access to treatment and the Government’s window dressing will do little to achieve that. “This Government has a responsibility to match their devised strategy with the necessary resources to support those on the ground in communities across Ireland, working tirelessly to tackle problem drug use,” concluded Deputy Chambers.

Dublin homelessness won’t be solved by hubs or HAP Fianna Fáil Dublin Spokesperson, John Lahart TD has said that an overreliance on the private rental market to solve the homeless crisis in Dublin is not working and national focus should be better placed on constructing more social housing across the city and county. The latest statistics from the Dublin Region Homeless Executive (DRHE) published this week indicate that over 50 of the 1037 families placed in emergency accommodation on June 2nd have been homeless for two years or more. This marks a 100% increase in the 8 months since last measured. Commenting on the reports Deputy Lahart said, “While there is no one quick fix to the ongoing crisis, the Government’s strategy for tackling homelessness among families is not working. “These figures show that families are not transitioning out of homelessness and the situation is out of control. 'Homeless HAP, The government’s flagship

Homeless HAP scheme introduced in Dublin 2015 is failing drastically to provide secure accommodation for homeless households and needs to be reformed to make it more appealing for landlords. “We have consistently been told of the increasing homelessness figures and these are worrying trends but the Government have done little to change their response. “Despite the announcements and the now regular claims that funding is being allocated, little is changing and in fact the figures are getting worse. Ambitious targets are not enough, we need high level response. These families may not always be visible on our streets but they need our full support. “‘Family hubs’ may sound cheerful, normal almost but as a society we should never accept them as an appropriate solution. MINIMALIST INCREASE PROPOSED ON MINIMUM WAGE

Dublin South West and Sinn Féin TD Seán Crowe has described the recommendation of the Low Pay Commission to increase the minimum wage by 3% to €9.55 per hour as mean, minimalist, and inadequate to many of those currently trapped in poverty and on low incomes. Deputy Crowe said the proposed payment to those on the minimum wage, was dwarfed by the spiralling cost of living due to hikes in basics like rent, insurance, transport, and childcare. Deputy Crowe said: “I was extremely disappointed this time last year when the Low Pay Commission recommended a paltry ten cent rise in the minimum wage, and I am equally disappointed with this mean minimalist and inadequate rise suggested today. This comprehensive review effectively means that someone on a 39 hour week will get a miserly €10 weekly extra. “This proposed increase is dwarfed by the real cost of living and will mean in reality that all those

trapped in poverty and debt will remain in there “The average nationwide rent in 2017 is €1,131 per month, yet this increase will mean someone working 40 hours a week will earn approximately €1,509, after tax, each month. This will leave that worker with €378 for food, clothes, electricity, gas, car insurance, fuel, and other costs. “It is simply not sustainable and traps people in a cycle of poverty. “The Fianna Fáil-Fine Gael Supply and Confidence Agreement gives a commitment to raise the minimum wage to €10.50 per hour. Unfortunately, the last time Fianna Fail tweaked the minimum wage, they cut it by €1 an hour. “The number of families now on the Family Income Supplement (FIS) stands at over 57,000 this year. These are individuals who work hard in low paid jobs, but because of the low minimum wage, cannot in many cases, make ends meet. A whopping €422 million will be spent by the State in 2017 supplementing the wages of

these workers, while many of their employers reap the rewards of this work in increased profits. “The Living Wage in Ireland stands at €11.70 per hour. This is a wage which makes the minimum acceptable standard of living possible. “Sinn Féin supports this concept of a Living Wage and has pledged to introduce it when in Government. Workers should be financially rewarded for their work and not left to the goodwill or mood swings of employers. “I believe the recommendation of the Low Pay Commission on pay are just that, a recommendation. The Government can in reality introduce whatever rate it wants, so that is real the challenge for the current Government and those in Fianna Fáil who support them. “There is another way, a fairer route that moves society towards a Living Wage or we can continue with the current mean and minimum wage approach that traps people in poverty.”

FAMILIES RECEIVING CHILDCARE SUPPORTS IN UNPRECEDENTED NUMBERS

The number of children supported by targeted childcare schemes aimed at the less well-off has reached unprecedented levels following a huge upturn in the past month, according to Minister for Children and Youth Affairs, Dr Katherine Zappone. The jump is being attributed to a national information campaign ahead of childcare changes starting in September. Confirming that 2,500 additional children are now receiving support bringing these numbers up to over 30,000, Minister for Children and Youth Affairs, Dr Katherine Zappone said “This is just the beginning. Soon up to 70,000 children will have extra benefits and supports.” It has also been confirmed that more than half of childcare services are already signing up to offer the State’s childcare schemes. Confirming the figures Minister Zappone said: “The

first big step to accessible affordable quality childcare is now being taken. These initial figures are hugely encouraging. It is clear our message is getting through as parents check out their entitlements at www. affordablechildcare.ie. The increase in children assessing targeted supports over the month alone when compared to the same period last year shows that children are now accessing benefits which their families previously did not know about. So already the impact is being felt. 2,500 extra children joined the schemes in the past month – compared to 500 for the same period last year. These supports will dramatically increase with the changes coming in September. We are introducing a new universal childcare subsidy, of up to €1,040 per year, for children aged between 6-months and three-years who have not started their free pre-school year.

