TD for Dublin MidWest Mark Ward has called on the Government to invest in neurorehabilitation services for people with neurological conditions throughout Ireland. Teachta Ward is one of over 800,000 Irish people are living with neurological conditions having been diagnosed with multiple sclerosis in 2007. Teachta Ward said: “I know from my own
personal experience as someone who lives with multiple sclerosis how difficult it is to access neurological services in the state. I was diagnosed 14 years ago, after years of no treatment or misdiagnosis. At one stage I needed to use a walking aid to get around. “My access to neurological services since my diagnosis has been scant to say
the least. I have had two meetings with a neurologist since I was diagnosed and have received just one MRI scan.
“I am currently on a waiting list for a follow up MRI scan since 2018. While I feel fitter physically and mentally than I ever have, I have no idea if the multiple sclerosis has developed in a neurological sense. That is why the MRI scan is critical. “My
situation is not unique but is reflective of the systemic failure in neurology services in the state.
“Neurorehabilitation services are essential to promote recovery and prevent disability for people who experience stroke, acquired brain injury or spinal injury and for those with progressive neurological disease. “I am just one of over 800,000 Irish people are living with neurological conditions including those living with dementia, stroke, acquired brain injury, epilepsy, Parkinson’s disease and multiple sclerosis.

The concept design for the upgrade of Killinarden Park has been completed and plans are soon to progress for planning approval. Landscape architects Nicholas De Jong Associates have completed their concept design for the upgrade of Killinarden Park. The design process involved an innovative communitywide consultation which enabled the community to express their views on the park redevelopment.
The input of local councillors, community activists and the very many residents who submitted their views has been invaluable in developing the concept now going forward for planning. The plan also considers the wider plans as identified in the Tallaght Town Centre Local Area Plan to provide a new green infrastructure and amenity corridor along the Whitestown Stream that will connect Killinarden Park with Sean
Walsh Park. The design for the park incorporates the introduction of diverse habitat types, enhanced park entrances, upgraded boundary walls and railings, a lit strategic walk/cycle path along the Whitestown stream, two new bridges across Whitestown Stream, a primary oval footpath
connecting park facilities which can also double up as an exercise circuit of approx. 1km, linear play trails, two natural play areas, seating, multi-games use area with a skate ramp and social space.
The park’s design aims to create an inviting, safe,
and engaging space for the community while ensuring that it connects to the wider open space objective for the County.
The project is estimated to cost approximately €2m will be brought forward for planning approval in March 2021.

EASING OF PUBLIC HEALTH RESTRICTIONS WILL GIVE DUBLIN PEOPLE SOME RETURN TO NORMALITY The easing of public health restrictions will allow Dublin people to have some return to normality after an extremely challenging year, a Fine Gael Senator has said. The Government has announced an easing of public health measures to commence on a phased basis from the 12th of April. Senator Seery Kearney said the Government is proceeding with caution based on the NPHET advice and the current levels of Covid-19 in the country. However it is possible to begin easing some aspects of our current Level 5 restrictions as a result of the enormous sacrifices made by Dublin people. “I am pleased to confirm that from the 12th of April, travel will be permitted within our own county or 20km of your residence if crossing a county boundary. “In the first major sign of the vaccine bonus, fully vaccinated individuals from two households may visit
each other indoors two weeks after their second dose. For all others, two households can meet up for social and recreational purposes outdoors, not including private gardens. “The return to school continues apace, with 1st to 4th year post-primary students returning from the 12th of April. “Also really welcome is the news that all residential construction can recommence from the 12th of April. It is crucial we get construction moving again to cope with the demand for housing. Early Learning and Childcare and school aged childcare services will be added to list of essential services for construction activity during these restrictions. “This will align with the current exemption to primary and secondary schools, where school building projects are progressing, and to allow important fire safety works to progress. “I know
many young people are looking forward to getting back to sport in Dublin From the 19th of April, some additional highperformance training will be permitted, including senior inter-county GAA training to facilitate National League competition, starting in May. Training for certain high performing athletes approved by Sport Ireland in a range of other sports can resume from this date. “From the 26th of April, outdoor sports facilities, including pitches, golf courses, tennis courts will reopen and activities here should take place between a maximum of two households. Underage noncontact outdoor training in pods of 15 can recommence for all exercise activities that can be delivered outdoors including dance from this date. “Outdoor visitor attractions, heritage sites, petting farms and zoos can open from the 26th of April. The number of
people permitted to attend funerals will also increase to a maximum of 25 from this date. “The phased easing of restrictions are subject to the prevailing disease situation, but people can now see the light at the
end of the tunnel as our vaccination programme is ramped up. “I recognise how difficult the last year has been for people in Dublin I wish to thank them for
their continued efforts in adhering to the measures, and would ask them to stay the course as we work together to defeat this dreadful disease and get back to normal, Senator Seery Kearney concluded.
