DELAYED PATIENT DISCHARGES HAVE COST TAX PAYERS NEARLY €600 MILLION Seán Crowe T.D, has criticised the HSE and the Minister for Health for their failure to tackle delayed discharges in hospitals, as inept and lacking in oversight. The delays have cost the health service and by extension Irish taxpayers €600m since 2016. The TD described the Health Minister and HSE as the real bed blockers, not the poor patient who is forced to overstay. Crowe said: “Delayed discharge patients

are clinically fit for discharge from an acute bed, but because of a lack of home help or a nursing home bed they can’t be. This practice constitutes one of the biggest financial wastes in the service and has cost the health service nearly €600m since 2016. “Hundreds of millions of Irish tax payers money is being wasted unnecessarily by keeping these patients in an acute hospital bed setting. This overspend highlights the Minister’s ineptitude when it

comes to tax payers hard earned money. “Delayed discharges also keep sick patients out of beds and further delays care. This is a contributory factor to Emergency Department overcrowding, it adversely affects patient flow throughout the hospital, and it is incredibly unfair on the patients who are ready to be discharged. “Since Jan ‘19, 6,152 bed days have been lost in Tallaght Hospital due to delayed discharges. It costs the health service €878 to run a

hospital bed per day, so it has cost Tallaght Hospital €5,401,456 to date in 2019 just to unnecessarily keep patients who can be discharged in hospital beds. “This has been going on for years. In 2018, when the cost of a hospital bed per day was €856 per day, 13,887 bed days were lost, meaning that it cost the hospital €11,887,272.

“This approach highlights ineptness, and a lack of oversight and forward planning. The fault lies squarely with the Minister of Health and senior executives at the HSE. “Their policy of cutting home help supports denies patients a discharge with home help or step-down supports. This is upsetting and frustrating for families and patients who are then described by that awful term, bed blockers. “Minister Harris and HSE are the real bed blockers, not the poor patient who is forced to overstay because of the government’s disastrous policies and a lack of supports.”

TETRARCH AGREES SALE OF WESTPARK APARTMENTS

Tetrarch Capital has agreed to sell 84 units at Westpark Apartments on Garter Lane in Citywest to Clúid, Ireland’s largest approved housing body (AHB). Clúid will add the units to its portfolio of affordable social housing, consistent with its strategy of delivering 2,500 new social housing homes over the next 3 years. Tetrarch acquired 80 aparthotel units in 6 blocks at Westpark in 2017.

All units were in a very poor state of repair, and many were uninhabitable at the time. Tetrarch subsequently secured planning permission from South Dublin Co. Co. (SDCC) to convert the six blocks from 80 aparthotel units to 84 residential units. The first four blocks of 56 apartments have recently

transferred to Clúid, with the final two blocks due for completion shortly. address some of the housing shortage.” Clúid’s Director of New Business, Fiona Cormican “Clúid is delighted to have agreed this deal with Tetrarch Capital which will improve the supply of social housing in an area of acute shortage. We look forward to helping new tenants move off the local authority housing waiting list, and into a new home.”

Clúid is financing the project through a combination of loans from the Housing Finance Agency and financial support from the Department of Housing, Planning and Local Government. All units are being delivered to Clúid on a turn key basis, following a c.€10m refurbishment process by project contractor McKelan Construction on behalf of Tetrarch Capital. The refurbishment works included new windows, doors, extensive fire stopping/ protection, new balconies, and a full internal fit out with kitchens and bathrooms. A complete re-landscaping of the extensive estate common

areas will occur before the final units are handed over to Clúid. The Apartments are located adjacent to the

golf course, which is also owned by Tetrarch.

They are advancing plans

for the development of a scheme of apartments on a separate residential site it owns on Garter Lane.

Originally developed in the early 1980s in order to create a unified, standardised, Irish-based approach to signing for those with intellectual disabilities and communication needs, Lámh speech is always used with signs and only key words in a sentence are signed. STEP UP TO THE PLATE TO TACKLE EXCESS PACKAGING Companies need to step up to the plate and tackle excess packaging ahead of a planned crackdown on producers of unnecessary plastic waste, a Fine Gael General Election candidate, Cllr. Emer Higgins, has said.

