A SPECIAL FINAL TRIBUTE TO A FRIEND WHO LEFT TOO SOON -- Friends and family of Kiowa, Kan., man Monty Williams lined this section of Main Street with firetrucks and two of his crop spraying rigs from Williams Ag. This was for Monty’s funeral procession to pass through Monday morning as a final tribute for a man who had a longtime affiliation as a volunteer firefighter. His funeral was held in the South Barber High School gymnasium that was packed with friends who recognized Monty as “Kiowa’s 411”, the “go-to guy” if you needed anything. Besides being a family man and successful business person, he was remembered as a volunteer extraordinaire. Photo by Yvonne Miller A UNIQUE SITE FOR A CROP SPRAYER’S FUNERAL PROCESSION – Just before the funeral procession of Kiowa, Kan., Monty Williams, the booms of two of his spray rigs from Williams Ag were lifted to make an arch with Old Glory flying on Main Street along with rows of firetrucks. A heart attack took his life at the age of 53.

Lynn Says
Neat streets and sidewalks not a bad idea By Lynn L. Martin I drove up to my studio building at 618 Barnes Monday morning and as I exited my van I spotted 78-year-old (please don’t mention to her I told her age) Jewel LeDou with a five-gallon pressurized weed sprayer squirting the weeds in the road on the opposite side of the street from the Senior Citizen Center. I snapped a photo of her doing her good citizen work and she ordered me not to use her picture. I reasoned to myself that since she was in the middle of a public street she was fair game. (So please don’t tell her I printed it in the Newsgram.) A few minutes later I got on her good side by saying I might write a column about her anti-weed campaign. Jewel was fuming at how the city and the citizens don’t take proper care of their community. She reasoned that if God favored us with a lot of rain, the very least we could do is show our appreciation by taking care of the weeds. She cited Beaver, Okla., as an
excellent example on how to do the job right. Also, she editorialized on the spot about professional lawn-keepers who dump their trimmings in the street beside the lawn they’ve just mowed. Thankfully, Jewel wasn’t packing her gun that day so I had time to mention to an employee that we needed to
take a few weeds out of the cracks in the sidewalks in front of the photo studio. He is also frightened of Jewel and got the job done in about 10 minutes. The city has been talking about getting a code-enforcement officer. It seems to me Jewel has a passion for that type of job and is the next logical hire.

