NO FUNDS FOR VICTIMS OF DOMESTIC VIOLENCE
The Free Legal Advice Centres (FLAC) has long campaigned for civil legal aid fees to be automatically waived for victims of domestic violence when seeking safety, protection or barring orders. It had also campaigned for a comprehensive and realistic review of the budgetary requirements of the Legal Aid Board so that it could deal with the waiting times for legal aid. It had hoped that these issues would be addressed in Budget 2018. However, the Legal Aid
Board has received an increase of just over 3%, in comparison to last year when the Legal Aid Board received an increase of 12%.

We are further concerned that the allocation will not have any significant impact on the waiting list”, said FLAC CEO Eilis Barry. At FLAC’s Annual Report Launch in July, Minister for Justice Charlie Flanagan had stated that he was keen to have this issue reviewed. The Tánaiste had also previously indicated that she was in favour of having it reviewed. In April 2017, the Tánaiste and Minister for Justice and Equality, Frances Fitzgerald, estimated that the annual cost of waiving financial contributions for both applicants and respondents in proceedings where the sole application before the court is for an order under the Domestic Violence Acts in 2016 would have been €138,000.

Dublin South West TD and Fianna Fáil spokesperson on Dublin, John Lahart, has criticised the government for the delays in turning the sod on 38 social housing units in Rathfarnham. The development, which got the green light in 2015, has yet to see any work commence. Lahart, who raised the issue directly with the Taoiseach in the Dáil last week, said: “We are now on our third Minister for Hosing since the development was given
the go ahead. In response to Deputy Lahart, the Taoiseach indicated that he would have Minister Murphy reply directly to him which he has done. Minister Murphy, in his reply, states that the project is due to commence in the next three weeks and has an expected completion date in the third quarter of 2019. “I hope the Minister stays true to his word and that of the Programme for Government where it is

GOVERNMENT REPORT ON LONE PARENTS FOUND ITS OWN REFORMS INCREASED RISK OF POVERTY Budget 2018 was a missed opportunity to have meaningful impact on poverty and disadvantagesays SVP
On the eve of Budget day, a Government report on its reforms of the One Parent Family Payment introduced in 2012 found that over 50% of lone parents were worse off financially even though there has been a small increase in lone parents taking up full-time employment. The report shows that the reforms increased poverty among lone parent families and made parenting alone more difficult. The Society of St Vincent de Paul (SVP) says that it has been warning Government for years that the reforms were having a negative effect on lone parents. The Minister for Employment Affairs and
Social Employment Regina Doherty,TD has conceded that the balance of evidence indicates that there is an increased probability of lone parents being at risk of poverty as a result of the changes. The report by Indecon was commissioned by the the Department of Employment Affairs and Social Protection. Despite this evidence, the report did not contain any recommendation to help support lone parents into education and sustainable employment. This is regrettable says SVP which describes the measures in Budget 2018 to support lone parents as ‘piecemeal’.
In its assessment of Budget 2018 SVP also says that the Budget: * Failed to deliver measures to tackle education costs. * Doesn’t offer much certainty for the future for the 1,442 families, and 3,048 children living in emergency accommodation due to the continued reliance on the private rented sector. * And the small increases in social welfare, while welcome, will be wiped
out by rising costs in energy and rents. The Society says that the budget was a missed opportunity to have a meaningful impact on poverty and disadvantage. It says that additional resources were spread too thinly. As a result the budget will do little to address the huge deficits in housing, childcare and education. “We had hoped that this Budget would have been more ambitious, taking a
longer-term view of what is required to improve public services and infrastructure, particularly for those most in need of quality services and supports.” said Kieran Stafford, SVP National President. SVP says that its members witness the reality behind the huge number of children (139,000) growing up in poverty every week. Through its home visitation work SVP members meet parents who go without food so their children can
eat. “We know households with teenagers particularly struggle, so it was also very disappointing that there wasn’t additional targeting for older children.” said Kieran Stafford. “The small increase in social welfare is welcome, but for many families this will likely be absorbed by the recently announced increases in electricity prices and the PSO levy, and continually rising rents”, he said.

