WARNING ON MONEYLENDER ADVERTISING NEEDED The Society of St Vincent de Paul (SVP) is seeking to have all licensed moneylenders carry a tobacco style high cost loans warning on their advertising and literature.
in the moneylending agreement which must be signed by the customer, and is not a requirement for the advertisement of licensed moneylending loans.
In a submission to the Department of Finance SVP has said that it is astonishing that no such warning is currently required in advertisements related to licensed moneylending. According to the Central Bank, while moneylenders are required to provide information about the high cost nature of the loan to their customers, this is typically provided
The Society says that “Warning: This is a high cost loan” should be on all moneylending advertisements and literature and the warning should also point out that alternatives to high cost loan offerings may be available and that people should check their options before borrowing. There are an estimated 330,000 customers of moneylenders in Ireland. SVP also
believes that there should be a statutory maximum cost of credit which can be charged by a moneylender and that consumers should have better access to sources of low-cost credit. This could be achieved through the introduction of a statutory interest rate cap.

“This should be done at the same time and in conjunction with the introduction and strengthening of other measures to protect vulnerable customers of moneylenders,” says Caroline Fahey, SVP Head of Social Justice. “These other measures should include better access to sources of
“The main considerations for SVP and the people we assist are the total cost of credit, including charges; how manageable the repayments are; the alternatives available; the provision of clear information which will allow customers to make informed decisions about taking out moneylender loans and the introduction, strengthening and monitoring of measures to protect customers of moneylenders ” she said. Showcase entitled ‘Youth Work Changes Lives’ took place in the Mansion House, Dublin recently. The showcase brought together over 300 young people representing every constituency in Ireland

It is our experience that people tend to use moneylenders when they have limited access to other sources of credit and they may be worried about cutting themselves off from

communities take part in and benefit from youth work, and that we need to sustain and increase funding for youth work to meet the needs of our growing youth population. The event – organised by the National Youth Council of Ireland (NYCI) – and addressed by the Minister for Children and Youth Affairs, Dr Katherine Zappone, T.D. gave young people from around Ireland the opportunity to speak directly to public representatives and share with them first-hand what they do, what they learn and the benefits of youth work for them and their local communities.
Speaking at the event, Mary Cunningham, Director of the NYCI said: “This event showcases the exceptional
quality of youth work happening throughout Ireland and celebrates the contribution of young people to Irish society and our local communities.” “The youth work sector benefits over 380,000 young people each year, supported by the efforts of 1,400 professional staff and 40,000 passionate volunteers, and yet much of this good work goes largely unnoticed. That’s why today’s event ‘Youth Work Changes Lives’ is so important. “It is really important that young people - particularly at grassroots level – get the chance to reach out and engage with local politicians, TDs, Senators and Councillors. It will also provide young people

The event included over 300 young people at 39 stands each representing their constituency and meeting their local politicians. There were also interviews with young people who shared powerful experiences of how youth work has changed their lives.

TALLAGHT MAN FINISHES IRONMAN CHALLENGE FOR CHARITY
Tallaght man, Stephen Martin (36), has successfully completed 10 consecutive days of half Ironman’s for charity partner, Spina Bifida Hydrocephalus Ireland (SBHI). Clocking up a whopping 19k of swimming, 900k of cycling and 211k of running, Martin crossed the Corkagh Park finish line in spectacular fashion on Saturday, July 20th. The challenge saw
Martin take on a 1.9km swim, 90km cycle and 21km run across Leinster every day for 10 consecutive days. Dubbed ‘I Am The 1 in 10’, the challenge is a part of ‘Marathon Man to Ironman’, a fundraising initiative established by Martin as a platform to raise vital funds for charity partner, Spina Bifida Hydrocephalus Ireland (SBHI). The fitness venture recently