Big crowd at Alva school board meeting By Lynn L. Martin An item on the agenda that would permit Alva High School (AHS) students to take college courses – Comp I and Comp II as a substitute for English IV/Arts – at the high school filled the board meeting room visitors who were mainly AHS faculty. A spokesperson for each side of the issue was given five minutes to present their reasons for approving or not approving the plan. Christy Riley spoke first, providing several points in favor of the option. Next, English teacher Halah Simon spoke against the issue, explaining the students would miss out on important literature classics. (The presentations will be on the www.AlvaReviewCourier website as a video.) It was clear that both sides had provided board members with written documents supporting their sides before the board meeting. The board members thanked the presenters for the excellent information and the careful presentations. Board member Jane McDermott spoke against approving the option of substituting the college courses, while board member Tiffany Slater spoke in behalf. Even though the opportunity to vote was present on the agenda, Slater’s motion to approve the plan died for lack of any other board member making a second to the motion. Larry Parker was absent from the meeting. Since none of the other three made the necessary second, Board President Steve Ellis called off the vote because of the incomplete motion. Employee Changes
The district is scrambling to fill vacancies in the teaching staff. Karl Michael Shklar, Jr., who lives near Waynoka will be a middle school math teacher and a possible assistant football coach. Alesa M. Murrow, who has four years as an elementary teacher at Skyview, was hired at Washington School. Superintendent Steve Parkhurst said he had received several resignations either as employees or extra duty assignments. Sarah Green, Longfellow library assistant; Starlet James, paraprofessional; and Rhonda Gluth, a cook, all resigned as employees. Paul Hamilton resigned an extra duty job of middle school yearbook sponsor. Bill Neale resigned as Alva Middle School (AMS) math teacher, and the resignation of Heather Gottsch, AMS family and consumer science teacher, has been received but not yet accepted. Superintendent Parkhurst said the district will have to find a replacement before they will accept the late resignation. Other reassignments include Georgianna Gagnon from first grade to kindergarten and Kelsey Yarbrough from first grade to kindergarten, both at Washington School. Non-certified re-assignments included Nicole Watkins from high school to Washington, Laura Beth Hamil from Longfellow to Lincoln, Monica Sterling from Longfellow to Lincoln, Margo Hamilton from the high school to the middle school and Lesia TeLinde from Longfellow to the middle school. Myra Nettles is the new assistant high school secretary to replace Margo Hamilton, who took a different job
in the district. Other non-certified hires include Julie Isenbart as a paraprofessional. She previously was the AMS secretary. Others on the list include Pam Coffman, Marque Bergner, Leisa TeLinde, Faith Ellis, Monica Sterling, Laura Beth Hamil, Tracy L. Milledge, LaLonie Kern, Melynnda Cornellisson, Clayton A. Cherokee School Board signs with Alpha Plus Consultants will evaluate student skill sets By Leslie Nation CHEROKEE, Okla. – During their meeting Monday night, the Cherokee Board of Education approved the contract with Alpha Plus Educational Systems, Inc. for $48, 406.00, for consulting services. Cherokee Superintendent, Cory Ellis, stated that Alpha Plus will be providing services for teacher effectiveness and student proficiency for grades 3-8. “We will have a group of consultants come in and evaluate our procedures as far as how we are identifying the kids at risk on passing the OCCTs (Oklahoma Core Curriculum Tests),” Ellis, said. This will allow Alpha Plus to determine whether or not the students are learning and mastering skill sets that the school says they are learning. Throughout the whole process, Alpha Plus will provide necessary materials, on-site training and consultation about the direction that the schools will need to go. Ellis continued with how Alpha Plus will consult: “They will also keep me abreast of what’s happening after each test. We do three bench-mark tests each fall, winter and spring,” Ellis said. “At end of spring we will be able to tell whether or not we have an ‘A’ or an ‘F’ on the report card before we get state test results back.” This will allow school administration to see that the skills are being delivered in an appropriate manner from the teachers in a way that the students can pass these skills on a test. These skills
will be delivered in a test format similar to the OCCTs, so when the time comes the students are already familiar with online testing and written tests that they provide. Ellis discussed how the money would be used for materials and consultation provided from Alpha Plus. He also pointed out that schools in cooperation with Alpha Plus averaged a “B” minus while those without averaged a “C” plus. With the Cherokee Elementary school averaging a “C” and the Middle School averaging a “D”, Ellis is hopeful that Alpha Plus will eventually bring that to an “A.” “This will align us as far as what really matters and what we are teaching the elementary school and middle school. That’s the bottom line,” Ellis said. “We need to reevaluate how we’re delivering the material.” Tony Hellar made the motion to approve the contract followed by a second from Kory Littlefield. Both along with Melissa Kimminau and Amber Wilhite voted in favor for the approval before moving on with the agenda. Other business on the agenda that the board member approved was the cash fund estimate of needs and request for appropriation for Funds 33, 31, 31, 86 and 81 for the 2015 Fiscal Year totaling $119,433.63, as well as the choice to report by hours instead of by days to the State Department for the 2014-2015 school year. The board members also approved several employments to various positions
and responsibilities. They approved the treasurer’s report, activity fund report, as well as encumbrances from general fund and child nutrition. Prior to beginning the meeting, the Wilhite read a resignation letter from T.J. Allison from the board and to declare board seat number one as vacant. Allison resigned due to health and personal issues. Before the meeting was adjourned, coach of the Cherokee High School boys track team Steve Hickman was recognized for being named the 2014 Coach of the Year by the Oklahoma Coaches Association (OCA). After no new business was brought before the board members, the meeting was adjourned.
Okla. agency to meet with AG on open meeting issue OKLAHOMA CITY (AP) — Members of an agency that oversees Oklahoma’s system for compensating injured workers will meet with representatives of the Attorney General’s Office to discuss the agency’s compliance with the state’s Open Meeting Act. A special meeting of the newly created Workers Compensation Commission is scheduled Wednesday. It was called last week after officials discovered possible violations of the law that requires certain meetings of public bodies to be conducted in public. The attorney general will review previous actions by the three-member panel during the meeting to determine if remedial action needs to be taken. Officials will also offer their advice on how to comply with the open meeting law. Officials say previous advice given to the panel about compliance was incorrect. The assistant attorney general who provided the advice was fired.