O’CONNOR SUPPORTS TALLAGHT HOSPITAL CAMPAIGN
Local Councillor Charlie O’Connor has called for strong community support in respect of proposals by Tallaght Hospital management to help build further capacity at the Hospital in respect of future demands as to what is seen as the growth of the ageing population in its catchment area. A former member of the board of Tallaght Hospital, Charlie O’Connor was recently briefed on the subject by David Slevin the CEO of the Hospital and his staff, who highlighted the critical need for funding to be provided for the further development of facilities for services at the Hospital. Change occurs because the cells in the epidermis, are constantly replacing themselves. This is the visible and thinnest layer of skin. This process takes longer as we age. He added that on the day he visited the Hospital the Emergency Department was coping with a very difficult situation and pointed out that there were 103 people in the ED waiting to see a doctor. He also pointed out “of this number 21
were on trolleys waiting for beds and 6 of those were in fact very unwell and were on trolleys for over 24 hours”. The situation and the frustration expressed to him by staff helps highlight the case for further development at the Hospital and Charlie O’Connor believes that this campaign must have widespread support.
He has raised the issue at the October meeting of the Regional Health Forum, Dublin Mid-Leinster and was told by Dr Susan O’Reilly, the CEO of the Dublin Midlands Hospital Group that “ Tallaght hospital is currently drawing up plans for a new six storey building on a brown field site that will include 72 new single impatient rooms, expanded Endoscopy procedure rooms and an enhanced Oncology Day service combined with a new pharmacy aseptic unit to address access pressures and to enhance the patient
environment. In addition the Hospital has reconfigured a ward as dedicated older persons ward focusing on the specific needs of this patient cohort and in conjunction with HSE community services appointed a Community Geriatrician. The Hospital is working closely with the HSE to plan future healthcare needs of the aging population in our catchment area which will treble over the next 15 years “. Charlie O’Connor has also tabled business in this matter for the October meeting of the Tallaght Area Committee and is asking his Council colleagues to support the call for funding for the Hospital and has requested that this would be conveyed to Simon Harris TD, the Minister for Health and HSE Management. Finally he said that this is an important campaign for the Tallaght region and it is vital that we all support Tallaght Hospital.
DISAPPOINTMENT THAT 100% SOCIAL WELFARE CHRISTMAS BONUS NOT RESTORED IN BUDGET
Fianna Fáil TD for Dublin Mid-West and Chair of the Employment Affairs and Social Protection Committee John Curran has called on Social Protection Minister Regina Doherty to revisit her decision to not fully restore the Social Welfare Christmas Bonus to a 100% payment in Budget 2018. Families and individuals in receipt of long term social welfare supports need this payment to meet the additional costs of Christmas expenditure. It’s vital that they feel the benefit of a growing economy and improving public finances. The Christmas Bonus was only partially restored in Budget
2017 by 85% which was very disappointing, so it is even more disappointing not to see it fully restored this year in Budget 2018. The Christmas Bonus is generally paid during the first week of December and covers long term social welfare recipient. A full 100% bonus would be worth €238.30 to a pensioner and €193 to a recipient of long term jobseekers allowance. Minister Doherty must revisit this decision immediately. Families and individuals in receipt of long term social welfare supports need this payment to meet the additional costs of Christmas expenditure. It’s vital that they feel the benefit of a growing
economy and improving public finances. “In order to be as fair as possible it is important that Minister Doherty puts a strong case to her cabinet colleagues to ensure the payment is made 100%”, said Curran. The Christmas period can bring a burden and added hardship and stress to already vulnerable households in our communities; with the knowledge of an increased payment due, this might go some way towards softening the pressures of the season on One Parent Households, Pensioners and long term social welfare recipients”, concluded Deputy Curran.

INCREASED VAT ON SUNBEDS WILL HELP REDUCE SKIN CANCER
“The increased VAT rate on sunbed services announced in Budget 2018 will help to reduce skin cancer, the most common form of cancer in Ireland, says Fine Gael Dublin Senator Catherine Noone. “I have long highlighted the incomprehensible and unacceptable discrepancy
between the 13.5% VAT rate on sunbeds, which cause skin cancer, and the 23% VAT rate on sunscreen, which prevents it. “In Budget 2018, Minister Donohoe announced that VAT on sunbed sessions will increase from the reduced VAT rate of 13.5% to the standard rate of 23%, in line with the Government’s
National Cancer Strategy “Under the VAT Consolidation Act 2010 – sunbed sessions were allocated a reduced VAT rate as they were deemed a service consisting of ‘care of the human body’. This is beyond comprehension. “Sunbeds had been ranked alongside beauty treatments, yoga and nail

salons – while paradoxically, the standard 23% VAT rate is applied to sunscreen. “There is strong scientific evidence of the link between skin cancer and sunbed use. In 2009, the International Agency for Research on Cancer (IARC) classified sunbeds as ‘carcinogenic’ to humans, in the same category as
plutonium and tobacco. “A recent IPSOS MRBI poll commissioned by the Irish Cancer Society, shows that 150,000 people in Ireland used a sunbed in the last year, with 36,000 of them using a sunbed once a week. “Moreover, the survey revealed a worrying increase in the volume of young people using sunbeds.
“It is for this reason I strongly welcome the move to bring the VAT rate on sunbed services up from the reduced rate of 13.5% to the standard rate of 23%. I hope that the increased costs prove prohibitive to young people, but also that we send out the right message about sunbeds and the dangers they pose.”

