OVER 76,000 HOUSEHOLDS RECEIVED PAYMENTS LAST WINTER A total of 76,468 households across Dublin received fuel allowance payments through the National Fuel Scheme last winter and will automatically receive payments again this year, as long as their eligibility remains the same, a local TD has said. Minister for Social Protection, Heather Humphreys TD, announced the start of the National Fuel Scheme for the 2021/2022 season recently. The Fuel Allowance, which is a means-assessed
payment, will be paid for 28 weeks to an estimated 370,000 households across the country.
Deputy Emer Higgins said, “I know that for the many households across Dublin Mid-West that received the Fuel Allowance payment last year, this Scheme is key to supporting them to meet their energy costs. Recipients are paid a weekly rate of €28, with an option also to receive two lump sum payments of €392 each. “The
scheme plays a vital role in ensuring that families across the constituency have the security in knowing they will be able to pay their heating bills over the winter months. I know it will be especially important to people this year in the context of rising fuel costs globally, and I am encouraging my colleagues in Government to factor this into the upcoming Budget. “All those who received the Fuel Allowance last year will automatically be paid
again this year, as long as their entitlement remains. So I would really urge anyone who is in need of this scheme and has not applied previously to submit an application immediately. The Fuel Allowance application form is available through local Intreo Centres, Post Offices or on the Department’s website,” Deputy Higgins concluded.

TALLAGHT FATHERS CALL FOR GREATER EQUALITY AND ENGAGEMENT IN THEIR PARENTING ROLE
Dads have called for greater equality, more engagement and tailored supports for their role as fathers, in a new report on parenting. The report Being Dad published recently by Tallaght based community development organisation the Childhood Development Initiative (CDI) showed some men struggling to be involved as equal caregivers and encountering obstacles – including economic, structural, psychological and interpersonal. However, the study found that Tallaght based Dads
expressed their experience of being a parent as very positive and rewarding. Relationships with their children were of great importance and they wanted to be actively involved as equal caregivers.
Many Dads expressed the view that despite wanting to be actively involved, barriers existed in interacting with health care professionals, with many feeling unacknowledged by professionals.”
CDI Parenting Specialist and Report Author Celine Moran said several factors were found to act as barriers to Dads’ caregiving. “Barriers can include work commitments, lack of information and supports for Dads and a tendency to defer to Mothers as expert in child rearing.
CEO of From Lads to Dads, a Tallaght based organisation to support young Dads, Dave Saunders also highlighted challenges which Dads can face. “One of the difficulties can be preparation of Dads for the time of birth. This is a critical bonding time and the importance of this should be fully recognised. Everything from maternity information leaflets, to supports after babies are born, are almost exclusively geared towards mothers. The vast majority of men find childbirth amazing and closeness at this time has long-term benefits for both Dads and their children.”
CDI CEO Marian Quinn said the report provides useful recommendations on what can be learnt. “Strengthened approaches to engagement with expectant fathers is recommended including involving fathers more from the beginning in preparation for pregnancy, labour, and parenthood. “Materials on the importance of the father’s role, how to care for and bond with baby, support mothers and become a co-parent, would help to promote a family-centred approach. Furthermore, targeted approaches should be incorporated into the training of health and social care professionals working with babies, children and families.”

Cllr William Carey has expressed his concern about the ability of the ESB to maintain a continuous power supply as we approach the heavy demand period of autumn and winter months . Earlier this year there were several major outages in the Clondalkin area (one of which came as a result of an act of vandalism with a burnt-out car damaging a supply pole).