Day 10, the final day of the ‘I Am The 1 in 10’ challenge, saw Martin battle the last lap of this extraordinary challenge in Corkagh Park on Saturday. Family, friends and people of all ages and abilities travelled to the event to join Stephen
in this awe-inspiring accomplishment.
Speaking on the spectacular turnout of the event, Martin said; ‘it was great to see people that we had met over the years with SBHI coming down to support and take on the last lap, it was a good bit of craic to see the kids running amok as well!’ Martin, who has raised funds for Spina Bifida Hydrocephalus Ireland (SBHI) for over a year now, has described his most recent challenge as ‘dog rough’. Although he finds himself feeling on ‘autopilot’ following the sheer intensity of the challenge, Martin was ecstatic to see the support and donations made for Spina Bifida Hydrocephalus Ireland (SBHI); ‘that’s what it’s all about… raising awareness for SBHI and raising a few quid along the way.’ Stephen Martin went on to thank all of those who came out to support the ‘I Am The 1 in 10’ challenge, including the people of

18 HOMES DELIVERED THROUGH REPAIR AND LEASING SCHEME IN DUBLIN SINCE ROLL OUT IN 2017 Dublin Mid-West T.D. John Curran has highlighted the fact that only 18 homes have been delivered and tenanted in Dublin through the Repair and Leasing Scheme (RLS) that was rolled out in February 2017. Speaking after receiving a Parliamentary Question on the issue, Deputy Curran said; “The RLS is yet another failed attempt by the Government to deliver the level of new social housing homes it had promised much like many of the schemes under the Rebuilding Ireland programme. “The Repair and Leasing Scheme (RLS) was developed to assist private property
owners and local authorities or Approved Housing Bodies (AHBs) to harness the accommodation potential that exists in certain vacant dwellings across Ireland. “The RLS has not delivered the level of new homes envisaged. Figures released to me show that 81 applications were made in the four local authorities in Dublin with only 14 lease agreements signed. In my own area of South Dublin County Council not one application has been made under the scheme and not one property in the area has been delivered under the Scheme. “In the most recent reply to my Parliamentary
Question the Minister for Housing indicated that figures up to Q4 in 2018 show that 1260 applications have been received nationally with 132 lease agreements but only 89 properties are operational through the Repair and Lease scheme across the country.
It is shocking to think that in the Capital City where there is an estimated 30,000 vacant properties that a mere 18 properties have been turned into a suitable home to house the many people who are waiting to be housed over a period of 2 years. In Dublin the scheme has simply failed to address
the housing and homelessness crisis, said Deputy Curran.
“The Government attempted to address a number of problems with the scheme and changes were made in an attempt to make the scheme more attractive to property owners. However that was in February 2018 - 17 months ago now. I sincerely hope that the entire scheme is re-examined particularly with the issues effecting property owners in Dublin. To date the scheme has failed miserably to deliver in the Capital,” concluded Deputy Curran.
Savvi extends offering to include healthcare
In response to member demand, one of the largest credit unions in the country has extended its loan offering to include healthcare. Savvi Credit Union in Dublin is offering loans for a wide variety of medical treatments
ranging from IVF to hip replacements to beauty enhancements.
Loans can range from €500 upwards and extend over 5 years. The Credit Union expects demand particularly in the areas of cosmetic and
beauty procedures such as dental crowns, fertility treatments, hair transplants and hip replacements To coincide with the launch, Savvi has been running a series of health talks in its flagship Docklands branch on Sir John Rogerson’s Quay,
including mindfulness and nutrition.
According to Savvi , the costs of treatments can be unpredictable and can rise to place considerable strain on personal or family finances. “It is clear to us from talking to our members that there is a growing need for assistance with the cost of medical and cosmetic treatments,” says Robert Cooper, CEO of Savvi Credit Union. “In many cases, a degree of sensitivity
is called for in talking through the options with a member, and providing a caring, personal service is something we pride ourselves on. Healthcare generally, as an ongoing life concern for our members, is very much in keeping with our remit as a Credit Union.”
Savvi already offers loans for education, home improvements, holidays, car finance as well as dayto-day and occasional member needs such as