THOUSANDS OF TODDLERS TO BENEFIT FROM CHILDCARE CHANGE Ballyboden, Killinarden and St Kevins Centres get Budget boost
Family Resource Centres, toddlers attending childcare and vulnerable families will benefit directly from budget measures announced by Dublin South West TD and Independent Minister, Katherine Zappone. Minister Zappone says the steps she is taking are a direct result of representations made to her by young people, parents and community workers in Dublin South West. Family Resource Centres in Ballyboden, Killinarden and at St Kevins Girls School are set to receive up to €10,000 each in extra funding. While other communities in the South County Dublin area are being invited by the Minister to apply to establish new resource centres. The Children’s Minister has also confirmed that every child from the age of three will receive a full two-years of free pre-school, a move which is expected to benefit
over 20,000 toddlers. There will also be extra care and social workers in communities from the child and family agency, Tusla, with funding set to pass €750m for the first time ever. Speaking about the Budget Minister Zappone added: “Children, young people and families are my top priority. Delivering real change which will benefit all who live in Dublin South West was the ambitious goal I set for the budget. I am satisfied with what has been achieved. Family Resource Centres are the lifeblood of local communities. We see that in Ballyboden, Killinarden and St Kevins. They provide information, advice as well as activities to improve health and well-being. We need more of this. Every resource centre is to receive up to €10,000 extra in 2018. In addition new centres will be opened,
I am hoping that more communities in Tallaght, Citywest and Rathfarnham will consider applying. The transformation of Irish childcare continues. This year we are investing over €30m to make sure every toddler gets two free years of free pre-school. By guaranteeing this we will see some three and four year olds get an extra 15-weeks of free childcare. Protecting and supporting children and families during times of personal crisis is the main mission of my office. By providing unprecedented funding to Tusla we will pave the way for more care and social workers in our communities. As an Independent TD and Minister I am satisfied with our achievements in this budget. But I am aware too that there are other concerns which must be addressed. Already my office and my Department have commenced preparations
for Budget 2019. We must continue the levels of investment secured for
our young people in the past two budgets and put in place services which are
amongst the best in the world and will deliver for generations to come.”
SUGARY DRINKS TAX PROVIDES “A LANDMARK DAY IN THE FIGHT AGAINST OBESITY” “The introduction of a sugar sweetened drinks levy is probably the single most important action Government can take to tackle Ireland’s obesity crisis. As a result, this is a landmark day in the fight against what is now recognised as perhaps the biggest threat to the health of the nation. “The Minister’s a n n o u n c e m e n t demonstrates a significant commitment on the part of Government to meet its duty of care to protect the health of children in particular. We are also encouraged by indications that the measure is already proving effective by prompting beverage companies to reduce sugar content to ensure products fall below the threshold for the tax.
“The evidence shows the tax alone will reduce obesity, but its impact could be further magnified if at least a portion of the proceeds was ringfenced to fund measures targeted at children’s future health, particularly in disadvantaged areas where obesity rates are highest. This could support a wide range of measures, including the development of new family food initiatives, further expansion of the school meals programme and providing free drinking water in all schools.” Mr Macey also welcomed the 50-cent increase in tax on cigarettes, saying the measure will continue to drive down smoking rates, particularly among teenagers. “It is estimated that the tobacco industry needs 50 young people to
take up smoking every day in Ireland to replace those its products kill or who manage to quit. The Dublin South-West TD commented, “As leaves continue to fall through the remainder of October, they can become extremely dangerous, particularly as the weather begins to turn damp and wet which makes the fallen leaves slippery. “These leaves are not just dangerous for pedestrians but for drivers and cyclists too who should exercise
caution while using the road. “Each year during SeptemberNovember thousands of tonnes of leaves are collected on Dublin streets and many will not be aware of how easily an accident can be caused by walking or driving over autumn leaves. “This may be seen a trivial matter to most but it can significantly impede the elderly living across the city who often find it difficult to go for a stroll or nip out to the shops when these leaves have not been cleared to make it safe from slipping or falling. “Fallen leaves that are left uncollected also pose problems for outdoor drains, which are prone to being blocked. This is a costly consequence and can be a
real nuisance for households. “While each local authority carries out collections, I would like to see an increase in resources allocated to more regularly ensure the streets in every residential area are cleared from piles of autumn leaves. “We must do more to avoid accidents or injury caused by fallen leaves, given they can be so easily avoided by more frequent autumn leaf collections. He concluded, “I very much commend the good work of neighbours, residents associations and residential groups that get involved in their neighbourhood to support the council to manage the problem over these few months.

NATIONAL REUSE MONTH 2017 LAUNCHES - REPAIR REMAKE RE-IMAGINE
Reuse Month is a nationwide initiative coordinated by the three Regional Waste Management Offices and involving nationwide series of events to run throughout the month.
Speaking at the launch Mayor Gogarty said “I am delighted that South Dublin County Council is launching Reuse Month for the Eastern Midlands Waste region. Reuse Month is an important initiative that promotes reuse and waste reduction, which in turn decreases the amount of materials going to landfill and helps conserve precious resources. Education and awareness are important aspects of Reuse month and with this in mind there are many wonderful and interesting reuse events being carried out across Ireland. Today, South Dublin County has a fashion skills and upcycling workshop, along with book exchanges in County Hall and Clondalkin Civic Offices
and vintage displays which show that just because something is old doesn’t mean it can’t still be used and be fashionable. Reuse month aims to make people more consumer conscious and encourages people to look at everyday items that can be reused in another way”. Co-ordinator of the Easternmidlands Regional Waste Office, Hugh Coughlan, said “Waste policy has progressed over the past two decades and at the same time the economic and social potential of waste as a resource has been recognised. Making better use of this valuable resource involves reusing materials wherever possible and prioritising the reuse of such material over recycling, recovery and disposal.” National Reuse Month is an annual initiative to raise awareness about the economic and environmental benefits
of reusing everyday items and materials that would otherwise go to waste. Throughout October, there will be local and regional workshops and events all over Ireland to promote ways for families, businesses and communities to reuse. Donating, refurbishing and repairing items are all forms of reuse and offer people a chance to save or make money, get creative, learn a new skill and do their bit for the environment. The launch also featured a fashion skills workshop from eco-designer Carrie-Ann Moran of the Rediscovery Centre. The workshop taught participants basic skills to update and make the most of their existing wardrobe and so cutting down on fast fashion purchases. Reuse initiatives reduce the volume of waste being discarded while also conserving natural resources, energy and water. Reuse also offers significant
economic benefits by creating jobs and boosting local economies.

