DEEPLY CONCERNING FAMILY HOMELESSNESS TRENDS IN DUBLIN Eoin O Broin TD has commented on the publication of the latest Dublin Regional Homeless Executive Homelessness Report. The report contains “deeply concerning family homelessness trends in Dublin”.

Teachta Ó Broin said: “The Dublin Regional Homeless Executive Homelessness report indicates that new family homeless presentations are trending steadily upwards. “There were 19 more

families accessing emergency homeless accommodation in Dublin in January this year compared to December 2021. In January 2022, there were 79 more families compared to January 2021. “The number of new presentations also continued to grow with 74 families entering emergency accommodation for the first time in January 2022, an increase of 34 on December 2021. “The report highlights that

also the

number of exits of people from emergency accommodation is collapsing.

“Only 35 families exited emergency accommodation into new tenancies in January 2022. A year previously the number of families exiting emergency accommodation was at 81. This represents a reduction of 56%. “The report also shows that in the first month of 2022 21% of families were in emergency accommodation for

more than two years. Many of these people have been homeless for three and in some cases four years. “No one should be sleeping in emergency accommodation for longer than six months. “The government has no plan to tackle this problem. It must accept that it has to increase the delivery of real social housing and housing first tenancies. “It must also focus more on homeless prevention. Minister O’Brien must speed up the progress of Sinn Féin’s Family Homeless Prevention Bill and the Simon Communities Homeless Prevention Bill, both of which passed second stage in the Dáil late last year.”

SPECSAVERS CLONDALKIN CELEBRATES 9 YEARS IN THE HEART OF THE COMMUNITY

February marked nine years since Specsavers opened up in the Mill Shopping Centre in Clondalkin, with many of the team that helped to make the launch so successful still working at the store today. Optometrist Emma, who has worked at the store since the beginning, explained that staff and customers at the Clondalkin store have an incredible bond because they have been through so much together. She said: “The Clondalkin community is incredible, our customers are so loyal, and they really

care about the staff here and we care about them. Like our community, we have all been through hard times recently and it has been a struggle through lockdown, but the people here have all come together to help each other over the last few years. I believe that people keep coming back because we go through the same ups and downs as they do, and our customers know and understand that.”

TEENAGER JOINS COMPETITIVE JSCC GRID

Irish Teenager Dáire Flock is set to compete in his first ever season of car racing in the Junior Saloon Car Championship (JSCC.) The JSCC is the starting point for any young driver’s

circuit career, its age range is limited to 14–17 year olds. Racing on the UK’s most famous circuits such as Silverstone and Brands Hatch, Dáire will be fighting against 29 other teenage

stars battling it out for the overall championship. Also, up for grabs this year for Daire is the Rookie Cup for drivers who are in their first season in the JSCC. There will be plenty

of action for Dáire with 10 rounds in the season calendar, which includes four triple header meetings totalling twenty-four races, a record breaker for the JSCC.

LATEST DESTRUCTION IN KILLINARDEN PARK ‘UNACCEPTABLE’

The club will be playing no matches there for the

foreseeable future because of the damage done. “The Government must make the passing of the Road Traffic and Roads Bill 2021 a priority in this Dáil term. This Bill would allow gardaí to seize scramblers being used in a dangerous and reckless manner in public places. My Sinn Féin colleagues and I have been calling for such powers for years and the Government’s reluctance is unacceptable and inexplicable. “Enough is enough. We have appealed to the users of quads and scramblers to use them in a safe and considerate manner in public places, yet we are still seeing our parks ripped up. The gardaí must be given additional powers to stop and seize these vehicles. If you know of anyone using a scrambler to rip up the grass in a public park, they shouldn’t be driving one and if you have any influence to put a stop to it, please use it.”

SIGNIFICANT MEASURES TO TACKLE CLIMATE CHANGE Elected members of South Dublin County Council (SDCC) have approved a range of climate actions for 2022 as the Council continues to meet the challenges of responding to climate change. The implementation plan contains 130 actions and was approved by the Council to progress or be carried out this year.

