SHORTAGE OF HOME CARERS ‘IMPACTING ON THE MOST VULNERABLE’ TD for Dublin South West Seán Crowe TD has called on the government to act urgently to ensure carers are available to assist people who need home support aftenew figures revealed shocking numbers of people in the CHO7 have been left without much-needed carers. Figures released to Sinn Féin spokesperson on Disability and Carers Pauline Tully TD by the HSE have exposed that almost 5,000 people across the state are waiting for a carer

to be allocated to them despite being approved.

Teachta Crowe said: “Figures released to Sinn Féin by the HSE in response to a parliamentary question expose a growing crisis when it comes to home carers in Ireland. “500 people have been approved for a carer in CHO area CHO7, which includes Dublin South West and Dublin Mid West, but despite this have not been allocated a carer due to severe shortages. Almost 5,000 people are in this

unacceptable situation right across the state.

“This is unacceptable. Sinn Féin has been warning for many years now of a looming crisis within the homecare system, as too many people who require homecare supports aren’t getting the hours that they need. This crisis has spiralled during the pandemic, yet the government has consistently failed to properly plan and put contingencies in place. “Behind every statistic are real lives and real

people who are being let down by the state. People with disabilities and older people should have every right to lead full, independent lives and receive basic supports from the state to meet their needs. “I am calling on the government to engage fully with private and community and voluntary homecare providers to incentivise the progression of the terms and conditions they offer their staff and bring them into line with those employed directly by the HSE.

ALDI SIGNS LEASE FOR 23,000 SQ FT STORE WITH TESCO SET TO OPEN 40,000 SQ FT STORE IN 2023 Quintain has announced that supermarket chain Aldi has signed a lease for a 23,000 sq ft store in The Crossings, a major urban village development in Adamstown.Construction on the Aldi store has commenced and will be completed by the end of this year. The development of the Tesco store is also underway and will be completed in the same timeline. The first phase of The Crossings also includes 279 apartments, a further 20 retail units and five restaurant outlets,

along with a multi storey car park. Quintain’s total investment in The Crossings will be around €500m.

COUNCIL VOTES TO PROVIDE EMPLOYMENT COMPLIANCE INSPECTIONS South Dublin County Council (SDCC) Councillors have voted to provide for employment inspections on construction sites operating on behalf SDCC.

At a recent full council meeting Cllr William Carey proposed that SDCC in conjunction with the Trade Union Federation should put in place a system of compliance inspections aimed at ensuring workers employment rights are being adhered to.

Every other industry in Ireland is under obligation to make provision for pension deductions and to provide for the future. The system of bogus sub-contracting in the construction industry has led to thousands of former construction industry workers without a pension. Under the current system of procurement by local authorities, contractors are supposed to be compliant.

Speaking after the council meeting Cllr Carey said, “this is a significant step by councillors aimed at ensuring that employers operating on council sites are adhering to their legal obligations. As pressure to ramp up construction delivery intensifies, there is a danger that we will slip back into the old ways of the celtic tiger era of non-compliance in the construction area”. ELITE KARATE ACADEMY’S NEXT GENERATION OF BLACK BELTS Two local teenagers showed a warrior spirit, to become the next generation of Black Belts at Elite Karate Academy at gradings held in December 2021. In an open grading in front of family, friends and fellow students, Sean Smith (14) and Orla Phelan (16) went through an entire syllabus involving single techniques, combinations, partner work and kata (pre-arranged forms). Every year 1000’s of men woman and children start a journey in the martial arts, with only an elite few making it to Black Belt level. Having trained in Wado Ryu (The Way of Harmony) Karate-do, Sean & Orla showed the poise, grace, power, and humility of a true warrior, and now joins a linage of black belts, in Elite Karate Academy. Their instructor Sensei Gareth FitzGerald says, “I am incredibly proud of their achievement. For

such a young age they have shown an incredible passion and commitment over the years, they have been on a journey to discovery their true potential beyond fear, pain or ego, they have

trained through ups and downs, including a global pandemic and lockdowns, and embody all the characteristics of a martial artist, It is my honour to call them my students.”

This was a huge moment for Elite Karate Academy Students, especially for the younger students who were inspired to see 2 teenagers become the club’s latest black belts.

NEW ONLINE SAFETY COMMISSIONER WILL STRENGTHEN EFFORTS TO KEEP PEOPLE SAFE ONLINE

The new Online Safety Commissioner will further strengthen our efforts to keep people safe as they work and communicate online, according to TD Emer Higgins. Deputy Higgins was speaking as the new Online Safety and Media Regulation Bill was approved by Government recently, which will ensure the development of online safety codes and the regulation of harmful online content, and make provisions for the levying of administrative financial sanctions. Deputy Higgins, Fine Gael’s spokesperson on Social Media and Financial Technology, said, “We must do more to protect people from online abuse and it is time for online platforms to set out the steps they will take to keep their users safe online and build safety into the design of their platforms. “The online and digital space is expanding rapidly

with millions of us engaging with social media platforms and online content and communications every day. But we all know that the online world is not always the safest place to be, especially for young and vulnerable people, navigating relationships and communication online.