It has been a great job for the thirty-two years that I have been here,” said Sue. Sue and her husband, Randy, live in Freedom where their two children and spouses, Jerrod & Cindy Reed and Ashley & Troy Ferguson, live with their families. Cherokee dispatcher charged in theft Firearm missing from evidence locker By Marione Martin A dispatch supervisor working for the Cherokee Police Department is accused of taking a handgun from an evidence locker. Curtis William Kimminau, 34, of Cherokee was charged Aug. 1 in Alfalfa County with second degree burglary and knowingly concealing stolen property, both felonies. According to court records, Alfalfa County Sheriff Rick Wallace requested the assistance of the Oklahoma State Bureau of Investigation (OSBI) in investigating a missing firearm from the Cherokee Police Department’s evidence locker. Special Agent Chris Ray of the OSBI Northwest Regional Office was assigned to the case. On Monday, July 21, SAC David Sauls and Special Agent Ray met with Sheriff Wallace at his office. The missing firearm was a stainless steel Kimber .45 automatic pistol. Agent Ray interviewed Kimminau, a dispatch supervisor with the Cherokee Police Department who normally worked from 8 a.m. to 4 p.m. However, Kimminau would also fill in for other dispatchers when needed. Ray learned from Kimminau that he knew there was a pistol missing from the evidence locker and he had seen the Kimber pistol on a couple of different occasions. He said he did not take it nor did he know who would have taken it. On July 23, Agent Ray interviewed Cherokee Police Officer Andrew Minson at the sheriff’s office. Minson had been present when the Kimber handgun was seized during a warrant service at the residence of Garrett Leatherman in April 2013. The handgun, an ultra compact carry .45, stainless steel, with dark colored grips and one loaded seven-round magazine were contained in a black factory pistol box. The handgun was placed in the property evidence locker. While Minson was chief of police in June or July of 2013, he took inventory of the evidence locker. He saw the Kimber firearm in the locker and started an inventory log. On Thursday, July 17, Minson was
asked by Cherokee Police Officer Chris Horstman to unlock the evidence locker so Horstman could put a dog-bite suit in the evidence locker. When Minson opened it, he noticed the handguns were not in the original place he had put them. Minson and Cherokee Police Officer Matt Jones searched the evidence locker for the missing firearm but did not find it. Minson then called Cherokee Police Chief Mike Andrews and the Alfalfa County Sheriff’s Office to notify them the firearm was missing. On Wednesday, July 23, at 7 p.m. Ray was interviewing Cherokee Police Officer Matt Jones at the sheriff’s office. During the interview, Alfalfa County Deputy Glenn Oister interrupted to tell Ray he needed immediately to talk to on-duty Alfalfa County Dispatcher Laci Taylor. Taylor told Ray she earlier read an offense report about the stolen firearm. She said she believed she had seen the firearm at Kimminau’s residence and she knew he was a Cherokee police dispatcher. Taylor said she was at Kimminau’s residence a few months ago when he produced a black box from the side of his couch in the living room. He opened the box and pulled out a handgun, telling Taylor to look at his
new toy. She said she and her brother held the handgun for quite some time. She noticed the trigger had small dots or circles and the pistol had black rubber grips. Taylor said after she finished looking at the gun, Kimminau put it back into the black box. Taylor asked how he got the firearm, and he said not to worry about it. Sheriff Wallace, Officer Jones and Agent Ray went to Kimminau’s house on North Massachusetts in Cherokee. Jones, who had been there before, said the door on the south side was most commonly used. Ray knocked on the door, Kimminau answered and came outside. Ray talked to him about the stolen pistol and asked for consent to search his residence. He consented. Ray and Jones searched Kimminau’s house. Ray found a box of .45 caliber ammunition in Kimminau’s bottom dresser drawer in a southwest bedroom. He found one .45 caliber round in Kimminau’s couch located in the living room. After searching the house, Ray asked to search Kimminau’s vehicle, and he consented. However, he said the See Theft Page 62