Projects include mitigation and adaptation measures in the areas of energy, transport, flood resilience, nature-based solutions and resource management. SDCC will also continue to engage with the public on climate change through initiatives like a new climate change website, by providing interactive workshops for community groups and more. Each year, SDCC prepares a climate action implementation plan based on the Council’s Climate Change Action Plan 2019 – 2024. The action plan, launched in September 2019, is part of a collaborative response to climate change in the Dublin region by the four Dublin local authorities, the Dublin Metropolitan Climate Action Regional Office (CARO), and the City of Dublin Energy Management Agency (Codema) together to develop Climate Change Action Plans for each local authority. A Climate Action Innovation Budget for South Dublin County Council of €300,000 has been approved for 2022 to deliver action plan initiatives across the areas of energy, transport, biodiversity, resource management and community engagement projects. Among the key climate actions being progressed in 2022 include: District Heating - Work will continue to progress on Heatworks, Ireland’s first publicly owned, not-forprofit energy company, to provide low carbon heat to local community buildings. Trading as Heatworks, the

company will deliver the Tallaght District Heating Network, estimated when completed to reduce carbon dioxide emissions in the South Dublin County area by nearly 1,500 tonnes per year. The network will use excess heat from a customisation to Amazon Web Services’ (AWS) recently completed data centre to provide low carbon heat to public sector, residential and commercial customers. The system is expected to be commissioned in the second quarter of 2022. Public Lighting Upgrades - With more than 30,000 units across the county, public lighting accounts for approximately 44% of the energy used by South Dublin County Council (as per a 2019 Energy Review). SDCC has committed to upgrading the public lighting network from older Sodium Oxide to more energy-efficient LED units. Phase 2 of the upgrade works, scheduled for completion between 2020 and 2025 will see 10,000 of the older lighting units being replaced at a total cost of €11M. 1,500 of these replacements are scheduled for 2022. Energy savings of between 50% and 65% are expected between the old and new equipment. Energy Management System – South Dublin County Council has engaged Energy Elephant to set up a cloud-based Energy Management System. The proposed cloud-based energy data management solution will assist South Dublin County Council in efficiently managing and reducing ongoing energy use, carbon emissions and utility costs for our buildings, assets, public lighting, and vehicles. This solution will help to provide a strategic overview of energy use and costs, promote user engagement, build a comprehensive searchable energy database, record energy initiatives and verify energy savings. Growing our Cycling Network - As part of SDCC’s commitment

to making the County a national leader in providing a quality network of routes for cyclists, the Cycle South Dublin Plan is in development. This plan will provide comprehensive guidance for the planning, construction and upgrading of cycle tracks and junctions for all vulnerable road users. The plan will identify existing cycle routes and future strategic links it will include 263km of infrastructure to promote active travel options for

both leisure and commuter users.

Citizen Engagement - The South Dublin County Council Climate Action website will be launched early in 2022 to inform and educate the citizens of South Dublin County on what the Climate Change Action Plan (CCAP) is and to provide transparency on the execution of the plan and progress towards achieving our targets. The website will be a portal for citizens to engage and

learn practical solutions to reducing carbon emissions at individual and local levels.

The 2022 implementation plan builds on significant gains for South Dublin County Council in the years following the Climate Change Action Plan’s launch. In September 2021, SDCC was presented with energy performance figures for 2020. The report indicated that by the end of 2020, SDCC had reached

a 45.7% improvement in energy efficiency over the baseline figure. In October 2021, SDCC presented its second annual progress report to the Department of the Environment, Climate and Communications. The report indicated that 91.5% of the 130 actions had either started or were complete, 7.7% had not yet started and 0.8% (one action) of all climate actions had been postponed due to COVID-19.

CALLING PEOPLE TO SIGN UP TO LARGEST ANTILITTER INITIATIVE IN THE COUNTRY

Registrations are now open for National Spring Clean 2022, calling all

communities to register for Ireland’s largest and longest anti-litter campaign and

National Spring Clean is operated by the Environmental Education Unit of An Taisce in partnership with Local Authorities and supported by the Department of Communications, Climate Action and Environment and Mars Wrigley Ireland. The National Spring Clean traditionally takes part in the month of April. For the past 23 years 85,000 cleanups have been organised with volunteers dedicating a total of 12 million hours to remove around 42,000 tonnes of litter across the country. National Spring Clean 2021 was the biggest and the longest campaign so far, taking place between March and August, and despite the current situation and restrictions at the start of the year, 5,543 groups registered to carry out clean-ups throughout the country and collected an estimated 3,000 tonnes

of litter around Ireland.

