Children waiting over a year for oCCupational therapy assessment
73 children under the age of 5 in Dublin West are waiting over a year for a first assessment for Occupational Therapy Treatment, according to Fianna Fáil TD for Dublin Mid-West John Curran. Speaking on the matter John Curran said: “The figures were supplied to me through a Parliamentary Question I asked the Health Minister. I was alarmed at the figure for Dublin West, which includes the areas of
Clondalkin and Lucan. Compared to the rest of the country the figures in this area jumped off the page. Out of a total of 316 young children on waiting lists for first assessment, 73 of those children are in Dublin West. Occupational Therapists diagnose and treat children with developmental delays, Down syndrome or who have been in accidents. I was informed by the HSE that the number of children waiting a first
time assessment; it is likely that the majority of those assessed will require treatment. The numbers waiting in this age category are very young children, we all know and understand that the earlier the intervention the better the outcomes, especially at such a young age. Something within the system is not working properly for the children in the Dublin West region compared to the national figures.
It is frustrating for parents to wait for such long periods and the effects on children could be long-term. There is never the same potential for a child if they are not helped at this young age. You can’t go back.” I am concerned about low-income families who suffer the most on waiting lists because they are less able to pay privately to see specialists. According to the Growing Up in Ireland survey published last month, children from lowincome families were less healthy and more likely to have behavioural problems. If a three-year-old has developmental delays, having to wait a year or two for treatment is a significant proportion of their lives. Early intervention is essential for these young children and their families. I am calling on the new Minister for Health to seriously look into the waiting lists in the HSE’s Dublin West area, too many children have their lives effectively on hold because of under-resourced and under-staffed services, concluded Deputy Curran.

The latest figures from the Central Statistics Office reveal that the unemployment rate is now down to 7.9%. “This is very positive news and proof yet again of Fine Gael’s commitment and success in creating the environment to get people back to work. “The unemployment rate down of 7.9% is the
lowest since November 2008 and our unemployment rate is now firmly below European averages. The long term unemployment rate is down from 6% to 4.7% in the year and the new jobs are mostly full time positions.

Councillor Charlie O’Connor has warmly welcomed the appointment by Taoiseach Enda Kenny of Catherine Byrne TD as Minister of State for Communities and the National Drugs Strategy.
He said he had hoped that the responsibility of the new Minister would be confined to the National Drugs Strategy, including alcohol, but he expected that the appointment of Catherine Byrne would be particularly well received especially among groups dealing with the challenge of drugs and alcohol in our communities. He added that he attended a special briefing in Leinster House, organised by the local Drugs and Alcohol Chairs Network, which was attended by former
drugs Ministers Pat Carey and Roisin Shorthall and a number of prominent members of both Houses of the Oireachtas. The briefing was addressed by Eamon Dolan, the Chairperson of the Tallaght Drugs and Alcohol Task Force who is also Chair of the National Network. According to Charlie O’Connor, it was a particularly worthwhile briefing and he was especially pleased that the attendance included Catherine Byrne TD before her appointment as Minister. He now hoped that the various demands highlighted by his Tallaght Drugs and Alcohol Task Force colleague Eamon Dolan would be the subject of effective action by the new Minister. He also said that he

Open letter to An Taoiseach outlines grave concern for arts policy
In an open letter to An Taoiseach Enda Kenny, Senator Fintan Warfield has expressed grave concern regarding the attitude and approach this Government have taken to the arts. Setting out his concern for the current arts policy, Senator Warfield queried the implications of the decision to broaden the Department of Arts, Heritage and the Gaeltacht, as well as the decision to overlook the arts when appointing Junior Ministers yesterday evening. Senator Warfield said; “Of 42,000 words, 650 are dedicated to the arts, making up 1.5% of the Programme for Government. “As a former tour musician, I understand acutely what it means for ones work to go unrecognised or undervalued. Collectively, artists across this state are now making their voices heard in opposition to a public policy direction that in my eyes creates a cultural atmosphere that is inert rather than dynamic. “Taken in our time, the principles defined by the women and men of Easter Week 1916, promote a cultural policy with a republican spirit – a truly social, civic and democratic endeavour. Those volunteers were cultural as much as political activists. “In advance of Budget 2017, the National Campaign for the Arts have proposed that all monies ring-fenced for the 2016 Centenary Programme be retained within the remit of Heather Humphries as Minister. I believe this to be a reasonable request, and have asked An Taoiseach to give due consideration to this proposal. “The arts community have spoken, now is the time for the political system to listen.”

