Man tries to outrun train near Helena By Marione Martin A young man from Oklahoma City was injured when he tried to outrun a train on foot near Helena. The incident occurred on Saturday, April 16, at 9:34 a.m. on County Road 650 a half mile west of Helena in Alfalfa County. According to the report from the Oklahoma Highway Patrol, Cori Cardell Gay, 18, of Oklahoma City was walking south on County Road 650. The train was traveling west. Gay attempted to run across the tracks before the train reached the intersection. After impact, Gay landed 21 feet west of the west edge of the road and 44 feet south of the railroad track. The train came to a controlled stop about 100 yards west of the intersection. Gay was taken by Helena EMS to St. Mary’s Regional Hospital in Enid and later transported by Life EMS to OU Medical Center in Oklahoma City. He was admitted there with head, trunk internal, arm and leg injuries and listed in stable condition. The engineer and conductor, identified as Greg Ellis Hurlbutt, 40 of Enid and Brendon Hinkley, 42, of Canyon, Texas, were not injured. OHP Trooper Matt Wilczek worked the accident assisted by Alfalfa County Sheriff’s Office, Helena Fire Department and Helena EMS.

Clapp — Curtis announce engagement Rev. and Mrs. John Clapp of Alva are pleased to announce the engagement of their daughter, Tabitha Faye Clapp, to Justin Drew Curtis, son of Mr. and Mrs. James Curtis of Dickinson, Texas. Tabitha is graduating from Baptist Bible College this May with a bachelor of arts degree in intercultural studies. Justin will graduate from Baptist Bible College in May 2017 with his bachelor of science degree in pastoral studies.
After their wedding and honeymoon, Justin and Tabitha will reside in Springfield, Missouri. When Justin graduates next year they plan to pursue church ministry work. The wedding celebration will be on June 25, 2016, at 2 p.m. at the Bible Baptist Church in Alva, Oklahoma, with pastors John Clapp and Dale Rebarchik officiating. There will be a reception following the ceremony at the Runnymede Hotel.

By Kandice Allen, Share Medical Center CEO Once again Integris has made application to open a clinic in Alva. Although this might offer more options for care in Alva, we do not think that it will improve the overall healthcare of this community. There are dozens of stories circulating about small, communityowned hospitals struggling in rural Oklahoma. Cuts in state and federal funding, overpriced insurance premiums and the uninsured/underinsured are just a few of the many reason for this collapse. Integris has attempted in the past to affiliate with Share Medical Center. We have a relationship with St. Anthony that has proven to be very beneficial for the past 5 years that has helped sustain the operations of your hospital. While it may be perceived that another entity will be beneficial to the community, if they direct patients to other facilities for care, that will pose a threat to the financial viability to SMC. Today, the affiliation agreement with St. Anthony Hospital has SMC seeing its highest number of inpatients
in years. This is possible through the telemedicine program, which allows us to take care of patients who might have otherwise been transferred. In turn, this allows St. Anthony bed space for more critical patients – a win for us both. Clinics that “cherry pick” the easy patients draw money away from the hospital. We are tasked with running a facility 24 hours a day, 7 days a week, 365 days a year. The manpower cost alone is staggering, but is it worth it? Ask yourself that question. Do you want to drive 70 miles while having a heart attack on a Friday night after the Integris clinic is closed? Citizens of Alva overwhelmingly approved a 1.25 percent sales tax to support this facility. I am asking you to help me protect it. When you hear the phrases “competition is healthy; it drives one to do better” or “we need another choice,” ask yourself this: is it worth losing YOUR hospital? It’s happening all over the country and even right here in Oklahoma. One cannot compare healthcare dollars to retail sales; it’s apples and
oranges. We may get paid roughly 4050 cents on the dollar or not at all. Even further, it may take a patient months or even years to pay off their portion of the bill. How many businesses could handle that method of payment? Integris claims their interest in an Alva clinic is due to a shortage of providers in Alva. This shortage had been much worse in previous years. Today, there are three doctors, four nurse practitioners, and one physician’s assistant, not including our emergency room providers. In 2006, there were only two doctors and two nurse practitioners after Dr. Pinegar’s practice closed. To date Integris has not demonstrated a desire to support your hospital. It appears they are only interested in seeing patients and directing them to facilities in which they have interest. I am asking you to seriously consider not supporting the Integris clinic. You can choose among seven providers at Share Medical Center as well as Dr. Self in his clinic. If you are unhappy with any of the providers, I invite you to tell me why so we can fix any issues keeping you from supporting your hospital. We need to pull together to keep our hospital open and our economy strong. We work to earn the support of the community every day and ask for your support in return. We are working diligently to recruit doctors. We have good interest; it’s just going to take a little time. If it were easy, it would already have been done. Please don’t take this lightly; do your homework. SMC is your safety net for frontline emergency services. Do you want to risk losing that safety net by allowing a provider to come to the community that has not shown interest in supporting your hospital?