In 2021 over 6,500 Dublin volunteers participated in organised clean-ups to show their support to the National Spring Clean. This year, building on the success of previous years, the hope is to make the National Spring Clean campaign the biggest yet. The National Spring Clean is also an opportunity for volunteers to take local actions to make a change at a global scale. As a matter of fact, over the last couple of years, the National Spring Clean has also been trying to raise awareness about another crucial issue: the link between litter and climate change – the biggest environmental challenge of our time – and highlight how combined local actions can have a global effect.

INTERNATIONAL CONFERENCE TO EXPLORE THE IMPORTANCE OF WALKING TO PROMOTE SAFE, SUSTAINABLE AND LIVEABLE COMMUNITIES

In partnership with Walk21, a charity dedicated to the right to walk, Technological University Dublin (TU Dublin) will welcome leading politicians, environmental experts, not for profit organisations, and community activists to Dublin for a global conference examining how to reinvent our urban, suburban and rural communities to be more walkable and sustainable.

Connecting experts from around the world with local practitioners and community activists, the conference will celebrate the importance of walking and showcase innovative solutions to deliver on climate change targets and address the climate emergency. The Walk21 International Conference on Walking and Liveable Communities, taking place in September 2022, is supported by the

Department of Health, Department of Transport and the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media on behalf of the Government of Ireland and non-profit organisations from across the sport, health and transport sectors. Minister for Transport Eamon Ryan T.D., said: The Walk21 Conference will provide us with a great opportunity to highlight the benefits and importance of walking, and the progress already underway in Ireland to provide safe and connected infrastructure for those who choose to walk to work or school or recreationally on our Greenway Network. The Government have set out an ambitious and wideranging set of commitments in relation to walking and cycling, and in keeping with this I am pleased that our support will ensure that the Walk21 Conference can be

held in Ireland in 2022. My announcement earlier this week of funding of €289m for investment in cycling and walking in 2022 is further confirmation of the Government’s commitment to this area and builds on the significant progress of the last couple of years. As we work towards a significant reduction in our climate emissions, the Walk 21 Conference will provide a unique platform for discussion at international level and most importantly inspire people to get walking. Launching a call for conference proposals, Jennifer Boyer, Vice President for Sustainability at TU Dublin, said, “The Walk21 International Conference on Walking and Liveable Communities provides Ireland with a unique opportunity to bring together key stakeholders that must work together to address the global climate emergency and the need for more efficient and effective transport systems, safer and healthier communities, along with more walking as part of everyday life.” Continuing, Ms Boyer said, “The mission of Walk21 fits very well with how TU Dublin views the world around us and our three strategic pillars of People, Planet and Partnership. To reflect our shared values and promote our sustainability ethos, the global Walk21 Ireland conference will be a hybrid event providing over 5,000 delegates from across the globe the opportunity to attend online, maximising our international reach while minimising our environmental footprint.” Bronwen Thornton, CEO of Walk21, explains the conference will draw attention to a thriving international community committed to promoting healthy and sustainable

communities and influencing national and international policy about walk-friendly infrastructure in our urban, suburban and rural areas.

AN ADULT LEARNING INITIATIVES FROM TALLAGHT SHORTLISTED FOR PRESTIGIOUS AONTAS STAR AWARD Eight Dublin based adult learning initiatives have been shortlisted for an AONTAS STAR Awards 2022. The STAR Awards (Showcasing Teamwork, Awarding Recognition) is an awards initiative organised by AONTAS, the national adult learning organisation, to recognise and celebrate the work undertaken by adult learning initiatives throughout the island of Ireland.