BUDGET 2018 BOLSTERS FINE GAEL’S FIGHT AGAINST CRIME 800 new Gardaí to be recruited next year
Budget 2018 bolsters Fine Gael’s fight against crime, a Fine Gael TD has said. TD for Dublin South West and member of the Oireachtas Justice Committee Colm Brophy, noted that Budget 2018 provides for the recruitment of 800 additional Gardaí next year and a further 500 civilian members of the force. “The Budget is a real boost to Fine Gael’s fight against crime. The justice sector has been allocated an additional €63 million for 2018, bringing total funding to €2.6 billion. This marks a continuation of Fine Gael’s commitment to tackling crime around the country. “We are particularly committed to ensuring that people and families in rural Ireland feel safe in their homes and communities. “The funding increase allows for the recruitment
of 800 extra Gardaí next year which is very welcome. “Fine Gael reopened the Garda training college in Templemore after Fianna Fáil closed it down, and we have a plan to achieve an overall Garda workforce of 21,000 personnel by 2021. Today’s Budget shows that we remain committed to increasing Garda numbers and the ongoing reform and modernisation of the police force. “Also positive is the announcement that we will hire an additional 500 civilian staff in 2018. This frees up the Gardaí from administrative and technical tasks, increasing the numbers out on the beat and tackling crime in communities around the country. “Fine Gael has overseen the development of a modern force equipped for 21st century policing. As
Minister Flanagan stated the funding will be used to meet challenges including counter-terrorism, organised crime, and white collar crime. I am pleased to hear there is also provision to maintain targeted operations, such as Operation Thor. “I applaud the Gardaí for the continued successes of Operation Thor, the initiative designed to protect our streets, communities and homes. Operation Thor has seen burglary statistics continue on a significant downward trend. “We have invested heavily in the Garda fleet, with over 720 new vehicles coming on stream since the start of 2015 . €6 million has been allocated to provide for Garda vehicles which will provide for up to 240 new vehicles next year. “I was also pleased to hear
that the increased spending on Gardaí and police staffing must go hand in hand with a commitment to drive reform throughout the organisation. “Minister Flanagan announced an additional €600,000 for the Policing Authority to provide for additional staffing, accommodation and other costs associated with its important work; and an additional €300,000 to the Garda Síochána Ombudsman Commission to strengthen staffing resources including a new unit established in relation to Protected Disclosures. “Fine Gael will continue to prioritise the fight on crime ensuring we do everything we can to protect people and families around the country, particularly in rural Ireland,” Deputy Brophy said.
CALLS FOR REFERENDUM ON WATER OWNERSHIP
Dublin South West Sinn Féin TD, Seán Crowe, has called for a referendum on the ownership of Irish Water to be held to ensure that Irish Water remains in public ownership. Deputy Seán Crowe said: “The Oireachtas is still debating our water services a year after the election, when a majority of the TDs elected to Dáil specifically stated their opposition to water charges. “A great deal of time and money has been wasted because of Fine Gael and Labour’s decision to introduce water charges and install redundant water meters across this country, despite the widespread opposition of the public. “€460 million has been wasted to date installing meters while an antiquated water pipes system continued to leak due to a lack of public investment. “The last couple of weeks we have been discussing the best way to refund money to people who should not have been forced to pay for their water in the first place. “Instead of spending time debating this we should have been addressing other pressing problems such as the 448 people who were on trolleys in Tallaght Hospital or the 690,000 on public hospital waiting lists. “Why is the Government opposed to the idea of a referendum on water ownership? Access to a quality water supply is a human necessity and a right that should be denied to no one. A number of important referendums are planned for next year, so why not include one on keeping water services in public ownership? “Water is one of the most valuable commodities in the world and will become even more valuable due to climate change. “It is inevitable that some wealthy people and corporations will want to profit from this demand and the drive towards privatisation will inevitably flow, as it has in other countries, if we do not put the matter of public ownership in the constitution. “It is important that we keep water provision in this country in public ownership and I’ve no doubt a referendum to this effect would be passed overwhelmingly.”

Chief Officer Mr David Walsh, Cllr Cullen and Cllr Blake showed leadership by getting the vaccine. Mr Walsh noted in his address to Senior Management, Clerical Administration, Healthcare Workers, Residents and the local community that “When we are making decisions, we have to think about not only ourselves but also our co-workers and the people we come into contact with. This year I was very happy to get the vaccine, I am delighted that Cllr Cullen and Blake joined me in that, because it is very important
that we get the message out right across the community. This is very practical and positive public health initiative that we can all contribute to.” Dr Rita lawlor HSE Immunisation Coordinator spoke about the vaccination programme and explained that vaccination clinics have been arranged at different times to accommodate both early morning and late evening shifts. Sharon Maher Clinical Nurse Manager Infection Control explained the importance of the flu vaccination for all service users, healthcare workers, everyone over 65 and anyone over six months of age with a long term illness or with lower immunity she explained that “Flu vaccine is a safe and effective a way to help prevent flu infection” HSE Head of Health & Wellbeing Ms Brena Dempsey thanked all of the residents and staff of Baltinglass

