ROCKETING INSURANCE COSTS CREATING ANOTHER CRISIS Seán Crowe T.D, has welcomed Minister Katherine Zappone’s support for Sinn Féin’s proposal for creches and the announcement of a “Programme Support Payment” of €1,500 in light of rising insurance issue costs facing childcare providers.
Crowe said: “Rocketing insurance costs have become a full-blown crisis across several sectors. “Recently I was contacted by representatives of the Naíonra in Scoil Chaitlín Maude in Knockmore who cannot afford the massive insurance rise for January 2020.

They have been quoted a figure which would actually double their insurance costs for next year. “Killinarden Community Centre is
also facing possible closure because of the cost of insurance for the centre and it is trying to crowd fund to meet the rising cost. The centre is used by after-school clubs, youth clubs and senior citizens’ groups. It is the beating heart of the local community. Their insurance costs have risen from €8,000 in 2011 to €34,500. That’s a whopping rise of 300%. “The future of the Fettercairn
Youth Horse Project is also under threat after its public insurance provider increased by almost 500% this year, from €8,520 to €42,000 in February 2020. Another small creche in Springfield in Tallaght with just 10 children one with special needs was acing a €1000 increase.
“None of the organisations have had claims made against them so there is no real justification, except to pursue even greater profits, for these massive increases. “That is not sustainable for any organisation and these are only a small sample of the representations that have come across my desk. The government need to do more to tackle this massive crisis.” Crowe continued: “Recently Sinn Féin called for an emergency payment to creches in order to keep their doors open in light of rising insurance costs. “The Taoiseach initially rubbished this proposal

and called it ‘reckless’, but hours later Minister Zappone announced a “Programme Support Payment” of €1,500 for childcare providers. “There’s no doubt that this will make a difference to childcare providers, to workers and to parents but it shouldn’t have gotten to this stage and there needs to be a plan to prevent this in near future. “This latest crisis is yet another feature of a childcare system that is fractured, overly regulated and doesn’t work for many
parents, children or for childcare professionals. We need to tackle the current insurance monopoly and give realistic options to community-based organisations so they can continue to operate and serve their constituents.
Vicki Casserly was on hand to present the awards to the winning groups. The Community Endeavour Awards aim to acknowledge, promote and recognise the work of community and voluntary organisations within the administrative area of South Dublin County Council. There is an immense richness and variety of voluntary organisations working in South Dublin and this initiative aims to recognise the efforts of those who
carry out this valuable work. All community organisations whose activities have made a difference in their community and had a beneficial effect on residents were eligible to enter. A total of 126 entries were received from a wide variety of groups operating in South Dublin County and these were then assessed by an independent judging panel. Speaking at the event, Mayor Cllr Vicki Casserly
said “There is an immense richness and variety of voluntary organisations working in South Dublin and it is important that we celebrate them and the difference they make to the lives of the people of this County. Their dedication is invaluable to this County and everyone who lives, works and passes through here. There is a saying that goes that it is the people that make the place. O’CONNOR RAISES SCHEDULE OF TYMON NORTH COMMUNITY NURSING HOME Local Cllr. Charlie O’Connor, has again responded to calls that he is receiving from the area regarding the schedule being followed in respect of the Tymon North Community Nursing Home. Charlie O’Connor raised the matter at the November meeting of the Regional Health Forum Dublin MidLeinster and was told by management that: “The full cost for the construction of Tymon North Community Nursing Unit (including land acquisition) is €24 million”. HSE Management also confirmed that: “The building has recently been handed over to the HSE by the construction contractor”. The report to Charlie O’Connor also stated that: “The building is currently in the process of being
outfitted with the necessary equipment for the safe operation of the unit, it is anticipated the outfitting will be completed by the end of this year. In early 2020 the regulator, HIQA (Health Information and Quality Authority) will be invited to inspect and register the unit as suitable for a Community Unit for Older Persons”. According to Charlie O’Connor, a long time campaigner for this facility, there is particular interest in the local area regarding plans for the Home and many families await news of plans for the admission of patients to the Unit. He has asked the HSE to continue to provide updated reports in respect of the matter and he has undertaken to keep the community fully informed.