According to Cllr Carey many people are concerned about power outages given the frequent occurrence of them earlier in the year. Cllr Carey added, there are large scale development of industrial parks around Kilcarberry and Greenogues and the development of future Data centres mean electrical supply is coming under increasing pressure. Cllr Carey finished by stating that the ESB must come to area committee as soon as possible and address the questions of local councillors in this matter. The people of Clondalkin and the surrounding areas need to know if the ESB can maintain a continuous supply throughout the winter.
ESB POWER FAILS
This exposed the vulnerability of the ESB’s supply chain for the Clondalkin area and led to questions being asked if there are deficiencies in the infrastructure of west Dublin. In April Cllr Carey raised the issue at the Council’s Area Committee Meeting and it was agreed to invite the ESB to bring a report on the problems facing the service in the area. SOUTH DUBLIN COUNTY COUNCIL OPEN TANDY’S LANE PARK
Pic Credit: Ben Ryan Minister for Housing, Local Government and Heritage, Darragh O’Brien TD joined the Mayor of South Dublin County, Cllr Peter Kavanagh, and South Dublin County Council Chief Executive Daniel McLoughlin, to open Tandy’s Lane Park recently. Tandy’s Lane Park is approximately seven hectares in size and includes extensive areas of footpaths with seating. The Park is designed with a mix of formal and informal recreation facilities, with a large sports pitch, three interconnected playgrounds, a space designed specifically for teenagers and fitness areas alongside high quality soft and hard landscapes. Much of the soft landscape consists of biodiverse flower meadows and there are views of the retained, mature hedgerows and woodland areas. The new park also includes newly planted
areas with native and ornamental trees, including a newly planted orchard area adjacent to picnic facilities. The wildflower meadows provide a wealth of colour from Spring onwards and will provide a pollinator-friendly environment in this park for years to come. Tandy’s Lane Park is one of three significant infrastructure projects being delivered at the Adamstown Strategic Development Zone (SDZ) with Airlie Park and the Celbridge Link Road to follow. A combined €15 million was allocated for the three projects by the then Department of Housing, Planning and Local Government through the Local Infrastructure Housing Activation Funds (LIHAF) with South Dublin County Council providing an additional €5 million in funding. LIHAF is a key element of the Government’s drive to build more homes. The objective
of the fund is to provide public offsite infrastructure to relieve critical infrastructure blockages. This enables the accelerated delivery of housing on key development sites in Dublin and urban areas of high demand for housing nationally. South Dublin County Council’s successful LIHAF funding bid for financial support was linked to the delivery of 2,000 new homes within the Adamstown SDZ. Within the large-scale delivery of homes, there are 300 homes at or below a cost of €300,000 and a further 500 at or below €320,000. It is expected that work on all three projects will be completed in 2022. Minister O’Brien, said, “I really want to compliment South Dublin County Council on completing this project, one of a number of strategic infrastructure projects across the Adamstown SDZ lands under their Local Infrastructure Housing Activation Fund
(LIHAF). The Tandy’s Lane Park project has delivered a large-scale public park within Adamstown for the use of residents and visitors of all ages, including a range of amenities such as playgrounds and playing pitches. I commend South Dublin County Council for the delivery of this project with the aid of LIHAF funding to facilitate the delivery of 2,000 new homes within the Adamstown SDZ and will help create and sustain new communities”. Cllr Peter Kavanagh, Mayor of South Dublin County, said, “It gives me great pleasure to be here today to formally open Tandy’s Lane Park. Providing such a wonderful amenity for the people of Adamstown, Lucan and beyond highlights the Council’s ongoing commitment to improving infrastructure in the area and providing new play opportunities for both young and older citizens.”