FITZGERALD OPENS ‘CLASSROOM OF THE FUTURE’
Local TD and Tánaiste, Frances Fitzgerald officiated over the opening of Colaiste Phadraig’s ‘Classroom of the Future’ last Thursday evening. The opening was held in conjunction with the schools Open Night for prospective students. Speaking to students, teachers and parents at the open night, Fitzgerald commented “First and foremost we are celebrating this fantastic new classroom....a wonderful, colourful, innovatively designed classroom for the benefit of students and teachers alike. This is a classroom which most definitely has the needs of the modern day student at the heart of it. “This classroom certainly has a unique design – split in two with areas for computers and movable furniture on either side. The beautiful artwork which covers the walls was designed by former Colaiste Phadraig pupil, Daniel Whelan, with the intention of positively inspiring students.
“The room puts students at the centre of the learning process, giving them more responsibility for their own learning. The design promotes peer-to-peer mentoring and collaboration, and incorporates and enables project learning. “School for young people is about much more than what is learnt in the classroom – it’s about finding your passion, setting goals and ideals and working towards them. DIT STUDENTS FIGHT THE STIGMA SURROUNDING MENTAL HEALTH WITH POWERFUL VIDEO CAMPAIGN
To mark World Mental Health Day, members of the DIT Mental Health Society have come together to help tackle the issue of mental health stigma with an inspiring video aimed at encouraging young people to open up about mental health issues and get talking to each other. The video features statements from current DIT students which highlight some of the heartbreaking reasons why they shy away from discussing their mental health issues. Actors include a handful of past and present students who have studied in various schools across the DIT campuses.

According to the World Health Organisation, 1 in 4 people in the world will be affected by a mental health disorder at some point in their life. Members of the DIT Mental Health Society are passionate about raising awareness about student mentality and how to deal with these issues. The society was founded in 2016 by a core group of students, all of whom are still active in the society today, along with newer members that joined when the new academic year began. “We wanted to make the video to explain, to the student body, the reasons for why their classmates or colleagues may choose to hide mental illnesses or issues from them. There can be many reasons why people don’t speak up, and it’s important to highlight this,” said Evin Hughes, ViceChairperson of DIT Mental Health Society. CYCLISTS AND SUPPORT CREW FROM THE CP2CP CYCLE RAISE €16,025.46 FOR CHARITIES
Last week Cyclists and Support Crew from the CP2CP Cycle presented a cheque for €16,025.46 to The Irish Road Victim Association, Parkinson’s association of Ireland and ‘Walking in the Shoe’s in O’Neill’s Bar and Lounge in Lucan.
In August this year a group of 29 cyclists took part in a cycle from Croke Park in Dublin to Croagh Patrick in Mayo, in just one day. This was the second time the charity cycle took place but this time in reverse to that of the route in September 2015. The cycle was the brain child of the late Aidan Lynam of Woodview Lucan, but sadly he passed away in May of 2015 while marshalling on Rev-UP 4-DSI (Down Syndrome Ireland - a charity he worked for) before he could do the cycle himself. This year saw Aidan’s wife Nicky complete the cycle in his honour, a tall order for someone who took up cycling 3 months prior to the event. Each of the three charities
had been picked by participants from the previous event. With each charity receiving a total of €5,341.82 it is sure to help in each of their goals for 2017. The event attracted participants from Dublin, Kildare, Clare, Cork, Belfast and even London. Each participant and support crew covered their own costs which meant that all money raised went
straight to the charities. Huge thanks are owed to our wonderful support crew for looking after us on the day, also our very generous sponsors who helped made the event possible. The organiser’s would always like to thank each one of the cyclists who took part. Their energy, courage and commitment was fantastic and wish them well for their next

MINISTER PERSISTS WITH OVER-RELIANCE ON THE PRIVATE SECTOR IN SOCIAL HOUSING
Sinn Féin Housing spokesperson Eoin Ó Broin has said that Minister Eoghan Murphy has continued with the failed policy of his predecessor by continuing to rely on the private sector to meet social housing need. According to the figures announced by the Minister, 77% of next year’s social housing tenancies will be delivered by subsidising families to live in private rented accommodation. Deputy Ó Broin said: “Minister Murphy indicated when he was appointed that the government would be changing its policy to support the state provision of social housing; the figures in the Budget yesterday indicate that the reality is quite different. “Of the 25,500 new social housing supports for 2018, only 5,900 of these will be real social housing units. This is just an increase of 31 units above the targets originally set by Minister Simon Coveney in Rebuilding Ireland. 77% of the government’s social housing targets for 2018 will be met subsidising families to live in the private rented sector. “This means that 19,600 social housing solutions will be met by the private rented sector, either via short term Housing Assistance Payment leases or longer term Social Housing Current Expenditure Programme leases. “Subsidising social housing tenants to live in the private rented sector is not the same as real social housing. Families cannot put down real roots in their communities. It is also much more expensive to the state in the long run. “This trend is replicated across the Rebuilding Ireland programme. The Governments targets from 2018 to 2021 show that only 32% of the so called social housing ‘solutions’ will be real social housing units owned by Local Authorities and Approved Housing Bodies. “Over reliance on the private sector to meet social housing need is part of the reason why we have a housing crisis. This policy, first introduced by Fianna Fail, has meant that the state continued to have an inadequate supply of real social housing. Until this policy is changed our social housing need will continue to rise.”

“CLOCKING” SURGES IN IRELAND 11% of domestic vehicles recorded mileage discrepancies (clocked or suspicious)
A recent study of secondhand cars in Ireland has found that 1 in 10 second hand cars currently listed sale have a false mileage displayed. The figure is even worse for cars imported from the UK where nearly 1 in 5 has an unreliable or questionable mileage reading. The study was carried out by Cartell.ie in cooperation with AA Ireland. Over 120,000 vehicles were checked on the Cartell.ie database, which is the most complete vehicle database in the country. Cartell.ie provides data searches and history checks, including for AA Ireland, and uniquely has full access to UK data, write-off data and other information for both jurisdictions. The results show that “clocking” is widespread in the market locally and is worse for potential buyers of UK vehicles. Cartell.ie and AA Ireland examined a random sample
of 60,047 vehicle history checks on Irish vehicles carried out recently by potential buyers. Of those checks 11.04% returned mileage discrepancies (6634/60047) – which would each require further investigation to establish if the vehicle had been “clocked” in a given case. In addition, a supplementary study which examined a random sample of 64,742 vehicles which displayed at least two mileage readings on the National Mileage Register (NMR), where at least one entry was added in the last 12 months, found that 11.15% of these vehicles had a mileage discrepancy. The supplementary study also examined a random sample of 13,026 imported vehicles (vehicles which currently display an Irish registration but previously had a UK or Northern Ireland plate) which displayed at least two mileage readings
on the NMR and one entry in the last 12 months. This aspect of the study found that imported vehicles were significantly more likely to have been clocked, with 18.43% of the imported cars assessed as having a mileage discrepancy. These results represent a