Donoghue said the new replacement scheme should see internship terms significantly reduced from the current six-to-nine month practises currently in place to one-to-two months. He also said there should be
no expectation of overtime, unreasonable commutes, or unfair work practises in the new system. USI is urging the Minister to put strict monitoring into place in the new internship scheme where if a company is reported for poor or illegal work practises, they should be disallowed to continue taking on interns. “Leo Varadkar should be praised for getting rid of a system that has destroyed employment prospects for many of our generation.”
Donoghue said. “JobBridge promotes unhealthy, unstable work schemes and exploits the time, energy and talent of young people. JobBridge is simply not the win-win programme it was pitched as. It’s a tax-payer scheme that allows businesses to breed inferiority complexes, poor working conditions and in turn, poor mental health such as anxiety, depression and despair in the youth.”

weeks to process new applications. He also warned new applicants to be aware that they need a
public services card to obtain a passport. “I raised these issues with Minister Flanagan in the Dáil this week, telling him about the anxiety that can be caused to people who have spent significant money on travelling abroad who then find that they cannot travel. “I’ve been informed that the Passport Office is currently experiencing extraordinary demand for its services. There is a high number of Irish people that are expected to travel to Euro 2016 in France, the Olympics in Rio and this is coupled with an increase in demand for travel abroad,” said Deputy O’Brien. Deputy O’Brien made the comments after the Department of Foreign Affairs and Trade confirmed that 68,281 passport applications are being processed by the Passport Office, this is up over 13% on last year and nearly 14% of all applications are currently behind schedule. “It would be terrible for any fans that spent great sums of money on travelling to France to support the boys in green in Euro 2016 being unable to attend the tournament due to having an expired passport.
“I told the Minister that despite the passport express service aiming to process applications within 15 working days, I have been contacted by many members of the public left waiting for almost double this time, jeopardising their travel plans. I urged the
Minister to reassign department staff to clearing the backlog in passport applications. “I encourage anyone that is due to travel abroad over the summer to double check their passport to make sure it’s still in date. People need to be aware that it could take up to 6 weeks for new applications to be processed. This could mean that people will miss out on their holidays if they only realise at the last minute that their passport is out of date. “Since 29 March 2016, all first-time passport applicants who are resident in Ireland and are over 18 years of age are required to hold a valid public services card. This new requirement also applies to the small number of adult applicants
whose last passport was issued before 1 January 2005 and which is reported as lost, stolen or damaged. People need to be aware of this also. “While a passport is not necessary to gain entry to EU counties such as France, many travel companies will nonetheless refuse to accept any other form of identification. The backlog in the Passport Office is also in part being caused by UK citizens applying for Irish passports in case Brexit occurs.
“Fianna Fáil has called on the Minister for Foreign Affairs and Trade Charlie to assign Flanagan additional resources to the Passport Office to help clear this backlog,” concluded Deputy O’Brien.

Bin Charges will penalise hard pressed families

Dublin South West TD Seán Crowe has described the Government’s proposed bin charges unfair and said it will penalise and put an additional burden on hard pressed families who are already struggling to pay rising house hold bills The former Minister for Environment, Labour’s Alan Kelly, introduced a new bin charge regime in the dying days of the last government which Crowe believes in the new Dáil arrangement has now no mandate .
Deputy Seán Crowe said: “Many of us in Leinster House, and at Council level, argued that the privatisation of waste collection would not only lead to a job losses and a poorer service, but that it would inevitably lead to an increase in service charges. We know to our cost, that waste charges have increased dramatically, and are facing into greater uncertainty but the likelyhood is that individuals and families will be forced to pay more.
“The Government is planning to introduce a new Pay-By-Weight bin charges on the 1st of July 2016 and that all other charging systems, like flat fee, pay by tag etc., will cease from
this date. “Former Minister Alan Kelly introduced mandatory minimum fees that collectors must charge per kilo, which were: 11 cent per kilo for residual waste (black bin); 6 cent per kilo for food/organic waste (brown/red bin); and 2 cent per kilo for recyclable waste (Green/Blue bin) “There was also a significant focus on charging people for using their green/blue recycling bin and much was made of Minister Simon Coveney’s statement that people won’t be charged for using these bins. In reality all Minister Coveney decided to change this week was the minimum fee which can be charged for recyclable waste to 0 cent per kilo. “This means waste collection companies now have the power to offer a continued no fee recycling collection to their customers. “Unfortunately with the control resting with the recycling companies the likelihood is that come 1st July 2016 most people will have to begin paying by weight for all of their bins including their green bins. “Where companies already charge by weight, the price is usually higher than the
minimum price per kilo. Many parts of Ireland do not currently have a diverse and competitive waste disposal market so they will be stuck with whatever notional charge their local company wants to claim. “This new charging regime is regressive and may well penalise and put an additional burden on hard pressed families who use their recycling bins.
“This latest government disincentive will inevitably lead to an increase in illegal burning and dumping with its negative impact on the physical and visual environment.
The government by placing power in the hands of a small number of private individual companies has contributed to this madness. Shame on them."

