Dublin South West TD Seán Crowe has called on Garda Authorities to get tough with the scrambler and quad drivers who are making life hell for residents living in parts of his constituency. Crowe said that constant noise from the vehicles is interfering with residents sleep, their leisure time and is undermining the quality of resident’s lives. In one estate in Tymon North, Tallaght local residents claim there

are at least 8 active bikes and 2 quad bikes on the go, day and night with many of them owned by the same individuals. The local TD claims it is a growing problem with many estates experiencing an upsurge in activity with football pitches and green spaces being used as race tracks by drivers and is urging parents not to buy these vehicles for their children as Christmas presents

SOUTH DUBLIN’S FIRST EVER TEENFEST IN RATHCOOLE

“The sun shone on us at the first ever Teenfest in South Dublin. The event held in Rathcoole and hosted by Tricia O’Halloran and her team in the Community Centre was fantastic. With workshops, obstacle courses, motivational talks, support services, a Quiet Room and even make up tutorials there really was something for every teenager. Rachael Boggans and her committee turned her daughter, Ellie’s, idea of a teen day into nothing short of a festival. As part of the day Anne O’Rriordan planted

a Tree of Hope at the entrance to the Community Centre. This gesture symoblises the fact that we offer our support to the members of our community who are struggling with mental health challenges and serves as a reminder to reach out, like the branches of the tree will, for hope, sunshine and support,” said Cllr. Emer Higgins who helped to organise the event. “Teenfest heard from guest speakers Nikki Bradley on positive mental attitude, Darren from Kickstart on fitness and my colleague and Olympic champion Councillor Kenneth

passed. The event was a great opportunity for teenagers to come together and it was fantastic that South Dublin County Council were there onsite to hear their suggestions and take on their feedback on spaces for teenagers as part of their youth consultation.

The new Bus Connects plan would see Rathcoole and Newcastle lose a direct service to Dublin City Centre, replaced by a shuttle service to the Luas in Saggart and the Red Cow. The people who attended the meeting agreed to set up a campaign, collect

signatures on a petition and send a delegation to the Public Consultation session organised by the NTA at Citywest on the 25th September.

Gino Kenny TD said: “I’m delighted that so many people turned out to save the 69 bus. The direct bus to the city centre is an absolutely necessary service for the community. This is not the first time that the direct bus has been threatened, in 2011 the community got organised to fight back against the cuts. People Power won

the retention of the service back then, and people power can win now. “ Cllr Madeleine Johansson commented: “There is a real problem with traffic congestion in Rathcoole, and a reduction in public transport services will make this even worse. The community needs an increase in public transport to manage the growing population in Rathcoole village. The new Bus Connects plan is only a proposal and if enough people get involved and voice their opposition the NTA will be forced to listen.”

CHANGES TO EECE SCHEME MEANS NOTHING FOR PARENTS John Curran T.D. has warned that the 7% increase in Early Childhood Care and Education Scheme payments that are due to come into effect this month and announced recently by Children’s Minister, Katherine Zappone is being absorbed by Childcare providers and parents are seeing no reduction to costs. Changes to the Early Childhood Care and Education Scheme will be implemented this September. Deputy John Curran commented, “Many parents have recently been informed by their childcare provider that their fees will increase for the forthcoming school year. “The Minister seems to be under some illusion that these changes will pose a benefit; the increase announced this week is clearly being absorbed by childcare providers. Therefore, families are in no way better off. “It had always been hoped that the overarching objective of the ECCE

was to reduce the cost to parents. “Any notion that children, parents or even providers could benefit from these changes to the pre-school ECCE scheme is inaccurate. The 7% increase in payments for ECCE received by childcare providers means nothing whatsoever for parents.“They’re already

expected to pay higher costs this September regardless. “The increase in paperwork and administrative work has caused many operators to increase prices to pay for administrative support, which undermines the entire basis of the scheme. “They want to be able to provide the care to children,

but they cannot deal with the increase in paperwork and administrative work. “Rather than announce weightless changes, the Minister needs to put in place better support for those running crèches and community childcare facilities,” the Deputy concluded.