Targeted childcare subsidies for lower income families will also increase, some by by as much as 50%, offering up to €145 per week. The dedicated providers who offer childcare are also getting behind our efforts. As Minister I am mindful of the difficulties in the sector and remain fully committed to secure funding aimed at improving quality in Budget 2018. Out of the 4,500 childcare services in the country, more than half have begun the process of re-contracting with the Department of Children and Youth Affairs to deliver Childcare supports on its behalf. Two in every three services that have already signed annual childcare contracts have signed up to deliver these particular childcare supports. This is higher again for childcare services in Roscommon, Donegal, Sligo, Kerry, Galway, Carlow and Leitrim where sign up rates average at 75%. As Minister I have written

to every TD and Senator to help get the word out. All have been provided with information leaflets for parents and providers. They

will be distributed through constituency offices.

In addition, during August the awareness campaign will

continue as we work towards the goal of ensuring every family knows that childcare in Ireland is changing forever.”

LACK OF SUPPORT LEADING VULNERABLE WOMEN INTO HOMELESSNESS New figures show 42% of Irish homeless people are female

Fianna Fáil Senator and Seanad Group Leader, Catherine Ardagh has expressed deep concern regarding reports that almost 50% of those living in homelessness in Ireland are women. A recent report on Ireland’s homeless crisis, published by Trinity College Dublin has shown that more than half of the 42% of women in

homelessness are based in the Capital. Speaking on the issue during Seanad Order of Business, Senator Ardagh said, “It is shameful that our country has been identified as having the most feminised homeless population in the European Union. It’s believed that over 4 in 10 of homeless adults in Ireland are women with almost half of those in

Dublin. “Sadly research predicts that the situation is likely to worsen particularly as a growing number of women are deterred from registering as homeless due to fear of stigmatisation. “According to the report, the Government's continued failure to address the housing crisis has led to a significant number of homeless families

headed by lone mothers. “While every person continuing to live in homelessness warrants this Government's full support, the fact is that when there are women in homelessness there is a greater chance that there are vulnerable children involved also," she explained. "Ireland's policy on the provision of homelessness

services focuses heavily on short-term emergency accommodation but women with children are in particular need of longterm, permanent housing. “I plead that urgent action be taken to provide adequate, gender sensitive, affordable housing for women and children across the Capital and nationwide,” concluded Senator Ardagh.

The Construction Industry Federation (CIF) has warned that any withdrawal of the Help-To-Buy (HTB) Scheme will further restrict Ireland’s housing supply and compound the housing crisis. CIF Director General Tom Parlon said: “The Help To Buy scheme has been a significant contributor to the growth in residential construction activity. Any suggestion of a withdrawal of this scheme could have

a detrimental impact on confidence and the ability of house builders to maintain and increase their residential building programmes.” “The Help to Buy Scheme has created a viable market for first time buyers and that has meant that banks have begun to lend once again to builders who are building starter homes again,” Tom Parlon said. “The house price inflation that we are seeing, is happening in

the vast majority of cases, in the second-hand home market- a market that those availing of the Help To Buy Scheme are not involved in. These house price increases are driven by scarcity in second hand home market, which accounts for 90% of transactions according to a recent report by Daft.ie.” “If the price of a new home is €250,000, it will cost the government €15,000 or so under the Help to Buy Scheme and yield €100,000 in direct and indirect revenue - that’s more than a six-fold return to the exchequer.” “To date the scheme is justified by the positive impact it is having in terms of both boosting supply, stemming from greater investment in residential building, and in ability of first time buyers to purchase a newly built home,” Tom

Parlon added. “Our members can confirm that residential building has been made more viable in key locations on account of its introduction by assisting prospective house purchasers with the deposit level, which is now required under the Central Bank’s macro-prudential mortgage lending rules on Loan to Value. It is quite simple; first time buyers can buy homes, so building them becomes viable.” In a submission to the Independent Impact Assessment for the Minister for Finance of the Help to Buy Tax Incentive, the CIF outlined the body’s considered opinion that the crisis in housing supply had warranted the temporary introduction of the HTB scheme in 2016 to assist in: (1) the viability of new residential building, and (2) the ability of first time

buyers to purchase a new home. “The HTB scheme ultimately contributes to generating other taxable incomes via employment and linkage effects,” Tom Parlon said. “Decisions around tax incentives should always be country and context specific. We strongly believe that the Government and the Department of Finance apply measured tax policy analysis in all fiscal decision making, and therefore in the context of a particular housing supply crisis and a highly developed tax administration system it was prudent to introduce a time bound tax incentive scheme of this nature.” Members of the Irish Home Builders Association, a constituent association of the CIF which represents residential building members, have expressed

their full support for the HTB scheme. According to the IHBA the HTB scheme has been a major factor in their ability to present viable residential development proposals to their funders to secure the required development finance and commence development. This is reflected in the increase in residential building activity experienced since introduction of the HTB scheme. There are over 250 qualifying contractors currently registered for the HTB scheme. The Construction Industry Federation estimates that the level of new residential completions for 2017 will be in the region of 18,000 units. This compares to 12,666 units in 2015, illustrating an overall increase of 42% from 2015-2017.