The eight groups include An Cosán shortlisted in the Third-level Access and Engagement Category. An Cosán - Wraparound Learner Support Initiative: This initiative provides free childcare to enable women to attend adult education courses. An Cosán works with the Institute for

Technology, and with a network of 180 partner organisations across Ireland including Family Resource Centres and Community Development Projects, corporate partners and the Government. These partnerships facilitate students to access technology, create peer learning communities, and gain funding opportunities. Commenting on the shortlist, Dr Niamh O’Reilly, CEO of AONTAS, said: “The STAR Awards are an excellent opportunity to celebrate the positive contribution that adult learning initiatives make to individual adult learners, local communities, and the Irish public. GRIFFITH COLLEGE AND DONORE CREDIT UNION AWARD A STUDENT THE BRENDAN LYNCH SCHOLARSHIP Griffith College and Donore Credit Union have awarded Morgan Haydon, a secondyear BA (Hons) Fashion student, the annual Brendan Lynch Scholarship, worth €3,000 (€1,500 provided by each organisation). The scholarship, in honour of the former Lord Mayor of Dublin and Honorary Director of Donore Credit Union Lynch, has been running for four years. To receive the award, Morgan had to be enrolled on a course at Griffith College, be/become a member of Donore Credit Union and submit an application form, writing a personal statement outlining how the scholarship would help him pursue his degree and describing his understanding

of the role of a Credit Union and its impact on the local community. On accepting the award Morgan said, “Being awarded the Brendan Lynch Scholarship was a complete shock to me and I feel honoured that I was chosen among the many applicants for this prestigious scholarship. It honestly makes my 2nd year in Fashion Design even better, as it allows me to focus on my academic pursuits both inside and outside Griffith College, as I continue into the field of art and design, without the worry of fees. Students of the Honours Bachelor of Arts Degree in Interior Design, led by one of Ireland’s best known Interior Designers Neville Knott, were tasked to create a luxury bathroom for a contemporary hotel. NEW BILL WILL GIVE CONSUMERS BETTER PROTECTIONS AND RIGHTS ON DIGITAL GOODS AND SERVICES Consumers will have new rights and protections on digital goods and services thanks to a new bill approved by Government, Senator Seery Kearney said. Senator Seery Kearney said, “My colleague, Tánaiste and Minister for Enterprise, Trade and Employment, Leo Varadkar, has received approval to publish the Consumer Rights Bill 2022, which is an extremely welcome development. “Consumers will now have the same rights and protections over digital content and digital services, like streaming, downloads, and cloud products, as traditional products and services. “This means they have the right to a full refund, exchange or repair when a good or service is not as described or not fit for purpose. Upgrades to a product or service that are required for goods to operate as expected and agreed should also be provided to the customer free of charge. “With regard to businesses,

they will have to set out a description of the goods or services being provided, the total price of the item and the cost of delivery before entering into a contract with a consumer. “Furthermore, any businesses that operate misleading and aggressive commercial practices, like fake reviews, will be fined by the Courts following enforcement action by the Competition and Consumer Protection Commission. “Customers in Dublin will also have other recourse options to redress and will be entitled to a price reduction on faulty goods if they so wish, instead of a refund or repair.

that teaches documentary photography to women and girls from diverse cultural and economic backgrounds. AGE FRIENDLY HOUSING ASSISTING RESIDENTS TO DOWNSIZE Local Tallaght Councillor recently enquired in relation to the age friendly housing in Springfield, Tallaght “To ask the CEO to refer to the development of “Age Friendly Housing “ in Springfield Estate and confirm what plans are now in place to attract tenants for the accommodation and in reporting will he also confirm when the units will be available.” At the council meeting, the reply contained the following “Allocations to all Council properties are made according to the Allocations Policy. The new developments in Springfield at

Maplewood and Fernwood will be offered to applications over 55 on the housing list, transfer applicants who have expressed a desire to downsize or approved for a transfer on other grounds. Applicants on the medical list and whose need will be met by these properties will also be offered properties. A small number will also be available to homeowners wishing to downsize through the new Financial Contribution Scheme. This will be advertised shortly on the Council website and through social media platforms. These properties are expected to be ready in the second quarter of 2022”.

GREATER AWARENESS NEEDED TO COMBAT ACTUAL ABANDONED VEHICLES

Sinn Féin Councillor Derren Ó Brádaigh has called for greater awareness and information to be made more readily available to inform the public as to the procedure for vehicle disposal. This follows a question asked by the Councillor into figures more generally regarding the problem, but also importantly the antisocial and environmental impacts associated with this issue. Cllr Ó Brádaigh said: “Here in my own constituency and indeed across the greater Dublin area, the problem with actual abandoned or end-of-life vehicles is becoming increasingly evident. This is not to be mistaken with cars that are simply off the road due to the ever-rising cost of living, which extends to fuel, insurance and maintenance costs, leaving many motorists unable to address

running and associated costs of tax and insurance. “In the last twelve months alone, 526 vehicles were reported to South Dublin County Council, and whilst this doesn’t represent the number of cars actually abandoned, it does highlight a problem. There are still significant numbers having to be removed, under investigation or a matter for the Gardaí.