Two of Ireland’s footballing heroes, Irish international amputee star Garry Hoey and professional coach and former player Damien Duff joined Fyffes Emma Hunt-Duffy at Shamrock Rovers training ground in Kingswood for the launch of The Fyffes Cup. The three-way cup competition ­which will be played at Oriel Park, Dundalk on Saturday, 22nd September next ­is billed as the last major stage in Ireland’s preparation for the forthcoming Amputee World

Cup in Mexico. It is also seen as the final opportunity for players to impress selectors who will choose the sevenman starting team from a squad of 13 to represent Ireland in what will be their second Amputee World Cup. Inspired by the recent success of the Irish ladies hockey team, the Irish Amputee team is approaching its World Cup campaign with confidence. Their qualification for the World Cup ­in which they have been drawn in Group A alongside hosts Mexico,

England and Uruguay­ follows from their winning 6th place in the 2017 European Championships. Overseeing the contribution that Fyffes will make is the company’s managing director, Gerry Cunningham. UNINEST STUDENTS DONATE TO CLONDALKIN CHARITY SHOP

Following an initiative launched by Uninest at three of its Dublin based properties, Down Syndrome Ireland’s new Clondalkin shop has received a bumper stock of items this autumn. Uninest called on its residents at its Broadstone Hall, New Mill and Kavanagh Court developments to donate good quality

unwanted items from clothing, sports equipment, books to kitchenware while they checked out ahead of the summer. Collecting enough donations to fill two vans full of much needed contributions, Uninest was able to help stock the charity’s new store in South Dublin, which will help raise vital funds for the charity.

GARDAÍ NEED ADEQUATE RESOURCES Government needs to make sure that the Gardaí are adequately resourced to continue its operations to effectively target drug traffickers operating in our area John Curran T.D has said that a recent Garda seizure of over €1.8million worth of drugs goes some way towards the crackdown on the sale and distribution of illegal substances in the Dublin Mid-West area. He commented, “ Illegal narcotics including Heroin, Diazepam, Xanax and Cannabis which are infiltrating the drugs market in Dublin, can severely tamper with mental and physical health and are a real danger to our young community. "Recent intelligence led seizure assures us that the co-ordinated sharing of information with international police colleagues has every potential to defeat organised and drug related crime.

“It is crucial that we continue to see successes such as this latest bust in Ronanstown. Drug crime in the Capital has increased by 11% in the first eight months of the year. At the same time, the number of drug searches in the Dublin region was 9 percent lower compared with the same period last year. “The Government needs to make sure that the Garda local drug units are adequately resourced to continue to work with National Units and also tackle on street and local drug dealing operating in our area and to decrease the supply of narcotics being brought into communities across Dublin", concluded Deputy Curran.

CALLS FOR REVIEW OF CRIMINAL INJURIES COMPENSATION

John Curran T.D. has said the Criminal Injuries Compensation Tribunal is failing to process claims or provide assistance to victims in an efficient manner. The Deputy received a response recently through Parliamentary Question which reveals that of the 181 applications received in 2017 just 31 cases were settled and there are therefore 150 applications yet to be dealt with. Deputy Curran said, “Despite the fact that the

number of cases which settle in a pay-out is declining year on year, there are lengthy delays in the Criminal Injuries Compensation Tribunal assisting victims of crime in Ireland. “As it stands, should this year’s applications be managed in the very same poor manner it’s likely that just 24 cases will be settled in 2018.

“Victims should expect that they will receive their compensation in a prompt manner and in accordance

with constitutional justice. In correspondence I received, the Tribunal itself cited its limited resources and “economic constraints” as contributing factors in the slow process of claims and victims obtaining their due compensation. “The Tribunal receives roughly €4 million in budget each year, but it is uncertain how this budget is set considering the number of, and types of cases varies year on year. “For instance, one case could need to pay-out €1 million or more when it reaches settlement, especially a victim which has suffered a life-altering injury. That means that one substantial case settlement can absorb a quarter of the Tribunal’s funding. “These more complex applications, although exceptionally important to settle tend to get put off as a result and until a time that the payment can be met under a yearly budget. That could be half a decade and this is a severely dysfunctional way to operate.

FURTHER EDUCATION AT RATHMINES COLLEGE Further education has some superb options for those students who have just completed the Leaving Cert but haven’t got a CAO offer. All further education (FE) colleges are still taking enrolments and students can go on to any college website to apply online. In the City of Dublin Education Training Board (CDETB) area, Rathmines College has a long tradition in business, marketing, accounting, media, office administration, computer programming and English language courses. Rathmines College also has a very successful forty year history of running a repeat leaving certificate programme. Classes are just getting started, so there is plenty of time to find a course. Assessment and certification

for FE courses are based on both assignment and project work during the year with some exams. For lots of students this is a more practical way of learning and is often a similar experience to that which is carried out while in employment. Progression after finishing a Level 5 course can be sought through the CAO or for those who wish to do a second year and gain a Level 6, they can apply for advanced entry to second year of a degree programme. An example of this type of progression is offered by Rathmines College after completing a two-year level 6 advanced certificate in business, administration, software development or news and media. On successful completion students gain advanced