Fianna Fáil TD for Dublin West, Deputy Jack Chambers says his party’s Bill on mortgage rates will force banks to ensure that the rates that they charge are fair and proportionate to rates across the EU. This is the third time that Fianna Fáil has sought to address the inequalities in the mortgage market and the make-up of the new Dáil now offers TDs an opportunity to make a difference in this area.
Deputy Chambers commented, “There are thousands of families across Ireland
struggling with unfair mortgage rates. Some mortgage holders are paying up to €4,000 a year more in interest than customers with comparable mortgages in Northern Ireland and other European countries. This is deeply unfair and something which my party has been trying to address over the past number of years. “This is an acute problem in my constituency as there are many people in places like Blanchardstown and Castleknock which saw significant development

over the last 15 years feeling the financially strain because of this problem. I regularly see constituents who are out of pocket to the tune of hundreds of euro a month because banks are not passing on the benefits of the current historic low interest environment in Europe.
“Under our new legislation, the Central Bank would be required to carry out an assessment of the state of the mortgage market, taking into account factors such as the banks’ cost of funds, reasonable profit expectation, concentration within the market, the ease with which borrowers can switch mortgages between lenders and extent to which they are switching. “We are committed to
ensuring that mortgage customers in Ireland get a fair deal. Over the past number of years banks have been quick to pass on interest rate increases when their cost of borrowing rose, however they have failed to reduce rates in the aftermath of unprecedented ECB rate cuts. This needs to change so that families are given a break.
“This is an important Bill, which will mark a in the sea-change relationship between banks and their customers, and will give mortgage holders more protection against ripoff practices. It puts consumers at the centre of the process and will give a much needed break to families who have been paying inflated interest rates over the past few years.”

The recent figures released from the Department reveal that nearly 6,000 people are living homeless in Ireland and 75% of them are living in Dublin. The new numbers represent a 44% overall increase in homelessness since the same time last year,

These figures don’t really give the
full scale of the homeless issue as they don’t include people who are rough sleeping around Dublin and the City Centre.” “The report indicates that a net 152 people became homeless in March alone; an increase of 3%. These figures are shocking, but they are not surprising. Housing and Homelessness has become a crisis and emergency action is what is necessary. The cross-party Oireachtas Committee on Housing and Homelessness, which, established in April, is tasked with producing a report by mid-June. The report will be tabling shortterm recommendations
“We need to identify people sleeping rough quickly and get them linked into support services. We also need to look at risks of homelessness and examine areas such as rent allowance, landlords in difficulty with the banks or homeowners struggling to pay their mortgages. We need to support people to stay in their homes, and try and prevent new people from becoming homeless,” concluded Deputy Curran.
Minister for Housing and the Dáil Housing Committee, has revealed that as many as 230,000 homes across the state are vacant. ‘In South Dublin County Council area there are 5,225 vacant properties. While the rate of vacancy in South Dublin is one of the lowest in the state it is still a shocking figure. ‘There are more than 200 homeless families in the county. There are 9,000 families on the Council waiting list. Rents in the private sector remain unacceptably high and the cost of purchasing a home remains beyond
the reach of many. ‘Returning as many of these vacant properties as possible back into use would be of enormous benefit to all sectors of our housing system. They could be used to get families out of emergency accommodation and off the housing list. At the same time bringing them back into use would help reduce the costs of renting and purchasing homes in the private sector. ‘The Housing Agency recommends a range of measures to incentivise and force owners to bring these units back into use. These include refurbishment grants,
compulsory purchase orders and a vacant property tax. All of these options must be explored. ‘South Dublin County Council is already using compulsory acquisition powers to bring some vacant sites back into use. However the Minister for Housing must make more funding available to the Council to allow them to acquire a greater number of these units. ‘At a time when over 2,000 children across the state are homeless allowing such a high rate of vacant dwellings in not only unacceptable, it is a scandal."

