff Blake Trekell received a phone call to assist Alfalfa County Reserve Deputy Bob Rockenbach on a domestic violence call in Jet. Trekell was also called by Cherokee Police Chief David Butler who said the reporting party, Lisa Severe, had gone to Jiffy Trip in Jet and was
injured from the altercation she had with her ex-fiance, John J Davis. Chief Butler said there were two children in the residence that Severe was concerned about. He also said that he, Assistant Chief Tyler Flaherty and Deputy Rockenbach went to the residence at 421 Magnolia in Jet to try to speak with Davis, but were unable to get him to come to the door. They could hear children running and hollering in the house. When Trekell arrived at the residence, Butler said Severe had given him a key to the residence. Butler described Severe’s injuries as being clearly visible on her neck and arms. She also told Butler that Davis had been to prison, was a gang member and had a baseball bat. She warned that he would come out of the house swinging and would not go down easy. Trekell determined that there was a concern for the safety of the children inside the residence. All the lights were off and the windows were covered so he was unable to see inside. He knocked loudly several times and announced his presence. After gaining
no response, he checked and found the door was locked. He unlocked it with a key, but was unable to open it. Later he found that the door had been nailed shut from the inside. He attempted to kick open the door, but that didn’t work either. He then moved to the door on the east side, which was later discovered to have been locked at the handle and with a deadbolt. He kicked it open. Once inside, Trekell loudly announced his presence but received no response. He heard a male voice from the southeast corner of the residence, where he found Davis and the two children in a bedroom. He detained Davis, and the children were removed from the residence. Severe came to the residence to get the children and released them to her mother. Trekell interviewed her about the domestic incident. Severe said she and Davis got into an argument, and he made her believe he might become physically violent. She attempted to leave twice with the children, but was told she wasn’t going anywhere. By Marione Martin An estranged husband is accused of breaking into a police officer’s house, in addition to domestic abuse. According to documents on file, Cherokee Police Chief David Butler received a complaint from Nancy Mathis on Sept. 9 about 7 p.m. She said that her estranged husband, Jessie Mathis, called her saying he was at the residence of Tyler Flaherty, a Cherokee police officer, and that he wanted to talk to her right then. When she arrived, Jessie was upset and started yelling at her. He presented a pair of underwear that he said he had removed from Flaherty’s residence and claimed they belonged to Nancy. She said Jessie grabbed her, pulling her from her truck and throwing her against the truck, leaving marks on her arms and back. He told her he was going to beat the shit out of Flaherty. Then he later made a phone call to her stating he would kill himself. Nancy said when Jessie pulled her from the truck, her children were across the street watching the situation as it unfolded. Jessie Lee Mathis, 30, of Cherokee, has been charged with breaking and entering and with domestic abuse in the presence of a child, both misdemeanor filings.

Lynn Says
New Ways of Stealing By Lynn L. Martin I was looking at our newspaper web site. At the bottom of the home page, is a rolling strip of national video news stories. I rarely venture into that part of our website, but one story caught my eye. It was a CBS news feature on cell-phone theft in San Francisco. The CBS video showed scene after scene of everyday people standing at bus stops texting on their cellphones or simply talking, while walking down the sidewalk. Now that I think of it, it is amazing how many people walk around with their cell phone in their hand most of the time. Nearly every young employee I have cannot seem to work without their cellphone laying in their lap. Many retailers and restaurants have signs posted, “Please end your cell phone call before you check out“, because people have them in use in their hands and are trying to conduct two conversations at once. So the visibility and vulnerability cell phones is enormous. Many of these high dollar smart phones are priced in the $500 range. The CBS reporter made a good point when he said, “You wouldn’t extract cash from an ATM machine and publicly count it, so as to tempt all the potential thieves who might be watching. Well, when you wave an iPhone around, you are flaunting $500 to those same thieves.” Since most of the thefts in the video occurred while the owner was using the phone, that means it was live and
the passwords or other security codes had been entered. A thief can run up thousands of dollars of overseas call charges on your account. Playing poker online using your cell phone is popular also. Then after running up the bill, the next option is to sell the phone to people who think that a half price smart phone is a great deal. It’s not difficult to change out the SIM card. Here are some tips from an article entitled, “Preventing Cell-phone Theft.” • Use a clip or leash to keep your cell phone attached to your body. • Don’t leave an unattended phone laying in clear view or in a purse that isn’t in a locked compartment. • Consider carefully what information you store on your cell phone. If it would create too big of a disaster if it fell into someone else’s hands, don’t store it. You may not prevent someone from taking your phone, but you can prevent them from accessing important information. • Encrypt the data on your cell phone to prevent others from using it. • You can slow down a thief at least by using passwords to restrict easy access to the keypad. Another smart way of protecting your smart phone is to purchase a Bluetooth bracelet. This Bluetooth bracelet is one of
This bracelet communicates via Bluetooth with your cell phone while it is safely stored in a purse or pocket. the latest security gadgets, a perfect combination between technology and classic design. It is made from comfortable silicone material and has an elegant and clear OLED display. The way it works is you carry your smart phone in your purse or pocket so you won’t be carrying it outside your body for a hit and run thief to grab. When an incoming call arrives, the gadget vibrates on your wrist, and the bracelet’s LCD displays the incoming phone number and caller’s name. One can reject or mute the call from the bracelet. The standby time is up to 60 hours. The price of the bracelet is $34.89 at Focalprice.com. I found other Bluetooth bracelets at half that price. Type “Bluetooth cell phone bracelet” into the Google Search box.
This CBS video still frame shows a ski-mask wearing thief grabbing a cell phone from the hands of a seated woman as she waits for a bus.