Under the Climate Action Plan the Government has pledged to incentivise producers of waste, especially packaging, to prevent waste and promote recyclable materials. Cllr. Emer Higgins explained, “A

pilot ‘eco modulation fees’ scheme is to be rolled out later this year. This will essentially incentivize producers who reduce packaging and recyclable materials and

penalise those who don’t. “With this welcome move very much in sight now is the time for companies to take the initiative and answer the calls from the public to cut out wasteful packaging,” continued

“We see it on fruit and vegetables, on confectionery and other consumer products. “The response to this new demand from customers has been excellent from some quarters, and less so in others. “For example in Clondalkin we’ve small shops like Tony and Aideen’s (Harry’s) leading the way by using minimal plastic and packaging. This is really attractive to a lot of consumers,” said Cllr. Emer Higgins. “We have also seen supermarkets trial recycling bins in store,

coffee shops providing a discount to those who use re-useable cups and other novel ideas. But it is time for a more sustained effort from companies and businesses of all types to stamp out wasteful packaging. “By getting on top of it now, companies will be ahead of the game when the Government introduces the full eco-modulation fees in 2021. “Fine Gael has outlined a path to tackle climate breakdown that looks to protect jobs and support the creation of new jobs in this sector. “Companies have a responsibility to the planet and their customers to pursue sensible and sustainable packaging solutions,” concluded Emer Higgins.

SPEECH AND LANGUAGE THERAPY DELAYS Seán Crowe T.D. has described the ongoing delay in supplying early intervention for children with profound speech

and language difficulties as deeply damaging for children. In written reply from the Health Service Executive (HSE) to Deputy

Crowe they reveal that there is a total of 6,480 children waiting for treatment or an assessment in the CHO7 area, which covers Dublin South West, Dublin South City, Dublin West, Kildare, and West Wicklow. The TD has repeatedly raised the issue in the Dáil and directly with the Taoiseach, but there has been no reduction in the waiting lists due to the absence of staff and key personnel in the CHO7 area. Deputy Seán Crowe said: “This latest reply from the HSE on the provision of speech and language supports is deeply disturbing. Such massive waiting lists are damaging to children with profound needs. “Early intervention is clearly not in place in the CHO7 area. According to this reply there are now 6,480 children in CH07 area waiting for speech and language assessments and treatments. “Dublin South West has the highest number of children waiting longer for an assessment than any other area in the group. In Dublin South West alone 97 children are

waiting 18-24 months for an initial assessment and 145 are waiting over 24 months. It is the only region in the CHO7 area that has children waiting over 24 months for an initial assessment. “This is clearly a system that is broken. It is unacceptable that the development of vulnerable children with profound needs are being damaged because they can’t access the necessary supports and therapy.” Crowe continued: “The HSE reply to my Parliamentary Question clearly states that the current recruitment restrictions are having a significant effect on speech and language therapy services in CHO7 and the numbers on waiting lists will continue to rise if vacant posts are not filled. “Despite the huge and damaging waiting lists, the reply outlines that there are currently 10.5 vacant speech and language therapy posts and 6 uncovered maternity leave posts in the CH07 area.

“The responsibility for this massive crisis clearly

lies with the Minister for Health, Simon Harris, and his policies and inaction on recruitment and retention. “Minister Harris needs to stop his evasive answers on this issue and stop pretending that the recruitment restrictions are not having an impact. “The government’s failure to tackle this issue is having a massive negative effect on children. It is unacceptable that children with profound needs are being left without supports and therapy because of

the government’s failures. “One expert told me that every day that a child is left without these supports it represents a backwards step of two days. For a child waiting over two years for an assessment that represents four years lost in his or her development. This must not be allowed to continue. “The matter needs greater focus from the Minister for Health, he needs to lift the recruitment restrictions, and more funds must be urgently released to tackle the appalling delays.”

CALL FOR ACTION ON WAITING LIST AT TALLAGHT UNIVERSITY HOSPITAL

Local Councillor, Charlie O’Connor, has called for effective action to be taken to deal with what he

sees as the unacceptable waiting list for outpatient appointments at Tallaght University Hospital. He

raised the matter at the monthly meeting of the Regional Health Forum Dublin Mid-Leinster of which

he is a former Chairman. Charlie O’Connor stressed the concern of many with regard to waiting lists at his

The awards will be presented on the 28th November in the Crowne Plaza Hotel, Northwood Park.