“That is why we need robust legislation that effectively deals with harmful content and protects online users from posts, images and videos that promote abuse, criminal behaviour and cyber-bulling or idealise self-harm, eating disorders and suicide. “The Online Safety and Media Regulation Bill is a landmark piece of legislation tackling how we deal with harmful online content in Ireland. “As part of the new proposed Media Commission, the legislation will provide for the appointment of an Online Safety Commissioner which will set out the rules for how digital platforms

handle abusive and harmful online content. “Should these social media companies fail to comply, the Bill proposes that the Media Commission will have the power to impose large financial sanctions – which is a very strong message to be sending to these giants of digital communication, which I really welcome.

“The Online Safety Commissioner was first proposed by Fine Gael under then Minster Richard Bruton who published the initial legislation on the matter in 2020. Fine Gael remained committed to the concept by including it in the 2020 election manifesto and ensuring it was in the new Programme for Government. “The new Online Safety and Media Regulation Bill will complement work already undertaken by my colleague Minister Helen McEntee in the Department of Justice in relation to harmful communications.

“I also welcome Minister Catherine Martin’s intention to establish an expert group to examine the provision of an individual complaints mechanism for harmful online content, and this may be addressed through potential amendments to the bill at Committee stage. “We also need a National

Digital Strategy and Government is committed to holding a public consultation on that. The digital environment can be really positive, but we know it can also be extremely dangerous and complex to navigate, and as the home to many of the world’s largest and most prolific social media companies,

Ireland has a responsibility to be a leader on this. “The Online Safety and Media Regulation Bill is a strong first step in changing how we respond to harmful online content going forward and there is room to further build on this to bolster our national response to harmful content.”

SDCC PROGRESS ON LIBRARY EXPANSION PLANS Local Councillor Charlie O’Connor recently requested information from the Council “To ask the Chief Executive to provide details of plans to provide new Libraries in the County”.

Adamstown Library will be delivered as part of the continued development of Adamstown Town Centre. Provision of €3.9m has been made in the 2022 to 2024 Capital Programme.

The County Librarian stated the following in his reply to the local representative “South Dublin County Council (SDCC) are committed to the delivery of new libraries in Adamstown and Dublin West as well as a Library Hub in Rathcoole. A new Library Development Plan will be drafted in 2022 for the period 2023 to 2027, which will include these projects as well as plans to upgrade existing libraries to the standard of those added to the network during the term of the current development plan, Castletymon and North Clondalkin.

Early in 2022, South Dublin County Council will progress the identification of an appropriate site for a library facility in the Citywest area, thereby meeting the objectives of the Fortunestown Local Area Plan and the delivery of public services to support the area’s inhabitants. Provision of €3.5m has been made in the Capital Programme to deliver a new purpose built library in the area, while plans for the Rathcoole Library Hub are still at concept stage.”

The update provided by council officials showed that the discounted units will be sold at a price of approximately €260 000. A household would have to earn €60 000 per annum in order to obtain a mortgage (even under the new Local Authority Home Loan scheme). The income threshold to access social housing for a couple is €36 750. The Kilcarbery Grange development is currently under construction with the initial homes to be completed in mid-2022. The development will consist of 600 private

homes, 310 social homes, 74 cost rental homes and 50 affordable homes. Councillor Madeleine Johansson commented: “I’m very concerned that there is a large cohort of individuals and families who continue to fall between two stools when it comes to housing. They earn too much to qualify for social housing but earn to little to get a mortgage to buy an affordable home. “In January 2021 I proposed a motion to remove income limits for social housing to create a one-tier housing system for everyone. This is very common in other European countries and help promote sustainable mixed communities. Unfortunately, there is no political will to seriously address the ongoing housing crisis. “I voted against the selling off of lands in Kilcarbery, and if the council had developed this site itself we could have had a much higher quantity of social homes, as well as real affordable housing.”

Primary Medical Cert is too stringent. Teachta Ó Broin said: “Many disabled people are effectively being denied the ability to travel due to the stringent criteria for obtaining a Primary Medical Certificate. “This is denying disabled people their rights under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) to live fully independent lives. “An immediate review of this scheme and the criteria it sets needs to take place; with input from Disabled Persons Organisations and other relevant stakeholders taken on board. This must include detailed actions to widen eligibility to the scheme and improve its administration.

“Disabled people should have the ability to travel. Lack of transport can be devastating for people’s ability to work, to socialise and to complete every day tasks which enable them to

live full and independent lives. The impact that loss of transport has on disabled people’s lives is difficult to overstate and carries a huge practical and emotional toll.