New figures released to Sinn Féin Housing spokesperson Eoin Ó Broin TD by the Housing Agency indicated that over 5,000 homes are vacant across South Dublin County Council. Deputy Ó Broin has said that ‘at a time when over 200 households in the County are homeless it is unbelievable that so many homes remain empty.’ Deputy Ó Broin said ‘The Housing Agency has conducted research on the number of empty homes across the state. as the BlaCk market Continues to grow, what will the new government do differently to taCkle the Blight of smuggling?
Despite the prevalence of smoking in Ireland decreasing from 22% in 2009 to 17% in 2014 (Department of Health), the illicit trade of tobacco continues to be a huge burden on the public purse with an annual loss of revenue to the Exchequer. In the first five months of 2016 Revenue seized smuggled cigarettes and tobacco products worth almost €12.3 million to the Exchequer, an increase of €2 million during the same period in 2015. Meanwhile, the solid fuel sector has expressed concern over the fact the Revenue have no reliable way to estimate the size of the smuggled solid fuel trade across the border.
This €2 million increase came following the excise increase of 50c in October 2015. Benny Gilsenan, retailer and Retailers Against Smuggling (RAS) spokesperson for Leinster, commented “I struggle to see the logic of increasing excise tax not only because it drives people to the Black Market for their €3-4 pack of illegal cigarettes but it also leads to a tobacco tax yield budget shortfall which was calculated by the government in 2015 as being €223 million. In the run up to the budget, the Government really has to address the elephant in the room which is that excise increases are only contributing to the problem. ”
On that basis alone, RAS calls for a moratorium on further excise increases until levels of smuggling are tackled.
In its 2015 Annual Report, Revenue found that 12% of cigarettes packs held by smokers were classified as illegal. Benny continued “The fact that 1/10 cigarette packs are illegal highlights that more intervention is necessary by the new Government to cut off the blood supply of these multi-million euro businesses run by criminal gangs. Legitimate businesses like mine are being directly affected. We pay all of our taxes, the tobacco retail licence fee and adhere to the Show Me ID programme so the Government should be protecting our legal businesses.” Increased spot checks by Environmental Health Officers on non-retail outlets are necessary to prevent the sale of illicit tobacco products and solid fuel.
“To make matters worse, of the 5,927 seizures in 2015 fines averaging €2,656 were imposed in just 89 cases. The current legislation for attaching fines only covers those already in employment. It is clear to me that this needs to be extended to those unemployment or on benefits in order to begin to deter people from selling smuggled goods on our streets” said Benny.

A major new report has found that the cost of building a three bedroom semi detached house in the Greater Dublin Area is over €330K. The report by the Society of Chartered Surveyors Ireland entitled ‘The Real Cost of New House Delivery 2016’ found the actual cost of building the house – known as hard costs – came to €150K, which at 45% is less than half of the overall cost of providing that house. Land and acquisition costs of €57,500, (17%) VAT of €39K (12%) and a margin of €38K (11%) make up the main elements of the soft costs which total €180K. Micheal Mahon of the SCSI said it may come as a surprise to those outside the industry to see that the actual construction costs or

hard costs made up less than half of the total costs. He said this was an issue which required urgent and focused attention from Government. “The country is experiencing a chronic housing shortage which is contributing significantly to the current homelessness crisis. The findings of this report highlight a number of pressing issues, particularly on the soft cost side. We need to kick-start housing supply as soon as possible and to accelerate from the current output of 12,000 units per annum to the 25,000 units which is required.” The report is based on a detailed study of 8 live house building projects - with a minimum of 30 units - in the Greater Dublin Area where chartered quantity surveyors were employed as
cost independent consultants. It shows that the cost of building a new house in Dublin is now €45K more than the median asking price of a 3 bed semi in the capital according to a recent MyHome.ie/Davy property report. The study found that the cost of building the house from foundations to roof and completing the estate roads and drains etc is €150K. In addition to the soft costs listed above, levies €12K (4%) professional fees €5,500 (2%) and sales and marketing costs €8K (3%) bring total soft costs to €180K. The report provides an analysis of a number of cost reduction options. Mahon said it is up to policy makers to decide which measures to implement to support the early delivery of supply. “Whether they opt to
reduce VAT to 9% or to zero as is the situation in NI or to reduce finance costs to 5% or to reduce levies to €1,500 or to increase the supply of land, prompt and decisive action is needed. They may well opt for a combination of these measures. However the focus should always be on improving supply, not adding to house price inflation.” “The Tender Price Index which the Society publishes at regular intervals indicates that the cost of labour, subcontractors and materials will continue to rise over the coming years and this together with increased demand and international environment agreements such as Kyoto 2020 all point to increased construction costs in the medium term. While new building techniques have reduced build
time, as of yet they haven’t yielded significant cost savings” Mahon said. Case study The report includes a case study of a couple, both of whom are earning the average industrial wage of €37K. Based on CBI rules the couple would require a deposit of €35K for a 3 bed semi costing €285K. With a combined income of €74K and using the permitted maximum multiplier of 3.5 times salary, the maximum loan amount they could draw down would be €259K, which would allow the couple to purchase a property up to €294K. This is €36,493 short of the current total cost of providing a new house. Mahon said the case study illustrates the stark reality of the current housing situation. “It is clear there is a serious financial viability issue
and it is difficult to see how developers can commence building in this market with particular emphasis in urban areas where the demand is highest but where land prices are also at their highest.” Unless a balance can be found between the cost of providing housing sustainable and
borrowing levels, the supply of new units will remain challenged. We believe this objective fills an analysis important data gap and together with the SCSI’s On-Line New House Cost Delivery Calculator will be a key resource in developing a solution to this crisis” Mahon concluded.