In 2013 the Government
reviewed the NCT mileages on 59,528 cars and found that 9.8% of those returned lower mileages on a subsequent test – in other words returned a mileage discrepancy. Those vehicles would have all been at least 4 years old and this may have impacted on the result. John Byrne, Legal and Public Relations Manager, Cartell.ie, says: “We wanted to get a clear picture of the extent of “clocking” in Ireland both with respect to domestic vehicles and imports. Based on an overall study of more than 120,000 vehicles these results are very concerning: on the Irish side we are painting a picture worse than the Government did when they conducted their own research in 2013 when they returned a rate of 9.8%. More worrying still is the situation with respect to imports – at 18.43% this rate is alarming. We would encourage anyone who
is importing a vehicle to conduct a vehicle history check before buying and take your time with respect to the purchase of any new vehicle.” Commenting on the report’s findings Conor Faughnan, Director of Consumer Affairs at AA Ireland stated, “Clocking is a very serious issue and something that anyone looking at purchasing a second hand car, whether in Ireland or from the UK, needs to watch out for. For example, our AA Rescue team regularly encounter car breakdowns which can be directly connected back to mileage discrepancies in the car. If a car has been clocked it’s highly likely that the car also has a questionable service history so, for example, a motorist could think their car isn’t due a service for another few months but then suddenly find their timing belt has snapped.” “Repairing damage associated with car clocking
can be very expensive and it’s also more likely that someone who owns a clocked car will experience a breakdown. Anyone looking at purchasing a second hand car in the near future, particularly if it’s a UK import should consider their breakdown assistance options to ensure they avoid any lengthy delays in the hard shoulder,” Faughnan added. Clocking is now a criminal offence in the Republic of Ireland pursuant to section 14 of the Road Traffic Act 2014. Cartell had long campaigned for the introduction of such an offence. In 2010, Cartell presented to the Dáil draft legislation which sought to criminalise the practice. That legislation was initially rejected by the Government but a modified version of it was subsequently moved as a Private Members Bill in December 2012. The Government then decided to move on the issue.

LAHART WELCOMES TRIPLING OF GARDA NUMBERS FOR BONFIRE NIGHT
Dublin South West Fianna Fáil TD, John Lahart, has welcomed the decision of the Garda to triple Garda presence on Hallowe’en night this year, particularly in light of events that occurred on bonfire night last year. “I raised the issue of policing because it had been well flagged to me by local residents following the events of bonfire night
in 2016 and at public meetings, the Garda had committed to be wellprepared to deal with antisocial behaviour that might arise this year. I wanted to ensure that they were following through on that commitment”, said Lahart. Chief Superintendent Duff, who is also the CoOrdinating Garda Officer for the Dublin Region on Bonfire Night, stated that
Garda numbers would be approximately trebled for bonfire night to ensure adequate policing and to ensure that it is a night that the whole community can enjoy. “Hopefully this will see an end to some of the outrageous behaviour that took place last year around Hallowe’en”, concluded Lahart.

Romaine Scally, Solicitor Question: We plan to buy our first house in the Spring and have been saving hard to get our finances in order. Can you give us some tips as to the process involved? Answer: Firstly, congratulations on the decision to buy and the very best of luck with the entire process. Most of all, we hope that you find a house you both are happy with in a location that suits. It is only fair to point out however that the purchase process is lengthy and sometimes tedious and full of pit falls and, unfortunately at times, disappointments. Prices are currently rising and with what appears to be a shortage of available property, this is further fuelling price increases. However, there are a few handy tips to help you to be ready to move once the right house comes along. Needless to say, firstly we would advise that you go and view as many houses as you have time to in order to get a feel for prices and indeed to eliminate what you don’t want. However, it is very important to have all your documentation ready as
we assume that you will be borrowing. You should shop around for a suitable loan. Some of the Lending Institutions are offering attractive deals to first time buyers and you should make sure that you spend some time doing your homework on the best loan option for you before you commit to a particular Lender. We would remind you that you will need a bare minimum of 6 months bank statement, proof of address (utility bills dating back 3 months for example) certificate of income from your Employer and 3 months of payslips. Despite the fact that you are obviously a young couple, you do need to sort out your life insurance. This can take a lot longer than you think. Different things can affect your premiums. For example, smoking literally doubles your life insurance premiums. So, there is another reason to think about quitting! As you absolutely need to have insurance to get your mortgage, don’t leave it until the last minute and risk missing out on the house of your dreams. Remember, if either of you ever had a health condition of any kind the mortgage underwriters may want independent medical check-ups and all sorts of documentation. This can take months to get together So make a start on it sooner rather than later as it could hold up your mortgage and therefore your ability to buy your house. Remember that once you are approved for your lide cover you can put it on hold until you actually need to drawdown your loan cheque. When you have found the house of your dreams, you need to consider getting an independent structural evaluation to make sure that there is nothing sinister in the walls, floors or foundations. It might be worth doing a little historical research about the house before you commit. You don’t want to find out mid-winter that you bought a property on a flood plain just because you are new to an area and didn’t know about this. Remember that Insurance Companies load