Iron taken from bridge site was not scrap By Marione Martin Information obtained while checking on a report of stolen property seen in a neighbor’s yard led officers to another individual. On Aug. 27 Alfalfa County Deputy Sheriff Blake Trekell learned from the suspect Thomas Harper that his friend also liked to collect metal and sell it. He said his friend Gary Lyon only took metal from dumpsters in the park and from alleys. When questioned about two large pieces of steel in the bed of a pickup, Harper said that Lyon got the steel from a bridge site south of Carmen and they had permission from a person on the site to get it. According to the documents on file, Trekell contacted Band of Brothers Recycling in Alva and asked if they had bought any scrap iron from Gary Lyon that daym, as he was still look-
ing for some property not recovered at Harper’s residence in Carmen. The contact person said Lyon didn’t deliver any metal that day but had delivered some in the last two days. He also said Lyon had been an employee but was no longer there, as they suspected him of stealing metal while working. He provided the tag number and description of the red and white pickup Lyon used to haul the metal. Deputy Trekell contacted Alfalfa County Commissioner Chad Roach to ask if there was any metal missing from the bridge construction site in his district. He wasn’t sure but said an employee told him another man came by and said he saw a red and white Chevy pickup hauling around metal they were sure came from the bridge site south of Carmen. He said no one was to have the metal, that it was not scrap and would
still be used. Roach later confirmed the metal was missing, along with a tool that attached to a large piece of machinery to move the metal. On Aug. 29 Deputy Trekell and Woods County Deputy Ethan McOsker went to Band of Brothers and looked at the metal Lyon had sold them. That resulted in Woods County charges being filed against Lyon regarding metal taken from BNSF Railway. Trekell photographed several pieces of iron that seemed to match the description Roach gave him of of 24 inch I-beam, and Roach later confirmed from the photos that was the metal taken from the bridge site. Band of Brothers provided the deputies with a large number of receipts for the items. Gary Lowell Lyon, 39, of Carmen, has been charged with grand larceny, a felony, in Alfalfa County.