He received the following response from the Chief Executive of the Dublin Midlands Hospital Group: “The Hospital continues to develop initiatives and to work with the National Treatment Purchase Fund to reduce outpatient and inpatient waiting lists, in the face of an increased referral rate. The Hospital have introduced GP led Clinics and ring-fenced elective surgical beds since the second quarter of 2018. These and our ongoing collaboration with the NTPF contributed to a decrease in inpatient and day case waiting lists in 2018, with inpatient waiting lists numbers at their lowest level in over two years. This trend has continued into 2019. The Hospital also instigated a number of other initiatives in the last year, which when fully implemented will have a positive impact on reducing our waiting list.

These include Headache clinics in Neurology, Physiotherapy lead clinics in Gynaecology and additional clinics funded through the NTPF. Hospital staff provide state-of-theart care and treatment ranging from prevention to acute care to chronic care and rehabilitation in a year when we had over 468,000 patient attendances/ admissions. Staff were also constantly innovating to improve patient care, quality and safety and introducing efficiencies to manage waiting lists with resources allocated to the Hospital.” According to Charlie O’Connor, further assurances are required in the matter and he said that despite the report presented to him, there is still a serious problem with waiting lists at Tallaght University Hospital. He added that he continues to receive many calls from the community in respect of the matter and he intends to raise the issue once again at the September meeting of the Regional Health Forum.

233 AFFORDABLE HOMES FOR CLONBURRIS & RATHCOOLE Dublin Mid-West Eoin Ó Broin T.D. has welcomed the news that the Serviced Sites Fund (SSF) will help deliver 233 new affordable homes in Clonburris and Rathcoole in Dublin Mid-West. However the party’s housing spokesperson has also said that ‘it is only a drop in the ocean and much more is needed’. The

funding was announced by the Department of Housing last week and will help deliver 100 affordable homes in Rathcoole and 133 in Clonburris. Deputy Ó Broin said “The funding approval announced for infrastructure works on sites in Clonburris and Rathcoole aim to deliver affordable homes. “The affordable housing commitment on the

Community First Responders provide pre-hospital emergency interventions to life threatening conditions within the community. They are volunteers trained in Cardiopulmonary Resusitation(CPR), use of an Automated External Defibrillator (AED) cardiac chest pain management, Stroke recogniton and choking managment. Responders are dispatched by the National Ambulance Service via a text alert and provide life saving interventions while waiting for the Emergency Ambulance to arrive.

DODDER VALLEY LITTER MUGS RECENT CLEAN UP Local group the Dodder Valley Litter Mugs carried out another clean up on the 13th of July. During the clean up the group removed two large water logged couches and dragged them up an impressive hill. A clean up which was described by the group as one of the hardest clean ups to date, as this particular part of the park has a tough bank. The group is definitely one of the most dedicated, collecting 30 bags of rubbish in one clean up including some

leaflet material. Other items retrieved from the area were electrical pieces and motorbike parts.

There were drinking debs peppered all the way along the River, the group managed to clear most of the cans, cigarettes, drug bags and other items including a mattress and fishing wire, all of which pose a danger to the area’s wildlife. Local volunteers John Kiberd (litter mug) and Sally Ann Lyons (Dodder Action Group) were both dismayed

to see how much waste was recovered in the actual river. Other volunteers Padhraig Jones (Tallaght Rugby Club) and Wladek Gaj (Dodder Action Group) provided the muscle for most of the heavy lifting. And local Cllr.

Alan Edge brought and used the waders, not afraid to get in the deeper water to remove plastics. Christine Barretto (Climate Ambassador) found fire damage on trees a different day recently and realised that fires are a popular past time along

the Dodder ‘drinking’ area. The group has requested some new benches and litter bins in the Dodder area and to date this has not been delivered by local authority. On the positive side, the council have decided to allow the grasses grow with the delay in mowing having a positive impact on the area’s biodiversity. You say people told whilst growing up your father was amazing, tell me a little bit about your father? Dad is pretty boring! He works a 9-5 as a physio and watches Coronation Street in the evenings. He has a dark sense of humour which I definitely inherited. He always made sure we never felt sorry for him because he was blind, which was pretty impossible anyway as I have never known him to see, so his blindness is the norm to me. He once did a ballroom dance competition which is probably the most remarkable thing he’s done blind. I think he thought he was Al Pacino in Scent of a Woman. What encouraged you to take a different tone whilst writing this play? I wanted to humanise disability.