THE NEED FOR A PERJURY ACT

ISME, the Irish Small and Medium Enterprises Association have launched its policy document on the need for a Perjury Act. The Department of Finance is currently considering a range of measures to combat the excessive cost of insurance. Despite being lobbied hard by ISME to do so, the Department is not considering the introduction of a statutory offence of perjury as one of these measures. The policy launch sets out why we believe the

enactment of a Perjury Act is an essential component in the fight against whitecollar crime in general; and for lower insurance costs in particular. ISME Chairman Ciaran Murtagh said " It is completely unacceptable that Irish law facilitates the rip-off of Irish businesses and Irish motorists through false and exaggerated claims. We call on Minister Charlie Flanagan to introduce this law this autumn."

The new National Drug & Alcohol Strategy is now complete and was officially launched on July 17th by An Taoiseach Leo Varadkar. Entitled “Reducing Harm, Supporting Recovery - A health-led response to drug and alcohol use in Ireland, 2017-2025”, we are happy to see Alcohol has been included in the title and content of the plan, having made several representations for it to be included. The 8 year plan does read to be somewhat of a shift from a more justice led plan to that of health. The strategy, even by its logo, appears to be service user, family and community focused. The launch was well attended by government and departmental officials, both Leo Varadkar and Minister for Health Simon Harris addressed the launch, as well as Minister with responsibility for the strategy, Catherine Byrne. We truly hope that the launch of our new National Drug & Alcohol Strategy marks a shift in the government’s agenda and its support for drug & alcohol issues. Our communities have suffered and are very much still suffering, the impacts of substance misuse and related issues / crime. INITIATIVES NEEDED TO AVOID RISE IN NUMBER OF BABIES BORN WITH DRUG WITHDRAWAL Fianna Fáil Spokesperson for National drugs Strategy, Jack Chambers TD has said that there is a critical need to develop detox facilities and appropriate drug treatment centres to avoid a future rise in number of babies born with neonatal abstinence syndrome in Ireland. It has been reported that between 2012 and 2016, a total of 501 babies were discharged from Ireland’s maternity hospitals with drug addiction withdrawal symptoms due to their mother’s use of drugs during pregnancy. Last year alone, 92 new born babies were born across Ireland suffering from drug withdrawal such as heroin and cocaine. Commenting on the reports Deputy Chambers said, “Maternal drug abuse has been a problem in Ireland for some time now and while numbers fluctuate, the number of babies born with withdrawal symptoms continue to remain at an

alarming level. “These numbers are unlikely to slow down unless proactive measures are introduced to intervene in problem drug use, particularly in young women. “The symptoms suffered from neonatal abstinence syndrome are due to the exposure to toxic effects of

Our addiction services must better support these women to assist them with rehabilitation to end their use of harmful drugs. “At some point as a society, we are going to have to decide how serious we are about drug use in Ireland. The latest figures emphasis the ever pressing need to develop longterm programmes and rehabilitation services such as detox beds, which are proven to be effective,” concluded Deputy Chambers.

GOVERNMENT MUST INTERVENE TO ENSURE LGBTQI STUDENTS ARE TAUGHT SEX EDUCATION

Sinn Féin Seanad spokesperson for the Arts, Youth Affairs and LGBTQI Rights, Senator Fintan Warfield speaking in the Seanad raised the issue of ethos-based schools not teaching their pupils LGBTQI aspects of the Social Personal and Health Education (SPHE) and Relationship and Sex Education (RSE) curriculums. The Education Act 1998 provides that an ethosbased school can derogate from aspects of curriculum in order to uphold the “characteristic spirit” of said school. Senator Warfield said:“Many pupils across the state are not taught how to have

safe sex, the boundaries of consent, relevant health information or how to have healthy relationships because of their sexuality or gender identity. This serves, in my view, to cement the stigma and isolation that a young person feels during their formative years when their sexuality or gender identity isn’t perceived as a norm as dictated to them by their school. “While not all ethos-based schools confine their RSE modules to heterosexuality and that many work hard to ensure their pupils are informed in an inclusive and equal setting, it is important that the Government act to ensure that no child is