EUROPEAN COMMITTEE REPORT SHOWS STATE CONTINUES TO BREACH COUNCIL TENANTS’ RIGHTS IN BALGADDY TD for Dublin Mid-West Eoin Ó’Broin has welcomed the publication of a report by the European Committee of Social Rights (ECSR) which has shown that the State is still in breach of their Article 16 obligations under the European Social Charter. Teachta Ó Broin said: “The Report is welcome, but it makes for disturbing reading. While progress is reported with respect to social housing maintenance, the Government is still clearly in breach of their Article 16 obligations under the Charter.
“The Minister for Housing must outline what additional funding will be provided to Councils to bring the housing estates referenced in the report, including Balgaddy, to an adequate standard for residents. “Unfortunately, in Balgaddy many homes were built to a very poor standard during the boom and as the report acknowledges consideration was only been given earlier this year to moving families from the flats ‘suffering from exceptional maintenance issues’ to the ‘next available suitable property”.

SCOIL CHAITLÍN MAUDE DIVESTING TO AN FORAS PÁTRÚNACHTA An Foras Pátrúnachta (AFP) has announced recently that Scoil Chaitlín Maude in Tallaght is the first gaelscoil in Dublin to be divested from the Archdiocese of Dublin to An Foras Pátrúnachta. Scoil Chaitlín Maude was established in 1985 and has a student population of 350 with 30 staff. General Secretary of An Foras Pátrúnachta, Caoimhín Ó hEaghra, spoke of the decision: “This is an historic decision and the school community is to be commended for their pioneering approach. Recognition must be given to the Archdiocese for their support as a school patron
for over 30 years. We are delighted to be building on that solid foundation.” “AFP is the only Irish-medium patron for Irish-medium schools. AFP aims to provide high quality Irish-medium education to support the growth of Irish language communities. We are excited to support the school and to build on the great work that has been ongoing for many years.” Speaking of the announcement, Pádraig Ó Duibhir, Chairperson of Scoil Chaitlín Maude said; “This move is the result of a process that has received the full support of the
school community. SCHEME
South Dublin County Council is progressing a new walking and cycling scheme along Grange Road between Nutgrove Avenue and St. Enda’s Drive in Rathfarnham, Dublin. The scheme will consist of 675m of re-configured road, inclusive of on and off-road cycle-tracks, new pavement works, new footways, modern public lighting, relocated bus stops, landscaping and shared accesses. Within the scheme, there will be dedicated school zones and junction improvements at Nutgrove Avenue, Loreto Terrace, Convent Lane, Dispensary Lane, Stonepark Abbey, and St. Enda’s Drive. Following public engagement, the scheme was approved by Councillors in 2015 but the project slowed for some years due to funding constraints.
However, the scheme was recommenced in 2019. Briefings on the scheme were held with the Area Committee and the local schools during 2020 and a contractor was then appointed in late 2020. The scheme is included in the Council’s Cycle South Dublin proposed programme of works. Cycle South Dublin is an ambitious programme of work that reflects the
increasing importance of making cycling a realistic and integral part of how people move around the County. It proposes a set of 41 projects that would deliver nearly 210km of new and improved cycle lanes over the next ten years. Works are due to commence on site once current Covid restrictions are lifted and will be built out during 2021.