Savvi Credit Union has assets of €370m and over 21,000 members, making it among the largest in the country. NEW NURSING HOME PROGRESS WELCOMED
Local Councillor Charlie O’Connor has welcomed progress regarding the development of the new Nursing Home in Tymon North in Tallaght. At the July meeting of the Regional Health Forum, Dublin MidLeinster, he sought an update following a number of enquiries from local organisations and residents. In response the HSE reported as follows: “The new community nursing facility at Tymon North, Tallaght is progressing well and is at an advanced stage of completion, in line with the HSE estates project plan.
The HSE anticipate to receive handover of the newly constructed nursing home at Tymon North, Tallaght from the
contractors in the 3rd quarter of 2019. When the premises have been handed over to the HSE, the process of outfitting will commence.
This process can take up to a number of months to complete and it is anticipated the fully completed premises will be open soon after this process is completed. However, there is also a requirement for the premises to be compliant with the necessary regulatory requirements before residents can be admitted to their new home and efforts are ongoing to ensure this occurs at the earliest opportunity. There will be ongoing communication and engagement with residents in the current St Brigids

With respect to possible employment, all job opportunities are advertised on HSE.ie site. Any persons interested in applying for positions that may arise within Tymon North are advised to monitor this site. “ According to Charlie O’Connor there is particular interest in a number of aspects of the development and he has particularly received enquiries from families regarding the availability of places at the new centre. 7 BENEFITS OF GOING BACK TO SCHOOL AS AN ADULT
Whether you’re 55 or 25, going back to education as an adult is a different experience than going straight from Secondary School, but that doesn’t mean it’ll be more difficult — it might actually be easier for you. Because of your
age, you have a base of education, experience, and knowledge that will equip you to go back to school with an advantage. Here are 7 reasons why: You have experience:
work Chances
are that you’ve had at least one job, if not several careers, so far in your life. In your class discussions, you’ll be asked to talk about how that week’s lesson relates to a situation you’ve experienced on the job. You’ll have an
advantage because of your work experience. There are more programs available now: With today’s multiple job fields, colleges and universities offer more programs now than ever before. There are usually multiple certification
SPECIALISED THERAPISTS INTO SCHOOLS AND PRESCHOOLS EXTENDED
John Curran T.D has said the Government’s In-School and In-PreSchool speech and language therapy initiative that was piloted last year in Dublin Mid-West for the school year has been extended to include the new school year starting this September.
Curran was commenting after receiving a reply from Katherine Zappone T.D on the issue; “For years now, children have not been getting the speech and language and occupational therapy needed from the State. This is resulting in long delays for initial assessments and access to essential therapy. “The proposals announced in 2018 was a start with 150 settings participating in the pilot. I welcome that 28 pre-
schools, 8 primary schools and 2 postprimary schools across Clondalkin, Lucan and Palmerstown are to be included.”
“However, this new initiative had no impact on the massive and increasing waiting lists for children needing speech and language therapy. “There are currently 843 patients, that are mostly children waiting for a first time speech and language assessment – an increase of 89 patients since this time last year. There are 531 patients waiting on first time initial therapy services – an increase of 144 on last year’s figures. A further 1,235 are waiting for follow up therapy – an increase of 393 since last year. Curran
said,
“These
figures
are
concerning and show that improving access to Speech and Language Therapy cannot come sooner for some children and their families. “A wait of over a year for a child is simply unacceptable and early intervention is critical for children to support their development. If you consider that the early years are from birth to the age of six, then to have to wait over a year or two for treatment is very damaging. “The integration of Speech and Language Therapists and other therapists in pre-schools and schools, working one on one with children is a real alternative necessary for the children who need it, so as they can fulfil their full potential in school and in life.”
options within your job field, whether you’re earning a diploma or degree in fields such as education, business, or technology. You’ll use your time wisely: As an adult, you probably don’t have a lot of extra time. Because of this, you won’t want to waste your time by procrastinating your assignments or college work. The time you do have for studying will most likely be used efficiently. You’re serious about graduating & qualifying: Most students that attend college as an adult have an end goal in mind. This goal is usually graduation, since a certification can further your career and potentially give you a salary increase. This will inspire you to finish strong. The education will pertain to your career:
Whether you want to go back to school to switch careers or you want to excel in your current career, the education you’ll be receiving will most likely compliment your job field. This will allow you to engage in the classes and help you succeed at work from day one of classes. You’ll grow your professional network: Attending school with other working adults will give you the opportunity to learn from them and grow your network. You might be inspired by their stories, but you will also meet people that can connect you with a new company or position. Adult courses are more flexible; Although earning a qualification as an adult is challenging, the lecturers and teachers know you have other responsibilities besides school.