certain areas because they are considered to be ‘flood risks’ and you don’t want to find out just before you drawdown your loan cheque that your house insurance is double or more that you had anticipated because the house is on a flood plain or worse that it can’t be insured. Best to check out this information before you commit. Insurance Companies make this information readily available to potential clients. Remember also that the valuation the Lender will require on your property lasts two months only so, if possible do it at the very last minute in case there are delays with contracts for some reason. Otherwise, you will end up having to pay for another one and obviously nobody wants that. It is also very important to have your Solicitor lined up before you commit as you can negotiate your legal fee without being under pressure to do so. Most Solicitors will offer favourable fee structures for first time buyers but best to sort this out sooner rather than later. Remember also that most Sellers these days will not allow a Purchaser to sign a contract subject to loan approval. As such, your loan approval will have to issue virtually unconditionally before you can commit to signing contracts. As this is usually the longest part of the process, it is very important that you are well advanced in the process before you are at the stage of signing contracts. Again, another matter which may be of assistance is to consider checking out the local planning applications for the area as a whole. All Local Authorities have a planning office which is open for inspection by members of the public. Generally, the plans for any particular area for the next 5 years are available to be seen. This is obviously particularly important if you find that you are buying in an area with perhaps a large open space to the front or back of your house which could in turn be ear marked either for development in the future or road widening. It

would be very disappointing to buy a house only to find out shortly afterwards that a development that you had not anticipated interferes with your enjoyment of the property. It is very important to know exactly what the plans are for the foreseeable future in the area in which you buy if you are attracted to the property because of its quiet or rural location. In addition, the BER (Building Energy Rating) Certificate is helpful in ascertaining what the efficiency level is within the house. This will give you some idea as to your potential heating bills or indeed guide you as to what improvements need to be made to the house to improve its energy efficiency. Also remember that your Lender will certainly send out a Valuer but you will not be able to rely on that valuation if it did not disclose some structural defect. Remember that the Valuer for the Lender is only briefed with the view to ascertaining that the property is worth the amount of the loan. It is not their job to check the finer points in the house and to make sure that the central heating is working, boiler is in good order or that there is no damp or dry rot. This is where a private survey becomes critically important as that report will guide you as to the condition of the house internally and the costs you might incur in having to repair any damage or deal with damp etc. It is very important to pay the money for a private Surveyors report to ensure that you do not have to spend money you don’t have carrying out essential repairs after you move in. Forearmed is forewarned and at least you can budget for whatever work needs to be done if you know in advance. The process can be frustrating at times but always rewarding and exciting. “Minister Ross’s bill is supported by Irish motorists and the AA wants to see it brought into law.” Says Director of Consumer Affairs Conor Faughnan. “We know that motorists support it because we asked them. Irish drivers understand the importance of the measure for improving road safety.” “Voices raised against this measure are not coming from motorists or from road safety experts. They are coming from those with a special interest in the sale of alcohol and who have not given due consideration to the impact that drinkdriving has. AA research on driver’s views found strong support for the proposed changes in rural parts of the country. Simply put, opponents of the provision do not speak for rural Ireland on the issue.”
While supporting the Minister the AA warns that changing legislation has little long-term effect if it is not backed up by enforcement. Ireland has tough laws, but relatively weak enforcement. “Let us see a lot more flashing blue lights out there,” Says Faughnan. “There is no better measure if we are serious.” Separately, over 65% of motorists are supportive of the introduction of a system which would see drivers disqualified for drink driving have their names published on a publically available record. In an AA survey of almost 5,000 motorists, 41.65% of those surveyed stated that they strongly supported Transport Minister Shane Ross’ plans to introduce a system to name and shame
drink drivers. 23.95% of respondents stated that they were somewhat support of the plans, with just 8.15% of those surveyed stating they were strongly opposed to the idea. The survey also found that the majority of motorists surveyed believed that the introduction of such a system would have, at least, a moderate effect in reducing incidents of drinkdriving on Irish roads. 21.69% of respondents stated that they felt the risk of being ‘named and shamed’ would have a major effect on driver behaviour, while an additional 39.19% felt the proposals would have a moderate effect. The survey found that just 12.62% believed that such a system would have no effect in reducing drinkdriving rates.

