Dublin South West TD, Seán Crowe, has said he is flabbergasted at reports that a Health Service Executive (HSE) audit found that the St. John of God charity had not complied with public pay policy for over 30 years. Local Fianna Fáil TD, John Curran has described the further decrease in number of Gardaí stationed in Clondalkin, Rathcoole, Rowlagh and Lucan Garda stations, as deeply worrying. Deputy Curran made the comments after receiving new information through Parliamentary Question which shows that the number of Gardaí stationed in the Dublin Metropolitan West Division has decreased by 16 over the course of the past 12 months. “The DMW Garda division has suffered significant cutbacks in recent years. It is deeply worrying that there has been a substantial drop in the

number of Gardaí for frontline policing in the DMR West Division particularly as crime and anti-social behaviour has continued to become a major issue in our community,” explained Deputy Curran. “Dublin Mid-West has a sizeable population and Gardaí have to cover a large area which includes numerous urban centres including housing and industrial estates, schools and parks. “Local Gardaí are assigned to a diverse range of responsibilities that are demanding but the role has become increasingly stressful as Fine Gael have continued to deplete Garda

resources. The figures speak for themselves and show that Dublin Mid-West simply is not getting its fair share of resources, particularly when it comes to the assignment of newly attested Gardaí. “Vulnerable residents feeling threatened isolated and it does make sense that there

A new website has been launched with a major information campaign to reach the parents of 70,000 children nationwide who will get increased benefits from September. Minister Zappone says parents should now take a little time to study the increased supports which are available and prepare for the autumn. Launching the information campaign Minister Zappone added; “For hard-pressed families in Dublin South

West and across the country, childcare costs were the No 1 issue they raised on the doorsteps in the election. Now we are taking the first big step to resolve this. Overall an estimated 70-thousand children will get extra supports. Communities like Tallaght and across Dublin South West with young populations will benefit most. Families will benefit in two ways. First there is a universal support for all children aged 3 and under then there is supports for those families who need it most. The second targeted support is based on income and also for those parents who have had to turn down jobs, training and education because they cannot afford childcare.

CRIMESTOPPERS CAMPAIGN PROVES SUCCESSFUL by Lynda O’Donoghue Donnelly

The Tallaght Drug and Alcohol Task Force has revealed that the recent Crimestoppers Lamppost campaign has results in increased calls to Gardaí and a major drug seizure. News that the campaign has been well received by the community has been welcomed by Tallaght Drug and Alcohol Task Force coordinator, Grace Hill. Grace said: “First of all what

were made directly to the Crimestoppers line. A number of these incidents are still under investigation while another tip led to the seizure of €10,000 worth of cannabis in the area. With many dealers now targeting young children at schools during lunchtime and on the way home it is important to stay on top

She said: “The presence of drugs in schools is increasing, we can promote Crimestoppers and get reports out but we need support to keep going with this.” The Tallaght Drug and Alcohol Task Force are eagerly awaiting the approval of the new National Drug Strategy and hopes that there will be actions to deal with the growing issue. The Crimestoppers campaign is part of the organisation’s Strategic Plan 2017-2020

RECYCLING BANKS INITIATIVE WELCOMED

Councillor Charlie O’Connor has welcomed the announcement by South Dublin County Council that the Council has received approval from Waste Enforcement Regional Read Authority (WERLA) for a €5,000 grant for cleanup, signage and an audio monitoring device at the Council’s Recycling Centre in Sean Walsh Park.

COUNCIL SEEK PERMISSION TO BUILD 109 NEW HOMES

South Dublin County Council has submitted a proposal for 109 new homes designed to “address and meet” some of the critical need for housing in Clondalkin. The proposed development would be located between Kilcarbery and Corkagh Demesne on the Old Nangor Road and would house over 100 families. The mixed residential development will be made up of 8 four-bedroom house, 71 three-bed units, 15 onebed apartments and 15 twobed apartments. The housing development at Corkagh Grange was

supported by the council’s planning department and described as “entirely consistent with the policies and objectives of the South Dublin Development Plan 2016 – 2022”.