Alfalfa County Commissioners approve fire equipment for Jet By Leslie Nation CHEROKEE, Okla. – The Alfalfa County Commissioners began their regular meeting on Aug. 4 at 10 a.m. at the county courthouse. Before opening business with public discussion, the commissioners signed their contract with Enid Mack on semis. The commissioners continued their agenda by reviewing the open bids for fire equipment for the Jet responders. Two companies – Casco Industries, Inc., and Chief Fire & Safety Company – offered bids, which two representatives from Jet reviewed further and later chose Casco with a bid of $21,299.00. This was for safety equipment of coats, pants and boots for the responders out of Jet. The commissioners then looked at bids for belly-dump trailers reviewing offers from Irwin Trailer Company (Meeker, Okla.) for $28.999.00, Enid Mack for $29,300.00 and an alternate bid from Enid Mack for $31,460.00. Toby Walker made a motion to accept the bid from Irwin Trailer for three belly-dump trailers, and the other commissioners agreed. After this, the commissioners moved on with regular business by approving the minutes from last week’s meeting, M & O warrants, blanket purchases, and road crossing permits. Other items on the agenda that were reviewed and approved by the commissioners were: • Monthly Officer Reports,
• Appropriations, • Monthly highway expenditures, • Allocation of Alcohol Beverage Tax, • County Clerk to go out on bids for new rescue rig for Goltry responders, • County Clerk to go out on bids for hydraulic dove-tail trailer, • Contract on Dirk’s Copier for maintenance agreement, • Receiving reports from Midwest Printing over Kellpro, • Drilling Title Opinion—Stipulation of interest of the West 50 feet of Lot 6, all of Lot 7 in Block 38 in the Ingersoll, • Payments to Guernsey, • Resolution for the Project Agreement Supplement for grade, daring, bridge and surface on county road EW25 Project Number CIRB-102(129)RB State Job Piece Number 24832(08), • and Funding Agreement for the supplemental and modification agreement No. 1 county improvements for roads and bridges for the above project agreement. OVER 400 PEOPLE ATTEND MIKE HILTNER BENEFIT-- Area folks peruse the silent auction items as they wait in the long line for the Mike Hiltner Mexican Benefit and live auction held at the Plum Thickett in Kiowa, Kan., Sunday evening. Organizer Kristi Molz (sister of Laurie Hiltner, Mike’s wife) said Monday that the benefit was nearing $40,000. Hiltner had an illness that landed him in intensive care over a month at a Wichita hospital. Kristi said Hiltner’s family is “so humbled” by the extreme generosity of the community. Kristi said her sister and husband are usually helping out someone else and it’s hard for them to accept these gifts, but they are so appreciative. Hiltner will continue a variety of therapies (such as physical and speech) to improve. He was able to attend the benefit and walked throughout the crowd, visiting and thanking everyone for their support. Photo by Yvonne Miller

Cherokee’s Steve Hickman named Oklahoma Track Coach of the Year
Head coach of the Cherokee High School boys’ track team Steve Hickman has been named 2014 Coach of the Year by Oklahoma Coaches Associaiton. Photo by Leslie Nation TULSA – Cherokee High School Head Boys Track Coach Steve Hickman was recognized as Oklahoma Track Coach of the Year by the Oklahoma Coaches Association (OCA) at its annual meeting at the
Southern Hills Marriott In Tulsa last week. A graduate of Dacoma High School, Hickman began teaching and coaching at Cherokee Public Schools 39 years ago. Hickman became head track coach in 1993 and revived a program with a rich history and tradition but that was in decline. Longtime Coach Buddy Murrell built the program and hosted many successful track meets which attracted dozens of schools and hundreds of competitors and fans to Cherokee on a regular basis. Murrell’s boys’ teams won five state championships and two state runners up before he retired in the mid-1980’s. Hickman’s Cherokee Chiefs won the 2014 State Track Championship in May. His teams also won state championships in 2000, 2002 and 2006. In addition to four state championships, Hickman’s teams were state runners up in 1997, 2003, 2010 and 2012, and finished in the top three in 2001 and 2013. That means since 2000, Hickman’s Chiefs have been state champions, runner up or in