entry to the second year of either a level 7 or 8 bachelor of business, computer science or news and media studies in a variety of colleges including NCI, IADT, DIT, ITB and ITT. Rathmines College also runs a liberal arts access course where students can move to arts in UCD or Maynooth University. For those who wish to go straight into the workforce Rathmines College also has employment orientated programmes in medical and legal administration, with almost guaranteed employment. One noteworthy point to bear in mind is that someone wishing to get an accounting qualification does not have to do a business degree first. A primary degree is not a prerequisite for entry to professional accounting.

Rathmines College students can take an ACCA diploma in accounting and business. After completing this programme and a research project, student get a BSc in accounting from Oxford Brooks University in the UK. There are also other options through the Accounting Technician of Ireland and the Certified Accounting Technician courses in Rathmines, which both provide access through the professional accounting route. Rathmines College also offers the opportunity to repeat the leaving certificate. Some students find that the only way to progress their preferred choice is to redo the leaving certificate to get the required points. Rathmines College offers over twenty subject choices to around 130 students every year. Speaking to Martin Keating past student of Rathmines College he tells us that after his Level 5 he finished with seven distinctions and three merits and was delighted with his success. For him, it was very different from any previous experiences of learning. He quickly grew in confidence and self-belief. He decided to stay in Rathmines College to do a level 6 higher national diploma in business. “I loved my experience in Rathmines College and it

really prepared me for the academic world in higher education.” After Rathmines, Keating went to IT Tallaght to complete an honours degree in marketing and through advanced entry went into the third year of a four-year degree. From there, he did a teaching diploma and is now teaching at Rathmines College. “Further education can be a great stepping stone into college, or a worthwhile education in its own right. It is considerably more affordable than third level and the class sizes are much smaller, giving every student good quality time with the teachers. FIRHOUSE EDUCATE TOGETHER SECONDARY KNOCKMORE SCHOOL WORKS WELCOMED SCHOOL OPENS Local Councillor, Charlie O’Connor, has welcomed the decision by the Department of Education & Skills to grant aid the long promised upgrade and refurbishment works at Knockmore Junior National School, Tallaght (Scoil Cnoc Mhuire Junior School).

The news was conveyed to Charlie O’Connor as Chairperson of the Board of Management at the School and the Department confirmed that the works would include Insulation works, Internal reconfiguration of School and ASD unit configuration.

As of the start of September, there are 84 Educate Together primary and 13 second-level schools in Ireland. In total, these schools will provide education for over 25,000 pupils. In addition to opening two new primary schools and four new second-level schools this year, Educate Together has applied to open four more second-level schools in 2019, and the organisation expects to apply for thirteen national schools due to open in 2019. Firhouse ETSS opened in its temporary accommodation in Firhouse ETNS while permanent accommodation is built. At full capacity it will accommodate 1,000 pupils. Claire Matthews, Principal of Firhouse ETSS: “We are incredibly excited to be opening Firhouse Educate Together Secondary School. It is such a special day for the community in Firhouse and everybody that supports the Educate Together ethos. We are a listening and learning school community, passionate about the education of our young people to ensure that they have the knowledge, understanding, skills and values to best support them to be happy and healthy as they navigate their 21st Century world. Our school motto is ‘Be Your Best Self’ which serves as a reminder that we all have a role to play in building a school community that reflects our shared values, honouring the relationships that we have with each other to support our students to flourish personally and academically.”

According to Charlie O’Connor, this ended a long time campaign for these important works and he also paid tribute to School Principal, Dearbhla Byrne and her predecessor Chris Meehan, who drove the campaign on behalf of the Board. He added that the news was announced to the School community in a recent

newsletter that said:

“We are delighted to announce that the Department of Education has granted a renovation project on the school over the coming year. This will include the full insulation of the school, ensuring a warmer environment for your children. Classrooms on the infant side will be made larger and refurbished and classes on the senior side will also be refurbished. We know that this will make an even happier learning environment for the children on Knockmore. Thanks for all of your support in helping us securing the funding. Bright Days ahead for Knockmore JNS!” Charlie O’Connor added that the School management is now in negotiations to progress these important works and said that they were very happy with the positive response to the news by the local community.

PARENTS CAN CLAIM TAX RELIEF ON QUALIFYING 3RD LEVEL FEES

Thousands of parents and students may be missing out on valuable tax relief on qualifying third level fees because they are not claiming it; according to Fianna Fáil TD John Curran.