"Europe is worth fighting for but relying on domestic governments and a sprinkling of interested bodies isn't enough. Far too many EU citizens take the benefits of the EU for granted, and far too many are exposed to relentless and simplistic eurosceptic propaganda. "The EU needs to put far more energy into combatting this by selling itself continuously. It cannot just be at referendum time or when an existential crisis occurs. HOME CARE PROVIDER CARELINK LAUNCHES RECRUITMENT CAMPAIGN TO FILL MORE THAN 30 JOBS IN DUBLIN AND WICKLOW

CareLink, one of the country’s leading providers of care in the home for older people and people with disabilities, has launched a campaign to hire more than 30 Home Support Workers in the Dublin and Wicklow area. The home support organisation, which is a division of the Rehab Group, changes the lives of more than 800 adults and children every year by supporting them to live independently in their own homes. As the organisation continues to develop and grow, the service is now looking to immediately hire more than 30 permanent Home Support Workers throughout Dublin and Wicklow. CareLink’s home-based respite service gives hundreds of carers and their families a temporary break from the difficult challenge of round-the-clock caring for their loved ones. McGovern. The Kilnamanagh youngster who turned 12 in April of this year recalls her encounter with the "Taylor Effect" back in 2012 when she was just 7 years old. "I remember watching Katie Taylor fighting in the London Olympics and thinking I'd love to do that. I was always messing putting my dad's boxing gloves on, but after watching Katie I really wanted to do it as a sport". Unfortunately for Georgia her first battle would be convincing her parents, who like many others in a similar dilemma, tried to divert their Taylor wannabe down a softer path. "I pleaded could I join boxing, I had tried so many things like Ballroom Dancing, Baton Twirling, Hip Hop and music but didn't stick to them". "I reminded them every day how much I wanted to join boxing until they contacted my soon to be coach Stephen Kavanagh (Kavo) in Kilnamanagh Boxing Club". Eventual victory over her anxious parents provided a glimpse of the determination and conviction that would allow Georgia to quickly adapt to the fighting arena. "I remember my first day in Kilnamanagh Boxing Club, I loved hitting the bag and Kavo even did some pads with me, I thought I was Katie Taylor, recalls the confident youngster with a giggle. Patience would be required once the initial excitement faded away as it would be a few years before Georgia would reach the required age to box competitively. Again Georgia, who just

completed her last year of primary school at St Kevin's Girls School showed the commitment of a champion to keep training until she finally reached the competitive threshold. Having developed her pugilistic skills by participating in noncompetitive club shows, 2016 finally saw the gutsy brawler enter the competitive circuit. This inaugural year of competitive combat seen Georgia reach the final of the Monkstown Cup. Beaten in the final by a tricky southpaw, a bitter disappointment that brought about an even stronger desire to win. "My first real fight was the Monkstown Cup in June 2016. I won the semi-finals but lost to a very good boxer in the final. She was a southpaw and I had never been in with a southpaw before, so I didn't really know what to do. I got panicked, I wasn't really listening to my corner". "Kavo told me after the second round the I did great but he was pulling me out of the fight. I begged him to let me fight but he wouldn't, he was right to look after me and I learnt from that fight. I trained harder and got fitter". Georgia returned to the gym with a determination and conviction to improve and within a couple of months the Kilnamanagh youngster claimed her first title, which was followed by a National title in early 2017. “I was motivated by that loss and put loads of effort into improving my boxing and

getting fitter. In October of 2016 I won the Esker Cup, I was over the moon. Then this year I won the Dublin’s and then the All Irelands by stopping my opponent in the first round of the final”. The determined starlet was to come full circle by winning the Monkstown in 2017, again stopping her opponent on route to victory. Behind every amateur boxer is a coach who invests thousands of hours developing and encouraging their fighter along with committed parents who ensure their future stars eat like champions and attend training. This is not overlooked by Georgia who recognised the importance of coach Kavo and her parents in her success to date. “I get on great with Kavo, he is like a big brother. He is always slagging me in the gym and making me laugh but gets me to train the best I can. He puts so much work into me, it's the only club I've ever been in and the only club I'll ever be in”. “My mam and dad cook all my meals at night or in the morning for me to make sure I'm eating healthy coming up to fights so I have the energy I need to be the best I can”. At just 12 years of age, the commitment and determination to succeed Georgia has displayed is quite incredible, components many adult fighters struggle to muster. Should her pugilistic drive continue, who would bet against the “McGovern Effect”, a transition I’m sure Katie Taylor would welcome.