During the week-long conference they learn crucial life skills such as empathy, decision making, communication
skills, critical thinking and team-work. Seán Campbell, CEO of Foróige, said “The Leadership for Life programme enables young people to develop the skills, inspiration, vision, confidence, and action plans to be effective leaders. “Great leadership is grounded in respect and the ability to inspire. In the week ahead these young leaders will uncover the greatness within themselves and their own unique leadership style. “Young people have

schoolhouse in Saggart, was officially purchased by the Council this week and will be refurbished into a Community Centre. “South
Dublin County Council signed on the dotted line for the old schoolhouse in Saggart recently.

This progress is a testament to their commitment and community spirit,”said Cllr. Emer Higgins, the local Fine Gael Councillor for the area. “It is over-
due progress, because we had expected the deal to be signed last year, but ownership issues created legal delays. I’ll be putting pressure on the Council to make up for the delay by accelerating the planned works programme,” said Cllr. Emer Higgins.
“Councillors have approved €1m over a two-year period to purchase and renovate the building to turn it into a Community Centre. Saggart has a growing population

The launch of the Save Clondalkin Convent campaign took place on Tuesday July 30th on Convent Road outside the Presentation Convent.
The campaign is a broad coalition of resident’s associations and community groups with cross party-political support that wants to save the historic Clondalkin Convent from a current development proposal from Bartra Property and the Presentation Sisters.
The proposal involves a 155 bedroom nursing home four story development that would completely obscure the Convent and undermine the important heritage of the village. The proposal would also have a very significant negative impact on adjoining schools, residential areas and Clondalkin village traffic. While the development proposal has been approved by South Dublin County Council an appeal
is currently with An Board Pleanála. Notwithstanding the appeal process, Save Clondalkin Convent, hopes to mobilise public opinion in opposition to the current proposal and to encourage
the Presentation Sisters to meet with the group and discuss more appropriate plans for this site that would meet the needs of both the Presentation Sisters and the wider community.

FOUR SDCC PARKS AWARDED GREEN FLAG
Four South Dublin County Council parks have been awarded a prestigious Green Flag Award from An Taisce Environment Education Unit at a ceremony in Maynooth University. Tymon Park was also named as a Category Winner for Town Park.
Corkagh Park, Waterstown Park and Sean Walsh Park were all awarded Green Flags Awards whilst Tymon Park received a Green Flag Award and was also awarded the Overall Category for Town Park. The
Green Flag Award for Parks Scheme is an international standard for well managed public parks and green spaces. Only awarded for exceeding tough environmental standards in green space management, and excellence of visitor attractions – the Green Flag Award for Parks is the mark of a quality park or green space and is recognised throughout the world. The Green Flag Award is operated within the Republic of Ireland by
An Taisce Environmental Education Unit.
This year a record 60 Irish Parks and Gardens from across the Republic of Ireland are receiving 2019 Green Flags. The Green Flag Awards are judged every year by a peer jury of green space experts, who volunteer their time to visit applicant sites and assess them against eight strict criteria, including horticultural standards, cleanliness, sustainability, and community
involvement. In Ireland, the Green Flag Award for Parks Scheme has been enthusiastically received by park management as it delivers major wins for the delivery of quality green spaces by respective parks and park departments.
These include The promotion and reward for best practice management, Creation of a plan for improvements and future works, The building of a collaborative network of park management nationally and The implementation of environmental sustainability within park management. “In terms of urban renewal, and rural and community development, the Green Flag Award for Parks is a logical and sensible step towards supporting community engagement with green space improvement, and helps increase quality of life within our communities”, said Robert Moss, the Green Flag Award for Parks Manager for the Republic of Ireland.