Waggoner files for Alfalfa County court clerk The first deputy in the Alfalfa County Court Clerk’s Office, Tammi Waggoner Miller, is announcing that she has filed for the Alfalfa County court clerk position that will become vacant at the end of 2016. The primary election will be June 28. Waggoner has been a full-time deputy since May of 2005 in the court clerk’s office. Her current duties include filing new cases such as criminal, civil, probate, small claim, adoption, juvenile, divorce, marriage license guardianship, traffic and mental health. She also does warrant collections, writes checks, tax intercepts, prints and pulls dockets, passports and files all documents needed to see the case go through the court system until final disposition. Customer service is a priority for Waggoner. The office receives many phone calls a day and people come in the office to take care of many different issues and she tries to help them as quickly as possible. Waggoner graduated from Northwestern Oklahoma State University with a bachelor of science degree in 1994 and attended Panhandle State University in 1998 to obtain an Oklahoma real estate license. She has already completed 37 hours towards the Certification of Court Clerk from the Oklahoma Cooperative Extension Service. She has taken online classes through the department of state and renews her certification every year to process passports. The office uses Kellpro for the court

When not at work, Waggoner spends time with her husband, Travis Miller, who owns the Cherokee Auto Parts & Supplies – Bumper to Bumper store and daughters Taylor and Taryn Miller, 10th and 8th graders in Cherokee schools. The family attends Cherokee First Baptist Church where Waggoner is a substitute children’s Sunday school teacher, a nursery volunteer, and also enjoys the adult Genesis Sunday school class. Waggoner is a past president of Cherokee’s Epsilon Sigma Alpha Sorority that provides scholarships to Cherokee High School seniors annually. Waggoner enjoys watching Cherokee sporting events and volunteers to help in the concession stand and drive the cheerleaders when needed. The citizens of Alfalfa County should feel confident that there will be a smooth transition to Waggoner as court clerk. She has been preparing for this position for almost 11 years and she is excited to expand her knowledge of the workings of the Alfalfa County Court Clerk’s Office.
Annual Capron Cemetery meeting The Capron Cemetery Association meeting will be held Tuesday, May 3, 2016, at 2:30 p.m. in the Capron Rural Fire Department building in Capron. The audit report by Carroll showed no significant deficiencies. There were two instances of non-compliance addressed. One was employee bonuses with terms and conditions not addressed in the contracts of the employees. The district will set up terms and conditions and make sure they are met for all future employee stipends. The second non-compliance item showed federal program expenditures reported to OCAS were different than the actual expenditures used when claiming reimbursement. The district will make an effort in the future to make sure all outstanding purchase orders for federal programs have been closed before reporting to OCAS. Superintendent Tackett furnished a letter notifying the state of the corrective procedures. Blalock made a motion, seconded by Rick George, to accept the 2014-2015 school audit report completed by Chas. W. Carroll. The motion passed unanimously.
CHRISTOPHER LEE LEVERICH CHEROKEE, Oklahoma – Chris was born on August 8, 1978, in Tacoma, Washington to Dennis Lee Leverich and Sandy Louise Whiteman Leverich and passed from this life on April 9, 2016, at his home in Cherokee. Chris loved being outside working with his hands on all types of projects. He would help family and friends without asking for anything in return. His wife and kids were the most important thing in the world to him. He would do anything to make sure they were taken care of. He lived to be around his family and friends. He always said his friends were family. Even if they didn’t believe it, Chris would show them that you don’t have to be blood to be family. He loved watching the Seahawks play, and you could hear him yelling a mile away. His soul has gone to Heaven, but his memory will never be forgotten. We love you to the moon and back, Chris!!! Chris is survived by his wife, Jamie Leverich; two children, Brayden and Alexander Leverich; his mother, Sandy Leverich; his father, Dennis Leverich; his grandmother, Vi Leverich; two brothers, Jeremie Leverich and Gregg Leverich; two sisters, Brenda Leverich and Rachel Barnett; many nieces and nephews; tons of family and friends. He was preceded in death by three grandparents, Thomas Leverich, Raymond and Nell Whiteman. Celebration of Life service for Christopher Lee Leverich, 37, will be Saturday, April 16, 2016, at 10:30 a.m. at the Cherokee Fairgrounds. Arrangements are by Lanman Funeral Home, Inc. of Cherokee. Viewing will be at the funeral home on Thursday from 10 a.m. until 4 p.m. and Friday from 10 a.m. until 7 p.m. with the family present from 5 p.m. until 7 p.m. Memorials may be given to the funeral home on behalf of the family.