Obituaries WALTER BERNARD DELONG HARDTNER, KANSAS — Walter Bernard DeLong began his life in Centertown, Missouri as the oldest son to John B. DeLong and Christina M. Strobel DeLong on October 21, 1936. Walt had a younger brother, Earnest who precedes in death. As a child the family moved from Centertown to Booneville, Missouri. Walt worked in the field with his father, siblings and a couple of mules. He never did say anything kind about the mules! He would also help his mother with the gardening. During his teenage years, he trapped raccoons for their pelts to earn extra spending money; he would also ride his bike to the Bill Truit Farm to help in the orchard. Through these experiences, he grew to love planting and caring for the plants. LaVeda always said we had a blooming yard, and we did have flowers blooming from early spring to late fall. He attended the SS Peter and Paul for 12 years and graduated in 1955. As a young adult, he moved to Wichita, Kansas to live with his sister and worked in a paint factory. Then he moved to Kansas City, Missouri, where he had many friends who wanted him to go on a blind date with their girlfriends’ friend. So to shut them up, as he always said, he went on this date and history was made. He met his wife to be, LaVeda Pulliam. They were married on June 28, 1958, at St. John the Apostle Catholic Church in Kiowa, Kansas. From this union they have three children: Theresa, John and Kathleen. While raising the children, Walt and family moved to Sharon, Kansas, where he worked on an oil rig for Gabert and Jones Oil Company for a short time. Then he started working at his true profession as a master automotive technician and service manager for Wes Smith Chevrolet. After moving to Mooresville, North Carolina, he worked at the Commodore Marina as a shop foreman and mechanic for one year. After making Kiowa, Kansas, their home he worked for Bill Hurst Chevrolet as service manager. In 1978 they moved to Hardtner, Kansas, where he started his own business, DeLong Automotive, from which he retired in 2005 due to his health. Walt and LaVeda relocated to Coweta, in 2010 to the home of their youngest daughter, Kathleen and hus-

Getting the stories straight By Marione Martin On July 11, Kevin Richards went to the Alfalfa County Sheriff’s Office to report someone had stolen one of his checks and gave it to two other people to use. According to documents on file, Richards told Deputy Blake Trekell that Tracy Waugh had taken the check and written out an amount, then gave it to the two others to buy fuel and beer at the Carmen Jiffy Trip. Richards said that Waugh told him the check had been stolen, but a friend, Cortney Hulsey, told him Waugh had taken it. On July 12, Deputy Trekell interviewed Hulsey who said while Richards was gone to Texas with his grandma, Waugh called her cell phone and said if Richards asked, she was to tell him that Waugh had locked the house and when she came home later the door was open, someone had gone through the papers on the table, which were scattered everywhere and the checkbook was on top of the table. Waugh said that she actually took one of Richards’ checks and signed it in a sloppy manner, so no one would be able to tell she wrote it. She then went with two other people to the store and got them gas, filled her car up with gas, and purchased cigarettes and a thirty pack of beer. Waugh said she sent them into the store so she wouldn’t get caught by the security camera system. Hulsey said she asked Waugh what she was going to do if she got caught, and she said
she wouldn’t and she didn’t care if she did, because her new man could take care of her. Hulsey also played a voicemail left on her cell phone by Waugh on June 9, threatening her if she said Waugh wrote a hot check. On July 12, Trekell also interviewed Waugh at the Fairview Police Department. Following the Miranda warning, Waugh claimed to know nothing of the check, but later gave a story of how the check might have been written. She said that two individuals named Toni and Ernie were at her house, and she asked them to go to the store to get her a pack of cigarettes and gave them five dollars. She stayed behind to put her kids to bed. She said they came back and then left the house. She said she later received phone calls from Richards accusing her of stealing the check. During the interview, Trekell had Waugh write out a statement and at the bottom he had her write several words that had been written on the check. He then placed a copy of the check next to the words. Waugh became noticeably nervous. He asked if she wanted to say anything else concerning the check, and she said she wanted to talk to her lawyer. While traveling back to Alfalfa County, Trekell received a call from the Alfalfa County dispatch asking him to call Waugh. When he called Waugh, she asked if there was a way to work out the issue without charges being filed. She then said she had the money and would rather just pay it. Trekell told her if she didn’t write the check, she had nothing to worry about. She said she knew they would be filing charges against her. Tracy Dawn Waugh, 20, of Cleo Springs, has been charged with second degree forgery, a felony, in Alfalfa County.

This is what our Photo Gallery picture sales screen looks like at the newspaper website. Each week, hundreds of unpublished photos are added.
www.AlvaReviewCourier.com A major photography bonus.
Parents and grandparents can order team and individual photos while they are still on our web site.
One big advantage in senior photography (three hour package) with our studio is we will shoot special request action photos of your senior when we’re already at the event. Also, the three-hour package qualifies you for a fresh family portrait. Seniors do tend to leave home and it is difficult to schedule a family portrait after they’ve flown the nest.