Legal rights group FLAC said a new law will introduce long awaited reforms of the legislation underpinning the Financial Services Ombudsman’s office. The ‘Central Bank and Financial Services Authority of Ireland (Amendment) Bill 2014’, was passed. It had been tabled by Sinn Féin Finance Spokesperson Deputy Pearse Doherty. Deputy Doherty based much of this bill on recommendations for reform set out from FLAC’s 2014 report, ‘Redressing the Imbalance’. The bill had been passed in the Dáil on 23 May. Welcoming the bill, FLAC Chief Executive Eilis Barry said: “It is very positive that the FLAC’s recommendations on financial services complaints in ‘Redressing the Imbalance’ are reflected in this new consumer protective legislation. “Redressing the Imbalance researched legal protections for consumers of credit and other financial services

in Ireland. FLAC Senior Policy Analyst Paul Joyce said: “The key reform in this new Act is a potential widening of the time to bring a complaint. Up to now, a person had six years from the date of the financial services conduct complained of, regardless of whether they were aware that they actually had a complaint. This Act introduces a new alternative time limit of three years from the date the person making the complaint ‘became aware, or ought reasonably to have become aware of the conduct concerned’. “The new time limit applies to pensions and ‘long term’ financial products and may be particularly relevant to the mis-selling of products like mortgages and payment protection insurance policies. In practice, it will mean that the right to complain will no longer just be confined to a six year period from when a loan or policy was sold but also three years from when a

problem developed with it. In addition the Ombudsman will have a general discretion to allow a longer period where there are reasonable grounds. This should allow complaints that had been previously ruled out because of the six year rule to be readmitted.” A separate government bill to formally merge the Office of the Financial Services Ombudsman with the Pensions Ombudsman’s Office along with other reforms is also in the pipeline and was considered by the Dáil Select Committee on Finance and Public Expenditure at the end of June. “FLAC believes that the rights of consumers and effective remedies are part of the broader right of access to justice. This means the state must ensure that consumers have access to fair, accessible and effective redress systems. We welcome this new law as it improves the redress mechanisms and

Deputy Rock said: “It is a positive step forward that Ed Sheeran has taken this measure to protect his true fans from being extorted of their hard earned money. “While these kinds of measures are to be welcomed, the Government needs to step up and take the right measures to ensure that consumers are protected for high profile events such as concerts and sports events.” Deputy Rock introduced the Prohibition of Above-cost Ticket Touting Bill 2017 in January of this year and is currently waiting for it to be progressed to

LUCAN CHILDREN QUALIFY FOR IRISH KICKBOXING TEAM Two very talented children Amy Wade (10) and Zach Lamari (9) will represent their Ireland in taking part in the WAKO European Kickboxing Championships in Macedonia in September. Amy and Zach both train in the renowned Bushido Martial Arts venue in Clondalkin with their highly respected coach IIija Salerno. Amy started martial arts with taekwondo at age of 7 and just over two years later she holds gold titles in Sparring and Patterns, while also competing in several national competitions throughout Ireland. This Lucan girl has recently won Gold, Silver and Bronze in various kickboxing

competitions and in April 2017 she entered in to her first cadet National Kickboxing Championship in Citywest Hotel. She overwhelmed her opponents with her skills and won the coveted only National Irish title recognised by Sports Ireland. Amy added ‘I am really excited to say I have now qualified for the official national kickboxing team and will represent Ireland in the forthcoming WAKO European championships to be held in Macedonia from 2nd-10th September and I am looking to achieve victory’. Zach also from Lucan, has been involved in taekwondo since he was 4 years of

age. He commenced kickboxing at age 7 and has achieved outstanding success in both disciplines. O’CONNOR SUPPORTS THE IRISH HEART FOUNDATION’S CAMPAIGN FOR REGULATION OF DIGITAL MARKETING TO CHILDREN Local Councilor Charlie O’Connor has tabled a motion for the September meeting of South Dublin County Council calling on Denis Naughten TD, the Minister for Communications, Climate Action and Environment to protect children’s health through strict controls, particularly on digital marketing, by introducing a comprehensive statutory system of regulation for online unhealthy food and drinks marketing directed at children. The call comes in support for the “Stop Targeting Kids” Campaign organised by the Irish Heart Foundation, which is seeking to sign up 30,000 supporters to back its call. Speaking ahead of the Council meeting discussing

the motion, Councillor Charlie O’Connor said: “This motion is of huge importance to the people of Tallaght and the wider County area. As we grapple with growing levels of obesity and a health system under strain, it is important that we take all necessary steps to protect our children’s health. The “Stop Targeting Kids” Campaign organised by the Irish Heart Foundation, is a groundbreaking campaign enlisting public support to force action restricting relentless junk food marketing directed at children, particularly on social media.” Charlie O’Connor added that: “It is important that we, as a local Council, assist this important campaign by raising awareness at local

level amongst parents on these powerful marketing tactics. It is only by creating awareness and a groundswell of support for this campaign that we will affect change on this issue and encourage the Government to introduce a comprehensive statutory system of regulation for online unhealthy food and drinks marketing directed at children.” He also said that “One in four children in Ireland is overweight or obese. INLAND FISHERIES IRELAND’S DUBLIN ANGLING INITIATIVE OFF TO GOOD START ON BOTH SIDES OF THE LIFFEY