Landon Russell loves tele-hospitalist program Landon Russell fell at his aunt’s funeral in Waynoka. “I broke the bone above my left eyebrow and had the worst black eye you’ve ever seen,” he said.
A resident of the Homestead, he fell again and could not get up. He was not near his phone nor had one of those call for help pushbutton gadgets, a problem he is planning to solve. Homestead Director Kelly Parker was walking by and thought he heard a cry for help. Parker stuck his head in the door and asked if anyone needed help. A “Yes” came back and Landon was soon taken to Share Medical Center. (A real advantage to not living alone.) “After the second fall, Brian Nutter, A.P.R.N., suggested trying the tele-hospitalist program so I could get where I could take care of myself again. It’s just like standing in the room with the doctor. I was so

impressed with his attention to detail, I couldn’t think of any questions to ask. It’s amazing he’s down there at St. Anthony’s and he’s worrying about my problems up here in Alva “There are big hospitals and little hospitals, and there are advantages in both. I told a friend that he ought to live in Alva because if you need an MRI, they’ll bring up a semi-trailer for you. I’m going to get one of those remote buttons. I used to make fun of those, and now I’m going to get one.”

running her 22nd consecutive Boston Marathon in 3:56:58. Finishing in under the deadline of four hours and ten minutes (for her age division of women age 55-59) qualified her to run in this historic marathon again next year. This was the 120th Annual Boston Marathon. The marathon is always run on Patriots’ Day, a New England holiday celebrated on the anniversary of the battles of Lexington and Concord during the Revolutionary War. The Boston Marathon is the world’s oldest annual marathon and one of six World Marathon Majors. A 1975 graduate of Burlington High School and resident of Steamboat Springs, Colorado, Schubert-Akin said, “I feel really good. It’s nice when it all comes together on race day.” This was after she had her traditional post-race meal of a hamburger and salty fries. She said the secret for her success in finishing is, “You don’t go out too fast. I had a good second half of the race.” She focuses on consistent pace and heart rate. She said the majority of runners who run too fast in the beginning are often the ones who get in to trouble and
can’t finish. She said in the first half of her race, temperatures were “in the upper 60s, which is warmer than usual. The last half was cooler because there was a sea breeze.” In contrast, last year was the coldest Boston Marathon she had ever run, characterized by cold wind and rain. Schubert-Akin was one of the 650 women in her age division (95.9 percent) who finished the race Monday, according to the Boston Athletic Association. The BAA reported 30,741 people entered the marathon. Of those, 27,487 started the race and 26,639 finished. That’s 96.9 percent of runners who finished. The 26.2 mile race starts at Hopkinton, Massachusetts, and ends at Boylston Street in the heart of Boston. Along the way, locals stand outside cheering on the runners, holding up inspirational signs, distributing water and support. “The crowd was great as usual,” Schubert-Akin said. Mexican fiesta in Kiowa raises over $12,000 for firefighters By Yvonne Miller It’s always amazing to see what generosity small communities have when called upon to give – and even when they are not. The Plum Thickett restaurant in Kiowa, Kansas, held a two-hour Mexican fiesta Sunday evening to raise money for the volunteer fire departments of Kiowa/Hazelton and Elwood Township (Hardtner). The line of people wound out the door for much of the evening. When inside, hungry people found a buffet of homemade salsas and chips, killer-good queso, several types of enchiladas, rice, beans, tacos, cinnamon sugar chips and other desserts. It was a feast as delicious as the endless, unwavering dedication of the volunteer firefighters who battled the Anderson Creek Fire in March that started around Freedom, Oklahoma. The flames whipped into Kansas with high winds, setting records for being the largest wildfire in Kansas history after charring over 600,000 acres, killing livestock and destroying homes and other structures. Besides the Mexican buffet, those