NO TRUST IN GOVERNMENT TO SOLVE HOUSING CRISIS TD for Dublin South West Seán Crowe has asked if anyone seriously believes that the same parties that created the housing crisis, and denied there was a problem for years, are
now capable of, or serious about, fixing this crisis? Speaking on the ‘Housing for All’ plan in the Dáil recently, Teachta Crowe said: “Ireland is in an
unenviable position of relying on Fianna Fáil to fix the housing crisis that many believe it created. Does anyone really believe the architects of the
recession, who drove us off the cliff, will fix the housing crisis? Like every housing plan we have seen from Fianna Fáil and Fine Gael, it is a developers’ charter that will pour even more money into the pockets of developers and speculators. There are no plans to stop the few homes that will be built being hoovered up by vulture funds and cuckoo funds. “Social housing targets are now lower than those promised by Fine Gael the last time, not that they were ever built. The affordable housing element is completely out of touch with the realities facing ordinary working families. There is no realistic plan
to stop rents from rising even higher. There is every likelihood that the Government’s plans will push up the cost of homes, meaning that many workers and families will be trapped in the rental market. Homelessness will continue and will increase as more and more workers’ income flows into rent. “I do not know anyone who trusts Fianna Fáil or Fine Gael to solve the housing crisis. That is what most people say to me. Housing for All preserves the status quo so that a few privileged people do not lose out while workers and their families are being driven deeper and deeper into debt. Sinn Féin has a plan
to solve the housing crisis. We need 20,000 social and affordable houses built every year, delivered by local authorities and community housing trusts, not by developers. We need a three year ban on rent increases and a month’s rent back in every renter’s pocket through a tax credit. “I return to my original question. Does anyone seriously believe that the same parties that created the mess and told us there was no problem - I was in this Chamber when we were told there was no housing crisis - are now capable of, or serious about, fixing this crisis? That is the big question. I certainly do not believe they are capable.”

Anseo is a youth club for teens organised by Mother Tongues and Rua Red community and arts centre in Tallaght, Dublin. The purpose of Anseo is to provide a safe space for teens who fled their countries and are now living in South Dublin. They hope to bring these teens together to help them improve their English while also participating in creative activities. WAITING LISTS IN THE HEALTH SERVICE TOP 900,000 TD for Dublin South West Seán Crowe has said that we cannot leave people on waiting lists for months and years at a time when they need medical treatment and that the Government must use Budget 2022 to drive money into targeted areas of the health service to seriously tackle waiting lists and overcrowding.
Teachta Crowe said: “The health service is struggling to keep pace with demand from planned and emergency patient care. And not just during Covid, the problems in accessing care existed long before the pandemic landed on our shores. “There are more than 900,000 people on waiting lists in this State.

That means almost 1 in 5 people are on a waiting list of some form for healthcare. “There are 36,000 people on the outpatient waiting lists of Tallaght University Hospital. 12,000 of them have been waiting more than 18 months. And don’t let the Government blame Covid for the rise in waiting lists. Waiting lists may be up 15% since the beginning of the pandemic but they have almost doubled since 2014.
“It is unacceptable that sick people who require urgent care are left in limbo for years waiting to see a hospital consultant. Without urgently hiring key healthcare staff to fill posts, these problems are only going to get worse. “The health service is not fit for purpose and needs major investment to boost capacity if it is to tackle waiting lists. The Government must use Budget 2022 to drive money into targeted areas of the health service to seriously

tackle waiting lists and overcrowding. They will say that it’s the biggest budget ever for health, just like they do every year. It is their stock answer to any criticism. “It is irrelevant because the population grows every year. We need to spend more every year just to stand still. That is why we need targeted investment in key areas. Simply throwing money at the problem will not work. “We need the delivery of a major increase in beds, staff, and diagnostic capacity to meet current needs and tackle waiting lists. We must introduce a centralised referral systems and an integrated waiting list management system. “We cannot leave people on waiting lists for months and years at a time when they need medical treatment. We cannot consign them to a life of pain and suffering when we had the means and opportunity to fix the health service.”

YOUTH CLIMATE JUSTICE STUDENTS INVITED TO TAKE PART IN NATIONAL SPEECH WRITING COMPETITION CHALLENGE ActionAid Ireland is calling for young people in Dublin aged 14 to 17 to write a five minute speech for the ActionTalks national speech writing competition!
A consortium of 5 youth organisations, led by ECO-UNESCO, Ireland’s environmental education and youth organisation is launching the second #YouthClimateJusticeChallenge, with partners Gaisce The President Award, The No Name Club, Irish Girls Guides & Young Irish Film Makers. The Youth Climate Justice Challenge is aimed at encouraging and empowering young people to take on local action projects on Climate Justice and will include: a series of workshops, a week of Youth Action on Climate Justice, the development of resource materials and a Youth Climate Survey to garner young people’s opinions more broadly on climate justice and environmental issues including barriers and opportunities for young people’s engagement. The project will also be hosting an event for COP26.
The competition, now in its eighth year, encourages young people to take a stand on social issues, and gives them an opportunity to voice their opinions. Entries will be submitted by email in written form and five successful entrants will go forward to the Leinster final. Two winners from Leinster will be selected to go forward to the national final and will receive a €50 One4All voucher each. At the national final in March, six finalists will be asked to present their speech to a panel of esteemed judges. The national prize is a €500 One4All voucher for the winner and a
€100 One4All voucher for their teacher. This year’s topics are focused on the inequalities and injustices exposed by the Covid-19 pandemic, particularly gender inequality and social inequality