STATE RECOGNITION OF LIVING CULTURAL HERITAGE
South Dublin’s cultural practices of Hurling and Irish Traditional Music have been officially recognized by the State as some of the key elements of Ireland’s Living Cultural heritage, a Fine Gael Cllr. Emer Higgins has said.
This official recognition will serve to protect and promote this practice for generations to come. Higgins said: “It is wonderful to see our practice of Hurling and Traditional Irish Music receiving this prestigious
recognition. “These activity really contribute to the cultural tapestry of our county and makes us richer as individuals and as a community. “None of this would be possible without the work of committed volunteers all around the county, whose involvement in their communities’ cultural practices and heritage traditions have sustained them over the generations. “I am delighted my Fine

Gael colleague, Minister for Culture, Heritage and the Gaeltacht Josepha Madigan has honoured this custom through official State recognition on the National Inventory,” Cllr Higgins said. The development of the National Inventory of Ireland’s Intangible Cultural Heritage is an integral part of the Department of Culture, Heritage and the
Gaeltacht’s work under the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage which requires signatory States to recognise, protect and promote the living cultural heritage of their countries.
Ireland has succeeded in having uilleann piping and hurling inscribed on the
UNESCO Representative List of the Intangible Cultural Heritage and a formal application from Ireland to have harping inscribed on the UNESCO list will be considered at the end of this year. The elements of Ireland’s cultural heritage practices included in Ireland’s National Inventory were
received through an open call process and were assessed by an expert advisory committee. To ensure a comprehensive National Inventory is achieved, expressions of interest will continue to be accepted on a rolling basis: Interested parties can contact the Department at nationalich@chg.gov.ie for more information.