waiting in line shopped from a bake sale of beautiful homemade items. Plum Thickett co-owner Sue Becker said the evening raised $12,385.23. That includes the bake sale. She and organizer Janet Robison, wife of Kiowa Fire Chief Roger Robison, said the generosity of
the community was overwhelming – from those who donated monetarily, to groceries to help prepare the food, to those who baked for the sale. The proceeds will help the fire departments update what they need after battling wildfires for days.

Stocking farm ponds Hopefully with the rain the farm ponds will fill up with a place for fish to live and be enjoyed by landowner’s families and friends. The Oklahoma Department of Wildlife still stocks farm ponds for landowners in the area. The requirements are the landowner must have a valid fishing license, no fish can be in the farm pond and you do not have to let the public fish but it is encouraged. You can find applications at OSU Extension Office at the courthouse, from your local game
warden or it can be downloaded from the Department of Wildlife website. Applications must be in by May 31. We all know that turkey season is halfway over. Just a reminder: turkeys needs to be checked for the spring season. Turkeys can be checked online. See regulations for more information. Missing Oklahoma boy's aunt, uncle charged with murder OKLAHOMA CITY (AP) — Prosecutors have filed murder and other charges against a Seminole County couple arrested in April in connection with the disappearance of their 9-year-old foster son Colton Clark nearly 10 years ago. Prosecutors on Tuesday charged Rex and Rebecca Clark each with nine felonies, including first-degree murder, intimidation of a witness, conspiracy to commit a felony, two counts of child ne-
glect and four counts of child abuse. An arrest affidavit details an interview with Colton's brother, formerly named Homer Clark, who told investigators the Clarks beat the boys before Colton — who was also the couple's nephew — disappeared in 2006 and threatened to kill Homer if he failed to repeat a rehearsed story. Defense attorney Robert Butler says the Clarks maintain their innocence on all counts.

South Barber School Board elects Mike Miller as new member By Yvonne Miller The South Barber Board of Education held a special meeting at 7 a.m. Monday to elect a new board member to replace former board member Mike Anderson, who moved from Kiowa before his term was complete. Along with Superintendent Dr. Andi Williams and Board Clerk Julie Johnson, all board members were present: President Steve Allen, Mariah Doherty, Deb Helfrich, Dooli Rugg, Melissa Simpson and Mark Pollock. Two members of the public had expressed interest to serve on the board and fill the seat that was held by Anderson. Those individuals are Mike Miller and Donna Williams. As instructed, the board was to interview
each candidate in open session and then vote on one of them to fill the three-year term. The board first conducted a 30-minute interview with Williams, asking her prepared questions – the same ones they asked Miller in the second half hour. Both candidates answered the questions professionally. When asked the greatest challenge they see to the district, both replied financial. A local business woman who owns Custom Rope in Kiowa with her husband Buddy, Williams said they raised many members of their family in Kiowa who graduated from South Barber and currently have seven grandchildren in the school system. Williams spoke of her previous involvement with Kiowa’s Chamber of Commerce, the United Methodist Church and other volunteerism. She said for a while her husband’s illness took most of her time. Since he is well, Williams said, “I have a desire to step back into community service.” “This school really is our future,” Williams told the board. Miller told the board he has 30 years experience in education of which he was a substitute principal at one point. Since living in Kiowa for many years he has substitute taught and volunteers in the school district as well as with the recycle center, American Legion, the grocery store board, Labor Day festivities and the Monty Thompson Foundation. Miller said he believes in communicating with an open door policy. He favors face-to-face meetings with patrons and said, “I would not close my door to anyone.” Miller told the board he does not seek a seat on the board for any particular reason. “I’m running because there is a need. I am