“Aside from the obvious unnecessary cost to the Council and the taxpayer, the problem is exasperated by the relative ease at which very cheap cars are being purchased to rally and then discard. In other instances, owners are simply abandoning end-oflife vehicles because they are unaware of organised ways to dispose and recycle them. Authorised treatment facilities provide this

service for registered vehicle owners to avail of free of charge. I spoke with an ATF provider only this week and they were critical of the lack of advertisement and awareness that people have in this regard.

“Abandoned cars encroach upon public spaces but they are also a major environmental hazard and can attract anti-social behaviour, often being set alight. Over time and as they decay, car batteries, tyres, paint and other components release hazardous substances into the environment. Oils, coolants and other fluids are toxic and dangerous when spilled and can seep into and contaminate groundwater. “It would seem to me that not enough effort is directed toward better public awareness by the Minister for the Environment into

SOUTH DUBLIN COUNTY AFFORDABLE HOMES SCHEME

Sixteen three-bedroom duplex homes are being offered for sale by South Dublin County Council under a pilot affordable dwelling purchase arrangement. These homes are being made available for mortgage approved, first-time buyers only. The affordable purchase price to be paid will be linked to applicant(s) income (and savings where relevant) and mortgage capacity - the minimum price payable will be €245,600 and the maximum price payable will be €285,300. Online applications may be made between 12 noon on Tuesday 1st March 2022 and 4.00 p.m. on Friday 11th March 2022. Purchasers will enter an affordable dwelling purchase arrangement with South Dublin County Council whereby the Council will be entitled to an equity share in the house equal to the percentage discount from market value.

Eligibility for this pilot scheme will be on the following basis: Applicants must have three or more people in their household, Applicants must be first—time buyers and have mortgage approval and Total applicant household income must be €73,362 or less. In addition, a minimum of 50% of these homes will only be available to applicants who are

living in the South Dublin administrative area for a minimum of twelve months. The order of allocation of these homes will be selected at random by a draw of all eligible applicants. Selected applicants will be required to verify their application details before being offered the opportunity to purchase a property. The provision of affordable homes is a key part of South Dublin County Council’s Housing Delivery Action Plan (HDAP), which outlines details of proposed social and affordable housing delivery for 2022-2026. During its lifetime, HDAP shows the planned delivery of 2,730 affordable homes across the County as well as 3,707 new social homes. The Kilcarbery development is just one site where the Council is working to deliver affordable homes in South Dublin County. The Council has put plans in the pipeline to deliver 620 new homes at Killinarden in Tallaght. The integrated mixed tenure five-year development is heavily weighted towards the provision of affordable purchase homes with 60% of the development is projected to sell for an average of €250,000 or less per home, with 20% to be delivered as social housing.

NEW KIA EV6 – A WINNER ALL-ROUND By Breda Corrigan The new Kia EV6 has been awarded the prestigious Continental Tyres Irish Car of the Year 2022 title, with the EV6 having also won the Continental Tyres Irish Large Car category award at the award ceremony on February 11th. It is the second time that an electric vehicle has taken the award as Kia also won the 2020 Irish Car of the Year title with the all-electric Kia e-Soul. Modern Design Inside & Out. Kia’s new EV6 electric SUV has a bold, conventional, modern design and is proving itself to be an amazing family car in every respect. The EV6 is the first bespoke electric car developed by Kia and sits on an all-new Electric-Global Modular Platform (E-GMP), which will see Kia launch another seven E-GMP-based models over the next five years. The EV6 is a surprisingly large car, and being 4,695mm in length and 1,890mm in width, it is a halfway house between a family SUV and a regular family hatchback. Although the EV6 has a lot in common with the Hyundai Ioniq 5, it is not a cloned version of its cousin. Super-Fast Charging Capability. The EV6 has two features that make it stand out from similarly priced alternatives, the first being the impressive super-fast charging rate of 350kW, which means the battery can be topped up from 10%80% in as little as 18 minutes, or a 100km range could be achieved in as little as four minutes at a supercharger station. In the past it was hard to find public charging stations capable of delivering that much power, but a lot of the new service stations now have superchargers available. The second is what is called a vehicle-to-load (V2L) system which means that the EV6 can power household items, such as a kettle or