Sinn Féin councillor Mark Ward has called for the introduction of tougher sanctions to stop retailers adding surcharges to the Leap Card. Cllr Ward is also calling on customers to boycott retailers that carry out this practice. The call comes after Cllr Ward received correspondence from the National Transport Authority highlighting their opposition to surcharges. "By adding to the already high cost of public transport these charges are a disincentive to
use public transport and as such have a detrimental impact on the environment in an era when public transport is seen as a way to ease traffic congestion and reduce emissions. “I have reported this to the National Road Authority (NTA) and they have informed me that they are opposed to the surcharging of customers. “Sinn Féin support the NTA in encouraging customers to vote with their feet and to use alternative shops to reload their Leap Cards.

Q. My husband and myself want to make Wills soon. We have two of our own children and one child of my deceased sister. i am the sole Guardian of this child. i am worried as to whether or not i can appoint a testamentary Guardian of this child in the event of my death?
A. Thankfully, in your situation, the rules have changed thanks to the effect of the Children and Family Relationships Act 2015. New sections were introduced to deal with Testamentary Guardians. The old position was that only a mother or a father (provided he was also a Guardian) could appoint a Testamentary Guardian of their child in the event of their death. However, under Sections 50 and 51 of the 2015 Act, amending Sections of the old 1964 Act, all parents who are also Guardians of any other children not their own, can appoint a Testamentary Guardian of that child. Therefore, you will have no difficulty when you attend with a Solicitor to prepare Wills in deciding who is to be the Testamentary Guardian of your late sister’s child and indeed you may choose the same person who will be the Guardian of your other children in the event of your death during the minority of your children. We hope that this alleviates any concerns which you may have had with regard to the future of your sister’s child.
A. Your husband has indicated to you that he is prepared to renounce his legal right share to your Estate under 113 of the Succession Act 1965. IN those circumstances, it is possible for you to prepare a Will leaving your house to your 3 children. However, it is not sufficient to just accept your husband’s word on this. Your husband will have to attend the Solicitor with you for the purposes of preparing the Will and will have to swear a Declaration to the effect that he does indeed renounce his legal right share to your Estate. The Declaration will go on to state that he understands what he is signing away and that he either has taken independent legal advice or he has declined to do so in relation to his rights. With the benefit of a sworn Statutory Declaration of your husband together with your Will leaving your house equally to your 3 children, then, you should have no difficulty whatsoever in satisfying yourself that your children will be looked after in the event of your death. It is imperative however that you attend with a Solicitor to put all of this into effect. We wish you the best of luck.
Q. My husband left me and my 3 children years ago. We never went to Court to regulate the separation but i did get a Maintenance order which he only briefly complied with. i tried to push it but it became impossible and he kept changing jobs. life has been difficult for me and our children. My husband had another quite substantial property is his name only and he transferred this property into the joint names of himself and his mother, less than a year before he died. she is also his executor. this was really was his only asset but i feel very hard done by on behalf of our children that we will inherit nothing. is this the case? A. This is a most unfortunate sequence of events although you have to be congratulated on keeping the family going for all those years. Now, when you might have had a chance to recover something of the unpaid debts of your
husband to secure a legal right share, your late husband has put a further impediment in your way. However, this situation is by no means fatal. Firstly, it is extremely important that you take urgent legal advice. Your Solicitor will advise you that there is provision in the Succession Act (Section 121) which needs to be considered for the purposes of salvaging something of your inheritance. Under Section 121 of the Succession Act, if there has been a disposition of property where the beneficial ownership of the property vests in a Donee (in this case your former Mother in Law) within 3 years prior to the date of death of the person who made it, and if the Court is satisfied that the disposition was made for the purposes of “defeating or substantially diminishing” the share of the disponer’s spouse or civil partner and/or children, whether as a legal right or on intestacy or the intested share of his children, or of leaving any of his children insufficiently provided for then, whether the Testator died Testate or Intestate, the Court may order that the disposition shall in whole or in part be deemed for the purposes of Sections 6 and 9 of the relevant Section to be a devise or bequeath made by him by Will and form part of his Estate and to have had no other effect. In addition, it is quite possible that the beneficial ownership of the property is voidable. This does not mean that it is automatically void but if there is clear evidence that the joint tenancy was created only for the purposes of defeating or substantially diminishing the share of the deceased’s spouse or children then, the Court has the authority to set aside the transfer and to deem the property to still be in the ownership of your late husband and therefore to form part of his Estate. It is unlikely that there is any reason why your late husband would have transferred the property into the joint names of himself and his mother for any reason other than to defeat a claim by you and his children. It might be different if your husband was in a civil relationship with another person but, it is more likely to be defeated when it is his mother as a joint owner. As such, this transaction may well be voidable and you should seek urgent legal advice with a view to putting in train the necessary objections to protect both you and your children. Q. My partner and i entered into a Civil partnership over 3 years ago now. We plan to get married next year and wonder if we will have to re-do the Wills which we made when we became Civil partners?
A. This raises an interesting question. In general, a subsequent marriage invalidates a Will. The same is not the position where civil partners choose to marry each other. This is an exception to the rule and since the Marriage Equality Act 2015, where civil partners marry each other, this marriage does not invalidate a previous Will. This is of course assuming that the original Will reflected the civil partnership and was made either in contemplation of same or as a result of the partnership. In short therefore in your particular case, your previous Will, provided it complies with the above, will not be invalidated by your subsequent Marriage. Q. i am thinking of making a Will now that i have bought my first house. i can only think of one person who would be a suitable executor. Most people have told me that i need two, is this correct?
A. You have to be congratulated on your decision to make a Will no matter how young you are. Particularly so, when you own a property which is a valuable asset and probably even more so in the event that a mortgage protection policy were to kick in on death thus paying off the mortgage in full. To answer your question, while only one Executor is legally required, it is better to have two. It is sensible for many reasons. One to watch the other or in case of disability or if one Executor pre-deceases the other so if you have two Executors at least you have a substitute Executor whom you have chosen yourself rather than have one appointed for you. If you are adamant that for the time being you only want one Executor then, assuming that you have a Will drafted by a Solicitor, you should notify the Solicitor if your chosen Executor is no longer able to act or perhaps has moved out of the jurisdiction or is suffering from some disability. In those circumstances, it would certainly be necessary to change the Executor on your Will. However, there is no necessity to have two Executors and, in the short term, rather than delay preparing a Will, you might be well advised to go ahead with your one Executor and simply to make the necessary changes in the event that this Executor is no longer available to act in the administration of your Estate.