Over the course of the pandemic, students in Ireland have faced long lockdowns and missed out on vital school time. The pandemic has placed a massive strain on marginalised groups globally. Women and girls have been particularly affected by the pandemic, both in Ireland and abroad. School closures have led to an increase in instances of female genital mutilation (FGM) and child marriage. Women have also taken on the brunt of the increase in unpaid household and childcare work, putting them under greater social and economic strain. ActionAid provides long term support to the poorest and most marginalised women and children in developing countries, so they can overcome the
obstacles holding them back. Their Women’s Rights programme, funded by Irish Aid, Department of Foreign Affairs, works to eliminate violence against women and girls by engaging with women, men and girls to. In communities in Kenya, female genital mutilation amongst girls has decreased by almost a third. Irish Aid programmes are funded by Irish citizens and are part of Ireland’s important global role. ActionAid is hoping entrants will come up with innovative, wellresearched, and creative speeches, using their own unique perspective from growing up in a pandemic.

INCLUSIVITY IN THE CLASSROOM WITH DYSLEXIA-FRIENDLY BOOKS
Through the support of South Dublin County Council and Libraries, primary schools in the County have received a set of 4 dyslexiafriendly children’s books, the ‘Nature’s Adventures’ collection about Irish wildlife. Dyslexia affects, on average, 3 children in every class of 24. In addition to the significant increase in the awareness and understanding of the challenges faced, this initiative is an additional resource available for the children themselves. Speaking about the dyslexia-friendly elements of the book’s design and layout, author Shane Casey says, ‘they’re only
little changes, but they make a huge difference. We use a combination of special font, colour schemes, and layout to make it easier for children with dyslexia to read’. To strengthen their educational value, the books are accompanied by support materials for teachers. Mayor Peter Kavanagh added “I am delighted to see these books will be in our primary schools. Reading is a fantastic journey to amazing worlds, and dyslexia is all too often a locked door. These books could be the key to new adventures for many boys and girls.”