IRISH STUDENTS GEAR UP TO MAKE AIRWAVES IN SPACE! Students in Tallaght Community School to Contact the International Space Station on Friday 20th October at 12:45 Irish Time
November Alfa One Sierra Sierra (NA1SS) - do you copy? Students from Tallaght Community School will make history this year, as they have been announced as the first Irish schools who will make direct radio contact with the International Space Station (ISS) while in orbit. This once-in-alifetime opportunity is part of the Amateur Radio on the International Space Station programme (ARISS), which will see Irish students from both schools speaking with American astronaut Mark Vande Hei while he orbits the Earth on the ISS For a brief timeframe during Expedition 52 and 53, Vande Hei and the rest of the crew on the ISS will be traveling at 27,600 km/h and for 6 to 12 minutes will be passing directly over Tallaght Community School. In order to carry out this real-time Earth-to-space radio contact, which uses amateur radio equipment to beam a line-of-sight signal to the ISS, the schools will set up a temporary radio station on the grounds which
will include an antenna, two radio systems and a back-up line diverted via Belgium or Italy, incase of interference locally, which will allow students to speak directly with Vande Hei while he takes a break from his duties and experiments on board the ISS. The closer the space station flies to the Tallaght the stronger and clearer the audio feed will get. At one point during this fantastic feat of broadcast engineering, the ISS will be 400km in the sky directly above the school. Amateur Radio is a hobby which facilitates the learning of how radio technology works, communicating with others and investigating the mysteries of long distance communication. ARISS is a global voluntary group that formalised a programme for utilising radio equipment on-board the ISS as a channel for further educating schools across the world on the work of the international space programme, life on-board the ISS, expeditions which astronauts are undertaking
and amateur radio. This is a highly competitive programme that receives thousands of applications from schools across the globe. Every six months the application process opens, enabling schools to apply to be chosen as one of the select few to make space contact six or 12 months later. Schools in the home country of the specific astronaut on a given expedition, which in this case is American , receive 70 percent of the limited number of these contact events a year and so for countries such as Ireland, it is extremely difficult to be chosen. Tallaght Community School were a stand out choice due to their Inspiring Science Education initiative which promotes hands on, inquiry-based and collaborative learning. It provides the tools to make science education more challenging, playful and above all more imaginative and inspiring for today’s students. Teachers at Tallaght Community School are also members of the
Galileo Teacher Training Programme which creates a series of professional development activities designed to help teachers and educators to learn and create resources on big topics in Astronomy and Planetary science. This ‘out of this world encounter’ will be an extra special experience for all students involved and will awaken in them an interest in a variety of ‘new frontiers’ including space, astronomy, engineering, broadcasting and amateur radio. In the months leading up to the radio contact, Tallaght Community School have been delivering a programme of fun and interesting events planned to prepare students for the contact. A series of cross-curricular events and lesson topics to promote the ISS across a multitude of subjects have been delivered. Aside from the Sciences, subject departments such as Music and Art have developed programmes in the lead-up to the contact. While subjects like Home
Economics will focus on what foods astronauts consume and students will be taught about the space shuttles, history of the space race among other learning experiences. These experiences built the momentum ahead of this phenomenal opportunity Working with the students and staff of Tallaght Community School, Daniel Cussen, ARISS Radio Technical Co-ordinator will be on-hand to ensure their temporary mission control radio station is up and functioning. Speaking at this announcement Daniel Cussen commented:
“I am thrilled for Tallaght Community School to be awarded this fantastic honour and educational experience. I have worked with many schools in Europe to facilitate contact with the ISS, but as an Irishman I am delighted to be working with Irish students as they leave their mark in history as the first students to make direct space contact. Amateur radio is an area which I am extremely passionate about and I am so excited to share this passion with these students, which will hopefully inspire some of them to follow in my footsteps.”

“Are you going for a pint Frank?” Pat asked in the locker room at the factory. “ Of course I am Pat, it’s pay-day, isn’t it! Ah Pat, there are very few pleasures left for the working man these days, and a pint is one of them” Frank intended only to have a couple of pints and then to go home to his weife and family. But when he wanted to go his mates had other ideas. So they jibed him. “Who wears the pants in your family Frank?” “ Will that little missus of yours be waiting for yeh with the rolling pin?” Frank’s work mate Pat in an inebriated state threw his arm over Franks shoulder ad slobbered,” Ah, go on Frank be a man, have one more drink!” Mary had made Frank a lovely dinner that evening but now it had gone cold so she put it in the oven. The three children were hyper all day and she was exhausted by the time she got them to sleep. Even so, she waited up for Frank until eleven-thirty before she turned-in herself. The next thing she knew the front door was being kicked and pounded. Frank was shouting at the top of his voice.” Open the bleedin’ door Mary. Open this door now, you silly bitch or I’ll kick it down!” Mary jumped out of the warm bed shivering with fear. She ran down the stairs and fumbled with the latch. When she finally opened the door, he fell into the hall cursing and swearing at her incompetence. The children were wide awake now, their little heart’s pounding. The eldest, Joan was working out how she could stop the inivatable violence. Annie lay there like she was paralysed. Little Jonny was crying because he had wet the bed.
Frank hard little Jonny crying and was insisting the children be brought down. “For god’s sake Frank, it’s one o’clock in the morning”. Mary pleaded,” I want to tell them, he said pointing his finger in Mary’s face, how their grandfather died fighting for Irish freedom in the 1916 rebellion” “ You can tell them tomorrow”, Mary insisted, as she physically restrained him from going up the stairs. Frank suddenly lost the head and started punching Mary in the face and on the head, her face bloodied, she fell to the ground screaming. Then he kicked her repeatedly. She lay on the hall floor in the foetal position, covering her head with her arms trying to protect herself. The kids standing at the top of the stairs, were frantic. Joan, the eldest ran down and was trying to stop her” daddy, stop daddy, you are killing her.” Frank looked in to the child’s face and something clicked in his brain, he stopped the barrage of violence and moved falteringly from the hall into the sitting room, slamming the door. Mary slept in the children’s room that night, but no one got to sleep until Frank had stopped shouting his tirade of abuses at Mary and the children. Drink my friends, causes problems like this for families all over the world. Irish people in particular have a major problem with drink and domestic violence. The wisdom of Proverbs is that, “Wine is a mocker, strong drink a brawler, and whoever is intoxicated by it is not wise” (Proverbs 20:1).