There seems to be this attitude, around disability, that if you have a disability you’re de-sexualised and treated like a child, or as if you can do no wrong. I hope that people come away from this show realizing that it doesn’t matter if you have a disability, everyone can be a dickhead from time to time.. Tell me about the support being received from Fighting Blindness and NCBI? And what you would like to take from this partnership? Fighting Blindness are sponsoring all of our audio description on the tour as well as supporting the marketing for the show. NCBI are our official partner and are helping us to reach out to visually impaired communities throughout the country. My intention in establishing these partnerships, other than all of the amazing support, is to form a stronger connection between the visually impaired charity sector and the arts. There

are 50,000 people who are blind or visually impaired in Ireland, the fact that more touring companies don’t market to this audience is mad as theatre shows already struggle to get bums on seats. I hope this show will encourage more touring shows to offer audio description.

If the national tour proves successful, would you consider an additional tour in 2020? Absolutely, we’ll go wherever people want the show! My ambition is to tour My Dad’s Blind to London and internationally. The tour starts in Tallaght

from the 3rd - 7th of September, and moves to Galway, Carlow, Mayo, Cavan, Wexford and many more locations. CALL FOR IMMEDIATE ACTION ON STRUCTURAL DEFECTS IN SCHOOLS Local Tallaght T.D. Seán Crowe, has said that the level of structural defects in schools across the State demands ‘urgent action’; adding that no school should have to lose school days due to inadequate building standards.

The TD spoke out after last week’s announcement that engineers have identified structural flaws in 17 more school buildings, including 3 in Dublin South West - Scoil Aoife Community National School (Citywest); Gaelscoil

na Giúise; and Firhouse Educate Together. These schools require temporary works to be carried out in coming weeks in order to ensure that they are safe for pupils and staff to return to in September.

Deputy Seán Crowe said: “The priority in all of these instances needs to be the safety and welfare of children, staff and the wider school community. “This appears to be an escalating problem, with schools which had previously passed

an initial examination now having structural defects discovered, and it is a cause of huge concern. “It was announced that engineers have identified structural flaws in 17 additional school buildings, including 3 in Dublin South West - Scoil Aoife Community National School (Citywest); Gaelscoil na Giúise; and Firhouse Educate Together. “This is on top of the 22 schools that were last year found to have serious structural defects,

Saplings school will spend the money on equipment for the school and plants for the new garden and playground which was created recently by Difference Day. I understand the JADD donation will go towards providing more therapy hours for the families of clients recovering from addiction and to supporting the aftercare facilities. I look forward to working with both organisations going forward to help ensure they can continue to provide such important services locally which I know they do on very tight budgets,” she concluded.

allowed to develop and how no one in authority called stop or carried out safety checks.

“I am calling for the Department’s independent review of Design and Build Procurement Model to

be published as soon as possible, so that any future contracts for construction can be watertight, that there will be no defects, and no pupil or school has to lose school days due to inadequate safety standards.”

to TDATF to showcase the fantastic collaboration between WASP and CARP in Killinarden. These two services have come together to increase supports to whole families in the Tallaght Wide area who are impacted by substance misuse. “It’s too cheap” – new campaign focuses on low price of alcohol as Leaving Certs celebrated last week. Concerns that legislation on minimum pricing will not be implemented In a week where the Leaving Certificate results shine a spotlight on underage drinking, an anti-drink campaign is focussing on the low price of alcohol in shops and the failure to implement legislation passed last year to address this. The annual Drink is a Drug outdoor and online campaign, currently running across the country, aims to encourage parents and other influencers to delay the age at which young people partake of alcohol.