ARCHWAYS LAUNCH NEW FIVE-YEAR STRATEGIC PLAN Archways which is based in Clondalkin, have launched an ambitious new Strategic Plan that sets out eight key strategic goals that maps out the work from now until the end of 2025.
The plan was launched at an online event on the 28th September attended by stakeholders, partners and funders from a range of organisations from across the country. Representatives of two of the organisations who fund the work of Archways formally launched the Strategic Plan 2021-2025 – Edel O’Malley, CEO at basis. point and Eifion Williams, National Service Director for Commissioning at Tusla. The Strategic Plan has been developed over the last eighteen months and it is built on Archways’ core values such as innovation, the development of quality services, delivering to those most in need and intervening at the earliest possible time. Archways’ vision is ‘to work towards an Ireland where children and families experiencing challenges have the capacity to create lasting positive change in their lives, with access to timely, high quality support programmes’. Jane Forman, Chairperson (Interim) of Archways
speaking at the launch said: ‘This plan has been developed as a collaboration between the Board of Archways and the staff. It aims to build on the work that Archways has been doing over the last 14 years. It will support us to move in new directions and increase our capacity to respond to the needs of children and families in Ireland. A rolling Implementation Plan is being developed in tandem with this Strategic Plan. This will be monitored by the Board and staff to ensure the its’ successful delivery. This has resulted in a plan that has a high level of ownership from the organisation as a whole.’
Hugh Doogan, CEO at Archways added: ‘During the process of developing this plan, Archways, like all services, has had to be innovative and adapt to the global pandemic. This period has reminded us of two important things. Irish Insurance company CFM Group has signed a threeyear deal with Basketball Ireland to become a major sponsor across the National Leagues and National Cup. The announcement was made at the launch of the 2021/22 National League season at the National Basketball Arena. The men’s Super League and Division One will now be known as the InsureMyVan.ie Super League and InsureMyVan.ie Division One. Basketball Ireland’s prestigious National Cup, is now called the InsureMyHouse.ie Cup, at all levels of the game. MOTORING LIFE WITH NEW NISSAN JUKE – A DYNAMIC REVOLUTION By Breda Corrigan
Nissan pretty much invented the superminiderived SUV/compact crossover class when it launched the first-generation Juke back in 2010. It offered buyers robust off-road styling and an elevated view of the road ahead, with the benefit of looking totally different to anything else on the road at that time. In fact, it is thanks to the commercial success of the original Nissan Juke that the market segment (often referred to as B-SUV) has become Europe’s biggest automotive market growth area. Petrol-Only Power. Nissan has launched the second-generation Juke with a new chassis and a new engine, built on a Renault-Nissan-Mitsubishi Alliance model platform. Whereas the previous Juke had a specially adapted chassis used only by Nissan, and was available with a choice of petrol and diesel engines, the new Juke is available with just one engine, with Nissan having ruled out diesel power for the car entirely. The sole petrol engine in the new Juke is a three-cylinder turbocharged 1.0-litre unit with 114bhp. A sixspeed manual gearbox is standard, with the option of a seven-speed dual-clutch automatic (DCT) in all but the entry level trim level. There is no option to add all-wheel-drive, but that is not uncommon on small SUV’s such as the Juke. The new Juke combines the looks of an SUV and a coupé – just like the old model – and still has signature
touches such as bold circular headlights. However, it now has Y-shaped LED daytime running lights and Nissan’s distinctive V-motion grille to keep it in line with other models in the Nissan range, while new wheel designs also feature. Five Trim Levels. The new Juke is available in a choice of five trim levels – XE, SV, SV Premium, SVE and N-Design – while 15 combinations of twotone body colours mean you can express yourself like never before, with exciting interior colours to match for ultimate personalisation. Standard features across all trim levels include six airbags, Emergency E-Call System, ISOFIX, space saver spare wheel, Intelligent Emergency Braking with pedestrian and cyclist detection, Hill Start Assist, Intelligent Lane Intervention & Warning, air-conditioning, idle stop/start, DAB radio, Bluetooth with USB & AUX, 4.2” colour TFT screen, multi-function steering wheel with height adjustment, front & rear electric windows, 60/40 split-folding rear seat, front & rear LED lights with daytime running-lights, LED rear foglamps, and electric mirrors, along with many more comfort and convenience features. Moving up the trim levels will add even more in the line of desirable standard equipment, such as stylish alloy wheels (up to 19”), parking sensors, rear view camera,
and privacy glass, along with a suite of advanced safety systems and high-tech features. Test Car. My mid-spec Juke SV Premium DCT test car looked great in its striking Fuji Sunset Premium Metallic paintwork, with stylish 17” alloy wheels fitted as standard. On The Road. Producing 114bhp and 201Nm of torque, the Juke’s turbo-charged engine performs strongly around town and is capable of keeping up with fast-moving traffic on motorways too. There are three driving modes to choose from – Eco, Standard and Sport – and the Juke feels liveliest in the latter mode, while fuel consumption as low as 6.1l/100km (46mpg) is achievable on a WLTP combine driving cycle. The new Juke has more athleticism and handling poise than the average compact crossover, retaining the zippy dynamic appeal that helped to mark out the original Juke as a car intended for more energetic and youthful drivers as well as older ones. A new-found level of ride sophistication makes the new Juke more comfortable and pleasant than its predecessor too. Excellent grip and progressive body control enables the new Juke to feel quite agile, and this becomes evident on twisty country roads where the car feels very comfortable and confident. OUTSOURCING OF WORK FUNDING EXTENSION TO THE ENVIRONMENTAL PROJECT CAUSING HOUSING PURE DELAYS Local politicians have raised concerns that the outsourcing of work to relet council homes is causing delays. The concerns were raised following the release of re-let times at the September County Council meeting. The average time to re-let a dwelling now stands at 26 weeks, or half a year. Compared to 5 years ago in August 2016 when the average time was 9 ½ weeks. At the same time there has been a doubling in the number of voids, or empty council homes, from 47 to 108. In a question submitted to the council meeting by People Before Profit Councillor Madeleine
Johansson the management outlined that the vast majority of re-let works are outsourced to private contractors. The average cost of the outsourced works was €22 658 per unit. In August housing maintenance workers held two one-day work stoppages against the outsourcing of their jobs. Cllr Madeleine Johansson commented: “There is an unacceptable delay in the re-letting of council homes. These homes are lying idle, boarded up for 6 months when they could be turned around much quicker. Instead of outsourcing these works we need the
council to hire more housing maintenance staff and apprentices that could do these jobs directly. Gino KennyTD for Dublin Mid West added: “We fully support the workers in their dispute regarding outsourcing. They are taking an important stand on this issue and deserve to be commended for it. “In the midst of a housing crisis we should not be privatising and outsourcing the important jobs done by the housing maintenance staff. We need to see more staff employed by our councils to help build, renovate and upkeep social housing in this constituency.”