Cllr ward Calls on nama to CommenCe pyrite remediation works
During the May South Dublin County Council, Clondalkin Area Committee meeting Sinn Fein Cllr. Mark Ward asked the Chief Executive to provide a report for discussion at the meeting on the taking in charge of and pyrite scheme remedial work at Alymer Heath, Newcastle. South Dublin County Councils taking in charge policy involves taking control of services and public areas associated with a particular development: Cllr Ward said “I was informed that the Council are not in position to take Aylmer Heath in charge as the estate is not completed to standard. Discussions with Knightstone Construction who are now in receivership have indicated that all work should be carried out in the next 12 months subject to funding from NAMA” “There are external issues arising from the use of
pyrite. Five areas of footpath in Aylmer Heath have been identified as having pyrite damage. These works also need to be completed in advance of Aylmer Heath being taking in charge by the council” “Previous representations by Deputy Eoin O Broin led to NAMA approving funds for the completion of works on the footpaths where pyrite damage has been identified. These works must be complete so that Aylmer Heath can be taking in charge by the council” “As yet no works have been carried out by and residents of Aylmer Heath are becoming increasingly frustrated at the lack of action. The council have agreed to write to NAMA for an update and to give a time when they expect the remedial works to be complete”

Sinn Féin TD Aengus Ó Snodaigh has put forward a Bill that would allow for the 1926 Census to be released early due to the enormous historic importance of the first census after the formation of the state, given the especially significant interest in the time period in this the centenary year of 1916. Deputy Ó Snodaigh said: “The decision to make available to the public the 1901 and 1911 Census
returns for the island of Ireland earlier than any subsequent Census release (50 years after their collation in 1961) and the subsequent digitisation earlier this century of them by the National Archives opened up an important part of our national heritage that has helped people to connect with the past. “The online availability of this historical archive has generated significant interest, particularly
amongst Ireland’s diaspora, who in increasing numbers have accessed the 1901 and 1911 census data in an effort to learn more about their ancestral links to Ireland. “My Statistics (1916 Rising Centenary) Bill which I am moving today seeks to amend the 1993 Statistics Act, so that we the public can access the 1926 Census 10 years before the 100 year restriction imposed by the 1993 Act. It does this by
making an exception to the restrictions contained within Sections 32 and 33 of the 1993 Census Act which set out the 100 year rule, before which Census data and forms can be publicly viewed/accessible. “I believe it is appropriate that in the year that we celebrate the Centenary of the Easter Rising we make such an exemption to the 100 year rule so the public have access to the first census in Ireland after the
formation of the State. “The 1926 census book ended what was a turbulent and epoch defining period in modern Irish history that witnessed the Lock Out of 1913, The founding of the Irish Volunteers, the Irish Citizen Army and Cumann na mBan; The split in the Volunteers; the start of the First World War in 1914 and the resulting carnage that resulted in the deaths of over 50,000 Irishmen killed before it ended in 1918; the
Easter Rising in 1916, executions, internment, release and revival leading to the General Election in 1918 all of which have not been reflected in the Census records available to the public to date. “By confirming on the 1926 census a special heritage status, we are acknowledging the historical and genealogical significance of its archives at what was a seminal time in our history.”