The campaign highlights that a woman can reach the weekly guideline alcohol limit for as little as €4.84* in Ireland (or €7.48 for a male), with a standard drink of cider available from as little as 0.44c and vodka from 0.62c in supermarkets and offlicences. In addition, there is concern that the provision to eliminate the availability of cheap, strong alcohol in the Public Health Alcohol Bill, passed into law last October, is being constantly delayed in the face of

industry opposition and may not be implemented. Campaign spokesperson Declan Bourke says: “With much concern around teenagers’ exposure to hard drugs, we often turn a blind eye to the threat posed by the drug that is alcohol. As well as being a stepping stone to other drugs, alcohol consumption during teenage years has been shown to cause lifelong brain damage, and has been linked to a number of developmental issues. “Legislation passed last year to tackle Ireland’s harmful relationship with alcohol was very welcome, not least the banning of cheap alcohol. This was the

subject of years of debate and tactical delays. Now, ten months on, nothing has been implemented and concerns are growing that the commitments made by An Taoiseach Leo Varadkar will not be kept. This would be a gross betrayal by Government of our young people.” The campaign website www.blindeye.ie, is encouraging people to contact their local public representative and push for implementation of the provision. Drink Is A Drug is funded by the TOMAR Trust, which provides funding in the areas of education, community development, health and sports for children and young people.

BACK TO SCHOOL BONUS FOR ALL FAMILIES Sinn Féin have proposed a €140 ‘Back to School Bonus’ to be paid to all families to help tackle crippling back to school costs. The proposal is contained in a new policy document ‘Tackling Back to School Costs’ published by Sinn Féin in recent weeks. The policy document also contains proposals to make uniforms more affordable, to ensure school books are free for all children, to end school reliance on so-called voluntary contributions by increasing core capitation

funding to schools, and reforms to ensure the school transport scheme is more flexible and affordable.

Speaking after the launch of the proposals Dublin South West Sinn Féin TD, Seán Crowe, said: “Every summer parents are put to the pin of their collar trying to organise uniforms, shoes, books, ‘voluntary contributions’, and much more. The vast majority of parents currently get no assistance with back to

school costs. “More than any other time of year, it has become abundantly clear that free Primary and Secondary Education for students in this state is a myth. Parents have to fork out an average of €949 to get their children ready for primary school and a whopping €1,399 to send them to secondary school. As a result of this financial burden, many children miss out on extracurricular activities or school trips. This is a deeply unfair position to put parents in. “These are just two examples of the overwhelming number of reasons to propose a Back to School Bonus of €140. This could take the form of a double payment of Child Benefit which should be paid to every family for each child at the start of July.

This would reverse some of the major cuts inflicted on Child Benefit by successive governments made up of Fianna Fáil, Fine Gael, the Labour Party, and the Greens. “Sinn Féin would also tackle the

increasing use of voluntary contributions by properly funding schools. It is absurd that schools have to ask for voluntary contributions and fundraise for items as basic and

fundamental as heat and light. Our proposals would eliminate these so-called voluntary contributions by restoring Capitation Grants to pre-recession levels. “We would also legislate

to ensure that schools have to work towards an affordable uniform scheme and to increase funding to the School Books Scheme to deliver free school books for all school children.”

EDUCATION FEATURE ‘Shape the Future’ for a Sustainable World Competition

I-Form, the SFI Research Centre for Advanced Manufacturing, and science engagement specialists Gallomanor recently announced the launch of a nationwide competition to turn an idea for sustainability into 3D-printed reality. The ‘Shape the Future’ competition, which is supported through the Science Foundation Ireland Discover programme, is open to anyone who has an idea to improve our world. Entrants are invited to draw and describe their idea and submit it via the competition website, https:// shape19.imascientist.ie. The winning entry will be 3D printed by I-Form researchers, and the winner will also receive €500 to spend on promoting their sustainability work. I-Form, an SFI Research Centre hosted at University College Dublin (UCD), is shaping the future of manufacturing through high-impact research into the application of digital technologies to materials processing. I-Form’s research is changing how things are made, through combining advanced technologies such as 3D printing with data analytics and artificial intelligence in the manufacturing process. “3D printing, also known as additive manufacturing,

opens up a world of possibilities, enabling us to make complex shapes efficiently for sectors as diverse as aerospace, medical devices and pharma,” said I-Form Deputy Director Professor Dermot Brabazon, DCU School of Mechanical and Manufacturing Engineering. He added, “Manufacturing with 3D printing can be a much more sustainable way to make things, by enabling parts to be produced close to where they are needed, as opposed to shipped around the globe; reducing the amount of waste involved in the manufacturing process; and enabling inventory to be kept to a minimum, with parts only produced as and when needed.” He concluded, “I-Form and Gallomanor are inviting artists, designers, entrepreneurs and young people to submit their own ideas around sustainability to our competition. We look forward to being inspired by the entries and working with the winner to create an original 3D printed design.”