MOTORING LIFE WITH
NEW FORD FIESTA ST IS ‘SIMPLY TERRIFIC’ By Breda Corrigan The old Ford Fiesta ST was, without doubt, one of the best hot supermini’s ever, so Ford had to get the new model one hunder per-cent right in order to capitalise on the success of its predecessor. Thankfully, the allnew Fiesta ST ticks all the right boxes in terms of style, sporty prowess, desirability, performance, agility, and outright value for money. New EcoBoost Turbo Petrol Engine With the new Fiesta ST, Ford has replaced the old car’s 1.6-litre, 4-cylinder petrol engine with a new 1.5-litre EcoBoost, 3 cylinder petrol unit. The Fiesta’s downsized engine means that it boasts some impressive fuel economy figures, and it will definitely be cheaper to run than its predecessor. Choice of Driving Modes; The all-new Fiesta ST is available with 3 selectable driving modes – Normal, Sport, and Track. Each setting fine tunes the cars performance by modifying engine mapping, throttle positioning, brake pedal and steering response. With a combination of Enhanced Torque Vectoring, Electronic Stability Control, and a performance tuned chassis, optimum handling is guaranteed, whether you are driving on the motorway, or enjoying a day on the race track. With Electronic Sound Enhancement (ESE) and an Active Valve Exhaust (AVE) system, the ST experience can be enjoyed thoroughly. AVE is a new technology designed to create a deeper rumble and roar based on the amount of throttle applied. ESE ensures that the evocative engine soundtrack can be heard from behind the steering wheel.
Test Car;
My test car was a new Ford Fiesta ST3 (200PS) 5-Door, 6-speed manual, and was finished in stunning Ford Performance Blue metallic paint for maximum visual impact. While the Fiesta ST2 specification is impressive, standard ST3 specification adds 18” magnetised machined alloy wheels, powerfold mirrors, large rear spoiler, partial leather Recaro™ Performance Seats, satellite navigation, keyless entry, rear view camera, rear parking sensors, auto highbeam assist, driver alert, road sign recognition, auto wipers, auto dimming rear view mirror, and a leather steering wheel with red stitching. Options fitted to my test car included a Performance Pack (LSD, Launch Control, and Performance Shift Lights), and a ‘B&O Play’ in-car audio premium sound system with Ford SYNC3 Navigation. Sparkling Performance; With a power rating of 200PS (197bhp), and a hugely impressive 290Nm of torque available, the 1.5-litre EcoBoost engine is capable of a 0-100km/h sprint in just 6.5-seconds, leading to a top speed of 230km/h (where permitted). A cylinder deactivation system is present on the new Fiesta ST, which means that the engine will actually shut down into two-cylinder mode when called upon to do so. While that might sound a little off-putting if your primary concern is driving fun and instant response from the engine, you’ll be pleased to hear that the deactivation and reactivation of the third cylinder is seamless and
undetectable from behind the wheel. The major up-side of this system is that the Fiesta ST is capable of returning fuel economy of up to 47.1mpg (5.99l/100km) on an extraurban driving cycle. Endless Driving Thrills; On the road, the new Fiesta ST provides driving thrills in abundance, with sharp steering, terrific grip, excellent driving dynamics, and supportive sports seats adding to the fun. The Fiesta ST is astonishingly quick and responsive on a twisty country road, while still retaining the usability that makes the regular car so popular. This really is a car that can be used every day, for every occasion, and is guaranteed to raise a smile on every journey. Handling was always a strong point with the old Fiesta ST, and it remains so with the latest model. It is one of the most entertaining hatchbacks on sale, and its supermini proportions make it an easy car to maneuver in and out of a tight spot. My test car’s standard rear parking sensors and rear view camera really helped in this regard too. Cabin & Boot Space; The cabin of the new Fiesta ST is a pleasant place to be, with well placed controls, terrific build quality throughout, and good levels of interior space for this class of car. The Fiesta ST driver and front passenger benefit from supportive & figure-hugging Recaro™ sports seats with excellent
adjustment for the driver, while the steering wheel has an ample range of telescopic and height adjustment too. Thanks to pedals that are perfectly aligned with the drivers seat and steering wheel, getting comfortable behind the wheel of the new Fiesta ST is a simple task. Additionally, the ST stands out from the rest of the Fiesta range thanks to carbon-effect trim inserts and plenty of ST badges. Boot space, with the rear seats in place, is a respectible 311-litres, but does rise dramatically once the rear seats are folded for added practicality. Sporty Design Cues; The new Fiesta ST’s sporty design shares much in common with the popular ST-Line version of the regular car. There is a honeycomb grille at the front with unmistakable red ST badging, but aside from that the only noticeable changes are black inserts on the sporty front bumper, the ST’s unique alloy wheel design, a lower stance, a subtly different rear bumper and a twin exit exhaust setup. Pricing & Verdict; Prices for the new Ford Fiesta ST start at just €25,277 (ex-works), while the optional extras on my ‘ST3’ test car brought the overall price to €29,100, which genuinely does represent terrific value for money. There has always been something uniquely special about a fast Ford, and the wonderful new Fiesta ST brings that special feeling to a whole new level.

MAKE IT AN OFFENCE TO ADVERTISE NONCOMPLIANT SHORT TERM LETS
Eoin Ó Broin TD has called on the Minister for Housing to make it an offence to advertise non-compliant short term lets. The call comes as a story in the Irish Times recently shows that only a small number of Airbnb landlords have registered their properties under the new short-term letting regulations. Deputy Ó Broin said: “The low level of registration of short term lets
under the new rules, as reported by the Irish Times, is disappointing but not surprising. “When the legislation was going through the Oireachtas, Sinn Féin proposed that it should be an offence for any non-compliant short term lets to be advertised on any platform. However, the Minister did not deem this measure necessary. “The regulation and enforcement of laws on short term lets should not
just fall on local authorities. “Minister Murphy should review the regulations and introduce a civil sanctions regime and fine platforms and estate agents that advertise properties that do not comply with the new rules. “If the Minister is sincere about tackling the impact of short terms on the rental market then he should consider introducing such measures.”