With the women’s mini marathon fast approaching, participants can start to enjoy knowing that most of their hard work is done - the training miles are a thing of the past and they should be on track to give it their best shot. There are a huge amount of benefits associated with running including improved cardiovascular fitness, maintenance of a healthy weight and the strengthening of muscles.
However, it can be overlooked that runners (female in particular) may require a diet rich in iron or supplementation to offset the loss of iron as a direct result of running. This is due to a combination of ‘foot strike haemolysis’ (repeated pounding of the feet on hard surfaces which can destroy red blood cells), menstrual blood loss, natural wastage and the losses in sweat. One litre of water, containing up to 0.5mg of iron can be lost during a hard workout. Low

8 Once you are on the start line take a deep breath and remind yourself how far you’ve come and what you’ve achieved to reach this point.
9 In the race, be patient, stay calm and run smart. It’s a long way.
10 Be courageous when it gets hard and rise to the challenge you’ve set yourself. Think about heroes when it
gets tough. Try thinking about people who inspire and motivate you to run and run the final five miles of the race with five different people in your mind who have helped you on your journey. 11 Never give up. Remind yourself of your personal reason for running. What is it that gives you real strength and courage? Draw on this. 12 Smile and celebrate when you see the finish line. Be proud!

An idea “out of left field” encouraged Dublin friends Sebastien Conway and Tim Cole to set up Just Wing It in 2013. The barbecue restaurant opened in Tallaght just six months later in January 2014 and it has been a popular spot in The Square Shopping Centre ever since.

explained Sebastien that the idea for a wing joint came to him during a long stay in hospital four years ago when he discussed his plan with anyone who visited – confirming what he already knew to be true; everyone loves chicken wings! He said: “When people came to visit I would mention my chicken

I love wings and I always order them on the menu and what I found from talking to people was that I wasn’t the only one!” He got together with mutual friend, Tim, and they decided to trial the idea by selling the wings on the road at

festivals and markets. Just Wing It was a huge success and the next logical step for the pair was to open up a restaurant.
Sebastien said: “I have family in Tallaght and my grandparents had a business here plus we thought as it is one of the most populated suburbs it would be a good place for people to sample our wings.” The company currently employs 14 people and that number is set to triple before the end of the Summer when Just Wing It opens its second restaurant in Dun Laoghaire.
The new premises is eight times the size of the Tallaght venture and will contain a fully licensed bar with Sebastien and Tim hiring an additional 40 staff for the restaurant. Just Wing It Tallaght is open seven days a week until 10pm and, according to Sebastien, their legendary Buffalo sauce is the best seller

Fianna Fáil TD for Dublin West, Deputy Jack Chambers has welcomed the latest traffic count by Dublin City Council, which showed that the numbers of people cycling into Dublin city has more than doubled over the last decade. “These numbers show the great progress the city has made in recent years encouraging people to leave their cars at home, and to walk, cycle or take public transport to work. Around two thirds of all journeys into the city centre were made this way; which is a
record number for the city. “I am particularly encouraged by the figures which show that cycling has more than doubled over the last decade. This is a healthy, environmentally friendly way of travelling which must continue to be supported. Fianna Fáil supports the extension of cycle lanes and the expansion of the Dublin Bikes scheme into the suburbs of Dublin and the other Dublin local authority areas; Fingal, South Dublin and Dun Laoghaire-Rathdown.
“I have tabled a parliamentary question to the Transport Minister to ask him about the initiatives he is taking to promote safer cycling and to inform cyclists of the newly introduced penalty system for dangerous cycling. The issue of safety for cyclists is one I regularly have constituents contact me about. “Dangerous traffic and poor quality cycle lanes discourages the use of cycling. Major infrastructural initiatives constructed when Fianna Fáil we’re last in power; such the
Dublin Port Tunnel and the Luas network have helped relieve congestion in Dublin. The massive reduction in the number of Heavy Goods Vehicles (HGVs) from the city’s streets due to the Port Tunnel development has no doubt helped encourage cycling. “Fianna Fáil wants the Minister for Transport to improve cycling infrastructure over the course of the Dáil so that the doubling in cyclist numbers we have seen over the last decade can be repeated in the coming decade,” concluded Deputy Chambers.