The sector is crying out for support and they need greater clarity from the government around how and when they will be able to reopen. “When Sinn Féin put forward a voucher scheme in July, many industry representatives indicated that they would be in favour of the proposal as a method of supporting them in the coming season. “Sinn Féin put forward a Staycation Voucher Scheme last summer which would give €200 to every adult and €100 for every child to ensure that everyone can avail of a helping hand and hopefully enjoy a holiday this year. “Our plan would put money directly into the pockets of people who would then put that money into tills across the state in order to give a much-needed boost to the sector. “Our plan is simple, effective, and fully costed, but the government rejected it out of hand and decided to go down the failed route of a tax rebate. A ‘Stay and Spend’ tax rebate which will end on April 30th and has seen practically zero take up as the country has been closed for much of the period
since October 1st when it came into effect. “Rather than a clunky system of a tax rebate, which a cynic would describe as a way of making sure no one went to the trouble of collecting, a voucher would directly inject cash into the tourism and hospitality industry that
is on its knees. “We need to have a workable system in place before the sector is allowed to fully reopen. We also need clarity around how businesses will be allowed reopen and when.
It will be far too late if we wait for the dust to settle
after Covid and thousands of pubs, restaurants, hotels, and other hospitality businesses will have closed their doors for good. “The Sinn Féin scheme is the only one on offer that can work and needs to be given the green light by government.”

Palmerstown Camera Club monthly competition winner in advanced section Aoife Tierney took this fantastic image of the Poolbeg Towers. Palmerstown Camera Club meets every Wednesday at 8.00pm currently by Zoom. They normally have international photographers showing their images and giving members tips on how to take them. So far this year they have had photographers who specialise in underwater images with sharks, crocodiles, dolphins, different photographers who specialise in the following - landscapes, mountain climbing, still life, flowers, animals, mono, merging images and stylised portraiture. Whether you are a beginner or more advanced in photography all adults are invited, for free, to one or two of their friendly Zoom meetings. By taking part in Darkness Into Light, now a global movement and Pieta’s main fundraiser, participants will help shine a light on suicide and selfharm while raising vital funds for Pieta’s lifesaving services, which are needed now more than ever, following a difficult year. As part of the campaign launch, Electric Ireland together with Pieta have worked with well-known ambassadors who have written Sunrise Notes, which detail how they have found light in the dark, especially over the last 12 months. The campaign is proudly supported by Broadcaster Miriam O’Callaghan, Senator Eileen Flynn, Lord Mayor

MOYNIHAN SLAMS FURTHER VANDALISM AT HERMITAGE PARK Councillor for Palmerstown-Fonthill, Shane Moynihan, has condemned the anti-social behaviour which has been taking place at Hermitage Park and near St Loman’s Road in recent weeks.
Cllr Moynihan said “ I have been distressed in recent weeks at reports of serious and dangerous anti-social behaviour taking place at Hermitage Park. Stones are being thrown from the park at oncoming vehicles and passers-by. This has resulted in serious damage and injury in some cases.” Cllr Moynihan has contacted South Dublin County Council and requested that a gravel path which is currently near the entrance
be resurfaced with tarmac. It is believed that this trail is the source of the stones being thrown. Pictures on social media in recent days have shown car windows smashed as a result of the activity. Cllr Moynihan added: “Restrictions are tough for everyone without people’s safety being brought into question as well. People have the right to travel and walk without being harmed or in fear of being harmed. Safe streets should not be a privilege - they should be the norm.” “This behaviour is distressing for residents and motorists in the area. I will be raising the need for increased vigilance in Hermitage Park, especially in light of the damage done to the playground last November.”

DUBLIN MOUNTAIN WAY MARATHON RAISING FUNDS FOR LAURALYNN
Local James Cahill and a group of 28 others recently decided to raise funds for LauraLynn Children’s Hospice. James commented “Over a Beer at Christmas my Brother in Law Fergus Hayes and I were discussing having something to train
for as all the Marathons were being cancelled due to Covid 19, there was no end in sight of the restrictions so we said we would set about organising one ourselves”. They considered several options and chose the
Dublin Mountain Way which is 41km and can be extended to a full marathon distance of 42.2km quite easily, the decision was made in an instant and April 24th was picked as it was close enough to get a full training programme completed in time. The Course itself starts in Shankill Village, 10km to Johnny Foxes, 20km Tibradden Wood, 33km Bohernabreena Waterworks and finish line at 42.2km at Tallaght Stadium.