By Yvonne Miller The Kiowa City Council heard a good audit for the city and discussed a variety of business at their April meeting last week. Mayor Brandon Farney called the meeting to order with all members present: Bill Watson, R.L. Simpson, Russel Molz, Tom Wells and Brian Hill. City Administrator Lou Leone sat at council table with City Clerk Marlo Rugg and City Attorney Laurel McClellan. Auditor Randy Ford presented the city’s audit, giving a clean audit with no budgetary violations. The mayor and attorney complimented the office staff and administrator for their good work. The Blue Cross and Blue Shield annual health and dental insurance contract shows a renewal rate with a 15.93 percent overall increase if the city maintains its grandfathered status. With the addition of two new employees, the increase for the city is $26,877.36 for
the contract year. Leone said this year’s budget already called for a 20 percent increase so it’s doable. The administrator said to expect changes next year if there are similar increases. Presenting a first quarter review of city department finances, Leone said with the city being 25 percent into the year, “We’re doing pretty good.” He said the city is right on target for its sales tax, considering the county tax is decreased. Leone said the city’s 6 percent electric line loss they took action to recoup is starting to come through the system. The administrator said city crews started spraying for mosquitoes recently. They are spraying early in the morning when less people are outside. He said the morning dew helps the chemical stick. At the end of the meeting, the council held two executive sessions. Leone said the first was in regards to discussions related to non-elected personnel. The
second was legal issues related to financial affairs or trade secrets of second parties. In both cases no action was taken, according to the administrator. At the March meeting, the council approved raising the administrator’s purchasing authorization to $5,000. At the April meeting the council approved Resolution No. 271 to authorize the mayor to sign the updated purchase policy. Because of the recent wildfires, Leone said he was contacted by Kiowa District Hospital staff about an agreement for an alternate care site. This agreement formalizes the previous “understood” agreement. There’s been a complaint of a sewer odor coming from the south side of Main Street from some businesses, Leone said. That’s why the water department is conducting a smoke test in the alleyway

Commission approves vaping on Sedgwick Count property DERBY, Kan. (AP) — Electronic cigarettes will be permitted in public buildings in a southern Kansas county under a newly approved policy. The Wichita Eagle (http://bit.ly/1QjR92D ) reports that the Sedgwick County commission took up the issue Monday night. The county's tobacco policy didn't previously address e-cigarettes, or vaping devices. The new policy was approved with a 3-2 vote. It clarifies that
employees and customers can use unflavored e-cigarettes. Anti-tobacco groups fear that vaporizers are enticing to young people and may encourage them to eventually take up smoking. "They're designed for tobacco smokers to continue to get their nicotine fix in places they're not allowed to smoke," said Michael Weaver, medical director of the Center for Neurobehavorial Research on Addiction at the University of

"I think we need to get over it," said Jim Howell, chairman of the commission, who first brought up the issue to the commission in November. They have not been extensively studied, and there is no scientific consensus on their risks. "The controversy itself is probably enough to justify us holding off on this," said Dave Unruh, who gave one of the dissenting votes. Each county department will be able to set its own designated areas for customers and employees who want to vape indoors. Howell said he expects that department managers at customer-oriented offices will put restrictions on use.

Regarding economic development, Leone said he is has started preparing action items to attract business opportunities in Kiowa. He’s reaching out to organizations like Wichita State University for information like workforce studies and strategic planning. Leone said he attended the Joint Executive Advisory Committee for KMEA regarding the electric pool of which Kiowa is a member. He learned of a reduction of almost $250,000 in costs to KMEA. He said these cost saving measures will filter down to the cities in the pool.