Deputy Curran was speaking in relation to figures received by Fianna Fáil from the Ministers for Finance and Education & Skills which point to a significant under claiming of this tax relief. “It seems to me that the level of awareness of the tax relief that applies to

certain third level fees is quite low and as a result millions of euro of tax relief is not being claimed by parents and students. In the 2015/16 academic year, some 94,000 students paid fees in excess of the Student Contribution Charge whereas there were less than 24,000 claims for tax relief.

“Tax relief is given at the standard rate of 20% on a maximum of €7,000 of fees per person per course. The relief is available on certain full-time or parttime undergraduate or

postgraduate courses at private and publicly funded colleges. The relief can be claimed by the person paying the fees.

“While there is no tax relief on the first €3,000 of any claim (including the Student Contribution Charge), many parents do not realise that there is tax relief on the Student Contribution Charge payable for second and subsequent children in the same year. In other words, a single disregard of €3,000 applies to a claim relating to

qualifying undergraduate course fees irrespective of how many children are being claimed for. “September is a very expensive time for families who have students starting or returning to third level college in the autumn. Many of them will be facing massive accommodation costs over the year ahead. They would be well advised to familiarise themselves with the rules around tax relief on third-level fees as they could well be missing out significant tax relief,” concluded Curran.

Go for a walk or get some fresh air, something to recharge the batteries and give your mind a break. • Set goals and focus on them – Set regular goals and focus on completing them. Not only will you notice an improvement in efficiency and quality of work, but you’ll feel better about yourself upon completion. • Know when to end your day – There will always be something else to do in the day, whether it’s to complete another exam question or look at another section of a revision book. - Planned public events across Clondalkin, Ballyfermot and Rialto designed to give parents an insight into the Family Support Services available locallyStarting on Monday, September 17th National Child and Family Support Week aims to highlight the work carried out by the Prevention, Partnership and Family Support [PPFS] Programme and Tusla in communities across the country. The aim of the programme, which started in 2015, is to prevent risks to children and young people by building sustainable intellectual capacity and manpower within Tusla and partner organisations to perform early intervention work. John Curran T.D. has said the proposals on in-school speech & language therapy that is to be introduced as a ‘demonstration project’ in Dublin Mid-West for the 18/19 school year must tackle the ever increasing waiting lists. Deputy Curran received a reply from Minister for Education & Skills, on the issue “For years now, children have not been getting the speech and language and occupational therapy needed from the State. This is resulting in long delays for initial assessments and access to essential therapy. “The proposals announced are a start and I welcome that this ‘Demonstration’

project has chosen 28 preschools, 8 primary schools and 2 post-primary schools across Clondalkin, Lucan & Palmerstown. “However, they may have little or no impact on the massive and increasing waiting lists for children needing speech, language and occupational therapy. Figures in June show that in CHO7 Dublin South West 754 patients were waiting for an initial assessment, an increase of 253 in one year. Deputy Curran said, “These figures are concerning and show that improving access to Speech and Language Therapy cannot come sooner for some children and their families. In total there are 22,868 children

waiting for speech and language services across the country, 1,300 of those have been waiting over a year.”

Tackling these waiting lists must be a priority.” concluded Deputy Curran.

SDCC RECOGNISE NEEDS FOR INVESTMENT IN TALLAGHT Urban Regeneration and Development Fund will bring out Tallaght’s full potential. Cllr. Charlie O’Connor has said that the plan presented to Councillors in South Dublin County Council recently will transform the Tallaght area if fully implemented. The plan which was discussed earlier this month proposes to draw €2 billion in funding from the National Development Fund over the next 9 years and will be aligned with the objectives of the National Planning

Framework. The Local Councillor and Chairman of the Tallaght Area Committee commented, “Our county town has huge urban potential to reenergise itself together with the support of the Local Authority. “There is an abundance of strategically zoned land that should be fully utilised and developed. This plan is very welcome and will hopefully address the need for major investment to improve amenities, housing options and public services.”