The Department of Environment, Climate and Communications, have announced that it is providing a funding extension to the environmental project, Pure (Protecting Uplands and Rural Environments), until the end of 2023.
In announcing the funding, Ossian Smyth, Minister of State with responsibility for Communications and Circular Economy, commented ‘I am very pleased to confirm Departmental funding for the Pure Project for a further three-year period. The positive impacts of the Pure Project are self-evident across the Wicklow/Dublin uplands. The statistics also show the benefits of this coordinated response to illegal dumping, via enforcement, deterrence and, most importantly, in the invaluable community projects and activities facilitated by the Project. Aside from the annual €115,000 contribution which my Department will make towards programme costs, we will also work with the Project team to provide sustainable funding for the Pure truck. I wish the Pure Project continued success with their excellent work. This year, my Department has announced a range of national initiatives and supports aimed at combatting illegal dumping and littering. This includes our new € 5 million fund for litter infrastructure. to combat illegal dumping in the Wicklow/ Dublin Uplands and was officially launched in September 2006. Ian Davis, Manager of Pure, commented on the recent announcement; ‘On behalf of the stakeholders of Pure I would like to thank the Minister and the Department of Environment, Climate and Communications, for their continued support. The success of Pure is based on multi-stakeholder collaboration and cooperation between all of the organisations involved in the project. This funding will enable the project to continue with our initiatives to combat illegal dumping in Wicklow/Dublin Uplands, further increase environmental awareness, and engage with the thousands of Pure Mile Volunteers who are dedicated to cleaning up the Wicklow/Dublin Uplands.’ Pure utilises a multi-disciplined approach in combating illegal dumping, incorporating a number of educational initiatives, environment/community projects – The Pure Mile, public awareness campaigns, regional/national media campaigns, enforcement and preventative measures, GPS/GIS data-base to record all illegal dumping sites, covert CCTV operations, and a dedicated vehicle, The Pure Truck, which removes illegal dumping from the Wicklow/ Dublin Uplands. The Pure Truck is on the road every day, and since the project was established, Pure has collected over 3,650,000kg (3,650 tonnes) of rubbish from over 13,000 illegal dumping sites in the Wicklow/Dublin Uplands with the project processing over 14,000 reports. If you were to put all the rubbish that Pure has removed from the uplands into standard household rubbish bags, they would fill over 400,000 bags. If you lined up all these bags on the road, they would stretch all the way from Dublin to Dingle. This recent announcement of funding enables Pure to purchase a new truck, as the current vehicle is fifteen years old.