At the city office, staff has started the process of overhauling the city files and filing system. This is to make more efficient and have less paper files. The council voted to donate $125 to the Annual Barber Firewagon Shrine Golf Scramble in August. This goes to Midian Shrine in Wichita who supports the Plane of Mercy (an air ambulance) that transports sick children and their families to Shriner’s hospital where families never see a bill. The Barber County Shrine already gave $1,100 to this cause. The council donated $50 to the Barber County Relay for Life. City Attorney McClellan reported on his quest to get hold of Verne Collins in Colorado regarding the former bowling alley property. McClellan said he contacted the El Paso County Sheriff in Colorado to serve Collins papers. Upon arrival the deputy found a sign saying, “If you set foot on this property, you’ll be shot.” McClellan is now trying a private tax foreclosure. Molz said he’s had lots of questions about the error in the hospital’s electricity billing from the city. Watson said he’s seen more plastic bags of leaves at the city’s burn site, which is not acceptable.

Miller was nominated and was unanimously approved as the new board member. Miller is to begin his seat on the board immediately and will take his seat at the next meeting. Board members agreed that because Williams is interested in serving the school, she should be offered a seat on the South Barber Site Council that makes recommendations to the school board. Newly hired Pre-K – Sixth grade Principal Eric Stoddard attended the meeting as he was in Kiowa for the day being introduced around the elementary school. He said he’ll move to Kiowa this summer with his wife.

Society President Darlene Cloyd promises a “mystery guest” will ride in their horseless carriage. She reminds everyone that raffle tickets for the Farmer Tribute Edition Rifle are still available from Buford Cloyd, Stan Michel and Bob Hayes. They’ll be around Saturday morning to sell tickets. The rifle will be auctioned after the skit, about noon, at the museum located at Seventh and Main behind the lot where the skit will be held. Tickets are one for $10 or three for $25. You do not need to be present to win. Cloyd urges children and adults who want to see how butter was made in yesteryear to drop by the museum. She’ll have a hands-on display set up outside, complete with antique butter churns. She has small jars for everyone
to use to make their own butter. When the parade, skit and rifle drawing conclude, trailers will be at the museum ready to take people on the second Historic Home Tour. Cloyd said these are 10 different homes than were on the tour last year and it will take about 40 minutes. She said they have a new portable sound system for both trailers so people can better hear as the histories are read. Tickets to take the tour are: $5 for adults, $2 for K-12 students; children age 4 and under are free. Kiowa Karachters organizer Donna Williams promises the skit will be a hoot. The estimated one million spectators went through more checkpoints and were further restricted on what they could carry to the race route this year. They couldn’t see the depth of high tech surveillance, extensive communication between law enforcement and much more in place to keep the crowd and runners safe. Runs to Raise Money for MS, Which Affects Her Sister Schubert-Akin runs for her sister and others who can’t due to the debilitating effects of multiple sclerosis. As her sister, I was diagnosed when I was 25 years old and am now 54. Over the years MS has weakened my legs and ability to walk well. The word frustrating is an understatement of what this disease does to its victims and ultimately to their loved ones. Keeping a positive attitude is so important, and I do 98 percent of the time – but I admit there are moments! Then I remember there are so many people with problems much greater, which makes mine insignificant. My choice is to keep going.
The generosity and kindness of friends and family – and complete strangers – is amazing and so appreciated. I cannot thank the people enough who get my scooter in or out of the car for me, hand deliver something to me or just extend a helping hand. It’s all those acts of generosity that keep me going. To all of you I say a heartfelt thank you. My sister had raised over $82,000 for MS as of last year in her 21 years of running the Boston Marathon and fundraising efforts. As of Monday morning she had raised about $9,000 and wants to reach her goal of $10,000 for this year. Miller Arena Action Cowboys will head to the John Miller arena in the southeast corner of Kiowa for some rodeo event action starting at 1 p.m. Saturday. Cowboys will compete in bull doggin’ (steer wrestlng). Bev Miller and crew will provide burgers, etc., at a concession stand at the arena throughout the afternoon. Sunday at 11 a.m., cowboys head back to Miller’s arena for some team ropin’. Miller said Ron Rohr will have pulled pork sandwiches and roasted corn available for sale that afternoon. Church Service in Park Sunday at 8 a.m. Kiowa’s Ministerial Alliance plans a very casual church service in Progress Park at 8 a.m. Sunday. Charles Daub from Cherokee is the guest speaker. One of the organizers, Franklin Wright, said people should bring their lawn chairs and be ready to sing some old gospel favorites. He said members of the Cloyd family will provide special music during this service that won’t last a long time. He said a free will offering will be taken to show appreciation for the speaker.