Shortlisted entrants will be paired with I-Form researchers and together will pitch their idea to an online audience and the winner will be decided by public vote. The competition judges, who will decide on the shortlist, are from a wide variety of

organisations including DCU School of Mechanical and Manufacturing Engineering, Science Foundation Ireland, Environmental Protection Agency, Henkel Ireland, UCD School of Mechanical and Materials Engineering and Ballymun Regional Youth Reach. Dr Ruth Freeman, Director, Science for Society, Science Foundation Ireland, said, “3D printing has the ability to translate an abstract ethereal idea into a physical reality. As a judge I’m hoping to see the intersection of science, art and engineering produce a physical object that changes, in some small way, our view of sustainability and how we take care of our planet.” Colin Keogh, 3D Printing Engineer, The Rapid Foundation and PhD student UCD School of Mechanical and Materials Engineering, said, “3D printing has so much potential, and so have the various communities of makers, entrepreneurs and students in Ireland. I’m really looking forward to seeing some ideas that might seem quite out there at first, but if printed could make us think differently about how we can improve our environment.” The deadline for competition entries is 5 pm, Monday 30 September.

Griffith College Schools Liaison Officer Sinead O’ Callaghan explains the process behind the Available Places Facility; • Third level courses have a capacity number i.e. when the course is full • If round 1 CAO offers are unfilled – the course can feature in ‘Available Places’ • Unfilled places are categorised as ‘available’ and distributed accordingly, until the course reaches capacity • Not all educational institutes offer Available Places as courses can reach capacity through CAO round 1 offers. Anyone can apply for an Available Place as it’s not based on Leaving Certificate points. You must meet minimum entry requirements for a course. For example, BA (Hons) in Accounting and Finance at Griffith College Dublin has a minimum entry requirement of 2 H5’s and 4 O6/ H7’s, with a compulsory O6 or above in Mathematics. If you hold a CAO account, visit the Available Places tab and enter your new course code choice. If you’ve not previously applied through the CAO, you can register at www.cao.ie and a payment of €45 is required. Add a level 6/7 or 8 Available Place course to your application and follow the instructions online. Always place your choices in order of preference and upon acceptance of a CAO Available Place Course, this will cancel and disqualify any previous course acceptance. Building on the impressive standard equipment levels across the Active and Allure models, key features in my test car include self levelling headlights (linked to full LED headlights), Drive Assist Pack Plus, Adaptive Cruise Control with stop & go function, Lane Positioning Assist, PEUGEOT i-Cockpit™ Amplify, rear armrest with ski hatch & 2 cupholders, blue ambient lighting, perforated leather steering wheel, black headlining cloth, Mistral tri-material ‘Belomka’ leather-effect and ‘Ornis’ cloth seat trim with Aikinite double stitch detail, Smartphone charging plate, GT Line badging, chequered radiator grille, gloss black rear diffuser, 18” ‘Hirone’ diamond-cut two-tone alloy wheels, full LED headlights with static cornering light functionality, LED front indicators, and rear full LED 3D PEUGEOT signature ‘Claw Effect’ lights with a thrilling ‘welcome sequence’ upon unlocking the vehicle. I found the 508 SW’s eight-speed automatic gearbox to be a pleasure to use, with seamless gear-changing ability, while the overall driving dynamics of the car are terrific. The car is noticably quiet at cruising speed, and this plays an important

part in providing a ‘premium’ feel to the way the car performs of the road. The car steers with precision, delivers its power in a calm fashion, and feels safe and predictable at all times, while excellent braking power ensures that the SW can bring the car to a halt with confidence. Flexible & Spacious; French car manufacturer’s are famed for their attention to detail when it comes to seat comfort, and PEUGEOT have kept to their tradition of doing so with the new 508 SW. The flexible and spacious interior of the 508 SW is trimmed in some of the best materials on the market, while the comfortable front & rear seats will ensure that occupants arrive at their destination in a relaxed manner. In spite of the low roofline, the SW is an incredibly versatile family car, provides plenty of headroom for tall adults, and is one of the most distinctively-styled estate cars on the market.