Inland Fisheries Ireland’s Dublin Angling Initiative has kicked off for the 2017 Summer Season with several local schools and youth groups already enjoying fishing lessons and field trips. Sphere 17 from Darndale and Whitechurch Youth Services from Rathfarnham were among the first groups to get out fishing, while Chapelizod’s Community Festival incorporated angling and environmental lessons from the Dublin Angling Initiative into its programme of events. Sphere 17 Youth Services from Darndale, Dublin 17 travelled to Malahide, North County Dublin to take a charter boat, Fish & Trips, for a few hours of sea angling. The group spent the evening learning how to fish beside Ireland’s Eye, catching pollock and mackerel. While fishing, they also reported seeing plenty of local resident birds and seals as well as wallabies and deer on the island. The fishing trip was one of six over the past month with the group also enjoying lessons in coarse and game fishing. Meanwhile, Southside youth group Whitechurch Youth Services were also out fishing

recently with the Dublin Angling Initiative. They were taken to Courtlough Fisheries, Balbriggan where they were coached in bubble and fly fishing for trout. Participants learned about fish handling and catch and release fishing. In addition to fishing lessons and field trips, the Dublin Angling Initiative has also been attending community events with a view to introducing young people to the fisheries resource in their own locality. At the recent Chapelizod Community Festival, 16 young people between the ages of 10-15 years enjoyed an environmental and history lesson on the River Liffey which runs through their community from fisheries staff. The lesson was followed by a more practical invertebrates sampling and identification session and an opportunity to examine juvenile trout and salmon which were taken from the river before being safely released again. The group finished with a fly fishing lesson where they learnt the basics of getting started in the pursuit. Oisin Cahill, Co-Ordinator of Inland Fisheries Ireland’s Dublin Angling Initiative

The eight-team tournament takes place at the National Basketball Arena in Tallaght on Sunday, August 27th with kick-off at 10am. As well as a host of famous faces showing off their soccer skills, half-time entertainment includes Ireland's "mini-Messi." As seen on The Saturday Night Show on RTÉ and with over one million views on YouTube, 14-year-old Ciaran Duffy will be showing off the skills that has led to him being dubbed the "minimessi." Mental health problems are the largest single source of ill health in Ireland’s young people. Jigsaw Ireland know

'LOVE FOR ALL, HATRED FOR NONE'

On Sunday 9th July the Ahmadiyya Muslim Association helds its 16th Jalsa Salana (Annual Convention) in Glenroyal Hotel, Maynooth. This year 306 Ahmadi Muslim men, women and children from all over Ireland gathered in order to reaffirm their rejection of violence and extremism, as the community is totally committed to eradicate all forms of extremism that is furthermore evident in its motto of 'LOVE FOR ALL, HATRED FOR NONE'. The Jalsa Salana is the formal annual gathering of the Ahmadiyya Muslim Community initiated by Hadhrat Mirza Ghulam Ahmad, the founder of the community who claimed to be the awaited Messiah and Mahdi. He stated that such conventions should not be ranked in the league of other human assemblies. But rather the objectives of this spiritual gathering is to broaden the knowledge, deepen the understanding of God Almighty and inculcate brotherhood amongst members of the community. Today these conventions are being held globally on a national scale in their respective countries and are well visited by national & international politicians, guests from different faiths and friends of the community. Throughout the Jalsa day there were many speeches in both English and Urdu

delivered by members of the community. In addition to this His Holiness Hadhrat Mirza Masroor Ahmad the Worldwide Spiritual Head of the community and Khalifa of Islam sent his representative Imam Raja Burhan Ahmad (UK) to also attend the convention and address the gathering. Alongside this His Holiness also sent a special message that was the highlight for the day. Whilst addressing the members in his special message, His Holiness wrote: "You should keep in mind that the prime aim of this Jalsa is to achieve closeness to Allah, advance in religious knowledge and understanding, to bring about virtuous changes in one's life and to integrate them into one's everyday affairs, to save oneself from the desires and futilities of this finite world, to enhance the relationship of love, affection and of brotherhood with our fellow beings, and to strive to fulfil these noble tasks with all of one's abilities and capabilities, and finally to make a promise to spread the peaceful message of Islam to the corners of the earth." The Jalsa day began at 10:00 am with the flag hoisting ceremony. The Jalsa day was covered by Muslim Television Ahmadiyya Ireland and was also being live streamed on the internet. The Day was divided into three session. During the second session