On the 4th of January after a few discussions with close friends they set up a WhatsApp group and became a team of 8 and slowly but surely word got out and more and more people joined up. With football being cancelled they had a strong influx of players from Glenville FC in Palmerstown join up as a way of staying fit. LauraLynn Children’s Hospice are based in

The Government announced recently that countywide travel will be allowed from the 12th of April which enables the group to proceed as planned, they will be going out in small socially distanced groups on the day dispersed over 4 hours so there will be no risk to anyone and they should all finish roughly at the same time also. TD for Dublin Mid West, Mark Ward TD has welcomed progress on the provision of post primary ASD classes in Collinstown Community College. Temporary ASD classes will be available to pupils in September this year and plans are in place for to build a permanent two classroom SEN base in the Collinstown complex. Teachta Ward said: “I raised the issue of the urgent need of post primary ASD classes in the North Clondalkin area. I welcome his response that temporary classes will be available to pupils this year in Collinstown Community College.
“These classes will assist pupils to reach their educational and development milestones within their own community. “I also welcome progress on a permanent 2 classroom SEN base in the Collinstown Complex. HOT SCHOOL MEALS PROGRAMME EXTENDED TO SIX SCHOOLS IN DUBLIN MID-WEST
The Hot School Meals Programme will be extended to 6 primary schools in Dublin Mid-West a local TD has said.
Deputy Emer Higgins said: “The Covid-19 pandemic presented everyone with many challenges over the past twelve months, including our schoolchildren here in Dublin Mid-West and especially those who would previously have come to school each morning without a breakfast. “The Hot Meals Programme is a major initiative to encourage school attendance when schools are open, when schools are closed and when classes are held virtually. “This initiative will consequently facilitate better educational outcomes by the schoolchildren and help tackle the issue of education disadvantage.” Deputy Emer Higgins continued: “As part of Budget 2021, my Fine Gael colleague Minister Heather Humphreys provided an additional €5.5 million for the extension of the Hot School Meals with effect from January to 35,000 primary school children who had been availing of the Department’s School Meals Programme which provided cold lunch options only. “The Department contacted some 700 primary schools
currently receiving the cold lunch option under the School Meals Programme in November seeking expressions of interest to avail of the hot school meal.
“Approximately 40% of schools expressed an interest in the programme and 189 schools were selected, including five schools in Clondalkin and one in Lucan, having regard to geographical spread across all local authority areas, taking into consideration pupil numbers and the overall budget available for the programme in 2021. “The hot meals will be available to all pupils enrolled in these schools, which do not have canteen/ kitchen facilities for preparation of the hot dinners on site. “The hot meal will replace the cold lunch option that had been in place previously. Each school must identify a supplier who will supply (prepare and deliver) the hot meals in line with HACCP and food safety regulations in compliance with the Healthy Ireland ‘Nutrition Standards for Hot School Meals’. “Schools will be expected to provide a menu choice of at least two different meals per day plus a Vegetarian/Vegan and an option that caters for students’ religious

This will be done through the provision of food parcels. “The funding for the School Meals Programme throughout the entire school terms and holidays offers a security for many vulnerable of schoolchildren by ensuring that participating schools in Dublin Mid-West can provide food parcels benefiting pupils during this time.. Also, Minister Humphreys published ‘Evaluation of the Hot Meals Pilot’ which was carried out on behalf of the Department and completed in July 2020. Minister Humphreys commented: “This research has found that the hot school meals pilot project had a very positive impact on their child’s attendance at school, physical health and psychological wellbeing. “Overall, the results were encouraging with the majority of parents, teachers and SNAs rating the hot meals as better quality than food that children ate previously. “This is a sound endorsement for the expansion of the Hot School Meals programme and I would hope to extend it further to include additional schools in the future.”