Golf Tournament fund raiser. A total of $34,000 was raised and the Waynoka FFA Chapter was chosen to receive a generous donation of $17,000. Some of the funds were used to help the chapter buy a much needed livestock trailer. This trailer will transport students’ livestock projects to contests and fairs. The donation will also help purchase supplies and enhance activities for the club members. The Waynoka FFA Chapter appreciates the support of Chesapeake Energy.

Kiowa Hospital receives monetary gifts, new site cost increase, new DON By Yvonne Miller Kiowa’s Hospital Board accepted financial gifts, learned the new hospital brick and mortar costs exceed the $7 million projection, approved offering the hospital’s director of nurses position, and much more at their monthly meeting held the last day of August. Board members present were President Zack Odell; Robert Stark, Robert Armbruster, Dan Lukins and Lori Schrock. Hospital CEO Aldeen “Van” Vandeveer, CFO Janell Goodno and Hospital Public Relations/Marketing Director Brenna May also sat at the board table.
Representatives of Kiowa’s Myrtle King Estate presented the hospital board with a $10,000 check for the new hospital project. May said it was a “great week” for the hospital and Friends of the Kiowa District Hospital Foundation. Besides the King gift, May said Shell Oil is donating $12,000 for emergency room equipment. Kiowa’s General Store spent $13,370 to purchase a scale/lift for the manor and a “ErgoNurse” lifting device for the hospital that saves nurses back injury when lifting patients. Educating nurses on how to use Ergo-Nurse is included in the

cost. “We’re so thankful for everything we receive,” May said of the gifts. Foundation President Judy Schrock said that a foundation member resigned (Brad Morris). Members seek a replacement. Architects/Builder Report Increased Costs for New Hospital Original projections for the new hospital were $7 million. The builder and architects addressed the board, apprising them costs are at $7.28 million for the brick and mortar. As previously listed, the overall building project is $8.2 million. Builder Todd Cunningham said they got price estimates from about 60 subcontractors, mainly from the Wichita area. Van said they will use as many local sub-contractors and vendors as possible. Cunningham said three main areas are driving the cost increase: — Primarily the site utilities are one thing driving up cost. He said they didn’t anticipate the cost of electrical services and a sub-station. They are in conversations with the City of Kiowa and Alfalfa Electric Cooperative. Cunningham said the cost is “upwards of $100,000 and beyond.” “We assumed we’d be coming off of city power,” he said. “Now we learn there’s not enough capacity.” Also, in bringing water to the site, they learned the sewer must be rerouted. Kiowa Mayor Brandon Farney and City Administrator Nathan Law attended the meeting. “We’ve got to make a decision on it (the utilities) fast,” board member Robert Stark told the city representatives. Law said it would have to be discussed at the next city council meeting. — Another factor driving increased costs is paving the parking lot. If the size goes from 50,000 square feet to 62,000 square feet, the type of asphalt goes from light duty to heavy duty. That change would cost around $60,000 for the heavy duty and additional area. Discussion ensued about moving the See Hospital Page 26