14,000 ADDITIONAL CARERS ARE NOW ELIGIBLE FOR FREE GP CARE From the 1st September onwards, an additional 14,000 carers will be eligible for free GP services. Registration is now open and applies to carers who are currently in receipt of either full or half rate Carer’s Allowance or Carer’s Benefit, and who do not currently hold a medical or GP visit card. Minister

for Health, Simon Harris, and Minister of State for Disabilities, Finian McGrath, joined carers Moira Skelly and Rosemary Kratzchmer (both from Dublin) recently at Bewley’s on Grafton Street to encourage carers to register for their free GP Visit Cards. Moira Skelly from Dublin

carer is more than a full time job, it is 24/7. My daughter Ciara is 23 years old and has intractable epilepsy, this means that medication won’t help control her seizures. Ciara’s intellectual and physical disabilities means she needs 24-hour care. It’s rare that I get a full nights’ sleep. It’s fair to say that I have been tired for 23 years! Like many carers I have given up working to look after Ciara. The reality of only having one income coming into the house is that you really have to watch your money. Caring for Ciara is physically very demanding, I wash her, dress and feed her. I would often put off going to the GP to get pains checked out. Having access to free GP services is a step in the right direction. It gives me one less thing to worry about.” The Minister for Health, Simon Harris noted the important role that carers have in our community: “I am delighted to be here today to encourage all

eligible carers to avail of this new service. Carers are the backbone of every community providing vital supports for their loved ones; this initiative allows us to now provide carers with the health supports that they require. COUNCILLORS AGREE TO CUT LOCAL PROPERTY TAX BY 15% Councillors in South Dublin County Council at their meeting on the 10th of September voted to reduce the Local Property Tax (LPT) by 15%. The changes will be made to bills issued in early 2019. County Councillors, who have the power to adjust the rate by plus or minus 15% each year, voted 27 – 8 at the September Council meeting to make the decision to adjust the rate by the full 15% rate. The decision to reduce the basic rate of LPT will

be funded through the discretionary element of the LPT allocation and will reduce that element of funding from €6,322,286 to €1,580,572. The Council’s LPT allocation for 2019 is €25,289,144 representing 80% of the LPT income of €31,611,431 that it is anticipated will be collected in the South Dublin County administrative area in 2019. The remaining 20% is paid into an equalisation fund to assist other local authorities.

community for support. Nominated charities are assessed according to a defined selection criteria, with the organisation deemed the most worthwhile receiving a €500 donation from Aldi.

Each of Aldi’s 133 Irish stores and two Regional Distribution Centres have been allocated an individual annual bursary fund and a “Charity Champion” assigned to co-ordinate the programme.

SALE OF PUBLIC LAND IN CLONDALKIN DEFERRED FOR A MONTH

The decision to sell off 73 acres of public land at Kilcarbery/The Grange in Clondalkin to a private developer for 30% social housing was withdrawn by South Dublin County Council management for a month. The decision was made on foot of councillors requesting further time to get a deal which would see the site being developed by the council for social and affordable housing. People Before Profit and Solidarity councillors have been calling for a council led development on this site for 2 years, including producing figures for such a plan.

The plan proposed to the council would see 975 units, out of which 294 would be social. The rest would be sold by the private developer at market value. The site would benefit from LIHAF funding from the state for infrastructure and services. People Before Profit Cllr Madeleine Johansson has been working with a campaign which held a protest outside a recent council meeting. The campaign includes women living in emergency accommodation

as well as people on the housing waiting list. Cllr Madeleine Johansson commented: “The deferral of the vote on the proposal gives us an extra month to go to the Minister for Housing and demand that funding is made available for a council led development on this site. It also gives us an extra month to build pressure on the other councillors to vote against the sell off of the land. We have seen People Power have an impact and changing the minds of some councillors already.” “This plan is a terrible deal for the taxpayer, it’s a terrible deal for the 8 000 plus people on the social housing waiting list, it’s a terrible deal for the homeless families living in hotels and hubs and it’s a terrible deal for those who want to buy a home but can’t afford to. We have argued from the beginning that we need a council led development for social and affordable housing on this site, only a plan like that will give the public the best value out of the site.”

I have not been left anything in the Will and my cousin along with her siblings are the main Beneficiaries. I am not particularly keen to take on the responsibility of being an Executor. Do I have to do the work despite not benefiting from the Will? A – You do not say when your uncle died but provided that you decide to renounce your right to act as an Executor within a reasonable period of time from the date of death, then you can do so without any repercussions. However, if you have already started the process of acting as Executor the position is not so clear. Assuming however that the estate has not yet started to be administered, all you need do is send a letter to the solicitor acting in the estate or to your joint Executor formally advising them that you are renouncing your right to act as Executor and are handing over responsibility for the administration of the estate to the remaining Executor. You should keep a copy of this letter. If there is a solicitor already appointed in the estate then, you should telephone the solicitor and ask him or her for instructions as to how they might wish you to proceed. However, it is not a complicated matter and provided that you have not intermeddled in the estate it can be done relatively easily. We wish you the best of luck.