CALL ON SDCC TO DO MORE TO PREVENT BIN OVERFLOW IN PUBLIC PARKS
Following increased reports from residents accessing Corkagh Park over the weekend Labour Chris O’Dwyer is calling on South Dublin County Council to introduce new measures to prevent the overflowing of bins in public parks. Reacting to phone calls and emails he received on Monday evening O’Dwyer said: “With the lockdown continuing more and more residents are making use of Corkagh Park. We are blessed in Clondalkin to have this wonderful park on our doorsteps but the Council needs to step up and introduce measures to deal with the increase of waste. “I received phone calls and emails from residents who have expressed concern about the emptying of bins in our public parks. The bins were overflowing on Monday evening and with the volume of waste visible in the photographs it would suggest that the bins had not been emptied in a good few hours or indeed at all.
“I believe that residents should be bringing their waste home with them and I believe that many do. However, this does not take away from the Council’s responsibility to ensure that these bins are emptied and that our public spaces are kept clear. “The photographs that I was
sent by concerned residents display a massive disrespect for Tidy Town volunteers. It’s not acceptable for people who are using the park to leave their rubbish beside overflowing bins and it is not acceptable for the Council to allow the bins to get into such a state. “Last year the council spent €2.9 million on litter and illegal
dumping and are planning on spending €3.08 million in 2021. We need to see some of this money go towards harm reduction measures. 2021 is going to be a year where more of us spend time within the local area due to ongoing restrictions so the Council need to generate a strategic plan to prevent such build ups.
GRAVEYARD HEADSTONE DECISION WELCOMED
TD for Dublin South West Seán Crowe has welcomed the decision to allow stonemasons to work in our graveyards and cemeteries after weeks of confusion on whether this work could go ahead, causing further pain to the bereaved at this difficult time. Teachta Crowe said: “I welcome the decision that emerged last night to deem stonemasons’ work in graveyards and cemeteries as essential work, allowing it to go ahead despite the ongoing lockdown. “In the absence of any clear guidelines from Government, some local authorities were permitting stonemasons to work in our graveyards and cemeteries to erect permanent headstones and other memorial works to recently departed loved ones “I
feel that this approach was only serving to compound the grief of those who have lost loved ones in these difficult times by denying some and not others, the right to erect a permanent memorial to those who have passed. “I had written to the Ministers for Health and Local Government asking them to issue guidance to officially permit this work to resume so that we could lessen the pain of the bereaved in whatever small ways we can and I am very glad that this narrow and cruel approach regarding headstones has been resolved. “I understand that Stonemasons and memorial works in the South Dublin County Council area have been written to in the last 24 hours informing them of this new interpretation and decision.”

INCREDIBLE EDIBLES KEEP WELL EVENT
Over 25,000 primary school children from 1,000 schools took part in a recent Incredible Edibles Keep Well Day, which showcased how children are keeping active in the garden and eating healthy to keep well this spring. On March 25th thousands of students and their teachers joined the two Incredible Edibles Keep Well virtual events, which featured well-known fitness trainer, Ray Lally, aka The Happy Fitness Guy, and horticulturist, Brian McCarthy. The Happy Fitness Guy, who has a slot on RTE’s Today Show, hosted a fun-filled fitness session with children and their teachers and showcased the importance of keeping active in order to look after their physical and emotional well-being. Then, Brian McCarthy who runs Cork Rooftop Farm in the centre of Cork City,
wowed viewers with an engaging tour of his skyline farm and answered all their sowing and growing questions. The Incredible Edibles Keep Well event was held in conjunction with Healthy Ireland’s Keep Well Campaign, which is part of the Government Plan for Living with Covid-19 – Resilience and Recovery 2020-2021. The Incredible Edibles programme, sponsored by Bord Bia, Healthy Ireland, Department of Education and Skills, SafeFood and the Irish horticulture industry, communicated and delivered an impactful month-long campaign in March 2021, which tasked primary schools nationwide to showcase how they were keeping well, eating well and being active in the garden. Agri Aware’s Incredible Edibles programme is a
free, healthy eating and growing project that has been running in Irish primary schools for 13 years. Over 43,000 primary school children and 1,600 schools are taking part in this year’s programme. Participating schools receive free grow packs that contain everything teachers need to start their own school garden. Students have showed excellent resilience and creativity in finding unique ways of learning all about food origin and fresh, Irish produce through online teaching, while preparing to plant their own spring gardens in March. For the month of March, Incredible Edibles delivered educational and fun activities as part of the Keep Well campaign and in line with Task 3 of the project – Planting and Growing. Schools submitted videos
showcasing how they keep active to keep well and participants are currently taking part in art and recipe competitions aimed at highlighting how they are eating well to keep well. Interactive worksheets featuring key, healthy eating advice from Healthy Ireland were also made available to schools on IncredibleEdibles.ie since January and were a vital resource to students and teachers during the recent online teaching period.