helipad from the east side to the south side of the site. Board members considered not doing all parking area at once to save money. — Pricing from the sub-contractors is another factor. Cunningham said that 80 percent of this project is contracted work and “a five percent swing can make a big difference.” Drywall is one of the materials driving up costs. Discussion led to possibly buying drywall locally from the Gyp Mill at Medicine Lodge, which is reportedly more cost effective than buying from a Wichita vendor. The board, builder and architects are crunching numbers to trim costs and still retain what is needed. Van said the board voted to proceed with the plan as is, while trying to cut costs. Van said they hope to have construction documents in hand by early October. Then bids can be let. Groundbreaking at the new building site (on the south edge of Kiowa, just south of the water tower, to the east of Highway 8) is set for Thursday, October 18 from 11 a.m. - 1 p.m. “We plan to make it a celebration,” Van said. New Director of Nurses and Hospital Business The board extended the Hospital Director of Nurses position to R.N. Tammy Blake. She resides near Capron and has been working in Alva. She will start within a few days. Van said the hospital will start providing Swingbed Intermediate care. This is for private pay patients only – no Medicaid accepted. The administration said Swingbed Intermediate care requires “certified skilled care”, which is available at the Kiowa District Hospital, a Critical Ac-
cess facility. It’s not available at the manor because that is deemed “longterm care.” CFO Goodno presented hospital statistics for July. Total days of acute and swingbed care were 39. Outpatient visits totaled 563. “Compared to June, July was pretty slow at the hospital,” Goodno said. However, July clinic numbers were 384 which increased from the number of June visits at 339. For the second consecutive month, Goodno could not provide hospital and manor financials. That’s because of problems with the conversion to Electronic Health Records through Nextgen. This conversion is mandated by the federal government and carries a price tag of $590,000 to the hospital district. Van said they hope to receive from 45-50 percent Medicare reimbursement for the Electronic Health Records cost by the end of the year. Because of the serious issues prohibiting staff from obtaining necessary figures and reports with the Nextgen software, Van has been in regular contact with Nextgen’s upper level management. The administrator threatened to withhold payment to Nextgen until the urgent problem is corrected. “We need more training from Nextgen,” Van said. They are starting to receive two trainings weekly. “We’ve made significant strides.” Manor Business and More Since the attempted break-in at the east/west doors of the manor last winter, board approved purchase of two new doors from Pratt Glass and a system from Alliance Monitor of Wichita. The total cost is $13,480. The manor will receive a total roof replacement. Board approved AR Roofing of Pratt at a cost of $46,580.85. As of August 30, the manor patient census was 23 which is 63.9 percent of capacity. Hospital Radiology Director Dooli Rugg presented figures for a new, 16-slice CT machine. Board said they will revisit the item at their September 20 meeting. Following an executive session, the only action taken by the board was approval of the monthly Risk Management/Quality Assurance Report.

Davis said Davis hit her several times and choked her once to the point she almost passed out. She said he walked into the bedroom, and she ran out of the house and called 911. Trekell photographed several marks on Severe’s person that appeared to be from the altercation. One mark on her neck was consistent with being squeezed around the neck. She had large bruises on her arms, she said were from being thrown across the room into the couch and side table. Her left eye appeared to be bruising, and she had a bruise behind her right ear. Severe reached up and ran her hand through her hair pulling out a handful of hair. She said Davis had pulled it loose during the altercation. She said this was not the first time she and Davis had a physical altercation. Trekell asked where the children were when they argued, and Severe pointed to a room next to the living room. State generosity helps Alfalfa County’s bridge program
By Roger McKenzie Used steel beams from the Indian Creek Bridge south of Ringwood in Major County will be coming to Alfalfa County to help in the ambitious bridge replacement program here. The beams could help with as many as six county bridges. The Alfalfa County Commissioners approved the Oklahoma Department of Transportation (ODOT) beam transfer form at their Monday (Sept. 10) morning meeting. The beneficial beams are being given to the county by the state as it replaces the Indian Creek Bridge with a new bridge. The beams are 36-feet long and will be cut to about 30 or 32-feet to take off bad ends. Commissioner Chad Roach described the beams as even better than the I-40 beams the county is getting from that Oklahoma City project. Using an estimated cost of $24 dollars per foot, he estimated the beams, once they are cut off , will save the county almost $30,000.
Scott Hofen is the new receiving officer for the Alfalfa County EMS. His appointment to that post was approved at Monday’s meeting, as was the removal of Commissioner Toby Walker as the receiving agent for District 3. Commissioner Walker is already the district’s requisition officer. He can’t hold both positions. LaToya Hunter was recently appointed the district’s new receiving agent. With a routine audit underway, the county is updating a number of its processes. One of those, the Schedule of Expenditures of Federal Awards (SEFA), needed updating. The report for 2011 omitted some grants and needs to be redone. The 201l report was not done. The commissioners approved plans for completing the 2010, 2011, and 2012 SEFA documents. In a related matter, they also ap-
proved grant guidelines to help the SEFA information gathering process for the county clerk. Road crossing permits A total of 17 road crossing permits were approved, totaling $21,000 in fees. The division among the county districts were District 1, 13.5 permits ($15,25); District 2, one-half of a permit ($2,250); and District 3, three permits ($3,500). The permit revenue is shared between districts when a road crossing goes across district lines. That results in the two districts each counting the permit as a half-permit. Other business In other business, the commissioners approved minutes of their previous meeting, maintenance and operations warrants, blanket purchase orders, the consumable items report, and officers’ monthly reports.