The land is appropriately zoned for residential use and has the proper water and transport infrastructure for additional homes. The planning statement on the development from the council also revealed that as delivering housing is a Government priority it is not advisable to ‘do nothing’ with the lands. It states: “The ‘Do Nothing’ scenario in this instance

is not an option as the Government’s priority is to deliver housing under the ‘Rebuilding Ireland Action Plan for Housing and Homelessness. The land is in public ownership, is appropriately zoned for residential use, and social housing can be delivered using private finance which is separate and additional to Exchequer funding. The PPP format allows more social housing to be built in the context of constrained State resources and in a time of chronic need.” The proposal also includes renewable energy design measures for each housing unit, a new internal road and the relocation of the

existing bus stop on the Old Nangor Road. The planning statement concludes that the proposed development at Corkagh Grange comprises the sustainable use of zoned residential lands, situated close to the village centre and “within a range of community, educational and commercial services including employment opportunities”. A public consultation process is currently underway and anyone who would like to make a submission on the proposal can do so no later than 4pm on 21st July. Allegations of serious sex abuse, court intervention in securing psychiatric services for troubled teenagers and praise for the dedication of social workers in certain cases all feature in the latest volume of 22 reports from the Child Care Law Reporting Project, published today. They include five lengthy cases involving serious allegations of child sexual abuse and five detailed accounts over many months of cases involving the detention of troubled teenagers wending their way through the High Court. Some of these cases are still on-going. Among the cases reported is an appeal of an earlier District Court Care Order for five children following allegations of serious neglect and sexual abuse by their parents. The appeal was unsuccessful, and the children remain in care. This case is one of a number where the proceedings were very protracted and where there were days of legal argument concerning the admissibility of hearsay evidence from children and

the reliability of evidence from specialist sex abuse units. The reports of the High Court cases where children are detained for therapy and their own protection reveal the difficulty in sometimes finding appropriate “stepdown” placements for children who no longer need to be detained, but are not stable enough to return home or go to foster care. Such children also often wait for months for appropriate psychiatric assessment and help, and the High Court has intervened on a number of occasions to insist that they receive such services. The reports also reveal the on-going issues of mental health problems, cognitive disability and addiction problems that lead many parents into the child protection system. This is the second year in which the CCLRP is publishing reports twiceyearly, compared with quarterly for its first three years. Since the end of 2015 the project has scaled down its reporting, while focussing in detail on some lengthy

and complex cases. As well as reporting such cases, the CCLRP will be conducting qualitative research into the reasons for some cases becoming so protracted. A report on the result of this research will be published at the end of 2017. Commenting on the reports so far, project director Dr Carol Coulter said: “Some of the cases included in this volume are very lengthy and have taken up to 50 days in court, spread over many months or even years, during which time both parents and children live in uncertainty. All the cases demonstrate the fact that certain child protection matters are very complex indeed and require considerable legal and social work resources. There are no easy answers to the problems they raise. “We hope that the reports and the research we are doing on such cases will contribute to the discussion on how such difficult cases can be dealt with in a timely way and that protects children while ensuring the rights of parents.”

Minister of State for Employment and Small Business Pat Breen T.D. has urged micro and small businesses to prepare for Brexit and to talk to their Local Enterprise Office (LEO) about the range of LEO supports now available. The Minister was in LEO Dublin City at the Dublin City Council Civic Offices, Wood Quay to announce a suite of Brexit supports totalling €3.4 million, now available to micro and small businesses through the 31 LEOs nationwide. These include: · Access to the ‘Brexit SME Scorecard’ online tool where micro and smaller businesses can self-diagnose their readiness for Brexit; · A ‘Technical Assistance for Micro-enterprises’ grant to help LEO clients to find new markets and exports;

· Rollout of ‘Lean for Micro’ nationwide which will make small businesses more efficient and competitive; · A ‘LEO Innovation and Investment Fund’ pilot programme to support innovation in microenterprises and get them investor ready to scale their businesses; · Tailored mentoring to address Brexit related business challenges; · Training on specific Brexit challenges, including financial aspects; and · Continued information, advice and guidance across all 31 LEOs and regionally. O’CONNOR CALLS ON THE COUNCIL TO CONTINUE TO PROMOTE SAFE CYCLING