Speaking about the Incredible Edibles Keep Well campaign, The Minister for Public Health, Wellbeing and the National Drugs Strategy, Frank Feighan T.D. said: “Encouraging children to eat a healthy diet is a key objective of Healthy Ireland and we have been very happy to support the Incredible Edibles programme for many years now. “This programme lays a foundation for children to adopt healthy behaviours and habits which will last a lifetime, and which they in turn, will hopefully be able to pass on to their own children some day. Irish world boxing champion Kellie Harrington and track and field Olympian, David Gillick will be coming online to homes and schools throughout Dublin and beyond over the coming months until summer holidays begin. Joining the Fyffes Fit Squad team, Kellie and David will broadcast their approach to exercise and fitness in a 12-weeks programme intended to encourage children to adopt a healthy and active lifestyle. Created so parents and teachers can also participate, content will include new workout routines, warm-up exercises
and cool-down stretches as well as tips on overall wellbeing and healthy-eating recipes. Believed by Kellie and David to be “more important now during lockdown than at any time previously”, the 20-minutes long series of videos will see a new production released each Tuesday and Thursday all free to view on the www.fyffesfitsquad.ie website. FOCUS ON EARLY CHILDHOOD EDUCATION LEADS TO LAUNCH OF NEW COURSE Early childhood practitioners in Co. Dublin and beyond who are currently active in the field of Early Childhood Education – as well as those considering a career in the sector – are being addressed by Hibernia College with the launch of a Bachelor of Education (Honours) Early Childhood Education programme for which applications are open until May 12th next. Designed to satisfy Early Education guidelines published by Government and the Department of Education, the fouryear blended learning programme being offered by Hibernia College will begin in Autumn and will include face-to-face tuition coupled with online engagement and mentoring. Nationally and internationally the evolving policy and practice landscape within early childhood is moving towards a graduate
led workforce. With Government and media focus on the sector also becoming more acute, the need for a structured approach to providing quality education and qualifications has become more evident. In putting forward its case for the programme, Hibernia College says it is seeking to provide a qualification built by Early Childhood Professionals to meet the market demand for qualifications that can be earned while students continue to work and practice. Speaking at the campaign launch, Michael Kelly, Founder of GIY said, “The pandemic has seen a record number of people turn to growing their own food and discovering the joy and pride that brings. The process of seeing a seed turn into a seedling and eventually food you can eat is full of magic and no shortage of optimism. Grow it Forward is all about sharing that feeling as far and wide as possible at a time when we need it most. THREE WEEK EXTENSION TO PAID PARENT’S LEAVE The extension of paid parent’s leave is a very welcome development for all new parents, a Dublin Mid-West TD has said. Speaking on the passing of the Family Leave Bill, Emer Higgins said, “This extension of paid parent’s leave from two to five weeks is brilliant news and I know it will be welcomed by many parents. “Being a new parent is never easy, but this last year has been especially challenging,” said Deputy Higgins. “I’m delighted that this extension of the €245 a week payment will benefit 30,000 parents and support them when they most need it. “The Payment will be extended to five weeks starting from next month and it’s important to note that it can be back dated for over a year so anyone who has had a child since November 2019 can apply
for the payment. “It’s so important that parents get the support that they need in those early stages,” said Deputy Higgins. “This extended payment will allow parents take that time to get to know their new born and adjust to the changes that come with new family life. “Every child needs and deserves the best start in life, and I hope that we’ll see the benefits of supporting 30,000 parents to spend more quality time with their children.” “This Bill has also made family support more inclusive meaning all adopting couples can choose which parent avails of adoptive leave, including male same-sex couples and Paternity Leave and Benefit will be made available to the parent who is not receiving adoptive leave,” concluded Deputy Higgins.