8 external guests also joined the proceedings of the day which included the Hounrable Mayor of South Dublin County Council Mr. Paul Gogarty, Garda Darren Coventry Howlett of the Garda Racial, Intercultural and Diversity Office, Ms. Joanna Tuffy (Former TD for the Labour Party) and 3 representatives from the Lucan Garda Branch. During his address to the Jalsa, The Mayor thanked the community in extending an invitation to him. He appreciated the good work of the community in all fields especially in bringing harmony amongst the other faiths. He also mentioned that he would like to see communities proactively working towards the betterment of the Irish Society and Integration. Toward the end, he mentioned that the Irish Society is facing alcohol related issues and inquired about the Islamic perspective on drinking Alcohol. Thereafter Garda Darren Coventry Howlett mentioned his friendship with the community and how he was extremely impressed by the personality of His Holiness and also emphasised that members of the community should report incidents of discrimination and help the Garda in addressing these issues. In conclusion, he wished all the members a very successful convention and thanked the community for inviting him.

to perform its daily routine as law abiding citizens of the state, He further mentioned the true teachings of Islam, the advent of the Promised Messiah and also cited a few remarks of Irish people in regards to the Ahmadyyia Muslim Community and his Holiness Hazrat Mirza Masroor Ahmad,aba who is constantly waging Jihad of love. In the end, he replied to the Mayors question with regards to Alcohol by stating that Islam categorically forbids the use of Alcohol. The session ended with a silent prayer. At 1.00 pm there was break

In the last session, Academic Awards were distributed to members of the community who have achieved excellence in their fields. The Jalsa Day ended with the address of Imam Raja Burhan Ahmad who exhorted members in regards to the blessings of financial sacrifice. This was followed by a silent prayer and group photos.

Question: I was pushing a very heavy trolley at work recently and ended up injuring my back. The passageways normally are on one level which makes the job relatively easily. However, works are ongoing at the premises and I had to push it up a slope which required a huge amount of effort. I was so frightened that it would roll back on top of me that I pushed probably beyond my ability getting it to the top of the incline. This has caused me considerable back pain since then and I am wondering if I should do anything about it. I am afraid that I could lose my job if I bring a case. I have been in the job for 7 years and generally enjoy the work and don’t want to have to leave. Can you suggest what I should do?

Answer: Firstly, let me reassure you that after 7 years working in the same job that , you are a permanent Employee and therefore entitled to all the statutory rights of permanent Employees. Should your Employers make any attempt to get rid of you as a result of a claim for which they are at fault then, you would have a separate cause of action for unfair dismissal. We are sure however that your Employer would not be so foolish as to attempt to do this. Remember that your Employers are very likely to be insured against this type of accident and as such, the claim would be handled by the Solicitors nominated by the insurance company rather than your Employers directly. As such, you should not concern yourself about the risk of losing your job if you commence a claim. With regard to the injury this sounds like a nasty one with potentially far reaching consequences. Hopefully, you have already been to see your doctor to help your chances of a speedy recovery. Back injuries are notoriously unpredictable and hit some people much worse than others. You should make sure that you get the best possible medical attention and treatment. In addition, it is very important that the accident was reported to your Employers. If you have not already done so, you should do so as a matter of urgency. You should speak to your immediate supervisor and report

the accident. It sounds to me as if proper procedures were not put in place by your Employers to deal with the changing landscape of the premises during the renovations. You should not have been expected to push a heavy trolley up a steep incline without assistance. Obviously, detailed instructions will have to be given to your Solicitor but it certainly sounds as if you have a good cause of action against your Employer. You should make an appointment to see your Solicitor after you have made the formal complaint about the accident to your Employers to make sure that it is recorded and statements taken from all relevant Employees and all witnesses. Answer: This is not as uncommon as you might think. We have dealt with several similar cases here in the office and we can tell you from the outset that the Taxi Drivers insurance company are always responsible for the actions of their passengers even if they have no control over those actions. As such, you do have a good cause of action against this taxi driver albeit he himself is innocent of any wrong doing. It can be something of a nightmare for taxi drivers as passengers are often careless as to how quickly they want to get out of a taxi disregarding pedestrians of the footpath. In this case, you were unfortunately in the wrong place at the wrong time. On a more fortunate note however you did take the registration number of the vehicle. Your Solicitors will be able to trace the owner of this vehicle with that information. The sooner you do this the better as insurance companies have to be notified of accident claims within a relatively short period of their occurrence if the policy holder is not to lose the benefit of that insurance cover. You do not say whether or not the taxi driver was aware of the incident. Hopefully he was and if so is very likely to have already notified his insurance company. However, we would not waste any time and strongly recommend that you make an urgent appointment to see a solicitor as soon as possible with a view to pursuing this case further. THE SOCIETY OF ST VINCENT DE PAUL CONCERNED AT ANTICIPATED INCREASES IN ELECTRICITY AND WASTE CHARGES COMING IN THE AUTUMN

The Society of St Vincent de Paul (SVP) has expressed its concern at the anticipated increases in electricity and waste charges coming next September and October. SVP says that it is particularly concerned at the impact that increases will have on the many families and individuals it visits who cannot afford to pay additional charges on top of other costs they face.