Councillor Charlie O’Connor has called on South Dublin County Council to continue their efforts to encourage safe cycling throughout the County. He was responding to calls which he has received in respect of the matter and he raised the issue at the June meeting of the Council. In their response, Council Management stated that “Significant efforts continue to be made on a number of fronts to support and encourage cycling in the

County. The provision of cycle/walking infrastructure is continuing with the assistance of funding from the National Transport Authority and as a result our network of cycle ways is increasing. Cycle infrastructure is built to design standards as laid down nationally to optimise the safety of cyclists. Cycle skills training is provided to school children throughout the year with the new Cycle Right National training standard being implemented since the start of this year.

In addition the Cycle Forum [Sub Committee of the LUPT SPC] is developing a Cycling and Walking Strategy to set out the Councils longer term objectives in this regard. The introduction of the 30 kmph slow zones in residential estates is a measure that was strongly advocated by the cycle forum and will increase safety of cyclists throughout the County.” According to Charlie O’Connor, the Council has also promoted Bike Week 2017 which commenced

on 10th June 2017 and a schedule of events to promote and support cycling including bicycle maintenance, cycle training for adults and children, schools events and a family cycle event formed part of that weeks activities. He added that it was important to promote safe cycling and he also said that it was vital that cyclists would continue to appreciate the clear need to wear safety clothing and helmets.

GOVERNMENT SHOULD ACCEPT NEW EU VAT RULES ON E-PUBLICATIONS Cost of electronic schoolbooks, E-books and online newspapers can become significantly cheaper

The Dublin MEP was speaking after the European Parliament voted to change EU VAT law. The new rules will now give Member States the option to apply 0% VAT to e-books and electronic newspapers.

PENSION GENDER GAP IS TWICE AS LARGE AS THE PAY GENDER GAP IN IRELAND

Speaking at the Pensions Europe Annual Conference in Brussels, Brian Hayes MEP said that the government needs to act on the pension gender gap which is now more than twice as large as the pay gender gap in Ireland. “On the basis of Eurostat figures, Mercer published figures showing that Ireland’s pension gender gap is 35%, slightly below the EU average but still quite high by any measure. This is more than double our gender pay gap which is 14.8%. “Closing the pension gender gap should be a clear focus of the new Cabinet, particularly as we go into very sensitive public sector pay and pension talks.

“It’s a great shame that the EU pension gender gap still stands at 40%. While there has been some good progress made in Ireland and the EU to reduce the pay divide between men and women, the pension gender gap is something that has been sadly neglected. “A pension is the main source of income for one in four persons in Ireland. And due to rising life expectancy and the ageing of the population, that figure is predicted to double by 2060. “I believe this issue needs to come up in discussions on the public sector pay and pensions talks. Any change in pension contributions needs to take into account gender issues and the effect they can have on people’s

retirement income. “In Ireland, our pension system is almost too strictly linked to income levels. There is little consideration given to the fact that many women will take career breaks to raise a family or work part-time. “Additionally, because there are maximum pension contribution limits, it is difficult for employees who have had a career break to catch up on missed contributions. “There are several things that the government can do to reduce the pension gender gap by changing the nature of our pension system in order to recognise the differences in work life balance between men and women.

“Many will say that the pension gender gap is a natural manifestation of the difference in work patterns between men and women. However, if we look at the Baltic countries, they all have pension gender gaps of below 15%. Estonia’s pension gender gap is just 4%. “All over the EU, state pension systems are coming under increasing pressure. Governments across the EU need to change their pension systems to ensure that all citizens, both men and women, have the adequate facilities to provide for themselves into retirement. In Ireland, we still have very low coverage of employees who have private pension coverage. That needs to change soon.”