KNOCKMITTEN ASTRO PITCH FUNDING SHORTFALL Cllr William Carey has called on South Dublin County Council (SDCC) provide a solution to the funding shortfall for the proposed Astro Pitch in Knockmitten, Clondalkin. Cllr Carey was speaking in response to the call from Knockmitten FC for funding for a (50mx30m) astro-pitch facility within the area. At the March Clondalkin area committee meeting councillors agreed that the emphasis should be on SDCC to provide sufficient sports and leisure facilities within communities. Cllr Carey submitted a motion calling on SDCC in partnership with Knockmitten FC to proceed with the project and requested SDCC to find a solution to the shortfall in funding
Cllr Carey stated that Knockmitten FC had engaged in good faith when submitting estimates of €168,000 for the original project. However, following analysis by SDCC, the revised estimate had come in at €309,355. Cllr Carey stated, “It is not reasonable to expect, nor likely that a community based club such as Knockmitten FC could provide this level of funding and the proposal by SDCC to reduce the size of the build by over 50% would be totally inadequate to the needs of the community. Cllr Carey continued, “SDCC proposal would only provide for a pitch size smaller than the 18yd box of a normal size pitch. This would be totally inadequate to the needs of the community here. Cllr Carey said that there is a responsibility on SDCC as the local authority to provide funding or sporting facilities within our communities and while clubs such as Knockmitten can provide the organisation to ensure efficient use they cannot be expected to provide this level of funding”.

Salmon & Beetroot tartare with Goat’s Cheese By Chef Bal Krishna Shrestha
Ingredients: -
140g fresh salmon fillet 60g goat’s cheese 80g cooked & chopped organic beetroot 10g chopped spring onion 1tsp chopped fresh coriander ½tsp chopped green chili 1tsp ground mustard or whole grain mustard 1tsp toasted fennel seeds 1tbsp lime juice 1tbsp olive oil Seasoning to taste
Method: Firstly skin and pin bone the salmon fillets then chop into very small pieces. Make small individual balls of goat’s cheese with your hand. In a separate bowl, mix gently the chopped salmon, beetroot, spring onions, green chilli & coriander. Then add mustard, fennel, seasoning, lime juice & oil.
Serves 4 people
Mix it well with a rubber spatula until all ingredients are well combined.
Preparation time: 30 minutes
Transfer tartare to a clean bowl & cover with cling film. Leave in the fridge until needed. Remove the salmon tartare from the fridge & place onto 4 plates. Garnish:
Decorate with goat’s cheese, coriander cress & lime wedges.

For the muffins 185g Light brown sugar 185g Butter 3 Eggs 1 tsp Almond extract 1 Apple peeled, cored and grated 250g Mixed dried fruit 250g Self raising flour 1 tsp Mixed spice 1/2 tsp Cinnamon 1/4 tsp Nutmeg
For decoration: - 100g Icing sugar - 1/2 tsp Almond extra - 1 tbsp Water
Method: Pre-heat oven to 180C/160C Fan/350F/Gas Mark 4, line a cupcake tin with paper cases Cream together the light brown sugar and the butter. Add the eggs and almond extract and whisk well Mix in the apple, self raising flour, mixed spice, cinnamon and nutmeg Fold in the mixed dried fruit Divide the mixture between the cases Bake the muffins for 25 minutes until golden brown, or until a skewer inserted in the centre comes out clean, place on a cooling rack to cool completely To make the icing mix the ingredients together, add the water slowly as you may not need it all. You need a thick, pipable paste Put the icing into a piping bag and pipe crosses onto each muffin

NEW OUTDOOR DINING SCHEME IN PARTNERSHIP WITH LOCAL AUTHORITIES Minister for Tourism Catherine Martin TD and Fáilte Ireland have announced details of a new €17million Scheme for developing outdoor dining capacity nationwide. The Outdoor Dining Enhancement Scheme comprises two parts and will be delivered in partnership between Fáilte Ireland and Local Authorities across the country.
Part One of the Scheme will provide funding for individual tourism and hospitality businesses to develop and increase their own outdoor seating capacity. Funding allocated under Part Two will enable Local Authorities to develop permanent outdoor public dining spaces in towns and urban centres, similar to those that exist in various European cities. The Minister for Tourism, Arts, Culture, Sport, Gaeltacht and Media, Catherine Martin T.D. is officially launching the Scheme, which opens for initial applications on April
12th2021.