the top three in nine of the 15 years. Hickman also coached 10 Regional Champion teams. The OCA honored Hickman in previous years as Regional Coach of the Year but he had not been named OCA’s State Coach of the Year until now. Hickman and his wife, Cathy (Leamon), have two sons, Oklahoma Speaker of the House Jeffrey Hickman and his wife, Jana, and Cherokee High School Principal Jeremy Hickman, and his wife, Megan, and five grandchildren. His parents were Everett and Jessie (Harris) Hickman of Dacoma. In addition to nine boys track state championship and six runners up, Cherokee High School also has two girls’ track state championships and two runners up. In recognition of this proud history and tradition of success, Cherokee Public School patrons recently approved a bond issue which includes construction of a new all-weather track to replace the cinder track which has been in use for many decades. Additionally, accounts have been set up at both ACB and Farmers Exchange Bank in Cherokee for those wishing to make a contribution to assist with the purchase of rings for the student-athletes on the 2014 boys’ state championship team.

Democrat Joe Dorman airs public education ad OKLAHOMA CITY (AP) — Democratic gubernatorial candidate Joe Dorman's first television ad of the 2014 campaign focuses on public education and accuses Republican incumbent Gov. Mary Fallin of failing Oklahoma's public schools. The ad was released by Dorman's cam-
paign Tuesday and features the Democratic state representative from Rush Springs speaking in a rural setting. Dorman says he grew up in a small town and relied on public education to work his way up. He accuses Fallin of flip-flopping on education and says he will provide strong leadership.
A spokesman for Fallin, Alex Weintz, says the ad is negative and misleading. Weintz says Oklahomans don't like negative campaigning or the kind of mudslinging Dorman engages in. Fallin kicked off her campaign tour of the state Tuesday with planned stops in Stroud, Guthrie, Tulsa and Jenks.

Teacher’s Contract Superintendent Parkhurst said an agreement between the district’s negotiating committee and the Alva Education Association (AEA) has been achieved as of Monday. The AEA will first have to approve it, and when that happens it will be brought to the board of education for approval. Numerous district handbooks that have received amendments were approved. These include the elementary student handbook, the middle school student handbook and the high school student handbook. Most of the changes were called “housekeeping,” which includes updating of names of employees who have changed and a few tweaks in other rules. The handbooks will be available to all students and will eventually be on the district’s website. Also the extra-duty salary schedule and the extra-duty personnel assignments were approved.

Theft
Nissan Maxima did not belong to him. It had been loaned to him by Stacey Jantz. He said he had been driving it for several months, using it to drive to work, move personal items, transport people and drive to different towns in Oklahoma. Ray called Jantz who said she had loaned the vehicle to Kimminau and none of the property in the vehicle was hers. Ray could see “vast amounts of property” in the backseat of the vehicle. The windows were not tinted, and some were rolled down. Ray asked whose property was in the vehicle, and Kimminau said the property in the vehicle was his. Kimminau provided the keys to the vehicle During the search, a black “OU” messenger style bag was found behind the front driver’s seat in the floor board. Inside the bag was a black Kimber pistol box. In the box were a Kimber handgun and one magazine loaded with .45 caliber ammo. The pistol and serial number matched the one stolen from the Cherokee Police Department. The box also contained a box of Speer Lawman .45 23 grain TMJ ammo and a blue cloth. Agent Ray took possession of the evidence and asked Kimminau to go with Sheriff Wallace to the sheriff’s office for an interview. Ray met them at the office and read Kimminau the Miranda warning. In the post-Miranda interview, Kimminau said he had stolen the firearm around 4 a.m. from the Cherokee Police Department evidence locker while he was working as a dispatcher. He said he took the lock off the locker, opened the evidence locker door and took out the black pistol case. He said he checked to make sure the firearm was in the black case and put it back in the box. He put the firearm in a grocery sack concealing it with other items and left with it when his shift was over. A warrant was issued for Kimminau’s arrest on the charges on Aug. 1. Court records show that on July 29, 2014, Kimminau was charged with a misdemeanor of driving with license cancelled/suspended/revoked in Blaine County. His bail was set at $2,000.