A 17-year-old from Tallaght has lots to celebrate after losing 7st 12.5lbs to reach the finals of a national slimming competition where he met Olympic gold medallist and reality TV star, Sam Quek. Eoghan Gaffney Glynn was delighted to make the final 30 of Slimming World’s Young Slimmer of the Year 2017 competition, out of all of the 16 to 21-yearolds who attend Slimming World’s 16,000 groups across the UK and Ireland. The competition recognises the enormous achievements of young people in making long-term lifestyle changes

to become fitter, healthier and happier. With one in three young people overweight or obese, there is acute need for healthy lifestyle support for children, adolescents and their families. Many young people are so severely overweight that they’re even beginning to suffer serious conditions like Type 2 diabetes and high blood pressure. Slimming World supports people of all ages to make changes to their lifestyle and develop healthy habits for life – from the age of 11. Eoghan joined the Tallaght

Slimming World group to feel more comfortable with his size. He says: “I think a lot of young people struggle with their confidence from time to time and I was no different. The landscaping has been significantly reconfigured in order to visually open up the walkway. The scheme, designed and project managed by the Roads Department has been completed as part of the ongoing Villages Initiative. Q. I was a front seat passenger in my boyfriend’s car, which was stopped at a red light, when we were hit from behind by another car. The driver of this car, an elderly man, was extremely apologetic and upset by the accident. My boyfriend checked his car and told the man that there was very little damage and not to worry about it. They did exchange insurance information. Now, some 9 months later however, I am suffering from almost daily back pain. I am wondering whether or not I would be able to take a claim at this stage. A. I am sorry to hear of this unfortunate accident. Often times it is simply a momentary lapse of concentration which can have ongoing

consequences. Generally, you are entitled to take a claim for personal injuries within a period of two years from the date of the accident/ injury. With regard to road traffic accidents, it is important to know if this man reported the accident to his insurance company. Often there are clauses in insurance contracts that, if an insured driver fails to notify their insurance company in relation to an accident within a certain period of time, the insurance company may have grounds to refuse to indemnify their insured. 9 months is not an awfully long time in the grand scheme of things however, this is something which would need to be considered. Secondly, and even more importantly, you must be able to prove that your injury was caused as a result of this particular incident. For example, if you attended with your doctor relatively soon after the accident and reported the injury as having been incurred as a result of the road traffic accident, and your doctor is happy to provide a medical report on this basis then, you have may have already reached the sufficient proof required. However, if on the other hand you have not attended with a doctor at all and you are only now attempting to do so, you may have difficulty proving the causal link between the accident and your injury. My advice would be to arrange an

appointment with a Solicitor to discuss this in more detail as soon as possible. Q. I was out walking my dog recently and tripped over an uneven footpath. I fractured my ankle and have been out of work for a few weeks now. I have not been paid while out and I am worried about mounting bills. I have been considering taking a claim as a result of this but is this possible? A. In order to determine whether or not a claim exists, it will be necessary to have a consultation with a Solicitor. In many cases, it is very helpful to bring photographs of the accident site to your solicitor to show exactly where you fell. Much would depend on the area where you fell, who had ownership/ possession of this area at the time of your accident, and whether it is public or private land. Solicitors have vast experience in these slip and fall cases and can tell you very quickly whether a claim exists. The sooner you do this, the better. If these are public grounds, the local authority will need to be notified of any potential claim as soon as possible to allow them an opportunity to investigate the incident and accident location themselves. Our advice therefore is to attend at a Solicitors office as soon as possible. Q. I brought my children to a local restaurant for a treat. Whilst waiting

for our food and my children were playing quietly, my 8 year old daughter cut her finger quite badly. I explained to the waitress what had happened and asked for a plaster which she did provide. However, later on, this cut became badly infected and my daughter needed an antibiotic. This occurred over 6 weeks ago and the skin is still very sensitive where the cut was. Would my daughter have a claim against the restaurant? A. You do not say how your daughter cut her finger and this would be very important in assessing any claim. It is also important to note that the Courts have been, of late, stressing the importance of parental supervision and responsibility in public places, restaurants, etc. If, for example, your daughter cut her finger on something dangerous that should not have been accessible to her then, it may be that she would have a claim. If, however, the injury was incurred as a result of your daughter playing in an area that she should not have been, this could be construed as an injury resulting from lack of supervision and in those circumstances, we would probably advise you not to proceed with a claim. More details would be needed prior to a proper assessment of your daughter’s accident and we would therefore urge you to consult with a solicitor to get further advice.