Announcing the Scheme Minister Catherine Martin said: “This Scheme has two main objectives: firstly, to enable individual tourism and hospitality businesses increase their dining and seating capacity in the shortterm and secondly to enable a long-term strategy for local authorities to develop appropriate permanent weatherproofed outdoor dining infrastructure. The aim is to support jobs and businesses and to transform appropriate outdoor spaces within our cities and towns as welcoming, vibrant places that will help support economic recovery. This funding announcement further strengthens this Government’s commitment to the development of rural towns, as outlined in the ‘Our Rural Future’ plan announced earlier this week.” Paul Kelly, CEO of Fáilte Ireland added: “I want to thank Minister Martin for
securing this funding and the CCMA for its support with designing and administering it. Part One of the Outdoor Dining Enhancement Scheme relates to Outdoor Seating and Accessories to help tourism and hospitality businesses offset some of the costs incurred in upgrading premises for outdoor dining and seating. Part Two of the Scheme relates to Weatherproofing and Outdoor Dining Infrastructure which focuses on the development of medium to large scale permanent public dining spaces in towns and centres in preparation for welcoming back visitors when it is safe to do so. Each Local Authority can apply for up to €200,000 under this element of the scheme. We have been working closely with the County and City Management Association (CCMA) on behalf of the Local Authorities to design a scheme that will be efficient and practical. We look forward to seeing the results across the country.”
Moira Murrell, Chair of the CCMA Rural Development, Community, Tourism, Culture and Heritage (RCTCH) Committee stated: “Local Authorities are looking forward to administering this Scheme for individual businesses, as well as delivering yearround all-weather outdoor
seating options to boost the appeal and attractiveness of our cities and towns. Following the success of the Street Furniture Grant Scheme, implemented by some Local Authorities in 2020, we look forward to creating outdoor dining experiences around the
country that not only benefit locals, but are also attractive to domestic and overseas visitors when the sector re-opens. Developing outdoor infrastructure is a key element of answering the consumer demand for more flexible dining options.”
COUNCIL RELUCTANCE TO AGREE RECOMMENDED PUBLIC PATH LIGHTING CRITICISED Councillor Derren Ó Brádaigh has expressed his frustration at the Councils response to a motion he raised at the March Area Committee meeting for L u c a n - Pa m e r s t o w n - N o r t h Clondalkin calling for a key pedestrian connectivity walkway in Neilstown to be adequately lit with much needed public lighting. Cllr Ó Brádaigh said: “A motion I had down at the recent Area Committee meeting sought approval by fellow councillors and agreement from South Dublin County Council to instal public lighting on a 280 metre section of pedestrian walkway, referred to locally as the ‘Black Path’ – a stretch totally void of any lighting. This important pathway provides direct access to the residents of over 400 homes and runs from Neilstown Shops through Ronanstown and Wood Avens and providing access
to Foxdene residents too. “The call for public lighting at this particular location comes on the back of recent survey research, outlining the concerns for lighting at this location amongst its key findings. A ‘Safety and Inclusivity in Clondalkin Scoping Study’ within the perspective of genderbased violence and commissioned by South Dublin County Council as part of the ‘300K Have Your Say Participatory Budget’ goes on further to recommend that the Black Laneway is lit, particularly at night! The survey also points to the fact that the area is not overlooked by houses and is eerily isolated. “In the response to the motion, I was confused to read that the rationale for the reluctance not to agree lighting along the laneway was for the reason that the vicinity is ‘not overlooked’ and users may be vulnerable mid-section between lighting
– this being the very reason lighting is recommended in the first instance in the report. The area is not a segregated park but a key practical and busy residential pathway en-route to local services. “There seems to be somewhat of a contradiction if, on one hand we are agreeing to the allocation of funds to commission a study and then ignoring the recommendations of those very same important study findings. Having found myself strenuously arguing the merits for the requirement of lighting here, I was encouraged by the managers openness to reassess the case for public lighting along the ‘Black Path’. I thank the council for their willingness to listen to the voice of the local community and I congratulate the 157 individuals and 14 organisations that took the time to participate in the overall survey work in this regard.