Burlington Grad Schubert-Akin plans 4 Steamboat Institute Freedom Conference th
By Yvonne Miller A 1975 graduate of Burlington High School, Jennifer Schubert-Akin, is a business woman who operates her own accounting business, is a marathon runner and most interested in helping preserve freedom and American Exceptionalism. That idea inspired Jennifer and her husband Rick Akin, an attorney, to create a non-partisan entity known as the Steamboat Institute, which is based on five principles: Limited Government; Lower Taxes; Free Markets; Strong National Defense; Personal Rights and Responsibilities. The Steamboat Institute’s mission is to educate the public on the Founding Principles of the United States, and to inspire people to be actively involved in their implementation. Residents of Steamboat Springs, Colorado, the couple formed the Steamboat Institute’s Board of Directors. This group of seven organized the Steamboat Institute Freedom Conference, bringing well-known speakers from around the country to address topics facing the nation. This is done in a beautiful mountain setting of a world-class ski resort. The group just held their 4th Annual Freedom Conference at the Steamboat Grand Hotel and Convention Center. The event was sold out to capacity, about 300. Jennifer served as the Master
of Ceremonies, introducing numerous speakers. The keynote speaker was John Bolton, former ambassador to the United Nations. He addressed the group in an evening dinner setting on top of the mountain with a breathtaking view of Steamboat Springs. His address and those of some other speakers will appear in the Alva Review-Courier and Newsgram in the next few weeks. Other speakers at the two-day conference were: Michelle Malkin, award winning conservative columnist and best-selling author; Washington Times President Thomas McDevitt; Ann McElhinney, an Irish journalist and documentary film-maker who made the upcoming film “FrackNation”; Sally Pipes, President and CEO of the
Pacific Research Institute who is a health care expert; Ernest Istook, former Oklahoma Congressman who is now a Distinguished Fellow with The Heritage Foundation; Kevin Jackson, a bestselling author known for his comedic style; Peter Brookes, a leading voice on foreign policy and national security who is a Senior Fellow for National Security Affairs with The Heritage Foundation and routinely appears on major news channels; Bill Black, Associate Professor of Economics and Law at the University of Missouri; Mary Katherine Ham, a journalist who appears in numerous forms of media; Dan Mitchell, a tax expert and Senior Fellow with the Cato Institute seen on major news channels; South Carolina Attorney General Alan Wilson; and several more.

New hires Fill the Boot for MDA and new air conditioning approved By Roger McKenzie Four new hires were approved at the Sept. 6 meeting of the Cherokee School board. Hired after an executive session to discuss them, were Candace Heitz, a custodian at the elementary school; Hazel Nokes, a custodian at the middle school; Melissa Colvin, who will split time as a paraprofessional and as a child nutrition worker; and Jason Paris, described as an expert in music, art, and speech, who will teach part-time. Also approved was the Alfalfa Electric Cooperative bid for a Rheem rooftop air conditioning unit and its installation to cool the cafeteria. The bid was $26,600.
It all began with a phone call that was answered by Marci Hyde, City Clerk of Burlington. “Hi, this is Melissa from the Muscular Dystrophy Association. Would the Burlington Fire Department want to participate in the “Fill the Boot” Campaign? We ask fire departments to “fill their boots” with funds to help MDA summer camp for children, research initiatives, local clinics, and area support groups.” With no hesitation, Marci said, “YES!” Her husband, Robert, is a volunteer firefighter for Burlington and, their daughter Bayli’s best friend, Dalton Black, has Duchenne Muscular Dystrophy. Members of the Burlington Fire Department collected $3,750 for the Muscular Dystrophy Association’s “Fill
the Boot” Campaign. The Burlington Tanker 66 was in the Hardtner 4th of July Parade and the Burlington Reunion Parade, with signs that said: “Fill the Boot for MDA.” Dalton loves Burlington Fire Department’s new Tanker 66 and appreciates everyone supporting the local firefighters and the Fill the Boot Campaign. Since 1954, firefighters have raised over $270 million for research and treatments for muscular dystrophy. This year the MDA telethon was reduced to 3 hours of pre-programmed material. (Bayli and Dalton had been to the telethon the last 2 years.) Donations were listed at the bottom of the screen on Kake-TV. It said: Burlington Fire Department — $3,750 — Honorary Firefighter Dalton Black.