The government must recognise this, listen to disabled people and prioritise this issue. Teachta Ward said: “That the criteria for obtaining a Primary Medical Certificate was overly stringent was, in effect, confirmed by the Supreme Court ruling in June 2020 which overturned the Board’s decision to deny two families a Primary Medical Certificate. “This ruling led to the suspension of the scheme which was only reopened in January 2021 after an amendment to the Finance Bill. “This was supposed to be an interim measure and a review of the scheme was promised by the Minister for Finance in September 2021 to be carried out by his

Department whose remit it comes under, but this was never delivered. “The Department of Finance statement reported by RTÉ News today instead stated that ‘a working group – led by the Department of Children, Equality, and Disability [Sic] – will review the Disabled Drivers and Passengers Scheme’. “This only confirms that the Minister for Finance and his Department has not carried out the review he had undertaken to do 5 months ago and 18 months after the Supreme Court ruling. Teachta Ó Broin further commented: “An immediate review of this scheme and the criteria it sets out needs to take place with input from Disabled Persons Organisations and other relevant stakeholders taken on board and must include detailed actions to widen eligibility to the scheme and improve its administration.”

JANUARY IS A GOOD TIME TO CLAIM TAX RELIEF ON A RANGE OF EXPENSES

home, a Senator has said. Senator Seery Kearney said: “Managing your finances can often seem like a daunting task, but many individuals and families can avail of number of tax breaks they may not have known they were entitled to. “People can claim relief on the cost of health expenses, which can be yours or those of a family member. 20% tax back can be claimed on health and medical expenses and non-routine dental expenses. “You can also claim 20% tax back on the cost of private medical insurance. Medical expenses can be claimed easily by using the myAccount facility on the Revenue website and ensuring you keep the receipts for what you are claiming. “PAYE workers can claim e-working expenses incurred across last year. In 2021, the allowable cost was 10% of electricity and heat and 30% of broadband.

“However in line with Government policy to facilitate and support remote working, Finance Minister Paschal Donohoe announced on Budget Day that, from January 1st, an income tax deduction amounting to 30% of the cost of vouched expenses for heat, electricity and internet incurred while working from home can be claimed by taxpayers.

The employee must have incurred the cost and it is the responsibility of the employee to retain proof such as receipts. “Revenue advise that the simplest way for taxpayers to claim their e-working expenses and other tax credit entitlements is by using the myAccount facility on the Revenue website. “Also, the Government recently approved the establishment of the Electricity Costs Emergency Benefit Scheme under which a payment of €100 will be

made to each domestic electricity customer. “This is one of a range of measures to mitigate the effects of the unprecedented rise in electricity prices on householders. The scheme is currently being finalised, but it will be automatic and will apply to all customers. “Tax relief of 20% can also be claimed on third level tuition fees, as well as housing tax reliefs for home renovations and renting a room. “The start of the year is a good opportunity for people to organise their financial affairs and also to shop around to see if they can secure better offers by switching providers on a range of services. “It’s definitely worth sitting down and taking the time to claim for certain expenses as it can result in hundreds of euro back in your pocket,” Senator Seery Kearney concluded.

The Earth Gala, part of the Youth Climate Justice challenge project, a consortium led by ECOUNESCO which includes 5 national youth organisations including Gaisce, Irish Girl Guides, No Name Club and Young Irish Filmmakers and funded by the DCEDIY, will celebrate the work of young climate activists across Ireland and empower them to continue making a difference.

Earth Gala is a week-long virtual event to mark the end of the Youth Climate Justice Challenge Programme which facilitated a space for like-minded young environmentalists across Ireland to learn more about climate action, work on projects and develop their skills. STUDENTS UNION SAYS STATE EXAMS CANNOT GO AHEAD AS PLANNED The Irish Second-Level Students’ Union (ISSU) has said that the State Examinations 2022 cannot go ahead as planned. Under current plans, students sitting the 2022 State Exams would see adjustments and more choice on their exam papers. The union representing secondlevel students have called this a “complete disregard for students’ best interests”. Speaking on the matter, ISSU Uachtarán, Emer Neville said: “The State Exams cannot go ahead as planned, that much is clear. This year’s cohort of exam students have been very vocal about the disruption they are facing in and out of the classroom. There is no online tuition provided to those isolating, and students have missed class time throughout 2021 and 2020, as a result of school closures. There is no way we can stand over assessing these students with the traditional Leaving Certificate. We are calling on the Minister of Education to take students’ voices into account and revise the decision about State Exams for 2022.” Further to this, Jack McGinn, ISSU Education Officer, added ‘We have heard concerns about some students in this year’s Leaving Certificate cohort not having a Junior Cycle certificate to use for standardisation. However, in light of the circumstances, we must put students first as it is their future that will be impacted.’