ADOPTION RIGHTS ALLIANCE AND JUSTICE FOR MAGDALENES RESEARCH CAUTIOUSLY WELCOME MINISTER ZAPPONE’S ANNOUNCEMENT Adoption Rights Alliance (ARA) and Justice for Magdalenes Research (JFMR) have cautiously welcomed Minister Katherine Zappone’s announcement in relation to the ongoing investigations into conditions at Ireland’s Mother and Baby Homes. In particular, we welcome the Minister’s openness to exploring whether broader Terms of Reference for the Commission of Investigation might be appropriate, and we look forward to engaging with her in this regard. “We welcome the appointment of Ms Niamh McCullagh and her team of international experts who will advise on issues concerning the burial site at the former Mother and Baby Home in Tuam. However, we reiterate that Tuam is not an isolated case. Thus far we are aware that there may be similar unmarked graves at the sites of institutions run by the Sisters of the Sacred Heart of Jesus and Mary at Bessborough, Sean Ross Abbey and Castlepollard. Indeed, we are aware of over 180 institutions, agencies and individuals who were involved with Ireland’s unmarried mothers and their children. Little is known of the conditions and practices - including burial practices and grave locations - of these institutions, most of which are not on the Commission’s Terms of Reference. Moreover, JFMR has consistently publicised the fact that many women who died in Magdalene Laundries also remain unidentified and in unmarked graves.” JFMR and ARA also welcome

The Adoption Bill and the ongoing investigations into conditions in Mother and Baby Homes cannot and must not be dealt with in isolation from each other. We also call on the Minister to make provisions to ensure that the administrative records of all agencies and institutions are made available to stakeholders.”

Dublin MEP Brian Hayes has reminded Irish citizens that this week time roaming charges will be abolished across the EU. The Fine Gael MEP was speaking as he launched an advertising campaign to highlight the June 15th deadline. From this date mobile phone operators across Europe must adopt the “Roam Like at Home” principal. This means that operators must charge the same for calls, text and data usage as they would at home. “The EU has been battling to

abolish roaming charges for many years. On June 15th this will become a reality for all Europeans. For far too long we have been ripped off for using our mobile phones in another EU country.” “I am launching an advertising campaign across Dublin to highlight to constituents their new EU right. Some mobile operators have attempted to find loopholes in the new law that simply do not exist. The fundamental principal of “Roam Like at Home” must be respected.

Operators cannot impose higher roaming charges by modifying consumer’s contracts.” “I encourage any citizen who believes their operator is not respecting the new law from June 15th to report the case to COMREG, who has the power to take action.” “The abolition of roaming charges shows that Europe can be practical and useful in citizens’ everyday life. film footage of their fishing adventures and promoting it online. The Fish & Film competition will see Dublin entrants film a fishing trip and include fun interviews on what angling means to them. The films will be youth led in content and production with all junior anglers up to and including the age of 18 eligible to apply. All films submitted to Inland Fisheries Ireland will be uploaded onto the organisation’s YouTube channel and the public’s views on each film will count as votes! The top three groups with the most views on their film entry will go forward to a junior fishing competition which includes a free day’s fishing for all. The overall winner of the Fish & Film Competition will receive

a €1,000 fishing tackle voucher for their club with the two runners up winning a €250 voucher. Suzanne Campion, Head of Business Development at Inland Fisheries Ireland said: “We want to hear from the next generation of anglers from Dublin and across the country to find out what fishing really means to them – why they enjoy it and why they think other young people should get involved. If we are to increase domestic participation and secure the long term future of angling, then we need to engage with the next generation of anglers and learn more about their experience of angling in Ireland. We also hope they will help us encourage other young people to discover angling as a hobby and help

them realise that it is a pursuit that can be enjoyed at any age or ability.” The Fish & Film competition supports the objectives of Inland Fisheries Ireland’s National Strategy for Angling Development which aims to make angling accessible and attractive to all while establishing it as a key leisure pursuit. There are currently 273,000 domestic anglers in Ireland and Inland Fisheries Ireland aims to grow participation rates by 0.5% annually.