development of 1,034 homes on 29 acres of council lands at Kilcarbery in Clondalkin, Dublin 22 has been approved by An Bord Pleanála.
The mixed tenure development which will include 310 social housing units (30% of the development) is the first of its kind envisaged as part of the major urban sites initiative under “Rebuilding
Dublin builders Adroit and Maplewood, will develop the site. Adwood Ltd will pay the council €38m and deliver 310 social housing units at competitive rates over four years.
In return for state support through the Local Infrastructure Housing Activation Fund (LIHAF) of €2m, the developer has also committed to delivering 50 units at prices discounted

The tender also includes an 847 sq.m. community building which will be handed over to the Council. A creche and retail unit will also be included as part of the development. The Kilcarbery development is part of the Council’s €1 billion investment plan for

Daniel McLoughlin, Chief Executive of South Dublin County Council, said, “This is a vital element of our overall council-led housing strategy to deliver 4500 homes over the next few years. We must now get on with commencement on site at the earliest opportunity and look forward to the development of this new community. “
POBAL REPORT REVEALS 56% OF CHILDCARE PROFESSIONALS EARN LESS THAN LIVING WAGE The SIPTU Big Start Campaign has said that the ‘Early Years Sector Profile Report’ by the State funding agency POBAL, which was published recently has revealed that low pay continues to plague the childcare profession. SIPTU Head of Strategic Organising and Campaigns, Darragh O’Connor, said: “The POBAL report clearly shows that the childcare sector is in the middle of a low pay crisis. Early Years educators are earning on average just €11.46 per hour, this is 84 cent below the Living Wage of €12.30 per hour.
“The POBAL report shows that 56% of childcare staff earn less that the Living Wage. Unsurprisingly, research published earlier this year by SIPTU, showed that 94% of
Early Years workers struggle to make ends meet, while 83% are unable to meet unexpected expenses. “Low pay is resulting in a staff turnover rate of 23% per annum. This is undermining the quality of services for children and the sustainability for parents.” He added: “Childcare professionals need a pay deal.
They need to be recognised and rewarded for their work. Minister for Children and Youth Affairs, Katherine Zappone, recognises this and has established a fund to support services. However, we are calling for adequate government investment so that every childcare professional earns at least the Living Wage in 2020. This must be the first step towards a professional pay scale.”

FAI REVELATIONS A BLEAK AND SAD DAY FOR IRISH FOOTBALL

Transparency International Ireland’s (TII) annual National Integrity Index (NII) ranks the country’s 31 local authorities based on three criteria: transparency, accountability and ethics. South Dublin County Council ranked joint highest alongside Fingal County Council when it comes to behaving in a transparent manner.
South Dublin County Council received 100% in the Accountability ranking and received an overall score of 22 points out of 30. The index and report examine systems and practices for promoting integrity in local authorities and draws from information available on council websites, freedom of information requests and feedback from local authority staff and councillors. The index is based on research carried out between June 2019 and December 2019.
FAI was in serious financial trouble, but the accounts released are momentous, deeply disturbing, and worrying for the future of the organisation. “We now know that the FAI has financial liabilities of €55 million and was operating a negative cashflow at the end of 2018. “The auditors were unable to determine whether adequate accounting records have been kept and were unable to report if, in their opinion, the disclosure of directors’ remuneration and transactions specified by law were made.
“All of this is an indictment of the former CEO John Delaney and makes a mockery of his repeated claims that the association would be debt free by 2020. “Ordinary football fans across the country are shocked and angry about the severance package of €462,000 paid out to John Delaney and the gross financial mismanagement. “It has been reported that a special taskforce of investigators from the Criminal Assets Bureau
(CAB) will now investigate the financial affairs of the FAI. “This is a bleak and sad day for Irish football and all those fans who spend
their hard-earned money to loyally follow clubs and the national team.
“If there are to be job losses at the FAI then it needs to
begin with those who are responsible for this mess rather than those who work tirelessly behind the scenes to promote Irish football every day.”
IRISH FITNESS INITIATIVE WINS EUROPEAN SILVER AWARD