LOCAL ENTERPRISE OFFICE SOUTH DUBLIN CLIENTS CREATED OVER 242 JOBS IN 2021 At a live virtual event on the 17th of January, An Tánaiste and Minister for Enterprise, Trade and Employment Leo Varadkar TD, announced the annual results of the Local Enterprise Offices (LEOs) for 2021 which showed that Local Enterprise Office South Dublin supported companies created 247 jobs in 2021. This figure was up 5% from the 235 jobs that were created by LEO South Dublin in 2020.

provide substantial funded supports to thousands of other small businesses across the country with programmes such as the Trading Online Voucher, Lean for Micro and Green for Micro along with training and mentoring. The Tánaiste and Minister for Enterprise, Trade and Employment Leo Varadkar TD said: “Over 35,000 people employed in small businesses around the country have been helped in some way by our Local Enterprise Offices. They are at the heart of communities in every county, always on hand to provide advice, training or financial backing and have proved invaluable throughout the pandemic, during which I know a huge

I’m really pleased to see that 85% of these jobs were outside of Dublin, indicating the Government’s focus on balanced regional development is working. “These numbers are a real boost today and will contribute to our overall target of having 2.5m people in work by 2024. Thank you to all our LEO staff for your phenomenal work over the past year.”

Deputy Higgins said, “Reading the list of projects from our students in Dublin Mid-West I am so impressed by their ideas and their innovation when it comes to studying all aspects of our lives. “The schools include; Coláiste Cois Life, Lucan Community College, St Kevin’ Community College Clondalkin, The King’s Hospital, Kishoge Community College, Coláiste Phádraig Lucan and St Joseph’s College. “The projects range in themes from covid and the pandemic to the environment, mental health, augmented reality and vegetarianism. “As the Fine Gael spokesperson on Social Media and Financial Technology, I’m particularly intrigued by a project from Coláiste Phádraig in Lucan which looks at using Bayes Theorem to improve crypto-currency trading,” added Deputy Higgins. “The BT Young Scientist Exhibition is a fantastic opportunity for students to showcase their talents and ideas and every year I have really enjoyed seeing the local projects progress and I commend the students and organisers for adapting to the new virtual format.“The exhibition has such an excellent reputation worldwide I’ve no doubt we’ll be seeing many of this year’s projects applied in real-life very soon,” said Deputy Higgins.

LOCAL STUDENTS THRIVE AT BT IRISH STUDENTS CALL FOR A HYBRID STATE EXAMS MODEL BY A LANDSLIDE YOUNG SCIENTIST EXHIBITION The Irish Second-Level Students’ Union (ISSU) survey of school students shows that two-thirds of exam students are calling for a hybrid model for state examinations in 2022 (68% of leaving cycle students and 63% of junior cycle students). The survey, which closed on Friday 14th January, received over 40,900 responses from students all around Ireland. 1 in 3 senior cycle students in Ireland answered the survey (18,981 individuals). 1 in 7 junior cycle students in Ireland answered the survey (8,329 individuals).

The ISSU State Examinations Survey for 2022 saw double the engagement from students than previous years. We are calling on the Department

of Education to hear the voice of students, who are continuing their education in abnormal times.

With the levels of disruptions, mental health pressures and classes missed, we are asking the minister to introduce a hybrid model for state examinations.” Students also voiced their concerns about missing classes,

absenteeism of both students and teachers in the classroom, the immense pressure of the current situation on their mental health, to name a few. Thanks to 130bhp and 300Nm of torque, the 0-100km/h sprint can be completed in 13.5-seconds (12.7-seconds in 6-speed manual transmission guise), with claimed WLTP fuel consumption as low as 5.4l/100km on a combined driving cycle (5.1l/100km in manual guise). Based on my combined motorway, urban and rural driving cycle during my time with the 5008 I managed to achieve fuel consumption as low as 5.6l/100km (50.4mpg), so it certainly looks like Peugeot’s claimed consumption figure is very much achievable in the real world. Out on a motorway, the 5008 is very composed and comfortable, with plenty of power available to make sure getting up to speed isn’t a chore. The car soaks up bumps well, and there is not much in the way of road noise either, while the 1.5-litre turbo-diesel engine is refined, and is perfectly suited to the EAT8 transmission in my test car. Thanks to a tight turning circle, the 5008 is easy to park, and this is helped greatly by front & rear

parking sensors and a highquality reversing camera, while the small steering wheel makes the car feel agile at all times. While there is no four-wheel-drive model in the 5008 line-up, the standard Advanced Grip Control in the GT trim line does provide a certain level of confidence for times when road conditions become precarious. It is essentially an advanced traction control system that can work on the driven wheels individually to maximise grip on a wet, icy or muddy road. Verdict, Warranty.