"Autumn is a particularly difficult time for families who have just faced backto-school costs and are worrying about upcoming Christmas expenses and getting through the winter months when energy bills are at their highest.” says the Society. Waste charges Concern at the forthcoming changes in waste charges has been widely expressed in recent days. SVP accepts that the pricing structure for waste removal should encourage waste reduction and recycling but calls for waste charges to be properly

regulated and poverty proofed, with affordability measures put in place for low income households in order to prevent further hardship. The Society highlights the fact that households with young children or family members with medical needs have limited capacity to reduce their volume of waste and households without cars are less able to avail of recycling facilities. PSO Levy on electricity bills The Society is also critical of the proposed increase in the Public Service Obligation Levy (PSO) which if implemented will bring the annual charge to consumers to just under €100, the largest fixed charge in an electricity bill. The proposal by the Energy Regulator (CER) is to increase the PSO levy by 27% from €392.4m in 2016/2017 to €496.5m for 2017/2018. Given the year-on-year increases over the last five years, SVP fears a much more significant charge into the future.

Of further concern to SVP is that a higher proportion of the levy will be imposed on domestic and small commercial customers. Jennifer Thompson, SVP Social Policy Development officer says, “As it stands, the PSO is imposed on all domestic customers at a flat rate, irrespective of household energy usage. It creates a disproportionate burden on low income customers. "With VAT added, domestic customers are effectively paying a tax on a tax. “In the interest of social justice and fairness, we urge the Government to review the application of the PSO levy to struggling energy customers and spread the cost burden more evenly between electricity customers and renewable energy producers.” she said She also said that next month Minister Naughten is expected to publish details of a price support scheme for companies producing renewable energy, anticipated to apply to both

off-shore wind and solar energy. “Our concern is that such a scheme and the number of renewable generators will drive further increases in the PSO levy to households unless government policy is developed to more appropriately subsidise the renewables business. “While we are in favour of supporting renewable and sustainable energy, in the light of such considerable increases, the social impact of the PSO levy must now be assessed.” she said The PSO is a longstanding instrument of Government energy policy and the Regulator’s role is to calculate the levy in accordance with Government policy. The levy was designed to support national policy objectives related to renewable energy, indigenous fuels (peat) and security of energy supply. Some of the subsidies ended in 2015 but new renewable schemes continue to be added subject to Government and EU approval.

O’CONNOR RAISES PAVILION ISSUE AT COUNCIL MEETING. Local Councillor Charlie O’Connor has raised the delay in progressing the delivery of the long promised Pavilion at Dodder Valley Park in Old Bawn. He was speaking at the monthly meeting of the Tallaght Area Committee and asked Council Management to explain the delay. He was told that “The aim of the current pavilion construction programme is to provide for the provision of further pavilion facilities; commencing with provision at Dodder Valley-Old Bawn Park, Griffeen Park and Corkagh Park. The pavilion at Dodder Valley Old Bawn has passed the Part 8 stage and it is now in its 2nd tender process. The construction of the TASC pavilion at Limekiln indicated there might be advantages in terms of quality, cost and delivery through the use of prefabricated construction systems allied to the GCCCC Design-build contract. However the tenders for the Pavilion programme issued in 2016 did not achieve results in either value for money, design innovation or the creation of a list of suitable contractors. It was agreed to re-tender the Pavilion programme using the more successful tender model of design-build allied to more traditional construction employed on the now completed Ballyowen equine centre. The pavilion programme remains a priority of the council. Tenders for a single-operator framework for the first 3 pavilions centering on the Dodder Park pavilion as exemplar project issued earlier in 2017. The tender stage is still on-going with a decision on same expected imminently.” Charlie O’Connor also asked Council Management to deal with concerns expressed by Parkwood Residents Association regarding current anti-social behavior in Dodder Valley Park. He sought guarantees that the Council would also deal effectively with such problems when the Pavilion is in place.

CORKAGH PARK AWARDED PRESTIGIOUS GREEN FLAG

South Dublin County Council received a prestigious Green Flag Award for Corkagh Park at an awards ceremony in Malahide Castle yesterday. The Green Flag Award is an international quality benchmark that recognises and rewards the provision of good quality parks and green spaces. Established in more than 50 countries, the award scheme is administered in the Republic of Ireland by An Taisce and rates the management of parks by local authorities across six criteria including safety, cleanliness, conservation, community involvement and

sustainability. Corkagh Park is one of 36 public parks from across the country to achieve a Green Flag award in 2017. Parks are judged against acknowledged international best practice and standards on a number of criteria including cleanliness, horticultural standards, community involvement, sustainability and providing a warm welcome. The Mayor of South Dublin County Council, Cllr Paul Gogarty welcomed the news saying: “I am delighted that Corkagh Park has deservedly been awarded a Green Flag.

This award celebrates and reflects the commitment and skill of our staff who work hard to make sure that our parks are a pleasure to visit all year round”.