Presently, there are two trim levels in EV6; Earth and GT Line, with one battery choice. The Earth model sits on 19-inch alloy wheels and has a full charge range of up to 528kms, while the GT Line comes with 20-inch alloy wheels and can achieve up to 506kms from a single charge. Additionally, drivers can use paddles on the steering wheel, along with the option of three driving profiles, if they want to change the amount of energy the car uses and retrieves as you slow down. However, it is easier, and more efficient, to let the EV6 work it out for you. The car will take into account the distance to other traffic, your speed, hills and curves before making a decision about the best way to use energy. It is so sensitive that it will make drivers who have never driven an electric car feel instantly comfortable. The EV6 features a 77.4 kWh long-range battery pack paired with a 229PS (226bhp) electric motor, while a heat pump also comes as standard. The EV6 Earth comes with a host of comfort, convenience and safety features as standard including Dual 12.3-inch Curved Driver Display Screens, UVO Connect, charcoal grey vegan leather upholstery with Premium Relaxation Seats (electrically operated and heated in the front), memory driver’s seat, Android Auto & Apple CarPlay, rear privacy glass, flush door handles, satellite navigation, adaptive cruise control, LED headlamps and a Smart Power Tailgate. leather seats. On the road the EV6 is sporty and responsive, with rapid acceleration leading to a 0-100km/h sprint in just 6.2 seconds. The EV6 is a lot of fun to drive on twisty roads and, as a driver, you can play with the throttle to adjust your line in corners in a natural way. It holds the road really well, and it is well controlled when pushed hard, while body roll is kept to an absolute minimum. Autonomous driving technology is easy to use and doesn’t brake harshly, so this is something that can be utilised for maximum driving pleasure on a motorway journey. The EV6 is one of the most enjoyable electric cars I have driven, and its striking front & rear LED lighting tech makes the car every bit as dramatic to look at as it is to drive. YELLOW FLAG AWARDS FOR SCHOOLS TACKLING RACISM AND PROMOTING INCLUSION

Two primary and three post primary including Firhouse Educate Together National School achieved Yellow Flag status at a ceremony to mark their efforts in tackling racism and promoting inclusion of all cultures, ethnicities and religions at an online event opened by Minister for Education Norma Foley and hosted by RTE Presenter and author of The Same but Different, Emer O’Neill.

To be awarded schools must complete 8 steps of the intercultural Programme which aims to improve educational outcomes for all children through a learning environment where diversity is valued and celebrated. Part of their efforts must include establishing a Diversity Committee of students, parents and teachers, a research survey of inclusion issues, a teacher workshop, the development of an anti-racism policy and classroom-based work.

Following a positive assessment schools receive a flag to be raised outside their building, signaling to the wider community it is an inclusive anti-racist environment.

Over half of all students from the five 2022 awardee schools said they had witnessed racism within schools and over 1 in 4 had experienced it. Molly Martin Brady, coordinator of the Programme said; “The Awards Ceremony is an occasion to showcase the work done by schools and officially welcome them to the Yellow Flag Community of 103 schools nationally. Yellow Flag is a proven model of change but is only available to pupils lucky enough to attend a school that opts into the Programme, as currently there is no direct State investment, which demotes anti-racism and inclusion to a luxury for a few, rather than a necessity for all.

under the guidance of the Minister with responsibility Roderic O’Gorman, and it is hoped Yellow Flag will be resourced under that plan as a school learning model for all children.” Anti-racism and intercultural learning across primary and post primary

curricula in Ireland is not mandatory and remains at the discretion of individual teachers, who in turn, do not receive obligatory and standardised anti-racism training. To date 41,472 students, 3,292 teachers, and pupils of 70 nationalities and ethnicities, have benefited from Yellow Flag.