CASSERLY HIGHLIGHTS THE IMPACT OF BREXIT Cllr. Vicki Casserly, Mayor for South Dublin County Council, has highlighted the impact that Brexit will have on the people of South Dublin in a recent meeting with Michel Barnier. Mayor Casserly met with Mr. Barnier recently on a visit to the European Commission and Parliament hosted by Frances Fitzgerald MEP. Commenting on the meeting, Mayor Casserly said: “I thanked Mr. Barnier and his whole team for the incredible work that they have done in concluding the Brexit negotiations and for securing a Withdrawl Agreement with the United Kingdom that safeguards the Good Friday Agreement. The solidarity and understanding that Mr. Barnier and his team have shown to Ireland cannot be understated.” “I brought my concerns and those of the people of South County Dublin to the meeting and explained how we need to maintain the closest possible relationship with our UK partners post Brexit to ensure that jobs, security and peace is not compromised on the island of Ireland. COMPRESSED NATURAL GAS STATION TO OPEN IN BALLYMOUNT Gas Networks Ireland in recent weeks entered into an agreement with Panda (part of the Beauparc group) to develop two publicly-accessible, fast-fill Compressed Natural Gas (CNG) stations in Dublin. The two stations will be strategically located with one on the Southside in Ballymount and on the Northside in Finglas. Construction on the project will get underway next summer with both stations expected to be in operation by the end of 2020. The project is co-financed by Gas Networks Ireland and the European Union’s Connecting Europe Facility, as part of Gas Network Ireland’s Causeway Project.
CNG is natural gas which has been compressed to fit into a Natural Gas Vehicle’s (NGV) tank and is particularly suitable for use in commercial vehicles. It is a proven alternative to diesel or petrol and reduces transport costs by up to 25% and carbon emissions by over a fifth. In the future, these vehicles
can achieve zero carbon transport when operating on renewable gas. While Heavy Good Vehicles (HGV) and buses account for only 4% of vehicles on Ireland’s roads, they account for 30% of all emissions in the road transport sector. There are an estimated 25 million NGVs in operation worldwide, and almost two million in Europe. Earlier this year, Gas Networks Ireland launched Ireland’s first publicly-accessible, fast-fill CNG station in Dublin Port with the second station due to be commissioned in Cashel early in the New Year. Panda plans to commission
45 NGVs as part of their new ‘green fleet’ over the next three years. The move is the first of its kind for a municipal waste operator in Dublin and is part of the company’s commitment to reducing its emissions and carbon footprint across its operations. CNG for transport is one of the key gas technologies set out in Gas Networks Ireland’s Vision 2050 which outlines how it can reduce Ireland’s total carbon emissions by one third and create a net zero carbon gas network.

Domestic abuse remains rife in Irish society. Worse still it continues to be shrouded in shame. “Data published by safe Ireland tells us that nine requests for refuge accommodation went unmet every day last year because services will full. “In my own work I have seen first-hand the incredible work of Saoirse Women’s Refuge in Tallaght. Yet this fantastic service could not accommodate 287 families last year because the refuge was full. As a result of state underfunding Saoirse have
to rely on fundraising for the general upkeep of their premises. This puts added pressure on an already over worked organisation. “Sinn Féin’s alternative budget included an additional €11.8m for capital investment to provide for additional refuge places and domestic violence housing support services for 2020, and we are committed to increase funding for refuge accommodation and specialised supports over the next three years to meet Ireland’s obligations under the Istanbul Convention. “Saoirse have highlighted the stress a woman has to go through in the legal system. Obtaining a safety order and attending court can add to the trauma already endured by victims. They have no privacy; no space and they often feel unsafe. A simple, humane solution to this would be to allow a video link from the refuge to the family law court to apply for a safety order. “Victims also need time off work to attend court
dates, secure alternative accommodation or attend a GP or Counsellor. “Recently Sinn Féin introduced legislation that provides for a statutory
entitlement to 10 days domestic violence paid leave. This employment rights provision would give victims the time they need to seek support and also
addresses unpredictable absenteeism and reduced productivity for employers. “Victims have a right to a pathway out of abuse without fear of losing their
jobs. As legislators it is our responsibility to deliver on that right and to ensure the supports and services victims access are in place and properly resourced.”