TOP FIVE FILMS – Novels
Screen adaptations of our favourite books have been doing the rounds in Hollywood for many years but very few become hits in their own right. This week we are focusing on the top movies based on books for our Top Five Films – Novels and our selections are adaptations at their very best. Translating words on a page into a visual and engaging film is not always easy but some of the highest grossing films of the last 20 years are based on literature.
So here we bring you the best of the books with our Top Five Films – Novels…
1. Harry potter – One of the most instantly recognisable names in both film and literature author JK Rowling’s work of fiction has captured the imagination of the world both on and off screen. Focusing on a young wizard and his education at Hogwarts the films bring all the magic and myth of the page-turning series to life.
2. We need to talk about Kevin – Possibly the most well written book of a generation, Lionel Shriver’s masterpiece is a harrowing and torturous tale about motherhood and the fallout from a violent school shooting. Brilliantly written it seemed impossible to turn the book into a film but the sublime acting skills of Tilda Swinton make it work. Ezra Miller and John C Reilly are also impressive in the heartbreaking film. 3. Gone Girl – The Gillian Flynn book proved hugely popular and was immediately touted as a possible movie idea. The writer came on board and also wrote the screenplay for the dark, complex movie starring Ben Affleck in what could be his best ever performance. Rosamund Pike is also fantastic in the lead role. When Nick Dunne’s wife goes missing he falls under suspicion but is it all a big mistake or is Nick somehow to blame? This one will have you guessing right up until the end.
4. the Hunger Games – The movie that made Jennifer Lawrence a household name was originally a novel written by Suzanne Collins. The Lionsgate film was a smash hit – pitting youngsters against each other in a game of life or death designed to keep the masses in line and entertain the wealthy. A brilliant concept and a stunning movie. 5. shrek – Believe it or not the hit DreamWorks movie is based on the book of the same name by William Steig. The film has spawned several sequels and even has its own attractions across the globe. The ogre Shrek tries to save a princess in order to win back his swamp but the usually unfriendly giant discovers plenty about himself – and others – along the way. So if you plan to stay in this week get some friends and family around, pop the popcorn, chill the ice-cream and watch one of our top picks.

Award winning singer/songwriter Tom Odell has announced a headline show at the Olympia Theatre in Dublin on November 1st. The Ivor Novello winner burst on to the scene in
2012 with his smash hit single ‘Another Love’ and followed this up with a number 1 album, ‘Long Way Down’ in 2013. His recognizable voice and haunting lyrics made Odell a household name with his

Weighing 13 stone 10 pounds, the final straw for mother of three Deirdre Smith as she looked at the photographs her son had strewn across the floor. These photographs her son intended to use for a school project made her realise that the time had come to do something about it. No more fooling herself and avoiding mirrors.
“Is that really me?” she thought as looked in disgust. She could avoid all the mirrors she liked but there on the floor was the truth. The truth she avoided for many years had to be faced. In fact it was an aspect of her life that effected her everyday, making her feel depressed and anxious. Having struggled for years gaining and losing weight, having tried and failed every diet in the book it was time for change. Deirdre decided to join Slimming World.
Day one going to her first group was not as daunting as she expected. The

welcome was so friendly with a cup of coffee and a welcome hug made her feel relaxed. Everyone was in the same boat with similar struggles. Deirdre took the plan on at full force and could not believe the amount of healthy food she could enjoy. The amount food classed as ‘free foods’ was unbelievable compared to previous diets. Not once did she feel hungry or like she was missing out on enjoying food that was a huge part of her life. Deirdre especially enjoyed cooking her favourite takeaway foods all form the Slimming World ‘Fake-Away’ cook book. She cooked chicken fried rice, burgers with Slimming World chips and Lamb Rogan Josh, all without feeling guilty. The meals were so tasty for her and her family to enjoy, how could this be a diet? The weight came off steadily when sticking to the plan. Of course there were weeks when she gained weight and fell off plan, but one of her top tips
is staying for the full group including ‘Image Therapy’. The weeks she had gained were the weeks she needed image therapy the most. Everyone was there together, no embarrassment or judgement just support from people on a weight loss journey alongside you. These people were so compassionate who became friends with each other and felt like one big open family.
Now 4 stone lighter Deirdre enjoys a happier healthy life and its all down to the confidence she gained by losing excess weight on the food optimising plan. As a coeliac sufferer she learnt to adapt her plan and found the amount of information Slimming World provided specially for coeliac suffers was exceptional. She could still have her healthy extras and stick to her food plan. The optimising plan also fits into to her busy lifestyle without compromise when attending family or social occasions.