BEGINNERS DIGITAL COURSE GREAT SUCCESS FOR ADULT LEARNERS AT GRIFFITH COLLEGE Griffith College and 121 Digital worked together to provide 15 adult learners from the Dublin6/ 8 area with a free five week one-to-one digital skills course
In a bid to increase digital literacy amongst adults in the Dublin 6/8 area, 121 Digital and Griffith College held five free one-toone sessions where Griffith’s computing students taught the learners. Each participant was paired up with a mentor from the MSc in Computing at Griffith, with the experience being tailored to suit their needs and abilities, with each learner bringing their own digital device to learn from. The skills started from the more basic, such as setting up and using WhatsApp to the more advanced areas such as checking privacy settings in Facebook, managing
email preferences and other requests. Fintan Mulligan started 121 Digital ten years ago in order to help members in the community and he quickly discovered an ongoing and wider demand for lessons. “We are deeply grateful to the Griffith College Computing Faculty and Dr Waseem Akhtar for hosting 121 Digital classes. The adults in the local area have gained so much, not only in the digital skills sense. By having a dedicated mentor from the college also gives our learners an outlook from the point of view of the younger generations that also live in the local community,” says Fintan Mulligan. Parents and carers of children aged up to five years old and living in the catchment area outlined by the Department of Education and Skills will be invited to visit a dedicated website and choose their patron of choice for this new school. The survey will close on Sunday 26th January and the resulting data will be analysed and the New
School Establishment Group will award patronage. Griffith College’s Schools Liaison Officer Sinead O’Callaghan offers some advice to those moving towards the mock exams This experience can be a huge learning tool in preparation for the State Examinations in June. It’s an occasion to familiarise yourself with the layout of the papers, to practice time management in the examination and to understand how you’ll manage the format of sitting exams one day after another for two consecutive weeks. The Leaving Cert will require stamina to perform at your best for two weeks it seriously can help you prepare for the real thing. Look at it as the league game in preparation for the championship or the driving lesson before the test. The “Pre’s” can be an opportunity to measure your performance in each subject. This will be helpful if you’re considering changing levels in a subject or when you calculate your pre results and equate them to points.
While in many cases students, schools and parents see the CAO as the ‘be all and end all’ for those seeking third level education, nothing could be further from the truth according to Gabriel Allen, deputy principal at Bray Institute of Further Education (BIFE). “Over recent years many new avenues have opened up to students to enable them pursue their dream career via a different route.” He added, “Further Education offers a learner, who may not have achieved the required CAO points, the opportunity to gain advanced entry onto honours degree programmes, both in Ireland and abroad.” The huge range of courses available at BIFE offers learners fabulous opportunities, not only for those looking for additional skills or hoping to go

VOLUNTEER IRELAND AWARD WINNERS 2019 Local man Johnny Fox of Pieta House and Tallaght Athletic Club won in the Campaigning & Awareness Raising category. Having lost his son to suicide, Johnny was part of the very first Darkness into Light committee and has been supporting Pieta House ever since. Johnny can be found on the course from the night before, staying and cheering each person until the last one crosses the line. Johnny has also been a volunteer coach with Tallaght Athletics Club for over 50 years mentoring, inspiring and supporting young athletes. WORK THREE WEEKS LESS IN 2020 BY SWITCHING MORTGAGE Irish home owners could work three weeks less in 2020 by simply switching their current mortgage from the highest rate – a process that can be less painful than most popular New Year’s resolutions, according to an expert. Couples earning the average wage and on the highest mortgage rate are working nine hours every month just to service needless interest payments of €3,498 a year, according to Doddl.ie Managing Director Martina Hennessy. “By switching from the highest rates available on the market one of them could take three weeks unpaid off work and still be in the same net financial position,” she said. “If a gym guaranteed similar tangible results within six to eight weeks, new year’s resolutions would be a nobrainer.” The current spread between the highest and lowest interest rates
available on the market is 2.25% or €3,498 in annual repayments for an average private house mortgage, according to the Doddl.ie Index. “If a married couple, both earning the average wage of €38,871, with an after-tax income of €62,111 are on the highest variable rate, they will be working over nine hours a month to repay the additional interest of €291 per month on the average mortgage of €243,512,” said Ms Hennessy.
